This paper is one of a series of digests of foreign mining legislation and court decisions that is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the mining laws of British Honduras has been prepared from the best available information in Washington and is released subject to amplification or correction, if necessary, by United States foreign-service officers. INTRODUCTION The mining law governing all mineral substances other than oil is ordinance No. 7 of 1927 (Minerals Ordinance, 1927), passed by the Legislative Council on March 25, 1927. The accompanying regulations, No. 3 of 1932 (General Minerals Regulations, 1932), made under the authority of section 66 of the minerals ordinance, were made by the Governor in Council on December 23, 1931.

Refractory gold ores are those from which a significant percentage of the gold cannot be recovered by conventional cyanidation. Historically, roasting has been the primary method for rendering such ores amenable to gold extraction; however, roasting creates environmental problems that are not acceptable in many locations. During the 1980s, consistently strong gold prices drew increasing attention to refractory gold ores, and new processing schemes were commercialized, most prominently aqueous pressure oxidation and more recently bacterial oxidation. Since 1985, pressure oxidation has been incorporated into four plants processing refractory gold ores. A fifth plant is scheduled for start-up in early 1990, and three additional plants are scheduled for production before late 1992. A technical session on treatment of refractory ores was included in the program of `World Gold '89, a Gold Forum on Technology and Practices' held by SME and the AusIMM in Reno, NV, Nov. 5-8, 1989. This article summarizes material from five of the papers presented during the refractory gold session and published in the proceedings of `World Gold '89,' edited by Roshan Bhappu and Rod Harden. Northern Iron Ltd (NIL) is an Australian listed company that recently brought the historic Sydvaranger open pit Magnetite Mine (the Project) in Northern Norway successfully back into production. NIL made the decision to operate the Project on an owner mining basis, due to limited large scale mining expertise amongst Norwegian mining contractors, a long mine life, a limited range in planned mining rate and to minimise costs. As a new mine operator in a country where labour practices are strictly regulated, there was the desire to reduce the risk associated employing and managing skilled personnel. This was achieved by coupling the purchase of the required mining equipment from the original equipment manufacturer's (OEM) regional dealers with OEM supported Maintenance and Repair Contracts (MARC). This paper examines the process that was followed to implement an owner mining operation in a short time frame; approximately 12 months from the initial requests for quotation to actual delivery of mining equipment to site, and some of the challenges faced. By following a formal and well-tested process, not only was the implementation achieved in the set time frame, but significant value was added through the cost savings achieved in the equipment purchase price and MARC rates that were negotiated through this process.

A commercial Philips X-ray Fluorescence (X.R.F.) analyser was converted to an experimental instrument suitable for determination of the accuracy to be expected of X.R.F. on line analyses of concentrator slurries. Problems with stability of slurry sample presentation were eliminated by a number of minor modifications.By the use of multiple linear regression techniques instrument calibration equations including error terms were determined for copper flotation feed slurries. Results indicated that the accuracy of copper and iron analyses of flowing slurry samples could approach that of static pressed powder samples.Possible means of reducing the error terms to a level of at least that of pressed powdel' samples involve alternative methods of compensating for the per cent solids in the slurry, Design is under way for installation of a plant unit.

This report presents a complete coverage of results from Bureau of Mines preliminary research and the field application of explosive fracturing techniques to prepare oil shale for in situ recovery of shale oil. Small-scale surface tests were conducted to determine the feasibility of using a nitroglycerin-base explosive for creating rock fractures. Prior to underground testing, surface and near-surface tests with liquid explosives showed that explosions in sheetlike layers simulating underground fractures would propagate effectively. Successful surface experiments were conducted using layers of explosive placed between glass plates and explosive-saturated sand confined in small-diameter metal tubes. The tests in glass-plate reservoirs and metal tubes demonstrated that nitroglycerin would detonate and the explosion would propagate in cracks as thin as 1/32 inch and through distances up to 12 feet. In a shallow field test, nitroglycerin was detonated in a vertical crack in limestone and produced extensive fracturing. Explosive fracturing tests were performed in oil shale formations on seven sites near Rock Springs, Wyo. The procedures included (1) displacing and detonating nitroglycerin in natural or hydraulically induced fracture systems; (2) detonating nitroglycerin in wellbore shots; (3) displacing and detonating nitroglycerin in induced fractures followed by wellbore shots using pelletized TNT; and (4) detonating wellbore charges using pelletized TNT. The research on oil shale formations demonstrated that nitroglycerin displaced in a natural or hydraulically induced fracture would detonate, and the explosion would propagate through the explosive-filled fracture. Shooting a pattern of wells in oil shale at 100-foot depth with wellbore charges of pelletized TNT developed a satisfactory interwell fragmented zone. Tests performed on other sites at depths to 385 feet caused fragmentation of rock around the wellbore and provided interwell communication. Fourteen methods used to evaluate the extent and degree of fragmentation in the explosive fractured oil shale are discussed.

Injury experience at coal mines and mechanical-cleaning plants (excluding officeworkers ) in 1967 was 222 fatal and 10,115 nonfatal disabling work injuries during an exposure time of 241.8 million man-hours. These injuries occurred at a frequency rate of 42-75 per million man-hours worked; the severity rate was 7,699 days lost or charged per million man-hours. Each of these general measures of injury experience was lower than similar data recorded for 1966. Employment at 6,885 coal mines and 569 mechanical-cleaning plants, excluding officeworkers, averaged 139,312 men in 1967. The average number of days worked was 220. Coal production totaled 560.8 million short tons, at rates of 2.32 tons per man-hour and 18.32 tons per man-day. A total of 2,779 onsite officeworkers at coal mines and mechanical- cleaning plants worked 5.2 million man-hours in 1967 without a disabling work injury.

Coking coals are very much in demand on a world wide basis, particularly the higher rank coking coals, which form an important part of many coking blends and which represent the smallest portion of the world'scoking coal reserves. Conventional coke oven plants, using these coals, will predominate at least until the next century.Blending schemes for conventional coking require definition of the basic properties of coals so that the factors influencing the carbonization behaviour may be assessed. Several concepts, which are relatively simple, ate available to help promote a better understanding of the bask factors controlling -coke strength and are also useful in suggesting possible lines to follow in the blending of coals for coking.The interpretation of carbonization behaviour and coke structure in terms of petrographically defined coal rank and type provide a basis for planning and exploitation of coal Teserves. The optimum parameters for coking are suggested as follows.1. Type- Vitrinite content (% m.m.f. by volume) 55 ± 5%2. Rank- Mean maximum reflectance of vitrinite 1.30 ± O.10% Carbon content of vitrinite (% d.m.m.f.) 87·5 ± 1·0%The value of a coal should be assessed in relation to all its possible uses in blends. This is a more realistic and productive approach, as compared with considering coals only in relation to the results of blending with"good" coking coals. Blending schemes have been outlined to assist in the assessment of the blend potential of coals of all ranks and types.Reserves of higher rank coking coals in N.S.W. are very limited and should be conserved by blending with the low rank coking coals, of which there are large reserves.Examination of blending theories in relation to N.S.W. coals suggest that blends in the broad categories of minimal downgrading of the higher rank N.S.W. cok...

The well-established on-line particle size analyzer OPUS manufactured by Sympatec GmbH, has been successfully implemented in several mining and industrial minerals project. OPUS monitors the particle size distribution in 31 fractions as well as the solid concentration in opaque and highly concentrated ore and mineral slurries on-line in real time e.g. behind mills or cyclones applying 31 ultrasonic frequencies for highest resolution. Ultrasonic extinction overcomes all limitations known from optical and mechanical systems like contamination, blockage and wear. OPUS measures slurries in their original state without any dilution, hence no extensive sampling procedure or sample conditioning is required thus no dilution errors occur. Due to the OPUS design and suitable algorithms entrained air bubbles do not affect the quality of analysis at all. The sensor covers particle size distributions from 0,01 to 3.000,00 µm and solid concentrations up to 70 % by volume and can be easily adapted to a number of production lines simultaneously. Jiangxi Copper?s Dexing Mine is one of the biggest copper mines in Asia and among the first users for OPUS on-line particle size and concentration analysis in mining industry. Process control applications in the minerals processing industry have grown extensively over the years due to the many benefits derived, both financially and operation-wise. Although control theory is widely known, conventional control does not address many of the problems posed by minerals processing circuits. Some of these problems include interactions between process units, large dead times, few and sometimes unreliable measurements of process variables, non-linear systems, disturbances entering the process, processes with varying dynamics, and many more. For the past 26 years Mintek has been active in the field of providing specific, customized solutions for the minerals processing industry. This paper focuses specifically on applications in milling and flotation control. The underlying control principles have been applied to a wide range of other processes including submerged arc furnaces. Advanced control application is implemented on a common advanced control platform, called the PlantStar. Much innovation has been brought to the fore in terms of adapting theoretical techniques and developing new methods to resolve specific milling and flotation circuit issues by using process control. The general approach adopted by Mintek when implementing advanced control is to enforce stabilization of the process as a solid foundation for optimization strategies to be built upon. In doing this, a robust control solution is presented, and the end result is flow and level stability, better product quality regulation, increase in throughput and a stable feed to downstream processes. The MillStar advanced milling control system ensures that the milling circuit is at all times easy to operate while achieving optimum product quality and throughput. Stabilization should include product size regulation and sump level control. Another important aspect of stabilization control is the handling of milling circuit constraints without introducing cyclical behaviour and with minimal disturbance to the final product quality. Process constraints may include factors such as process water limitations, cyclone feed density, and cyclone underflow angle. An optimization strategy should be developed to increase the mill throughput without affecting product quality or introducing mill overloads. The relationship between solids feed and power draw is examined and manipulated for optimization. The interactive nature of flotation circuits and the presence of recirculating streams tend to make satisfactory control almost impossible with conventional techniques such as PI (Proportional plus Integral) or PID (Proportional, Integral and Derivative) control. The FloatStar Level Stabilizer simultaneously considers all the flotation levels in a circuit by use of a multivariable algorithm, and takes compensating action in anticipation of disturbances. The FloatStar Flow Optimizer is an optimization strategy that controls the concentrate flow rate between various sections of a flotation circuit (e.g. Rougher ?Cleaner; Cleaner ?Recleaner). By controlling the concentrate flow between the sections, the mass pull, circulating loads and residence times of the circuit can be stabilized, thereby enhancing the performance of the flotation process. Optimizing grade and recovery are coupled with the dynamic optimization of circulating flows. The FloatStar Grade-Recovery Optimizer will maximize the grade in a section, whilst ensuring that recovery or any other process specific limits remain within predefined limits. With successful applications on several milling and flotation plants worldwide processing amongst others PGMs, gold, copper and nickel, Mintek has shown that it is a leader in milling and flotation control innovation

Two wetland simulation experiments were carried out in order to determine the effects on manganese retention of several wetland design parameters, including flow rate, inlet pH, carbon supplementation, substrate type, and surface free water depth. The primary aim in each experiment was to determine if sustained manganese retention could be accomplished under the specific experimental treatments. If successful, these experiments could recommend design parameters for the construction of field wetland systems for manganese treatment. Crushed limestone clearly was superior to spent mushroom compost with respect to manganese retention. The presence of free surface water detracted from manganese treatment, while lower flow rates enhanced manganese treatment. Sustained manganese retention was achieved using crushed limestone as the substrate coupled with an absence of surface free water, under inlet water conditions of pH 7.0 and no appreciable iron. Sustained manganese retention was not achieved under reducing conditions using spent mushroom compost while varying flow rate, inlet pH, and carbon supplementation regimes. However, lowering the flow rate resulted in many significant beneficial effects on outlet water chemistry: lower outlet manganese concentrations (over the short term), higher outlet pH, lower outlet acidity, higher outlet alkalinity, higher outlet sulfide, lower outlet sulfate, and lower outlet redox potential. Supplementation of the wetlands with dairy whey resulted in lower outlet manganese concentrations (over the short term), marginally higher outlet sulfide levels, and acted to lower the redox potential under the high flow regime. Wetlands receiving a neutral pH had lower outlet acidity, higher outlet alkalinity, lower outlet sulfate, but equivalent outlet manganese concentrations than wetlands receiving an acidic pH. When manganese is the primary mine water contaminant and a passive water treatment system is to be used, it is recommended that crushed limestone with negligible surface water be used in place of composted materials. This recommendation assumes a source water with circumneutral pH and an absence of other metals.

WHILE in the employ of the Broken Hill Associated Smelters and the Electrolytic Zinc Oompanies at their South Melbourne Research Station, the writer was detailed to investigate the principles underlying the Parkes Process with a view of determining:1. The Interdependence of the variables:(a) Quantity of zinc required per charge,(b) Temperature of stirring of each zincing,(c) Silver content of the bullion after first zinculg,(d) Silver content of the bullion after second zincing,(e) Silver grade of the crusts produced for retorting, with reference to the method of working the Parkes Process then in operation at Port Pirie.2. The possibility of effecting improvements in the Port Pirie practice of desilverising, especially with respect to:(a) Silver grade of the crusts produced for retorting.(b) Quantity of zinc required per charge.The method of desilverising in practice at Port Pirie was a two-stage zincing.In both zincings the bullion was cooled to its solidification temperature and the silver crusts which separated from the lead were completely removed.The crusts from the first zincing were retorted, and the crusts from the second zincing were returned to the first zincing of the next charge.

This paper discusses the impacts that advances in metallurgy and process engineering have on minerals project execution. Ausenco's business is focused on integrating minerals processing technology and the delivery of cost effective processing plants that exceed client performance expectations. The metallurgical development is a small but critical part of this process. Metallurgical development and innovation outcomes need to be transformed into an engineered solution and that solution converted into an operating plant in a cost conscious and competitive environment. Including new or innovative processes in a project flow sheet increases a project's technical and commercial risk. However, it also gives the project, and/or the engineering company, a potential advantage over projects using mainline practices. Managing the balance between risk and opportunity has been a cornerstone of Ausenco's success in recent years. Some advances in "technology" that are discussed in the paper include: larger capacity equipment new flow sheet concepts simplification of process interfaces, and more effective project strategies The common theme is that having a new idea can be the easy bit, putting it into operation effectively involves numerous people, many interfaces and strong project management.

AT THE Belmont mill, the pregnant solution is de¬livered to a 30 by 10-ft. tank, from which it is pumped to three Merrill clarifying presses of the sluice-bar type, whence it flows through the meter to the precipitation supply tank. ?The solution for precipitation is pumped by a 10 by 10-in. Aldrich triplex pump and delivered through a 6-in. line to the forty-eight triangular frame Merrill presses at the head of the mill. Zinc dust is fed in at the pump suction and the solution precipitated to 0.01 to 0.02 oz. silver. The solution flowing from the presses is tested at 1-hr. intervals with sodium sulfide. All solution is precipitated to the same value; 4J tons of solution are precipitated for each ton of ore treated and the presses are cleaned every 15 days. The product from the presses' is dumped into steel cars having steam-jacketed bottoms, in which they are dried until the moisture content is between 15 and 17 per cent. when 8. per cent. of soda and .3 per cent. of borax are added and the contents thoroughly mixed. In the case of special clean-ups, the precipitate is tested and the flux is added to meet the requirements.

As environmental costs incurred by the mining industry become increasingly subject to critical analysis, new technology is necessary to ensure the further development of good relationships between the industry and community. Phytoremediation and phytomining are technologies that have the potential to capture the imagination and approval of the public. Phytoremediation , the in situ use of plants to extract heavy metals from a contaminated substrate, could offer an environmentally and cost-friendly alternative to traditional remediation techniques. Phytomining is the in situ removal of metals from a contaminated site or subeconomic orebody with the additional aim of recovering from the plant an economic amount of metal. Plants used in such operations, hyperaccumulators, accumulate large quantities of one or more target metals in their above-ground herbage. Upon harvesting and incineration, this plant material yields a low-volume, sulphide-free æbio-oreÆ, which can either be safely disposed of, or if the metal is of sufficient value, smelted. Investigations into the economics of phytomining nickel from ultramafic (serpentine) soils, showed that Alyssum bertolonii and Berkheya coddii could remove over 100 kg of nickel per hectare per annum from land with nickel concentrations well below the cut-off grade for conventional mining. It also appears possible to æinduceÆ the hyperaccumulation of gold into plants growing on gold tailings, or on stockpiled, low-grade gold ore. The plants used for phytoremediation and phytomining are useful colonisers as they are necessarily hardy and withstand extremes of salinity, metal toxicity and water stress that hinder the success of current revegetation procedures. As part of a rehabilitation operation, these plants may alter the geochemistry of a substrate making it more amenable to the growth of native species that should be used to restore a mining site to pre-operating conditions.

Cyprus Shoshone Mine uses the longwall method to extract a deep, thick, pitching coal seam in the Hanna Basin of South Central Wyoming. The immediate, and main roof rock consists of weak, thinly-bedded, silty mudstones with weak, interbedded fine-to medium-grained sandstone. Tailgate ground control has been a critical factor impacting productivity at the mine. A gateroad condition mapping program for the 11 left longwall gateroads indicated potentially severe ground control problems for the tailgate. It was predicted that the existing, secondary support pattern of wood cribs would not provide adequate support capacity. As predicted, severe deterioration of the tailgate occurred in the form of a roof cutter, sloughing ribs, and failing wood cribs. Productivity was affected and additional support was required. Shoshone personnel evaluated several options for providing the additional support needed in the tailgate. The additional support system and placement method had to satisfy several requirements with respect to access, materials handling, placement method, set-up time and support capacity. Approximately 6,000-ft. of deteriorating tailgate had to be supported. The initial wood crib support system left a 6-ft. walkway for access and construction of the additional support. This access was further reduced as the roof loaded the wood cribs. This eliminated the possibility of mechanized material handling to the construction locations. All materials would have to be transported by hand. The additional support system had to be placed quickly to stay ahead of, and keep pace with, the required longwall advance rate. It had to incorporate the existing wood cribs and provide at least 500 tons of extra support capacity. And most critically, the system could not affect longwall ventilation. Longwall coordinators and engineers made the decision to use a low density, pumpable cement known to the industry as TeksealTM, to provide the system required. A 200 psi ultimate strength mix was decided on to provide the required load capacity. The existing cribs were formed with 1-in. by 6-in. boards and brattice cloth to provide the containment. To overcome the access limitations, three boreholes were drilled from the surface to the tailgate on 2,000-ft centers. A mobile pumping station was established on the surface and the TeksealTM was pumped 900-ft. down the boreholes through a 1.5-in. steel pipe, then as much as 1,800- ft. along the tailgate entry through 1.25-in. miner spray hose. The materials required for the TeksealTM supports could all be carried into the construction locations by hand. As a direct result of incorporating relatively new methods of pumping high yield, low density, cementitious grouts, the Shoshone Mine reduced downtime due to tailgate ground control problems by approximately 70% in comparison with previous Longwall panels. The longwall set three monthly production records while mining the 11 left longwall under the deepest cover, steepest pitch, and most extreme ground control conditions ever encountered at the mine.

1. The Lower Freeport and Lower Kittanning beds are the most important beds in Clearfield County, Pa., from the standpoint of production. The Lower Kittanning bed has the largest remaining recoverable reserves of any of the beds in the county. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 short tons per acre-foot of coal in place, are estimated at 1,909 million short tons as of January 1, 1953. Of this total, 1,177 million short tons is in beds 28 inches and more thick. Areas in some beds were omitted from the estimate because available data relative to the bed characteristics are too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

WHEN I came out of Stanford University in 1922, the out-look for men trained in geology, petroleum engineering, and mining was indeed dismal; in fact, so much so that most of us looked upon our future in those fields as pretty hopeless. Neither our professors nor those men in industry with whom we came in contact gave us any enthusiastic encouragement as to the future of ourselves or the fields we had chosen for our labors. I believe that the attitude of pessimism which saturates everyone about graduation time is lament able and short-sighted, and may often start a young man on his way with an attitude of defeatism. Instead, he should be starting out knowing that he can expect hard work and keen competition, but that the fields of his labours are expanding at an accelerated rate, and that strong, energetic efforts will as always accomplish highly satisfactory results.

"Smelting of copper-gold ore from nearby Rossland mines started at Trail in the 1890s. As ore from the Rossland mines became exhausted, lead smelting of hand-sorted galena ore from other British Columbia mines was initiated. With the development of flotation technology for the separation of lead, zinc, and iron sulphides in the first two decades of this century, the large Sullivan orebody at Kimberley, British Columbia, became the f oundation for the growth of a major zinc and lead smelter at Trail. Lead smelting began in 1901, electrolytic zinc in 1916, and by 1984, the Trail metallurgical complex had produced 10 million tons of each metal. Its present capacity is 270000 tonnes per year of zinc and 110 000 tonnes/year of lead.This paper reviews the history of technological changes in the Trail production plants, emphasizing the zinc plant modernization program started in the 1970s, and also the planned introduction of the QSL oxygen lead smelting process in the late 1980s. Lead modernization will increase production capacity to a maximum of 160000 tonnes per year.IntroductionCopper-gold ore was discovered at Rossland, British Columbia, in the year 1890, starting a mining industry that was to last over three decade s. Selected ore was at first transported at high cost to distant U.S. smelters, so there naturally followed a decision to construct a small copper smelter to process the local ore to matte. It was built in 1896 at the mouth of Trail Creek on the Columbia River, about 10 km from Rossland. This little smelter was to develop and diversify in the next 90 years into the world 's largest lead-zinc producer).The mining boom that occurred in the northwestern United States and southeastern British Columbia in the period of 1890 to 1910 saw the brief operation of many small local smelters. The only one to survive was the smelter at Trail. The circumstances that permitted its continued life and subsequent growth, form a fascinating history of business deals, litigation, andsteady technical progress.Early investment in local railway transportation and options by F.A. Heinze, the smelter' s founder, attracted the attention of the Canadian Pacific Railway Company, which purchased Heinze' s assets in 1898. This provided the capital base for survival and growth of the smelter, which remained and prospered under the Canadian Pacific umbrella for almost ninety years. It was registered as the Consolidated Mining and Smelting Company of Canada Limited in 1906; in 1966, this name wasshortened to Cominco Ltd.The Rossland mines continued to supply copper ore for the smelter until the late 1920s, but lead-silver ore also became available from the contemporary mining boom in the Slocan area, about 80 km away. In 1901, the Trail smelter diversified into lead; and when the CM&S Co. acquired the St. Eugene Mine at Moyie and the Sullivan Mine at Kimberley, the smelter was guaranteed a firm supply of lead ore. The company also purchased the West Kootenay Power and Light Company, which even before the turn of the century had constructed the first of four hydroelectric generating plants on the Kootenay River near Trail. This acquisition assured the CM&S smelter and its local mines of a stable power supply and the opportunity to diversify into power intensive technology."

Historically, Vertical Shaft SinkingMachines (VSSM) have been capital intensive, making it hard to enter lowest bidder marketssuch as the United States. As advances in safety and technology have occurred, VSSM methodsare becoming increasingly common in many countries outside the United States. Decreasedcapital requirements, a greater amount of competition within the VSSM market along withgreatly improved safety practices, have made it more competitive with traditional drill and blast(D&B) methods. However, VSSM technology has yet to be embraced by the United States. Alarge culture shift will have to occur before VSSM technology will become common in theUnited States. The history, and advent, of raised boring machines will be discussed and how itrelates to the current development of VSSM technology. The researchers will analyze the uniquerisks of D&B methods and how they compare with the unique risks of VSSM technology. Theresearchers will put an emphasis on risks directly affecting the safety of personnel working onthe shaft sinking operation. Many of these risks are identified by contracting companies withregards to geology, relative location of resources and the chosen shaft sinking method. Theresearchers will discuss specific risks a given shaft sinking company will want to consider whenchoosing between D&B and VSSM methods."
