The areas of concern lay in the processing of, and the subsequent hearing into, Waihi Gold's resource consent applications to extend Martha Mine. The proposed amendments to the Resource Management Act 1991 might see the introduction of contestability in the processing of applications - which would have assisted Waihi Gold; and the use of commissioners to hear the applications, with a right of appeal to the Environment Court on points of law only. It is also proposed to have major applications heard directly by the Environment Court. If Waihi Gold's applications had been heard at first instance by the Court, the delays in time and associated costs would have been reduced. However a hearing by commissioners only would not have been satisfactory, there being no right of appeal against the conditions of consent, which if implemented as granted by the Councils would have had a significant impact on the costs associated with the extended project.

Three stages are involved in the complete design and evaluation of an open cut mine. These are:1. design of the optimu,m ultimate pit, and selectionof the optimum mill capacity,2. development of production schedules, with intermediate pit designs, and3. evaluation of the project, based on factors from stages 1 and 2, by means of discounted cash flow analysis.Stage 1 requires relatively complete information on metal distribution, metallurgical performance, and cost factors, which is used to design a series of pits, corresponding to a range of milling rates.For each milling rate considered there is a unique pit design which maximizes operating profitability. The computer outlines this design (in terms of size, shape, and location; tons and grade of ore; and tons of waste), by considering the effect on profitability of mining each block in the mineralized inventory in relation to every other block which would be affected by its removal.The computer selects only those blocks for mining which result in an overall increase in profitability, maintaining pre-determined wall slope conditions throughout.Both operating profitabilities and capital costs increase with throughput, and the two curves will combine to produce a flat peak in net profitabilities at a certain rate, with its associated pit design.Stage 2 can maximize head grades early in the life of the operation. This increases the projected present value, but there are good arguments for maintaining steady head grades throughout the life of the mine.A modification of the programme used in Stage 1 is used here.Stage 3 is a conventional discounted cash flow analysis, using factors obtained in stages 1 and 2. It can be computerised, but a manual treatment is probably just as fast overall.

An attempt has been made to investigate the performance of green pellet formation of the Daye magnetite concentrate from the weak-magnetic separation plant. The optimum conditions for the commercial production of green pellets was found through experimental research. The satisfactory size range for balling is 75 ¦ 3 per cent -200 mesh. The suitable moisture content is between 8.7 and 9.1 per cent and the optimum amount of bentonite added is between 1.5 and 2.5 per cent. The emphasis is on the size of the feed materials since the grinding fineness, which can be obtained at the plant, at most is 78 per cent -200 mesh. If the optimum fineness for the pellet formation is above this value, this means that the concentrate must be re-ground before balling. The results from experiments showed that a good quality green pellet can be attained by using materials below 78 per cent -200 mesh, which provides a strong foundation for the commercial production of green pellets.

As we look back through the Proceedings of our Institute, we find few papers dealing directly with education and recruitment. Apart from papers prepared in the earlier decades of this century, there was little written discussion on the subject until the 1950s, and mostly this was by the professionals, the professors and lecturers who staff the various mining schools of Australia and New Zealand.I use the term "mining school" in its fullest and widest meaning, to cover all aspects from ore to metal, and not in the narrow meaning that the word might imply. At the same time, in restricting the parameters of this address to "ore to metal" I recognize that I am excluding the very important fields of physical metallurgy and materials science; this I do because there is a limit to the quantum of any paper, and in fact these subjects are more closely allied to the use rather than the production of metals.However, the lack of education papers does not mean that education has been regarded lightly by The Institute. Sir Maurice Mawby in his presidential address in 1968, reminded us of the original objectives of The Institute, one 'of which was, "To promote the arts and sciences connected with the economical production of the useful minerals and metals ...". Our present Royal Charter is more specific when it says that one of the objects of The Institute is, ". . . to encourage the study of engineering with special reference to mining and metallurgy ...". If we recognize that in itself membership of our Institute is one means of continuing our education, it is true that education has been a concern of The Institute since it was first founded.Occasionally in recent years, an intrepid president has ventured to tell the academics what the industry needs, and he generally does this in a "no-question" situation! However it is encouraging that those entrusted with mineral education have always accepted this; they keep coming back for more and ask us to tell them what we want, and they will provide it.In 1948 a considerable dialogue on education was initiated when a standing committee was established by the Council of The Institute. THE treatment by chlorination of the Mount Morgan Gold Mining Company's ores was first accomplished, early in 1886, by a works having a capacity of 25,000 tons per annum. Shortly afterwards another works was established, capable of dealing with 50,000 tons per annum. The extraction of gold was originally successful and satisfactory, but running expenses were high, averaging £2 19s. 6d. per ton of ore treated. These works were believed to be the largest chlorination pJants in the world at that time. As might have been expected, the mechanical details and chemical process had not been perfected, and, moreover, both works were hurriedly built, and operating expenses were not then considered of such prime importance, as the ore at that time was of very high grade the large quantities of low grade ore since dealt with not being then considered, since the bulk of it was not even known to be in existence.These two works consisted of lock-breakers, high speed rolls, screens, elevators, &c., for crushing; a large number of small handrabbled reverberatory furnaces for roasting; one-ton chlorination barrels and three-ton leaching vats for chlorination.

Gas well tests were performed on 17 wells in the Roma area. The procedure used in the test programme incorporates an initial isochronal test followed by what is described as the "two flow drawdown" technique. The second flow of the two flow drawdown test was conducted for sufficient time to allow transient investigation of the surrounding reservoir. This combination of tests allows the evaluation of stabilized production capacity in addition to the determination ,of several important reservoir characteristics.It also provides a qualitative indication of reserves, by reflecting the presence or absence of reservoir boundaries within the drainage area affected during the test.

Results of laboratory studies on the flotation of marmatite (zinc sulphide) with new reagents, which were developed to avoid the use of copper sulphate, are presented.Episulphides were chosen as the basis for the reagents because of their reported special chemical affinity for zinc and cadmium. Attempts were made to solubilize and introduce functional groups to episulphides with organic and inorganic acids, ammonia, phenol, aniline, diethylamine, and pyridine. As a class of reagents, the episulphide-amine combination was generally found effective in zinc sulphide flotation to a greater or lesser degree. Best results were obtained with ethylene sulphide-aniline combination. Although anilino-ethyl mercaptan is the reported reaction product of aniline and ethylene sulphide, it was concluded that the effective zinc sulphide flotation with ethylene sulphide-aniline combination is not entirely due to the formation of the mercaptan.The economics of the possible usage of ethylene sulphide-aniline reagent are discussed.

How the Australasian and Canadian Codes (VALMIN and CIMVal) approach mineral property valuation is described. Brief comment is also made on the International Valuation Standards CommitteeÆs interest in a global valuation standard for Mineral (Extractive) Industries and the South African SAMREC initiatives to adopt a VALMIN-like Code. The conventional tripartite classification of valuation approaches into those that are Market-based, Income-based and Cost-based is outlined. It is best practice to use as many of these approaches as possible (and as many methods as reasonable in the particular circumstances), given the quantity and quality of the data available on the Mineral Asset (which depends upon the state of development of the mineral property). The use of specific methods must satisfy the basic considerations of logic and reasonableness and the purpose of the valuation. The competence, judgement and repute of the valuer are critical factors, since all valuations are time and circumstance specific. What constitutes æMarket ValueÆ in the different jurisdictions is discussed and definitions are given. Challenges facing the globalisation of a VALMIN-type Code for the international Minerals Industry are the influence of real estate valuers and the US jurisdictional idiosyncrasies. This is mainly due to a fixation on real property rights with a preference for using real estate-like comparative sales techniques (Market Approach) to the exclusion of Income-based approaches; a regulatory reluctance in the US to accept that Resources have considerable value; and the International Accounting Standards BoardÆs preference for Historical, rather than Current Value, accounting.

The mining industry in Australia frequently uses the services of specialist engineering and managing contractors and consultants for a majority of the work required for project development, from feasibility studies to project commissioning. The project owner's prime objectives are to achieve predictability and competitive advantage for their project. As the majority of this work will be carried out by contractors, the effective evaluation, selection and management of these contractors in the most appropriate forms of contracts is an essential ingredient to project success. The first stage to project development should be for the owner to examine its own resources to establish the role that it will fill and thereby identify the role and scope of contractors' involvement. Once the owner has developed this work plan, the selection of contractors and consultants should be structured to ensure that the owner acquires the appropriate expertise and experience to achieve its project objectives. The sequence of selection procedures is: 1. Pre-qualification of prospective contractors according to the owner's adopted criteria, through the use of a pre-qualification questionnaire. 2. Evaluation by the owner tender board according to predetermined mandatory criteria. 3. Preparation of tender documents for submission to qualified contractors. 4. Evaluation of tender submissions by the owner tender board using a pre-determined, weighted matrix of technical and commercial criteria. 5. Final selection and contract negotiation.

A study of the accessory opaque iron-titanium oxide minerals of the Oiles Complex, central Australia, was an Important complement to an investigation of the magnetic properties of the Complex. These minerals constitute no more than 10 per cent of the rocks sampled, and generally less than 1 per cent of the ultramafic rocks ("magnetite" concentrations were not sampled for magnetic investigation).Titanomagnetite is the main opaque mineral present, although ilmenite exsolution has been widely developed. High-temperature oxidation of these produced mainly titanohematite, pseudobrookite and rutile. Both exsolution and high-temperature oxidation developed along specific crystallographic directions (along {111}), and in Irregular patches. Low-temperature oxidation is generally not well-developed, indicating the small degree of weathering in the rocks sampled.Although the Oiles Complex is layered, no apparent overall preferred orientation of the iron-titanium oxide minerals was observed, other than crystallographically controlled alignment of very fine grains within pyroxene crystals. Other textural features of the opaque oxides are restricted to symplectic intergrowths mainly with the ferromagnesian silicates.

One would anticipate that after 40 years in the mineral industry it would be simple to project the trends at least 5 or 10 years into the future. However the last 20 years, 1950-1970, have been so different in the mineral industry from the years 1930-1950 that I suggest only 20 years or so are relevant to any forward projection.Those, of us that have been about during the last 40 years find it hard to relate the two periods.The first with the depression, low base metal prices, attempts to revive the gold industry, very little export of minerals, and finally World War II and the recovery period.The second, a period of unimagined discoveries and the reappraisal of a wide variety of minerals and metals-iron, coal, bauxite, beach sands, manganese, oil and gas, and nickel, to name but a few.The second period started early in the 1950s and was triggered off by the search for oil in Australia.Rough Range No. 1 was an important milestone in our history because it initiated a series of speculations and the re-examination of much of our thinking about our mineral resources. It lead to the discovery of bauxite and the start of a flourishing aluminium industry.The realization of the extent of the iron ore resources was another, major step and the influx of overseas capital and competence started the large wave of development made effective by the Japanese markets.The momentum of the late 1950s has carried us to where we are today and will undoubtedly carry us further forward in the next few years.All this development in the mineral industry has come at a time when our pastoral industries have reached a difficult period. The theme of this Conference is 'The Future of Mining in New Zealand' to be addressed at a time of deepening economic concern. To ensure the assessment and development of our mineral resources in a competitive, safe and environmentally acceptable way a modest supply of a rare commodity û the professional mining engineer û must be assured. This paper briefly' reviews the history of mining education in New Zealand, discusses relevant overseas academic concerns and actions and discusses recent local trends which have led to a most serious recruitment position in the Department of Mining Engineering at the University of Auckland. Conclusions are drawn and proposals made which may remedy this situation which could have serious economic and sociological consequences for New Zealand.

From March to May of 1963, the Bureau of Mineral Resources carried out an experimental aeromagnetic survey at Cobar, New South Wales, to field test a proton-precession magnetometer installation in the Cessna aircraft VH-GEO. The Cobar area was chosen as considerable information was already held on the Earth's magnetic field there, which was known to provide a range of anomalous areas that are not excessively disturbed.A procedure for survey flying and methods for processing data were developed during the survey. Contour maps of the aeromagnetic results were produced in the field. The experimental survey was successful in outlining magnetic anomalies in detail.INTRODUCTIONSince 1951 the Bureau of Mineral Resources, Geology and Geophysics (B.M.R.) has carried out an airborne magnetometer exploration programme with DC.3 aircraft carrying fluxgate magnetometer equipment. Recently a proton-precession magnetometer was developed by the Design and Development Group of the B.M.R. for observatory use. Conservation and environmental issues are raising their profile with respect to both demand restraint and electricity supply options. In New Zealand, conservation pressures and energy efficiency need to be seen in relation to the supply system currently in place which has capacity for economic supply of electricity in quantities substantially in excess of the current market. Consequently, energy efficiency and conservation need to be interpreted in relation to the supply system as well as in relation to end use. The relationship between the environment and conservation is strongest when new generation is required. New Zealand's electricity supply system consists of a large proportion of hydro production and this has significant environmental benefits when considered in relation to concerns of global wanning and the greenhouse effect. However, environmental trade-offs in supply options need to take account of both the efficiency of electricity end use, the trade-off between hydro and thermal generation and the inter-regional effects of shifting development options from one region to another. The Electricity Corporation has a high level of consciousness with respect to environmental and conservation issues and this paper demonstrates its own moves to maximise energy efficiency and illustrate the environmental trade-offs for supply.

The structure of the Bulli coal seam at Appin Colliery was detailed by the seismic reflection method. This unusual application of the seismic method was possible because there is a reflector near the seam as was revealed during exploration for petroleum in an area north-west of Appin. The reflector, which was at a depth of 1,500 ft, was shallow by normal reflection survey standards. Measurement of the seismic velocity at two ventilation shafts showed that the reflector was probably the Bulli coal seam. Accurate depth control was established from previous drilling results.INTRODUCTIONAppin Colliery, situated on the Southern Coalfield of N.S.W. (Fig. 1), is being developed to supply coking coal to the Port Kembla steelworks of Australian Iron and Steel Pty. Ltd. The colliery is mechanized and a detailed knowledge of structure, particularly faulting, is important in planning the workings.The Bulli seam, which is approximately 9 ft thick, and between 1,500 ft and 1,800 ft below the surface, is worked in the colliery. It is the uppermost member of the Permian Coal Measures and is overlain by Triassic rocks, which consist of thick sandstone beds containing beds of coloured shales, and which are subdivided into the Narrabeen Group, the Hawkesbury Sandstone, and the Wianamatta Group.In the early stages of development of the colliery, surface geological mapping and diamond drilling provided information on structure. Generalized results of the mapping are shown on Fig. 2. Drilling indicated that the physical and chemical properties of the Bulli seam are relatively constant, and that the seam is nearly horizontal, the average dipbeing about 1 in 25 to the west.

Silver is one of the three major metals produced from the Broken Hill mines. The accurate determination of the silver in these ores, therefore, is of economic importance.With due appreciation of the divergence of opinion of many who are interested in the subject of the determination of silver, the writer has been prompted to present the results of some recent experiments on silver losses during cupellation and conclusions from these experiments in the present paper. The losses of silver in the fire assay for this metal are due to silver retained in the slag during the fusion or scorification of the ore, and to silver volatilized from, and absorbed by the cupel during the process of cupellation.The literature describing the results of experimental work on silver losses due to the above causes is extensive, and the general conclusion of these experiments is that the silver lost in the slag is small, but that lost by cupellation is larger and more variable.The term cupellation loss in this paper refers to the total cupellation loss, no distinction being made between the absorption and volatilization losses.Volatilization loss is shown by King to be 0.5% of the total cupellation loss and, as it is generally accepted among assayers as being only a small fraction of the cupellation loss (3) (5), it will not receive further consideration in this paper.The factors causing the loss of silver by cupellation and the precautions to be obs~rved to reduce the loss in this operation are described in (1), (2), (3), (4) and (5).
