CUSHMAN TUNNEL No. 2 is adjacent to the Hood Canal, near potlatch, Wash. It is 17 ft. inside .diameter, about 13,000 ft., or two and one- half, miles in length, and is a part of the second unit of the Cushman power project. It connects Cushman ' Dam No. 2 and the penstocks that lead to the power house on the beach about 400 ft. vertically below the outlet of the tunnel. One shaft, 190 ft. deep, and two adits between 300 and 400 ft. long, were provided to speed up driving operations. his arrangement gave 6 working headings, which were operated 24 hr. daily. The shaft provided a manway, cageway, and skipway.

"Predicting the ground response for tunnels in weak shales remains challenging. Predicting the ground response is challenged by difficulties in characterising the material, and our ability to predict deformations that are driven by coupled hydromechanical processes, when this material yields. The techniques that are used for characterizing weak shales are reviewed, and three case histories are examined that demonstrate the behaviour of these weak rocks during tunnelling. A general framework is provided for assessing the squeezing potential for weak shales.1 INTRODUCTIONGeologically, shale is an argillaceous fine-grained sedimentary rock that forms from the compaction of silt and clay-size mineral particles commonly referred to as ""mud"". Because of this grain size, the material is generically classed as Mudstone (Figure 1). Shale is distinguished from other mudstones because it is made up of many thin layers (laminated) and readily splits into thin pieces along the laminations (fissile). While the geological classification of shale appears straightforward, the classification for engineering purposes is often confusing. Underwood (l967) provided the first description of shale that made the distinction between “soil-like” compaction shales and “rock-like ""cemented"" shales. He coined the term ‘clay shale’ to capture the characteristics of hard clay yet recognizing its origin as a shale. In this paper weak shale is synonymous with clay shale and have strengths that typically range from R1 to R2 (1 to 25 MPa). Characterising these materials draws on methods from both soil and rock mechanics."

Major Francis Hamilton Buchanan coined the term `laterite' (Latin; brick-rock) in 1807 for the red earths used for building blocks in southern India. Although these earths were actually weathered basalts, the term is now applied to weathering profiles developed upon a wide range of bedrocks. The Ni-laterites are a special class within the broad laterite family.

Based on estimated producer prices output of primary metal in 1977 Has valued at $4.6 billion. Aluminum consumption by 25,000 firms was centered 'in the East Central United States. Of aluminum consuming industries in 1977, building accounted for about 25%; packaging 22%; transportation 21%; electrical 11%; consumer durables 9%; and other uses, 12%.

The number of railroad coal cars (open top hoppers), dominated rail car orders and deliveries in 1975 according to announcements made February 11, by the Association of American Railroads and the American Railway Car Institute. Acting to keep ahead of increased coal production, the railroads installed 21,748 new coal cars in 1975, the most since 1957. The 1975 installation resulted in a net increase of 6,560 coal cars and an overall gain of 4.5 percent in the total capacity of the hopper car fleet. With most of the new coal cars going into unit train service --where car utilization is greatest --the railroads actual coal-carrying capacity was increased far more than 4.5 percent. The AAR estimated that unit train operations now move 50 percent of all rail-hauled coal compared to only 42 percent 2 years ago. COBALT - The Societe Miniere de Tenke Fungurume (SMTF) copper-cobalt project in Zaire reportedly was suspended in January for an indefenite length of time. According to officials, the deferment resulted from a number of adverse factors, one of which was exceptional increases in capital costs. The project was scheduled for completion in early 1978, with an eventual production of 14.3 million pounds of cobalt per year. Reserves of cobalt were reported to be 505 million pounds. SMTF is a consortium and includes American, British, French, Japanese, and Zairian interests.

A mathematical model was developed to assess the costs for reclamation of surface mining using the shovel overcasting operation, the front end loader operation, and a backfilling operation. A literature review was made of the present laws in Kentucky, Pennsylvania, Virginia, and West Virginia pertaining to surface mining and of the various parameters that influence the input data for a mathematical model. It was determined that the working mathematical model would have to be applied on an area to area basis, preferably on a permit by permit basis in the area where surface mining was being done. To this end, a flexible model was developed with input data obtained from the area of study. The results of the study show that the cost per ton of coal for reclamation can be estimated for various reclamation levels. Validation of the model was done for selected permits from Virginia. It was determined that the permits could easily be used for input data to the model.

THE genial assistant to the president of the New York Trust Co. is the latest addition to the Institute's board of directors, having been elected at the March meeting of the hoard to fill the unexpired term of the late E. E. Ellis. Usually when a banker is appointed to the board of a company the reason is obvious; the difference in this case is that the New York Trust Co. has some of the Institute's money, instead of vice versa. But Harry Hamilton is not really a banker-at least not primarily. Frefluently big financial institutions have a good mining engineer on their staffs to keep them from financing too many "cats and dogs." At any rate Mr. Hamilton gave up his consulting practice in San Francisco back in 1927, to accept his present position in New York. Until then, from the time he graduated from Yale in 1904, lie was constantly engaged in mining operations of one kind or another in the West and in Mexico. His first job was at Christmas, Ariz., where lie did "sampling and miscellaneous work" for the Saddle Mountain Mining Co. The writer tramped up to, all over, and through that property one hog day many years later, when it was run by the Christmas Mining Co., and carp assure the reader that without doubt the young Yale graduate got some good experience and was well broken in. From there Mr. Hamilton went to Cananea for a time, and then to the Copper Queen, at Bisbee, where he was a valued member of the rigging gang. An assignment of assaying and sampling for the Shan¬non Copper Co. at Metcalf lasted for a few months and then he accepted a job for a year with the geological department

(Pittsburg Meeting, March, 1910.) FOR years past I have traveled in quest of promising mining-properties, over almost impassable mountain-trails to remote places in the mining-regions, usually, many miles from an assay-office. If, upon examination, the formation and the ore-deposit appeared favorable, a quick determination of the value of my samples was necessary, in order that I might take intelligent action with reference to the acquisition of the property. A journey with my samples to civilized regions often meant weeks of delay, and perhaps loss of opportunity. How many, under similar circumstances, have returned with their assay-results from such a journey, only to find that some audacious speculator had " optioned" the property ! True, a first payment could have been made and the chances taken on the results; but experience has taught that rich-looking ore is not of necessity valuable. Personally, I would not hazard a ten-dollar bill on any property without first determining by assay the value of the ore. To carry the usual complete assay-paraphernalia over such mountain-trails was impracticable by reason of the loss of time involved, the great expense of transportation (charged according to weight), and the fact that a few such trips would almost certainly wreck the outfit. For these reasons I began a process of elimination and substitution which finally enabled me to carry, in an ordinary 26-in. valise, sufficient apparatus and supplies for, say, 100 assays of adequate commercial accuracy. The founder of social psychology is sometimes identified as Kurt Lewin. In a 1947 article, Kurt Lewin coined the term ‘group dynamics’. He described this notion as the way that groups and individuals act and react to changing circumstances. Lewin theorised that when a group is established it becomes a unified system with unique dynamics that cannot be understood by evaluating members individually. The discipline of social psychology really emerged out of World War II and tackled questions associated with human judgement and decision-making by the Nazis. For a comprehensive look at the development of social psychology look at Abelson, Frey and Gregg (2004).Social psychology is concerned with the way social arrangements affect human judgement and decision-making. What the author has done is apply the knowledge of this new discipline to an understanding of risk, safety and leadership. This paper will explain some of the developments in social psychology, such as the discovery of the bystander effect, Groupthink, bounded rationality, heuristics, risk homeostasis and the Milgram effect.The social psychology of risk tackles the way decisions are made about risk in their social context. Unless organisations understand that decision-making is socially conditioned, they are unlikely to be able to tackle the complexities of culture change or the development of risk maturity.The paper will offer a new understanding of why people do what they do, how risk makes sense and why a ‘dumb down’ approach to safety is dangerous. "A new technique to determine wettability of powders is presented in this paper. In this technique the times for immersion of individual particles from air into liquids, defined as imbibition times, are measured. Through the measurements of imbibition times for a large number of particles, it is possible to determine homogeneity/heterogeneity of a powder sample with regard to its wetting behavior. Quartz particles give a very narrow distribution of imbibition times showing a homogeneous wetting surface whereas coal particles give a broad distribution indicative of the heterogeneous nature of its surface. The imbibition time measurement technique is considered to have certain advantages over other methods to determine wettability of powders in surfactant solutions. In this study we have also compared the imbibition times with the wetting rate mea¬surements obtained by a modified Walker test.INTRODUCTIONSeveral methods are available for determining wetting characteristics of sol¬ids. Each of the methods has been used in the past to obtain very valuable information for comparing wetting behavior of various solids in a given liquid or for comparing the wetting behavior of several liquids for a given solid. Each method measures a somewhat different aspect of wetting and therefore quantitative correlations between techniques have been difficult. A general approach is to use a method in which close similarity between the technique and the application (where results of wetting measurements are to be used) can be maintained. The objective of this investigation was to develop a method which could be used to determine the wetting characteristics of single particles in surfactant solutions. Wetting of individual particles is of importance in cap¬ture of dust particles by sprays of surfactant solutions.METHODS FOR DETERMINING WETTING — A BRIEF REVIEWThe various methods available for measuring wetting characteristics of solids include: contact angle, immersion/sink time, bubble pick-up, induction time, capillary rise, and displacement method measurements. IN addition to the usual methods of manufacturing steel, a number of special processes have been the subject of considerable experimentation-and use in manufacturing practice. A number of these methods have been of a type in which a rapid refining action has been secured through the intimate mixture of fluid slag with fluid metal. The persistence with which more rapid methods are sought is indicated by the current interest in the Aston' method for producing wrought iron and in the Perrin2 process for dephosphorizing and deoxidizing steel. In the Perrin process, in particular, the mixing action is extremely vigorous and the reactions proceed with surprising speed.

The London Metal Exchange began its first official session of aluminum trading on Monday, October 2, LME prices based on 3-month forward contracts opened Monday at 52.4 cents per pound, fell midway through the week to 52.3 cents and ended Friday at a high of 52.7 cents. For the week, LME metal averaged 52.5 cents. Although Reynolds Metals Co. and Aluminum Co. of American continued in September to value unalloyed 99.5 percent aluminum ingot at 53 cents per pound, other producers were at higher positions of 55-57 cents. Alcan Aluminum Corp. of Alcan Aluminum, Ltd., a Canadian producer, increased prices for its U.S.-marketed ingot by 2 cents to 55 cents per pound, effective September 21. New York merchants increased ingot quotes by approximately 0.5 cents to 52.8-53.5 cents per pound.

Norton Co., a manufacturer of abrasive products and diamond drilling and coring bits for oil and gas exploration, is building a $19.1 million addition, scheduled for completion in late 1980, to the Huntsville, AL. The plant makes alumina-zirconia abrasive grains used in grinding wheels and coated abrasives. ALUMINUM Martin Marietta Aluminum Inc. announced plans to expand production capacity of its 112,000-ton-per-year primary aluminum smelter at Goldendale, WA to 177,000 tons per year. The $125 million expansion was scheduled to come onstream in 1981. The Aluminum Company of America announced plans to restart a fourth potline during October at its 185,000-ton-per-year Point Comfort, TX primary aluminum smelter.

NEW place was assigned to the women for their headquarters at the annual meeting of the Auxiliary but they, as usual, occupied a large place in the activities of the annual meeting. The alcove on the Thirty-ninth Street side of the building was a busy place on Monday morning, as the members of the various sections from New York to California greeted each other. The registration was conducted under the supervision of Mrs. Wolfes, Miss Georgene Davis and Mrs. Jennings, while Mrs. Hursh, Mrs. Hyde, Mrs. Charlton Reynders, and others dispensed tickets to the various functions that had been provided for entertainment. There seemed to be the usual number registered, but when only one member of the District of Columbia Section made herself known everyone wondered why the large delegation of last year had so dwindled. The explanation appeared next day, when a number of others from that Section arrived, telling of a delightful reception on the night before, at the White House. Mrs. Hoover had honored the "Canaries"¬(the organization of Lone Girl Scout' workers) the officers of the Section, and their husbands, who for once became only "so and so's husband." Luncheon was served on the fifth floor on Monday, the hostesses for that day being Mesdames C. F. Ayer, Willis Burns, G. W. Farny, H. G. Moulton, and T. T. Read. A number of sight-seeing trips had been arranged for the afternoon. The most popular proved to be an expedition to the new Riverside Church; where Dr. Fosdick is pastor. Guides were there to conduct

THE 123d meeting of the Institute was held in New York Feb. 14 to 17, 1921. The total registration was 1199, as compared with 1138 at the New York meeting in 1920. The weather was a strange and welcome contrast to that of last year, when New York was buried under six feet of snow as the result of the fiercest blizzard in its history. This year there was no snow, and the weather was said to be much more like an Arizona winter than New York. A complete program of the Technical Sessions is on p. 9. The discussions of the papers presented will be published in pamphlet form as soon as possible and will be noted in MINING AND METALLURGY in the usual way.

Ore and concentrate are transported on, the surface at western mining districts by (1) railroads, (2) surface trams, (3) aerial trams, (4) trucks, and (5) wagons, and (6) on the backs of animals. The daily and ultimate tonnage to be moved is the principal factor governing the selection of the method of transportation. Railroads are preferred when large tonnages are to be hauled over relatively long distances. The mine-haulage system may be extended or surface trams built to the mill or shipping point if a practical track grade is possible and if the distance is relatively short. Aerial trams have a special field of usefulness for transportation over steep or excessively rough terrain.

The 2023 Rapid Excavation and Tunneling Conference (RETC) will be held in Boston, MA and will include the presentation of 133 papers divided into 20 technical sessions during the 3 day conference that were selected from over 200+ papers that were submitted to the committee. The selected papers are included within this book to provide a comprehensive recap of the conference while also providing a source of reference for contractors and engineers in the future. The selected papers will include contributions from all divisions of the tunneling industry plus risk management and best contract practices. Boston is known to the tunneling industry for its complex and difficult tunneling history, specifically of recent memory the Central Artery/Tunnel Project also know as the “Big Dig” of the 1980s and early 1990s. The selection of Boston as a host city was fitting from a historical perspective and as avenue for the city to present its upcoming tunnel projects. RETC began in 1972 with the idea of sharing ideas, design and project construction experience, and new technology, between contractors, designers, owners and suppliers. The ability to provide a single location every other year for all facets of the tunneling industry to gather and discuss the aforementioned was and still is viewed as a way to help the tunnel industry grow. The lessons learned from completed projects, the advancement of technology which could be implemented into design and the presentation of new projects by owners/designers and contractors allows for the limits and complexity of upcoming projects to be expanded beyond our current capabilities. Our industry has never been as busy as it currently is, and we are seeing more future projects coming out for solicitation across all business sectors. With the good fortune that all of us have been blessed with one of the biggest challenges that we have been faced with is the shortage of future management on all levels for our projects including the labor force. We all want our industry to continue to grow and succeed, our most important assets are the people that we employ. Investing in the education and continued training of our work forces to be up to date with the latest technology and methods is the key to our success. This also includes develop, recruiting and mentoring of young students graduating college to join our industry so that we can all continue to grow. We hope that all those attending the conference will have the ability to attend as many sessions as possible and to expand their network within our industry. As in past years, scholarship students will be in attendance and we encourage all to offer these students an opportunity to visit jobs, attend learning sessions or future internships to expand their interest in our industry that needs an injection of young engineers to contribute and lead our future Rapid Excavation and Tunneling Conferences. The program chairs wish to thank the session chairs, co-chairs, authors, and other members of the RETC Executive Committee for their dedication to this conference. Last but certainly not least, we give special thanks to the SME staff for their hard work and enthusiastic support in making this conference possible.
