Researchers at the Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) work to reduce respirable dust exposures in mining operations. One focus of this research is silica dust control for surface and underground operations in the metal/nonmetal mining industry. PRL researchers analyze dust sampling results from the Mine Safety and Health Administration (MSHA) to identify high-risk occupations to guide research efforts. Research is then conducted in an effort to improve existing technologies and/or develop new controls for reducing worker exposure to airborne silica dust. During the last few years, PRL researchers have conducted research related to the following goals: improving protection provided by enclosed cabs on mobile surface mining equipment, reducing dust generation from surface drills, reducing dust levels in iron ore operations, and developing a new method to clean dust from workers? soiled clothes. A description of each of these controls and subsequent dust reductions quantified through site surveys will be provided.

"Smelting of copper-gold ore from nearby Rossland mines started at Trail in the 1890s. As ore from the Rossland mines became exhausted, lead smelting offhand-sorted galena orefrom other British Columbia mines was initiated. With the development of flotation technology for the separation of lead, zinc, and iron sulphides in the first two decades of this century, the large Sullivan orebody at Kimberley, British Columbia, became the foundation for the growth of a major zinc and lead smelter at Trail. Lead smelting began in 1901, electrolytic zinc in 1916, and by 1984, the Trail metallurgical complex had produced 10 million tons of each metal. Its present capacity is 270000 tonnes per year of zinc and 110 000 tonnes/year of lead.This paper reviews the history of technological changes in the Trail production plants, emphasizing the zinc plant modernization program started in the 1970s, and also the planned introduction of the QSL oxygen lead smelting process in the late 1980s. Lead modernization will increase production capacity to a maximum of 160000 tonnes per year.IntroductionCopper-gold ore was discovered at Rossland, British Columbia, in the year 1890, starting a mining industry that was to last over three decade s. Selected ore was at first transported at high cost to distant U.S. smelters, so there naturally followed a decision to construct a small copper smelter to process the local ore to matte. It was built in 1896 at the mouth of Trail Creek on the Columbia River, about 10 km from Rossland. This little smelter was to develop and diversify in the next 90 years into the world's largest lead-zinc produce.The mining boom that occurred in the northwestern United States and southeastern British Columbia in the period of 1890 to 1910 saw the brief operation of many small local smelters. The only one to survive was the smelter at Trail. The circumstances that permitted its continued life and subsequent growth, form a fascinating history of business deals, litigation, and steady technical progress.Early investment in local railway transportation and options by F.A. Heinze, the smelter' s founder, attracted the attention of the Canadian Pacific Railway Company, which purchased Heinze' s assets in 1898. This provided the capital base for survival and growth of the smelter, which remained and prospered under the Canadian Pacific umbrella for almost ninety years. It was registered as the Consolidated Mining and Smelting Company of Canada Limited in 1906; in 1966, this name was shortened to Cominco Ltd."

The National Institute for Occupational Safety and Health (NIOSH) mining research program at the Pittsburgh Research Laboratory (PRL), includes the areas of coal mine dust control and monitoring, and explosion prevention. One very important project at PRL is development of a continuous recording person-wearable respirable dust monitor. This Personal Dust Monitor (PDM) is a respirable dust sampler and gravimetric -equivalent analysis instrument that is part of a belt-worn mine cap lamp battery unit. Prototypes were successfully tested in the laboratory and in four underground coal mines. The PDM testing demonstrated that it was convenient to wear and use, robust, and provided accurate and timely data. NOSH is also conducting research in the program area of coal mine explosion prevention, suppression, and mitigation. Aspects of this research program include: full scale explosion research, laboratory scale research, frictional ignition of methane, mine ventilation seal construction, prediction of coal mine methane emissions, mine monitoring systems, flame cutting and welding operations, spontaneous combustion, and emergency preparedness.

THIS is a summary of the available limit of flammability, autoignition, and burning-rate data for more than 200 combustible gases and vapors in air and other oxidants, as well as of empirical rules and graphs that can be used to predict similar data for thousands of other combustibles under a variety of environmental conditions. Specific data are presented on the paraffinic, unsaturated, aromatic, and alicyclic hydrocarbons, alcohols, ethers, aldehydes, ketones, and sulfur compounds, and an assortment of fuels, fuel blends, hydraulic fluids, engine oils, and miscellaneous combustible gases and vapors.

A survey of the literature on ELF and VLF atmospheric noise has been made. Most measurements have concentrated on the vertical electric field and the horizontal magnetic field rather than the vertical magnetic field which is of interest in transmission between horizontal loops. The limited vertical magnetic field data indicates that the vertical component is generally 10 to 20 dB below the horizontal component. Three laterally inhomogeneous earth models have been analyzed for conversion of horizontal to vertical magnetic field. The rough surface model examines surface effects, the inhomogeneous thin sheet model treats volume effects, and the buried cylinder model treats localized man-made effects. All three models predict the possibility of significant conversion from horizontal to vertical magnetic field. A thin sheet model has also been used to examine transmission from a buried magnetic dipole source. It is found that the predicted fields more nearly model the measured data than does the homogeneous half-space model.

With growing populations, infrastructure projects are utilizing underground space to expand transportation networks, water supply and sewer disposal systems and hydropower facilities. These new projects require large diameter tunnels to meet the growing demands. As the tunnel diameter increases, not all rock mass properties are scalable and precedent experience becomes less reliable. One such non-scaleable property is lamination thickness. Numerical modelling was conducted to determine the influence of lamination thicknesses on a 16 m diameter tunnel. Five different areas of excavation response were found to exist for laminations ranging between 0.16 to 16 metres in thickness. For this tunnel diameter, critical lamination thicknesses of 6 metre and 1 metre were found to exist. Above 6 metres the excavation response was similar to isotropic models. Below 6 metres the stresses and yield are channeled by the lamination boundaries, increasing plastic deformation. Below 1m multiple lamination units become unstable and the displacements increase significantly and the shape and extent of the yield zone size changes dramatically. The yield zone is controlled by bed deflections and bed parallel shear. As the lamination thickness decreases tensile failure first begins in the haunch area and progressively extends above the crown until a self-limiting plastic yield zone shape is reach at lamination thicknesses below 0.4 metres. Conclusions drawn from observations at the Niagara Tunnel Project are those of the authors.

INTRODUCTION The slurry shield method was developed in Japan in 1963 and its experimental tunnelling work was performed in 1965. Although the history of this method is short compared with the conventional shield method in Japan, many companies such as Tekken Construction, Okumura Gumi, Nishimatsu Kensetsu, etc. are engaged at present in developing their own unique system of the slurry shield method. The ground of Japan is generally pervaded with ground water and a large number of districts are covered with soft ground, which is composed of fine sand, silt and clay, etc. Therefore, the conventional shield method has always used compressed air with various kinds of auxiliary methods. However, with this method there have been experienced numerous troubles such as ground settlements, lowering of ground water, oxygen shortage within the tunnel, and so forth. The slurry shield method has been developed with the above background. In recent years remarkable progress has been made from the engineering viewpoint in applying this method to driving various kinds of tunnels such as road tunnels, subways, water supply and sewer tunnels, and other tunnels. "Although Canada has achieved one of the highest living standards in the world, people and organizations have, over the past decade, begun to question the cost and means of this achievement. Concern has been expressed about the degree of environmental disturbance arising from industrial activities which have greatly contributed to our increased living standards. These industries include hardrock mining, pit and quarry operations, hydro-electric schemes, various agricultural enterprises and urban land developments.In the construction and operation of the above industries many environmental problems arise because the natural vegetative land cover is destroyed or drastically disturbed. Disturbance may occur to such a degree that revegetation is di ffi cult, often it appears impossible. Portions of the environment around such industries remain aesthetically unacceptable and appear to offer little or no potential for future resource use in wildlife, recreation or agriculture.The general public cannot dissociate itself from the activities of the aforementioned industries. It has, over many years, accepted the benefits and conveniences arising from those activities. Despite this, the increasing level of public concern imposes upon industry a need to alleviate or repair past, present and future environmental disturbance. Therefore it is incumbent upon industry to modify present technology or develop new techniques which would allow the disturbed environment to be easily and rapidly repaired."

THE Hamilton Works of The Steel Company of Canada is a fully integrated steel plant with an annual capacity of three million tons. Located on the south shore of -Hamilton bay, it is in the centre of Hamilton's industrial belt. The heavy concentration of industrial activities found in this area, accompanied metallurgical well-known sources of pollution which are normal to urban areas is creating a pollution problem which concerns both industry and the general public. The Steel Company of Canada has recognized this problem and, accordingly, has adopted the policy of integrating suitable pollution control devices into its new installations. Much effort is also being expended to control the emissions of air contaminants from the existing equipment. At the Hamilton Works, there are two main sources of metallurgical dust emissions to the atmosphere -the Open Hearth furnaces and the Sinter Plant. Murrin Murrin Operations have not had a successful beginning. Numerous reliability and operability issues, many of which are the result of design decisions, have been addressed through mechanical and operational changes and the CCD circuit is no exception. Four design aspects of the CCD circuit that have caused and continue to cause operational problems are: the inclusion of solution neutralisation gypsum in the CCD circuit feed which was designed solely for HPAL residue without proper investigation of its impact on the achievable underflow density and resulting wash efficiency; the decision to construct the thickener base from thickened solids; the lack of redundancy in the overflow, underflow and tailings pipe work; and the lack of thickener operational flexibility in the central rake-lift and feedwell dilution system. In November 2002, the lack of operational flexibility in the rake-lift and the feedwell dilution system was improved through mechanical modification as follows:CCD1 rake mechanism was modified to allow central vertical lift of 600 mm; and CCD1 changed to forced dilution using the Outokumpu TurbodilRântechnology by replacing the E-DucânRtechnology of Eimco. The installation and the results of the CCD1 rake-lift mechanism and feedwell dilution system changes are discussed in this paper.

This paper presents an overview of work conducted over several years to investigate the continuous stope closure profiles recorded in tabular excavations and the use of this data as a hazard indicator. In spite of the brittle nature of the rock, measurements in gold mines and intermediate depth platinum mines revealed a significant time-dependent closure component. Various approaches to simulate the time-dependent closure have been investigated. Viscoelastic theory is able to simulate the time-dependent closure behaviour, but there are subtle problems with the use of this theory as it cannot simulate the failure processes in the rock. To overcome these problems, continuum and discontinuum elasto-viscoplastic models were developed by the authors. Discontinuum models have the advantage of being able to simulate the creep behaviour of prominent discontinuities. Development of these models has led to useful insights into rock mass deformation and has made the numerical simulation of parameters, such as rate of mining, possible for the first time. A number of practical applications for the mining industry have been developed from this study. SHARP CONTRAST exists in the reports so helpfully contributed by the individual members of the Milling Committee for this review. Those engaged in the milling of gold and silver ores report great activity, of which some details will be given later. Those engaged in milling ores of base metals report continued depression and little progress. Copper production in the United States is running at about fifteen per cent of capacity. Some Arizona copper mills are closed. Anaconda is milling about 45.000 tons of copper ore per month, and the Utah Copper Co. 35,000 monthly. However, in Canada the International and Falconhridge copper-nickel mills and the Noranda copper-gold mill have increased production. Also the Climax molybdenum mill in Colorado is milling 4000 tons per day. Water shortage from the drought has caused curtailment or complete shutdown of mills in some parts of the West.

Banded hematite quartzite (BHQ) and banded hematite jasper (BHJ) ores represent a promising potential iron ore resource in the near future. The hematite and quartz in BHQ and the hematite and jasper in BHJ are closely related and require fine grinding for the liberation of hematite phases. The present study investigates the mineralogical features and comminution properties of BHQ and BHJ ores. In the BHQ ore, it is observed that thick bands of hematite have fine inclusions of silicate minerals, whereas silica bands have few grains of iron-bearing minerals. The hematite and quartz minerals in the iron and silicate bands of the BHJ ore appear to be more intricately associated and complex in nature, presenting difficulties for liberation. Bond work index studies were carried out for the BHQ and BHJ ores with different product fineness in order to evaluate the energy requirements in fine grinding. A higher Bond work index value was found for the BHJ ore (15.4 kWh/ton) than for the BHQ ore (12.4 kWh/ton). A decrease in the product particle size was associated with an increase in the work index value. Single-particle breakage experiments were designed by varying feed particle size and input energy. The specific energy consumption for the BHJ ore was higher than that for the BHQ ore. The comminution parameters showed that the BHJ ore is harder to grind than the BHQ ore, which may be due to the mineral composition and association of hematite phases with the silicates.

Banded hematite jasper (BHJ) containing 45.2% Fe, 32.64% SiO2, 0.63 % Al2O3 and 1.25 % LOI is found difficult to beneficiate either by magnetic or flotation techniques due to fine intergrowth of jasper with hematite. Phase transformation by reduction roasting with activated charcoal followed by low intensity magnetic separation to achieve a suitable iron concentrate has been attempted in this study. The mineralogy of the ore and different roasted products has been studied by X-ray powder diffraction (XRD) and scanning electron microscope (SEM) to understand the reduction mechanism. The magnetite formation is observed at 850ºC while metallic iron appeared at a higher temperature. The effects of reduction variables such as reduction time (30-270 min), temperature (750-1050ºC), and reductant (1-12 %) using activated charcoal are studied. An iron concentrate with 64.65% Fe and 55.8% recovery could be obtained under optimum conditions of temperature: 850ºC, time: 1.5 h, and reductant: 6% by weight.

"INTRODUCTIONInternational Minerals and Chemical Corporation (Canada) Limited operates two potash mine/refinery complexes near Esterhazy, Saskatchewan. Annual production of approximately 4.2 million tons is sold in the United States and overseas in five grades according to size and quality.Ore grading 25% K2 0 equivalent is mined from a horizontal bed by continuous boring machines, crushed, and hoisted at 8 inches. The refinery operation consists of the eight basic steps shown in Figure 1. Particle sizes handled are similar to those experienced in other forms of mineral beneficiation: 8 inches to 100 mesh. The ore is crystalline and particles are angular. Fortunately the major mineral constituents, sylvite (KCl) and halite (NaCl), demonstrate relatively low hardness at 2 to 2.5.Therefore, while simple abrasion must be acknowledged, it is not a major problem except, of course, in circuits carrying magnetite.Corrosion, as represented by the classic equations of Figure 2, occurs in all its various forms."

The Bismark Mine is located in northern Chihuahua, Mexico, 150 km (95 miles) southwest of Ciudad Juarez (Fig.1). The ore deposit was discovered in 1979 and was placed in production in 1992. The production rate is about 2.4 kt/d (2650 stpd) from an ore reserve of 8.5 Mt (9.3 million st). Grades currently average about 8% zinc, 0.5% lead, 0.2% copper and 50 g/t (1.46 oz/st) silver. Substantial inflows of water into the underground mine complicate the operation. Complex metallurgy poses another challenge for the operators. Bismark is a joint venture with 90% participation by Minas Penoles, SA de CR of Mexico City and 10% participation by Promociones Industriales Banamex, S A de C V (PIB S A) of Mexico City. Anew company, Minera Bismark, SA de CV was formed to operate the property. Cyprus Minerals was a 40% participant in the joint venture but, in early 1993, sold its share to Minas Penoles. The Bismark Mine is one of the largest new underground mining projects built in Mexico during the last 10 years. It is the country's fifth largest underground metal mine and provides about 1 % of the world's zinc supply at about 50 t/a (55,000 stpy). Bismark is a trackless operation with overall productivities of 7.6 t/manshift (8.4 st/manshift). The 2.4-kt/d (2650-stpd) concentrator started up in March 1992.

A family of personal computer programs that calculate the Coal Mine Roof Rating (CMRR) has been developed by the U.S. Bureau of Mines. The CMRR rock mass classification system provides a link between the qualitative geologists' description of coal mine roof and the quantitive mine engineers' needs for mine design roof support selection, and hazard detection. The program CMRR is a user-friendly, interactive program into which raw field data are input. A CMRR is calculated and output along with two graphic displays. The first graphic display is a plan view trap with the CMRR's displayed on a color-coded scale. The second display shows a stratigraphic section of the bolted roof interval and its resultant CMRR. In addition, a Lotus 1-2-3 worksheet, computer file BOM-CMRR.WK3, has been developed for easy storage of field data. The worksheet includes four macros that automatically calculate CMRR's, store field test data in a database format, and print a two-page report of the field data and CMRR parameters. Production of summary port; for analysis of site-specific information are readily generated using Lotus 1-2-3 software. These programs help to facilitate the engineer in utilizing the CMRR in ground control studies.

Solid Energy is the largest coal producing company in New Zealand, employing 500 people and more than 250 mining contract personnel. The coal produced by Solid Energy plays a significant part in the energy mix for New Zealand being supplied to the coal-fired power station at Huntly. It is also supplied to a wide range of industrial users, NZ Steel, and primary processing. It is fair to say however that the positive economic and social benefits of coal have to some extent been overshadowed by the negative environmental consequences of coal mining.   Over the past two years Solid Energy have been actively researching and addressing the impacts that they currently have on the environment and making a significant investment in environmental improvements, rehabilitation projects and environmental research to address historical and ongoing environmental issues. These investments have been driven by the companyÆs commitment to its environmental policy, which states:   æSolid EnergyÆs overall environmental objective is for the cumulative result of all the activities we undertake to have a positive net effect on the New Zealand environmentÆ.   With such significant investment it is essential that the company is able to target expenditure wisely, ie invest where there is greatest environmental gain to be had, and are also able to actively demonstrate to stakeholders the improvements that are achieved. In order to be able to demonstrate the commitment and the steps that the company is making towards this goal a number of systems have been developed. Firstly an environmental management system along the lines of ISO14001 formalising the environmental processes, responsibilities, auditing and management review. Secondly as part of the planning element of the EMS an environmental management matrix, which allows the scoring of sites against environmental management goals, has been developed. Thirdly the monitoring and measuring tools have been upgraded with GIS driven relational databases installed for management of consent related information and monitoring results.   The development of the environmental management matrix has drawn on a number of existing systems such as the Australian Institute of Mining and Minerals Code 2000. In addition to adapting the scoring regimes from these methods the Solid Energy Environmental Matrix has been further developed to ensure that it reflects the actual environmental impacts on site, as well as the management and audit systems that are in place to control them at a strategic level. The development of this matrix has included a number of steps: +        reviewing the information that stakeholders would be interested in, +        reviewing what was already available, +        development of systems to collect data and benchmark the current         operations, and +        setting up support systems to ensure that the correct information would be provided for scoring.

This investigation (in five parts) extends the theory of sample reliability from a sample consisting of a fixed number of items to a sample consisting of a fixed amount of items. Examples of a fixed amount of items per sample are samples consisting of a fixed weight or a fixed volume of unequal size particles. The extension of the theory is confirmed by experimental laboratory sampling using standard procedures. The probability distribution functions (the binomial, hypergeometric, multinomial, generalized hypergeometric, and those here called the compound binomial and compound multimomial functions) are developed from fundamentals. Their distributions are generalized to include some measured characteristic of the items. Infinite population moments are derived from moment-generating functions, and finite population moments are developed from corresponding infinite population moments using a newly defined mathematical operation. The first three experimental moments in laboratory sampling to given weights of particles are compared with the theoretical moments of their corresponding compound mult.inomial distributions. The agreement is striking. The study is divided into five parts. Part 1 deals with probability or random sampling to n items and with all sampling to n items per sample from some one probability distribution. This is the area of sampling covered by well-known theory. Accordingly, the procedures may be different but many of the results are well known.

The Awareness and Preparedness for Emergencies at the Local Level (APELL) program is a process that helps people prevent, prepare for and respond appropriately to accidents and emergencies. APELL was developed by the United Nations Environment Program, in cooperation with industry groups, governments and local communities. Since its beginnings in1988, the program has been implemented in more than30 countries. APELL is a tool for bringing people together to allow effective communication about risks and emergency response. The program provides a common-sense approach to accident prevention and response.
