THE problem of establishing practical techniques for evaluating natural corundum ores arose from the desire to improve the existing purchase specifications for crystal corundum procured by the Federal Government for stockpiling. Such purchase specifications had been developed for a large number of products, including minerals and ores considered to be critical and strategic because of the country's dependence on foreign sources of supply. It will be apparent to anyone considering the subject of purchase specifications that the determination of whether or not a submittal meets the specifications is a prime consideration. Consequently satisfactory specifications for minerals should not only incorporate physical, chemical, and mineralogical requirements that are practical but should also establish the means by which both buyer and seller can be assured that materials meet stated requirements.

This paper states the theory underlying the design of two kinds of dimensionally scaled models of parts of idealized oil fields. One of these simulates an oil well and its surrounding sand for a distance of 16 ft. radially from the well. The other model simulates linear flow through layered sands. Construction and operation of the models are described and typical data are given. The unique features in the design of the models are: (I) the treatment of the permeability-viscosity quotient as a single variable and (2) the use of previously reported experimentally developed relations between relative permeability and saturation and capillary pressure, saturation, porosity, permeability and interfacial tension. The models at present simulate flow of oil and water only, through unconsolidated sands. They are superior to unscaled models, which may give rise to erroneous conclusions. The models are designed to study the desirability of various methods of well completion and the effects of various factors on recovery of oil from layered sands. Introduction Recent work on the fundamental behavior of flowing mixtures of fluids in sands has resulted in the development of some new theory in this field, much of which has been presented in previous papers.l-4 However, the application of this theory to the behavior of oil wells or oil fields has proved too complicated for ordinary mathematical techniques, except in very highly simplified cases. A practical solution to this problem appears therefore, to lie in the use of dimensionally scaled models of elements of oil fields. The object of this paper is, first, to present the theoretical and experimental basis of the design of such models, and, second, to describe their construction and operation. Experiments now under way on the models already built will yield material for other reports, which will be devoted to interpretation of the results in terms of oil-field behavior. So far, simple dimensional models of two kinds have been built and are being operated. These models represent different parts of an idealized oil field but obey the same underlying theory. The only fluids represented are oil and water, since certain questionable approximations are necessary for gas-liquid systems. General Theory Dimensional models have been used in other fields for a long time, and their theory is adequately given in the literature. 5 Here, it suffices to state that each physical element entering into a dynamic relation may be given a definite description in terms of three fundamental, but arbitrarily chosen, dimensions. These usually are mass, length, and time, symbolized here by the small letters m, I, and t. Two systems are said to be dimensionally similar or dimensionally scaled if for each element in one system there is a corresponding element in the second system and the ratios of the numerical magnitudes of corresponding elements are constant for all elements of the same dimensional type.

The recent dedication of Magma Copper Co.'s San Manuel, Ariz., electrolytic copper refinery and rod casting plant marks the culmination of a three year, $250 million expansion-modernization program. The new facilities will eventually permit an annual production of 200,000 tons of marketable copper for direct sale to fabricators. The Newmont Mining Corp. subsidiary will produce and market continuous cast 5/16 in. copper redraw rod, full plate cathode copper and sheared cathode plate under its own brand name. Among the four largest in the nation, the new refinery and plant, was built at a cost of $34 million and will be fully automated. In addition, all materials used in the plant will be recycled and no waste, discard or emissions will occur.

BETTER understanding of solid surfaces and their associated adsorption products is of both academic and practical value. The study of detergents and their behavior in cleaning surfaces is fundamentally related to the nature of the products adsorbed and their ability to compete for certain surfaces. Similarly in flotation, the nature of the adsorbate before and after adsorption is basic to clear understanding of the process. The recently developed pellet technique1,2 employing infrared spectroscopy provides a powerful tool for the study of solid surfaces. Absorption bands, which are infrared-active, may be observed for adsorbed products. Also any changes in the surface substrate that occur as a result of adsorption may be detected by means of differential spectra. In applying the pellet technique to solids of large surface area, French and his coworkers3 have surveyed the adsorption of organic flocculants on clay minerals, oleic acid on fluorite, and ammonia on cracking catalysts. Recent work on application of differential infrared spectroscopy to the study of solid surfaces' has demonstrated that the difference between a sample and a reference can be obtained with double-beam instrumentation. In this way displacement of surface products, adsorption of new products, and differences in the substrate, if any, may be detected. Experimental Procedure: Potassium iodide pellets were used in this study, prepared from recrystallized analytical reagent grade KI. Grinding was carried out in a Fisher mechanical agate mortar. Two-gram plates containing the solid under study were pressed in a special evacuated die constructed in the laboratory at the University of Utah." Concentration depended on the solid in question. Zinc sulfide and willemite are sufficiently transpar- ent in the infrared region for concentrations as high as 20 mg of mineral in 2g of KI to be used. Zinc oxide is even more transparent, permitting concentrations as high as 60 mg in a 2-g plate. For non-differential operation, however, much lower concentrations (2 to 10mg/2g KI) had to be used. Spectra were obtained on a Per kin-Elmer 21 double-beam recording infrared spectrophotometer. A sodium chloride prism was used giving a spectral range of approximately 2 to 15 v wave length. For differential runs a resolution of 1000 was used and the scanning speed was controlled commensurate with instrument response. The response was checked continuously and each spectrum was repeated several times. For nondifferential runs a resolution of 927 was used. Zinc oxide used was analytical grade oxide fume. The zinc sulfide was precipitated from solution with analytical grade zinc sulfate and sodium sulfide. The precipitate was washed and centrifuged several times and dried. Before use the precipitate was washed in dilute HCl and then treated with saturated NH4Cl to remove any bulk oxides and sulfates. X-ray patterns of the precipitate were comparable to that of the natural mineral sphalerite. Most previous work on sedimentation of coal1 and mineral2,3 suspensions has been conducted in graduated 1-liter glass cylinders of 6-cm diam. With this type of large container it is often difficult to see through the suspension and tedious to perform a large number of tests. Furthermore, the heavy glass walls and the graduation lines of glass cylinders cause internal and stray reflections, respectively. To obviate these difficulties, an Atlab Emulsion Viewer from Arthur H. Thomas Co. was adopted as an alternative apparatus. Equipment: The viewer,4 shown in Fig. 1, consists of: 1) a stainless steel frame rack holding 21 flat-bottom Nessler tubes or an ungraduated replica 1.64 cm ID and 1.80 cm OD, 2) a movable masked 150-w lumaline lamp behind the tubes, and 3) a scaled glass panel with 100 vertical divisions in front of the tubes. The tubes are snugly held by springs in slots formed by spacer bars, which also serve as shields to eliminate stray light. The lumaline lamp is mounted behind a slit in a movable housing so that it can be positioned behind the suspension to be examined. The lowest or 100-division line on the front glass plate is leveled with the upper side of the bottom of all tubes. The scaled portion of each tube, roughly 19 cm high and 40 ml in volume, is used to study coal and mineral suspensions.

Quietly picking his way through the thorny thicket of conservation issues is William E. Ruckelshaus, director of the Environmental Protection Agency in which President Nixon gathered the various anti- pollution units from the Interior, Commerce. Agriculture and Health. Education and Welfare departments. Mr. Ruckelshaus. EPA's first administrator, moved over from being Assistant Attorney General in charge of the civil division at Justice to this new post. Essentially, EPA is charged with administering swiftly proliferating antipollution programs. This means policing industry cities, farms and everything else. Ruckelshaus has been quietly fitting together the various pieces of this new agency, pulling then1 out of other Federal departments. Some 5800 employees are involved. The budget in 1971 for these segments will total about $1.5 billion.

Modern technology has provided the world with many innovations to improve living standards, ease of job performance, efficiency, and managerial control. While not expected to compete with the computer revolution, Kerr-McGee Coal Corporation has found a way using laser technology to solve one of their haulage problems. Operating successful and profitable surface coal mine facilities in Wyoming's Powder River Basin require economies of scale, flexibility of operation, conscientious cost control, and ever-present innovative effort. Because haulage costs are the major source of expenditure in surface mining, Kerr-McGee recognized early the need for maximum haulage productivity and the economies of scale provided by large haulage trucks. Special conditions that exist in the Powder River Basin coal fields require consideration. The coal thickness (up to 100 feet and more) and varying depths of overburden dictate that a haulage unit with good gradability characteristics be used to avoid undesirable long ramps. Two and often three coal seams are encountered by most mines, which necessitates operating from several coal and parting faces simultaneously. This situation consumes much space, and to minimize the scope of problems, a coal haulage unit with good maneuverability and stability is needed. Finally, the low density of coal (±1500 pounds/loose cubic yard) demands a large volume capacity to utilize truck load carrying capability effectively. These conditions prompted Kerr-McGee to select unitized two-axle bottom dump trucks of the 160-170 ton size for primary coal haulage at its two Gillette-area mines. THREE surface activity procedures are in com--L mon use for the determination of diffusion coefficients in solids. In the oldest of these' the activity observed at the original surface is compared before and after diffusion, where all the activity is in a thin, plated layer on the surface before diffusion. Partial absorption of the radiations from active atoms which have diffused below the surface reduces the effective activity after diffusion. The formula employed to calculate the diffusion coefficient is where F, is the ratio of final to initial activity at the surface, measured with identical counting geometry; Z=u3Dt, where D is the diffusion coefficient; t is the diffusion time; and u is the absorption coefficient for the radiation in the solid as defined by Lambert's law. This absorption law implies that all the rays are parallel to each other and normal to the specimen surface. This assumption of a collimated beam used by Steigman, Shockley, and Nix has been adopted by all other investigators and, although it gives results which are approximately correct under restricted physical conditions, it does not represent many actual circumstances. It is the purpose of this paper to show the importance of the divergent rays and to indicate a procedure for taking them into account. In the residual activity method the activity is determined on a series of surfaces ground on the specimen at progressively greater depths in the diffusion layer parallel to the initial surface. Gruzin2 has de- rived a formula for this procedure, which may be put in the form where I is the ratio of the activity measured at a newly ground surface at distance k below the initial surface to the activity at the initial surface measured after diffusion, and K= k/2p Dt. A third procedure involves the autoradio-graphic determination of activity on a plane ground at a small angle to the initial interface through the penetration zone. Aut oradiography can be particularly sensitive to the oblique rays. Unlike most counters which detect essentially all ß particles or X-rays which enter the active volume as a single event, the photographic emulsion may be thin enough so that oblique rays with longer path length in the emulsion produce more darkening than rays which move normal to the film plane. Consider a plane containing a source of radiation uniformly spread over a circle and a point counter located on the perpendicular through the center of the circle. As the counter moves along this line, the total angle 6, at the counter subtended by the specimen will vary. For a fixed counter distance, let 6 be angle between the counter axis and the line connecting the counter to a point P on the active plane. This report describes the progress made in the research work on the development of a new method for preparing lower-cost titanium tetrachloride and preparing titanium oxide pigment. One of the requirements for the commercial production of ductile titanium in the process used by the Bureau of Mines is a source of lower-cost titanium tetrachloride. The production of ductile titanium by a modification of the Kroll1 process, recently developed by the Bureau of Mines, requires such a source of lower-cost titanium tetrachloride to make it commercially feasible. This report describes the progress of work done at the Mississippi Valley Experiment Station at Rolla, Missouri, on the development of a new method for preparing titanium tetrachloride. During the course of this research a new method for preparing pigment-grade titanium oxide was developed. At present, the price of technical-grade titanium tetrachloride is $0.32 a pound, which makes the price of the contained titanium $1.28 a pound.2 In addition, the titanium tetrachloride must be purified further before it is suitable for processing into metal, thus making its cost still higher.3 There were 8,562 tons of rutile produced in the United States in 1947, which was 900 tons in excess of that consumed. In addition there were 13,937 tons in various stocks, exclusive of the stocks in the Government strategic stock pile. No estimates of the domestic production of rutile are given for any of the prewar years. However, in 1939, 442 tons of rutile were imported as compared to 14,307 tons in 1947. One of the reasons for the large increase in the production of rutile is the working of the Florida beach sands for ilmenite, during which a considerable amount of rutile is produced as a by-product. It would be of value to determine methods for utilizing the excess production of rutile. The Arkansas titanium deposits in Hot Spring County produced commercial-grade rutile concentrates from 1933 to 1942. These were sold mainly to England, Germany, and Russia.

So far as this office is informed, the mining engineers are a unit against licensing, but if we must be licensed the most innocuous law that has been submitted is the draft prepared by Engineering Council. This text is intended to provide the operator and turn-key contractor with the basic data for sizing vibrating screens to be used in ore crushing plants. The basic capacities, modifying factors, etc. used in the area requirement calculations were developed empirically and modified to their present values based upon years of practical applications. It must be pointed out that screening is much more of an art than an exact science, however, the information presented here should provide for reasonably accurate screen sizing when applied to metallic ores .

Doherty is Vice-chairman. C. E. Davies remains as Assistant Secretary, as do R. L. Sackett as Chairman of the Committee on Student Selection and Guidance, O. W. Eshhach as Chairman of the Committee on Engineering Training, and Karl T. Compton as Chairman of the Committee on Engineering Schools.

A UTILITY that has a large consumption of coal must insure an adequate and sound supply of fuel. The Detroit Edison Co., which has an annual coal consumption of about four million tons and spends approximately $32 million a year for coal, including freight charges, has developed a program for fuel procurement and for evaluation and selection of fuel for reliable and efficient plant operation. Fuel Procurement Coal Purchasing Division: The Fuel Supply Div. of the Purchasing Dept. combines all of the procurement functions in one group, which must maintain adequate stocks of fuel. In addition to its usual purchasing duties, the division also governs transportation, follow-up, invoice and freight bill, in cooperation with the Accounting Dept. The Fuel Div. is comprised of the fuel agent, an assistant fuel agent, a coal buyer and five coal clerks, who follow the movement of each car, initially approve freight bills and invoices, and file claims whenever there is a shortage of one ton or more. The fuel agent reports directly to the purchasing agent of the Company, and all major programs are planned jointly with the chief purchasing officer. The apparent individuality of the fuel section is necessary because of the tremendous volume of coal cars handled each day, sometimes as many as 500, which must be handled promptly to complete the fastest possible move from the mines to the plants. Determining Annual Coal Volume: Through the combined studies of a Production Dept. Load Committee and the Controller's office, accurate predictions of coal requirements for any given year are provided the Fuel Dept. from 12 to 15 months in advance. This is divided into the requirements of all individual power plants and central heating plants. This in turn determines the quantity and quality for plants whose specific fuels vary with the type of equipment installed. In the Detroit area, which has a high industrial load, early estimates of annual coal consumption usually are resolved at the end of the year within 4 or 5 pct of the original plan. Operating in a highly developed industrial area eases the task of estimating primary output; and, with the residential demands increasing in a steady and fairly well-defined pattern, the overall coal schedules are not subject to radical changes during any given year. Selecting Suppliers: At any time, but especially during or before an emergency, the coal supply factor must be made secure. This is particularly true in the procurement of utility fuel. There are always extreme quantities of so-called "bargain" coal available during the buyers' markets, such as recently prevailed. These opportunistic offerings may be considered a means of averaging down overall price, rather than as a steady and dependable supply source. Coal is purchased on contract from mine operators and sales agents who have proved reliable. They are not opportunists who desert for higher dollars in times of duress; they do not fail to fulfill contracts when markets rise or overship when markets dip. The progressive operator today who is willing to expend capital to improve quality and service deserves much more consideration than a matching of short-term pennies. When a company has a high volume of annual needs, all phases of the mine supply must be considered. The mine must be able to produce the quality required at a fair price and be able to sell oversizes of coal in enough volume to screen sufficient nut and slack. It must crush coal and sell mine run at prices in line with competitive nut and slack and be willing to do so when there is no demand for prepared sizes. Determining Price: The public utility is in direct competition with any of its customers who can, if savings are guaranteed, generate their own power. Today, to a greater extent than ever before, private industry must do a better overall job than Government-controlled operations. The price of coal must be realistically balanced with the price paid by almost all industries and the railroads as well. The supply-demand ratio in coal is not difficult to discern. Careful estimates indicate that during 1942 new discoveries and extensions in West Central Texas added oil reserves slightly in excess of the eight million barrels produced. Drilling activity fell 40 per cent below 1941 and 82 per cent below the normal drilling activity of the late 1920's. Total production for the district continued its downward trend, now being less than % of the 42.7 million barrels peak in 1921. Rapid revival of activity is not probable under existing conditions, as costs of discovery, development and operations on the average probably now exceed current market price for the oil, the latter having remained constant since the spring of I941. Costs have advanced materially since the third quarter of 1941, when reports to the Tariff Commission indicated a margin of profit of 13.3 per barrel. Physical as well as economic conditions are holding back the amount of drilling in this district. The lenticular sands are not suited to 40-acre spacing regulations. There is no surplus of experienced oil-field labor. To reduce costs, much second-hand material is used for all except the deeper wells.. Price controls have retarded movement of used equipment by prescribing maximum prices that arc too low for the better grade materizl, thus making , owners reluctant to sell. On the other hand, buyers are unwilling to pay ceiling prices asked by sellers for poor material. Seventeen new oil fields and five new gas fields were found during 1942. Extensions and deeper 'drilling brought favorable results in eight older fields. The most significant new developments appear to have been in Coleman, Jones, Shackelford and Taylor Counties. A 5800-ft. completion in Wise County brought this county into the producing column for the first time. None of these new discoveries can he rated above one million barrel reserve on the basis of present development. Probably the most important development was discovery of a deeper pay (Gunsight lime) in the Wimberly field of Jones County, which shows promise of producing over an area of about 1000 acres. Jones and Shackelford Counties still lead the district in total annual production. Discovery of the Reddin pool, north central Taylor County, is credited to geochemical methods, making one success out of five or more wildcats based on such methods. Geophysical surveying increased decidedly during 1942 and returns from these studies are expected during coming years. Most of the wildcatting in the district is still based on surface and subsurface geological structural mapping, study of log data as to distribution of prospective producing reservoirs, and drilling in proximity to previous showings of oil and gas. Careful estimates indicate that during 1942 new discoveries and extensions in West Central Texas added oil reserves slightly in excess of the eight million barrels produced. Drilling activity fell 40 per cent below 1941 and 82 per cent below the normal drilling activity of the late 1920's. Total production for the district continued its downward trend, now being less than % of the 42.7 million barrels peak in 1921. Rapid revival of activity is not probable under existing conditions, as costs of discovery, development and operations on the average probably now exceed current market price for the oil, the latter having remained constant since the spring of I941. Costs have advanced materially since the third quarter of 1941, when reports to the Tariff Commission indicated a margin of profit of 13.3 per barrel. Physical as well as economic conditions are holding back the amount of drilling in this district. The lenticular sands are not suited to 40-acre spacing regulations. There is no surplus of experienced oil-field labor. To reduce costs, much second-hand material is used for all except the deeper wells.. Price controls have retarded movement of used equipment by prescribing maximum prices that arc too low for the better grade materizl, thus making , owners reluctant to sell. On the other hand, buyers are unwilling to pay ceiling prices asked by sellers for poor material. Seventeen new oil fields and five new gas fields were found during 1942. Extensions and deeper 'drilling brought favorable results in eight older fields. The most significant new developments appear to have been in Coleman, Jones, Shackelford and Taylor Counties. A 5800-ft. completion in Wise County brought this county into the producing column for the first time. None of these new discoveries can he rated above one million barrel reserve on the basis of present development. Probably the most important development was discovery of a deeper pay (Gunsight lime) in the Wimberly field of Jones County, which shows promise of producing over an area of about 1000 acres. Jones and Shackelford Counties still lead the district in total annual production. Discovery of the Reddin pool, north central Taylor County, is credited to geochemical methods, making one success out of five or more wildcats based on such methods. Geophysical surveying increased decidedly during 1942 and returns from these studies are expected during coming years. Most of the wildcatting in the district is still based on surface and subsurface geological structural mapping, study of log data as to distribution of prospective producing reservoirs, and drilling in proximity to previous showings of oil and gas. Fourteen years ago, J. B. Warriner presented before the Institute a paper on anthracite stripping,' describing the progress of stripping in the Anthracite Region from its beginning with an old quarry stripping at Summit Hill, which was operated more than a century ago, through various types of strippings used in 1917. This paper will briefly review the status of anthracite stripping methods from 1917 to the present day and describe in detail the stripping operation of The Hudson Coal CO. at Clinton collicry. It is not intended as a review of the work in the district—that would require a much longer paper. History and Statistics Mr. Warriner said, in part: "The sizes of shovels have gradually increased until now 70 and 80-ton shovels are the rule and larger equipment is coming in." He also referred to a large electrically operated dragline which weighed about 225 tons and had an operating radius of 125 ft. In 1917, a number of strippings used shovels of various sizes, ranging up to the 60 Marion and Bucyrus 70-C railroad type. Material was hauled away in narrow-gage side dumpers, usually of 4 or 5 cu. yd. capacities. Star-type churn drills with 4-in. bits were generally used for drilling purposes. Since 1917 wages in the anthracite field; have increased, but the higher operating costs of strippings are now being successfully combated by continuous improvements in stripping equipment, such as the development of the caterpillar or crawler shovels, the use of larger cars, better drilling equipment, the introduction of shovels of increased capacity and the adoption, in a number of instances, of standard-gage equipment for transportation. In 1918 another large dragline was introduced in the southern fields, which had been in service in the Middle West and is in use today, dipping vertically about 180 ft. to raise coal out of a stripping. About 1918, small shovels with caterpillar traction were introduced. In 1922 the 6-in. well drills began replacing the 4-in. drills, with an attendant saving to the operators. About the same time A. ATLAS shaft was sunk to explore at depth a portion of the eastern end of the dry belt, or silver belt, of the Coeur d’Alene mining district. The Atlas mine is a mile east of Mullan and is on the south side of the Osburn fault. Equal partners in the venture are Hecla Mining Co., Newmont Mining Co., New Jersey Zinc Co. and Atlas Mining Co., the financing being equally shared by Hecla, Newmont, and New Jersey Zinc. As outlined the project had as its goal deep exploration of prominent structures developed in the Atlas in upper levels. Plans called for deepening the shaft from the 800 level to the 2400 level with subsequent drifting, crosscutting, and diamond drilling on the 2400.

The tests here described were rrlade to obtain information regarding costs, efficiency, etc. of baking cores in an oil-fired oven and two electric ovens, which were installed, early in 1920, in the core room of The Ohio Brass Co. and were used almost continuously during the rest of that year. Operating costs were rather high so a complete test was undertaken early in 1921. The ovens will be referred to as Nos. 1, 2, and 3. Nos. 1 and 2 are electric ovens of different makes while No. 3 is an oil-fired oven made by the firm that made No. 2. The three arc. equipped with similar ventilating devices. They have full-height doors at front and rear. The cores are placed on iron racks, which arc lifted by Cowan trucks and rolled into the ovens through the front doors. When baked, they are removed through the rear doors. Fig. 1 shows the general plan of the elecric ovens while Fig. 2 shows the plan of the oil-fired oven. Oven No. 1 is 91 in. (231 em.) wide, 83 in. (210 em.) high. and 79 in. (200 cm.) deep, inside measurements. The walls are constructed ill panels about 18 in. (46 cm.) wide and 43/16 in. (10.6 em.) thick, packed with blocks of insulating material and covered with sheet iron. Thc concrete floor oil which the owns set is 13 in. (33 cm.) thick. 4 recess about 5 in. (13 cm.) deep was cut in the floor to provide room for the heating units. Channels and plates supported on I beams serve as supports for the trucks and racks. The ventilating system consists of a Sirroco No. 11/2 fan, connected so as to draw air from the top of the oven or from the room, through damper C, and to deliver it either to the bottom of the oven or to the floor; the delivery is controlled by the vane A.
