"The Permanent Canal Closures and Pumps (PCCP) project is the capstone piece of New Orleans’ extensive hurricane risk-reduction system constructed following Hurricane Katrina. The project consists of three discrete pump stations and flood gates on the shore of Lake Pontchartrain which provide a storm surge barrier and pump rainwater from the City of New Orleans’ primary drainage canals. The depth of the pump station structures ranged between 39 and 45 feet below sea-level. USACE developed the PCCP project for design-build delivery; granting the project team latitude to develop innovative, cost effective solutions for the project. The use of OPEN CELLTM cofferdams to construct the pump station structures was one such innovation. OPEN CELL structures utilize the strength of the retained soil to anchor cellular sheet pile face arcs; allowing a free-field of construction within the cofferdam. This cofferdam design did not require ground improvement or dewatering around the perimeter of the cofferdam. The free-field cofferdams streamlined construction and large equipment installation within the structures with no encumbrance from internal bracing. Meticulous force-based design, soil-structure numerical modeling, and physical testing were all techniques used to present and gain USACE acceptance of the design on this vital element of the work.PROJECT DESCRIPTIONThe Permanent Canal Closures and Pumps (PCCP) project is the capstone piece of the City of New Orleans’ extensive hurricane risk-reductions system constructed following Hurricane Katrina in 2005. The project encompasses three separate pump stations and floodgate structures located at the mouths of three outfall canals (17th Street, Orleans, and London) on the south shore of Lake Pontchartrain. These three canals, running from the south to north, act as the primary conduits for discharging water from the New Orleans area. Prior to Hurricane Katrina, these canals were operated with pump stations two to three miles upstream of the mouths at Lake Pontchartrain. This left long stretches of levee on each side of the canals exposed to storm surges entering from the lake. Three levee failures occurred along these canals during Katrina; two at London Canal and one at 17th Street Canal. The failures resulted in major flooding of the surrounding neighborhoods, significant damages, and loss of life.Following initial canal levee repairs after Hurricane Katrina, USACE, in partnership with the Louisiana Coastal Protection and Restoration Authority (CPRA), took action to move the line of flood protection to the mouths of these three canals at the edge of the lake. By cutting off the storm surges from Lake Pontchartrain at the entrance to the canal, over ten miles of canal levee would no longer be exposed to storm surge water elevations, significantly decreasing the risk of failure."

A quantitative model based on strain accumulation in multi-pass rolling is developed to overcome a large critical strain for dynamic recrystallisation in a Nb microalloyed steel with high Mn content (HTP steel). The larger the critical strain for dynamic recrystallisation, the finer is the dynamically recrystallised grain size. The initial mill trial showed that it is feasible to achieve ultra-fine grain size by dynamic recrystallisation but the prevention of static recrystallisation in between passes is identified as an essential condition to suppress mixed grain size. The data-base on static softening kinetics at short interpass time was experimentally determined on WUMSI and incorporated in the model. The model is used to optimise the strip rolling schedule to prevent static recrystallisation in the interpass time. The rolling simulation of strip rolling schedule has validated the model prediction that it is possible to obtain a uniform ultra-fine ferrite grain size of about 1-2 micrometer diameter in final ferrite microstructure for industrial rolling parameters. A user friendly software package has been developed to apply the model for off-line control of mill processing parameters, i.e., time-temperature-deformation schedule of finish rolling in order to accumulate large strain to overcome a large critical strain for dynamic recrystallisation. The model is a powerful predictive tool for grain size control in multi-pass rolling.

The promising concepts are then studied more deeply and evaluated in more detail with recommendations given for further development action. There are 14 operations that supply 97% of the Market Economy Country (MEC) manganese and contain nearly all of its resources. Six mines account for about 70% of the production and 85% of the resources; there are no known resources that are economically close to those that are currently being mined. Costs (January 1989 dollars) of producing manganese concentrates from the operations evaluated are estimated to range from $ 0.96 to $ 1.86 per long ton unit (ltu or 22.4 lb) of contained manganese. Total MEC demonstrated resources evaluated amount to about 1.2 billion tons of in situ ore containing 474 million tons of manganese. Identified resources amount to about 1.8 billion tons of in situ material. Key results of the study indicate the following: 1. The MEC supply of manganese will be from the currently mined resources well into the next century. 2. Centrally Planned Economy Countries (CPEC's) will be increasingly dependent on MEC manganese ore and concentrate in the future. 3. At the 1976 to 1987 demand increase rate, total MEC resource needed through the year 2000 would be about 282 million tons of in situ material. 4. Transportation and infrastructure support will continue to be major elements of production costs.

Analysis of Electrostatic Separation for Rutile Cleaning Duty Using a Plate Electrode Assisted High Tension Roll Separator A plate assisted electrostatic high tension roll separator has been used for the removal of impurity mineral grains from a rutile rich product stream. A laboratory study and a subsequent production study explored the effect of machine conditions with a view to the optimisation of the separation performance of the separator. The performance requirement was that the TiO2 grade in the non-conductor stream was to be less than ten per cent whilst at the same time the ZrO2 grade in the conductor stream had to be less than 0.5 per cent at mass recoveries of greater than 90 per cent to the conductor stream and less than 5 per cent to the non-conductor stream. Mineralogy data was utilized to determine the feasibility of achieving the production targets with the feed under study. Since the feed stream mineralogy was dominated by rutile, leucoxene and zircon, it was possible to use an approximation to the actual mineral assemblage as well as the raw X-ray fluorescence data to understand the separation duty of the Carrara machine. Since there were four conflicting criteria used for the performance requirement, an index was devised that incorporated all the requirements simultaneously. This new index was the sum of the squares of the difference between the achieved and desired values, weighted with respect to the variance of each variable. If the desired value for a particular criterion had been met its contribution to the sum was set to zero, no matter how well the criterion had been met. For the production machine the strict requirements were almost achieved. As expected, the achievement of the target performance was dependent of the feed conditions at the time of measurement. This paper reports the results of this study.

"A Z1600 Jameson Cell Test Rig was rented for test work at Vale’s Clarabelle Mill operation. This paper discusses the evolution of renting the unit for test purposes to owning the unit and operating it as a revenue generating process component. The paper focuses on three aspects of the Z1600 project; the initial rental and installation, the test work performed in the cleaning circuit, and the business factors which led to the unit being permanently incorporated into the copper circuit.INTRODUCTION Clarabelle Mill is located in Sudbury Ontario (approximately 350 km north of Toronto) on the southwest rim of the Sudbury basin a meteoric impact crater that is 62 km long and 30 km wide. The result of the meteoric impact was concentrated nickel (Ni), copper (Cu) and platinum group metal (PGM) ore bodies in the outer perimeter of the basin; described in more detail by Hanley (1957). Vale currently has seven operating mines in the Sudbury basin, from which nine distinct ore types are mined. Ores are also received from two QuadraFNX mines. Clarabelle Mill processes all of these ores for the Ontario Operations of Vale. The mill, commissioned in 1971, was originally built as one of four mills operated by then Inco Limited. Between the late 70’s and the early 90’s process changes were made to consolidate the Sudbury Operations milling processes into a single operating mill, Clarabelle Mill. In 1990, the SAG mill was installed resulting in peak mill throughput of 11.9 million short tons per annum (Mstpa), with typical throughputs of ~10 Mstpa. Mill average feed grades were 1.4% Cu and 1.2% Ni. During the resources boom, plans were developed to increase the mill capacity at Clarabelle Mill in stages to a final capacity of 13.5 Mstpa. The project known as the Clarabelle Mill Expansion and Recovery Project (CMERP) included expansion and reconfiguration of the grinding and flotation circuits. The first stage was a planned increase in grinding capacity with the reallocation of existing mills, the existing flotation capacity would be required to treat higher throughput until the new flotation circuit was constructed."

A phase in strip mining of bituminous coal is the overturning of the surface of the land. The purpose of this report is to acquaint the operators and others interested in stripping with the work that has been done in certain States to reclaim the surface of land from which the coal has been removed by this method of raining. The preparation of this manuscript follows an extensive study of the subject in the field in the course of which a large number of strip mines were visited. Keywords: Self-propagating high temperature synthesis, AlN, Powder synthesis The particle size and shape effects of starting raw powders on the synthesis of aluminum nitride by self-propagating high temperature technique under high nitrogen pressure were investigated with various AlN diluents and Al reactants. It was found that the structure of beds of the starting raw particles largely affected the pore channels for nitrogen gas infiltration as well as the passages for combustion propagation before and during the reaction, resulting in the morphology and purity changes of the synthesized products. The AlN product of purity over 98% with about 30 microns was obtained.

Namakwa Sands aims to conserve environmental resources and prevent or minimize environmental impacts from its operations. The challenge faced by Namakwa Sands is the rehabilitation of the arid winter rainfall Strandveld and lowland Succulent Karoo vegetation zones affected by its mining activities. Extensive experimentation with different rehabilitation methods resulted in the development of an effective rehabilitation programme. The use of topsoil as a seed bank and shade-cloth as windbreaks have significantly aided the rehabilitation process. The aim of the programme is to stabilize the soil environment so as to allow the germination and development of the local plant species. The ability to control wind erosion is critical to the success of the rehabilitation effort. A programme of biodiversity audits has been started to measure the recovery of plant species in the rehabilitated area. The principle of continuous improvement, coupled to site-specific rehabilitation studies, is applied to enhance the rehabilitation programme.

"COMMON METHODS OF ELIMINATION: The four methods most frequently used to dispose of cyanide wastes are:1. Oxidation2. Dilution with water or with cyanide free wastes3. Acidification and dilution of resulting gas with air4. Alkaline ChlorinationMost operators practice a combination of the first two methods, allowing oxidation and dilution of cyanide waste in tailings ponds. Then, pond effluent is introduced to a stream for further dilution andoxidation which is expected to take care of the cyanide. This method oftreatment does work to a certain degree. Atmospheric oxidation in tailings ponds and in receiving streams chemically breaks down the cyanide radical to form carbon dioxide and nitrogen.2(CN) + 202 2 CO2 + N2The monetary advantage to this method is obvious to the operator but too frequently though, climatic conditions are ignored. Length of winter, and reduced flow of the receiving stream in summer, adversely restricts the result of this combined method. For those of us who rely mainly on dilution it would be wise to remember that 70 million pounds of water are required to dispose of one pound of sodium cyanide (1).The third method outlined involves addition of acid in a closed vessel and venting resulting gas to atmosphere with or without air dilution by mechanical means. Cost, safety and some form of secondary treatment to complete destruction of cyanide remaining in the solution usually make this method prohibitive.The alkaline chlorination method is the one most commonly accepted for treating cyanide bearing wastes since it is felt that cyanide is completely eliminated in this manner."

Exxon Minerals Company, a division of Exxon Corporation, has been exploring for base metal deposits in the Precambrian volcanic rocks in northern Wisconsin since 1970. Aerial electromagnetic surveys of the area, conducted in 1974, reported an anomaly, near Crandon, in Forest County. In the summer of 1975, the first diamond drill entered the anomaly, representing the 25th prospect Exxon had drilled in Wisconsin. This first hole revealed significant mineralization containing zinc and copper. Subsequent drilling confirmed the discovery of a sizeable zinc-copper massive sulfide are body. 1.1.2 Location The deposit is located in northeastern Wisconsin within a topographical high called the Northern Highlands region. The deposit lies about 5 miles directly south of Crandon and about 2 miles east of State Highway 55 on Sand Lake Road (see fig. 1). Other local communities include Rhinelander 28 miles west, Antigo 45 miles south, and Iron River and Iron Mountain, in Michigan, 75 and 44 miles east and north of Crandon respectively. In relation to the lakes and streams, the deposit lies 0.25 miles north of Little Sand Lake, and about 1 mile south of Swamp Creek.

Although falls of roof, face and rib (or side) of coal mines were the third ranking cause of disabling accidents in 1966, the accidents from these falls resulted in the most serious injuries and accounted for approximately 50 percent of the total fatalities (I). Further breakdown of these statistics shows that 88 percent of the fatal accidents occurred within 100 feet of the working face and that 96 percent of the deaths were in bituminous mines, with only four percent taking place in anthracite workings. These figures demonstrated the need for improved reinforcement procedures in operational coal mines, and they provided ample justification for research in the area of accident prevention. The purpose of this project was to investigate the use of polymers and of related techniques to achieve rock bonding and reinforcement of coal mine structures, in order to obtain better or permanent ground support (e.g., drifts, entrees, coal and ore passes, galleries, tunnels and shafts) by the fill ing of fissures in the rock, thereby preventing or delaying the onset of serious rock degradation processes.

The Government of the United States annually expends approximately $8,000,000 for coal. Prior to 1906, this coal was purchased mainly on its reputation, or trade name, rather than under contracts specifying the heating value of the coal, its contents of ash and moisture, and other characteristics. In recent years the Government and other large consumers have appreciated more and more the desirability of definitely determining by chemical analyses and tests the character and quality of coal deliveries. Studies of engineroom and boiler-room efficiencies and economies point forcibly to the necessity of devoting more thought to the improvement of the boiler-room end. This calls for an intimate knowledge of the character and quality of the fuel used. The analyses and tests of delivered coal furnish such data, whereby the power-plant results can be comprehensively studied and a continuous check maintained on the coal and on the conditions of plant operation. Under authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, 'Washington, D. C., where samples representing deliveries of coal purchased for Government use are analyzed and tested. The Bureau of Mines has been active in promoting the purchase of coal by the Government under specifications,a that is, by contracts that make definite requirements regarding the heating value of the coal expressed in British thermal units, and the composition as shown by proximate analysis. Under many of these specification contracts the bidders guarantee the quality of the coal offered, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled and analyzed to determine whether the coal is of the quality guaranteed by the contractor, and if it is not, the price to be paid is decreased in proportion; but if the coal is of higher quality, the price is proportionately increased. The analyses of coals or the guaranties offered by the bidders may in some cases be used for determining the award of a contract, but if the coals offered are of widely different characteristics, it may be difficult to determine which would prove the cheapest fuel, without having their relative evaporative efficiencies. Hence, it may be necessary to conduct evaporative tests under service conditions in order to determine which coal is particularly adapted for successful and economical use in the plant. But once a particular coal is selected, regardless of the procedure of determining the award of a contract, then the greatest advantage of the specification method is realized, in that it guarantees to the purchaser coal of uniform character and quality, thereby insuring the best results in the plant. The cost of purchases, under such specifications, of fueL for the use of the Government now aggregates approximately $4,100,000 per annum, and the cost of additional fuel for which samples are taken and submitted to the Bureau of Mines for analysis in order to determine the character and quality of the coal furnished aggregates some $3,000,000 per annum more. In fact, information is now obtained regarding the quality of fuel purchased on almost all contracts large enough to warrant sampling and analysis and heatingvalue tests. It may be said that the purchase of coal under specification is still in the stage of evolution and development, and that experience and time will be required to develop fully standard specifications and methods of sampling and analysis that may be used universally. The success of the specification method for the purchase of coal and the reliability of analysis now rests almost entirely on sampling.a Improper sampling leads to controversies, with resulting condemnation of the specification method in general and the value of laboratory analyses and tests in particular. A number of bulletins b have been published showing the results of the purchase of coal by the Government under specifications. This bulletin is a compilation of the results of coal analyses by the Government, including those made in the fiscal years 1908-1910, which have been previously published, and later analyses representing coals analyzed during the fiscal years 1911-1915. The preceding bulletins gave individual analyses or average monthly analyses, whereas this bulletin gives the average analyses only for the entire contract. It is hoped that this compilation of a series of comparable analyses of the coals purchased by the Government will be of value alike to coal dealers, to Government engineers, to purchasing agents, and to all users of coal.

The use of existing mine records in conjunction with an appropriate classification scheme can be used successfully to identify and characterize the composition of existing waste rock facilities where traditional approaches based on sampling may be impractical or costly. This paper describes an alternative approach used in an acid rock drainage investigation at a porphyry copper mine with numerous waste rock dumps of varying ages and composition. The approach integrated detailed lithologic and mineralogic information about the ore body and overburden materials with records of pit development and dispatch. A waste rock characterization matrix was developed for the site to meaningfully classify lithology and mineralogic composition of the waste rock. The approach resulted in a focused geochemical testing program and facilitated interpretation and application of the test results.

Marble deposits of dolomitic variety are available in large quantities in India and for extracting these deposits diamond wire saw cutting machine is mainly used. Cutting performance of the diamond wire saw machine depends on rock parameters, machine parameters and operational parameters. Rock parameters related to physico-mechanical properties, such as, compressive strength, tensile strength, shear strength, modulus of elasticity and abrasion resistance of marble play role in determining cutting rate and beads wear rate. Thus, this study was undertaken to determine the relationship between different physico-mechanical properties and cutting performance. This work also aimed at enhancing the cutting performance of diamond wire saw in dolomitic marble deposit. Study was conducted in the field at three different zones having deposit of soft, medium hard and hard dolomitic marble. During the study, cutting rates and wearing of diamond beads were recorded in the field. Physico-mechanical properties were determined in the laboratory. The results obtained were subsequently evaluated by using statistical analysis. Study revealed that these properties of marble play a significant role in the performance of diamond wire saw machine. Predictive equations for the wearing of diamond beads and cutting rate were developed based on regression models. Results of this study will be of ample use for operators of wire saw to achieve maximum cutting performance and for manufacturers in designing the diamond beads.

A rock classification for drilling and boring is presented covering most equipment types and providing an estimation of the key parameters for operation, such as thrust and speed, and of performance such as penetration rate and bit life. Drilling and boring are significant and integral aspects of both the mining and heavy construction industries. Together these constitute over 20% of the G.N.P. Drilling and boring represent the most arduous mechanical processes performed in industry. Their misapplication quickly leads to equipment destruction, hazards, and to major delays. The classification is unified in two ways: 1) for a particular rock class several parameters can be estimated, 2) the classification integrates most excavating activities (i.e. digging, ripping and even blasting), and is derived from ground control. The rock classification provides a job property, based on fundamental and index properties, which yields quick and rough estimates of vital information. However it does not obviate the need for a more thorough analysis, and maintaining field records. BACKGROUND In order to adequately describe a drilling operation the conditions, activity, and equipment must be characterized. Of these the major independent variables are the conditions. Conditions focus on the geologic mass and also consider whether the site is surface or underground. "In early 1995 Cluff Mining commissioned a newly constructed high density tailings thickener at its Cluff Lake uranium mill. The 85 ft diameter high density thickener is one of the first of its kind in North America, and incorporates the novel paste technology in its design to produce densified (in the range of 60 -65% solids) mill tailings suitable for stable deposition in the tailings management area. This paper discusses the impetus behind the installation of such an unconventional thickener, and the many trying experiences in making it operational.IntroductionCluff Mining, a wholly owned subsidiary of Cogema Resources Inc., is the operator of a uranium mine and mill complex at Cluff Lake which is located in northern Saskatchewan. Since 1980, the company has developed and mined out several different ore bodies within the Cluff Lake region for the production of uranium concentrates, commonly known as yellow cake. Based on the known ore reserves, the Cluff Lake operations are projected to last till the early 2000's.Tailings from the Cluff Lake mill have been discharged to a tailings management area consisting of a tailings pond and two facilities for primary and secondary treatment systems. The tailings pond has an impervious bentonite lined dam, and it is divided into a solids and a liquids holding areas. Until the beginning of 1995, the mill tailings were discharged in two separate lines to the solids pond; one line carried the slurry residue of 45-50% solids (w/w) from the CCD circuit, and the other discharged raffinate tails containing less than 1 % (w/w) gypsum precipitate. Supernatant in the solids pond is treated in the primary treatment system prior to discharging to the liquids pond. Figure 1 shows the site plan of Cluff Lake tailings management area.It has been estimated that by the end of 1995 the solids pond would be filled to about 60% of its design capacity, and probably would be full before the year 2000. Therefore, Cluff Mining had to consider a more efficient tailings disposal method that could extend the service life of the existing Cluff Lake tailings management area. A high density tailings thickener was believed to be the most practical and economical system for tailings disposal at Cluff Lake mine."
