THE year 1923 started a few days after the Venezuelan Oil Concessions, Ltd., discovered a 140,000-bbl. well at. La Rosa and a well of between 2500 and 5000 bbl. at La Paz, on the opposite side of Lake Maracaibo. These nearly simultaneous events changed, overnight, the general aspect of oil affairs in Venezuela. Up to that time, big things had been expected by the companies then in the district, but many major companies had shown little interest in the country. Within a few weeks the Pure Oil. Co. and the Gulf Oil Corpn. entered the field and acquired large properties. The Texas Co. purchased several concessions and the Standard of California, Atlantic Refining Co., and Mexican Petroleum Co. established offices. Representatives of many other companies visited the district during the first few months of the year. The sudden influx of buyers naturally caused a great rise in prices and this, together with overproduction in the United States, doubtless caused the slowing up of concession transfers in the latter part of the year. The following property transfers occurred: (1) The Gulf Oil Corpn. contract with the Maracaibo Oil Exploration Corpn., whereby the Gulf acquired the right to select 100,000 acres from the Maracaibo's zones. (2) The Gulf Co. purchase of one-quarter interest in seven concessions of the New England Oil Corpn., Ltd. (3) The Gulf Oil Corpn. purchase of several concessions of Kunhardt and others in the Perija district. (4) The Gulf Oil Corpn. purchase of certain portions of the one-kilometer Lake zone that were not covered by parcels or Government reserves (namely the "sobrantes"). (5) Pure Oil Co. purchase of all Government reserves turned back by Maracaibo Oil Exploration Corpn. in the districts of Mara and Miranda. (6) Standard Oil Co.: of New Jersey deal with the British Controlled Oilfields, Ltd., for control of approxi-mately the eastern third of the .district of Buchivacoa, state of Falcon. (7) Royal Dutch deal with the British Controlled Oilfields, Ltd., for the control of the central third of the district of Buchivacoa, Falcon. (8) The Texas Co. purchase of several concessions in Perija and one west of Mene Grande on the east side of Lake Maracaibo. (9) Purchase by the British Equatorial Oil Co., Ltd., of Goverment reserves corresponding to certain Creole Syndicate parcels under the margin of Lake Maracaibo near La Paz. (10) The Lago Petroleum Co. acquired a concession on all of Lake Maracaibo except a 1-Km. strip along the shore.

ALL previous records were broken by the Iron and Steel Division, in the number of sessions, the number of papers, and the attendance. In addition to ten papers (all preprinted) on properties, structure, aid hardenability of, carbon and alloy steels, eight formal papers were presented on one or more phases of steelmaklng, and a symposium on the determination of hydrogen and nitrogen in steel. This last started at 2 p.m. and was going strong with more than a third of the audience still present at 6 p.m.

A DOCUMENT of progress and of great interest to engineers is the report of the Military Affairs Committee of 'the Engineering Council, which has just been accepted and sent to the secretary of War. It provides .a plan whereby civilian engineers holding commissions in the Reserve Corps may; with their con- sent, be called into service of the army during peace at any time, either with troops in the field or in a consulting capacity on any government engineering work. The Military Affairs Committee finds ample authority in the military bill passed by Congress on June 4, 1920, for this arrangement and also for extending the privilege to military engineer, officer-s of the regular army to engage in civilian work during times of peace. It is hoped that the Secretary of War will adopt the suggestions and put the program outlined into effect. This is a constructive piece of work comparable to the efforts of the military Committee before the war which developed so much in the way of preparedness, particularly in the program of military lectures which, held in the auditorium in the Engineering Societies Building, became so popular that each lecture had

AMONG the comparatively few A radical changes in mining equipment in recent years is the introduction and use to an ever greater degree of detachable bits for rock drills. Just how great the possible field for economic application of this innovation is, and to what ex- tent detachable bits are used instead of the conventional type of drill steel, are matters of conjecture. Just as a rough approximation, one might conceive that at least three-quarters of the drilling done in mines today could better be performed by steel with detachable bits, instead of only about one-quarter as at present.

BROMO Seltzer blue has gone to war. The blue of the Bromo Seltzer bottle is a product of cobalt, the Nation's No. 1 strategic metal. When the National Production Authority, on Nov. 21, 1950, ordered a 70 pct cutback in domestic use of cobalt, a stab of pain was felt in the hearts of the glass, porcelain enamel, steel, paint, pottery, and electrical and electronic equipment industries. The reason: A full-scale wartime economy with astronomical requirements for jet engines, high velocity projectiles, armor plate, electronic equipment, and the many products needed to win a war. There is little potential comfort for cobalt users in nonessential manufacturing, and the military will be pinched for optimum supplies of the metal. However, if proper measures are taken immediately and current plans are completed, in two years there will be far more cobalt available than ever before. When normal times return, cobalt supplies should be sufficient to meet peacetime military requirements, and greatly expanded domestic requirements that will result from new technological development for wartime but adaptable to peacetime products. Mine financing, or providing adequate capital for developing and bringing a mining property into production, is an essential requirement for a successful operation. Today it presents a different picture than even twenty-five years ago. The day appears to be gone when a mining property could pay its own way from grass roots to production. The country has been quite thoroughly combed for surface showings from which sufficient initial profit could be immediately garnered to pay for further development and production facilities. The four M's for success in mining-mineral, market, management, and money-are still essential; but doubled or tripled wage costs and steep advances in cost of equipment and supplies throw increased emphasis on adequate capital funds for bringing in a prospect and making it a producer. Consequently, the old picturesque, although seldom rewarding, grub- staking procedure where a single venturesome citizen might advance funds to a prospector on a fifty-fifty basis for whatever discovery he might find, has largely disappeared. Its place, to some degree, has been taken by the small syndicate of venturesome members who band together for furnishing funds to a group of prospectors for the same general purposes. Such a syndicate has a definite organization and is usually assured of sufficient initial funds, or flow of funds, to carry on work for several years. It is headed by an engineer-promoter who has had considerable field experience as well as personal knowledge of his prospecting crews. For the owner of a potential mining property who has ample capital, the problem is to determine (1) justification for the necessary investment in exploration and development, and (2) the economics of the enterprise as to size and degree of integration of the final operating entity. If the owner of such a property has little or no capital, he also faces these same basic problems but, in addition, must be able to present the findings of fact and persuade the prospective investor that the enterprise will produce

A QUARTER of a century ago, a pessimistic Belgian financier in conversation with the founder of the Belgian Congo, that great ruler, Leopold II, emphasized the danger to the colony should the synthesis of rubber be discovered. The king replied, "I do not worry. The Congo has had its ivory period; it now has its rubber period. Tomorrow it will have that of its mineral wealth; eventually that of agricultural products." That "tomorrow" arrived some twenty years ago. Through her mines the Belgian Congo has survived the present depression, and her mines for the next decade will safeguard her. The Congo, in turn. is the surest foundation industrially and financially of Belgium itself. In few, if any, political units is mining as dominant as in the Belgian Congo. In 1930, 1931 and 1932 mineral products represented respectively 67.9 per cent. 70.5 per cent and 59.3 per cent, of the total exports. In 1933 for each white person in the colony, there was produced about $1,675 worth of gold, diamonds, copper, tin ore and minor mineral products and in 1930 the per capita production, notwithstanding the larger population, was almost $2,000.

THE area in which spodumene-bearing pegmatites occur extends from Gaffney, S. C., in a northerly direction to Lincolnton, N. C., a distance of about 16 miles. The zone averages 2 miles in width. Interest in this area was first aroused by the discovery of small amounts of cassiterite in the peg-matites and in greissen which occurs on the walls of some of the pegmatites. Attempts were made from 1880 into the 1920's to mine and concentrate cas-siterite, but there were no successful operations. In 1935 L. M. Williams became interested in the area and began prospecting by trenching and sinking several small shafts. He gradually gained control of a considerable acreage south of the city of Kings Mountain, N. C. Mr. Williams states that he produced some ore from a shaft which he shipped to the Maywood Chemical Co. in the late 1930's. In 1937 G. H. Chambers of the Foote Mineral Co. visited the area and examined several properties, but the lithium market was too small to support the necessary concentrating plant. Early in World War II the Solvay Process Co., encouraged by various federal agencies, acquired the Williams properties and leases and started a drilling program to develop reserves for spodumene mining. A study of this area was also made under T. L. Kesler by the U. S. Department of the Interior Geological Survey. Starting in 1942 a concentrating plant, water supply dams, and shops and other buildings were constructed. The Superior Stone Co., a neighboring crushed stone operator, was awarded a contract to mine and crush the pegmatite ore. Late in 1943 the plant started operations, which were continued until February 1946. A drop in demand for lithium chemicals forced it to close and remain closed for several years. In 1948 the Foote Mineral Co. became interested in assuring itself a source of lithium ore on the North American continent, to be used in the production of lithium ore chemicals, and inspected properties in Canada, South Dakota, and North Carolina. The North Carolina deposits were the most promising. In the fall of 1950 the company leased the Solvay interests with option to buy and acquired additional properties. Renovation of the mill and preparation of the quarry for mining was begun in earnest in January 1951. A new crushing plant was built and construction started in July 1951. The flotation process used was developed in the North Carolina State Minerals Research Laboratory located at Asheville, N. C. Foote is now in the process of expanding its production. The crushing plant is being revamped and much of the old milling equipment purchased from Solvay will be replaced by new. Mining equipment of suitable capacity has been received and is in use. The frontispiece is a general view of the mill. The orebodies consist of pegmatite dikes composed of fine-grained albite and quartz, with varying amounts of mica and spodumene. The latter may amount to as much as 50 pct of the rock, but the overall average is about 15 to 20 pct. Tin, columbite-tantalite, beryl, and other valuable minerals are present in varying small amounts. These dikes, which intruded into the Roan Gneiss underlying most of the Piedmont area, strike approximately N 30 E and dip about 85" to the west. The gneiss has the same strike but dips about 70" west. The dikes lie in a belt extending from Lin-colnton, N. C., to Gaffney, S. C., and passing through

ALTHOUGH many persons know that a lot of type metal and etchings are used in the U. S. Government Printing Office few would expect to find anything on metals in the annual report of the Public Printer, George H. Carter. Yet the report for the fiscal year ended June 30, 1931, contains many interesting items. For example: Among the 57,500,000 lb. of materials and supplies delivered to the printing office was little new metal, but the metal in circulation is 6,000,000 to 7,000,000 lb. In the cost of production $31,523 is charged against metal, nearly one-third for salaries and wages. In miscellaneous sales were $4,696 from waste metal and $1,147 from waste gold (from books). Electrotype and stereotype covered 11,438,314 sq. in. The vaults and storage rooms contain 1,700,000 plates and 130,000 pages of type containing 4,600,000 lb. of metal valued at $275,000. In what was known as the Congressional Globe vault were 46,000 stereotype plates; these were salvaged by remelting for other platemaking service. The Congressional Record superseded the Congressional Globe in 1873.)

ANY years ago a prospector came to a Nevada town and built himself a shack. Day after day he searched the hills for gold -but he found none. He closed his shack and hurried north, where a strike had been made. Next he tried to trap the flour gold that floats down the Snake River. He panned the black sands along the Oregon coast. He ranged over the mountains and up the gulches of far-off Alaska. At last, broken in health, six years ago he came back to his old home in Nevada. There his shack still stood-nobody wanted it. One day he started a garden in the rocky soil that he owned. His spade turned up a chunk of quartz, and in that quartz were stringers of gold. He had found a rich gold vein, running right under his own house. You gas producers who have hurried to Oklahoma, Louisiana, East Texas, South Texas, West Texas, even to California to drill wildcat holes a mile or two miles deep-why not, like the old gold prospector, have a look in your own back yard? Some of your coal seams contain 20,000,000 cu. ft. of natural gas per acre.

IN common with many other companies engaged in the mining and processing of ores, research has always been an important activity of the United States Smelting Refining and Mining Company. Much of this research has been carried on at the various plants of the Company by the operating staffs, and over the years has been an essential factor in developing new methods and improving existing methods of operation. In 1917 arrangements were made with the Massachusetts Institute of Technology under which the Company had the exclusive use of one or two small laboratories in the then newly constructed MIT buildings and the use of the metallurgical laboratories, subject of course to the Institute's needs. After about two years this work was temporarily discontinued but was resumed in 1920 under the direction of G. H. Clevenger, consulting metallurgist for the Company, who recently retired. Becoming cramped for space, the laboratory was moved to a location near MIT on Amherst Street, Cambridge, in 1924. Establishment of a general research laboratory in metropolitan Boston naturally followed from the fact that the head office of the Company was located there and that the library facilities available for all types of research were, and are, unsurpassed. The disadvantages in carrying on research at great distances from the operating units of the Company were always apparent, but with widely scattered plants this disadvantage could not he overcome. Nearly 55 years have elapsed since the U. S. Geological Survey was organized. During this period the mineral industries have grown from infancy or early childhood to well developed maturity, and some mining industries appear to be declining. Decline in mining is even more conspicuous in certain districts, or even states, than in any mining industry as a whole, and discoveries or developments of important new districts have been very few in recent years. Our reserves of most metals and nonmetals are adequate for many years of normal production, subject to changes in rate of exploitation that may be caused by foreign competition and by changes in technology and market conditions; but the declining production of many districts and the scarcity of important new discoveries to compensate for them is cause for some apprehension. It is likely that future production will depend to a considerable extent on deep exploration and on the thorough examination of places in and adjoining existing districts where significant outcrops are lacking and only apparently insignificant geologic features offer encouraging clues—more so than on the discovery of entirely new districts. Even the possible discovery of new districts, which have escaped the intensive search by the nontechnical prospector, must be dependent on geologic information. There is therefore no need for argument as to the value of geology to the mining industry; and the need of continuing to advance the science. The U. S. Geological Survey's past contributions to mining geology, as expressed in its official reports and other publications, are recognized by Ransome in his historical review of mining geology in the Lindgren volume.' These contributions have helped to form the basis of modern mining geology, which has grown rapidly in the last 25 years. This growth has witnessed the organization and maintenance of geologic staffs by mining companies in several districts, and their detailed work, together with the fact that nearly all of the larger mining districts have

THE concentration of zinc ore in Wisconsin is a comparatively simple process, although it presents problems that must be overcome in an efficient manner in such a way that installation and operating costs are low. As the ore deposits are small, the first cost of the concentrating plant must be low; while the low margin of profit makes it necessary to have the minimum operating costs. The original mills were copied from those of the Joplin district, as most of them were built and operated by Joplin millmen. These served the purpose well; they made a clean concentrate, which was the chief requirement at that time, as most 'of the mines were' considerably 'richer than the average at the present time, and wages and supplies were also considerably lower. ' The apparatus used at present has changed very little in principle. . The grizzly opening has gradually been increased to 12 in. and sometimes no grizzly 'is used. The crusher, gradually grew in size, the largest crusher has -an opening of about 24 by 13 in. and a 7/8-in. throw on the. eccentric shaft.

Some years after Nobel made his epoch-making contribution to the knowledge of high explosives, Sprengell described a new class of detonating explosives consisting of mixtures, made immediately before use, of an oxidizing agent and a combustible substance.2 The novel feature of the Sprengel explosives is that the constituents alone are non-explosive during manufacture, storage and transport. Despite this advantage, and although some of these have been used in important work, they are now little used, possibly on account of the greater inconvenience to the user, compared with explosives supplied by the manufacturer in final form. Liquid-oxygen explosives are a type of Sprengel explosive in that the oxidizing agent (liquid oxygen) and the combustible substance or substances (solid carbonaceous matter alone or in combination with liquid hydrocarbons or even metallic powders and, at times inert absorbents) are brought together immediately before use. The components separately are non-explosive. The possibility of using liquid oxygen as one of the components of an explosive was perhaps first suggested by Sprengel, who stated that the beau ideal of a detonating explosive was a mixture of eight parts of liquid oxygen with one part of liquid hydrogen. The recovery of the energy inherent in coal beds throughout the world has been done through the years by methods that today may be justly regarded as primitive. While the techniques of coal mining through the application of machines and the enhancement of information and skills have advanced to an extraordinary extent, particularly during the past 20 years, the underlying means is essentially the same as when man first began to mine coal. Despite this progress in the manner of coal mining, it continues today as a hazardous, toilsome, grimy task. Coal mining per se has advanced at a greater and more rapid stride in the past 25 years than the mining of any: other mineral, but the basic method is fundamentally the same as it was the first day a miner took a pick into his hands many centuries ago.
