A REVIEW of the steps which have been made to increase knowledge in the field of ferrous physical metallurgy during the closing period of World War II brings both pleasure and disappointment. Contributions of great value have been made, to be sure. However, due partly to the stress of the times, researchers in this field have been in the main directing their attention toward the short-range problems involved in the development and production of materiel for war. Furthermore, publication of the results of a great number of studies has had to be delayed. Much of the German work may, indeed, be lost entirely, owing to the efficiency of our bombers, which managed to account for most of the famous Kaiser Wilhelm Institut of Dusseldorf, not to mention the other large laboratories and manufacturing plants throughout that country. It would seem safe to assume, however, that fundamental research in Germany had been forced to give way to the shallow, but more pressing, engineering problems of a country trying to avoid defeat. In Russia the picture has been clouded by the limitations imposed upon comunication; but this much does seem clear: Russia alone among the great nations of the world has maintained her long-range view and has continued to foster research of the most fundamental type. English workers; on the other hand, appear to have been able only to meet the demands of the pressing problems of war, and their studies have been of the short-range variety. That metallurgical research of any sort should have continued in France during this chaotic period in her history would seem impossible, but, amazingly, a small handful of scientists did manage to carry on their work, and it is to be hoped that more will be heard from them in the future.

Measurements of the heat effects on addition of various solid phases of InSb to a solution calorimeter have confirmed the existence of a new high-pressure plzase InSbQII), which was jormed at 37 kbar and 623°K. The heats of formation of InSbQ), InSbfl), and InSb(111) have been measured and the heats of transjormation of InSb(1) to InSb(1l) and InSb(Iii) and of 'InSb(ll) to InSb(iiI) at atmospheric pressure and 78°K have been determined independently. Other thermodynamic properties of these phases, the phase boundary InSb(i)/InSb(ll), and the relative positions of the triple points are calculated. The pressure-Dolume term is shown to be more critical than the internal energy difference in making the phase InSbQ) less stable than InSb(II) at high pressures. Observations on partially transformed specimens suggest that the transformation of' metastable InSb (III) takes place in the two steps InSb(lll) — InSbQI) and InSbQI) — InSb(l). The compound InSb can exist as several phases depending on the temperature and pressure. The phase InSb(I), which is a semiconductor having the zinc-blende structure, transforms into the phase InSb(11) at a pressure of about 23 kbar and room temperature.'-3 The phase InSb(II) has the 6 tin structure,4-6 is metallic, and becomes a superconductor below 2.lok7 An orthorhombic phase of InSb has been reported to occur above a pressure of approximately 30 kbar at room temperature.' This phase is also a superconductor below about 3.4k9 The phase InSb(I1) is retained at atmospheric pressure if it is quenched to 78°K under pressure,6,7 but tends to transform at higher temperatures and does so explosively above approximately 210ok,7 A value of the heat of transformation of InSb(1) to InSb(II) at 210°K and atmospheric pressure has been reported.' A concurrent publication'0 reports evidence for a new solid phase InSb(III), which was formed by annealing InSb above 58 1°K at 37 kbar, above 560°K at 52 kbar, and above 473°K at 65 kbar. Specimens of InSb(II1) had a superconducting transition temperature of 4.lo ± 0.1oK. X-ray diffraction patterns also indicated the presence of a new phase. In this communication, thermodynamic properties of the phases InSb(I), InSb(II), and InSb(II1) are reported and discussed. The phase boundary InSb(I)/InSb(II) and the relative positions of the triple points are calculated. 1) EXPERIMENTAL 1.1) Preparation of Specimens. Specimens of the high-pressure phases of InSb were prepared in a belt-type high-pressure chamber by a tichnique described in detail elsewhere.'' Charges of 0.6 to 0.8 g of Cominco semiconductor grade InSb were used. The temperatures were measured with a chromel-alumel thermocouple, the hot junction of which was within 0.5 mm of the specimen. The specimens were heated under a pressure of 37 kbar for 1 hr at 723°K (which is well above the liquidus) and quenched to room temperature. One set was annealed at 523°K and another set at 623°K for 20 to 24 hr. These annealing temperatures were chosen because 523°K was below and 623°K was above the temperature of the transformation of InSb(II) to InSb(1Tl) at 37 kbar.10 The specimens were then cooled to 125°K by passing liquid nitrogen through the jacket of the belt die before the

It is generally recognized that "low temperatures" have a definite effect on the properties of metals and alloys. Furthermore, it is also generally understood that the effect is decidedly adverse. The possibility that the same low-temperature treatment might be employed for the purpose of improving certain properties of the alloys has received less attention until recently, and the experimental and theoretical knowledge consequently is meager. The effect of low temperatures may be studied in two ways: by studying such properties as tensile strength, hardpess, impact resistance, etc., at low temperature, and by studying the properties of alloys at room temperature after these alloys have been subjected to a low-temperature treatment. Even in the latter case, certain properties will differ materially from the same properties obtained on identical material but without cold treatment. In other words, subjecting alloys to cold treatment results in an irreversible change in mechanical properties. Changes of this character are usually indications of the appearance of a new phase or phases, and would be likely to occur in alloys which, either by virtue of their composition or by heat treatment, are retained at room temperature in a metastable condition. Consequently, studies of the effect of low temperatures logically should be conducted from the physicochemical point of view, since the results of such studies not only would furnish metallurgists with interesting theoretical data but would clearly indicate the classes of alloys that would hold promise of improvement, and, possibly, of new applications. As the present investmigation deals with chromium and chromium-nickel alloys of iron of the stainless variety, it has been thought desirable to present the data concerning low-temperature properties of these alloys, available from the most recent and most comprehensive work of H. MUCH has been written and many prophecies made on the subject of plastics as a replacement for metal, and the extent to which these materials will compete with each other for peace- time markets. (Metal is used in a broad sense to include all types.) But although certain synthetic resin materials have made considerable headway in war production, this change to plastics can hardly be regarded as a serious threat to the mining and metallurgical industries. Even today, the total yearly tonnage of plastic materials is approximately only 1 per cent of that of steel, and only a small fraction of this might be considered as actually replacing steel. However, these figures must not be taken as indicating that the importance of plastics in fields hitherto considered exclusively the territory of metals is negligible-far from it. Considering the comparatively minute tonnage of plastics now being produced in comparison to the output of metals, the number of applications where plastics have augmented or aided the sale of metals is considerable.

MILITARY power stems from industrial power and industrial power in turn depends predominantly upon an ample and assured supply of mineral raw materials. It thus becomes the duty of mineral economists to collate the vast array of data and logical deductions in order to reach an unemotional judgment as to the ability of the Soviet economy to withstand the strain of prolonged military action on the modern scale. Russian publications, reports: and official speeches have been laboriously screened and analyzed. Since these are the sources of information for the lower echelons of the Soviet industrial organization itself, they carry factual data that can be pieced together to show the present-day pattern. Apparent contradictions and obvious distortions or omissions can often be rationalized on the basis of observations made by foreign engineers and consultants during the 1930'5 and by checking against the technical literature published before even so-called technical articles were riddled by bombastic and presumptuous claims.

FOR the mineral industry, as for many others, the year 1944 brought to fruition the seeds planted in previous war years. Accomplishment in attaining ends in the production of minerals has given more time for the consideration of postwar problems, such as plans for resuming production for civilian uses and measures to prevent possible mass unemployment. The hectic atmosphere in production circles lessened during the latter half of 1943, conditions becoming static during 1944 as peak production rates were reached. Withdrawal of deferment of young men from the mining districts by Selective Service connotes that man power at the battlefronts became more important than the persistence of pressure for metal production. This is in contrast to the return of soldiers in 1943 to augment the labor ranks in the mining districts. The year ended in the midst of changing needs. Over-all metal production in the United States in 1944 will record a lessening, compared with the previous year owing to labor shortages which affected both development work and ore output.

NATURE endowed the Niagara Frontier with great resources but it was the molding of these resources by the early pioneers that assured its future development. This great industrial district of New York stretches along about fifty miles of shore line on the eastern end of Lake Erie and the Niagara River, embracing the two counties of Erie and Niagara, with the city of Buffalo about in the center. This location at the junction of the eastern end of the Great Lakes and the western boundary of the State, a great focal point of land and water, transportation, guaranteed the development of the Frontier. Although the first white settlers came to this section in 1784, it was not until after the turn of the nineteenth century that real development started. Perhaps the most significant influence in the early days was the completion of the Erie Canal between Buffalo and Albany in 1825. THE object of all classification is to group together things which are alike, and separate those which are unlike. This object is essentially a practical one, enabling us to apply past experience to new conditions: Many costly large-scale experiments lose half their importance for want of proper description of the coal used, and the consequent impossibility of predicting other coals will behave in the same way. I do not, therefore, make a fundamental distinction between "scientific" and "use" classifications, except in so far as use depends on conditions, such as size or impurities which are not related to the nature of the coal substance itself. The characters chosen to define the classes of coal must be such as are accompanied by as many other properties as possible. It is not to be expected that any system of classification will enable us to predict every property of coal, since all specimens have an individuality of their own. But specimens can be grouped by a number of resemblances into species. Further, species which resemble each other can be grouped into genera.

Rates and patterns of gas flow in an experimental blast furnace were investigated by measurements, at three levels, of gas compo-sitions and temperatures and by direct determination of gas transit time by a new method employing mercury vapor as a tracer. Infer-ences were drawn about localized reaction zones and the mechanism of the onset of' channeling. LACK of precise knowledge of the nature of gas movement in the blast furnace has always been an impediment to better understanding of the blastfurnace process as a whole. The effects upon operation of various types of charge distribution are very largely brought about by the modifications to gas flow which they occasion. Intelligent evaluation of these effects demands a better understanding of the factors influencing gas flow and the ways in which the flow pattern is altered by conditions existing in the stock column. The same knowledge is required before a fundamental approach can be made to the problem of establishing optimum lines for new furnaces. An experimental furnace is operated at the Bureau of Mines Central Experiment Station, Pittsburgh, Pa. Advantage was taken of experimental operation to conduct an investigation to develop and evaluate methods of study which could be applied later to industrial furnaces. The gas composition and temperature determinations were made as a preliminary study so far as gas flow was concerned but yielded significant information relating to other processes occurring within the furnace. The direct measurement of gas transit times by the mercury-vapor method constituted the major object of the investigation. Development of the mercury-vapor method was carried out while the data on gas composition and temperature were being collected. A complete description of the principle and development of the mercury-vapor method is beyond the scope of this paper but is available elsewhere. The results obtained and some consideration of the method's effectiveness and its potential value in the study of industrial problems will be treated here. DESCRIPTION OF FURNACE The general lines of the experimental blast furnace are shown in Fig. 1. The hearth diameter was 3 ft at the beginning of the investigation, and this was later enlarged to 3 ft 9 in. and finally to 4 ft to increase capacity. Tuyere to stockline height is 21 ft 4 in. The bosh depth is 3 ft 4 in. over which it opens to a width of 5 ft, and this diameter is carried up for 2 ft in a cylindrical section. The inwall batter of 1/2 in. per ft. is considerably less than in larger installations This may have influenced the movement of gaseous and solid materials. The furnace is inside a laboratory building and is charged from outside by a skip and hoist. Feeding into the first of three bell chambers, the stock is distributed by rotating the upper bell, the other two being used to obtain an effective gas seal. THROUGHOUT its history the American iron and steel industry has constantly striven to improve the quality and reduce the cost of its products. No one needs to be told how well it has succeeded. Its success in making steel products at such a low cost has been achieved mainly through large-scale production. While costs have gone down as the rate of production and the degree of mechanization increased, quality of product has been actually improved. Thus high-tonnage records are important only in the light of high quality of the steel. Quality is the watchword! Continual improvement in quality has come as a result of research, not only in the laboratory but in the large commercial units in the plant. In fact, so many operations of the industry are on such a huge scale that experimental work must be done under commercial operating conditions so every progressive steel plant is a research laboratory.

A NEW LINE of specialists has arisen as a result of the trend toward labor socialization and collectivism in all branches of industry. These men are the ones who will govern the destiny of many companies and the labor policy of our government in coming years. They must be men of integrity and of rather exceptional qualifications; men who can foresee the trend of labor relations with business, and who are willing to sacrifice the immediate fruits of technical training for manual labor and study. They must take their place in industry, not with the idea of following the orthodox line of advancement, but knowing that they must stay at the bottom until they have learned to understand the viewpoints, the work, the advantages and the disadvantages of each classification of labor. They must not be of a radical nature or become easily biased, and they must study. You will say I am looking for a superman and in one sense that is true, but the business man and our government are both in the market even now for this type of man, and with the proper training and background, many of our young technicians can readily enter this field of work.

IN telling the story of Canada's minerals many interesting and spectacular details will be passed over to permit pointing out some of the significant inter- national aspects. No country now has enough of all minerals for its own use. The problems of satisfaction of both national and world demands under these conditions have become international in scope, and history supplies no obvious solutions. The minerals of Canada are coming to play a prominent part in such problems. Production and Reserves In the last decade Canada has rapidly advanced in mineral production. In 1928 the total value of mineral products from Canadian sources reached 273 millions of dollars. Canada ranks first in production of nickel, first in asbestos, second in cobalt, third in gold and silver, fourth in lead and copper, and sixth in zinc.

DURING the past year a survey was conducted by the Committee on the Promotion of Student Interest in Coal Mining to determine whether the program as laid down in past years was operating effectively. It is a source of satisfaction and pleasure to be able to report considerable headway among operating companies in putting cooperative scholarship plans into operation. In previous committee reports the pioneer work along this line by Eugene McAuliffe, president of the Union Pacific Coal Co., has been cited. That Company now has in its employ, in responsible positions, three men who received their education under such scholarship plans. One student under a similar plan is now studying at the Colorado School of Mines.

CLYDE WILLIAMS has reminded me that in the fall of 1929, gave, in MINING AND METALLURGY, an account of the hopes and aspirations of Battelle Memorial Institute, which was then just swinging into initial operation; and that therein I remarked that B.M.I. should stand, as well, for Better Metallurgical Industries, since helping to better them was the Institute's aim. So he has suggested that some of the betterments of the past fifteen years might well be listed. A yearly summary of progress comes pretty close to the ultimate in futility, for everything proved of value in that year had its inception in earlier years, and everything really new has still to be proved. Plenty of things hailed as wonderful achievements for that year, by some enthusiasts invited to contribute to the summary, turn out in later years to be inglorious flops. But over a decade and a half, betterments that are really such become self-evident, and recounting some of them can be done without guesswork or wishful thinking. An inventory of what was known and utilized in 1929 compared to what is now known and used is not too hard to make. Perhaps the most clear-cut picture of what is known and used at a certain date is drawn by the handbooks, textbooks, and equipment catalogs of that date, with scientific periodical literature forecasting what knowledge may later be used when it is verified and assimilated. The tools available for production or for research limit the application of old and the finding of new knowledge.

ORE tests are made for the purpose of determining the correct methods of treatment for any particular ore. They should be conducted so as to insure that the results obtained in actual mill practice, on ore of similar grade and physical nature, will duplicate the results obtained in the test work. As the expenditure of many thousand of dollars may be involved in the building of the necessary mill, the testing of ores calls for extreme care and skill in handling laboratory machines, and a knowledge of actual practice to guard against the danger of obtaining results in test work that would be impractical to duplicate on a commercial scale. The importance of a correct sample of the ore is at once apparent. No matter with what degree of care the test 4rk is done, it loses its value when made on an unrepresentative sample. It is the first safeguard against future disappointments in the loss of capital and time. A number of failures in the past have been traced directly to faulty or lax methods in obtaining the ore sample.

THE second session on geophysical prospecting at the February meeting of the Institute was a discussion of the mining law and the bearing of the new method of search on location of claims and assessment work thereon. Allen H. Rogers was chairman of the meeting, which he opened by reviewing the present law and the proposed changes. W. R. Ingalls commented (by letter) on the Arentz bill, as introduced into the House of Representatives in 1921 and the need for revision of the present mining law. L. W. Douglas explained (by letter) the bill that he introduced and which has been passed by the House. SAMUEL S. ARENTZ, Nevada: It is my opinion that if the American Institute of Mining and Metallurgical Engineers is to sell this proposition to the people in the West, they have to sell it to the lawyers, because, after all, they are heard loudly when it comes to speaking in Congress. One man tells the other, "This thing is a vicious piece of legislation"; it might not be, but they will pass it on if it affects them. If the Institute would impress on the people affected that we need a re-codification of the mining law and that such is necessary along certain lines; that things have changed during the past decade or two, so today instead of doing our prospecting alone through the sinking of a shaft, through a discovery that may be seen, we are now moving on to more modern means of discovery through geophysics, through the churn-drill, through geology, through geological inference, I think we could get somewhere.

By completing a double-track railroad cut-off, involving a large volume of cut and fill, in addition to a half-mile bridge spanning an important French river, engineers in the zone of the Services of Supply have opened up a route by means of which hours of valuable time are being saved in transporting men and materials to combat areas. Its most valuable feature is that it provides a means for by-passing a certain city where several, French railroad lines converge and where, consequently, congestion of traffic has been responsible for delayed train movements. To avoid a double-track turnout, which would have involved a cross-over cutting one of the French tracks, the two track connections of the cut-off are taken off from opposite sides of the French right-of-way. This involved running one of the new lines of the cut-off out from the main line track on a fill to a point where it could be brought back and over the French track on a steel girder bridge. Beyond this bridge the two tracks of the cut-off converge and straighten out in the standard type of double-track construction. The new cut-off is about 5 3/4 mi. (9 km.) long and has required 160,000 cu. yd. of cut (122,329 cu. m.) and 414,000 cu. yd. (316,527 cu. m.) of fill. In the biggest continuous fill a-yardage of 180,000 has been placed; the road-bed in this section-being-about 40-ft. (12 m.) above the original ground surface. The bridge portion of the cut-off, 2190 ft. (667.5 in.) long, is made up of ninety-nine 14-ft. (4.3 m.) timber spans and sixteen 50-ft. (15.3 m.) steel girder spans. This is the longest bridge which engineers of the American Expeditionary Forces have built in France. The timber spans are supported by pile trestle bents, while the longer steel girders rest on clusters of 43 piles. Two pile drivers of the steam-hammer type worked from each -end of the bridge toward the center of the river, while a drop hammer worked westward from the shore end. In this structure nearly two thousand piles 50 ft. or so in length had to be driven.

Few factors have had more influence in maintaining the strength and stability of the United States than our persistent habit of providing .checks and balances to the dynamic powers of free enterprise on the one hand and to the controls and guidance exercised by the State on the other. .Indeed, it is this same concern for matching forces against each other that has given our republic its ability -to preserve a democratic basis of life for its citizens, and yet maintain a ,government that is able to protect the rights of all and to resist and minimize the danger of excessive concentration of authority. Our current efforts to clarify the nation's mineral policies and to define more clearly the role that the governmental agencies should play in conjunction with the functions of private -enterprise again reveal the desirability and advantages of maintaining our traditional controls. At times, the equilibrium has been temporarily disturbed by too great enthusiasm for one or the other of these basic concepts. Sooner or later, however, the balance has been restored by the healthy opposition that is always created by excesses of one sort. At the current stage in our history, the swing toward undue enlargement of the powers of the State seems to have gone dangerously far and we would be untrue 'to our traditional behavior if the group that must demonstrate the virtues of free enterprise did not rally to its support with the utmost earnestness.
