Once the draw process has begun in a block cave, it is very difficult to identify which regions of the cave have successfully propagated, where the caved material is flowing from and where it is flowing to. The uncertainty around cave flow increases as the cave is drawn and can be further compounded by poor draw control practices. These uncertainties make it difficult to plan effective draw strategies to control dilution, as flow model predictions tend to gradually diverge from the actual state of the cave. There have been documented occasions where observed caving phenomena, such as muck pile surface rilling, could not be reproduced with the cave flow models of the time. The ultimate consequence of cave flow uncertainty is generally manifest as higher dilution and lower grades.In order to measure the real-time flow of caved material within an active block cave, CRC Mining and Elexon have developed, together with Rio Tinto, a cave flow monitoring system called Cave Tracker, which is being trialled at Argyle Diamond Mine (ADM) in Western Australia. The Cave Tracker system at ADM comprises electronic ‘beacons’ that have been installed down long HQ diameter drill holes located above the extraction level. As the cave-back propagates and the rock mass fragments, beacons are released into the muck pile and flow along with the caved material to the drawpoints below. At Argyle, the beacons are configured to emit a signal every three days. These signals are picked up by detectors installed on the extraction and undercut levels, allowing the positions of the beacons to be determined.By examining the real-time material flow in different regions of the cave, flow mechanisms can be better defined. Draw control strategies can then be actively tailored to manage the current state of the cave. Thus, previously undetectable indications of excessive rilling, rapid cave propagation, cave stall, air gaps and dilution entry can now be identified early and assessed continuously as the cave progresses. The extractive industry has been faced with a situation where there has been no systematic and formalised training and education structure available. Previous structures which were available, e.g. the quarrying diploma and the mining papers as a part of an engineering degree, have suffered the same fate as the Dodo. They are now extinct.   In providing for a training strategy, the past strategies need to be examined and reasons behind their demise examined. This paper examines the reasons for past failures in education and training in the extractives industry, the factors that need to be taken into account in creating an education and training culture, the strategies required, the Government regulations and trans-Tasman agreements, and the quality management which must surround the entire training programme.

In addition to the geologic risk of a particular project, the criteria that an international exploration company (æIECÆ) utilises when making an investment decision in a particular country should also include a critical analysis of the political, judicial and fiscal regime of the host country. A key investment criteria of an IEC is mineral tenure and the security and continuity of that mineral tenure under the host countryÆs existing legal system as well as the host countryÆs overall legal, political and fiscal framework, the latter of which can affect the projectÆs overall economic viability in a number of ways. The authors, Steve Vaughan and Michael Bourassa of Aird & Berlis, Toronto, Canada, have taken the position that developing an understanding of a countryÆs legal tradition is a crucial first step in analysing the mineral regulatory regime of a particular country. This paper continues their efforts to overview the most recent legal trends affecting the worldÆs mineral industry and attempts to analyse, categorise, compare and contrast differing legal systems, cultural backgrounds and economic philosophies relating to the development of mineral rights in Pacrim countries and the resulting commercial, legal, and political framework which ultimately drives the relevant mineral legislation. For the convenience of organisation of this analysis, the authors have divided the Pacrim countries into four smaller groups, firstly, on the basis of their legal tradition and, secondly, by their geographic location:Common Law Countries: USA, Canada, Australia and New Zealand; Spanish Civil Code Countries: Mexico, Central America (Panama, Nicaragua, El Salvador, Guatemala), South America (Chile, Peru, Ecuador, Colombia). Communist or Former Communist Countries: Mongolia, China, Russia. Countries of the Pacific Southwest: Phillippines, Indonesia, Malaysia, Indo-China (Vietnam, Laos, Cambodia, Thailand), Papua New Guinea. The discussion starts with an analysis of the various types of legal regimes, attempts to classify or categorise them, reiterates the necessity for the rule of law and those factors which encourage mineral exploration and development and discusses and recommends the expansion of a practical country competitiveness rating system developed by the Fraser Institute. In addition to the fundamental issue of mineral tenure û what it is and how secure it is û the paper discusses how different legal systems have shaped different approaches taken by individual nations to attract foreign mineral investment. The paper analyses the best practices and experiences accumulated in different Pacrim countries with varying legal traditions and identifies a practical country competitiveness rating system which the authors believe should be expanded to cover all minerally endowed countries. This rating system will permit countries to identify their mineral regime weaknesses and adjust their legal systems to better attract mineral investment and will also permit exploration and mining companies to compare their jurisdictional choices with those selected by their competitors.

The Halmahera Contract of Work is a sixth generation contract held 82.5 per cent by Newcrest Mining Limited and 17.5 per cent by PT Aneka Tambang and takes in the Gosowong Project area. In 1991 Newcrest Mining Limited established a small exploration office in Jakarta and proceeded to seek exploration opportunities. The Halmahera area was identified as a substantial prospective ground position in a relatively unexplored area. In late-1991 Newcrest Mining Limited and PT Aneka Tambang agreed to explore in Halmahera. Initial field work commenced in July 1992. A vigorous ground reconnaissance programme led to the discovery of the Gosowong deposit a little over 12 months later in September 1993. In April 1997 the Contract of Work was approved covering much of the island of Halmahera. Between September 1997 and November 1998 activities were directed principally towards obtaining the necessary permits required to commence construction activities. Some particularly ambitious targets were set for achieving this outcome. An aggressive construction programme commenced in late-1998. Construction took place during a period of unseasonally high rainfall, which in itself presented additional challenges to the construction team. A key milestone for the project was achieved on 1 July 1999 when wet commissioning of the process plant commenced. Construction of the Gosowong Mine was achieved on time and within budget. A period of some six years elapsed from the initial discovery of the Gosowong deposit to the time of the first gold pour. Much of the permitting, construction and commissioning activity took place between September 1997 and July 1999. This coincided with a period of significant social, economic and political upheaval in Indonesia. During the construction period a high level of importance was placed on the structured recruitment and training of local people, as well as fostering appropriate community and local business development programmes in the communities nearby the project. Emphasis was also placed on environmental management with detailed long-term planning and progressive rehabilitation commencing during the construction phase. The permitting and subsequent development of the Gosowong Project has demonstrated that even during the difficult times, with commitment, it is possible for mining and exploration companies to conduct business in Indonesia.

The Rise and Shine Shear Zone is a mineralised low angle deformation zone traceable for at least 7 km through biotite zone schist of the Dunstan Range, central Otago. Rocks from the shear zone obtained from recent drillholes are unweathered and facilitate paragenetic studies. There is a progression of mineral deposition from semiductile foliation-parallel shearing, to subsequent folding, and brittle fracturing. Sheared rocks are dominated by microshears containing fine grained hydrothermal muscovite and rutile that has recrystallised from metamorphic muscovite and titanite respectively. Euhedral pyrite occurs within segregations in the schist and is locally brecciated by the shears.   Arsenopyrite occurs within microshears and is intergrown with hyrothermal muscovite. Fractures within relatively undeformed schist are filled with ankerite, siderite, chalcopyrite, sphalerite and galena and these veinlets also crosscut the microshears. Locally the schist is folded and zones of brecciation, silicification and vein deposition overprint the rock. Vein quartz and albite predominate and arsenopyrite and gold infill breccia matrix and crosscutting veinlets. Sulphide deposition began in the later stages of metamorphism with pyrite deposited in quartz-albite segregations. Subsequent shearing caused brecciation of some grains and accompanied deposition of arsenopyrite ¦ gold and rare sulphides along foliation-parallel microshears. Minor amounts of chalcopyrite, sphalerite and galena were then remobilised in ankerite veins that crosscut the shears. In areas of high strain, arsenopyrite was then deposited as euhedral grains in veins and breccias. Synmineralisation deformation caused the brecciation of some grains and gold was deposited infilling fractures in the arsenopyrite. The paragenetic sequence shows gold mineralisation occurred in two distinct sets of structures (semiductile and brittle) that formed at different times in the formation of the shear zone.

The need for the hydraulic transportation of coal in the New South Wales coal industry, both from the coal face to the surface and from the coal mine to the consumer or the port for export, is explained. Details of research projects currently in progress and involving the hydraulic transportation of New South Wales coals are given together with information on the hydraulic transportation of coal in the United States of America. The potential of hydraulic transportation as a viable alternative to the proposed expansion and upgrading of the New South Wales railway system to meet the projected New South Wales coal production to the year 2000 is described.

At New Zealand Steel MiningÆs Waikato North Head operation a Bucket Wheel Excavator û shiftable conveyor mining system is used to excavate titanomagnetite bearing sand and clay. The system utilises two Bucket Wheel Excavators and two Beltwagons with a two shiftable bench conveyors and two common trunk conveyors to deliver material to a processing plant. The original system was commissioned in 1984 as a high capacity, low cost method of excavating. In 1996 a second Beltwagon was purchased, increasing the flexibility of the mining system.

ZINIFEX Century Mine is a zinc, lead and silver concentrate producer. Flotation is the primary method of minerals separation in this circuit. The flotation circuit is quite large with 79 flotation cells. The levels in each of these interconnected cells are controlled at more than 45 level control stations. Due to the multivariable interaction throughout the circuit, good level control was found to be difficult to achieve by just using normal Proportional-Integral-Derivative (PID) control. As a first step in advanced process control, the FloatStar Level Stabiliser, a multivariable controller developed specifically for flotation circuits, has been commissioned at Century mine to solve the level control problems. The first section of this paper therefore discusses and shows the results and improvements obtained by using the FloatStar level stabiliser. The results and benefits of the FloatStar Flow Optimiser are discussed in the second section of this paper.

Analysis of Electrostatic Separation for Rutile Cleaning Duty Using a Plate Electrode Assisted High Tension Roll Separator A plate assisted electrostatic high tension roll separator has been used for the removal of impurity mineral grains from a rutile rich product stream. A laboratory study and a subsequent production study explored the effect of machine conditions with a view to the optimisation of the separation performance of the separator. The performance requirement was that the TiO2 grade in the non-conductor stream was to be less than ten per cent whilst at the same time the ZrO2 grade in the conductor stream had to be less than 0.5 per cent at mass recoveries of greater than 90 per cent to the conductor stream and less than 5 per cent to the non-conductor stream. Mineralogy data was utilized to determine the feasibility of achieving the production targets with the feed under study. Since the feed stream mineralogy was dominated by rutile, leucoxene and zircon, it was possible to use an approximation to the actual mineral assemblage as well as the raw X-ray fluorescence data to understand the separation duty of the Carrara machine. Since there were four conflicting criteria used for the performance requirement, an index was devised that incorporated all the requirements simultaneously. This new index was the sum of the squares of the difference between the achieved and desired values, weighted with respect to the variance of each variable. If the desired value for a particular criterion had been met its contribution to the sum was set to zero, no matter how well the criterion had been met. For the production machine the strict requirements were almost achieved. As expected, the achievement of the target performance was dependent of the feed conditions at the time of measurement. This paper reports the results of this study.

Since the end of World War n, many important developments have taken place in the investigation of the phenomenon of brittle fracture in mild steel. Fractures in certain classes of welded ships, in welded bridges, penstocks, etc., focussed a great deal of attention on the interrelationships of design factors, service conditions, and steel quality on the generation of catastrophic failures.Much publicity has been given these major failures, and there is perhaps a tendency to forget that mild steel, under certain conditions, as well known to behave in a brittle fashion in a wide range of everyday engineering applications.For instance, many who are connected with the haulage and lifting of heavy loads will be familiar with the bright "crystalline" fractures of crane hooks and chains which sometimes follow sudden jarring; those concerned with the heavy pressing and shaping of steel plate will not be unaware that at times sudden brittle splits or tears will develop for no obvious reason in, say, rolled pipes or in dishings.In fact it will be evident upon reflection that in many cases the conditions which mild steel has to withstand during processing into an engineering part or structure are more severe than those it wili be called upon to endure during service. In this sense brittle fractu;res in mild steel are much more frequent than are commonly supposed.Two modes of fracture are now generally recognised to occur in metals, namely, shear and cleavage. The oxidation of iron and nickel sulphide concentrates, and the dominant sulphide minerals which comprise them, has been studied under ignition conditions using thermogravimetry (fG). The concentrates were derived from various minesites and they showed differing tendencies to ignite. Ignition temperatures ranged from 416 to 488°C and the extents of reaction, measured at 500°C, varied from 64 to 88 percent. The reactivity of the least reactivematerial was improved significantly by grinding. Particles <63/lm showed 85 percent oxidation compared with 55 - 65 percent for particles >63/lm.Examination of the individual sulphide minerals revealed that these materials also have significantly different degrees ofreactivity and are subject to particle size effects. For particles <45/lm, the ignition temperatures were as follows:ò pyrite and violarite 380 - 385°C; pentlandite 425 - 430°C; and pyrrhotite 470 - 475°;ò for particles >90 /lm, the ignition values were: pyrite 395 - 400°C;ò violarite 430 - 435°C; pyrrhotite 540 - 545°C; and pentlandite 560 - 565°C.Using the data on the individual minerals it was possible to rationalise the differing degrees of reactivity of the concentrates. The role of the most reactive constituent in initiating the ignition reaction has also been discussed.Finally, the results of this work were found to compare. favourably with the behaviour ofthe concentrates in industrial and pilot-scale flash smelters.

In the geologically prospective nations which rim the Pacific Ocean, mineral deposits offer great potential to create wealth for social and economic development. The paper first examines the geological and economic attributes of potential mineral wealth based on current outlook assessment of all significant base metal deposits discovered to 1988 in two Pacific Rim nations - Australia and Canada . The variability of mineral wealth among the economic deposits evaluated and the major contribution of the few world-class discoveries to total mineral wealth are highlighted. Then, the essential but too often neglected linkage between the makeup of potential wealth and its actual realization is analysed. The impact of taxation and the role of exploration are crucial in this regard. Finally, the ingredients of exploration success, prerequisites for realizing the mineral wealth of nations, are examined.

Instantaneous outbursts of coal and gas have occurred at various times in several working districts of Metropolitan Colliery, N.S.W.They have occurred in headings only, under both hand and mechanised conditions, and with seam gas ranging from mainly methane to nearly pure carbon dioxide. A modification of inducer shotfiring using a shear cut was introduced in 1955, and in 1961 full face firing both to a machine cut shear and off the solid was introduced. The current series of outbursts -1961 to 1963 - has been induced under these systems with full control of the time of outburst, but without prediction, and with some disappointing production features.Various aspects of current conditions and practices at Metropolitan are considered singular, such as the coarse granulometry of outburst coal, the prevalence of floor heave, the absence of strong structures at outburst sites, the possibility of outburst at any stage in pillar formation up to the last few yards, the effect of rate of advance on outburst occurrence, and the mildness of many outbursts experienced.It is concluded that inducer shotfiring is a reliable control but it suffers by comparison with outburst-free conditions, and that control by preyention would be preferable.INTRODUCTIONThe phenomenon of instantaneous outbursts of coal and gas has been described in detail previously (Hargraves, 1958). Briefly, it is a combined gas and stress hazard of deep coal mining, usually occurring in virgin work and during active face advance, when coal and seam gas burst from the face into the workings.Instantaneous outbursts have occurred sporadically at Metropolitan Colliery, N.S.W., since 1895. An infra-red absorption study has been made of crocidolite, country rock. and associated host rocks from Wittenoom Gorge. The spectrum of the country rock is appreciably different from those of crocidolite and the magnetite-rich host rocks which are closely similar. A process to separate crocidolite-bearing ore from country rock based on infra-red emission is therefore possible in theory.

An elongate belt containing granodiorite stocks with associated stockwork molybdenum mineralisation in west Nelson is correlated with the I-type Separation Point Suite of mid Cretaceous age. Trace element characteristics of the 'Mo-granites', and the Separation Point Batholith strongly suggest a primitive, subcrustal origin for these granitoids, by partial melting of oceanic basaltic crust or upper mantle material in a subduction zone. They were emplaced in the upper crust without undergoing significant differentiation or contamination by sialic crust. Molybdenum, which is at levels of approximately 5 ppm in unaltered granite, is not significantly reduced in altered (but unmineralised) granite. This suggests the metallisation has a magmatic, subcrustal source and is not derived by hydrothermal leaching of upper crustal rocks or the granitic host rocks. Geochemistry of the 'Mo-granite' belt, in particular low K2O, calc-alkali to calcic Peacock Index, high Sr and TiO2, and low Rb, Nb and F, suggest classification as calcic granitoids similar to those which host porphyry copper deposits, indicating grades of mineralisation are likely to be low.

The Golden Cross low sulfidation epithermal deposit occurs in pervasively altered andesite of the Waipupu Formation and in the Waiharakeke Dacite. The unaltered, post-mineral Whakamoehau Andesite overlies these units. The Empire zone of the Golden Cross deposit contains a stockwork which is currently mined by open pit methods, and a series of veins that are mined underground. Alteration envelops both the underground and open pit mineralisation. The core of the alteration zone contains silicification, as quartz veins, and adularia. Shallow portions of the system contain illite-smectite and a thermally unstable chlorite, tentatively identified as corrensite, which pass downward into illite and chlorite, respectively. Replacement calcite occurs widely throughout the altered zone; pyrite is nearly ubiquitous. This alteration assemblage indicates formation from near-neutral alkali chloride waters. A late, post-mineralisation alteration assemblage of calcite, smectite, illitesmectite, kaolinite and siderite presumably formed from weakly acidic, steam-heated CO2-rich waters.   We have identified eight stages of vein formation: (1) sulfide veins, (2) black veins, (3) massive veins, (4) banded veins, (5) thin white veins, (6) crumbly veins, (7) massive/platy calcite veins, and (8) flattened rhomb calcite veins. Gold mineralisation occurred relatively early in the lifetime of the system, dominantly during 2 through 4. The late calcite veins (7 and 8) and early sulfide veins (1) are barren.

Some low grade South Australian iron ores were classified on the basis of their physical characteristics. Ores from Mount Christie and Billeroo are coarse grained mixed ores; Mount Christie ore could be concentrated by gravity or dry magnetic separation at 10 mesh, but Billeroo ore needed to be crushed minus 36 mesh. Ores from Razorback Ridge and Wilgena Hill are fine grained mixed ores; ore from Wilgena Hill could be concentrated by flotation, but poor results were obtained on Razorback Ridge ore. Malcolm Creek ore is non-magnetic and crystalline, and can be concentrated by flotation, but the deposit is small. Ores from Grants Quarries and Peeralilla Hill are nonmagnetic and earthy and could not be satisfactorily concentrated.INTRODUCTIONThe Geological Survey of South Australia has for several years been undertaking a systematic study of the iron ore resources of the State (excluding the Middleback Ranges) in relation to their geology, reserves, and beneficiation. As part of the latter phase of the investigation samples of the ores have been submitted to The Australian Mineral Development Laboratories (AMDL), and it was the study of these samples which provided the material for this paper.The mineragraphic and metallurgical work was undertaken by several officers of AMDL and the results are contained in unpublished reports submitted to the South Australian Department of Mines. Field data published here was obtained from unpublished reports by G. F. Whitten, Senior Geologist, Iron Exploration, of the Geological Survey of South Australia.

The Waihi-Waitekauri region hosts numerous low-sulfidation epithermal deposits that both outcrop and occur at depth. Zones of intense hydrothermal alteration enclose the Au-Ag bearing quartz vein deposits. Hydrothermal alteration includes the destruction of magnetite by hydrothermal fluids, pervasive silicification adjacent to quartz lodes and potassium enrichment due to adularia and illite deposition. High-resolution airborne magnetic and radiometric, and new gravity data delineate distinct geophysical anomalies associated with hydrothermal alteration and mineralisation. Five magnetically quiet zones occur in the region varying in size from 3 to 34 km2 and in geometry from circular to irregular zones. These zones represent the near-surface extent of strong to intense hydrothermal alteration associated with fossil geothermal systems. All epithermal deposits in the region occur in magnetically quiet zones. Over 120 new gravity stations together with existing data across the Waihi district have defined a positive Bouguer gravity anomaly coincident with the magnetically quiet zone. Eastern and western gradients of 50 gu/km bound the anomaly that contains two flat gravity highs west and east of the Waihi deposit. Strong potassium signatures in airborne radiometric data correlate with outcropping zones of alteration and are consistent with the presence of adularia and illite minerals. Hydrothermally altered zones are represented by areas of low Th/K ratios as a result of low thorium concentrations in andesite and elevated potassium levels in altered zones.
