Fine-grained coal tailings slurry undergoes only limited settling and self-weight consolidation, and tends to remain slurry-like and unsuitable for conventional laboratory consolidation testing. In addition, constant rate of loading consolidation testing is more representative of the continuous disposal of tailings slurry into a tailings storage facility (TSF) than conventional step loading. The laboratory consolidation testing of coal tailings slurry under a constant rate of loading has been carried out in a purpose-built, large-scale, slurry consolidometer, instrumented with load cells and pore water pressure (PWP) transducers. In the slurry consolidometer, the rate of loading may be varied to represent the actual rate of rise of the tailings in the TSF. A slow rate of loading increases the test duration, while too fast a rate of loading may build up very high excess PWP, without achieving significant consolidation. For the particular fine-grained coal tailings slurry tested, the rate of loading in the slurry consolidometer is varied to access its effect on the development and dissipation of excess PWP. The central Taupo Volcanic Zone is a region of intense Quaternary silicic volcanism accompanying rapid crustal extension. Modem central TVZ is the most frequently active and productive silicic volcanic system on Earth, erupting rhyolite at c. 0.28 m' s'. The rhyolites show no major compositional changes with time, but the total extent of magma chamber zonation has changed with the advent of rifting and crustal extension at c.0.7 Ma. At least 34 caldera-forming ignimbrite eruptions have formed a complex sequence of relatively short-lived, nested and/or overlapping volcanic centres in central TVZ. Taupo contrasts with other large silicic magmatic systems in the exceptionally high frequency, but small size, of caldera- forming eruptions. This contrast reflects the thin, rifted nature of the TVZ crust, that precludes the development of long- term magmatic cycles at Taupo.Within central TVZ, non-rhyolitic compositions have been erupted apparently irregularly in time and space; in particular there is no evidence for a geographic separation of basalts from andesites. TVZ is a rifted arc, but its segmented nature, high thermal flux and voluminous rhyolitic volcanism make it unique on Earth.

Mining exploration and development projects in Australia are being negatively affected by the highly complex regulatory and bureaucratic processes at all levels of government. These processes affect mining companies operating in Australia by impacting on timelines and the cost of developing a mining project. It is not uncommon for the granting of project approvals to take in excess of five years, meaning that mining companies struggle with productivity, efficiency, time frame and cost issues in respect to their projects in Australia. As the mining boom in Australia is moving from the investment to the production phase, it is now more important than ever to maintain a regulatory landscape that facilitates rather than discourages new investment.While one of our key arguments is that there is too much burdensome regulation and red tape in Australia, we are also strongly believe that regulatory intervention is necessary to ensure that appropriate checks and balances are in place to serve the public interest and manage environmental, health and safety, social and other development-related impacts that may arise from a mining project. However, the regulatory intervention in Australia has come to a point where it is excessive and starting to discourage valuable investment in mining projects for nominal return to the public. Excessive regulation or ‘red tape’ impedes productivity and competitiveness, deters investment and innovation and costs jobs, all of which ultimately impact on the growth of Australia and the standard of living of all Australians.This paper aims to examine and compare the federal, state and local regulations that govern mining projects in Australia. It will highlight how these regulations are unnecessarily complex, lengthy and duplicated and how they can be streamlined to reduce red tape. Aberfoyle Limited has developed the Hellyer complex base metal sulphide deposit located in North West Tasmania. As part of exploration and feasibility study, the ore was extensively tested, including trial milling, and was found to be very fine grained and to have poor flotation selectivity. Substantial innovation was required to produce saleable concentrates at acceptable recoveries and costs. Efforts were made to reduce operating costs, to improve metallurgical performance and to improve work organisation. These efforts were pursued both in design and in subsequent plant operation. This work has resulted in a very competitive operation with production costs in the lowest quartile of the industry. Examples of the measures taken are presented and the results are evidenced by improved plant performance since commissioning.

"Every year a large number of projects are evaluated by small listed and unlisted mining companies that are hoping to find the ideal project, which will catapult them from a mining junior status to that of a mid-tier mining company. Usually this includes finding the æidealÆ or ærightÆ orebody and then developing a process which will allow cost-effective recovery of the valuable metals and the production of a saleable product. These dreams are seldom realised and there are a number of good and obvious reasons for this. Issues that are generally high up on the agenda for the smaller companies are: cost of developing a project before the feasibility study stage finding a suitable, or optimum processing technology financing of the project dealing with risk.The most expensive part of the development process for the small miner is often the exploration side of the business and finding the æidealÆ orebody. However, finding the right orebody will not be discussed in this paper. The æidealÆ orebody does not necessarily solve the problems of the mining junior, as much of the uncertainty lies in the process required to recover and produce the final metal product. Once a mineralised deposit has been identified and the grade at least reasonably qualified, the development of a suitable process becomes the driver to convert the deposit into an orebody. This paper proposes that a small exploration company has a very limited opportunity to succeed if it does not do sufficient homework before it identifies the æidealÆ orebody. The risk profile for the small mining company, by its very nature, has to be different to that of a major company and as a result the opportunities often lie in managing different and often new process options, which may be the key to bring such projects on line successfully.CITATION:Muller, H and Lorenzen, L, 2012. In recent decades, significant advances have improved the modelling techniques for predicting slope failure. Predicting failures is vital in open pit mining due to the significant risk posed to personnel and equipment from unstable pit walls. Failures not only cause harm and damage to people and equipment but also cause delays to production and subsequently increase operational costs. Coupled with improvements in modelling techniques, utilisation of advanced scanning systems, such as high-definition imagery from UAVs has enabled faster and more precise mapping and modelling. However, one key element required for accurate slope stability modelling and monitoring is the ability for mine geotechnical engineers to have an accurate understanding of the mineralogy and moisture content of slopes, in real-time. To address this challenge, research has been undertaken to utilise hyperspectral imaging across a broad spectrum, combined with high-definition imagery, and LiDAR to scan slopes for minerals and moisture content. In addition to accurately mapping mineralogy and moisture, the data must be collected autonomously and remotely to ensure ongoing safety. The results show that there are many direct and indirect benefits from this new technology, including the ability to monitor slopes at a safe distance and in real-time, improved accuracy of modelling, detection of risks, and improving the automation workflow for geotechnical engineers. The paper presents recommendations for the implementation of the technology in open cut mining environments.

The Channel Tunnel is an outstanding example of an undersea tunnel and its design illustrates most of the unique features of this type of tunnel. The marine site investigation was partic- ularly vulnerable to adverse weather conditions. To minimise this interference the time the drilling vessel was required to remain on station was kept to a minimum by expediting the drilling and the insitu tests as far as was practicable. To avoid additional unforeseen costs the contract documents were framed to take particular account of marine practice. The limited access at the coast line meant that for economy, maximum tunnel advance rates had to be attained. Ground excavation, handling and disposal methods and the provision of the lining were optimised and equipment specified in detail to ensure that no one com- ponent was delayed by a lack of capacity or mechanical failure in any other.

Many deposits have been evaluated as potential block caves over the last 20 years due to the perceived benefit of low operating costs. However, block cave projects are typically capital intensive, with mass mining providing high throughput rates that required large investments in mining, processing and utilities infrastructure. While the key economic metrics in deciding to proceed with a caving project are typically net present value (NPV) or internal rate of return, these may not represent the best decision metrics for some companies. Where a caving project is competing for scarce capital amongst other projects in a company’s portfolio or where the caving project is the only project being evaluated by a company trying to raise capital, other metrics may be more appropriate. This paper explores the use of present value ratio and the minimising of maximum negative cash flow as suitable metrics in determining alternative strategies. Trade-offs between optimising for economic value and capital efficiency measures allow for decision-makers to evaluate potentially higher-risk, higher-capital and maximum NPV projects against lower-risk, lower-capital projects.CITATION:Stewart, C A and Butcher, R J, 2016. The New Zealand rail authority, Kiwi Rail and Auckland Regional Transport Authority (ARTA), are jointly planning a new mainline rail link between Auckland’s downtown Britomart Station and the existing Western Line at Mt Eden. In 2009, APB&B, a consortia of Aecom, Beca, Parsons Brinkerhoff and Hassell Architects where commissioned to develop the conceptual design, Assessment of Environmental Effects (AEE) and business case for the new 3 km rail line towards preparing a Notice of Requirement to protect the route through Auckland’s central business district.This paper describes the engineering challenges in the development of the conceptual design for the three proposed underground stations, the running tunnels and connections to the existing network. Feasible alignment and station location options were developed and evaluated using multi-criteria analysis based on key client functional requirements, constraint mapping and environmental impacts. The resulting preferred scheme was then developed to a conceptual design suffi cient for assessment of environmental effects, risks, and the development of a robust construction methodology to allow high level capital cost estimates.The paper describes some of the major challenges overcome to develop the concept, including steep gradients, narrow street envelopes with existing buildings and structures, the need for large platform spaces with low ECBF rock cover and complex connections at Britomart and the main line near Mt Eden.The development of the conceptual design of the underground stations in particular demonstrates the need for a holistic value engineering approach to satisfying the architectural and functional requirements, in a highly constrained dense urban environment and at lowest practical cost. The construction methodology was a key input to the conceptual design development throughout.The conceptual design will be used as the fundamental basis for the development of the AEE and business case for the project in the future.

The detonation pressure of ANFO can be significantly reduced by the addition of low density materials such as polystyrene, bagasse, swadust or perlite. Laboratory and field test results have shown that homogene- ous mixtures of these low density explosives can be produced in a bowl truck and loaded into a blasthole without segregation. The detonation pressure of the mixture can be altered to be more compatible with the material in which it is being used by varying the quantity of low density additive incorporated into the mixture. Field results have shown that these low density explosives can lead to significant cost savings without com- promising fragmentation or production.

Although Western Mining Corporation has been producing high grade nickel ore at Kambalda since 1967, it has only recently become a significant gold producer.The main source of Gold ore has been the Victory Gold Mine located 17 kilometres South of Kambalda.This mine produced small tonnages of high grade gold ore from a sediment horizon within a complex sequence of mafic flows, in the 1890's, early 1900's and 1930's.Today, mining is centred around 2 com-pletely different ore bodies named Victory and Defiance, and involves several different mining methods. This paper describes the Operation's history and gives an outline of the proposed stoping methods.

As a project moves through the mine life cycle, the quantity of data available increases and the understanding of the orebody matures. Incorporating new information quickly and efficiently in current 3D models, is essential for adding value across the life-of-mine value chain. At the Martabe Gold Mine, the resource development group manages 14 drill rigs on six resource projects, including three operating mines. The Martabe deposits are geologically complex and the volume of new information that becomes available each day is substantial. It is imperative that new geological and assay information is integrated into the 3D models as soon as possible, so that drill planning and targeting can be modified accordingly. Martabe uses Leapfrog<sup>®</sup> 3D software to update and interrogate the 3D models on a dynamic basis as data becomes available. This results in faster and more effective changes to drill planning and schedules. The impact of this is better drill productivity and cost savings due to optimal drill targeting, and availability of up-to-date models incorporating the most current data. A strategic mine plan is a fundamental part of any mining operation. It must provide a realistic and operative extraction and processing schedule, and yield the highest value for the business. For open pit mines, the problem can be modelled as a set of blocks representing the deposit, for each of which we need to decide if it is going to be mined, if so, when and where it will be sent (process, stock or dump).This problem can be proven to be of NP-Hard complexity. The traditional approach used by mining engineers to tackle this complexity is to separate the problem into more tractable components, solving each separately. The first step is to use the Lerchs-Grossman (LG) algorithm to obtain the final pit limit, as well as a set of optimised pit shells (nested pits), using different input prices. Then, using this input, operational phases are designed. Third, the set of phases can be used as an input for a phase-bench style optimisation, usually using a mathematical programming-based algorithm.There are, however, several problems with this approach. First, dividing the problem into simpler parts has the consequence that any compromises made at early stages limit the potential value left for the following steps. Second, LG is a static algorithm, with no concept of the time-value of money, capacity limits, opportunity costs, etc. Phase design is essentially a manual step, for which nested pits provide insufficient information in practice, and therefore the quality of the result in terms of potential net present value (NPV) depends strongly on the experience and expertise of the designer. This means that key input data such as commodity prices, different processes capacities and mine movement limits, are considered only at scheduling, when there is little room for optimisation. This sequential approach limits the potential value in each step, where a simplified problem is addressed, instead of addressing the real, and more complex problem, which is dynamic and should be solved as a whole.We present in this paper an algorithm, and its commercial software implementation, that addresses the dynamic problem as a whole, simultaneously and automatically creating a high-value strategic mine plan that adheres to basic operational constraints, determining dynamic cut-off grades and delivering a set of phases which can serve as a much stronger guide than nested pits for the final design. We discuss some of the key elements of the algorithm and propose a new methodology for strategic mine planning, where phase design dynamically responds to mining strategy definition. With the use of 36 rock drills of the jackhammer type at the West Lyell Open Cuts of the Mt Lyell Mining & Railway Co, it is of importance to determine the economic as well as the physical life of these machines. With this purpose in mind records have been kept of the footage bored and the cost of new parts placed in each machine, and the following procedure adopted.A graph is plotted for each machine showing the footage bored as a horizontal line and at each 5000 feet of boring the total cost of new parts is noted on this line (see Figure 1). Thus at a glance it is possible to see the amount of work done by each machine and the money spent on it in new parts. However, it is difficult to visualise from this graph the increase in the cost of new parts for each machine as its life advances. To obviate this clifficulty a curve is plotted with the cost of new parts as the vertical component and the distance bored as the horizontal component.As before the cost of new parts are taken at each 5000 feet bored (see Figure 2).

Geita Gold Mining Limited (GGML) is owned and jointly managed by Ashanti Goldfields Company (Ghana) and Anglogold (South Africa). The mine is currently one of the largest gold producing open pit operations in Africa producing 620 000 ounces of gold and mining in excess of 70 000 000 tonnes of material per annum. The mine currently has 2000 full time employeeÆs and a mine life in excess of 12 years. Geita Gold Mine is comprised of 11 different gold deposits situated in the Lake Victoria Goldfields of North Western Tanzania (Figure 1). The gold deposits are primarily associated with banded ironstone formations within an Archaean greenstone belt. Current global resources, including Inferred, stand at 129.5 million tonnes grading 3.91 g/t (16.2 M oz). Open pit reserves total 70.4 million tonnes grading 4.16 g/t (9.4 M oz). The majority of the gold resource is hosted by the three deposits (Nyankanga, Lone Cone and Geita Hill) within the æGeita TrendÆ a large and continuous (>4 km long) mineralised zone (Adofo, 2002). Geita Gold Mine commenced operations in June 2000, as the second large-scale open pit gold mine in Tanzania. The new workforce of 800 people had no previous experience in open pit gold mining. Since the start of the operation, Geita Gold MineÆs management ambition was to become a world leader in the application of best practice in all technical disciplines and in operational success. Staff development and training was identified as one of the major components in the company achieving its aim. Geita Gold MineÆs management has committed the necessary training staff, resources and the commitment of over $US 1 M a year to staff training and development programs for 2003 and 2004. The process and management of Geita Gold MineÆs mining geology staff training and development program is presented in this paper.

Queensland legislation, industry codes and policies relating to mine rehabilitation and closure create the expectation of successful progressive rehabilitation and that the post-mining environment is being returned to a condition suited to a pre-agreed, beneficial end use. Yet none of the rehabilitated mined land in the Bowen Basin has been certified as successful by authorities suggesting there is a gap between current rehabilitation and the full environmental outcomes that the legislation could deliver. We tested the veracity of this perspective and reflect on where responsibility for any discrepancy lies.We first reviewed current Queensland legislation and industry codes relating to stakeholder engagement, rehabilitation, closure planning and post-mining land use. We tested the accessibility of the documentation trail for several recent coal-mining projects in the Bowen Basin and examined the level of detail in approval documentation. We then assessed the rehabilitation performance reports of these mines in relation to the contents of their approval documents. Legislation, guidelines and codes repeatedly emphasise the need to plan for closure before mine operations begin and to progressively perform rehabilitation with an agreed end-use in mind. Early stakeholder involvement in these processes and transparency of actions and outcomes are also encouraged by government publications. Overall, in terms of transparency, we found that relevant documents are generally available to the persistent enquirer. However, the rehabilitation and closure undertakings given in both mine company and regulator documentation were commonly generic and rehabilitation obligations were not explicitly incorporated into rehabilitation plans. Rehabilitation reporting was also weak in that no distinction is required between successful and unsuccessful revegetation, nor to closure objectives and mine completion criteria. Responsibility for the apparent disconnect between regulatory intent and actual performance appears to begin with the regulator too readily allowing generic information and in not requiring performance reporting to correspond with approved post-mine conditions. As a result, companies may have a much greater rehabilitation and closure risk than mine management expects.
