Along with the humanitarian need for preventing accidents the cost of injuries must be considered. As a means of bringing the facts concerning the prevalence of accidents in mining and their direct cost before the operating officials and others interested in accident prevention in the mining industry, the United. States Bureau of Mines ha as recently made studies and published reports dealing with these subjects in several States 4. This report gives available data on the causes and direct costs of accidents in Virginia coal mines for the 4-year period 1929 to 1932, inclusive. Mounting compensation costs and insurance rates resulting from mine injuries indicate the necessity of measures to decrease the number and severity of accidents. These direct costs, as well as additional losses of an indirect nature, can be eliminated from the cost of production to the extent that accidents are prevented or reduced in severity.

Direct transfer, or community translocation, comprises salvage and replacement of intact æsodsÆ of vegetation together with underlying soil. It has been applied to New Zealand mine sites restoration of native grasslands, wetlands, scrub lands, and forest. It is an equivalent technique to æinstant lawn or tree gardenÆ, commonly used in urban landscaping. Two to six m2 scoops of vegetation, with up to 0.7 m of soil attached, and including root plates of trees and shrubs, are relocated from stripped areas ahead of mining to sites prepared for restoration. Direct transfer uses hydraulic excavators or face shovels and dump trucks, possibly with the aid of bulldozers and other earthmoving machinery. The main advantages of direct transfer, compared with sowing or planting systems for mine site restoration, are the recycling of plant and soil materials which were often wasted by burying under overburden materials, a significantly faster revegetation process, and restoration of the whole ecosystem (plants, animals, birds, invertebrates, and microbes). The main disadvantages are higher costs of stripping and dumping, a greater degree of machine operator skill required, and scheduling becomes critically important. To illustrate the key principles, this paper gives examples of successes and failures of the technique for a variety of New Zealand mining situations. Direct transfer has been successful for a range of communities, from fern wetland and sub-alpine tussock grasslands to 5 m-tall beech forest under storey and seral shrub land, and from temperate to sub-alpine climates. Successful examples show both rapid recovery of indigenous vegetative cover and conservation of habitat for birds and invertebrates. Failures have resulted from excessive death of plants because of inadequate soil salvage depths, acidic leachates, inappropriate handling of stripped sods by inexperienced machinery operators, or prolonged drought conditions immediately following relocation. Change in plant species composition has occurred where clumps of vegetation are too far apart, or shifted plants were too small - in both cases invasive weeds have smothered the original vegetation. Changes in hydrology can also have significant impacts. Our experience indicates that the advantages of direct transfer far outweigh the disadvantages and is now used as the preferred restoration method, where practicable, at mines where it has been trialled.

The Bureau of Mines study indicates that land utilized by the mining industry for mineral extraction and processing from 1930 through 1980 amounted to 5.7 million acres, or 0.25 percent of the land mass in the United States. Land reclaimed by the industry during the same period was 2.7 million acres, or 47 percent of the land utilized. Land use by the mining industry includes surface land used for excavation or mining, for waste from underground mining, and for wastes from milling or processing operations. Data on land use for disposal of overburden waste from surface coal mines and on areas affected by subsidence associated with underground mining are included for the period 1930-71 only. The 10 leading States in total land used for mining over the 51-year period were, in decreasing order, Pennsylvania, Kentucky, Ohio, Illinois, West Virginia, Florida, Indiana, California, Alabama, and Missouri. Seven mineral commodities accounting for 92 percent of land use are, in decreasing order, bituminous coal, sand and gravel, stone, phosphate rock, clay, copper, and iron ore, all predominately surface mined. Bituminous coal production was responsible for nearly half of the total area utilized. Reclamation of mined lands and waste disposal sites over the reporting period was largely on lands utilized in mining bituminous coal; 75 percent of the land used for bituminous coal production was reclaimed.

A combination of novel and æclassicÆ methods, namely electric pulse disaggregation (EPD), hydroseparation (HS), preparation of monolayer polished sections, and mineral liberation analysis (MLA) was employed to study ores from platinum pipes (Bushveld Complex, South Africa), pristine PGE mineralisation of the Main Sulfide Zone (Great Dyke, Zimbabwe), as well as ancient and modern gold/PGM placer deposits. It is shown here that the EPD technique liberates mineral grains of interest without any visible destruction allowing the study and analysis of individual rock-forming and ore minerals, in our case especially platinum-group minerals. The HS method is an effective tool in concentrating heavy minerals by factors up to 10 000 fold. As near-total recovery of grains >10 ¦m is achieved, the nugget effect can be overcome also in case of limited availability of samples (drill core, museum specimens). The MLA technique is a fast tool to detect and characterise mineral phases in ores and ore processing products. Many mineralogical parameters of individual grains and mineral assemblages can be deducted and documented. The results show that the techniques employed, either on their own or in combination, provide a wide range of additional information especially on platinum ores which is beneficial to both the researcher and the metallurgist.

ABSTRACT Electricity production by the Electricity Supply Commission of South Africa (Eskom) is the most important beneficiation process for South African coal. As one of the world’s lowest cost producers, energy-intensive industries such as ferroalloys and aluminium were introduced. However the poor were neglected. The white paper on energy policy (Department of Minerals and Energy, 1998) sought to redress this. Also, chasing economic growth to generate jobs resulted in high electricity demand and interruptions. Lifespan estimates of South African coal reserves based upon peak theory vary widely. Approaching peak, coal production in the future will be more expensive and, thus, contribute to more expensive electricity, which could inhibit industrial development unless South Africans work smarter.

"The Functional Performance Equation for ball milling circuits allows us to isolate the circuit classification system efficiency (CSE) from the mill’s grinding performance. The factors which affect circuit CSE are reviewed, with emphasis on water usage at the classifiers. It is shown that manipulation of such water usage can be carried out to improve plant grinding circuit efficiency, at times by more than 30 percent.THE FUNCTIONAL PERFORMANCE EQUATIONObservation of the feed and product size distributions going into and discharging from the mill in grinding circuits with low versus high circulating load ratios initially led to the definition of “circuit classification system efficiency” (or CSE, McIvor, 1988a), and ultimately the discovery of the Functional Performance Equation (McIvor, 1988b, and McIvor et al, 1992). The CSE is the percentage of “coarse” (typically with reference to the plus P80) size material occupying the mill (versus “fines” or product size material, finer than the circuit P80), and can be calculated by taking the average of the percentage of coarse material in the mill feed and mill discharge. As this also represents the percentage of the mill energy expended on targeted, coarse size material, it is directly proportional to overall grinding circuit efficiency and production rate. This is all clearly expressed in the Functional Performance Equation for ball milling circuits, which is derived as follows.We define “fines” as any product size material, and “coarse” as that targeted to be further ground, the two typically differentiated by the circuit target P80. For any grinding circuit, the production rate of new, product size material (fines) must equal the specific grinding rate of the coarse material (i.e. fine product generated per unit of energy applied to the coarse material) times the power applied to the coarse material."

During the late 1990s Anglo American PLC was evaluating the Gamsberg zinc deposit in the Northern Cape Province. As the primary South African metallurgical technology provider, Mintek became involved in the evaluation of a pyrometallurgical process for the recovery of zinc from the Gamsberg deposit. eloping DC arc furnace technology for the metallurgical industry. This includes the patented Enviroplas® process for the treatment of zinc bearing waste materials. As a consequence Mintek has developed extensive expertise in the pyrometallurgical processing of zinc bearing materials. However, Mintek?s technologies stopped with the production of Prime Western Grade (PWG) zinc. Early on in the evaluation of the Gamsberg project, it became evident that the refining of PWG zinc would play an important part in the economic viability of the project. At the time the only pyrometallurgical technology available for the refining of PWG zinc to Special High Grade (SHG) zinc was the New Jersey process. This process represents 50-year-old technology and has not undergone significant refinement since the technology was developed. In order to provide a complete pyrometallurgical flow sheet for possible implementation at Gamsberg, Mintek assessed the New Jersey process with a view to either improving the technology or developing a new technology appropriate to the 21 century. In 1998 Mintek convened a consortium consisting of Mintek, the University of Cape Town, Eskom Enterprises, Bateman Metals and Anglo American PLC. The consortium successfully applied to the Innovation Fund for funding to develop a new process for the pyrometallurgical refining of PWG zinc to SHG zinc. The main aims of the project were to develop a new technology for pyrometallurgical zinc refining that conformed to the following: ?Decrease the production cost of SHG zinc metal to stimulate the development of the Gamsberg deposit. ?Be compatible with the current Enviroplas® process, preferably as an add-on to that process. ?Should use electrical energy to benefit from local price tariffs. The project commenced at the beginning of 2000 and consisted of three phases: ?an initial technology search and assessment of the fundamental aspects of zinc distillation. ?the design of a pilot plant for zinc refining. ?the manufacture, commissioning and operation of the pilot plant. A new technology based on a DC arc boiler feeding a packed distillation column was developed and during 2003 the project culminated in the successful operation of a 200 kg/h pilot plant. Ultimately, all of the aims of the project were met and the main outcome is that an advanced process for the pyrometallurgical refining of zinc (the Zincref process) has been developed. The main innovation of the technology was the switch from an energy transfer limited process to a mass transfer limited process (for which a patent has been registered).

Based upon the previous work of Norman & Loeb, a method was used to assess the comparative wearing properties of ten different alloys being used, or being considered for use, as mill liners and grinding media at Mount Isa, The materials to be tested were obtained in the form of large diameter balls, and were run, along with the regular ball charge, in a large ball mill operating under normal grinding conditions. At selected intervals, the test balls were removed from the mill, weighed and identified, and their relative wear rates determined.INTRODUCTIONInformation in metallurgical journals, from local iron and steel foundries, and from various metal promotional organizations has suggested that the various alloy compositions available should be examined and assessed for possible use as milllfners and grinding media.Previous attempts at evaluation of recommended materials for these applications elsewhere, have usually involved the purchase of large quantities of grinding balls or complete mill liner sets, requiring running periods of up to two years or more. As well as being both a costly and lengthy procedure, the information obtained may be of little significance, due to changes in milling practice, and ore characteristics during the period of operation.To overcome these difficuities, a method was adopted based on the short time wear rate test recommended by Norman & Loeb (1949) and Norman (1957) in which all the materialsunder consideration are ·subjected·concurrently to the conditions of service.Previous calculations of wear rates have been dependent1. "The demand for commercial and residential construction has continued to evolve across the United States over the last decade. Our markets demand larger, deeper and inherently more complex structures, located within increasingly constrained urban locations and with challenging geotechnical conditions. As project demands incrementally escalate, specialty contractors are continuously challenged to extend their state of practice. Development in the size and capabilities of construction equipment, tooling, techniques, monitoring and verification systems over the last decade has consistently allowed contractors to build larger and deeper. For support of excavation (SOE), in addition to scale, selection of the most appropriate system has been a key to success in the most challenging ground conditions. This selection process is based on sound engineering and construction practice, and also prior experience, both positive and negative. Ultimately many Owners have chosen to manage their risk of SOE construction through design-build contracts, which allows specialty constructors to optimize the balance of cost, schedule, scope and associated risk based on their local expertise. Successful implementation of a design-build methodology begins long before a contractor is selected, with identification of key project requirements and risk factors during the feasibility studies and design development phases. In these early stages of the project development, advice and budgets are frequently solicited from Specialty Contractors. The Owner, Construction Manager and Consulting Team will filter this input from multiple sources to provide their specific recommendations, develop construction documents and select the appropriate form of contracting. Only in the final stages, after award of a Design-Build Subcontract, can the successful specialty contractor directly influence risk management approach on the project. A case study is presented from Block 9 in San Francisco’s Transbay District. This project demonstrates the incremental identification, assignment and mitigation of construction risk through the planning and design build process for SOE on the deepest planned excavation in San Francisco.INTRODUCTIONThe mature urban development market in United States results in high demand for complex Support of Excavation (SOE) schemes on constrained sites. The Design-Build approach can be applied to increasingly difficult SOE challenges, combining regional specialty subcontractor knowledge and experience in order to optimize solutions for cost and schedule. The most successful applications will involve early engagement of shoring subcontractors within the project teams, during feasibility and design development stages, in order to identify key scope and risk issues, and their potential solutions. Throughout the project development, it is important to reasonably assign responsibility for construction risks amongst the project stakeholders who are best able to control them.This paper presents a case history for San Francisco’s Block 9, a well-planned and successfully executed design-build SOE project in San Francisco’s Transbay Redevelopment area. Throughout the 4 year period from the Developers initial proposal to the Redevelopment agency, through completion of excavation down to subgrade, the project team developed a series of increasingly refined SOE schemes, with corresponding scope definition and cost and schedule estimates. This program relied on early identification of key challenges and risks for the project, and evolved through multiple phases of proposals as first the General Contractor (GC) and then Specialty Shoring Subcontractor were engaged for the project. The scheme, cost and schedule refinements continued throughout construction in order to accommodate unanticipated conditions and events as they unfolded."

A discussion of frequently asked questions may help individuals trying to interpret subsidence regulations or prepare permit applications. The subsidence permitting process involves just one part of the mass of Surface Mining Control and Reclamation Act regulations. But of the 18 main SMCRA sections, subsidence is critical to the permitting process for coal operators. It's an area in which applicants have had problems interpreting regulations and preparing permit applications. Of 22 western states, only Wyoming, Montana, Colorado, and Utah heave thus far received approval for their mining and reclamation plans. The other states are now involved in the permit application process and will be dealing with SMCRA regulations for the next year or so. Some state programs, when approved, may differ substantially from the federal SMCRA program. But, to be approved, the state programs must be deemed equal to or more stringent than the federal regulations. SMCRA regulations apply to any coal operation "that exhibits surface effects." Thus they apply to surface strip mines as well as underground coal operations. The regulations do not apply to hardrock mining operations. Since August 3, 1977, the government, industry, and the public have wrestled with SMCRA. They have struggled through an initial program with the US Geological Survey; a new agency, the Office of Surface Mining Reclamation and Enforcement (OSM); an interim program; and a "final" permanent regulatory program. Even now, OSM is reluctant to publish formal program guidelines because: •The regulations are still in the process of judicial review. • Some approvable state programs will supersede the federal regula¬tions. • The flexible regulations are open to interpretation, which is desir¬able to maintain. •Guidelines could be misleading until regulations and interpretations are revised and finalized.

This is an integrated geology and plant improvement study arising from the heterogeneity seen in mineralogy and gold association at the Obuasi goldmine in Ghana. This heterogeneity comes from the two ore types mined, the one being a sulphide ore, mainly composed of gold-bearing arsenopyrites. This gold is refractory and exhibits a strong relationship between gold and As. The other is quartz veins, that are high grade and free milling. The installed circuit consists of comminution – Gravity -Flotation – BIOX – Leaching and Adsorption processes. The opportunity tested involved improved mass pull - related flotation recovery of Au in the Sulphide stream; while balancing the need for a minimum Sulphide grade for the Bio-oxidation process, occasioned by the removal of 25 to 30 % of the (quartz) stream through preconcentration by Ore sorting. The current circuit is then utilized for the sulphide route, while a smaller grind-gravity circuit is utilised for the quartz stream in a relatively inexpensive way, followed by a common leaching and adsorption circuit. Added advantages of the strategy includes faster recovery of gold from the quartz stream, with less consumption of reagents from saving on flotation and BIOX reagents for this stream. Screening and Ore sorting was successfully tested with laser technology, achieving over 98% separation of quarts (containing up to 40% of the gold). The plant schedule of Ore, the suggested circuit design for the Ore sorting, the results obtained from the different flotation regimes, as well as consequent financial modelling have been presented and discussed in this paper. This illustrates the opportunity that arises out of a detailed analysis of material versus installed circuits, even if the gains in pre-concentration do not necessarily involve rejection of gangue material. An added opportunity for future investigation, briefly discussed but not tested in this paper, would be to maintain current mass pulls but with increase in throughput (by the space created by the sorted material). This will of course require the mining ability. It could also add LOM value by altering the cut-off grade.

Five full-scale pile load tests were performed on pairs of PZ-22 sheet piles installed with a vibratory pile driving hammer. The sheet piling was installed in several locations in soil generally consisting of miscellaneous granular fills overlying soft organic silts, inorganic silt interbedded with sands and gravels, very dense glacial till and shale bedrock. The test program also included the use of tip tell tales to determine what capacity could be attributed to tip resistance and skin friction. During the design phase of the project, it was assumed that the capacity of the sheet piles driven with the vibratory hammer could be correlated with the rate of penetration. The correlation between vertical capacity and rate of penetration would be used as a basis for determination of a driving criteria from driving the production sheet piling. The sheet piling load tests demonstrated that it was not possible to correlate the capacity of sheet piling driven with a vibratory hammer and the rate of penetration. It was also demonstrated that the capacity of the sheet piles was directly related to the density of the soil at or just below the tip. The results also tend to agree with empirical equations provided by Meyerhof (1976).

The banded iron formations "jasper bars," jaspilites, banded hematite quartzites or banded ironstones, etc., as they have. variously been termed in Western Australia, constitute one of the most striking features of the Pre-Cambrian in this State. They occur in at least two distinct divisions of the Pre-Cambrian, viz., in horizons interbedded with quartzites, shales and thin bedded dolomite in the N~llagine (Proterozoic) Series; and amongst the Older Pre-Cambrian rocks, associated with the metamorphosed sediments of the Jimperding-Chittering Series, the Yilgarn Whitestone Series and the Mosquito Creek Series, and interbedded with metamorphosed basic lavas, tuffs and sediments of the Older prenstone or Kalgoorlie Series.In the Hamersley Ranges in the north-west of Western Australia banded ferroginous cherts are well developed amongst the horizontal sediments of Nullagine Age. These iron formations have recently sprung into prominence as they have been found to form the host rocks for important deposits of· blue asbestos. They are closely comparable with the unique crocidolite-bearing banded ironstones of the Cape Province, South Africa, and have been described elsewhere in some detail by the writer. (1) t .The banded iron formations with which it is intended to deal principally in the following pages, form most abundantly in the Central and Eastern Goldfields of Western Australia where they form portions of the Older Greenstone or Kalgoorlie Series of auriferous rocks. In these regions their chemical inertness and physical hardness provide considerable resistance to the agents of erosion and consequently they frequently stand out in strong topographic relief in otherwise monotonously flat or gently rolling country. These banded-iron formations have proved of considerable direct economic importance in the goldfields and in other portions of the State because of thei!! associations with 'gold, iron -and to' a lesser extent, manganese; whilst indirectly because of their peculiar nature, form and topographic prominence, etc, they have been of tremendous assistance to the field geologist both in the practical application of methods of geological mapping and in the' elucidation of geological structures. Finally, they have recently acquired a new importance in the specialised search for ore-bearing lodes or for structural information over areas of soil-covered country, as their form and composition make them ideal subjects for the use of either electrical or m!1-gnetic methods of geophysical prospecting.

This paper shows the potential of a new computer model, using the Glowe-Tech (GT) Tonnage Analyzer program to compare drilling and blasting results. This model uses the crushers and conveyors as measuring tools in aggregate quarries in the USA and Canada. All data is collected using commercially available kilowatt transducers and an analog input/output automation module. There are two areas of measurement used to compare results. The first area is the tonnage moved by key conveyors to show the split in products produced and the actual rate of production. If belt scale readings are not available then the Glowe-Tech Tonnage Analyzer can be used to convert kilowatts from the conveyor motor to tonnage. The second is the tons of rock crushed per kilowatt hour of energy consumption by the primary and secondary (optional) crushers. This modeling process works best if blasts are mucked and crushed in sequence. There are many other variables such as crusher types, crusher settings, screen sizing and actual geology in the pit that can influence the results, however if variables can be standardized then definite trends can be seen when comparing drilling and blasting results

Statnamic load testing is becoming widely accepted as a method to quickly and economically determine the load-deflection behaviour and ultimate static resistance of high capacity deep foundations. Strain instrumented large diameter bored shafts were tested at four locations for the federal and state Departments of Transportation in the United States. Tests were conducted vertically (to 30 MN) and laterally on the shafts and, in some cases, testing was completed over water. Instrumented shaft test results provided shaft load distribution with depth and shaft shear transfer stress throughout the soil stratum. Shaft end bearing and ultimate end bearing stress values were provided. On two projects, Osterberg load cells provided comparative static data for skin friction and end bearing. Correlations between Statnamic derived static load-displacement results and Osterberg load-deflection results are very good. Statnamic lateral load test results were correlated with static lateral results in addition to providing useful dynamic response and damping data.

Research has shown that excessive soil compaction is detrimental to the establishment of trees in reclaimed soils. Dry bulk density and penetration resistance are two soil parameters that can be used to indicate the level of compaction in reclaimed soils. It is believed that reclamation practices which minimize soil compaction will produce better results when forestland is the intended post-mining use. The University of Kentucky has developed reforestation test cells on reclaimed soils at a surface mine in eastern Kentucky to test this hypothesis. Each test cell has been planted with various species of trees, and since 1997, data have been collected at these test cells for soil average dry bulk density, average penetration resistance, average depth to refusal, and average survival rate of trees. These data have been correlated to determine the relationship between soil compaction and tree survival rate. It is believed that the two soil compaction parameters may ultimately be used to predict tree survival rates on reclaimed surface mined lands.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Kendenggaoer-Kuokuqueke region lies in the western part of Chinese North-western Tianshan. New laser ablation inductively coupled plasma mass spectrometry zircon U-Pb geochronology for five separate granitic plutons for this region reveal two distinct intrusive periods: late Devonian (367~361 Ma) and late Carboniferous (315~301 Ma). These intrusions all share an arc-like geochemical affinity (ie enrichment of large ion lithosphere elements and negative anomalies of Nb, Ta and Ti). In situ zircon Hf isotopic compositions further differentiate the magmatic cycle, with the late Devonian intrusions yielding more depleted eHf(t) (+1.47~+6.54) composition than the late Carboniferous intrusions (eHf(t) = +4.95~+9.79). These geochemical data suggest that they might be mainly derived from different source regions and the tectonic setting was transformed into post-collisional in the late Carboniferous. As in many significant porphyry-ore districts, this dramatic tectonic reconfiguration, combined with melting of an evolved crust, resulted in genesis of metal-bearing melts. Furthermore, we can show that Neoproterozoic mafic juvenile lower crust intruded by mantle-derived melts and/or partial melting of slab material generated hybrid primary magma during subduction of the Palaeo-Junggar oceanic crust in the late Devonian. THE opening session was held on Tuesday evening, February 17th, in the house of the American Society of Civil Engineers. The President of the Institute, Mr. E. B. Coxe, after a few introductory remarks, congratulating the members on the general prosperity in all the branches of the professions and manufactures represented by the Institute, called on Mr. E. F. Loiseau, of Philadelphia, for the first paper, On the Successful Manufacture of Compressed Fuel at Port Richmond, Philadelphia. Professor Prime called attention to the fact that the work of the United States Testing Board had been left unfinished at a point when valuable results had just been reached, and offered the following resolutions: WHEREAS, The American Institute of Mining Engineers has seen with regret that the work of the United States Testing Board has been suspended through the lack of an appropriation by Congress, which appropriation dues not seem likely to be renewed, and WHEREAS, It seems most important to the vital interests of our iron and steel manufactures that the experiments commenced by the United States Testing Board should be carried to successful completion ; Resolved, That a committee of three be appointed, to act with a like, committee to he appointed by the American Society of Civil Engineers, to carry out to completion the work commenced by the United States Testing Board. Resolved, That the American Society of Civil Engineers be requested to cooperate with this society by the appointment of a like committee. Resolved, That the committee have authority to request, in the name of the American Institute of Mining Engineers, contributions to a fund to be devoted to the completion of the experiments aforesaid. Resolved, That the Council of this Institute be authorized, whenever requested by the committee so appointed, to petition Congress for the free use of the testing machine at the United States Arsenal at Watertown. Resolved, That a committee be appointed by the President, to select the afore-said committee of experts. Resolved, That the President of the Institute have authority to fill any vacancies which may occur in the committee. The resolutions were unanimously adopted, and President Coxe appointed the following committee in accordance with the resolutions : Messrs. A. L. Holley, James Park, Jr., and J. F. Holloway.
