Mr. Jones Wister, of the Local Committee of Arrangements, introduced the Hon. John C. Herman, mayor, who, in a brief address, extended to the members present a welcome to the city, of Harrisburg ; Lieutenant Governor Stone made an address of welcome on behalf of Governor Hoyt and the Commonwealth of Pennsylvania. President Metcalf responded, on behalf of the Institute, to the cordial addresses of the mayor and lieutenant-governor. AMERICAN participation in the World Engineering Congress in Japan will be generous. Nearly seventy papers have been prepared and for- warded for printing and the A. I. M. E. is well represented in the list. At our San Francisco meeting four of these will be briefly reviewed by the authors for the benefit of those who are unable to go on to Tokyo. They constitute a group dealing with the present economic status as seen by engineers of the world's iron, coal, petroleum and non-ferrous metals. Messrs. Leith, Smith and Tryon, Requa, and Probert have written papers that constitute a notable series. Messrs. Jeffries, Sweetser and Kinney, and other Institute members have written papers dealing more closely with technologic progress. The latest list of delegates and members is printed below, names of A. I. M. E. members being set in italics.

(New York Meeting, February, 1313.) I. INTRODUCTION. IN the metallurgical treatment of most metallic sulphides it is usually necessary to carry on a roasting-operation. In some cases the raw ore will have to be roasted.; in others the intermediary product, matte, produced in smelting the ore; again, both ore and matte may have to be subjected to oxidation at elevated temperatures. Most metallic sulphides, when given an oxidizing-roast, pass through the state of sulphate before they are converted into oxides. All metallic sulphates are completely decomposed by heat, with the exception of those of lead and bismuth, but the temperatures at which decompositions take place vary with the metals. Some metallic sulphates are converted directly into oxides, others first form basic salts. Alkali-earth sulphates show a behavior similar to that of metallic sulphates, while alkali sulphates do not part with their sulphur trioxide even at elevated roasting-temperatures. The older data on the decomposition of metallic sulphates by beat are only approximations. Thus Kerl 1 gives the order in which metallic sulphates are decomposed with increasing temperatures as (Ag2, Fe, Cu, Zn, Ni, CO, Mn, Pb) SO4. More recent statements give definite temperatures and modify the formerly accepted order of decomposition. But the temperatures given by various observers do not agree. The reasons for this are to be found mainly in the method and manner of carrying out experiments. Four methods have been used: 1. Nucleation theory is applied to martensite nucleation in substitutional iron alloys. Composition fluctuations are neglected, and a steady rate of nucleation is predicted for any composition and temperature. The maximum rate of nucleation (as a function of temperature) is shown to be measurable only for on extremely narrow composition range, being too great or too small outside this range. A number of experimental observations, including completely isothermal transformation in some alloys and composition-dependence of M. temperature in others, are compared with the calculated behavior. IN a previous report,¹ nucleation theory was applied to the formation of isothermal martensite in an Fe-Ni-Mn alloy. The experimental observations of Cech and Hollomon² were accounted for quantitatively. It now is of interest to examine the predictions of nucleation theory with respect to martensite transformation in substitutional iron alloys of other compositions. Since Fe-Ni alloys have received considerable attention, both as to their transformation kinetics and their free energies, they will be treated in detail, although the results apply with equal validity to other substitutional alloys. In substitutional alloys, where composition fluctuations can be neglected in volumes of critical nuclear size, the rate of nucleation of martensite in subcooled austenite is¹ n - Nv exp (—W*/kT) [I] where the free energy of formation of the critical size nucleus is W* = 8192 p (?² s³) [2] In the expressions for n and W*, the symbols have the following meanings: N is the number of atoms per unit volume; v, the atomic vibration frequency; 8, a function of the elastic constants of austenite and the shear angle of martensite; , the austenite/mar-tensite inter facial free energy; and ?fc is the free energy change per unit volume accompanying the transformation. Jones and Pumphrey² have determined the austenite to martensite free energy change as a function of nickel content and temperature for Fe-Ni alloys. Their expression is ?F = 2500 C + 1.25 (1 —C)?FFc cal per mol [3] where C is the atom fraction of nickel, and ?Ffe is the free energy change per unit volume for pure iron as tabulated by Zener4 (or, equivalently, Fisher"). From Eqs. 1 to 3, it is possible to calculate isothermal nucleation rates as a function of temperature and composition for Fe-Ni alloys. The only unknown parameter is (?² s³). The best value of this parameter for Fe-Ni alloys, determined from M. temperatures in a manner to be described shortly, is (?² s³)= 9.92 (10)21 cgs units [4] Taking this value of (?² s³), C-curves for isothermal nucleation were calculated for Fe-Ni alloys of several compositions, and are plotted in Fig. 1. It is evident from Fig. 1 that completely isothermal nucleation of martensite in Fe-Ni alloys can be observed experimentally for only a very narrow range of compositions. Cech and Hollomon find that a nucleation rate of about 10' nuclei per cc per sec is as fast as they can follow dilatometrically, and a rate of about 10-1 nucleus per cc per sec is about the slowest that can be measured conveniently. If the nucleation rate is to lie between the limits 10-1 10 the nickel content of an Fe-Ni alloy must fall in the atomic fraction range 0.299 5 C 5 0.302. Nickel contents lower than 0.299 correspond to nucleation rates too great to follow, and those higher than 0.302 to nucleation rates too slow to measure in a reasonable time.* In view of the narrow corn- position range in which successful isothermal measurements can be made, it is not surprising that only one substitutional alloy has been described' that comes close to being in the proper range.

The end of the war in Europe and the Pacific failed to curb the upward trend of production in Venezuela,- which easily surpassed that of any previous year. The total production for 1945 amounted- to 323,369, 430 bbl., which was 26 per cent over the total for 1944, the previous peak in the history of the oil industry of the country. This increase was caused mainly by the greater demand for petroleum in the last stages of the war; the fact that the danger from enemy submarines had been overcome, which allowed all oil companies to use increased shipping facilities, and the fact that more materials were available for drilling operations. However, the materials supplied were by no means adequate and considerable credit is reflected on the Venezuelan petroleum industry for the increased production obtained by utilizing all available equipment to its fullest extent.

DURING my recent extended visit to Australia and New Zealand, these notes on oil and gas prospecting in that part of the world were compiled from recent reports-press and government, from conversation with one of the financial leaders in the search for oil, and from personal observation of operations of the principal importers, blenders, and distributors of oil products; also from the astonishing testimony given by them to the Petrol Commission. Australia and New Zealand have practically no petroleum production beyond a few thousand gallons a year from wells in the latter Dominion. A FEW years ago, the writer encountered a, problem that, at first, seemed to be due to peculiar conditions affecting grain growth. Large cups made from heavy metal failed in the first drawing operation in the process of making seamless tubes. The metal, as cast, appeared to be sound and strong; it rolled successfully and withstood the first cupping operation, but on the first draw it failed, with a crystalline fracture. The failure appeared in the slightly worked part of the bottom of the cup, and microscopic examination revealed exceptionally large grains. Knowing the general conditions governing recrystallization of brass, which were later published by Matthewson and Phillips, an investigation was outlined with the idea of including various conditions under which new grains might form, and which would include the effect that a previous anneal might have upon the anneal following. These conditions were produced by annealing specimens of brass at five different temperatures, indenting them with a 10-inn. ball under four different pressures, and then reannealing at each of the five temperatures five specimens each of which had been annealed at one of the five temperatures.

AT its meeting on May 21, the Board of Directors approved the recommendations submitted by President Lovejoy and named a nominating committee for the year that is especially well distributed as to major technical interest and as to geography. As may be seen from the list published herewith, two come from the East, two from the Midwest, and three from the far West. Mr. Linton, the chairman, has been a valued member of the Institute for 36 years. A memorandum drawn up by Paul D. Merica, representing the A.I.M.E., and W. R. Barclay, representing The Institute of Metals of Great Britain, setting forth a reciprocal plan for special memberships in each Institute for members of the other, was discussed. Both societies already have formally approved the plan in principle and Dr. Merica was clothed with full authority to agree on a few small details that have not been settled, and conclude the arrangement in behalf of the Institute.

JAPAN'S iron and steel industry has always been closely connected with military strategy. Many years ago it became evident that the country's iron-ore resources were too small to support any extensive industry. As a result a belief in the imperative necessity of securing such resources has influenced Japan's political and economic policy in the Far East. Iron-ore developments in China are too well known to need repeating except to note that they have been rather unsatisfactory to both China and Japan. The ore deposit at Tayeh, in China, is not as large as was first believed and, though that and other sources of supply in China proper are now furnishing Japan a little more than a million tons of ore yearly, it cannot be counted upon as a large permanent source of supply. The deposit in Shantung proved so disappointing on further exploration that operations there have, so far as I know, long since ended. The operations at Pen-bsi-hu, in South Manchuria, which C. F. Wang de¬scribed in the A.I.M.E. TRANSACTIONS for 1918, Vol. 59, were reported to have yielded 84,000 tons of pig iron in 1928 and about 50,000 in 1935, so they seem to be going back.

"HEREDITY"' in cast iron has been a subject of much discussion. Numerous experimenters have found that the properties of gray iron may vary greatly without corresponding variations in composition or thermal treatment. The main structural difference in such cases is in the size and distribution of the graphite flakes and the explanations given usually attribute this difference to some chemical element not shown by ordinary analysis or to some physical factor, such as inclusions in the melt. It cannot be said that any of these theories is completely satisfactory. Much remains to be learned about cast iron and for this reason a study of the material was undertaken as a part of the program of fundamental research at Battelle Memorial Institute. A review of the literature indicated that very little systematic work had been done on the mecha-nism of freezing in cast iron. The experiments described below are largely concerned with that problem.
