The South African Minerals Development Act (?the Act?) has been promulgated and will come into full force and effect once it is gazetted. Thereafter, all Old Order mineral rights will have to be converted into New Order mineral rights within a 5-year period, probably by the end of 2008. The conversion of rights will be achieved only with the demonstrated inclusion of empowerment groups in the conversion applications. In addition to the Act, the first draft of the proposed Royalty Bill (?the Bill?) was released during the week beginning 17 March 2003. Comments on the Bill?s contents had to be submitted before 30 April 2003. The contents were to be considered in terms of applicability and acceptability to the South African minerals industry, where after proposed comments and suggested amendments were to be submitted to the relevant State Treasury office. Specifically referring to the Bill, the general response from the industry is one of concern. Since any royalty is tantamount to a tax, the general feeling is that the current mining taxation rates are already internationally competitive and to increase these effective rates, notably at differing rates depending on commodity type, will have an adverse impact on the South African mining industry. A number of these impacts can be mitigated to some degree, depending on the flexibility of the State to address the major concerns.

Researchers at the U.S. Bureau of Mimes monitored rock mass response to mining of an experimental underhand longwall stope in Hecla Mining Co.'s Lucky Friday Mine, Mullan, ID. This stope design, the Lucky Friday underhand longwall (LFUL), was proposed as a means of controlling rock bursting while also allowing increased mechanization of mining operations. Instruments were specifically manufactured to monitor three geomechanical factors (backfill performance, ramp stability, and rock mass response) that directly affect the success of stope design. Despite considerable difficulties with instrument installation and survival in the harsh mine environment, especially within the stope fill, sufficient information was collected to suggest that the LFUL method was successful in achieving project goals. This conclusion, in addition to favorable economic and operational evidence, led the mine to adopt the method throughout the mine. Indeed, this study and mining experience suggest that underhand longwall mining could be considered a feasible mining method for rock-burst-prone ground throughout the Coeur d'Alene District. Further Reports of Investigations (RI) in this series present in-depth analyses of the effects of backfill on rock bursting and calibration of a stope numerical model.

"In 2002, Atlas Copco Rock Drills AB released the new rig control system (RCS) technology for all of its drill rig types. RCS opened the way for a new generation of computerized drill rigs based on modern, standard PC-computer technology. Drilling accuracy, information logging, reduction in manpower in some types, and serviceability have all taken a quantum leap forward when compared with previous generations of drill rigs. RCS is modularized and distributed by means of CAN-bus technology. This technology, which is well proven in automobile applications, forms the communication backbone of the rig. The modularity facilitates almost unlimited possibilities for the expansion and adaptation of drill rig functions."

The objectives of this study were to: (a) determine the state of the art for the control effectiveness of various chemical dust suppressants, (b) field test the effectiveness of the dust suppressants, and (c) develop technical guidelines for selecting and implementing cost effective tailings pond dust control programs. Chemical stabilizers evaluated under field conditions were: Coherax, Calcium Lignosulfonate, Nalco 656, 655, and Magnesium Chloride. Testing in the field utilized a portable field in-situ wind tunnel. The wind tunnel was placed on the tailings surface and simulated wind speeds of up to 80 mph were used to determine wind erosion threshold velocities. Emission rate testing was performed with the wind tunnel through the use of a real-time cascade impactor. A control cost effectiveness evaluation was performed to determine how efficient the chemical stabilizers were on a dollars expended per acre basis.

"The South American mining community leads the world in recognition and adoption of the latest grinding mill relining technologies. Clearly this region has recognised the benefits of improved relining performance.Six of the seven RUSSELL TWIN 8 Mill Relining Systems, ordered to date, are either operating or being manufactured for South American mine sites.This paradigm shift, towards very short relining times, aims at displacing mill relining activities from the critical path of concentrator maintenance shutdown schedules.The first uses of the RUSSELL TWIN 8 Mill Relining System have seen some of the highest SAG mill new liner placement rates ever observed by RME, as would be expected with two, independent Machines working simultaneously in the one mill.The liner-replacement-rate, averaged over the whole reline, is good (27% improvement over single Machine System in the same mill) but short of full potential. This modest result can be attributed to reline crews unfamiliarity with RUSSELL TWIN 8 System operation.This paper compares a sample of conventional (single machine) RME Mill Relining System performance data with one ‘double head’ mill liner handler by others. Early performance of Escondida’s new RUSSELL TWIN 8 System performance is then compared with recent single Machine data from Escondida, immediately prior to RUSSELL TWIN 8 commissioning. RME and Escondida look to constantly improving RUSSELL TWIN 8 System performance as full operational familiarity is achieved.Also, the preparation of this paper revealed a need to develop a global industry standard for mill relining data collection. A web based platform, to develop and then distribute standardised data collection templates, is discussed in Annexure 1."

This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Included also are the tables that show the principal nonfuel mineral commodities exported from and imported into the United States and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is ordinarily termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines.

Alluvial platinum was recovered during gold mining operations in Maud Creek, a tributary of the Howard River. Average electron probe analyses give Pt 88.75, Fe 5.27, Ir 0.70, Os 1.06, Pd 0.34, Ru 0.14, Rh 1.29, Cu 1.06. Rare grains of a Pt-Fe-Cu alloy are also present and an unusual feature of all grains is the relatively high rhodium content which finds expression in segregations of rhodium arsenide, cherepanovite. Platinum is found in the Orepuki area of Southland, where it is probably partly derived from the mafic rocks of the Longwood Complex. Rocks of the Rotoroa Complex, similar to those of the Longwood Complex, form bedrock in Maud Creek and are possibly the source of the Howard platinum. Alternatively, it might be derived by glacial transport from the Matakitaki ultramafic block 30 km to the southwest. Origin from the Rotoroa rocks is preferred as, if the Matakitaki rocks are part of the Dun Mountain Ophiolites, they might be expected to contain osmiridium rather than platinum. The ratio Pt:Ir-Os has been widely used to distinguish low Pt:Ir-Os ophiolitic from high Pt:Ir-Os gabbroic assemblages. Mafic complexes such as Longwoods, Darran, Rotoroa, and Riwaka might be expected to show similar high Pt:Ir-Os ratios and be targets for platinum exploration. Detrital platinum examined from the Parapara area, Golden Bay is mainly osmiridium, with rare grains of rutheniridosmine, very similar in composition to that found in concentrates from the Kaniere dredge, West Coast.

The Trident Gold Deposit is centred on the historical Higginsville Mining Centre, between the world class gold centres of St Ives (+15 Moz) and Norseman (+6.5 Moz) in Western AustraliaÆs productive eastern goldfields. It lies towards the southern end of the Norseman-Wiluna Greenstone belt in the Archaean Yilgarn Craton. The current in situ resource for Trident is estimated at 840 000 ounces, with production to date in excess of 500 000 ounces.Trident is hosted primarily within a thick, weakly differentiated gabbro with subordinate mafic and ultramafic lithologies and comprises a series of north-northeast trending, shallowly north plunging ore zones. The deposit comprises two main mineralisation styles; thin, lode-style, nuggety laminated quartz veins (Athena and Artemis) that formed along major shear zones primarily at the contacts between the various mafic and ultramafic lithologies; and large wallrock-hosted ore-zones comprising sigmoidal quartz tensional vein arrays and associated metasomatic wall rock alteration (eastern zone, western zone and Apollo) hosted exclusively within the gabbro.The thin laminated quartz vein lodes are important to the Trident Gold Deposits production profile as they constitute 33 per cent of the metal from only 14 per cent of the tonnes. The delineation, grade estimation and extraction of these lodes require a disproportionate amount of geological and engineering input due to the small scale variability in width, grade and direction. "1. INTRODUCTIONIn the past two decades, low-grade gold and silver ore bodies in the United States have been exploited by heap leaching, primarily with sodium cyanide solutions. This method has proven to be a viable alternative to conventional milling due to its low capital and operating costs. Successes have been made, particularly in Nevada, where ores are well oxidized and the climate is conducive to this method. in recent years, heap leaching has been tried in northern latitudes with some success, however, in using this method, operators face more severe limitations than do their neighbours to the south.This paper evaluates the limitations of heap leaching with particular emphasis on northern climates and introduces an alternative method to recover precious metal values in a continuous vat. This proprietory technology, known as the Mackie Vat Leaching Jig, shows promise, with improved gold recovery and potential to operate in cold climates.2. WHAT ARE THE LIMITATIONS TO HEAP LEACHING?Heap leaching of non-refractory ores is subject to the following limitations:1. Minimum amount of free gold and nuggets in the ore.?. Minerology of the ore--accessibility of gold to lixiviant.3. Minimum particle size and size distribution of crushed product to allow percolation of lixiviant through the heap.4. Minimum amount of clays or clay-like slimes that can cause coating of ore particles and channelling of lixiviant.5. This report was prepared as a background reference for future publica¬tions concerning the damping capacity of metals and alloys. It contains a broad description of the theory and methods of measuring damping capacity and correlates the developments of the past decade in terminology, units, and techniques. Damping-capacity instrumentation at the Mississippi Valley Experiment Station, Rolla, Mo., is described. The bibliography contains over 150 references to recent articles, each tabulated as to material investigated and test variables, such as frequency, stress, mode of vibration, and temperature. INTRODUCTION After it discovered high-damping manganese-copper alloys before World War II, the Bureau of Mines began research on the damping capacity of alloys and has continued to expand this activity to the present time. In physical metallurgy, damping capacity has become an important research tool in the Bureau. The physical measurement of the damping properties of alloys was begun at the College Park laboratories, and later conducted at Salt Lake City under the direction of Dr. E. V. Potter. Among the many articles resulting from this work, Damping Capacity of Metals (108)3/ has received frequent men¬tion in more recent literature and describes briefly the methods of measurement employed at that time.

Desde 1999 se desarrollaron pruebas de lixiviación de concentrados en la planta LESDE de Toquepala con el propósito de evaluar las recuperaciones y los tiempos de procesamiento. Las recuperaciones a nivel laboratorio indican que la promoción de la actividad bacteriana es uno de los factores para acelerar el proceso de solubilización del cobre calcopiritico del concentrado. La actividad bacteriana se define como la capacidad de adaptación que tienen las bacterias en medios lixiviantes para elevar la velocidad de oxidación del ión ferroso y convertirlo en férrico y es el mecanismo para la lixiviación del sulfuro primario o calcopirita, el resultado de la interacción de las bacterias ferrooxidantes, el oxígeno y el control de ácido que mantienen un pH por debajo de 2.1. En ese sentido, el presente texto señala las pruebas de lixiviación de concentrados que incluyen estos últimos conceptos, con el objetivo de evaluar la factibilidad técnica y económica de obtener licores de cobre que puedan ser aprovechados utilizando la capacidad existente de extracción por solventes y electrodepositación de la planta LESDE Toquepala.

During the last phase of the Circunvalacion Norte project in San Jose, Costa Rica, preliminary designs for an underpass structure of over 16 km (10 miles) considered drilled shafts as an earth retaining system. Since the project’s execution was delayed and close to the deadline, it was necessary to optimize this structure, with the drilled shafts being the most critical aspect. The key element in order to obtain an improved design was characterizing the job site with a specific site study for seismic demand, and the use of advanced numerical modelling, considering soil-structure interaction. The site investigation comprised the CPT, PMT, MASW geophysical tests, deep exploration drilling, and triaxial compression tests. The terrain was modeled using an advanced constitutive model with hardening plasticity calibrated from the triaxial tests. Plaxis software was used to calibrate the seismic model for the terrain and for the dynamic analysis. Two conditions were considered for the retaining structure: free-head and fixed head. A parametric study with drilled shafts of 1.0 m (3.3 ft) and 1.2 m (3.9 ft) in diameter, and center-to-center spacing of 1.3 m (4.3 ft) and 3.0 m (9.8 ft) was conducted in order to obtain an optimized structure. For each condition of the drilled shaft wall, the computed deformations were compared for two spectrum designs: site-specific spectrum and seismic code generic spectrum. Finally, a dynamic analysis was performed to check the performance of the drilled shafts with optimized spacing using a control earthquake. Based upon seismic performance curves, the analysis showed the possibility of greater spacing for the drilled shafts compared to the original design, obtaining a 32% reduction in the total length of the drilled shafts in the project.

As directed by the MINER act of 2006, the NIOSH Office of Mine Health & Safety Research (OMSHR) has annually awarded contracts to enhance mine safety and health. OMSHR has a history of research that focuses on both respirable coal mine dust and respirable crystalline silica (or quartz) dust, and contracts have been awarded since 2010 in support of our intramural research efforts. In 2018, a National Academies of Science consensus study report recommended expansion of respirable dust research. As a result, beginning in 2018 through 2021, eighteen contracts were awarded focusing on this area. These contracts can be grouped in three topic areas: characterization of coal/dust, development of real time monitors, and improvement of respirable dust controls. This paper summarizes the outcomes of completed contracts and the progress of current contracts.

A change of support model consists of a procedure to change a stationary histogram at a small data scale to represent a larger scale; typically a distribution of sample drill-hole data is changed to represent a chosen selective mining unit (SMU) scale. Most grade variables average arithmetically. Thus, the mean stays the same for different scales, and the variance changes according to well-established theory using average variogram values. The longstanding challenge has been to predict how the shape of the histogram changes. The discrete gaussian model is widely used because it appears reasonable and introduces few artifacts; there are no artificial minimum/maximum values and the target mean and variance are reproduced exactly. The resulting distribution shape, however, is strongly dependent on a multivariate gaussian distribution. The authors generalize the approach by taking advantage of a property of the isofactorial model, which allows one to specify where the random function falls on the spectrum between a low-entropy mosaic model and a maximum-entropy diffusion model. A measure of dissemination (MD) is computed using a ratio of the madogram and the variogram. The change of support algorithm is developed that uses a variable measure of dissemination (VMD) that is easily calculated and fit to data from the deposit. The resulting VMD change of support model is very flexible to represent different mineralization styles encountered in practice; global predictions of recoverable reserves are more accurate and decision-making is improved. A number of real examples are shown to demonstrate the approach.

Improvement in work place environment by conventional methods viz., installation of higher capacity fan, fans in parallel operation or booster fan is a risky proposition in many coal mines in India because of difficult geo-mining condition such as shallow depth, multi seam workings having thin parting and inter connected goaves one above the other. The situation is further worsened if the mines have fire affected sealed off area connected to different ventilation circuits. On many occasions circulation of more air quantity by increasing fan pressure have resulted in initiation of spontaneous heating. To address these problems, authors have made some improvement in conventional Dynamic Balancing of Pressure Technique and worked out few ventilation schemes which are aimed for neutralization of pressure differential across sealed off area at the same time having improvement in ventilation in the mine. The excess pressure differential across sealed off area is mainly caused by introduction of higher capacity fan. Similar situation prevailed in one of the mines of Jharia Coalfield, India. The problem was solved by application of the above technique. In this paper, brief description of the technique, the problem in the mine, results of investigation, computer simulation studies of various schemes and methodology adopted for implementation of the technique in the mine have been discussed in some detail. In this paper, the authors attempt to apply a simplified non-homogeneous void diffusion model (NHVDM) to predict surface subsidence for longwall mining in Illinois. A generalized error function subsidence profile is derived from this model. The model validation indicates that the NHVDM approach appears to fit the observed subsidence data as well or better than the error and the trigonometric functions, particularly around the trough edge areas.

Abstract - The Nanisivik mine offers a unique opportunity to examine the economics of a mining scenario from its original feasibility study through to closure. In the early 1970s, the Strathcona Sound project (exploration around the Nanisivik mine) had advanced to the point where a significant mineralized body had been defined and a feasibility study was initiated. The study supported development of the Nanisivik mine, with government investment in regional infrastructure, and the mine was constructed and operated for 26 years. Many elements of the feasibility study were difficult to estimate because the project was unique in its high Arctic setting. As a result, many differences were found when comparing the actual mining data to the feasibility study. The majority of these differences were the result of an actual mine life of 26 years instead of the planned 12.5 years. Most of the mining costs were higher than estimated and production occurred at a much higher extraction rate than planned. On a constant dollar basis, the metal prices were, on average, below the feasibility estimates. For the most part, these differences balanced out, with the actual mining being only slightly more profitable than anticipated in the feasibility study.
