WHEN the roughing tables operated in 1923 were abandoned, all the coarse iron pyrite for-merly removed by the tables had to be ground to flotation size, which caused an increased power con-sumption of 2 kw.-hr. per ton. Recently, by increasing the tonnage, this has been reduced to a total of 16.6 kw.-hr. per ton. The cost of repairs has been slightly reduced by using an alkaline circuit instead of the acid mine water used in 1923. Other economies from elim-inating roughing tables and the finishing tables have more than compensated for the extra grinding and the total costs have remained practically the same, until the first part of 1927, when, with increased tonnage, the total cost has decreased to 72 cents and the repair cost to 9 cents. In 1923, with a combined gravity and bulk flotation flowsheet, the grade of concentrate was only 4.38 per cent copper. With preferential flotation this has in-creased to over 17 per cent copper. The tailing has decreased from 0.29 per cent -copper to 0.18 per cent. The copper recovery, instead of decreasing; as might be expected, has increased from 87.4 per cent to, 91.5 per cent. Since World War II we have all been treated to repeated public and private evaluation of the population explosion. Improvements in medicine and agriculture have brought greater life expectancy and a decreasing infant mortality rate. This has brought boom conditions to some areas-and pressures everywhere for the amenities of life: a little elbow room, a tree or a pot of flowers, space to hike or swim with some freedom have all become premium commodities. With this wish for privacy and attractive surroundings, people are being forced to move to once sparsely populated areas. Suburbs expand or sprawl, depending on the point of view. New country is touched by a freeway and houses and stores spring up overnight. Entire new cities are born to meet the increasing mobility of industry and its work force.

During the last two years, and especially during the last six months, a number of important articles upon the new methods for the desulphurization of galena have been published in the technical periodicals, particularly in the Engineering and Mining Journal and in Metallurgie. I proposed for these methods the type-name of " lime-roasting " of galena as a convenient metallurgical classification,'and this term has found some acceptance. The articles referred to have shown the great practical importance of these new processes, and the general recognition of their metallurgical and commercial value which has already been accorded to them. It is my present purpose to review broadly the changes developed by them in the metallurgy of lead, in which connection it is necessary to refer briefly to the previous state of the art.

GREAT emphasis is being placed today on petroleum as a source of chemicals. Such prominence is well merited, for rapid strides have been made in developing processes for the conversion of petroleum into synthetic chemical products, which are now being made on a huge scale. These marvelous accomplishments have resulted in some highly optimistic predictions as to what can be expected in the future. Many of these forecasts are well justified, but some writers, especially those contributing to the Sunday supplements and the popular-cience type of publications, have let their imagination run wild and present a rather distorted picture of the possibilities in this field in the postwar period. Commercial manufacture of synthetic organic chemicals had its beginning in England with the establishment of a plant by Sir William Perkin in 1857 for the manufacture of "Aniline Purple" or "Mauve." The preceding year he had discovered in the laboratory how this dyestuff could be made from aniline, one of the many derivatives of coal tar, and he soon made commercial application of his discovery. Influenced largely by his success, organic chemists began research on production of a vast array of synthetic dyestuffs, medicinals, flavors, scents, and explosives. Rapid progress was made and by the turn of the century hundreds of these products were being manufactured. Most of these synthetic chemicals were derived from materials obtained as by-products in the conversion of coal into coke. These by-products are generally referred to as "aromatics" and are obtained by processing coal tar recovered in the coking process, so they are popularly known as "coal-tar chemicals." During the early years of this century, coal-tar chemistry was the wonder of the age, and rightfully so, since the products so made seemed limitless.

This acronym may be readily deciphered, and it represents the programming theme for the SME Sessions at the Centennial Meeting of AIME in New York in 1971. The Concentration Committee thus charged out to grab, to induce, and to accept volunteered papers within that framework. The program for the Concentration sessions is in and hopefully all deadlines will be met as specified in the instructions to authors. Without spelling out what is to be seen and heard in New York, how well did the Committee satisfy the theme described in the title? Perhaps it was by virtue of the international makeup of the Committee (Member Dan Pickett is with the Mines Branch in Ottawa) that an international slate of authors was assured. Four countries are to be represented-Bolivia, Canada, Italy, and the United States.

In the spring of 1950, just two years after the inauguration of the domestic uranium program by the U. S. Atomic Energy Commission, the company entered the uranium mining and milling business through a newly formed subsidiary, Climax Uranium Co. This was the first venture into a new field of mining for Climax, which became the first old-time mining company, other than the vanadium producers, to become active in the embryo uranium industry. Twenty-five years earlier, Arthur Bunker, president of Climax Molybdenum, organized and operated the U. S. Vanadium Co. at Rifle, Colo. With this background, he viewed the budding industry of the Colorado Plateau with much interest. Upon its formation, the new subsidiary entered into a con- tract with the U. S. Government and the potential uranium-vanadium properties of Minerals Engineering Co. were assigned to Climax Uranium Co. Funds for the construction of a processing plant and working capital were advanced by Climax Molybdenum Co. The old sugar mill building of the Holly Sugar Co. in Grand Junction was leased to house the extractive plant. Construction of facilities, which were based upon a new process developed for the treatment of both uranium and vanadium ores, was completed and the mill was placed in operation early in 1951. Subsequent to that time several alterations were made and the capacity of the plant increased. In terms of recoveries, the plant has proved to be one of the most efficient on the Colorado Plateau

No devclopment of major importance has been made in the south central fault-line district of Texas during 1939. Four new fields have been discovcred, all of which appear to be of minor importance, with small wells in the Navarro sand, the Taylor marl or the Austin chalk. Drilling along the fault line has not developed any new prospects in the Edwards lime, the most prolific producing horizon of the district. At the close of the year, a few deep tests for lower producing horizons have been projected and should prove to be of interest, and plans are under way for further development of the Pearsall field, which has been under the control of a single company until recently. Production from the 46 producing fields was maintained at 8,460,000 bbl. for the year, a decrease of approximately 400,000 bbl. under 1938. This decrease is due in part to natural decline of production and in part to decreased allowed production. Approximately 55 producing wells were completed on proven acreage in the Darst Creek and Salt Flat fields. No new lease plays were made during the year, although approximately the same amount of land, 600,000 acres, remained under lease during the year. Some geophysical operations of various types were carried on along the fault-line area itself and also in the Edwards plateau and in the area south and southeast of the main fault line.

I. INTRODUCTION There is no question that the choice of an appropriate discount rate is a critical element in virtually all business decisions in extractive industries. The standard textbook approach relies on a single overall cost of capital for an entire firm, itself a weighted average of the firm's cost of debt and equity. But a single rate is appropriate only if the commercial risks and financing structures are similar for all projects under consideration. In extractive industries, appropriate discount rates are likely to vary greatly from project to project. Risks of projects differ markedly by mineral, by country in which the project is located, by stage in production, and by position in the project's life. Further, for a variety of institutional reasons, financing structures vary greatly in relation to these same variables and thus the discount rate appropriate to the entire investment and, in particular, to the sponsor's equity investment will vary even more markedly. Failure to select discount rates which reflect these differences can result in extremely distorted decisions. Our interest in this subject results from our ongoing research on alternative ownership and financing structures for large scale extractive ventures in less developed countries where risks to the various participants--the sponsors, the financiers, and the host government--vary dramatically with the different options. Given the magnitude of these differences, a single discount rate for all options is clearly inappropriate. However, there appear to be few guidelines for practicing managers to follow in setting appropriate rates. In this paper, we take a first step in this direction.

THE testing of flotation oils has occupied a large part of the time of the testing departments of various companies using the flotation process in the beneficiation of their ores. The great differences in ores and iii oils has made such work necessary as it has not been possible to select the oil best suited for the purpose without trial of many kinds. In fact, individual shipments of flotation oils from the same manufacturer will often differ so radically that the mill men have been forced to test every lot of flotation oil before its use in the mills. Further, although almost every imaginable product of the distillation of wood, from alcohol to pitch, has been tested in a more or less perfunctory manner by various people, few companies have allowed the results of their tests to be made public. This work was undertaken for the purpose of obtaining reliable data regarding the value as flotation agents of a number of products that are obtained from the distillation of wood by different methods, and incidentally to determine whether some of the products not used at present could be used. Large quantities of such materials are being wasted or burned in the wood-distillation plants of the United States, and if some use other than fuel could be found for these materials, such a use would represent a distinct saving to the country as a whole, would increase the profit of wood-distilling plants now operating and perhaps make it possible for others to operate which at present cannot do so except at a loss. At the same time it was thought that if such products can be used as flotation agents, then their use would serve to increase the number of oils and other products available for flotation purposes. Continuous mining has revolutionized the coal industry but intensified the problems of earlier mechanization. From the installation of the first miner, it was recognized that face ventilation would be one of these problems. To establish an efficient work cycle for the equipment being used, conventional mechanized mining provides four or more development faces. Continuous mining, relying on a single machine, requires only one face, although more than one can be driven alternately by the same machine. In gaseous areas mined by the older methods, the intermittent rate of exposure allows time for the face to bleed off or be cleared, and the width obtained with conventional units makes it possible to hang a brattice line almost to the face. Continuous mining increases the ventilation hazards; there is no margin of time, and very limited space. For all practical purposes, continuous miners available today can be grouped into two major types, rippers and borers. The two can be further classified, respectively, as flexible and rigid. Both types have been in operation in U. S. coal mines for the past five to ten years in a number of seams, under various conditions ranging from slightly gaseous to very gaseous. Common methods of face ventilation utilizing jute or plastic brattice material for line curtains, stoppings, and checks have so far met with success. Air volumes to operating sections are greater than for conventional mining, and specific instructions have been given to section crews stressing the precautions needed in dealing with a steady rate of gas emission and the importance of maintaining reasonably air-tight brattice to direct a good steady flow toward the face at all times. Operators of continuous miners, as well as the foreman on each section, are equipped with an approved safety lamp for gas testing. REGULATIONS (proposed) for the location, drill-ing, casing, protection, operation, plugging and filling, and abandonment of natural gas and petroleum wells; having for their objectives. the protec-tion of life and property by prevention of intrusions of oil and gas into workable coal beds, and the conserva-tion of oil and gas resources in territory not underlain with workable coal beds. ARTICLE I Definitions Section 1.-For the purpose of these regulations (proposed), definitions are as follows: Well.-A bore-hole drilled for the purpose of developing natural gas or petroleum, or a bore-hole producing natural gas or petroleum. Well Operator.-Any person, persons, firm, partnership, corporation, company or association that proposes to, or does drill, operate, or abandon a well as herein defined. Coal Operator.-Any person, persons, firm, partnership, corporation, company or association that proposes to, or does operate, a coal mine in territory known or reputed to be underlain with oil or gas-bearing strata. State Mining Department.-The duly constituted authorities of a state having jurisdiction over coal-mining operations. Plat.-A map, drawing, or print made in accordance with the pro-visions of these regulations (proposed). Casing.-The pipe greater than 3 in. in diameter commonly used in wells drilled for natural gas and petroleum. Oil and Gas.-Synonyms, respectively, for petroleum and natural gas. Cement.-Hydraulic cement properly nixed with water only. Workable Coal Bed.-A coal bed in which, in the united judgment of the coal operator, the well operator and the State Mining Department, protection for life or property will be required when wells are drilled through it.

Fine coal cleaning by froth flotation has become common practice in the US with more than 73 kt/d (80,000 stpd) treated in this way. In spite of this large tonnage, developments in the automated control of coal flotation circuits have lagged significantly behind those for mineral systems. The primary reason is that instruments have not been available for the online measurement of carbon ash content or other critical variables in coal slurries. A second reason is that the influence operating variables have on coal flotation are not completely understood. During the last few years, some of the needed instrumentation has been developed, while an improved knowledge of the flotation process itself has occurred through mathematical modeling. As a result, certain control strategies for coal flotation are beginning to emerge. This paper attempts to evaluate several control strategies using a detailed flotation dynamic simulator, Dynafloat. After construction of a process matrix for the system of interest, promising alternatives for linking manipulated and controlled variables were analyzed. To develop combined grade and recovery control strategies, it was necessary to construct a grade/recovery map with the aid of the simulator to drive the system to known, final, feasible grade/recovery operating conditions. Finally, an advanced strategy that uses an on-line model to identify disturbances and take control actions is proposed.

THE utilization of rotary kilns, of the well-known cement type, for the preparation of iron ores, for the blast furnace, has become of considerable economic importance within the past 10 years in certain localities, notably those where the native ores are lean. Such kilns may be used simply for the agglomeration of ores too fine to be charged into the blast furnace (i.e., ores whose loss in the dust catchers is excessive, and whose fineness is detrimental to the working of the furnace), or for the desulphurization of lump and fine ores the sulphur content of which does not exceed 6 or 7 per cent. The desulphurizing action can be combined with that of agglomeration provided the kiln is sufficiently large. Other processes have been developed for the same purpose, but while I am not able to draw a comparison between them by reason of lack of sufficient data, it is safe to say that the kiln, if properly dimensioned for the character of ore to be treated, will compare favorably in its results, both as to economy and quality of product, with any other process. It is not, however, as well adapted for the treatment of flue dust, as is a sintering operation, on account of the large percentage of fine coke contained therein. Any combustible entering the kiln at its feed end renders the process very much more expensive and unsatisfactory on account of the difficulty of controlling the temperature, also because of the rapidity with which long "rings" form, due to the increased heat at the cooler end of the kiln. The greatest value of the kiln at present is in the treatment of pyrites cinder; that is, the residue from pyrites ore after the extraction of the greater part of the sulphur. This cinder, while high in iron content, has too much sulphur remaining in it to be allowed to form a large part of the blast-furnace burden, without further treatment. It will range in metallic iron from 42 per cent., representing a very low-grade cinder, from a domestic pyrites, to 64 per cent. of the residue from the best Spanish ore, and the corresponding silica content will vary from the maximum of about 25 per cent. to 1 ½ per cent. The residual sulphur depends largely on the type of burner used in the original desulphurization. In general, the leanest original ores retain the greatest amounts of sulphur. In

The principal washing problems in preparing coal for the synthetic fuel industry may be stated as: (1) ash removal for the Bergius process; and (2) sulphur removal for the Fischer-Tropsch process. A study is made of the effect of ash on oil losses during the elimination of the nonliquefiable portions of the coal in the hydrogenation process. The oil loss increases with ash content and results in increased consumption of coal, hydrogen, and power.

Operating data is presented for a Bird centrifuge used to dewater coal treated at one preparation plant. The data include: (1 ) percentages of solids in centrifuge feed, cake, and effluent and the plant circulating water for a period of four consecutive operating shifts, and (2) screen-sizing data for a number of centrifuge feed, cake; effluent, and combined cake-effluent samples. An evaluation is included of the relationships between fine solids in the centrifuge feed and the total moisture content of the centrifuge cake.

GENTLEMEN : It is my privilege to transmit herewith the reports for the calendar year 1932 of your Treasurer and the Chairmen of the following Standing Committees: Finance, Admissions, Membership, Papers and Publications, Library, and Mining and Metallurgy. To these reports you are referred for additional details of the year's activities. Finances.-Continuation of depressed conditions in the mining industry (in common with other industries) caused the income of the Institute to decline from $168,274 in 1931 to $138,331. However, economies were effected so as to reduce expenditures from $171,198 to $135,977. As a consequence the net result of the operations for the year was a-surplus of income amounting to $2,354 compared with a deficit of $2,924 in 1931. This gratifying result is accounted for in large measure by the foresight of the Finance Committee in anticipating a substantial decline in income and preparing the budget accordingly. Incidentally, the tentative budget for 1933 has been balanced at $125,000.

SUFFICIENT testing has been .performed with the Dutch State Mines Cyclone for thickening and desliming flotation feed at the concentrator of the National Lead Co., Tahawus, N. Y., to prove its application for this work. It is the purpose of this article to present some of the test results, operational details and advantages of cyclone thickening and classification. The metallurgy of the mill operation was described by Frank R. Milliken, assistant manager of the titanium division.

THE Joint Committee appointed to consider a Code of Ethics for Engineers recommends, after delib-erate consideration, that each participating Insti-tute or Society adopt the short simple Code of Ethics following this report. The Committee further recommends that the following method of interpreting and administering the Code be adopted by each participating Institute or Society after any necessary provisions have been, made in the Constitution and By-laws of the Organization. The President of each Society or Institute shall appoint a Standing Committee on Professional. Conduct, to administer the Code of Ethics. The duties of such a Committee shall be to interpret the Code and to render opinions on any cases of ques-tionable conduct on the part of members that may be submitted to the Committee. These interpretations shall be reported to the Executive Board of the Institute or Society who may approve these interpretations, or take such other action as may seem just and necessary. The reports of the Committee on Professional Conduct, when approved by the Executive Board, shall be printed in abstract and in anonymous form in the Institute's or Society's monthly journal for the instruction and guidance of fellow members. This Committee on Professional Conduct shall be appointed in each Institute or Society by the President holding office at the time of the adoption of this Code and shall consist of five member one appointed for five years, one for four years, a third for three years, a fourth for two years and a fifth member for one year only. Thereafter, the President then holding office shall appoint one member annually to serve for five years, and shall also fill any vacancies that may occur for the unexpired term of the member who has withdrawn. These appointments shall he made from among the older members of the Institute or. Society, so that advantage may be taken of their mature experi-ence and judgment. The Committee after appointment shall elect its own chairman and secretary. The Committee shall have power to secure evidence or other information in any particular case not only from the organization's own members, but if it should seem desirable, from men in other professions. The Committee may also appoint sub-committees to consider certain cases when deemed necessary.
