Recent litigation in Pennsylvania between three coal-mining companies and a private water company resulted in the payment by the coal companies of the equivalent of about $500,000 to buy a new water supply to replace that which had been damaged by acid drainage from strip mining. An investigation of the relevant facts indicates that the water could have been treated by spending about $40,000 on equipment and $15,000 yearly for chemicals, labor, and power until the contarnination could be reduced about 80 pct. The water company's supply, furthermore, had deteriorated largely by reason of dry weather before stripping was begun by the coal companies. Payment to the water company should not have exceeded $300,000 and could have been as low as $100,000. Strip mining of coal is common in Pennsylvania. The most important objection to it in Pennsylvania is generally acid pollution of runoff water. An outline of the methods, therefore, that could be used to reduce such pollution, to compare acid-contaminated waters. and to treat such waters to make them satisfactory for public and industrial use is worth-while. The watershed of the West Penn Water Co. covers about 4.5 square miles, 20 miles west of Pittsburgh, and has two 90,000,000 gal reservoirs supplying about 1,300,000 gal daily for public and industrial use of which 450,000 gal daily are for two railroads. The pollution arises from weathered derivatives of typical'" Coal Measures"' rocks, the principal source being pyrite (and marcasite) in Pittsburgh and Rooster coals. Springs and seeps on hillsides issue from sandstone and limestone formations intersecting shale or clay land surfaces, or from perched water tables. The two reservoirs create an artificial permanent water table. Soap-hardness tests on three seepage samples taken in a dry summer ranged from 150 to 500 ppm. Water sampled came from aquifers above Pittsburgh and Rooster coals, obviating the possibility of contact with pyrite-containing coal. Since acid contamination of mine waters is the result of chemical reactions of oxygen and water with pyrite, it will be reduced by the exclusion of either air or water. WHEN the copper smelters were built, in Montana, all of the refractory products which were used in their construction were shipped in from Eastern factories. It was apparent that if a material suitable for the manufacture of these products could be found within the State, a saving of freight could be effected and a new industry built up. Prospecting for such materials was started and experiments were made with samples from numerous deposits. Considerable effort and funds were expended in an attempt to manufacture silica brick from Dillon quartz, a light colored sandstone that is found near Dillon, Mont., on the Oregon Shortline railroad. As a brick material the Dillon quartz was a failure, but it has proved very satisfactory as a silica cement. It is now being used in laying silica brick and for reverberatory furnace bottoms. A bed of quartzite that is particularly suited to the manufacture of high-grade silica brick -was finally discovered at Browns Spur, 6 miles west of Anaconda. The material from this deposit is now being used in the manufacture of the Anaconda silica brick, which have gained a wide reputation for heat-resisting and lasting qualities. The analysis of all average sample of this quartz is: SiO2,, 96.7; Fe203, 0.3; Al203, 2.5; CaO, 0.3 per cent. The very low percentage of fluxing ingredients makes this a most refractory material. All of the Anaconda silica brick are hand molded. Various types of brick machines have been tried, but the hand-mold process proved the best suited to the manufacture of silica brick from this material. The silica is first put through a jaw crusher and is then clumped into wet pans, where 4 per cent. of lime paste is added, to produce a bond. Without the lime the. material would not be plastic enough to mold. After a few minutes' grinding in the wet pans the material is conveyed to the molder, who forces it into the molds by hand. The brick are then dumped on pallets and placed in the drier, where they are left until dry enough to be set in the kilns. Some of the brick are re-pressed before being dried. They are burned about five days, in round down-draft kilns. It is not necessary to have as much heat in the kilns as the brick will be subjected

THE function of a pyrometer protecting tube is to maintain an atmosphere about the thermocouple most favorable to its continued accuracy and long life, and at the same time permit the weld of the couple to attain the full temperature of the area or object being measured. In addition to protecting the thermocouple from the chemical or alloying effects of the products of combustion or bath being measured, the tube must also protect the couple from mechanical injury. The conditions met in practice vary so much that no one material is suitable for all applications. The usefulness as well as the expense of maintenance of a pyrometer system are influenced greatly by a choice of the most suitable protecting tube. The tube must protect the couple without itself becoming too great an expense item. The protecting tube should have the following qualities: (1) A melting point well above the highest temperature to be encountered. (2) Sufficient strength through the entire range of temperatures to hold up its own weight and resist such shock and jar as are unavoidable. (3) It must be impervious to the atmosphere or bath to which it will be subject. (4) It must not give off any vapor injurious to the couple. (5) It must not form any oxides fusible below the highest temperature to be measured. The proper location of the tube in the furnace is almost as important as the choice of material. The tube must be placed as near to the work to be heated .as possible. It must be kept out of the direct path of flame, both because that would give too high temperature readings and because partly burned fuel will destroy the tube faster than the quiet products of combustion.

SELECTION of an alloy steel for a heat-treated article has been facilitated by methods for the calculation of hardenability,1 as-quenched hardness,2,3 and tempered tensile strength.4 Ductility and toughness may also be estimated if the steel is completely hardened on quenching,5,6 and the present study was carried out in order to develop a basis for estimating the Izod impact strength of partially hardened steel. The investigation was directed toward the prediction of Izod impact strength in steels of normal commercial quality without consideration of special compositions or heat-treatments that might produce abnormal brittleness. It was found that Izod impact strength of alloy steel is controlled by hardness, degree of hardening on quenching, and grain size. In fine-grained steels the impact strength for any given degree of hardening is inversely proportional to the tempered Rockwell C hardness, and the relation of impact strength to hardness is lowered by incomplete hardening. Calculation of the tensile strength and impact strength of heat-treating steels has shown that, except at very high strengths, tensile strength is raised by alloys without loss of impact strength whereas the tensile strength gained by higher carbon contents tends to be accompanied by a disproportionate loss of toughness. Plain carbon steels give relatively low and unpredictable impact strength. The calculation is sufficiently accurate to be helpful in the selection of alloy steel, and common grades of alloy steel have been evaluated with respect to combinations of tensile strength and impact strength attainable after heat-treatment in sections from I to 4 in. in diameter. PROCEDURE The study of the relation of hardness to impact strength was based on test data derived from 24 heats from four producers. The steels included the following SAE and AISI compositions: 1020, 1o30, 1040, 1340, 3310, 3316, 4320, 4330, 4340, 8620, 8630, 8640, 8720, 8730, 8740, 9310, 9317, 9440, 9917 and three high-alloy chromium-nickel-molybdenum steels. As far as is known, the steels tested were of normal commercial quality. They were supplied in 4-in. sections, which were forged to smaller sizes, prenormalized, and machined to final dimensions. Heat-treatment was carried out by heating to the usual austenitizing temperature for the grade of steel, holding for one hour per inch of thickness and quenching in still oil at room temperature. Previous work had indicated that this quenching treatment approximates a severity of H = 0.35. The bars were tempered as follows: ½ in., I in., and I 5/8 in., 2 hr; 2 ½ in., 3 hr; 4 in., 5 hr. Having had charge during the past year of the operations of the New River Coke Company, the second largest, if not the largest, coke-producer in this district, my attention was called particularly to the yield of coke from the coal as coked in a bank of beehive ovens, as the record showed that this yield, while believed to be well up with the practice of the district, was much lower than the analysis of the coal indicated it should be. The coal is well known to many members of the Institute, and the scope of this paper does not include a discussion of its occurrence and development. It suffices to say that the New River district comprises the mines working on the coals of No. XII. or the Conglomerate Series of the Rogers brothers, which are located on New river and its tributaries, and which find an outlet for their product east and west over the Chesapeake and Ohio Railway. The New river through this section carries the drainage from an extensive peneplain in which it has formed a very striking and stupendous canon, probably the most striking east of the Mississippi river. The only practical access to this territory is by means of this canon and the Chesapeake and Ohio road, and the opportunities for development by other lines may be considered as nil. If it were not for the fact that this road, farther west, reaches and develops entirely different coals, which are found in other measures, the New River district might properly be spoken of (as is now done at times) as the " C and 0. field." IN CHAPTER I it was shown that the approximate market value of the copper produced at the twelve big Porphyry mines from 1905 to 1931, inclusive, was $2,821,300,000. This represented the refined metal ready for shipment to the consumer. In addition, at least $50,000,000 worth of gold and silver had been produced, more than $30,000,000 coming from the Utah mine alone. Consequently, the revenues totaled about $2,871,300,000, as shown in Table 58. Society paid this sum for a given quantity of metal that it wanted for industrial use. Where did the money go? Who were the direct beneficiaries of the creation of this new wealth? These questions this chapter will answer in a general way. Because some necessary data are not available, an exact tabulation in detail can not be made, but Table 58 is believed to reflect with reasonable accuracy the disposition made of the aggregate income from the twelve operations. The word "operations" is used advisedly because the complexity of corporate relations precludes the possibility of picking out companies, as could be done if each enterprise were an independent entity such as Miami, for example. Some explanation of the table and some elaboration of the items under "Outgo" is desirable. In the first place, it is assumed that the sum of surplus current assets existing in various treasuries at the end of 1931 was substantially equivalent to the “new” money that actually was put into the enterprises as a group. Less than $20,000,000 in new capital was realized from securities sold by the Utah Copper Co., the remaining funds coming from earnings. In respect to some of the others, such as Chuquicamata, Inspiration, and Andes, the amount of new money was much greater. Phosphate rock is a natural rock containing one or more phosphate minerals usually calcium phosphate, of sufficient purity and quantity to permit its use, either directly or after beneficiation in the manufacture of commercial products.1 The principal minerals in phosphate rock have the apatite structure which may be represented by the type formula: Ca10(X2) (PO4)6 where X represents the hydroxyl group (OH), chlorine or fluorine, either singly or collectively. The calcium may be partly replaced by sodium, magnesium, and other positive ions such as manganese, strontium, lead, uranium, cerium, yttrium and other rare earths. The PO4 radical may be partly replaced by small quantities of UO4, AsO4, SiO4, CO3, SO4, or Vo4. A typical commercial rock is usually a calcium phosphate containing 3 to 4 pct fluorine, the major impurities being limonite or other iron oxides, clay, aluminum phosphates and silica as quartz sand. A little vanadium is present in most of the domestic rock deposits (except the Tennessee Brown Rock), according to Jacob, Hill, Marshall and Reynolds! A little uranium occurs in the Florida leached zone, as will be brought out later. The chemical analyses are reported as P205, or tricalcium phosphate Ca3(PO4)2, the latter often designated by the trade name BPL (bone phosphate of lime). Commercial analyses usually report iron and alumina as oxides, lime as CaO and silica or insoluble. Colony3 examined many samples of apatite, staffelite, dahlite and American phosphorites and concluded that all have identical X-ray diffraction patterns. The phosphates in the phosphate rock have very minute crystalline structures. The mineral apatite Ca3(F.Cl) (PO4) 3 is the principal primary source of the element phosphorus, and occurs widely distributed in igneous rocks but rarely in a minable mass. Only about 12 pct of the world production of phosphate rock comes from primary apatites; the remainder is derived from secondary phosphorites. These phosphorites have been formed by the alteration of sediments by solutions containing phosphoric acid. Such solutions have come from the weathering or leaching of igneous rock containing apatite, bone deposits of prehistoric animals, marine life or guano deposits. These phosphorites are mostly alterations of phosphatic limestones. The sedimentary phosphate deposits are of marine origin and may have been enriched by subsequent solution of the more soluble calcium carbonate by waters containing carbon dioxide, by physical concentration by wave action, and by redeposition of the dissolved phosphate ions. Uses of Phosphate Phosphorus is the spark of life and is the structure builder and one of the main elements of plant food (fertilizer). Without phosphorus, life cannot exist. A "complete" plant food[t] in addition to phosphorus compounds contains potash, which acts as a catalyst to convert nutrients to useful forms, nitrogen to supply the growth element and many minor elements. The cycle of supply of phosphorus is from the apatite to solution and soil, absorption of plant life, decay and return to the soil or by animal life feeding on the plants. PROGRESS on the earth depends to a large extent upon the rapid inter-change of ideas and commodities between the various nations of the world. The smooth flow of commerce, by which these ideas and com-modities move, is accelerated by accurate and complete maps of the various land and water areas of the earth, The production of accurate maps depends upon a complete knowledge of the figure and dimensions of the object to be charted, therefore a knowledge of the shape of the earth is a prime necessity for accurate charting purposes. Gravity observa-tions were first undertaken to aid in determining the shape of the earth so that the geodetic surveys of its land and water areas might be more accurately connected to form an undistorted map. A large part of the earth's surface is water and it is therefore necessary to get gravity values at sea as well as on land before a complete and accurate figure of the earth can be determined. Dr. F. A. Vening Meinesz, of Holland, was the first scientist to perfect a pendulum instrument that would accurately measure gravity at sea. He had previously developed a multiple pendulum apparatus for measur-ing gravity upon swampy and unstable land areas in Holland and it was therefore quite natural that he should adapt the instrument to give accurate results upon a still more unstable support, the surface of the sea. His instrument as perfected gives satisfactory results when mounted in gimbals on any vessel where the roll and pitch are not more than about 5° and where the vibrations from rotating machinery and wave action are not large enough to cause the pendulums to shift on the knife-edges. This degree of stability can be obtained on surface craft only in protected waters or on very calm days. Therefore, Dr. Meinesz mounted his instrument in a. submarine so that he could submerge below the disturbed surface waters and get the desired stability in nearly any kind of weather by simply diving to greater depths. Most of the gravity-at-sea work has been done with a Meinesz instrument and a very large number of the observations have been made by Dr. Meinesz himself. Preparation and Use.-Magnesite is an important refractory in open-hearth, heating, and electric furnaces for steel-making and in many of those employed in the metallurgy of copper and lead. It is sold in the form of brick, finely ground "furnace magnesite" for brick-laying, and dead-burned grains for making and repairing furnace bottoms. The latter are a mixture of granules varying in size from pieces of about 5/8 in. (1.6 cm.) diameter to very fine but sandy particles. Dead-burned magnesite results from calcining 'the crude or lightly burned mineral at a temperature that will not merely drive off practically all the CO2, but will also cause sintering of the particles. During this process the pieces shrink considerably and become hard, dense, and inert to atmospheric moisture and C02; under-burned material, on the other hand, will hydrate on exposure to the air. A small percentage of ferric oxide seems to be necessary for the production of a satisfactory sinter; from 4.5 to 8 per cent. in the dead-burned grains is considered the most desirable amount. Dolomite has been little used for brick-making in the United States, but it is prepared for use in the granular condition calcined or "double-burned" and is the principal ingredient of several materials offered for sale under various trade names for refractory purposes. Dolomitic refractories are almost wholly confined to the open-hearth and electric furnaces, where they are used for fettling and as substitutes for magnesite. Much more magnesite and dolomite are used for basic open-hearth steel-making than for all other refractory purposes. The hearth of the furnace is usually built up of magnesite brick and dead-burned grain magnesite so laid that the brick base is protected by a working bottom of the granular material. The latter is sintered into place in layers 1 to 2 in. (2.5 to 5 cm.) thick to a total depth of 12 to 18 in. (30 to 45 cm.) at the center of the furnace. The pegmatites of the Kings Mountain-Lincolnton, N. C., area constitute the largest known domestic reserve of beryl and spodumene. The reserve is estimated to contain 90 million tons of pegmatic material with 1,280,000 tons of recoverable Li2O (lithia) as spodumene.1 The pegmatites also contain 0.4 to 0.5 pct beryl disseminated throughout the orebodies. The pegmatites may contain a potential reserve of 240,000 tons beryl, equivalent to approximately 34,000 tons of BeO. Different flotation methods for separating beryl from feldspar or quartz, or both, have been developed by various investigators.2,3,4,5,6,7 On the other hand, published information is limited on concentration of spodumene-beryl ores. As the response of beryl and spodumene to flotation is essentially the same, a successful separation of the two minerals depends upon use of a selective depressant or a selective collector for one of the minerals.

The self-diffusion coefficient of columbium has been measured over the temperature range 1535o to 2120°C, using the radioactive isotope Nb95 as the tracer. The data for the temperature dependence of the self-diffusion coefficient are best fitted by the equation D = (12.4 ± 0.8) exp [(-105,000 ± 3000)/RT] cm2/sec. THE increasing need for high-temperature structural materials has stimulated considerable interest in the properties of columbium, since it is a strong, ductile metal with a high melting point—in the vicin- ity of 2450oc.l One fundamental property which has not heretofore been measured is the self-diffusion coefficient. The self-diffusion coefficient plays an important role in theories of oxidatioq2 creep,' sintering4 and other phenomena. Accordingly, the investigation reported in this paper was undertaken to determine the value of the self-diffusion coefficient and its temperature dependence by the use of Mb95.

MUCH work has been done on the decomposition of the p phase at the eutectoid composition, 11.9 pct Al, in the Cu-A1 system by Smith and Lind-lief,' Mack,' Klier and Grymko,3 Haynes,4 and others. In all of the mechanisms proposed by these workers for the decomposition of the ß phase, it was stated that the a phase must precipitate rich in aluminum with respect to the equilibrium composition of 9.4 pct A1 at 565°C. To check this hypothesis, it was necessary to have a master curve relating equilibrium aluminum content of a to lattice parameters of a. THREE GENERAL REASONS exist for applying metallic coatings to steel: to improve its appearance, to resist corrosion, and to resist wear and abrasion. Coating steel with other metals to improve the appearance and to resist corrosion is an old practice; coating for resistance to wear is one of the newer development's' that has become of importance with the development of chromium plating. Coating for improvement in appearance is practically confined to electroplating. Metals like copper, nickel, silver, chromium, cadmium, zinc and tin, because of their pleasing color, are used for this purpose. But these metals are never quite corrosion-proof, except cadmium and zinc, when applied directly to steel. Improvement in color or appearance must be permanent and therefore corrosion-resistant and tarnish-proof. For this reason, with the exception of cadmium, zinc and tin, the above metals are used in combination to obtain appearance and resistance to corrosion. Resistance to tarnish is dependent on the property of the particular metal. Chromium, being nontarnishable, has made it possible to obtain combination coatings of copper, nickel and chromium, copper and chromium, or nickel and chromium, which improve the appearance and also resist corrosion and tarnish. Such coatings find a wide field in decorative work particularly the copper-nickel-chromium combinations, and when properly applied are very satisfactory.

There are in this country some 20 or 30 societies for engineers and engineering scientists. Most of these organizations are autonomous, and there is little or no cooperation among them. Many do not touch the lives of our Institute members. However, during the course of the years several societies closely associated with the AIME have banded together to handle specific situations where cooperation was necessary. It is believed by many engineers that the functions of these cooperative societies should be analyzed and a plan set up to unify the engineering profession into an organization similar to the American Medical Association and the American Bar Association. The preliminary study of the AIME Committee for Inter-Engineering Society Cooperation has indicated that the following organizations bear upon the professional lives of our members. Some of these are federated groups, such as EJC and ECPD; others are individual-member participation groups, such as the Founder Societies and NSPE.

Oil-well depletion curves, to be of value, should show when a well or lease may no longer be operated at a profit. The difference, at any time, between the total expenditures and the total income of a lease or well may be called the lease status. Plotting this lease status against time will give a curve subject to more accurate and different interpretations than the barrels-time curves. According to the hypothetical barrels-time curves shown in Fig. 1, well A, at the end of 16 mo., is producing twice as much oil as well B and will continue to produce for another year whereas well B will cease producing in about 6 months. The new entity, Yacimientos Petroliferos Fiscales Bolivianos, created in 1936 for the development and exploitation of all petroliferous zones of Bolivia, including those formerly belonging to the Standard Oil Co., is doing its utmost to bring about rapid development and by this means to create a new source of revenue for the State. With this in view, Y.P.F.B. has opened a new field in the Samaipata region, on the main road between Cochabamba and Santa Cruz. Installation of machinery has begun for the drilling of several wells on the five anticlines that occur in this region. Work has also begun in the Saipuru field, on the Santa Cruz-Charagua highway, which was discovered by the Standard Oil and temporarily abandoned. In this new field, a topping plant will be installed, to supply gasoline and kerosene to Santa Cruz. Explorations are also being made on the neighboring structures of Saipuru. At the end of 1937, the committee that is to study the region of the Chapare in the northeastern part of Cochabamba, was organized. The structures were studied 10 years ago by Kirtley Mather and other geologists. It is hoped that by March 1938 this camp will begin work, as this zone gives promise of being valuable. Development The capacity of the refinery at Camiri has been enlarged in order that it may supply all the needs of that region. In order that the supply of crude may be adequate, several wells that had been almost abandoned by the Standard Oil are being cleaned out. New wells have been located at this camp following the principal anticlinal structure, and during the first half of the year 1938 several wells will be drilled. The same program is being followed in Sanandita but on a greater scale, as the nearness of this district to the Argentine border, which is the best market for the Bolivian petroleum of the south, allows immediate sale of the petroleum. Possibly a new refinery will be installed at this camp, as the one now in existence is only a rudimentary distillery. At the Bermejo camp, which is farther south, intensive work is being done to bring the wells into production.
