Since the early 1900s the geotechnical community has investigated every significant failure of a tailings dam, improved our knowledge of the behaviour of the tailings storage facilities, developed analysis methods, compiled lessons learned, and committed to zero failures. The rate of occurrence of tailings dam failures has reduced since the 1980s, however, failures continue to occur and continue to surprise us. At BHP, we have decided to take an approach to the tailings management that is similar to the approach to safety. We are looking at ways to eliminate, substitute, separate or engineer around the hazard (tailings dam failure). As such, our ultimate long term goal would be to eliminate the need for new tailings facilities. Unfortunately, we have not developed yet technologies for extracting many of the common metals and minerals without producing tailings. Our shorter term goal is to substitute the current conventional slurry tailings facilities with less risky dryer facilities. We are working with vendors and research organizations to develop technologies that can be efficiently applied on a large scale. At the same time, we are committed to using the best available engineering to reduce the risks associated with our existing and new conventional tailings facilities. The best engineering can be achieved by people with the appropriate education, experience, attention to detail, discipline and authority. We have implemented a system of governance to make sure, we have the best engineering applied to all our facilities, considering the specific conditions at each site.This paper presents the current tailings governance process at BHP, and the initiatives that were undertook towards achieving a zero failure goal. Mine projects are complex opportunities that demand a constant assessment of uncertainty, ie risk and upside potential. This is because the value of a mine project is typically influenced by many underlying economic and physical uncertainties, such as metal/mineral prices, metal/mineral grades, costs, schedules, quantities, and environmental issues, amongst others, which are not known with much certainty at the beginning of the project. But, is uncertainty an enemy or an ally of the mine planner/analyst? To answer this question, this paper first assesses and elaborates upon the general concept of uncertainty. It then looks at the different sources of uncertainty in a mining project, such as the orebody, costs and product price uncertainties, and their effect on the final project value. Next, a general?review?of current mine evaluation techniques highlighting their limitations when dealing with uncertainty is made. Finally, an extended evaluation and risk management framework that addresses the existing uncertainty in the (greenfield/brownfield) mine evaluation process is proposed. One important characteristic of this framework is that it uses and manages uncertainty in order to generate additional value to the project; this is done through operational and managerial flexibility, which allow mine planners to minimise/maximise project risk/upside-potential giving a more realistic estimate of the projectÆs market value - this is shown in practical and simple examples occurring at different stages of a mine project, such as exploration and operation. The Singapore Land Transport Authority Contract C917A is for the design, construction and completion of all outstanding works under the original Contract 917, including taking over the design and construction responsibility for the works carried out by previous contractor. Construction works connect the bored tunnels between the stations at King Albert Park and Sixth Avenue on the Downtown Line two in Singapore.The original contractor became insolvent leaving the works incomplete. On 29 August 2013 McConnell Dowell were awarded the completion contract following a fast-tracked tender process. The completion contract required a quick start and therefore the recruitment of some of the original workforce. A large majority of the original workforce was from Malaysia, Indonesia, China, Philippines, Bangladesh, India and Thailand. In order to ensure that the safety standards were upheld, and that the new workforce embraced a safety culture, a behaviour based safety (BBS) approach was implemented.The BBS approach was implemented to overcome the existing poor cultural safety behaviours, and to ensure that high standards and expectations for safety were implemented. This ensured that the workforce were comfortable in identifying hazards, avoiding shortcuts, and changing poor safety behaviours.This article outlines how a BBS program was delivered on the C917A project, containing defined goals, communication tools, and assessment and feedback models.CITATION:Brown, R, 2014. The Early Permian Aldebaran Sandstone is the main hydrocarbon reservoir in the Denison Trough. Contained hydrocarbon gas has a wet gas index (C1/CI - C4) of between 0.87 and 0.97 (N=10), and constituent methane has 813CPDB values ranging from -51.5 to -36.2% (N=10). These values clearly indicate that the gas is thermogenic rather than biogenic. Considering the predominantly humic nature and maturity of all organic source material for the gas, the methane 813C values are anomalously low, with typical values for humic methane present in natural gas formed at similar maturity levels significantly higher at -26 ¦ 5%o. This suggests that, in addition to disseminated organic matter in underlying marine mudrocks of the Cattle Creek Formation, methane substantially more depleted in 13C was derived from coal seams of the Reids Dome beds, a thick coal measure sequence which underlies the Cattle Creek Formation and, in the south, the Aldebaran Sandstone. This methane is likely to have S13C values of between -75 and -40 oo, based on the known isotopic composition of dry gas trapped in humic coals of similar rank in the Sydney Basin and elsewhere in the Bowen Basin. In addition to the low methane S13C values, the contribution of coal seam methane would explain the fact that, (1) methane S13C values do not show the normal increase with decreasing gas wetness, and (2)013C%o (ethane-methane) values do not show the expected decrease with decreasing gas wetness. The presence of co-existing, isotopically heavy CO2 (S13C = +2.0 to +3.4%0, N=3) in the Glentulloch and Merivale Fields is consistent with the view that natural gas in the Aldebaran Sandstone is in part coal seam derived.

In recent years, Chinese companies have invested billions in Australian mineral exploration, development and processing. In 2008 - 2009 alone, the Foreign Investment Review Board approved $26.4 B of investment. Much of this investment has been by merger and acquisition (M&A) of Australian resources companies. This paper sets out to investigate how Australian CEOs perceive the cultural and institutional challenges in operating Australia mining companies recently acquired by Chinese interests. HofstedeÆs cultural dimensions and institutional theory from management science were used to develop a structured questionnaire, which was subsequently used to conduct telephone interview of the CEOs of six recently acquired mining companies. Analysis of the survey results indicated that, in all cases, few changes were made to the operational management of the Australian companies post-M&A. The three major benefits for Australian companies as a result of the M&A are the ability to; access long-term debt at lower cost; secure finance for growth plans in financially volatile times; and maintain existing management structures. Some perceived negatives involved longer and more convoluted decision-making as a result of Chinese state approval required for investment decisions. The study identified building æGuanxiÆ and an aversion to losing æfaceÆ as important cultural learnings for Australian CEOs. This paper has been written collaboratively by members of the International Mining VR Group. It is the first of a series of papers. Mining in the 21st century is a high technology industry that strives to reduce risk and improve safety through the use of improved processes and procedures. This risk reduction process is aligned with the innovative use of technologies often developed for other industries. Computer-based visualisation systems and their content are such innovative technologies, in particular the use of virtual environment systems and mixed reality. A primary objective of developing virtual environment systems and the mixed reality content displayed in them for the mining industry is to allow mine workers and operators to practice mine processes and demonstrate competency in tasks that will be encountered in day-to-day mining operations at mine sites. It is anticipated that providing easy access to virtual environment systems will facilitate the avoidance of high-risk situations through improved knowledge, skills, understanding and decision making. Via virtual environment systems mine workers will also be able to practice infrequent or emergency events and maintain preparedness for such events. Day-to-day mining practices can also be evaluated. The rapid pace of technology innovation and the decreasing cost of simulation hardware and software present a plethora of technology to the uninitiated. This can be confusing. In this paper taxonomy is presented that classifies hardware, what it can display and also content that can be included or displayed on the various computer-based visualisation systems. The taxonomy provides insight into where technology can and may be implemented in the future as virtual environments are a dynamic and evolving technology. The taxonomy should also assist in the decision making process when scoping or selecting technology for a particular purpose.

Potential means of lowering overall costs to permit deeper stripping include : 1. the use of larger diameter blastholes in highly-fissured strata (to reduce drilling costs); 2. dewatering from semi-permanent bores to reduce blasting costs (by maximising the use of bulk ANFO) and promote highwall stability; and 3. the use of inclined blastholes, bulk AN, staggered V1 patterns, adequate backfill and more cost-effective stemming columns. Each of these is covered. The pumping of bulk watergels continuously raises the blasthole water column, thereby perpetuating the demand for these blasting agents. This must be a principal consideration when choosing between a bulk and a packaged watergel. Any packaged product should exhibit dimensional permanence and an energy yield per metre length equal to that of bulk ANFO. Possible ways in which controlled trajectory blasting (CTB) could benefit deeper stripping operations are outlined. By allowing the maximum use of bulk ANFO, de- watering may be a prerequisite of a viable CTB Operation.

Process engineering principles are used to analyse the features of leaching processes for large masses of low grade, unprocessed ore. Different performance characteristics are related to the numerous variants of these processes. The variant for which reagent enters a heap only via the input solution is further subdivided into three modes of operation. The three modes may occur in testwork and full-scale operations; the effects of process variables on the rate of the process are completely different in each mode. The mode can be identified by the time at which reagent first appears in the pregnant solution. It is related to the ratio of the height of the heap and the thickness of a band of ore in which the reactions are localised. Synthesis of the phenomena occurring within a heap via a computer program has produced a quantitative relation for the reaction band thickness. The program has been validated for several different systems. The overall achievement is that the mode of operation and the rate of the process can be forecast before column testwork is commenced. Some applications of the outcomes to testwork, process design and operational tactics are described.

The Nanisivik Mine is located 750 km north of the Arctic Circle at the north end of Baffin Island in the Canadian High Arctic, and has been in production since 1976. The paper describes the regional and local geology and the current mining and mineral processing operations, including recent innovations in each area. The Nanisivik zinc-lead deposits comprise Mississippi Valley type sulphides in a block-faulted sediment sequence of Proterozoic age. The deposits formed in two mineralizing stages by replacement of the carbonate host rock. Exploration techniques adapted to the permafrost environment include high frequency EM and ground probing radar. Core drilling is done with calcium chloride brine but trials with heated flushing water indicate potential for cost reduction. The predominant mining method at Nanisivik is room and pillar. Cut and fill is used in some satellites to the main zone. Due to the permafrost, dry drilling is employed in the underground mining. The permafrost enhances ground stability, permitting large underground openings and, as a result, the use of relatively large scale mining equipment. For power conservation, a remote control system for the ventilation fans has reduced mine power costs. The milling of the simple coarse-grained ore in an arctic environment requires special techniques in the design and operation of the plant for materials handling, utilisation of waste heat, reagent selection and tailings disposal. Regulated heavy metal contents in effluents discharged to the sensitive environment are achieved by natural processes. A recent change from sub-aqueous disposal of tailings to beach type deposition within a cell in the tailings area is reviewed. Planning closure of the property presents special problems and an opportunity for innovative techniques. Approximately 25 per cent of the employees at Nanisivik are drawn from the Inuit population of the Canadian Arctic. As the first permanent industrial activity in the High Arctic some innovative approaches to employee relations were required which have resulted in a very stable, culturally mixed community in a remote location.

Most Australian mining projects are becoming smaller, more remote and with lower grades of ore. Their small size has been making it harder for mining companies to absorb the large infrastructure costs. This has forced companies to reduce those costs in every way they can. Social factors, environmental groups and even tax laws have added other pressures to force down the infrastructure costs for remote projects. For the last ten years, the downward trend in costs has been marked. It seems certain to continue for years into the Future.

The metals titanium and zirconium and their alloys occupy individually unique positions in the catalogue of metallic materials available for engineering applications. Because of the uniqueness of their usage in the aerospace industry, in the case of titanium, and in the nuclear industry, in the case of zirconium, the except- ional resistance of both the metals to the majority of corrosive media is often overlooked. The cost factor in the application of these more exotic metals has, in the past, been a major considerat- ion in the rejection of titanium and zirconium as constructional materials in areas of usage where their superior corrosion resistance strongly favoured them over more conventional metals and alloys. The cost differential, vis-a-vis austenitic stainless steels, for example, is not a trifling matter, being of the order of 6 : 1, when compared on a weight basis. However, if one considers the cost, for, say, sheet product on an area basis, the ratio is redgced to approximately 3.4:1. If one also takes into account the enhanced performance of the more expensive material and the sub- sequent increase in service life and decrease in plant down-time, the economics of the usage of materials such as titanium becomes much more attractive and, indeed, highly competitive,

IGO Ltd’s (IGO’s) Nova Operation (Nova), which is 160 km east-north-east of the town of Norseman in Western Australia (WA), mines and processes nickel-copper-cobalt (Ni-Cu-Co) sulfide ore from the magmatic Nova-Bollinger Deposit (Nova-Bollinger), which is hosted by the Mesoproterozoic age high-grade metamorphic rocks of the Albany Fraser Orogen. Over its 56-month life-of-mine (LOM) operations to 31 December 2020, Nova has processed 5.63 Mt of ore grading 2.04 per cent Ni, 0.86 per cent Cu and 0.07 per cent Co from its underground mine. At the end of 2020, both the Nova-Bollinger JORC Code reportable Mineral Resource estimate (MRE) and Ore Reserve estimate (ORE) were >90 per cent classified in the highest JORC Code confidence categories of Measured Mineral Resource and Proved Ore Reserve respectively. The high JORC Code classification confidences assigned to the Nova-Bollinger MRE and ORE results from the 386 km of surface and underground diamond drill testing of the deposit to a nominal 12.5 by 12.5 m pierce point spacing in mineralisation. The close spaced high-quality drilling and bulk mining method employed at Nova has effectively removed the need for any grade control modelling outside of the MRE process. Importantly, having only the one fully drilled out deposit being mined and only the one process plant, Nova’s reconciliation process is in the fortunate situation of not being confounded by issues such as external ore sources and constant updates as new grade control information becomes available. IGO’s Nova reconciliation processes are focused on reconciliation ratios that quantify operational period differences between the MRE and ORE head grade and tonnage forecasts and the process plant head actuals. These metrics have been used to identify key reconciliation issues and have initiated several studies into the causes for specific reconciliation results, which are discussed in the paper. In late 2020, a period of sustained poor reconciliation results led to the recognition that increasing the understanding of risk between the MRE and ORE should be investigated. To assist with modelling stope level risk within the mine plan and subsequent reconciliation, an attempt was made to develop a formula to quantify ‘stope risk’ from MRE metrics such as sample spacing, kriging efficiency and so on

The paper describes developments since 1959 in major excavators to meet the demand for higher outputs of overburden and coal under less favourable batter conditions than used hitherto in the coal deposits of the Latrobe Valley. Particular reference is made to investigations of designs of bucket wheel head configurations for the digging of these flat batters on high faces, and examples are given of the wide use of models inthese studies. An explanation is given of how solution of these problems and surface conditions unfavourable for wheeled transport confirmed selection of the long boom rather than the compact type of bucket wheel excavator for the Latrobe Valley applications.The past decade has seen advances in the manufacture in Australia of components for excavators and similar machines. The history of Australian manufacture of components for major brown coal excavators is traced;and reference is made to study and application of Australian and overseas (mainly German) codes and practices in the design and construction of machines made partly here and partly in Germany.A section of the paper deals with advances in electrical engineering for large excavators in Australia and its interdependence with mechanical design and construction.Finally, as an example of the versatility of the bucket wheel excavator, a description is given of a recent application for the mining of mineral sands in northern N.S.W.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Sepon district in Lao PDR contains 1.8 Mt of JORC (2012) compliant contained Cu resources in addition to >4.5 Moz of Carlin-like Au in a Palaeozoic sedimentary package. The Cu deposits are proximal to an EW lineament of Permian rhyodacite porphyry (RDP) intrusive centres that are characterised by intense barren quartz stockworks. The Khanong deposit (42 Mt at 3.0 per cent Cu mineral inventory) is a carbonate replacement intermediate sulfidation deposit verging on a high sulfidation environment, where abundant pyrite, copper sulfides (chalcopyrite, bornite, trace enargite), copper sulfosalts (including tennantite – tetrahedrite, colusite), and base metal sulfides (sphalerite and galena) have replaced low dipping dolomite and limestone layers, forming a manto-style orebody fed by steep dipping intensely silica-pyrite altered structures. The Thengkham deposits (54 Mt at 1.5 per cent Cu) are composed of prograde skarns (garnet, clinopyroxene) and mineralised retrograde skarns (chlorite, magnetite, hematite, epidote, sericite, talc, serpentine, carbonates, sulfides) which are irregularly and semi-continuously distributed around an elongate 4 km long intrusive centre. Thengkham and Khanong have been strongly supergene enriched, forming secondary chalcocite breccias and exotic malachite zones.The Carlin-like Au deposits display a range of stratigraphic and structural controls and lie outboard of the Cu deposits. Similar structural controls, alteration assemblages and trace mineralogies suggest that gold and copper mineralisation are temporally and genetically related. The concept of precise, accurate timing with Electronic Delay Detonators (EDDs) was first seriously addressed in the mid-1980s and much was made of the cheapness and profusion of digital watches in terms of the likelihood of EDDs also being cheap and easy to produce. Ten years later, with every major explosives company and many electronics groups having instituted projects to capitalise on the promise of these devices, production devices are still to come into general use. In South Africa, Expert Explosives units have been used in most applications during proving trials and more recently for production blasting in underground ring stoping and open cast coal. The outcome has been valuable learning both as to the benefits and technical requirements for electronic delay blasting, and especially, safety aspects. Examples are shown of production blasts which utilised the power of EDDs. It is evident that it is not delay accuracy alone which determines the value of these systems, but the whole robustness, flexibility and ease of delay allocation when harnessing blast engineering knowledge. Muckpile movement and shape, fragmentation and vibration frequencies have shown to be greatly influenced by designs which can be implemented no other way. The flexibility of a system and the power of the software controlling it are crucial in capitalising on blasting potential, which lies in integrating control of blast timing with other developing electronic Technologies.

The underground mining industry is seeing unprecedented shortages in skilled labour. Migration to Australia being at an all-time low is a leading concern, with pandemic-induced border closures and lockdowns only exacerbating the skills shortage, not causing it. The skills shortage is forecast to peak in 2023 and remain high beyond 2025. With this skills shortage in mind, mining companies throughout Australia are trying to deal with stricter protocols around Health and Safety (H&S) legislation, as well as more stringent controls on quality assurance, particularly as underground mines are reaching greater depths and extending into ‘unchartered territory’. The cumulation of this is proving to be a major hurdle in ‘effective’ operational geotechnical management. The drive for automation in mining is bringing another level of complexity. However, ‘once automation is up and running, it presents the opportunity to access talent pools that may not normally be available. There is also a change in skillset that will be required to drive automation. ‘The top two emerging roles that will be critical for the future of the mining industry are artificial intelligence and machine learning (AI/ML) specialists, and process-automation specialists’ (Writer, 2021). If anything positive has come from the pandemic, it has shown that remote working can be effective and that the drive for automation and critical evaluation of skills required on-site should be given greater priority. UQ acknowledges that the industry is changing, and that digital technology is required to be offered in mining related disciplines. Industry and academia need to do more to promote geotechnical engineering in mining and balance the curriculum to suit the future of mining and make it more enticing. The average cost of a geotechnical failure is about $5 million in coalmines and can be into the hundreds of millions of dollars if production is affected (Cartledge Mining and Geotechnics, 2020). The cost of a good geotechnical design far outweighs the potential losses if a failure were to occur. This alludes to the growing importance of experienced geotechnical consultancies playing a pivotal role in managing mine site geotechnical hazards, while the industry is developing the next generation of geotechnical engineers.

History attests to the catastrophic consequences that fire, explosion and contaminated, noxious andirrespirable atmospheres can have for workplace health and safety in underground coal mining. It also confirms that fires and explosions present the greatest risk of partial or total loss of underground mines and equipment and that this risk continues to materialise. The design, implementation, operation and maintenance of the mine ventilation system are core controls for managing the hazards associated with these risks, both for preventing them from materialising and for mitigating their consequences if they do materialise. These are most effective when embedded in a risk management approach.

Environmental, social and governance (ESG) factors have always been important to the minerals industry and is now considered one of our most important opportunities (and risks). Getting it right from the beginning is critical for the minerals industry, and that starts with mineral exploration. Exploration, or the process of investigation of an economic mineral deposit, is generally low impact and short-term. Exploration operations vary in size and scale and often shift priority, focus and location relatively quickly. Australia is a highly regulated jurisdiction with different regulatory systems and requirements in every state and territory. Most mineral exploration is undertaken by junior exploration companies or ‘explorers’. Exploration companies are lean operations with limited staffing and resources, traditionally with no income apart from funds raised or work through partnerships. Funds are tight and administrative investment is minimised so that investment into activity on the ground is maximised. All these variables mean that understanding and implementation of ESG frameworks for an exploration company can be challenging. ESG is a fast-moving sector with currently multiple frameworks and reporting standards. Interest from community and government stakeholders as well as investors and off-take partners has been growing, with mandatory reporting soon to be implemented. The upcoming changes to the JORC Code will ensure that ESG considerations will be a key component of all public reporting. Resources have been developed to support explorers implement, manage and report on ESG considerations. Due to their scale, agility and direct importance of land access and social licence, many explorers are not the ‘cowboys’ (or ‘cowpersons’) of the industry, but industry leaders in ESG. Strong interest and leadership have led to innovative practices and strongly embedded vertical frameworks that directly contribute to social licence to operate.
