Attention to the design of facilities for drainage, of both surface water and seepage, made it possible to attain, for a qam impounding residues from a concentrating mill, a more stable sand wall which can eventually be carried to a greater height.EXPERIENCE WITH No. 1 DAMResidue from the lead zinc concentrating mill, which treats the ore from the Rosebery and Hercules Mines, was pumped 3,600 ft. through a 5-in. diameter woodstave pipeline to the site of the dam. It was formerly delivered through a 4-in. steel pipeline.State laws prevent the residue being discharged to waste into the Stitt River. Furthermore, as a pyritic residue it is a potential source of sulphur.Between 1936 and 1956 more than 1,000,000 tons. of residue was paddocked. The run-of-mill product was roughly classified at the dam in a 6-ft. diameter cone classifier and the sand fraction was pumped by a 3-in. pump to the front wall of the dam across a shallow valley. The Nagambie heap leach gold mine commenced production of gold in September, 1989. The mine,120km north of Melbourne in Victoria, Australia, was developed by Perseverance Mining Cor- poration Ltd, a junior Australian mining company, with no other operating mines. Gold production to December 31, 1990 was 47,621 oz. The mine is now producing at the rate of about 45,000 oz per year. As of February 28, 1991, resources at the mine are 5.1 million tonnes measured, at 0.65g/t Au while reserves were 1.65 million tonnes at 0.86g/t Au of proven, heap leach ore, plus 0.37 million tonnes at 0.40g/t Au, of dump leach ore. Metallurgical recoveries expected are 80 per cent for the heap ore and 60 per cent for the dump ore. Perseverance Mining Corporation was listed on the Australian Stock Exchange on April 2, 1987, after a capital raising in March that year. At this time the company's issued capital was 4 million ordinary 25ó shares, 3 million of which were issued to the public to raise $0.75 million.

Flooding with surface water is the preferred technique for the abatement of acidification from pyrite oxidation in the lakes of abandoned Lusatian lignite mines. However, water resources of the region are limited and in addition, interruption of water inflow during the summer and the termination of the flooding process after reaching the final water level can lead to a re-acidification of the lakes. The development of three mining lakes with a surface-water flooding history of six to 28 years was analysed û in two lakes on the basis of fortnightly to monthly hydrochemical monitoring data. During summer flooding interruption, the younger lakes showed a decrease in pH from neutral down to pH 4. The degree of the pH decrease depended on the intensity of the groundwater inflow from the overburden dumps and this affected the hypolimnion more than the epilimnion. The third lake was flooded 28 years ago and up to now, interruption of the surface water inflow resulted in re-acidification. These three examples were able to show the benefits and limits of the surface water flooding technique for the abatement of Lusatian mining lake acidification.

New Zealand's Land and Income Tax Act 1954 contains unique incentives for companies engaged in mining certain specified minerals or petroleum. Sections 152 and 153 provide for the taxable income of such companies to be based not on profits made but on dividends paid to shareholders. A significant saving in tax results, particularly where profits are not distributed: but the Act attempts to ensure that undistributed profits are used for further mineral exploration and development. To encourage investment in the mining industry, persons taking up shares in a company mining for the specified minerals or petroleum are entitled to a one-third deduction in respect of monies paid on the shares and used by the company for its purposes; and company shareholders may make loans to the company and write-off such loans for tax purposes to an amount of up to half their taxable income. Maximum utilisation of the tax incentives calls for careful consideration as to whether a mining or petroleum company should be financed by way of loan capital or share capital.

"A new approach to mineral project evaluation is described called Scenario-Based Project Evaluation (SBPE). SBPE incorporates well established æscenario planningÆ and æscenario thinkingÆ approaches, which are used extensively in other industries,?most notably the?petroleum industry. While most scenario planning is qualitative and non-probabilistic, the approach described here includes both quantitative and qualitative aspects. SBPE is complementary to optimisation approaches and allows mining firms to build and operate projects that are more robust in the face of adverse changes as well as proactively respond and exploit the upside offered by a realistic assessment of variability. The approach has potential to improve project performance and decrease operational risk. It also has important applications for currently operating mines.Conventional evaluation of metalliferous mineral deposits uses estimates of metal grades and deleterious attributes in singular æorebody modelsÆ, usually 3D block models, which fail to capture two critical aspects that underpin the realised value of mining projects: the inherent uncertainty of the estimated attributes the spatial variability of attributes, at the scale of mining selection, which impact on downstream processing steps and fundamentally drive realised value. While singular models are appropriate for estimating block averages, conditional simulation (CS) models of the relevant attributes are needed to represent uncertainty and capture spatial variability. Any attributes that can be either built into CS models and/or modelled in the envisaged mining/processing steps, can be evaluated fully through to highly ægranularÆ (ie detailed and un-smoothed) cash flows. A complete view of SBPE relies on selected strategies being tested against plausible æscenariosÆ of factors external to the project and thus outside management control. æExternalitiesÆ captured in such scenarios include market prices, costs and taxes. Via SBPE, project managers may demonstrate that there is material value in preserving or purchasing options that provide future flexibility to respond to the changing externalities or changes in orebody performance. Such flexibility generally comes at a cost but is very difficult to value. It is argued that full value chain evaluation using SBPE can help to value these options for a mining company. The Hunter Valley Coal Chain (HVCC) consists of mining companies, rail operators, rail track owners and terminal operators, together forming the worldÆs largest coal exporting facility. In 2008, the throughput of HVCC was about 92 million tonnes, or more than ten per cent of the worldÆs total trade in coal for that year. The coal export operation generates around $15 billion in annual export income for Australia. As demand has increased significantly in recent years, and is expected to increase further in the future, efficient supply chain management is crucial. The Hunter Valley Coal Chain Coordinator Limited (HVCCC) was founded to enable integrated planning and coordination of the interests of all parties, thus improving the efficiency of the system as a whole. One of the many planning challenges faced by the HVCCC is that of annual maintenance planning. Different supply chain elements, such as trains, railway track, terminal equipment and load points, must undergo regular preventive and corrective maintenance, leading to significant reductions in system capacity (up to 15 per cent). However good alignment of the maintenance tasks can reduce their impact, and the HVCCC undertakes an annual process to ensure the impact of maintenance on the supply chain capacity is as small as possible. This is achieved in an iterative negotiation process between HVCCC and individual service providers. In the past, maintenance schedule optimisation was largely manual, which for the more than 1000 tasks involved is quite labour-intensive.In this paper the authors describe an approach developed at the University of Newcastle in partnership with the HVCCC to automate this schedule optimisation process. We will discuss our experience in applying exact (mixed integer programming) and heuristic techniques from mathematics and computer science to address the problem. This work is anticipated to lead to new decision-support tools for the HVCCCÆs capacity planning team.

Eutrophication of water bodies is one of the most severe environmental problems worldwide. It is well known that the availability of phosphate, as the limiting nutrient, is crucial for increased primary production and eutrophication. Calcite exhibits positive surface charge in most natural waters and can therefore be used for phosphate immobilisation. In this study, sorption experiments were performed in order to test different calcite materials regarding their suitability for use in restoration of eutrophic lakes. These short-term experiments were performed under different hydrochemical conditions (pH, SICC, initial dissolved P concentration) and with varying calcite properties (specific surface area and amount) in order to predict the long-term stability of the Ca-P-bonds. Peculiar shapes of isotherms that could not be explained only by adsorption processes were detected in the individual experiments. Depending on the residual P-concentration in solution, the isotherms can be divided into three sections indicating different processes responsible for the P-fixation on calcite surfaces. Adsorption prevails in equilibrium with lowest residual P-concentrations. The inflection of the isotherm at moderate residual P-concentrations suggests that precipitation and transformation of a Ca-P compound becomes dominant. This is supported by characteristic Ca/P-ratios for different Ca-P-compounds (b-tri- calcium-phosphate, octa-calcium-phosphate). On the new surface, phosphate ions again are fixed by adsorption. The observed transformation of P-bonding is crucial for sustainable phosphate immobilisation on calcite surfaces. While pure adsorption processes are reversible, the development of a thermodynamically stable Ca-P-phase, like hydroxylapatite, will lead to a lasting immobilisation of phosphate.

This paper reviews the history of environmental assessment in New Zealand with reference to mineral developments. Emphasis is given to larger more controversial projects particularly metal mines. The changing role and application of the Environmental Protection and Enhancement Procedures is examined in the context of changes in the government's environmental administration and the response of the Ministry of Energy's resource allocation group. Conclusions are drawn on the effectiveness of the present environmental assessment activities and on the allocation of administration of priorities in the Ministry. The Ministry of Energy has effectively ceased to exist.

The work reported in this paper extends,-bhsb on the "Heat Hardening of Artificial Magnetite ;Pellets"., which was described at the- International Symposium on Agglomeration ;-sponsored by the American Institute. of Mining, Metallurgical and Petroleum Engineers at Philadelphia; U.S.A. in April, 1961. Whereas- that work was of a.,more basic nature, -serving to illustrate the suitability of artificialòmagnetites with various.admixtures, to the application of heat hardened pellets, on: this occasion the aim-is to illustrate the procedures-which were used-to- establish the dimensions of commercialòrecuperativ strands for Australian raw materials,The nature of the pellet feed, i.e. relatively uniform :spheres of4 3/8 in. - 7/16. in. diameter, makes it possible to use small scale static pots for test work. By the use of a closed system and the measurement of suctions, gas f lows, and temperatures through beds, the speed and heat requirements of the various stages of heat hardening can be measured, so: that for a specified quality of product estimates can be made of the broad design characteristics of a moving grate system. In practice of course it is .usual to correlate the data from this type-of :experimental 'apparatus with . existing production units upon which good operating data, in the statistical sense, are available.

The EPA National Risk Management Research Laboratory (NRMRL) Mine Waste Technology Program (MWTP) and the EPA Region VIII Superfund office are jointly conducting a field-scale technology demonstration of a two-step in situ treatment of the acidic Anchor Hill Pit lake at the Gilt Edge Mine Superfund site near Deadwood, South Dakota, USA. The project goal is to develop cost and performance data for the in situ treatment for potential application in long-term water treatment/management activities at the Gilt Edge site, and for potential application at other similar sites. Lime neutralisation of the pit using a Neutra-Mill was accomplished in the spring of 2001, with a resultant lime utilisation efficiency of about 71 per cent, and a typical throughput of about 1 tonne per hour using coarse, pebble quicklime and 1.4 tonnes per hour using finer, ground lime. Redox-mediated biotransformation treatment of the pit has been ongoing since May 2001. As of January 2003, denitrification is complete in the near-surface waters and about 90 per cent complete in the deeper waters. Bacterial sulfate reduction is expected to begin in the near future. This paper describes project activities, results, and lessons-learned to-date as well as future monitoring plans.

Blasting has been the most frequently used method for rock breakage since black powder was first used to fragment rocks, more than two hundred years ago. This paper is an attempt to reassess standard design techniques used in blasting by providing an alternative approach to blast design. The new approach has been termed asymmetric blasting. Based on providing real time rock recognition through the capacity of measurement while drilling (MWD) techniques, asymmetric blasting is an approach to deal with rock properties as they occur in nature, ie randomly and asymmetrically spatially distributed. It is well accepted that performance of basic mining operations, such as excavation and crushing rely on a broken rock mass which has been pre conditioned by the blast. By pre conditioned we mean well fragmented, sufficiently loose and with adequate muckpile profile. These muckpile characteristics affect loading and hauling (Scott, 1996). The influence of blasting does not end there. Under the Mine to Mill paradigm, blasting has a significant leverage on downstream operations such as crushing and milling . There is a body of evidence that blasting affects mineral liberation (Djordjevic, N, 2001). Thus, the importance of blasting has increased from simply fragmenting and loosing the rock mass, to a broader role that encompasses many aspects of mining, which affects the cost of the end product. A new approach is proposed in this paper which facilitates this trend æto treat non-homogeneous media (rock mass) in a non-homogeneous manner (an asymmetrical pattern) in order to achieve an optimal result (in terms of muck-pile size distribution)Æ. It is postulated there are no logical reasons (besides the current lack of means to infer rock mass properties in the blind zones of the bench and onsite precedents) for drilling a regular blast pattern over a rock mass that is inherently heterogeneous. Real and theoretical examples of such a method are presented.

Enterprise Mine at Mount Isa is to expand ore production from the current 1.4 to 3.5 mtpa by mining the 3500 Orebody, from which production is scheduled to start in February 1998 making this the deepest underground mine in Australia with its lowest mining horizon at nearly 1.6 km below surface. The following fill requirements were defined for the 3500 Orebody during the feasibility study: a minimum filling rate of 250 m3/h, a curing time of 28 days, and minimum free fill water. This paper mainly describes the investigation of high density and paste fills for the 3500 Orebody. The investigation covered all the key issues relating to fill option selection, including design criteria, material supply and demand assessment, drainage modelling, tailing dewatering method, mix design and a pump loop test. Results of the investigation indicate that both high density fill and paste fill are technically feasible. The investigation has led to the selection of a blended tailing paste for the 3500 Orebody as the paste option has significant advantages over high density fill in stope filling rates and fill reticulation. The blended tailing for paste fill is finer than Isa deslimed tailing but coarser than full plant tailing. The paste fill selected has minimum binder and tailing dewatering requirements while a relatively high filling rate is achieved.

Drum winders have now been built to attain depths of 3000 m and more in a single lift in accordance with the South African Code of Practice SABS 0294, which was introduced at the time of the last hoisting conference in 2000. Since then, this code has not only been followed for several winders in South Africa but was also followed in deep mines in Canada. Design of winders and their braking systems are described in the paper. Koepe winders are in use for high payloads of up to 50 t and to hoisting depths of around 2100 m. As known, the stress range of the hoisting ropes is the key parameter for rope fatigue. However, as per the SABS Code of Practice 0294, relying on static design is not the answer to the question of where the limits are for Koepe installation. The paper describes factors that are recognised to have influence in rope life and suggests definition of new design criteria for friction winders in order to get viable solutions for high-capacity hoisting from deep mines similar to drum hoisting.

The geology of an area in north-western New South Wales, bounded by the South Australian and Queensland borders, latitude 32° S. and longitude 14° E. is discussed.The area involved includes sixteen 1:250,000 standard military sheets and covers approximately 96,000 sq. miles.The geology of the Willyama Complex is not dealt with but a small area of metasediments previously included in this unit is separated and a possible correlation with Precambrian to the east is suggested. Torrowangee Group sediments are described and the problem of nomenclature using a glacial implication is raised.Nine areas of proven Lower Palaeozoic sediments are considered and their relationship to the boundaries of the Bancannia Trough outlined. It is possible that some exposures not yet substantiated by fossil evidence may prove to be Lower Palaeozoic rather than Precambrian in age.The sediments of the Lachlan Geosyncline in the area of the Cobar massif are described and new concepts on the age and distribution of some of the established stratigraphic units are introduced. The absence of rocks of Middle Silurian age probably indicates the time of a major orogeny in this area.Lithology, thickness, and distribution of the Upper Devonian sediments is considered and some of the more recently found fish plate localities are listed.Mesozoic sediments occur in isolated areas of Lower Jurassic age and in the Great Australian (Artesian) Basin. A four-fold subdivision of sediments of the basin has been possible in some areas but lack of sub-surface information at present, precludes the possibility of correlation with the type sections in Queensland.Units in the Cainozoic are subdivided and a five fold subdivision of the Quaternary, at present being used throughout western New South Wales, is described.

Anodic stripping voltammetry is an analytical technique which has established some popularity for trace analysis of metals because of its sensitivity, selectivity and capability for simultaneous analysis of some elements. The technique can be readily adapted for field use because of its relative simplicity and low power requirements. This paper describes a relatively new instrument, the Portable Digital Voltammeter, developed by CSIRO, which utilises the glassy carbon electrode in a novel cell design and provides parts per billion (ug/L) sensitivity in an instrument which can be field operated. Ten elements, Zn, Cd, Tl, Pb, Cu, Sb, Bi, Hg, As and Au can be routinely analysed. Many of these elements are of interest to the mining industry, and to exploration geochemistry in particular. Case histories where the instrument has been successfully employed for stream and stream sediment analysis of Cu and Pb, for soil surveys of Cu and Au, and for Au in stream sediments and drill chips indicate there are advantages in having on-site data, during Exploration.

Mining of the Agnew nickel deposit commenced in 1970 using a variety of underground mining methods, though with mixed success due to the difficult ground conditions. WMC Resources Ltd acquired the operation in 1989, and commenced nickel production with an open pit. In 1995 all production reverted to the rejuvenated underground mine, using exclusively SLC (sublevel caving) methods. Currently the mine produces 1.4 Mt per annum, at an average grade of 1.74 per cent Ni. Underground mining of the Perseverance orebody has always presented significant challenges due to the difficult ground conditions in the weak and altered ultramafic rocks. The range of problems include areas of swelling minerals, intense and extremely weak shear zones, relatively high in situ stress, and in other areas very brittle rocks. Under these conditions rock mechanics input has been and remains a critical element of the mining strategy. Severe ground behaviour difficulties down to a depth of 500 m below surface prompted a review of the mining strategy for the large disseminated nickel orebody, including evaluation of alternative mining methods. However, sublevel caving was ultimately selected as the preferred method, and a re-design of the SLC cross-cut layout followed. A selection of rock mechanics investigations of interest are described, including complex virgin stress measurements, detailed ground behaviour monitoring, and the use of non-linear stress analyses to re-design the mine layout. Subsequent ground behaviour, support design and production scheduling are also described.

Roadheaders were introduced to mining and tunnelling in the early-1960s. Since this period their main field of application has been for roadway drivages in coal mines and for mineral production, for instance in coal, rocksalt, potash and gypsum mines. Their main field of application in tunnelling is in softer and partly friable rock formations, a suitable area for non-blasting excavation. However, in longer tunnel sections excavators with high ripping forces have replaced roadheaders in many situations. The main arguments against roadheaders have been and still are:a sharp increase in excavation cost with increasing rock strength and increasing abrasivity; and greater risks in conditions which have not been, or could not be, investigated to a sufficient extent. These arguments have, to a great extent, restricted practical roadheader application in production mining and in a lot of æstandardÆ tunnel projects. To address these limitations, factors which could make roadheaders attractive for such conditions and could overcome existing technological difficulties have been investigated. Extension of the economic field of application in hard rock was found to be the most important and the most effective step forward.

A new process has been developed to remove the impurities copper, cadmium, cobalt and nickel from a zinc plant electrolyte by cementation on zinc dust. The process has been tested in the laboratory and in a continuously operated pilot plant. It has been found that cadmium, in the presence of small amounts of antimony in solution, assists the removal of cobalt. Cementation is conducted in two stages: the first stage for removal of copper with a small excess of zinc dust to produce a relatively high grade product, the second stage for removal of cadmium, cobalt and nickel by addition of zinc dust in the presence of anti- mony. The excess zinc and the cadmium present in the second stage cementate can be selective- ly recovered by slow leaching in spent electrolyte. Zinc dust processes in use elsewhere are described and compared with the present system for use in the Risdon circuit.

Peak Gold Mines (PGM), a member of the Rio Tinto Group, is an underground and open cut gold mining operation located near Cobar, NSW. A multi-phase study was initiated in 2001 in support of developing a dry æmoisture store and releaseÆ cover system design for the PGM tailings dam, which contains potentially acid-forming tailings material. The first phase consisted of characterising the tailings and potential cover material (waste rock from an open cut operation) as well as soil-atmosphere cover design modelling. The second phase involved construction of two cover system field trials on the tailings dam and installation of a variety of field instruments to monitor the hydraulic performance of the test covers during all seasons of the year. Field performance monitoring commenced in April 2002 and will continue for a minimum of two wet-dry climate cycles (third phase), prior to using the field data for calibration and subsequent validation of numerical models developed for the cover system trials (fourth phase). This paper describes the work completed for the first two project phases and also discusses the initial performance of the cover system trials.

Structural mapping of pit walls can be performed using digital images and photogrammetry software, but the performance is limited by weather and environmental conditions including dust, rain and light. On the other hand, active sensors such as terrestrial laser scanners (TLS) and total stations (TS) suffer from vertical orientation bias and occlusions when persistent discontinuities dip at the same angle as the scanner line-ofsight. The recent development of the compact light detection and ranging (LiDAR) systems has made it possible to mount these sensors on unmanned aerial vehicles (UAVs) or drones which offer the potential to overcome limitations that are inherent in existing mapping systems. This study details the research involving integration and application of an advanced UAV-LiDAR system for structural mapping of a highwall. A state-of-the art laser scanner with an inertial measurement unit (IMU) and real-time kinematic global positioning system (GPS) was integrated on to a UAV. The system was first tested in a laboratory condition. Then the UAV-LiDAR system was employed to map a highwall of a coal mine. The planned flight trajectories tested the system at variable distances from the highwall face and at various speeds. The raw data collected from individual sensors were fused, filtered to remove noise, and segmented to produce a surface scan model. Finally, the point density and surface coverage were measured using the surface scan model of the highwall. The parameters were compared with equivalent measurements computed from a reference TLS data. The study demonstrates the capabilities of a UAV-LiDAR system to generate accurate and occlusion free data for mapping highwall geological structure with very quick and efficient flights in the field.
