Occasionally it is good to consider the past, assess the present and project the future. Curriculum, enrollment, matriculation of graduates and changes in industry which influence mineral education are all relevant for determining what changes will be needed in educational institutions to support growth and development in the United States. It would appear likely that with environmental pressures, energy needs with present stress in fossil fuels and general societal needs for metals and minerals that mining and metallurgical engineering faces a period of growth and may be on the threshold of a new era with a vitality that has not been enjoyed for several decades. The following information is based on material obtained through questionnaires received from twelve schools accredited in mining or mineral engineering (out of 18 in the U.S.), 2 not accredited and 5 which no longer have mineral engineering disciplines. The schools presented do not include the smaller nor larges of the undergraduate programs in mining engineering.

With the coming of the month of 'October the various sections are beginning active work for the winter. The Colorado, Washington, Montana, and New York Sections are all doing good work in raising funds for the hospital bed at Rheims which is to be a memorial to the members of the A. I. M. E. who gave their lives in the great war. We hope that all the other sections will begin to work with this object in view and will make even a better record than they did with the Belgian Relief Fund. It was with much regret that the President, Mrs. James F. Kemp, and the Secretary, Mrs. Sidney J. Jennings, were obliged to forego the pleasure of attending the Chicago meeting in September. They were, however, ably represented by Mrs. Arthur S. Dwight who gave an informal talk after which was formed the Illinois Section, which has our best wishes for all success-" Over the top and the best of luck!"

Oxidation rates of single-crystal and poly crystalline zirconium in oxygen at temperatures from 307° to 815°C obey the parabolic rate law for short ex-posure time, 4 to 6 hr. The activation energy for the oxidation of single-crystal zirconium between 420° and 790°C is 42.6 ± 0.7 kcal per mole, and in the temperature range 307" to 600°C the activation energy for oxidation of poly crystalline zirconium is approximately the same. The high-activation energy is indicative that diffusion through the bulk oxide film is the primary mode of mass transport for both types of metal. The higher oxidation rates for poly -crystalline zirconium in this temperature range were attributed to differences in the orientation of the grains in the metal with respect to the oxidizing surfaces. Above 600°C, vain growth was observed in polycrystalline zirconium, and the oxidation rates approached those of single-crystal zirconium. ThE kinetic data of previous oxidation studies1-' of zirconium in oxygen have been interpreted by both parabolic and cubic rate laws. There is some evidence that there is a transition from the parabolic to the cubic rate law at prolonged exposures, but the question is still controversial. For the parabolic rate law activation energies are reported in the range 18.6 to 35 kcal per mole, and for the cubic rate law in the range 38 to 47 kcal per mole. So far as the mechanism of zirconium oxidation is concerned, inert marker studies10,11 have indicated that the oxidation proceeds by oxygen (anion) diffusion through the oxide film toward the metal-metal oxide interface. Pemslerl2 observed that the orientation of the grains in the zirconium metal substrate affected the rate of formation of the oxide film on the surfaces of the grains and that the orientation dependence of the corrosion rate persisted beyond the initial stages of reaction. The rate of oxidation was a minimum when the c axis of the grain was parallel to the surface of the sample, and rose to a maximum when the c axis was inclined at about 20 deg to the plane of sample surface, and decreased again at higher inclinations. cox13 observed that in 300°C steam a thin oxide film was formed initially on zirconium and that this oxide film, which exhibited interference colors, became dark first along the grain boundaries and then over the whole surface in an inhomogeneous manner as the film thickened. Cox proposed a mechanism in which oxygen diffused along preferred paths created by grain boundaries in the metal and formed a much thicker film at or near the grain boundary than on the central zone of the grain. In the present study, the oxidation rates of single crystals of zirconium were measured in oxygen and compared with the oxidation rates of polycrystalline zirconium of the same bar stock. It was felt that such a comparison would elucidate the role of grain boundaries in the metal substrate. SAMPLE PREPARATION Single crystals of zirconium were prepared by following the procedure of I3apperport,14 starting with 1/4-in. rod purchased as crystal-bar zirconium. Zirconium rods 2 in. long were wrapped in tungsten foil and sealed in quartz tubes at pressures of less than 10-6 mm of mercury. Large single crystals were grown by thermal cycling above and below the a-/3 transformation temperature, 862°C. Several specimens were simultaneously subjected to the same cycling procedure, heating to 1200°C, holding for 4 hr, then cooling in the furnace and holding at a temperature of 840°C for 5 to 10 days. This cycle was repeated five or six times for each set of specimens. The grain size of the crystal-bar zirconium before thermal cycling was between 10 and 30 p. Fig. 1 shows the microstructure of an end section of as-received crystal-bar zirconium. A longitudinal section of each zirconium rod after thermal cycling was polished and examined under polarized light, see Fig. 2, and the largest single crystals were selected for this study. Zirconium rods 1/8 in. in diameter and 1/2 in. long with spherical ends were machined from the single crystals and from the as-received bar stock. An X-ray examination showed that the c axis of the single crystals made either a 34-deg or an 89-deg angle with the rod axis. The specimens were chemically etched for 2 min in solution consisting of 15 parts hydrofluoric acid (48 pct), 80 parts nitric acid, and 80 parts water. Albert Ludwig Serlo was born February 14, 1824, at Crossen-on-the-Oder. After completing his school-studies and his training as a mining official, he received in 1851 an appointment as Royal Manager of salt-works (Salinenfactor) and member of the Administratioll of Salines at Konigsborn, near Unna, Westphalia. The issue of new regulations for the training of higher State officials in the Department of Mining, Metallurgy and Salines, led him to pass in 1856 a special examination for the rank of Assessor, in consequence of which he was called to Berlin, to serve for a few months as an assistant in the Ministry of Commerce, which had charge of mining, etc. In the same year he became Bergmeister and member of the mining administration at Bochum, Westphalia, and in 1858 Oberbergrath and member of the provincial administration, called the Oberbergamt, having its headquarters located at Dortmund. Ossi E. Palasvirta (Development Engineer, Oliver Iron Mining Diu., U. S. Steel Gorp.)—The authors are to be congratulated for their interesting article, which thoroughly illustrates the variables inherent in filtration of taconite concentrate. The work and the conclusions based thereon largely parallel the test work done by the writer at the Pilotac plant" and the experience gained with a commercial size agitating disk filter in the same plant. At Pilotac, however, a thorough study was also made of the effect of depolarizing (demagnetizing) the filter feed, and it is the purpose of this discussion to comment on the merits of depolarization of the magnetite concentrate prior to filtering. The work at Pilotac was done in three phases: 1) preliminary laboratory testing with a circular filter leaf of 0.047 sq ft, followed by 2) plant testing using a 4-ft diam, single-disk agitating filter that was purchased on the basis of the pilot tests on the 4-ft model. In the laboratory tests depolarization was achieved by slowly withdrawing' batches of thickened concentrate from a coil producing an alternating field of about 300 oersteds. In plant tests the standard Pilotac procedure' was employed, wherein the pulp falls freely through the depolarizing coil. The preliminary tests in the laboratory at first seemed to indicate that although depolarization of the filter feed decreases the cake moisture, it also tends to decrease the thickness of the cake, thus decreasing filtering rate. The tests with the 4-ft disk filter soon showed, however, that the compactness of the cake, attained during the form period because of depolarization, permitted a considerable decrease in drying time without any sacrifice in final moisture content. Thus, the filter could be operated at a much higher speed, and the overall capacity was higher than with magnetized feed. Because of the great compactness of the cake there was little shrinkage during the drying period, which prevented cracking and subsequent loss in vacuum. This in turn permitted operation with as thick a feed pulp as the diaphragm pumps could handle, eliminating the necessity of pulp density control. On the basis of these findings, the 6-ft agitating disk filter has been operated at 2 rpm, using feed pulps varying from 65 to 73 pct solids. Initially Saran 601 was used as medium, but it was later replaced with a relatively open, tight-twist nylon cloth. Filtering rates up to 750 lb per ft- er hr can be attained with feeds averaging about 70 pct- 270 mesh, and there is no trouble because of cracking. The cake moistures vary between 8.5 and 9.5 pct. To recapitulate, the merits of depolarizing the filter feed may be summed up as follows: 1) The well dispersed pulp shows less tendency to settle in the filter tank. 2) The homogeneous filter pool results in more even cake formation. 3) Because of absence of flocs, great compactness of cake is attained during the form period. 4) The cake does not tend to crack during the drying period. 5) A drier cake is produced. 6) A shorter drying period is necessary, permitting higher operating speed, which in turn results in increased capacity. 7) Density of the feed pulp can be kept as high as the equipment can handle. This increases capacity, since it is directly proportional to the percentage of solids in the pool. A few tests were also made to study the effect of chemical flocculants on filtration efficiency. Results showed that the effects of chemical and magnetic floc-culation were quite similar. Thus the use of a floccu-lant would impair rather than improve the filtering of magnetite concentrate. A. F. Palasvirta for his comments, particularly in view of the encouraging results obtained with demagnetized taconite concentrate. In our studies an attempt was made to evaluate the effects of depolarizing the feed to the plant filters by passing the slurry through a coil, similar to the method described by Palasvirta. Unfortunately, in our experiments there were no startling improvements in performance level, neither cake rate increase nor cake moisture reduction. However, when slow filter cycle speeds were employed, the filter cake tended to crack and the vacuum level dropped, resulting in an increase in cake moisture content. When demagnetized feed was used during slow speeds, no cake cracking was evidenced and the vacuum level remained constant. Thus the depolarizing coil was found necessary only in cases of cracking. It should be noted that most of our test work concerned a feed of 85 to 90 pct —335 mesh and about 60 pct by weight solids concentration. This contrasts with 70 pct —270 mesh and 65 to 73 pct by weight solids as noted by Palasvirta. Reviewing both sets of results, it might be concluded that depolarizing may be successfully employed to alleviate cake cracking tendencies and may markedly improve cake rates and moistures on the coarser taconite concentrates. Further investigations may disclose the exact relationship of grind and pulp density to the depolarizing action.

It is known that austenitic chromium-nickel steels that have free carbide in the grain boundaries are subject to intergranu-lar corrosion. It is difficult to detect such a susceptible condition in a fabricated article because present test methods require a sample section for examination and in most cases this is difficult to obtain. The question of the nature and prevention of intergranular corrosion in austenitic stainless steels has been ably discussed by Bain and co-workers1-3 and by other investigator4-10 The present methods of study subject samples to corrosive conditions in such reagents as the Strauss solution, a mixture of copper sulphate and sulphuric acid. Such tests usually require at least 72 hr. to run. Various methods of measuring the degree of sensitization have been employed, such as the measurement of electrical resistivity, magnetic measuremerits, measurement of the degree of cracking produced on bending over a malldrel, and microscopic studies. The detection of carbides at the grain boundaries by metallographic polishing and etching methods is tedious and requires a skilled operator. A recent report on such methods of carbide detection is given by the American Society for Testing Materials Subcommittee VI of Committee A.-1011 and by Arness.12 The present investigation was undertaken to develop a simple test procedure for detecting carbide precipitation or susceptibility to intergranular corrosion. The test is designed for use in the plant and for the testing of fabricated structures. Carbide precipitation, the factor leading to susceptibility to corrosion, is produced by heating the alloy in the temperature range 800° to 1600°F., as in welding, in improper annealing or in service where such temperatures are met. The connection between such precipitation and susceptibility to corrosion has been thoroughly discussed, as has been the use of stabilizing addition elements to prevent precipitation. Experimental Method A small area of the steel under test is subjected to an anodic treatment in a cell that can be 'lamped Onto a a Or an actual structure. The cell and electrical circuit used are illustrated in Fig. I. The cell C is lead, joined to the steel plate D and insulated from it by a short piece of rubber tubing E. The cell is forced tightly against the steel plate by a spring Or clamping device. The seal formed by the rubber against the steel plate is sufficient to retain the liquid bath inside the cell. The spot treated can be made any shape desired, depending on the shape of the rubber gasket. The cell illustrated polishes a circular spot about 3/8- diameter' The bath consists of 60 per cent (by weight) sulphuric acid to which is added 5 ml. per liter of Glycyrrhiza extract (U.S.P.). The cell requires about 2 to 2.5

INTRODUCTION Chevron's Uranium Mill is located near Panna Maria, Texas; 70 miles southeast of San Antonio. Designed by Kaiser Engineering, the Mill will process a nominal 2500 dry T.P.D. of uranium bearing ore containing 15% uncombined moisture. Earl Torgerson, San Mateo, California, is the consulting metallurgist on process design. Feed to the plant consists of a mixture of high, medium and low grade sandy day ore; the average grade of the ore will be 0.7% throughout the life of the project. The ore is delivered to the mill via truck and stored by type in individual piles on a flat storage area. The ore is fed by conveyor to a semi-autogenous grinding mill. The SAG mill discharge slurry is pumped either to a storage tank or to the first of five mechanically agitated leach tanks where both H2SO and NaC103 are added. Following leaching, the slurry is mixed with thickener No. 2 overflow before being pumped to a six-thickener, countercurrent decantation circuit where the solution containing uranium is separated from the leach residue. The residue is washed essentially free of solubilized U308 values at the sixth thickener and discharged to an adjacent tailings pond. The first thickener overflow, containing approximately 0.4 grams U308 per liter, is filtered for clarification and sent to the liquid ion exchange (solvent extraction) section. The pregnant aqueous solution is mixed with organic solvent containing amine on which the complex uranyl sulfate ions are absorbed. The immiscible aqueous and organic solutions are mixed and separated in each of the four stages of solvent extraction. The final pregnant organic is directed to a stripping section. A strip solution containing (NH4)2S04 (ammonium sulfate) and NH4C1 (ammonium chloride) is contacted and separated from the organic in each of the four mixer-settler units. The strip solution is mixed with NH3 and the uranium precipitates along with trace amounts of sulfate, chloride, and ammonia. After washing in a thickener, the uranium precipitate or yellowcake is centrifuged and dried in a multiple hearth roaster. Overflow from the yellowcake thickener is recycled back to the stripping section of the solvent extraction circuit. The dried yellowcake concentrate contains more than 98% U308; diluents include H20, ammonia, chloride, etc.. Impurity concentratons in the product are sufficiently low, after drying, to permit direct shipment to refinement installations. ORE RECEIVING Ore from one or more mines will be stored on a pad adjacent to the uranium processing mill. Ore stored in the area may total 200,000 tons or more, which is equivalent to over a two month treatment reserve for the mill. In addition to providing surge capacity, the proposed storage facility permits natural oxidation of the ore and affords an area which, in turn, improve plant U308 recovery and reduces consumption of oxidizing reagents. The uranium bearing ore is segregated at the storage area into several distinct types. One group can be identified by its sandy, clay-like matrix and will be distinguished by its U308 concentration of high, medium, or low. Other ores contain substantial quantities of carbonaceous shale, typical of ore in the area. Feed is recovered from any one or combination of piles, in accordance with operating requirements and recovery factors. The run-of-mine ore, at 15% moisture, is transferred to a stationary, 24-inch by 24-inch grizzly. Undersize material falls into a 280-ton surge hopper located below grade, while oversize material is removed for preliminary size reduction. A sump-pump is located at the reclaim hopper to recover excess mositure and ore spillage for processing. Plant feed is continuously drawn from beneath the hopper at an average rate of 120 tons per hour by means of an apron feeder. The hopper is equipped with a low level safety system to protect the apron feeder assemble. The ore is transferred to a belt conveyor, elevated and discharged into a semi-autogeneous grinding (SAG) mill. Water addition at the discharge point is automatically controlled by a feed rate, moisture analyzer system located on the belt conveyor. GRINDING Minus 24-inch ore, at a rate of 120 mosit tons per hour and cyclone underflow at a rate of 137 moist tons per hour are combined with a controlled 186 gallons per minute fresh, warm plant process water. The mixture, at an average 68% solids, is fed to the SAG mill. The viscous mass is subjected to grinding at a temperature moderately above ambient resulting from use of the 140ºF well water. The 16.5'x5.0' Marcy Mill is driven by a 500 H.P. A.C. Motor. The mill will rotate at 73.4% of critical speed or 14.06 R.P.M. Eight percent of the mill's volume will be occupied by steel grinding balls; 22% by pulp. The mill is designed to rotate in either direction, in order to obtain maximum lifter and liner life. The SAG mill is equipped with a trommel having ½ -inch slots for removal of oversize material at its discharge and the large or oversize material is collected and either recirculated periodically or discarded. The undersize slurry is diluted to 64% solids with the addition of hot well water or mine water to the mill discharge sump. The flow is automatically controlled utilizing data from a gamma density meter. The slurry from the mill discharge sump is pumped to hydrocyclones to classify the particles. UNQUESTIONABLY the Coal Division has never had a meeting in which so many outstanding technical papers were presented of immediate practical application to problems of personnel, mining, safety, preparation, combustion, and carbonization. Should there have been those present with the lingering idea that all that was needed for success in the coal industry was a strong back and a weak mind they must have had a rude awakening.

A MEMBER :-I would like to call attention to the fact that the speaker has failed to indicate where is the center of gravity of the membership of the Institute, while he is dealing with this map. MR. PARKER :-I think you will find that a little further east. CHAIRMAN JAMES F. KEMP :-In connection with Mr. Parker's paper, I would like to inject a little matter of history into our program here, as regards the founding of the Institute. The credit for the founding of the Institute really applies to miners who were engaged in the anthracite coal region. The three men who signed the circular for the call for the meeting which brought the engineers to Wilkes-Barre in May, 1871, were Eckley B. Coxe, Richard P. Rothwell, and Martin Coryell.
