Staurolite is one of the major contaminant minerals contained in the Tiwest Cooljarloo orebodies. Approximately 80 per cent of staurolite in mined ore, reports to the heavy mineral concentrate that is supplied to the Dry Mill. Staurolite in heavy mineral concentrate is typically five per cent by weight and has no significant effect in the Dry Mill other than to occupy equipment space, reporting as a tailing, that requires transportation and disposal back to the mine site. Staurolite is an aluminosilicate with a MohÆs hardness of 7.5. It is known to have potential as an abrasive blast agent and it is produced in substantial quantities in the USA for that purpose. Research indicated that there was potentially a market for staurolite within Australia, as a replacement for some of the lower grade abrasives as well as a material of choice. A small tonnage of staurolite product was manufactured through a simple circuit within the Dry Mill in December 1998. This was subjected to industrial scale tests by external companies specialising in sand blasting. The most significant batch of tests were conducted at the Tiwest Chandala site on plant and equipment undergoing corrosion repairs. Staurolite was tested against three other commercially available abrasives and compared very well with respect to surface profile, surface texture, coating adhesive strength and dust generation. As part of a due diligence study, free silica, radiation and heavy metals contents of spent abrasive and dust was investigated. This information was needed to seek approval from the appropriate Western Australian statutory authorities to sell staurolite as a product. Approval was received in November 1999. Tiwest has since installed a production circuit in the Dry Mill capable of producing 20 000 tpa of Staurolite.

"Inrush of water is always an issue, especially for mines located in heavy rainfall areas. Nowadays, mining companies and research institutes have developed many advanced technologies for study and analysis of hydrological processes. In this paper, an advanced method is introduced, which uses the Shuttle Radar Topography Mission Digital Elevation Model (SRTM DEM) data in the Geographical Information System (GIS) platform to simulate the stream distributions around two specific mines: Super Pit and Griffin coalmine in Western Australia. The impact of this approach is important because it reduces the time and economic cost by creating a high spatial resolution hydrological map in the specific areas. The study identifies the flow path of the run-off water, which helps in adopting a suitable water management plan surrounding the case study mines. The results match with the ground reality. Based on the results, the stream structure around Griffin coalmine is more complicated than that of Super Pit. The bifurcation ratio and drainage density are computed to estimate the subsoil permeability characteristics of the two mines. In the past two and a half years, over 40 000 metalliferous mining and related services personnel have been trained through an Australian Generic Safety Induction system. This is almost half of AustraliaÆs metalliferous mining related workforce. This remarkable industry acceptance and delivery of safety courses is supported by Acacia Resources, Great Central Mines, Homestake, Newcrest Mining and WMC Resources, amongst hundreds of other mining, exploration and major contracting and services companies. MARCSTA; the Mining and Resources Contractors Safety Training Association (a pro-active not-for-profit self-help group of 24 major contracting companies) developed this generic safety induction. MARCSTA set out to find the æcommon groundÆ necessary to help address the evident safety problems and cost of re-training that were plaguing development of an internationally competitive and productive export industry. The incredible expansion of Australian mining during the decade fuelled a need for out-sourcing, resulting in much larger numbers of contractors on-site. At the same time, changes within Australian legislation, community expectations and the development of huge fly-in/fly-out operations and widespread skills shortages led to a rapid labour turnover and a higher paid workforce. Many Australian mining houses also ran international operations, particularly in South East Asia and head hunted people across the world. The skill levels fluctuated and fell at some local operations. Employers could no longer rely on systematic in-house training of permanent employees to improve safety and productivity as workers could and often did move on. Serious discrepancies in both quality and quantity of safety induction training and work practices occurred. Repetitive, boring and ineffective safety training became an embarrassing and costly burden for companies and workers alike. Then a spate of mining deaths sparked highly publicity, workforce concern and a demand for improvement from government, unions and corporate stakeholders. MARCSTA recognised it had to develop a high-quality safety-training program to satisfy the needs of all employers and be acceptable to others within the industry. This induction system had to be flexible enough to meet differences in legislation between states and industry sectors and be portable to enable cost and time savings for the new transient workforce. Changes in the last two years as a result of evaluating and incorporating various Taskforce inquiries into underground mining fatalities later led to the development of the MARCSTA Underground Safety Induction. This logical development added to the run away success of MARCSTAÆs General Safety Induction and was seen to be essential for many surface mines that were planning to develop underground operations. There are many lessons that MARCSTA learnt during its development that Pacific and South East Asian mining operations can benefit from. The most important of these are the support of stakeholders within industry and the recognition of higher safety and health expectations from workers and government. This goes hand-in-hand with the productivity and return on investment expectations of companies and their shareholders.

Safety management, both personal and that associated with catastrophic hazard, helps to define the success of mining companies. Personal safety management, often categorised by slips, trips and falls, has been widely addressed, with numerous approaches successfully adopted. Catastrophic hazard can lead to a single accident (eg ground collapse, underground fires etc) causing multiple fatalities. Catastrophic hazard management in mining is an emerging discipline, and as such there are various pitfalls to demonstrate its effectiveness and success; it is much more than simply meeting regulatory requirements. Various standards, guidelines, and leading practices are available for reporting key performance indicators. While measuring and reporting safety related key performance indicators (KPIs) such as Total Recordable Injury Frequency Rate (TRIFR), Lost Time Injury Frequency Rate (LTIFR), are important, they often lack detail, and give little insight into the effectiveness of catastrophic hazard management strategies and controls. Catastrophic hazards are low likelihood, high consequence events, and as such demand a different management approach. Companies cannot use the suite of personal safety metrics to help demonstrate management of catastrophic hazards. In-field verifications have revealed that senior management commitment to safety is often clear, well organised, and resourced. However, there are often some inconsistencies between what management promotes and plan, to what the operational teams understand and implement. Communication and clear understanding of expectations were the common themes identified to help empower supervisors to reinforce requirements of catastrophic hazard management. A lack of specific, measurable, and time-sensitive goals and objectives for the short- or medium-term, making it challenging to track progress was another key observation. Development of an integrated, multi-disciplinary auditing process executed by an experienced team of technical subject matter experts, provided an in-depth understanding of the requirements of catastrophic hazard management. Areas such as underground fire prevention, explosive storage, electrical safety, mobile vehicle interactions, ground control, inrush, and shafts and winders management have substantial overlap and intertwined processes, and similar strategies for emergency responses. Auditing of catastrophic hazards and safety management systems compliance is only the first step in safety assurance. Completing operational performance audits in technical areas and benchmarking the site verification of safety management documents and verifications forms a critical part to clearly demonstrate industry leading safety practices. No longer is it the external inspection or regular hazard management plan review requirements that dominate, but rather the culture of continual hazard identification, management, controls verification, underpinned by improvement and follow-up verifications of the corrective actions.

The mining industry will face numerous challenges over the next 10–15 years as new deposits are likely to be more remote and lower grade and existing deposits will be mined deeper. As a result, mines and mining contractors operating in deep-mine conditions will need to focus on the quality of drilling and blasting to minimise unnecessary waste rock excavation to keep costs at an acceptable level. In addition, increased demand for improved safety and operator ergonomics will set greater demands on original equipment manufacturers of mining equipment. Finally, difficulties finding a skilled and experienced workforce, particularly in remote mine locations, have already negatively impacted mines’ ability to achieve high productivity and low operating costs.This paper introduces techniques and shares practical experiences in increasing productivity and reducing the costs of excavation in underground face drilling. The paper uses Sandvik’s new DD422i automated mining jumbo as an example of the type of equipment needed to deliver the features and corresponding benefits for future mine development. This paper presents an overview of recent developments in the Environmental Impact Assessment (EIA) process to provide the background for a more detailed analysis of environmental and social constraints that the Heavy Mineral Mining industry has encountered over the past decade. Four cases studies are reviewed to provide a context for further analysis and identification of cross cutting environmental and social issues that either resulted in the projects not proceeding, or in the Australian case study, places existing operations under significant pressure from anti-mining lobbyists. The Xolobeni project, from the Eastern Cape in South Africa, is presented as the primary case study because it is recent, topical, and accessible; and raised numerous issues related to mining in a sensitive environment. A proposal to mine an area adjacent to the Okefenokee swamps in 1997 was also met with strong opposition from various environmental groups in Georgia, USA. This case study is briefly reviewed to further understand what ultimately resulted in the project not proceeding. Opposition to mining at North Stradbroke Island is reviewed to identify current issues more applicable to a developed country. A further review of a strategic assessment undertaken at Wavecrest, Eastern Cape, South Africa is provided in support of possible solutions to the challenges identified in the case studies. Important common themes were identified, including in some cases unfortunate timing of the environmental studies, but in all cases opposition was due to ecological sensitivity, landscape quality and sense of place. In one case study limitations to the EIA process included inadequate detail in the specialist investigations and insufficient information on mitigation. In all cases public participation was a limitation. It was either insufficient; flawed through possible bias; too ‘top down’ and required engagement with mobilised, motivated lobbyists. There was also insufficient investigation of social impacts, particularly amongst rural communities directly affected by a project. Generally alternatives were inadequately considered, a recognised limitation of project level EIA. It is concluded that the EIA process should be started as early as possible (at prefeasibility), and that investigations should be expanded from a typical fatal flaw assessment to one that applies methodologies used in strategic assessment. In particular, opportunities and constraints of the natural and social environment should be assessed in the context of the mining option as well as other options, to allow for a more meaningful assessment of alternatives. Public participation must form an important part of this initial study, despite the potential risks associated with public engagement at an early stage in the project. The application of the IFC Performance Standards; and expanding the scope of the EIA into an environmental, social and health impact assessment will lead to a more rigorous procedure, and result in more defensible products which could successfully unlock the key to the resources in these sensitive areas.

"Resurrected from its former life at the Big Bell operation, the grinding circuit at Evolution Mining’s Edna May operation in Western Australia has many a story to tell. The task of optimising a plant designed for another orebody provides as many challenges as opportunities. Initially faced with a blend of primary and oxide ore, the circuit achieved in excess of 320 t/h until the oxide was depleted, leaving only the much harder primary feed.The 2.0 MW semi-autogenous grinding (SAG) mill and 3.7 MW ball mill were assisted by a 150 kW pebble crusher, but the power limitation of the SAG mill resulted in a drop in throughput. Edna May personnel have been involved in a number of progressive improvements to restore the design capacity of the concentrator and work towards 3 Mt/a or even higher ahead of the gravity and leach recovery circuits.These improvements include: a crush forward configuration of the SAG mill scats partial to full secondary crushing variable speed drive upgrade of the SAG mill lifter and grate design changes ball mill circuit grinding efficiency.This paper summarises the chronology of events that has resulted in significant improvements in throughput by conventional (and in some cases, novel) methods of reconfiguring the existing grinding mills. Vale’s Sudbury Clarabelle Mill processes Cu/Ni ores from a number of mines in the Sudbury basin in Ontario, Canada. Bulk sulphide flotation produces a copper-nickel concentrate with pyrrhotite as the major diluent. After successful commissioning of the Voisey’s Bay Cu/Ni Mill (VBN) in Labrador, a miniplant campaign on Clarabelle ore with the VBN flow sheet produced a significant recovery improvement over current performance. In 2001, the Mill Redesign Project moved grinding energy into rock/sulphide and pentlandite/pyrrhotite separation and in 2006 Cu/Ni separation was re-introduced to Clarabelle Mill to produce a saleable Cu concentrate. The projects were a great success. What remained was to simplify the Clarabelle flow sheet by introducing the missing components found in the VBN flow sheet. This project known as CORe has evolved through many stages including the mining boom and surviving the 2008 economic downturn and it is scheduled for completion in mid 2013. This paper outlines some of the challenges faced in this major brownfields project – organizational, technical, financial and operational.

The ventilation circuit at the FrogÆs Leg Mine was originally designed to permit mining to progress down to 440 m below surface at a maximum production rate of 500 kt/a, as per the feasibility study. The FrogÆs Leg resource has now been defined down to 640 m below surface at a maximum production rate of 750 kt/a. In order to allow for this increase in production depth and tonnage, it was necessary to upgrade the ventilation circuit.This paper outlines the upgrades to the ventilation circuit that were undertaken and the underlying rationale behind them.CITATION:Llewellyn, A and Varvari, M, 2013. extremely powerful tools for building predictive and generative models. ML can be used for building highly accurate regression and classification models. But without careful data science and statistical analysis, a regression or classification model could be highly biased and completely wrong – and we may not even realise. An example rock density estimation task will be used to illustrate the potential gains and possible pitfalls in using ML and AI in Mineral Resource estimation. What could possibly go wrong? Nothing! For most simple regression or classification problems, very little. For density estimation, using the global mean may be all that is possible, but the resource classification would need to reflect the uncertainty in global estimation of tonnage. Everything! From data collection and measurement, from selecting ML and AI techniques and designing the analysis workflow to our own cognitive bias. The things that could go wrong are vast and may include but not limited to asking the wrong question, not asking questions, data bias, measurement errors, insufficient data coverage, not collecting the right variables, not collecting enough observations, collecting clustered samples, unbalanced data, filtering out data without reason (outliers), clipping data (outliers), relying on automatic feature selection, including irrelevant variables, excluding relevant variables, geological interpretation, changing context, blindly following best practice, splitting small data sets, subsetting large data sets, using the wrong tool for the task, insufficient budget to complete the analysis, not allowing enough time for testing and experimentation (the science), focusing too much on building the model (the engineering), not learning from the data, our assumptions, our preconceptions, and our skill. This paper will explore the question of how training regression models to predict rock density are affected by gaps in the data (missing observations and missing variables). What could possibly go wrong?

Olympic Dam is the eighth largest Cu deposit and the largest U deposit in the world, with approximately 35 million tonnes of contained Cu and 1.2 million tonnes of U. The most recent resource estimate was for 2.95 billion tonnes of mineralised material with average grades of 1.2 per cent Cu, 0.4 kg/t U, 0.5 g/t Au, 2.6 g/t Ag as contained mineral resources. Olympic Dam is expected to produce >200 000 tonnes of Cu and 4200 tonnes of U3O8 from 9.8 million tonnes of ore in 2004, making it the 12th largest Cu producer in the world. One of the impediments to achieving targeted rates of production has been oversize material (>0.9 m) reporting to stope draw points. A major contributor to oversize material may be overbreak along pre-existing structural weaknesses from stope walls and backs during the production life of a stope. Underbreaking to structures can also have a detrimental effect on the performance of a stope. In an effort to understand the influence of structural geology on stope performance, WMC Resources and SRK Consulting partnered during 2003 to refine the current system of structural mapping, and to use historical data to produce a structural interpretation covering a large part of the mining area. The interpretation has been wireframed in DATAMINETM into a three-dimensional structural framework model. To date, there are more than 600 structures of >50 m strike length incorporated into the structural framework model, which covers a study area 1500 m + 600 m + 350 m. A back-analysis exercise to assess the influence of interpreted structures on overbreak and underbreak was completed for laser-surveyed stopes.

Commencing in 1956, Rio TInto Australian Exploration Pty Limited in association with Electrolytic Zinc Co of Australasia, Limited, has been carrying out a mineral prospecting program in North-West Tasmania over an area of about 4000 square miles.The program has comprised extensive airborne geophysical surveys, detailed geological mapping, ground geophysical and geochemical investigations. Out of the wealth of new data, and the examination of previous records, has emerged a new structural concept of regional ore control and distribution in North-West Tasmania. This roncept stems from the discovery of an ancient 'fossil' rift valley (graben), named the Owen Rift Valley, along which are located the major mines of the area and numerous well-known prospects. The known mines and prospects from north to south include Mt Bischoff (tin); the Pinnacles (zinc, lead, ropper); the Chester (pyrites); Rosebery-Hercules (lead, zinc, ropper, silver, gold); Mt Tyndall (lead, ropper, zinc); Comstock and Tasman (copper, lead, zinc); Mt Lyell (copper, pyrites, gold); Mt Jukes and Mt Darwin (ropper). The identification of the West Coast (Owen Conglomerate) Range as a fossil rift valley is due to Or B Campana, who carried out extensive geological mapping and interpretation work, and who, with S B Dickinson, are the senior authors of this paper.S B Dickinson, who introduced B Campana to the geological problems of West Tasmania, had previously investigated the Mt Lyell and Rosebery mining fIeld, to which reference is made in this work.D King assisted in the regional mapping and in providing numerous data on the mineral distribution of the area.R S Matheson rontributed to the fmdings on ore emplacement and rontrol in the discussions held on this subject. It is difficult to evaluate exploration properties in a manner that is transparent, repeatable and easily re-calculated to cater for different geological interpretations, but the risk-based assessment methodology, the Geological Risk Method, developed and described by Lord et al (2001) attempts to satisfy all these criteria. This paper examines a case study example based on valuations of exploration projects conducted by SRK Consulting using this methodology, and describes some of the advantages and limitations of the method.

The mining industry continues to have major disasters (Bingham Canyon, Pike River, Upper Big Branch, Mount Polley and Samarco), which often have a devastating effect on the enterprise, in terms of personnel deaths and injuries, environmental destruction, and financial and reputational loss. These disasters are not imposed from outside the business or organisation, they are almost always a function of loss of control of the management of the organisation’s critical assets and processes that they contain or to which they are exposed.Asset integrity is discussed as an effective response to business risks in order to mitigate, control and recover from loss scenarios that could expose a mining operation to significant property damage and business interruption, or even total loss. Vital to this process is the identification and control of risks to critical assets. Components of a critical asset assurance program are presented for discussion.Formal risk assessment has a longer history in industries other than mining, eg petrochemical, nuclear, military, aviation and space industries. Risk assessment is a structured, proactive approach to understanding and improving risks, as opposed to a reactive ‘fix-it-when-it-breaks’ mentality. Risk assessment techniques were triggered by major public disasters, such as the Flixborough chemical plant disaster (1973), Three Mile Island nuclear plant event (1979) and others.Today, most industries see risk assessment as an inherent part of their business, but do mining sites capture business risks that are related to major loss scenarios, which could have a significant impact on the operation?Does your risk assessment process:- involve a team having the right skill set so that the discussion is both stimulated and technically sound?- use generic assessment when a site-specific assessment is needed?- fail to consider all possible outcomes, including maximum foreseeable loss (MFL)?- fail to identify all hazards and controls associated with a particular activity?- fail to monitor controls effectively?This paper addresses the issues identified by these questions and provides some direction for developing a risk management process where business risk associated with critical asset integrity is integrated with other business and safety and health risk processes to provide a robust method for managing your business. With a worldwide growing population the demand for higher living standards, food and the development of new technology is rapidly rising. To allow for a continuous growth, larger quantities of minerals and raw materials are needed at a faster pace. Different methods have been developed to access or tap ore more quickly, such as improved drill and blast operations, mechanical mining methods using equipment such as roadheaders (RH), longwall miners and other technical equipment. Another possibility to access and develop mines faster is the use of a tunnel boring machine (TBM).The historical usage of TBMs is surprisingly long, but the opportunity for technology adoption by the majority of worldwide mining companies remains largely untapped. Dozens of full face TBMs have been used by mines around the world, including two that will begin operation soon in Australia. TBMs have been used to safely and rapidly gain access to the orebody, or to expand access to the orebody to increase output by running a TBM along the edge of the orebody for several kilometres. These machines have also been used for ventilation and for conveyor tunnels for ore removal. They have been used to quickly excavate long and winding declines giving access to an orebody at several levels in a short period of time.Tunnel boring technology can be used for mine declines, mine access tunnels and all sorts of different mine designs and set-ups. TBM technology simply needs to be adapted to the mine conditions and, if manufacturers are involved early on in the planning process for mine development, the operation can be very successful. In some cases, historically typical mine designs may need to be re-thought.One mine, the Stillwater Platinum mine in Nye, Montana, is currently employing its fourth TBM in 25 years. Two were used to create tunnels running alongside the orebody, rapidly expanding access to the orebody in many locations for increased output. Two were used to create parallel access tunnels to a mine expansion at the East Boulder orebody; one tunnel is for conveyor haulage and the other for vehicular access. TBMs have been employed successfully many times to rapidly drive vehicular decline tunnels to multiple mine levels, such as at the San Manuel – Magma Copper mine in the USA. While TBM technology may not seem to be optimal for every mine, these success stories show that the method can provide vast benefits for the right projects.Early use of TBMs in extremely hard rock metal mines, in the 1960s and 1970s, had limited success since performance was low. However there have been great improvements made over the years in the strength of rock which can be excavated by TBMs with high performance. Other important improvements involve the provision of a safe work environment, safely and rapidly supporting the rock and predicting geology ahead of the TBM.This paper will briefly note the more than 20 TBM mining projects and highlight some notable successes. It will then go on to give a status report on the two active TBM mining projects in Australia and the difference between a TBM operation versus other excavation methods such as drill and blast (D&B) or RH excavation.CITATION:Rauer, M, 2014. The specific challenges covered are: realistic quantification of downstream processes applied to orebody models to provide an integrated approach to mine design and optimisation modelling, estimation and simulation of geometallurgical variables and their integration into resource and reserve estimation and mine planning modelling, estimation and simulation of new variables for new forms of mining – deep mining, particularly block caving, and solution mining flexibility in planning and design to manage risk and minimise its impact information technology (IT) infrastructure and platforms for rapid online data collection, storage, access and processing.Most of these challenges require new types of data, variables, modelling and estimation methods. Foremost among the new types of variables and data are geometallurgical and dynamic rock mass characterisation variables. The paper describes data from test work programs on a range of magnetite ores in Australia and overseas. The analysis looks at the behaviour of material of different sizes fed to the rolls and the change in product size as a result of that, the conclusion being that there is a logarithmic relationship. The paper develops a form of equation to predict the product size from a given feed size distribution. The behaviour of the various magnetite ores is compared to more standard test methods such as crushing work index and unconfined compressive strength.

Fume events in coalmines are typically associated with wet conditions, soft ground and deep holes. An ACARP research project used laboratory and field testing combined with literature reviews, numerical models and field investigations to characterise the influence of these conditions on the propensity for fume. This paper highlights the results for soft ground and wet conditions and proposes a proactive fume mitigation methodology. A simple numerical model is used to show how fume arises in soft rock that yields more under the loading of high-pressure, water-resistant explosive blends than for ANFO. The blends cool more rapidly after detonation into the lower temperature zone favourable for NO2 production. Low-pressure, high detonation temperature explosives are loaded or charged into soft ground. Water resistance must be considered because soft, faulted and fractured ground can lead to fume from degradation by water flow and non-ideal detonation of product in cracks.A suite of tests were developed to quantify ANFO and emulsion blend performance over time that can be carried out in a mobile laboratory on-site. Index tests such as viscosity measurement and water resistance in beakers are proposed to quantify long-term product performance because small components, such as surfactant, prill impurities and prill fines, contribute to inconsistent product performance. Water ingress experiments and detonation tests aligned with field investigations identified and characterised the role of groundwater in damaging ANFO and causing fume.Fume risk management is achieved using a proposed proactive fume mitigation methodology to characterise influences such as seasonal rain variation, groundwater flow hydrogeology, rock mass strength and structure well ahead of blast design. Australia is presently enjoying the fruits of a booming iron ore market. Expectations are that market strength will be supported in the short to medium term by increasing feedstock demands from steel mills, as world economies rebuild post-Covid-19. However, as cost and environmental pressures increase the longer-term market outlook will be dominated by product quality. The ‘flight to quality’ will place increasing demands on direct shipping ore miners as they compete to maintain their standing in the iron ore marketplace. China will progressively disengage from its dependence on Australian imports, leaving miners under increasing pressure to boost product quality and diversify outlets globally. Australia has vast deposits of low-grade magnetite ores located mainly in remote and arid regions of the continent. This paper proposes a dry grinding and magnetic separation process to produce premium concentrate grades from the low-grade ores, to assist in meeting future product quality demands. The premium grade concentrates could be either blended with lower quality direct shipping ores or marketed separately. The proposed dry concentration process involves the pairing of Vertical Roller Milling (VRM), a mature technology widely used in the cement industry, and Planar Magnetic Separation (PMS), a new methodology, which has been developed to the threshold of commercialisation by the private Australian company Cyclomag P/L. Two laboratory prototype planar magnetic separators with field strengths of 1800 gauss and 6000 gauss have been built and tested on a range of magnetite ore types over the past three years. In each case, following grinding to liberation sizes, a combination of roughing and cleaning operations has produced pellet grade concentrates. Vertical roller milling has competed successfully with conventional media milling in grinding cement clinker, limestone and blast furnace slags. A key advantage of dry VRM/PMS processing is its potential adaptability to stepwise modular development, which can minimise initial capital investment, while generating early revenue streams to cope with unpredictable market volatility.

There is no doubt that the mining sector is considered to be the backbone of many countries. Furthermore, it has played an important role in the prosperity of nations, whether developed or developing. Saudi Arabia is one of these countries that has a large variety of metallic and non-metallic mineral resources that range in size and value occurrences of limited potential to deposits large enough to sustain profitable exploitation. Therefore, the Saudi government needs to reinforce the capacity of the sectoral institutions to better regulate and promote the sustainable development of the sector. The ability to overcome the administrative and legal complications that constrain private sector participation in the minerals sector, through new mining code which will streamline the procedures for obtaining licenses and will add more predictability and transparency to the application process, are proposed for increasing the sustainable development. This paper will outline how the Saudi government is tackling the major challenges that face the minerals industry. This paper provides the background to the Saudi Arabian mineral sector and its industrial base. Finally, the paper identifies the problems and constraints that face the minerals sector in Saudi Arabia and provides an assessment of the effects of government policies and planning efforts in the minerals sector, particularly during the period of the development plans which started in 1970.
