Risk and dispute resolution are linked. Dispute resolution techniques are brought to bear on a dispute - which is an outcome of a risk being wholly or partially realised. There has been an increasing awareness by business of risk as a component of doing business. There is an accompanying awareness of the need to manage risk - including legal risk. Many companies have undertaken a systematic review of their potential risks and endeavoured to put in place systems to help to avoid or manage risks. A legal risk management program will not prevent disputes arising. However, such a program should prescribe how that dispute will be managed. The management of the dispute will involve consideration of the dispute resolution procedure to be adopted. The most appropriate processes will take into account the practical, personal and commercial considerations surrounding the dispute and be as efficient, cost-effective and user friendly as achievable in the circumstances for the benefit of all the parties. Carrying on business in South East Asia, whether as an explorer or a mining operator, brings additional considerations to bear in legal risk management and the dispute resolution process. A significantly different perspective is required due to the varying nature of the legal systems in many South East Asian jurisdictions. These jurisdictions often have relative uncertainty as to the law. This impacts on the dispute resolution processes and also raises further timing and cost issues. The authors contend that this is all the more reason to endeavour, as practically as possible, to adopt a legal risk management and dispute resolution profile which will provide business with the greatest prospects of maintaining control of the dispute resolution process. This presents a greater chance of a successful outcome to the dispute. In these times of increasing pressures on profitability because of low mineral prices, all costs of a minerals business are being reviewed. In such times, a significant legal dispute may have even greater potential to adversely impact on the companies concerned, together with the careers of the people involved. In this paper possible approaches to managing disputes and a case study a legal dispute in which Freehill Hollingdale and Page were involved are discussed. The dispute concerned an international mining company developing a gold mine in Indonesia and one of its contractors in Indonesia. Described is how that dispute was resolved. This achieved a very satisfactory result for the client - all things considered. Given the æadditionalÆ problems associated with ascertainment and enforcement of ærightsÆ in South East Asia, the longer the parties can retain control over their dispute the better off they will be. For this reason, the authors set out in this paper the main additional dispute resolution tools available - that are appropriate for use throughout South East Asia.

BHP New Zealand Steel produces iron from titaniferous ironsand by a direct reduction process comprising multihearth furnaces/rotary kilns/electric iron melters. The electric iron melter is a six-in-line rectangular submerged-arc furnace which takes the partially reduced ironsand (80 per cent metallisation) from the rotary kiln and completes the reduction process to produce iron of nominally three per cent carbon. As the melter operates at around 1500¦C and under very hostile conditions, it is near-impossible to obtain any basic operating parameters such as the velocity and temperature distribution in the slag and in the molten iron. As a first attempt to understand the operating conditions inside the melter, a scaled room-temperature model using wax and water to represent the slag and iron, was constructed. This paper will report on some of the preliminary model results on the temperature distribution.

Investigations were undertaken to assess the suitability of CSIROflotation methods for improving the efficiency of separation of heavyminerals in the monazite circuit at the Westralian Sands Limitedoperations at Capel, Western Australia. Flotation work was conducted on two plant samples. The first was a high-titanium product containing considerable amounts of zircon and silica as quartz and aluminosilicates, and the second was a low monazite/zircon material containing high levels of silica. A three-stage process including reverse flotation was developed totreat the first sample. In this process monazite, zircon, quartz, andaluminosilicates were selectively concentrated by flotation and screening to produce a titanium-rich product. In the first stage, an acid amine float, monazite, zircon, and some non-zircon silica were recovered and in the second stage, an alkaline amine float using a fluoride activator, more quartz and staurolite were floated. The titanium minerals were thus concentrated in the unfloated fraction. In the third stage, the titanium-rich flotation tail was screened at 250 ¦m to remove the remaining coarse aluminosilicates. In a single pass, the three-stage process yielded a TiO2 recovery of 64.0 per cent with the titanium-rich product assaying 70.3 per cent TiO2.

Determining ventilation system model inputs from the field test work has been produced in the working oil shale mine which has been in production since the early 1970s. At this mine room-and-pillar with drill-and-blast methods are used. The mine has a complicated ventilation system to supply fresh air for the eight mining production areas on the radius of about 12 km. The main purpose of the experimental test works was to obtain data for estimation of an optimum cross-section area for a new ventilation shaft. Experimental test works included measurements of air volume and fan pressure using five different modes of intake air through the ventilation shafts system. Measurements of airway friction factors were obtained during the ventilation surveys to determine characteristic friction factors for the intake airway. The results of the measurements will be used for further air flow simulation processes required for design of new additional ventilation shafts in the oil shale mine. Results of the study can be useful in estimation of frictional pressure drop in oil shale mine conditions.CITATION:Sabanov, S, 2017. Many future and current block and panel caves extract ore from veined rock masses. These rock masses are composed of open joints forming blocks or rock with healed networks of veinlets. These two types of discontinuities pose a challenge for rock mass characterisation and classification due to difficulties in distinguishing actually open joints from healed but weak veins when diamond core drilling and excavation blasting practices disturb the rock mass. The inability of separating characteristics of open joints and healed veins has often resulted in an underestimation of the rock mass quality and as a consequence led to inappropriate assessments of rock mass response to mining (ie rock mass behaviour) and consequently deficient excavation stability assessments and ground support designs. In this paper, guidelines are provided to improve the characterisation and classification of veined rock masses. It is shown how veined rock masses can be mischaracterised resulting in often incorrect forecasting of rock mass behaviour. Following this, the classification of veined rock masses is examined. It is shown how the primary classification systems (ie Q – Barton, Lien and Lunde, 1974; rock mass rating (RMR) – Bieniawski, 1976) may not lead to reliable ratings in veined rock masses if care is not taken to differentiate between open joints and veins of varying strength. Examples are provided to illustrate how the Q and RMR systems are insensitive to veining. Developments in the technology of explosive production and deliveryallow a greater amount of flexibility in rock fragmentation by blasting. The rock fragmentation efficiency of an explosive is currently given by a rating which is determined by the explosive manufacturers using proprietary formulae and methodology. Hence, comparison of explosives from different manufacturers may be misleading. Modeling of explosive energy, using a thermochemical code such as CHEETAH provides an objective standard by which the likely performance of different explosive formulations can be determined. Such modeling can be used for optimisation of explosive composition to match specific rockfragmentation objectives.

Geographic Information Systems (GIS) are being increasingly used by the mineral exploration industry in the search for new ore deposits. A mineral exploration GIS links geological and geophysical data by virtue of their geographic location in a digital map setting. Geological and geophysical data are categorised into a number of themes or layers within a mineral exploration GIS. These layers may include polygonal information such as rock type and tenements, line information such as faults and fold axes, point information such as mines and mineral occurences, and images such as gridded geochemistry and aeromagnetics. A mineral exploration GIS is a powerful tool to help the explorationist comprehend the spatial associations and interrelationships of his/her data. These spatial associations can be integrated with a mineral genesis model, to create a mineral prospectivity map to more effectively target exploration. Arguably a competent geologist who has a good understanding of the genesis of the local ore deposit types and knows their local geology backwards could intuitively derive a mineral prospectivity map. However, in an era of rapid data accumulation from many different disciplines, the ability to assimilate and understand is a huge task for any individual. A mineral exploration GIS enables the explorationist to spend more time analysing data and testing ideas, rather than finding and manipulating data into compatible formats.

Atlas Copco Construction and Mining Australia identified a number of issues in regard to the skill levels, labour turnover and productivity of our service technicians. In 1994 we were experiencing a labour turnover rate of 42 per cent per annum amongst our technicians. Exit interviews were held with each individual and one of the major areas of dissatisfaction was the degree of product training provided on our equipment, compared to what is required to be competent across the range of our products. These tradespersons were prepared to accept the reduced remuneration that an OEM offers, for the benefit of comprehensive, professional training that, in theory, could be provided. The truth is that we were achieving approximately 40 per cent of our target for training hours because of the demands of field service, pre-deliveries, etc. So, the summary was the same as the industry was experiencing at that time because of skilled labour shortages, production demands, etc people were employed and thrown in at the deep end. A recipe for failure that will be successful every time.

The formation and distribution of gold placers in active collisional mountain belts are directly related to the tectonic, topographic, climatic and erosional constraints prevailing on either side of the orogen at the time of placer formation. In the absence of pre-existing placer deposits, these factors combine to concentrate placer development on the side of the orogen facing the prevailing winds, where most of the erosion and uplift occurs. Drainage network changes and glaciation can significantly alter placer distribution with respect to source areas within the orogen. After collision stops, placer formation will proceed on both sides of the orogen as exhumation of the mountain belt ensues. Incorporation of pre-existing placers formed on ancient mountain belts into younger placers in subsequent orogens, may be recognised by anomalous placer distribution compared to the above model. Most of the relatively young giant placers such as those inNew Zealand, Chile, Bolivia and Columbia, exhibit these general patterns. Their character and mode of formation have important implications for the formation and distribution of much older placers, such as those in South Africa's Witwatersrand Basin.

It has been thought in the past that New Zealand had ample coal reserves, able to provide fossil fuel supplies well into the future. Such is not the case and every effort must be made to achieve the highest possible extraction rate in all new coal mining ventures. While the relative cost and availability of completion or fuels has been largely responsible for the slow growth of coal production in the past, a world shortage of fuels has given coal a new importance and required better utilisation of coal reserves. New mining ventures in thick-seam coal deposits cannot be planned and designed without geotechnical investigations designed to provide information required by the mining engineer and analyst. Finite element analysis of mine workings may provide essential information on the optimisation of mining techniques and the design of underground support and roadway shapes.

The Southwest Pacific is a region of active volcanism and geothermal systems. Only in New Zealand have the geothermal systems been exploited for electricity generation and industrial processing. At present, approximately 280 MWe of geothermal electricity is generated in New Zealand. A considerable amount of further exploration work is required before the total geothermal potential of the region can be assessed and before the significance of these resources can be judged against other local energy sources.

The Otago and Southland lignite deposits represent by far the largest known fossil energy resources in New Zealand. Despite their size they have remained virtually untouched since exploration in the 1970s and 1980s defined their extent. In total there is an estimated 10.9 billion tonnes of lignite in 13 defined fields in Otago and Southland. Much of the exploration work only targeted seams at shallow depth and it is highly probable that there are further resources at depth in the fields that have been explored to date.   L&M Lignite Limited (L&M) holds exploration permits over a number of lignite deposits and is currently engaged in pre-feasibility studies to investigate the potential of the lignites for gasification. L&M is focussing its studies on the Hawkdun and Ashers-Waituna deposits. Coal quality in these deposits, particularly Ashers-Waituna, is highly suitable for gasification. In total the two deposits contain 1647 Mt of potentially recoverable lignite. L&M has engaged a variety of consultants to progress this project. The Hawkdun and Ashers-Waituna deposit databases have been re-evaluated and the resources remodelled. Further drilling has been carried out and the coal quality database has been expanded. The baseline project is to develop a mine to feed a plant that will produce liquids, specifically low-sulphur diesel and naptha, using the Fischer-Tropsch process. The project anticipates a staged development of 10 000 barrel per day units, each requiring mining at the rate of 12 700 tonnes of lignite per day. The production of other products including ammonia-urea, methanol, hydrogen and electric power is also under study.

In this study, 23 samples of leached ash (LA) were collected from an ash pond at Loy Yang Power Station and geotechnically characterised. The samples were collected at various depths and locations within the ash pond on two separate occasions in order to account for the full variability. The LA within the ash pond at Loy Yang Power Station (LYPS) was found to vary in texture from silt to sand, depending on the location from where the sample was collected. Samples collected near the ash pond inlet discharge point, for instance, contained more than 50 per cent sand sized particles and were subsequently classified under the Unified Soil Classification System (USCS) as silty sand (SM). Further downstream of the inlet discharge, the LA became progressively finer and was classified accordingly as elastic silt (MH) when the sand content became less than 50 per cent. Basic geotechnical testing revealed that the LA from Loy Yang Power Station was generally acceptable as a landfill cover material. The permeability of LA, however, was generally too high for prescriptive covers, (ie resistive covers that generally rely on the impervious nature of the material to control percolation). Alternative covers, generally rely on the store/release function of a capillary or monolithic barrier to prevent percolation into the landfill. Subsequently, a material that can maintain a high water storage capacity while at the same time, readily allow infiltration and evapotranspiration is required for an alternative cover. Sandy silt and silty sand are optimal soils for alternative covers, as they do not yield water to gravity forces, but do give up most of the water in their pores when subjected to high-matric suction (Kavazanjian, 2001). The effectiveness of alternative covers is ultimately assessed using computer models, such as UNSAT-H and HYDRUS-2D, to rigorously perform water balance calculations. Prior to using a computer model to determine the highest possible percolation in the worst climatic conditions, it is necessary to select the most appropriate materials. This paper suggests a method to screen available materials for use as an alternative cover material on the basis of the soil water characteristic curve (SWCC).

In the north of the Netherlands, in the environment of Harlingen, an industrial waste incinerator was installed in 2011. The population in the region is concerned about adverse health effects related to possible emission of dioxins. This study compares the relative merit and reliability of four sampling approaches aimed at quantifying the possible pollution patterns surrounding the incinerator: short-term versus long-term isokinetic flue gas sampling, spatial sampling of grasses and a novel approach developed by the Toxicowatch Foundation, based on local composite sampling of ten eggs from backyard chickens (local area pollution load averaging by accumulating bio-entities). Based on the latter approach results of a new analytical bioassay, DR CALUX®, from 15 locations near Harlingen harbour show distinct above-threshold dioxin levels in the environs of the incinerator. Currently only short-term flue gas sampling is mandated by the authorities; based hereupon, under normal operating conditions, the incinerator appears to be compliant with emission standards. This short-term sampling scheme is seriously flawed, however, in that it only demands one continuous 12-hour sampling period per annum – an extreme grab sampling transgression in the time domain. In starkest possible contrast, significantly elevated dioxins emissions were measured in flue gas during events of unstable combustion conditions by continuous long-term measurements. The dioxin congener patterns from long-term flue gas sampling show similar patterns as the congeners found in backyard chicken eggs and grass, evidence that elevated dioxins in eggs is due to emissions from the incinerator. These results make it mandatory to perform long-term, continuous measurements for all sources where similar high-temperature combustion/emission processes take place. Backyard chicken eggs are a prevalent regional bio-accumulating sample type in rural and agricultural regions, which is relevant to air pollution emission monitoring. There are interesting relationships between this type of sampling bio-sensors and the special bioassay DR CALUX® features, which, although quite outside traditional contexts, never-the-less all can be well understood in the context of the Theory of Sampling. We venture to unravel the complex interactions between correct and incorrect sampling errors and the extraordinary complicated analytical issues involved in monitoring and source tracking using accumulating bio-sensors. Otago Schist in the Mount Patriarch, High Burn and Cameron Creek areas of northwest Otago grades from textural grade IIA in the east to textural grade III in the west. The entire region is of the actinolite-pumpellyite metamorphic facies. Lithologies in the area are interbedded turbidite sequences comprising pelite and psammite together with pebble conglomerate, greenschist and metachert horizons. The mineral assemblage of the schist is typically quartz-albite-epidote-actinolite-pumpellyite-chlorite-stilpnomelane-calcite. A good foliation is well defined in the area and is predominantly parallel to bedding, except in hinges of mesoscopic isoclinal folds. The structure of the area appears to be defined by a large southwest plunging isoclinal fold defined by bedding with a steeply dipping axial planar foliation. Kink folding and dextral strike-slip faulting in the area postdates the ductile phase of deformation. Pods of rhodonite, rhodochrosite, spessartine garnet, coombsite, caryopilite, Mnstilpnomelane and Ni-Cu-Zn sulphides were found in concordant metachert layers in the Mount Patriarch area. Metachert was also found in float in the Cameron Creek area. Malachite occurrences relating to copper mineralisation were also noted in a green metachert horizon on the eastern flank of Mount Patriarch. The coombsite, in only the third observation worldwide, is the most Fe-rich variety reported.

What do all iron ore mines have in common? Perfect production days! Yes, those harmonious 24-hour periods when the stars align and the daily output number rockets past the long-term average to hit new heights. While perfect days are always welcome, the focusing question iswas that just a ‘flash in the pan’ (due to a special cause) or an indication of the process’s capability (with clues to the common causes) which, if addressed, could make every day perfect? In the context of today’s operating environment, with the need to maximise productivity at minimum cost, it’s an important question.Investigations reveal that the throughput difference between a perfect production day and the average is often in the order of 40 per cent, and that bulk solids handling (BSH) system deficiencies are the largest (>50 per cent) class of lost opportunity. Root causes for underperformance of elements in BSH systems can often be traced back to the detailed design and even study-stage oversights. Essentially baked into the fabricated plant, operations are effectively forced to accept them at the point of practical completion and then deal with the consequences for the life of the mine. Subsequent normalisation of these defects in the planning process reduces visibility and hence the impetus for long-term solutions in favour of lower targets and quick fixes to keep the show on the road. On an industry wide basis the design processes and assumptions responsible for BSH system underperformance become enshrined as common practice and hence repeated across sites and organisations.In addition to making the case for action, practical steps that can be taken to help realise the significant productivity prize and avoid the problems in first place are provided.CITATION:Wellwood, G A, 2017. Purification of Nickel and Cobalt from Heap Leaching Effluents Using Ion Exchange Resins A comparative study among several chelating resins for purification of a heap leaching effluent from a nickel laterite ore has been finished. Chelating resins with iminodiacetate (IDA) and bis-picolylamine (Bis-PA) functional groups, from different suppliers, have been evaluated for their selectivity and loading capacities for nickel and cobalt over impurities. The two evaluated IDA resins, Amberlite IRC 748 and Monoplus TP 207, showed very similar results for both loading capacity and selectivity. Better performance was obtained at 7 BV/h at a pH of 4. Evaluation of Bis-PA resin showed that XUS 43578 has better performance than TP 220, with a 30 per cent higher loading capacity and superior selectivity for nickel over impurities.

The design of a mine should aim to optimise the market value by maximising revenues whilst minimising costs. In open pit mining, the nature of the extraction technique translates this objective into the maximum recovery of reserves while minimising waste extraction subject to technical, economical and safety constraints. Since the introduction by Lerchs and Grossman, in 1965, of a model that is now considered a classic in the area, open pit design has reached a level of maturity and acceptance by industry. These models are being used on a regular basis by designers and planners.This paper proposes a new alternative model for open pit design. It is based on genetic algorithms (GA) and exploits a reduction of the number of decision variables of the more traditional techniques. The novel approach provides more flexibility than traditional models; it can also be extended to consider planning problems that traditional open pit design models are not capable of handling. The algorithm has been designed for two dimensional problems and tested in a simple instance. The results obtained in this simple test are encouraging and are a good supporting argument for the development of a GA model capable of handling three-dimensional (3D) instances. The model presented in this paper is just a first step towards a full GA to solve the pit design problem and it is believed that novel tools like the one presented herein could become great allies in tackling challenging problems in open pit design, an illustration of such a challenging problem is presented and discussed.

The Martha Hill project operates with a nett surplus of water, due to the catchment of rainwater on the tailings dam and the requirement to de-water the open pit mine. It is necessary to discharge this surplus, treated as required, to the Ohinemuri River which flows past the process plant.   The treatment plant, adjacent to the process plant, handles all effluent from the Martha Hill operation including water pumped from the mine, excess water from the tailings decant, and seepage from the tailings dam underdrains. To-date the plant has treated and discharged over 800 000 tonnes of water.

Late Cenozoic ore deposits æPrecious and base metal-richÆ and æSn-Ag-polymetallicÆ ofNorthern Puna are associated either with Middle Miocene dacitic volcanic-dome complexes or with Upper Miocene dacitic-andesitic volcanic centres.   Ore mineralogies and their related volcanism are discussed. A strong link is observed between the Cenozoic Metallogenetic Province of Northern Puna and the Southern Bolivia Tin and polymetallic provinces.
