AS an evidence of the fact that mines safety is not being neglected even in the remote district of the Philippines, a short account is appended of the organization and activities of the Mambulao-Paracale District First Aid and Mine, Rescue Association, whose headquarters are at Jose Panganiban Cam, Norte P. I. The second annual miner?s safety celebration which is sponsored by the Association was held in Paracale on Sept. 2, 1940. The event is the big occasion of the year when the thousands of employees of the mines in the district meet to compete for prizes and has become a great social function as well.=

WINCHELL, Minneapolis, Minn.-There are two questions I should like to ask: First, does the Department still adhere to the decision made in the East Tintic case? Second, does the Department require placer ground to he of such value that, in the opinion of the Forest Service employees, it will pay to work, before admitting the location to be valid? T. C. HOYT,* Ogden, Utah.-With reference to the first question: the Department does not hold to that decision, as it was reconsidered by the Secretary Of the Interior, and the Department is governed by the decision of the Secretary Of the Interior, on those points always. The Department of Agriculture makes no decision as to what constitutes a sufficient discovery. The mineral examiners simply report their findings and Opinions. These are transmitted to the chief of the field division of the General Land Office, who in turn transmits the reports to the Commissioner Of the General Land Office, who decides whether the report raises an issue requiring a hearing. If a hearing is ordered, expert testimony is given on the question of the discovery, as well as the evidence of practical people who operate in the vicinity of the claim in question. As to the extent of placer values considered sufficient to justify a location, my answer will need a little amplification. I couldn't answer it directly for the reason that sometimes people resort to placer claim location as a means of acquiring land for Other purposes than placer mining, which makes it absolutely necessary that the government give close attention to the question of whether good faith has been shown, as it is the evidences of good faith that largely determine whether a report adverse to a claim shall be made. That is a difficult point to cover sometimes. For instance, in the region I have recently visited there are some 17 miles of a valley, from ¼ to ¾ mile in width, all covered by placer locations. It is valuable stock-grazing land, and is stocked at the present time. It also contains a stand of timber, and is on the watershed of an important stream-important from the fact that it furnishes the water supply to government storage reservoirs, and to pending reclamation and Carey Act projects. In this case the placer claims will not be disturbed as mere locations. They will simply remain there, and there will be no action with reference to them until the claimant asks for patent or, before patent, begins to denude that watershed and remove that timber. In a previous paper upon the enrichment of mineral veins by later metallic sulphides,? the writer has shown that certain masses of rich ores, such as are found in many mines, either near the water-line or as bonanzas in depth, are of secondary origin, and are due to a leaching of lean ore and the concentration of the material by reaction between the solution and the unaltered ore below. The geological and mineralogical evidence is believed to form an adequate basis for a chemical and physical explanation of the phenomenon. In the present paper the writer will give a brief synopsis of this theory, and will apply it more particularly to deposits of the precious metals, laying special emphasis upon the dependence of such enrichments upon the presence of iron sulphide (as pyrite, etc.) in the primary ore, and upon structural features which control the circulation of the enriching solutions below the water-level. It is believed that many, though not all, of the bonanzas arid pay-shoots of rich sulphide ores, especially those carrying gold and silver, which are encountered in ore-deposits, are of such secondary origin. Apparently it is essential that the occurrence and structural relations of such ore-masses should be understood, as the success of the mine is often dependent upon the finding and extraction of these ores. A legitimate deduction, too, is that such ore-deposits decrease in value With depth. As my own studies have been mainly in Montana, my illustrations must be drawn from the ore-deposits of this and adjacent States, with such as I have noted in hurried visits else-

[Introduction The critical surface tension of wetting of hydrophobic materials has been investigated extensively by Zisman et al. (1973) and relates the spreading of a liquid on a solid to the surface tension of this liquid. Thus, the Zisman ap¬proach shows that a plot of Cos 0 versus ?LV where, 0 is the contact angle and ?LV is the surface tension of that liquid in contact with its own vapor at equilibrium, produces a straight line which can be extrapolated to Cos 0 = 1. The intercept corresponds to a given ?LV, termed the critical surface tension of wetting. In instances, however, Cos 0 - ?LV plots show deviations from linearity. Alternative approaches have also included the plotting of adhesion tension (YLV COs 0) versus ?LV that can be interpreted in terms of critical surface tension data (Lucassen-Reynders, 1963). It has, on the other hand, been customary to correlate contact angle (0) with flotation data, although it is recognized that surface inhomogeneities and related contact angle hysteresis limit the interpretations pertaining to solid surface structures purely based on contact angle measurements. It is nonetheless true that 0 = 0, when the liquid is water, corresponds to a hydrophilic solid. Determination of ?c by contact angle measurements in conformity with the Zisman approach can encounter experimental difficulties, especially when solids are in a powder form. Following the reasoning that 0 = 0 corresponds to the hydrophilic state of a solid, froth flotation experiments can be expected to produce critical surface tension of wetting values for powders. The technique that consists of plotting recovery (% R) versus YLV data and extrapolating the linear part of the curve to % R = 0, has been described elsewhere (Yarar and Kaoma, 1984). This paper describes some of the results obtained by the extrapolation technique mentioned above, using various sulfide minerals. Experimental Materials Molybdenite (MoS2), sphalerite (ZnS), chalcopyrite (CuFeS2), chalcocite (Cu2S), and galena (PbS) were handsorted from massive samples and ground by mortar and pestle, and the -147 Fan fraction used in experiments; sulfur (S) was a C.P. Fisher Scientific Co. product. Method One gram powder samples were conditioned for three minutes in methanol-water solutions of predetermined surface tension values and the percents recovered by flotation using a Partridge-Smith Cell (Partridge and Smith, 1972), were plotted against each ?LV value. Results and Discussion The percent recovery versus ?LV for two naturally hydrophobic solids, i.e., natural molybdenite, MoS2 and sulfur are given in Fig. 1 where it is seen that ?c for sulfur is obtained as 31.5 mNm-1 whereas for MoS2, it is 26 mNm-1. Figure 1 also shows that the new flotation technique described, for estimating ?c is in good agreement with the Zisman method. Curves obtained by the same method for the minerals Cu2S, PbS, and ZnS are given in Fig. 2, where it is seen that for Cu2S, ZnS, and PbS, the extrapolation to % R = 0 produces ?c values of 36, 39, and 49 mNm-1, respectively. CuFeS2, on the other hand, gives a curve that does not permit such an extrapolation to obtain a ?c value with certainty. Nonetheless, treatment of the powder with 8.95 X 10-5 molar Na2S solution followed by washing with distilled water prior to flotation effects the curves as shown in the insert of Fig. 2. The type of curves given in Fig. 1 appear to be typical of hydrophobic solids as can also be observed in Fig. 3. The composition of solid and minute quantities of inclusions seem to play an important role as regards the surface properties of solids as reflected by the slope of the linear part of the % R - ?LV plot and thus the value of ?c obtained by this technique. There is, in the southern part of the State of Illinois, a series of deposits of fluorspar and galena in which the former mineral occurs on a scale of magnitude unequalled, so far as I know, in any other part of the world. In June, 1891, 1 had an opportunity of visiting the region of their principal development, near Rosiclare, Hardin county, Ill., and examined such of the mines in the vicinity as were accessible at that time. A very large proportion of the mining shafts that had been sunk in this region were unfortunately abandoned for the time being, and full of water. Moreover, detailed maps of the region are unattainable, no surveys having been made there, apparently, since the original land-surveys' of the early part of the century. In spite of these disadvantages I was enabled, in the few days at my disposal, to ascertain with sufficient accuracy certain facts not hitherto published with regard to these deposits, which seem worthy the attention of the members of the Institute. Before proceeding to a description of the deposits in question, I will give a brief abstract of the little historical and geological information hearing directly or indirectly upon them, which I have been able to find in existing publications. Historical. That the mineral was known to the Indians, is proved by the discovery, in some of the pre-historic mounds of the region,* of fluorspar, shaped into ornaments. The earliest scientific mention of its occurrence is found in the first volume of the American Journal of Science (1818+), which describes specimens obtained in the vicinity of Shawneetown by Mr. Joseph Baldwin. Similar notices appear in the same journal in 1820 and 1821, but without mention of the exact locality. They remark on the fetid odor which characterizes the mineral and its association with galena. LONG before the role of dislocations in the plastic deformation of crystals was recognized, the stress-strain field around dislocations received considerable attention in the theory of elasticity. It seems that Weingarten1 was the first to consider dislocations as simple and typical sources of internal stress in elastic solids, and Volterra2 and Timpe3 investigated their elastic field. Fig 3-1 shows the two basic types of dislocations considered by Volterra. The first arises by making a straight-edged .plane cut in a solid, displacing the two surfaces of the cut in their own plane relatively to one another by a constant amount in a direction perpendicular to the edge, and welding them together; this is shown in Fig 3-la, where the outer cylindrical surface represents the boundary of the solid, and the thin spiral cylinder around the edge of the cut has been removed in order to avoid infinities of stress and strain. The second type of dislocation is shown in Fig 3-lb; here the surfaces of the cut have been displaced relatively to one another by a constant amount parallel to the edge, and then welded together. After J. M. Burgers,4 these two types are called edge and screw dislocations, respectively. They represent simple limiting cases; in the general case, the surfaces of the cut are displaced by a constant vector that lies in the plane of the surface but has components both parallel and perpendicular to the edge of the cut. Although the meeting of the Institute in St. Louis Will not occur until September, 1917, the committee in charge is already making attractive plans, and we append hereto a tentative skeleton program which will give some notion of the opportunities that will be offered: St. Louis is situated in the midst of. a district which contains not only a great many interesting examples of mining, but also all types of industrial manufacture of interest to members of the Institute, and it affords abundant opportunities to visit and see these plants. Further announcement will be made from time to time as the committee's plans take more permanent shape. .

STUDIES of roof and floor movement are of interest to those actively engaged in mining. This is especially true in the case of an entirely new area where there is no precedent for guidance. The potash deposit being mined is in the southeast corner of New Mexico, about 20 miles east of Carlsbad. The deposit was formed by the land-locked, shallow, Permian Sea that extended through parts of western Texas, Oklahoma, Kansas, southeastern Colorado, and eastern New Mexico. The saline deposits vary from 500 to 4000 ft. thick. Neither of the companies operating in this area has delimited its com-mercial ore bodies. As all production so far has been from Federal and State leases, the Department of the Interior and the State of New Mexico have a direct interest in the development and extraction of these ore horizons. The ore is composed of an intimate mechanical mixture of sylvite (potassium chloride) and halite (sodium chloride). It lies generally in a horizontal bed varying from 5 to 12 ft. in thickness, and has a cover of approximately 1000 ft., consisting of about 500 ft. of salt beds and 500 ft, of sediments. The immediate mine roof for several feet is principally salt with some potash and clayey material. The next 500 ft. above, from the standpoint of structure, may be considered rock salt with a few inter-bedded potash members. The upper 500 ft. is of sedimentary (Permian and Triassic) origin and contains several water-bearing formations with flows varying from 10 to 500 gal. per minute. This water intensifies the interest in convergence problems as the ore and surrounding for-mations are water soluble. Potash salt (sylvite) and rock salt (halite) are plastic minerals. Plasticity is defined as a "property of solids by virtue of which they hold their shape permanently under the action of small shearing stresses but are readily deformed, worked, or molded under larger stresses."1

[The observations here presented were made during a short visit at Calico, in December, 1886. The accompanying map, which does not claim to be more than a careful sketch, is based on the position of a few mines obtained from Mr. F. Lewis, at Calico, and the plats in the Land Office with the patented claims. Only a few claims are shown by their boundary lines: as usual in mining districts, there is an enormous number of them, often conflicting or overlapping, the correct mapping of which would be useless for the present purpose. The rest of the topography and the drainage are mapped from sketches, aided by compass and aneroid. The elevations are taken from Daggett as base, the altitude of this station being determined by the railroad to be 2000 feet.] Until a few years ago the product of silver in California was of little importance, compared with that of gold, and often fell short of $1,000,000, the only noteworthy counties being Mono, Inyo and San Bernardino. About 1881, however, important discoveries were made in the deserts of San Bernardino, and the remarkable increase in the production may be seen from the following figures, taken from the Reports of the Director of the Mint: Silver Production of California. The importance of condensing the gases which escape from furnaces so as to save both the fine particles of ore carried off mechanically and those which are volatilized, has for a long time occupied the serious attention of metallurgists in all parts of the world. It was my good fortune during the last summer to visit the lead and silver works at Ems, near Coblentz on the Rhine, and through the politeness of Mr. Freudenberg, general director of the works, to study in detail their methods of condensation, and to receive from him the important results which have been obtained through a series of experiments lasting over a number of years. I have thought, that these results would be of great interest to the members of the Institute and to other metallurgists in the United States, and I have, therefore, with the assistance of Mr. Freudenberg, prepared a careful, detailed description of the construction of the flues, as well as an account of the various experiments which have been made with them, and the conclusions arrived at as the result of these experiments. It may be said, in general, that the reason why so little attention has been paid in the metallurgical works of the United States to the collection of flue-dust, is that we are not generally aware of the large amount of material carried off by the gases. This is owing partly to the fact that little or no attention is paid to the subject, and also to the fact that the assays, which are almost invariably made in the dry way, show a result so much below the real contents

WHEN, in April, 1892, the writer began experimenting with the cyanide-process, it had already proved a success in the treatment of tailings, but had not become an important factor as a primary method of ore-treatment. The Livingston, Colorado, mill was running a few small agitators; the Mercur mill, in Utah, was said to be a success, but was " closed down to increase capacity; " and Mr. A. B. Paul, in Shasta county, California, was running ore'through a stamp-mill into leachingvats, using a weak cyanide solution in the battery. Mills had been, or were being, erected in Arizona; on the Comstock lode; and in South Dakota. Some of these never started, and several were shut down or remodelled for other processes. Altogether, the outlook was anything but favorable. Many of these mills were planned to make use of agits tion, and a cyanide solution containing at least 1 per cent. of potassium cyanide was employed. Since then the improvement of the process, both chemically and mechanically, has placed it among the recognized successful methods of oretreatment. Within the past year I have visited a large number of cyanide-mills, and have collected considerable data, of which I publish enough herewith to give an idea of the development of the process and of the methods followed in the principal mills. Most of the roofing granules produced in Pennsylvania are made by two companies at three plants. The Advance Industrial Supply Co. has three quarries and a mill at Gladhill Station, in southern Adams County. The Funkhouser Company is actively engaged in mining, quarrying and milling at Charmian, about one mile west of Gladhill Station, and at Delta, in southern York County. These three plants produced approximately 100,000 short tons of granules in 1943. The production of rooling granules in 1937 for the whole country was only about 500,000 tons, generally indicating the large growth of the industry since that time. The fundamentals of producing roofing granules were discussed comprehensively by G. W. Josephson in a paper before the Industrial Minerals Division in October 1943 (TP 1725, this volume page 460). The purpose of this paper is to describe the actual methods of mining the rock and milling it to make roofing granules, as practiced by the three Pennsylvania plants. Mining and Milling Funkhouser Company (Delta) The Funkhouser Company, near Delta, in southern York County, Pennsylvania, operates three joined quarries and a mine in the Peach Bottom slate. The joined quarries extend 1200 ft. in a northeast-southwest direction along the strike of the slate cleavage and are about 200 ft. .wide. The working face is about 45 ft. high. The quarrying operation is rather simple: Ingersoll-Rand Jackhamers, I-in. and 1 1/4-in., with hollow drill steel, are used to undercut the quarry face with 10-ft. holes. The face is "blown" and allowed to slump on the quarry floor. Loaded by a Marion electric shovel into trucks, the shattered rock is taken to the primary crusher 2500 ft. away. In addition to the normal quarrying operations, a drift into the northeast wall of the middle quarry was begun about 1935, and has advanced about 2000 ft. since then. Rooms have been driven at angles to the drift along choice beds of slate. The drifts and rooms have a roof more than 35 ft. high and the main drift and rooms are all more than 40 ft. wide. There is no cribbing at any place in the mine. Several of the rooms were driven upward on a 5' slope and in some of them there was stop-ing. Ingersoll-Rand Jackhamers are used, and only wet drilling is practiced. When visited in January 1940, an electric shovel was operating at the head of the drift, scooping up the slate blasted out of the working face. This, too, is trucked to the primary crusher. Some of the better quality slate is saved for making slate shingles. The primary crusher, which is a No. 30 McCulley gyratory, receives the slate from the trucks and crushes it to about a-in. size (Fig. I). This product travels by a 30-in. belt conveyor to Niagara vibrating screens with 2-in. holes. The minus a-in. product moves to a storage silo by bucket

TRINIDAD, British West Indies, is an island near the north coast of South America, situated between latitudes 10° and 11° N:, and. opposite the numerous outlets of the Orinoco River Delta. It is separated from Venezuela by the Gulf of Paria (salt, water) and straits over 5 mi. (8 km.) wide. The area of the island is approximately 1750 sq. mi. (453,- . 250 hectares) and the population is approximately 400,000. The climate is tropical with an annual rainfall of from 45 to 60 in. (114 to 152 cm.). The oil fields consist of several units, or fields, located in the southern half of the island. Approximately 90 per cent. of the total production has been yielded by fields situated within 7 mi: (11.3 km.) of the famous asphalt lake and on the southwest peninsula. The most important producing fields, or units, are the following, which are shown on the accompanying map: Brighton, or Pitch Lake Field, operated by the Trinidad Lake Petroleum Co., Ltd., is situated beside the famous Pitch Lake; it, even encroaches on the lake. Vessigny Field, operated by the Trinidad Lake Petroleum Co., Ltd., is situated 2 mi. (3.2 km.) south of Pitch Lake. Lot One Field, operated by the Petroleum Development Co., Ltd., the United British Oilfields of Trinidad, Ltd., and Stollmeyer, Ltd., is situated 3 mi. south of Pitch Lake upon Lot One of Morne 1'Enfer Forest Reserve and adjoining properties. Parry Lands Field, operated by the United British Oilfields of Trinidad, Ltd., and the Petroleum Development Co., Ltd., is situated 3;2 mi. south of Pitch Lake on Lot Three of Morne l'Enfer Forest Reserve and adjoining properties. Point Fortin Field, operated by the United British Oilfields of Trinidad, Ltd., is situated at Point Fortin, 6 mi. southwest of Pitch Lake. Fyzabad Field, operated by Trinidad Leaseholds, Ltd., is situated several miles southwest of Fyzabad Village and 6 mi. south-southeast of Pitch Lake. Barracpore Field, operated by Trinidad Leaseholds, Ltd., is situated several miles south of. San Fernando and 15 mi. (24.14 km.) east of Pitch Lake.

Conditions at the properties of the Consolidated Coal Co. had reached a point where improvements were almost impractical. The mines, sunk years ago, had shafts and entries so small as to preclude the use of large mine cars. A radical change was necessary in the type of mining and also in the type of mine to accommodate such haulage units. After due consideration, the company decided to enter the field of trackless mining, utilizing belt conveyors and chain-flight conveyors, the belt conveyors to take the long haul, and the chain-flight conveyors to be used for gathering. It was decided not to sink a shaft, hut to drive a slope on an inclination of 17½°, which the company believes to be about the limit on which coal can be carried on a belt without rolling back unduly. Sinking the Slope It was decided, in sinking the slope, to make an opencut until rock was reached, which was some 65 ft. below the surface, and then to drive the slope through an inclined tunnel from that point. In making the open-cut, the schedule called for the removal of about 25,000 cu. yd. of clay, holding the banks on an inclination of one and a half to one, the thought being to make this cut in a minimum of time, put in a reinforced concrete slope, and then back-fill. Difficulty was experienced because the clay was of a sort that was called "subsiding base" material by contractors visiting the job. In other words, a "squeeze" occurred, the pressure causing the floor of the cut to move up just as it does in many mines where the coal is underlain by thick fire clay and inadequate pillars have been left. It was necessary to move the waste banks back from the edge of the cut 700 or 800 ft., and even then the floor could not be controlled, the result being that almost 100,000 cu. yd. of clay was handled before the rock was reached. A concrete slope was then rapidly constructed, using 95 tons of special-shaped reinforcing iron. The floor of this slope was made 30 in. thick at the bottom, and 17 in. thick at the top, the sidewalls being 18 in.

Conditions at the properties of the Consolidated Coal Co. had reached a point where improvements were almost impractical. The mines, sunk years ago, had shafts and entries so small as to preclude the use of large mine cars. A radical change was necessary in the type of mining and also in the type of mine to accommodate such haulage units. After due consideration, the company decided to enter the field of trackless mining, utilizing belt conveyors and chain-flight conveyors, the belt conveyors to take the long haul, and the chain-flight conveyors to be used for gathering. I Should like to commence by saying how much I appreciate the honor which the American Institute of Mining and Metallurgical Engineers has done me in inviting me to visit your country, and to deliver this lecture before you. In choosing a subject, and in deciding what to include and what to omit, I have endeavored to discuss as far as possible work carried out recently in Europe with which you may not be unduly familiar. It would be poor return for your hospitality, and a mistaken sort of compliment indeed, if I were to load the lecture with accounts of researches carried out in your own country—researches with which you are probably better acquainted than I. Not that I have in any way excluded work done on this side of the Atlantic from my survey; one would indeed find it difficult to write on this, or on any other branch of science, without mentioning American work. But I have endeavored as far as possible to concentrate on aspects of the case which will, I hope, be comparatively fresh to you, and I feel fairly certain that this will be in accordance with your own wishes. Films Produced at Elevated Temperatures If a strip of iron is heated strongly at one end, the other end remaining cold, there is produced over the heated portion a layer of oxide scale, the thickness of which diminishes steadily with the distance from the hot end. Somewhere in the middle of the strip, the thickness of the oxidized layer will become comparable to the wave length of light, and over this region the thin films give rise to a series of beautiful interference tints, commonly known as "temper colors." The colors are caused by the fact that two trains of light waves are reflected respectively from the outer and inner surfaces of the oxide film, and the possibility arises that the "crests" of one series of waves may coincide with the "troughs" of the other, thus diminishing the intensity of the light of some particular wave length. The state of affairs in this part of the strip is shown diagrammatically in Fig. 1, in which the film thickness is enormously exaggerated, of course, in comparison with the length of the strip; the

THOUGH the dust-control systems in the crushing plants and other buildings at Morenci do not differ materially from similar installations in other large copper reduction works, it is probable that in few other plants has as much attention been paid to the dust problem. Possibly the most striking feature of the Morenci installation is the manner in which the necessary equipment has been built into the various structures, and the absence of unsightly pipes, ducts, and fan houses. That this result has been attained is due, in no small part, to the basic conception that the control of the dust in a milling plant should be an essential part of the process itself and not something to be tacked on later after the plant is in operation. The control systems were designed and developed along with the general plant construction program and when the first car of ore was dumped into the crusher the dust-control equipment was ready.
