(New York Meeting, February, 1913.) THE Tigre Mining Co. of Mexico, owned by the Lucky Tiger Combination Gold Mining Co. of Kansas City, decided early in 1910 to enlarge its mill, which consisted of a concentrator milling 3,000 tons of ore per month. The enlarged plant was designed to crush and concentrate 6,000 of ore and to cyanide 7,500 tons per mouth. The extra tonnage cyanided was to be obtained from tailings which were stored below the old mill. Power was supplied to the old mill from four boilers; a 150-h-p.. Corliss engine and two Weber 60-h-p. gas-engines using producer-gas made from charcoal. The total horse-power required, including 60 h-p. used for machine-drills in the mine, was approximately 275. Cord-wood cost $4.32 per cord, 8 by 4 by 3 ft., and charcoal $15 per ton. The fuel supply in the surrounding country was approaching exhaustion; more than 150 mules and 50 men were engaged in cutting and transporting this fuel, and the unsettled political, conditions in Sonora were such that it would be practically impossible to keep an organization of this kind together. The price of fuel was steadily rising and at times it became almost impossible to get sufficient fuel to operate.

DuXing 1942, Louisiana attained the rank of fourth among the great oil-producing states of this country. Its present prominent position is the result of an orderly and systematic program of exploitation with emphasis on conservation. Even before the functioning of M-68, the Federal spacing order, development and production in Louisiana were regulated by various acts of legislation, the most recent of which and by far the most effective is Act 157 of 1940. Under the authority of this act, it has been possible for the Department of Conservation to hold many public hearings and thereby to secure data and evidence regarding the feasibility of issuing rules and regulations for development of various oil and gas fields in the state. As a result of information compiled at such public hearings, many orders have been issued by the Commissioner of Conservation that have in most cases provided reasonable solutions to the problems that arise in the exploitation and development of fields in this state. Probably one of the most effective powers granted the Commissioner of Conservation in the state of Louisiana has been the authority to provide for fieldwide unitiza-tion and pooling of condensate fields. This has led to the erection of huge cycling plants in Louisiana, which permit the most efficient recovery of the liquid content of the reservoirs, and further conserve most of the gas reserve that undoubtedly will be of considerable future value. Many months have passed since various orders of the Department of Conservation were put into effect, and all are accomplishing their purpose; namely, the elimination of waste. Although the effectiveness of these orders provides considerable satisfaction to the members of the Department of Conservation, it is also a tribute to the members of the oil and gas industry in Louisiana, who, in addition to providing carefully prepared technical data, have also given unstinting cooperation and have thereby enabled the Department to cope intelligently with the many problems. Production On Dec. 31, 1942, oil and/or gas was being produced in 50 parishes, or 78 per cent of all the parishes in the state. Thirty-three of the parishes produced oil and gas, 12 produced oil, and 5 produced solely gas. This is indeed an enviable record for any state. However, it is reasonable to assume that eventually all parishes in the state of Louisiana will be productive. From a geological viewpoint, there is no apparent reason to assume otherwise—a point that a11 operators seeking oil and gas production in this state may well bear in mind. Twenty new fields were found during 1942—a rate of discovery that does not compare favorably with the 30 new fields found during 1941. The record of discoveries in Louisiana during 1942 is further disappointing when it is realized that 8 of the 20 new fields discovered were gas fields. A new permanent-magnet material has been developed with unusual mechanical as well as magnetic properties. Specimens that have been cast or subjected to a small amount of hot reduction by rolling or swaging may be machined, punched, tapped or drilled. The composition range of the alloys is 30 to 52 per cent iron, 36 to 62 per cent cobalt and 4 to 16 per cent vanadium. After being either quenched, annealed or given the usual cold finishing passes and then heated for 2 hr. at 600°C., such materials have a magnetic energy product of 1.0 X 106 gauss-oersteds. This product is equivalent to that of the well-known Honda steel (36 per cent Co, 4W, 2 Cr, 0.8 C. 0.3 Mn, balance Fe). Material handled in the manner just described does not depend on cold-working for its magnetic properties, and is known as Vicalloy I. The preferred composition for Vicalloy I is 38.5 per cent iron, 52 per cent cobalt and 9.5 per cent vanadium. When the alloys are first hot-worked, then considerably reduced in area by cold-swaging, drawing or groove rolling and then heat-treated, the magnetic energy product measured in the direction of previous extension is increased to 2.0 to 3.5 X 106 gauss-oersteds. These higher values have been obtained only after cold reductions in area of 75 to 95 per cent. Material handled in this manner is known as Vicalloy II and the preferred composi-

ABOUT the beginning of 1930, coal preparation had reached the stage where the cleaning of coal by liquid or air had become the order of the day. Since that time many new preparation plants have been installed in spite of the years of depression in the coal industry, and this is indicative of a trend wherein the coal producer found it expedient to manufacture a cleaner product in order to compete with other fuels. It was also about 1930 that, because of the difficulties encountered with fine coal in cleaning plants, dust collectors came into use. Both cleaning plants and dust collectors, therefore, were much discussed at the engineering meetings of the early 1930's. During these meetings the many advantages to be gained through the use of dust- collecting systems were pointed out by Hebley,1 Appleyard2 and others. The great possibilities of new markets for this product were emphasized and discussed at the same time; however, the disposal of the collected dust remained a problem. Since the purpose of dust collecting is to improve the preparation and, consequently, the salability of the coal, it seems illogical to return the collected dust to any of the coal being prepared for market use, as is done in preparation plants that include dust-collecting systems. The logical thing is to dispose of the dust in some useful and practical manner outside of the tipple. As a practical matter, this can be done in one or both of two ways; either by consuming the dust at the mine's own power plant or by marketing the dust direct to the consumer. The latter method not only offers the greatest opportunities, but is the most important, because of inequalities that may exist between the quantity of dust collected and the consuming capacity of the mine's power plant. In considering the more important marketing possibilities, we are confronted immediately with the problems connected with the handling and transportation of so fine a material. It is this problem, rather than the problem of finding new markets, that has been responsible for the lack of progress in the matter of dust disposal. It is the purpose of this paper to point out again some of the potential market out- lets, and also to describe an existing system of handling and transporting coal dust. To the best of the writer's knowledge, this is the first and only operation in this country that has handled fine-mesh coal in bulk so-ton lots direct to the consumer. POTENTIAL MARKETS FOR FINE- MESH COAL DUST In general, the potential market outlets would include any operation of which the pulverization of coal is a necessary part. To be more specific, a few of the better known operations of this type must include: colloidal-fuel plants, briquetting plants, “sea coal” distributing plants, water-purification plants and obviously, pow-

IN a previous study1 of the effect of heating com-mercial titanium in air on its subsequent friction coefficient against other metals, as well as itself, it was found that the friction coefficient markedly decreased from a value of about 0.7 to about 0.3. A tentative explanation was given that surfaces normally produced at room temperature are not contaminated sufficiently to prevent seizing or welding of the titanium to the softer mating metals. The latter tend to cleanse themselves during rubbing over the harder titanium. It was thought that the lack of a contaminant protective film on the titanium was due to the high solubility of titanium for oxygen and nitrogen and hence an inability to form a contaminant oxide or nitride. This explanation requires the ratio of the surface absorption rate to the diffusion rate to become much lower at room temperature than it is at high temperatures. In order to check the phenomenon further, commercial titanium specimens were nitrided or oxidized at 800°C for 20 hr in flows of prepurified N2 and 01, respectively, at about 1/2 in. H2O above atmospheric pressure. Friction runs were made in argon using a freshly cut copper hemisphere (cut in argon) on surfaces cut successively into the diffusion layers in the titanium (cut in argon) using the techniques described in a previous publication.' DPH values (100 gram load) were made as a function of depth into the diffusion layer using a Tukon tester. Also, micrographs were taken at separate cross sections to indicate the diffusion layers. The results obtained are presented in Figs. 1 and 2, which show the "static" friction coefficient vs hardness for the nitrided and oxidized specimens, respectively. A separate measurement of the friction coefficient of clean copper vs iodide titanium also was made. From results reported in the literature' giving the oxygen and nitrogen contents as functions of the hardness, cross plots were made showing the friction coefficients as functions of the amount of interstitial solute. These plots are given in Figs. 3 and 4. From micrographs of the diffusion layers and the phase diagrams, it was deduced that the data in Figs. l through 4 correspond to the single phase a region. The points observed on the compound regions have been excluded from the figures. It is apparent that nitrogen or oxygen in solution in the a titanium markedly affects the friction coefficient against a softer mating metal. Discussion of Results These results are extremely interesting from both a practical and theoretical viewpoint. The theoretical implications will be discussed first. According to Bowden, the friction coefficient should be given to a good approximation by the relation where a is the fraction of contact area that has welded, a is the shear strength of weaker component, and H is the hardness of softer component. Using this relation alone, it is difficult to understand the results because none of the terms should be affected by a variation in the oxygen or nitrogen content of the harder and stronger metal, titanium. Even if the ratio of S/H for titanium is used in Eq. 1, the ratio has been shown to be independent of oxy-gen or nitrogen content.' If a more rigorous equa-tion is used combining Eq. 1 and a result given pre-viously" for the case where welding is absent, then the relation obtained is µ = a S/H + (1-a) a W aß/H where a is constant and Waß is the work of adhesion between the two metals comprising the friction couple. This relation states that if a is less than 1/2 or so, variation in the work of adhesion Waß between copper and the titanium should affect the friction coefficient markedly. It is reasonable to expect that the work of adhesion will depend on the oxygen or nitrogen content of the titanium. Available data4 show that clean metals and oxides have much lower works of adhesion than the same metals against the

The idea of making permanent magnets by sintering is not a new one, but until the introduction of the iron-nickel-aluminum permanent-magnet alloys there was little need for such a process. Permanent-magnet alloys in use up to the time of this development could be forged and machined to the exact size or shape required without too much difficulty. These new Fe-Ni-A1 alloys, which have become known as Alnico in this country, soon became very popular because of their superior magnetic properties, but when they were made by casting they did have some disadvantages when compared with the older type of permanent-magnet steels. Among these disadvantages were the following: 1. It was almost essential that they be cast to size, since they could not be readily forged or machined. The material could be ground but this was quite expensive, particularly for small magnets in large quantities. 2. The material had a large grain size and was mechanically weak. 3. Close tolerances could not be held and on small magnets this meant grinding almost the entire magnet. Because of the brittle nature of the material, there was considerable loss due to chipping and cracking during these grinding operations. 4. Because of its high aluminum content, the molten alloy had a high surface tension. It was difficult to prevent loss of aluminum by oxidation during the melting operation. In view of these difficulties it is not hard to understand why a process for sintering alnico was developed, or why sintered alnico has come into such widespread use in recent years. It might be well to qualify this by saying that it has come into widespread use for small magnets weighing 2 oz. and less, of the type shown on Fig. I. In this size range, sintered alnico has been able to compete in price with cast alnico. Magnets larger in size, of the type shown on Fig. 2, can be made but they do not compare favorably in price with the cast material. An idea of the range of sizes that have been produced is given by Fig. 3, which shows a small magnet weighing 0.006 oz. and a large magnet with a steel insert weighing 4 lb., both made from sintered alnico. THIS nation has been depending upon the Lake Superior iron ranges for most of its iron ore requirements for over half a century. Furthermore, it can continue to draw the major portion of its ore requirements from the same source for another century or more, but to accomplish this, great changes must take place in the present ore mining industry. Preliminary preparations for these changes are now underway and in the next few years decisions of far-reaching importance must be made. But to understand the situation, it is first necessary to know something of the nature and occurrence of the Lake Superior iron formation. INCREASING military demands on the petroleum industry have brought into bold relief the crude-oil reserves now available to meet combined military and civilian demands, emphasizing the necessity for a greater efficiency in recovery from what has been discovered than ever before, particularly in light of the absence of new discoveries. This situation-and the fact that the industry, as well as members of the Government charged with governing oil production, desire to meet all crude-oil demands made of the industry with the least loss in tangible reserves through production practices-paves the way for increasing application of sound principles of production engineering and conservation.

Nonmetallic rock and mineral products are so diversified that any generalizations regarding the industries based upon them are of doubtful value and can be misleading. They are geared to every phase of the national economy and respond sensitively and immediately to any economic change, but the responses vary with the individual products. They are also affected by political and competitive factors to a degree that is disconcerting and, at times, ruinous to operators, owners, and stockholders of mineral properties. It is not unusual to find these special factors functioning in reverse of general trends insofar as individual products are concerned. As this summary is being written in the final weeks of 1949 production statistics for the year are not complete, but it is obvious that few, if any, new production records will be set, and that 1949 level, will, in general, be lower than those of 1948. The decline in output is not alarming and reflects in large part the tendency of users, who have been finding sources of supply more dependable to rely on prompt deliveries rather than on inventories to meet immediate needs. Except for the government's program of stock piling which, insofar as it has worked at all, is of more direct interest and benefit to foreign than to domestic producers, industrial inventories have been further reduced, and the neater balance between production and consumption has freed capital for the manufacturer and has cut down the serious hazard of substantial inventory losses. There are no quantity products and only a few special products that cannot be supplied in quick response to current demands. Normal development of a few nonmetallic industries has been retarded by the government's unpredictable application and irrational interpretation of antitrust laws, and by extension of preferential tariffs to new countries and new products. Synthesis is likewise a potent threat. in certain fields, but otherwise it is difficult to make a review of 1949 read much differently from a review of 1948. Changes have been qualitative rather than quantitative, except for a few operations that have been pinched out by the relentless competition that characterizes many of the industrial mineral industries.

One of the primary requirements for successful operation of an enriched gas-drive project is to control the composition of injection gas. This can become a serious and difficult problem, particularly in cases where the enrichment material is being furnished from a number of field -produced gas streams. It is possible to effect control of the injection gas composition through frequent or continuous sampling; however, this can be extremely costly and, in many cases, impractical due to laboratory requirements of time. Another alternative would be to provide a calculation technique which would be flexible and sufficiently accurate to predict composition of the liquid and gas streams of interest at any point in the system. The purpose of this paper is to discuss a technique that was used successfully on an operating enriched gas-drive project for developing information which could be used for controlling composition of the injected gas. FIELD OPERATIONS The particular field (hereafter called Example field) in the example operation being discussed is composed of four oil reservoirs (A. B, C and E) and one gas condensate reservoir (D). Casinghead gas from the oil reservoirs and gas from the gas condensate reservoir are gathered through a field gathering system as shown in Fig. I for injection into Reservoir C. The gas mixture which is recovered from the five reservoirs for injection purposes is composed of gases liberated in 19 individual separators, each operating at a separate temperature and pressure. PROPOSED CALCULATION TECHNIQUE It is well known that vapor-liquid equilibrium calculations in general use throughout the petroleum industry can be used to predict reliably the phase behavior of hydrocarbon mixtures, particularly at pressures less than 1,000 psig. It is then a simple matter to account for the material on a ComPonent basis by m''ing flash and material balance calculations at each separation point in a hydrocarbon system. Accordingly, it was proposed to use vapor-liquid equilibrium and material balance cal- culations with a medium-sized electronic digital computer as a basis for developing a control procedure for use in controlling injection gas composition in the enriched gas-drive project. Although the approach is a simple one, the numerous vapor-liquid equilibrium calculations involved make the problem laborious; in this particular case, it would have been impractical to make sutficiently complete analysis without the aid of digital computing equipment. Oklahoma produced about 40,000,000 bbl. less crude oil in 1930 than it did in 1929, but developed the largest initial production from current well completions ever recorded in its history. The output of this year would have exceeded all previous years had it not been for state-wide production curtailment. The record initial production of 5,911,982 bbl. from new oil wells completed during the year is accounted for entirely by the rapid development of the Oklahoma City field. Completions declined to the lowest levels since 1909, as a result of a marked reduction in number of dry holes incident to reduced wildcat exploration. Leasing was most active in western and northern counties of the state west of Oklahoma City, but on a much smaller scale than in the preceding year. Geological and geophysical surveys were likewise most active in this western territory. The urge to deeper objectives resulted in the discovery of oil on the Cement fold. Changing economic conditions have created a distress situation among the marginal operators in northeastern localities of the state. Elsewhere in the state production records and successful exploitation of new supplies have been eclipsed by a new social concept of the industry in accord with natural economic developments. Many of the producers of crude oil have organized for a voluntary stabilization of the industry by regulating the output of wells. To enforce their measures these operators have sought for and secured the support of the state. Consequently, the current position of the crude-oil producer is not unlike that of the natural-gas producer—withdrawal of supplies in accordance with market needs. And while the industry as a whole is artificially stabilized by these measures individual operators and some of the integrated concerns suffer hardships. Oil Developments and Production The early operations in Oklahoma were confined to northeastern and eastern localities, beginning in 1885. There is plenty of evidence to indicate that at least one of man's chief interests in life is to make himself as comfortable as possible. If you doubt this, just watch the fellow next to you for the next half hour trying to find the most comfortable position that a hard chair has to offer. Comfort, however, does not always mean an easy chair. To some, it may mean a wealth of money: to another, freedom from worry. But to most of us, it means first of all a comfortable atmosphere in which to live, and to a great many of us it probably also means freedom from that annoying task of firing the furnace. Today more than ever before, automatic heat is one improvement that is placed high on everyone's list. Perhaps this is because automatic heating is becoming relatively cheaper. Perhaps it is because of a good publicity campaign on the part of the oil and gas men or maybe it is just that we are getting lazier day by day. At any rate, almost every issue of Better Homes and Gardens, House Beautiful, or your other favorite home magazine carries an article extolling the virtues of this or that automatic heating system.

Kansas maintained its fourth position on the list of all oil-producing states, for the ninth consecutive year. Total crude-oil production during 1935, as reported by the Oil & Gas Journal, was 53,364,446 bbl. on 97 per rent tank table calculations. This represented an increase of 17 per cent over the production in 1934, which had been the all-time peak of production in Kansas up to that time. Many of the 51 new discoveries of the year, listed in Table 2, did not have a pipe line outlet until about January, 1936; therefore did not contribute to the 1935 production of the state. The potential of all wells in Kansas at the end of the year was 998,-000 bbl. per day, and the daily allowable was 143,000 bbl. per day, showing proration to the extent of 14 per cent of capacity, under the rules of the State Corporation Commission. Several important new pipe lines were built into western Kansas by extending older lines from east to northwest, providing additional outlets for new crude-oil production, and increasing the service facilities from the older oil fields. The crude-oil price level remained unchanged throughout 1935 as it did in 1934, the price of Kansas 36" gravity crude being quoted at $1 per barrel. However, on Jan. 9, 1936, the price of this gravity oil was raised to $1.10 per barrel. Following the trend of the past several years, drilling activity was largely in western Kansas, and showed a still farther westward push from last year. A relatively high percentage of successful wildcat wells at a relatively shallow drilling depth, combined with the expiration of leased acreage assembled before the depression, caused the rapid exploration and development campaign, begun in 1934, to continue. This has caused the opening of more new fields in 1935 than during any previous year in the history of oil production in Kansas. A summary of the results of drilling in western Kansas is given in Table 2. Eastern Kansas had considerable drilling, showed six new fields or extensions of oil fields, but in the limited space of this paper such developments cannot be described.

Kansas maintained its fourth position on the list of all oil-producing states, for the ninth consecutive year. Total crude-oil production during 1935, as reported by the Oil & Gas Journal, was 53,364,446 bbl. on 97 per rent tank table calculations. This represented an increase of 17 per cent over the production in 1934, which had been the all-time peak of production in Kansas up to that time. Many of the 51 new discoveries of the year, listed in Table 2, did not have a pipe line outlet until about January, 1936; therefore did not contribute to the 1935 production of the state. The potential of all wells in Kansas at the end of the year was 998,-000 bbl. per day, and the daily allowable was 143,000 bbl. per day, showing proration to the extent of 14 per cent of capacity, under the rules of the State Corporation Commission. Several important new pipe lines were built into western Kansas by extending older lines from east to northwest, providing additional outlets for new crude-oil production, and increasing the service facilities from the older oil fields. The crude-oil price level remained unchanged throughout 1935 as it did in 1934, the price of Kansas 36" gravity crude being quoted at $1 per barrel. However, on Jan. 9, 1936, the price of this gravity oil was raised to $1.10 per barrel. Following the trend of the past several years, drilling activity was largely in western Kansas, and showed a still farther westward push from last year. A relatively high percentage of successful wildcat wells at a relatively shallow drilling depth, combined with the expiration of leased acreage assembled before the depression, caused the rapid exploration and development campaign, begun in 1934, to continue. This has caused the opening of more new fields in 1935 than during any previous year in the history of oil production in Kansas. A summary of the results of drilling in western Kansas is given in Table 2. Eastern Kansas had considerable drilling, showed six new fields or extensions of oil fields, but in the limited space of this paper such developments cannot be described.

The technical difficulties hampering the metallographic analysis of silicon steels are chiefly the result of the extreme corrodibility of these alloys. The addition of silicon to iron in increasing quantities, up to about 6 per cent., rapidly increases the susceptibility of the alloy to chemical attack, not only in acid solution, but in water. This renders the preparation of metallographic sections very difficult, because of a non-selective attack upon the finely polished surface by the water used as a lubricant in polishing. This water attack masks the true structural details revealed by suitable etching reagents. It is thus necessary to use alcohol as a polishing lubricant in the last stages of preparation and to avoid all etching reagents having an aqueous base. A specific reagent for the identification of iron carbide in ferrous alloys, and the one hitherto used almost' exclusively by metallurgists, is an alkaline aqueous solution of sodium picrate, which stains this constituent selectively. Its application to silicon steels has not proved successful, as its distinctive selective action is more or less completely hidden by the general attack of the aqueous solvent on the silico-ferrite, greatly accentuated by the fact that this reagent must be used at its boiling temperature (105' C.). Thus, a powerful metallographic aid to the study of the higher silicon alloys, such as transformer steels, is lost. A new reagent has been developed for the purpose of overcoming this difficulty. It is with some hesitation that the list of etching reagents, already overburdened, is increased, but the properties of this new reagent are advantageous in several ways and a definite field for it may be found in the metallography of ferrous alloys. The reagent consists of a dilute solution of nitric acid and methyl alcohol in nitrobenzol. It is a great advantage to secure an anhydrous solution, as a tendency toward acidic etching has been traced to small amounts of water. A convenient method of preparation is to make an anhydrous stock solution of nitric acid in methyl alcohol in the proportion 20 per cent. acid by weight (12.5 per cent. by volume). The alcohol can

This chapter deals with the systems of laws by which governments regulate the exploration for and production of the minerals within their jurisdictions. It is a summary, restricted by necessary space limitations, of material assembled by the author for a forthcoming publication of the United States Bureau of Mines, "Summary of Mining and Petroleum Laws of the World." (Information Circular, 1959.) The present study is organized in three parts, dealing with (1) the historical background of these legal systems, (2) laws of the United States, and (3) laws of other countries of the world. The reader's attention is invited to the acknowledgments at the end of the chapter, which inadequately express the appreciation due those who have assisted in the collection of this material. Part I. Historical Development of Major Western Systems of Land Tenancy with Respect to the Ownership and Control of Minerals The use of metals in primitive societies was largely confined to the manufacture of weapons for self-preservation. The ruler's control over copper, then brass, then iron, was essential to maintenance of his own ascendancy at home and his group's position against neighbors who had access to similar metals. Ancient societies were thus characterized by the ruling group's ownership of minerals and metals. The Egyptian civilization, which emerged in the fourth millenium B.C. upon the agricultural subjugation of the lower valley of the Nile, was responsible for extensive development of the upper valley as a source of mineral wealth. The production of gold during the height of that civilization has been estimated at $30,000,000 per year, thus equaling the early placers of California and Australia. The mines of Egypt were the property of the Pharaohs and were controlled at their direction. Greek mining developed a different scheme of land tenancy which more closely resembled modem concepts.
