The recent modernisation program at the Risdon electrolytic zinc smelter of Pasminco Metals - EZ (PMEZ) inyolved significant changes to the composition of cell electrolytes. The most significant were increased acidity and sulphate level, a reduction in Co level, and the replacement of 2-naphthol in the additive mixture with licorice. In determining acceptable operating ranges, a relatively large number of industrial deposition tests under controlled conditions was required. The cathode zinc deposits so produced were examined in terms of overall appearance, crystal structure according to X-ray diffraction, and a micro-roughness parameter. Beginning with typical deposits produced in the presence of an excess of one of the addition agents glue or antimony or a mist suppressant (licorice or 2-naphthol), a simple classification system was developed. In this system, the deposits are divided into the following types: Doughy, Pinholed, Compact and Stressed. There was a weak correlation between deposit type and crystal orientation. In terms of ease of stripping, observations in plant operations showed that only Compact and Pinholed were consistently acceptable. Current efficiency was normally maximised by producing a Compact deposit. Process variables such as zinc concentration, temperature and the use of strontium carbonate were found to cause changes in deposit type if the reagent mixture used was unchanged. From the knowledge gained, guidelines were developed to allow glue and antimony additions to be altered to fit new circumstances. The simple classification system was first used to expedite recovery from undesirable morphologies and then to optimise individual cell units operated under substantially different conditions. It is believed that finer control could be exercised by determining the micro-roughness of Compact deposits. However, difficulties can arise if sudden, large deviations occur and go undetected. Suggestions are given for an improved additive control system. The classification system developed has been compared with published information in the literature, and good correspondence was noted suggesting a predictable relationship between short-term, laboratory deposition tests and observable phenomena in industrial electrowinning cells run under steady conditions.

Over the past seven years, a combination of New Zealand-, Australian- and German-led research voyages using the research vessels Tangaroa, Southern Surveyor, and Sonne respectively, have revolutionised our understanding of the Kermadec-Tonga arc-backarc systems. This convergent margin is the most seismically-active subduction zone system on Earth with convergence rates steadily increasing northwards from the Hikurangi Trench to ~250 mm/year at northern Tonga. In combination with the intra-oceanic setting, factors potentially producing magmatic, tectonic, and hydrothermal variability in this system include an increase in potentially subductable sediment northwards along-strike, intersection of the Louisville Ridge (hot-spot chain) and Osbourn Trough (paleo-spreading centre) with the arc at ~25¦S, and the possibility of Samoan (hot-spot) plume ingression in the northern Lau Basin. The bulk of the magmatism is submarine; whereas only a few emergent (some transient) volcanic islands exist, about 80 submarine volcanic centres of significant size (>1000 m above surrounding sea floor) are present between White Island in the south to north of Tafahi in Tonga. About 35 per cent of these centres are hydrothermally active. Important petrogenetic features of the volcanic rocks along this arc system are the abundance of rhyolite (some quartz-amphibole-bearing), and the outcrop of primitive olivine-clinopyroxene-phyric basalts in satellite cones of the major edifices. Many of the edifices consist of complex caldera systems. Eruptions from and degradation of these edifices were probably tsunamigenic. Many of the hydrothermal systems developed within the edifices are likely destroyed during the sector collapses which are the characteristic edifice degradation mode. There are three backarc spreading systems along this margin: the Havre Trough, Valu Fa-Eastern Lau Spreading Centre, and the nascent Fonualei Rifts. The latter are particularly notable in having captured the entire suprasubduction zone magmatic flux for a distance of about 150 km, shutting down the adjacent volcanic front arc volcanoes.

Four historical periods of Australian lead-zinc-silver exploration and development are identified.In the first period, 1841-1900, Australia's deeply weathered surface yielded bonanza deposits. The outcrops of easily worked secondary ores, enriched in silver and lead, were discovered by prospectors with the incentive of production at times of high silver price. Districts discovered in this period still contributed, in 1982, 60 per cent of Australia's lead-zinc production, mainly from Broken Hill.The second period 1901-1944, was one of strong mine development but stagnant lead-zinc-silver exploration. Mount Isa was discovered and developed, but otherwise effort was devoted mainly to the mining of deposit extensions and to the metallurgical flotation of zinc. The deposit discovery rate was low but the discovery of Mount Isa was so significant that discoveries of this period contributed, in 1982, 30 per cent of Australia's lead-zinc production.The third period 1945-1972 was one of re-invigorated exploration.New geological and geophysical surveys, developing concepts of ore genesis, and worldwide comparisons of orebody settings improved target area selection. Evolving remote sensing methods, and rapid analytical techniques, assisted detection of lead-zinc deposits. Initiation of exploration led to discovery:1. in regions of previously unsuspected lead-zinc-silver potential (Sorby Hills, Mons Cupri, Golden Grove).2. of poorly exposed deposits in recognized mineral districts (Hilton, H.Y.C., Woodlawn, Elura, Que River).3. during active exploration for another commodity (Brown's, Woodcutters, Mary River, Beltana, Lady Loretla and Pegmont).The period saw a sustained growth in lead-zinc-silver production mainly from established operations. Mines discovered during the third period contributed, in 1982, 7 per cent of Australia's lead-zinc production.In the fourth period from 1973 to the present, exploration initiatives became fewer but resulted in continued discovery of poorly exposed deposits at Teutonic Bore, Thalanga, Benambra, Scuddles, Hellyer, and Jillawarra. Development initiatives strengthened in the period and production commenced at Woodlawn, Teutonic Bore, Que River and Elura; pre-feasibility work commenced at Scuddles, Hilton, Lady Loretta and Thalanga.

The Golden Blocks Goldfield is located in the Slaty Creek area,North West Nelson, about 20 km west of Collingwood. Alluvial gold was discovered in Slaty Creek in 1861. Gold was mined from quartz veins up to 1.5 m thick at nine mines from the 1890s until the closure of the Aorangi Mine in 1911. Total production from the Golden Blocks Goldfield is estimated at 46 000 ounces of gold. The Aorangi Mine was the largest mine, with a recorded production of 27 978 ounces of gold at an average grade of 36 g/t. Quartz veins containing gold and sparse sulphide mineralisation occur in a slightly metamorphosed, complexly deformed over-turned sequence of Lower Ordovician sandstones and shales. Primary gold mineralisation is associated with intensely deformed zones that occur near or at carbonaceous shale and sandstone contacts. Some eighty-five percent of all gold production (39 000 ounces) came from four mines confined to the stratigraphically lowest, most widespread shale unit. The quartz veins exhibit textures consistent with a hydraulic fracturing mode of vein formation with fissure infill vein types predominating over replacement textures. Stylolites of carbonaceous material and recrystallization features within the veins suggest multiple phases of deformation. The lack of wall rock alteration, and low primary fluid inclusion temperatures of 200¦ - 265¦ indicate that the ore fluids were associated with a low temperature epithermal system. A model consistent with similar mineralisation styles observed in Ordovician sediments from Pacific Rim occurrences is presented. The high grades (up to 100 g/t) mined from the upper levels of several mines suggests supergene enrichment processes associated with the Upper Cretaceous weathering surface. The Golden Blocks Goldfield has had no modern exploration. The most recent exploration was undertaken in the early 1980s. There are known acid intrusives in the area, with potential for the application of new models of intrusive-related gold mineralisation.

Over the last 20 years the mining industry has played a key role in the further development of many Central Queensland and New South Wales communities. The number of people who are employed by the coal mining industry, the number of transient residents, shift work and the town facilities have all contributed to how the community views the coal mining industry. As the coal mining boom continues and the mining communities continue to grow more emphasis is needed to address the community concerns, specifically the socio-economic and environmental impacts that the coal mining companies may have on these communities. Central Queensland coal mining operations are situated in the Bowen Basin. Many of the towns in the region have been developed specifically for the coal mining industry with 13 - 50 per cent (Australian Bureau of Statistics, 2006) of people living in the communities being directly employed by the mines. The introduction of shift work, differing rosters and the mining boom have resulted in considerable changes to these communities with more transient contractors and permanent employees taking up residence outside of these communities. This change, however, has not been as noticeable in the Hunter Valley region. The Hunter Valley, situated in the Sydney Basin has two main mining towns, Singleton and Muswellbrook. Of the 37 173 (Australian Bureau of Statistics, 2006) people that reside in the communities 13.8 to 16.5 per cent (Australian Bureau of Statistics, 2006) are employed directly by the mines. The Hunter Valley is a large tourist destination due to its many vineyards; this results in a diverse community where mining is not the sole means of employment. Similar to Central Queensland the mining boom has brought more people to the Hunter Valley region, although greater percentages have taken up residence in the communities. The views vary between the two regions on the coal mining industry, specifically on the socio-economic and environmental impacts that the industry may have on the surrounding communities.

Multi-sensor fusion visual perception technology significantly enhances visual perception capabilities in complex and harsh environments by combining visual data from different sensors. This technology is especially useful for scenarios where traditional single visible light sensors, such as standard cameras, struggle due to poor lighting, adverse visual conditions, or other visual obstructions. In environments with low light, smoke, or dust, the performance of conventional visible light sensors degrades, limiting their application. By integrating data from various sensors like radar, infrared thermal imaging, and others, multi-sensor fusion technology provides a more comprehensive and complementary visual solution. This fusion not only enhances the robustness of visual systems but also greatly expands their potential applications in fields like visual surveillance. In recent years, deep learning methods have become the mainstream technology for addressing multi-sensor fusion issues, demonstrating significant advantages in adaptive feature selection compared to traditional machine learning methods. However, deep learning-based multi-sensor fusion algorithms still face several challenges. The design of network structures is often redundant, lacking effective screening of useful components within multimodal information. Mainstream fusion algorithms focus excessively on improving display effects without adequately considering the needs of downstream applications and tasks. Existing fusion perception algorithms are generally designed for open visual scenes and lack targeted design for complex visual degradation factors present in tunnel environments of mines. Current deep learning methods for designing multi-sensor fusion networks heavily rely on manual experience to create fusion modules. This reliance increases the complexity of network design and can lead to redundancy. Redundant network modules are difficult to identify in end-to-end learning tasks at this stage, significantly slowing down network inference and potentially interfering with the output of fusion perception. Additionally, training these fusion modules typically requires large amounts of well-annotated multimodal data, further increasing implementation difficulty and cost. For instance, the fusion network design proposed by Li and Wu (2018) focuses on extracting multimodal fusion features, while Zhao et al (2020) introduced a feature decomposition mechanism in the feature fusion and extraction modules. Researchers like Zhang and Ma (2021), Xu et al (2020), and Liu et al (2017) have attempted to improve network structures through dense cascades and the introduction of residual connections. Although these methods have improved the handling of multimodal information to some extent, they still face limitations in distinguishing between useful and redundant information, with redundancy persisting in network designs. Ideally, the design of fusion networks should be more intelligent, guiding network structure design heuristically based on the importance of different modal information for the current task. This would reduce information redundancy and network weights, requiring the development of new algorithms or frameworks capable of automatically identifying and optimising fusion strategies, thereby reducing dependence on manual experience while improving fusion efficiency and network performance. Before I begin this paper, I thought that it would be important to start with a brief background on myself. This will give some insight into where I am coming from with some of the ideas presented in the body of the paper. I studied mining engineering at the University of New South Wales, graduating with Honours in 1999. When I finished university I was offered a job with PricewaterhouseCoopers in Sydney, working in the Energy and Mining Group of the Audit practice; which I accepted. I have been working at PricewaterhouseCoopers now since January 1999, completing an accounting conversion course at the University of Technology Sydney along the way. I am currently beginning my Professional Year for Chartered Accountant qualification. During my later years at university, continuing on through the start of my working career, I have been involved with the Sydney Branch of The AusIMM; firstly, as a student representative and, now, as the Young Professional Representative. Therefore, you can probably see that I will have very different young professional experiences than some of my peers who have been working on mining sites. The purpose of this paper is to examine the challenges that face graduates who are entering the industry and what solutions are used to ensure that this entrance is as smooth as possible. A challenge has then been made to the industry and The Institute in the form of further observations on ways that this entrance may be improved and the development of graduates to be more effective. In preparing this paper I have discussed various graduate experiences with some of my colleagues in order to see what some of the challenges they, themselves, face now and, also, going forward. I also discussed with them what they see as solutions to these challenges, drawing on some of my own experiences in a different company environment.

Mines in the future deliver a paradigm shift in the way mining, material handling and processing are performed, unlocking significant value through production efficiency, flexibility and lower costs and enabling substantial safety and environmental benefits (V Schweikart). Mines in the future are highly productive, with low production costs and are significantly safer. They operate with a skeleton crew and use intelligent systems that fuse information from field instrumentation and other sources to generate the most efficient operating environment. Automated systems are seamlessly integrated across the mine and across the corporate enterprise. Geological models, long-term and short-term plans create optimised production schedules, suitably generated by the mine simulator. Production schedules are shared with the operations management system for deployment mainly by remotely operated and autonomous equipment. As the schedule is implemented, information is collected and shared with various plans, schedules, models and optimisation programs. This production environment is managed in real time from a æCentral Operations CentreÆ and it is visible across the business providing fast and accurate information about productivity, machine condition and environmental conditions. Central Operations Centres also house teams of subject matter experts that monitor and manage the mines and are able to communicate directly with the skeleton crew in the field. Constraints across the production line are displayed and managed appropriately from this location to maximise throughput. Maintenance is interactive and predictive. Reliability specialists in Central Operations Centres monitor the status of machinery and equipment and adjust maintenance plans and strategies to suit. Mining businesses rely heavily on knowledge workers û people with considerable knowledge and learning û and by manual workers. This new knowledge workforce is a team of associates rather than of bosses and subordinates. Field experts become leaders with tremendous autonomy regarding their work. The former line hierarchy becomes a support structure, intervening only in extreme emergencies; instead of giving orders, they are now removing barriers, expediting resources, conducting studies and acting as consultants.

Australian mining companies are actively exploring for and developing mineral deposits throughout the world with interests in emerging markets such as Africa, Asia and South America. It is important to understand emerging market risk as this will affect the willingness of mining companies and financial institutions to invest in a country, especially with reference to their key asset, the mining licence or operating/concession agreement. Mining companies looking to develop new projects in emerging markets have different risk profiles than projects in countries such as Australia and Canada. Examples of key risks faced in emerging markets include: political û expropriation, nationalisation, contract frustration, currency inconvertibility, war, terrorism, strikes, riots and civil commotion; and legal û mining legislation, arbitration and dispute resolution, trade agreements. There is a problem in the difference in risk perceptions between mining companies, financial institutions and insurers. This can cause different stakeholders to carry out different evaluations of the risks faced by a project, resulting in confusion about the risk margin attached to any project. In a time where resource nationalisation and energy security are prompting governments to become more involved in the mining sector we run through some recent examples of mining companies that have had problems due to the key risks highlighted earlier. Importance of carrying out the right due diligence to replace perceptions with reality: early identification of risks û detailed due diligence on emerging market risks that may arise will help with their identification and mitigation, make use of companies that can help identify risks and suggest solutions, control the cost of financing û risk margin applied to a project finance loan will be influenced by the risks faced, and risk management and using political risk insurance. There are plenty of opportunities in emerging markets but it is important to recognise the associated risks. Detailed due diligence at an early stage will provide long-term benefits.

Lafayette Mining Limited, a listed Australian company, is developing a polymetallic Project on the island of Rapu Rapu, located to the east of southern Luzon in the Philippines. The Rapu Rapu Project is based on the Ungay deposit, which has proven and probable reserves of 6.0 million tonnes of 2.5 g/t Au, 28 g/t Ag, 1.2 per cent Cu and 2.1 per cent Zn. The Project will produce copper and zinc concentrates from a sulphide flotation plant as well as dore from a CIL gold plant. Average annual metal production over the projected six-year mine life is 9800 tonnes of copper, 14 000 tonnes of zinc, 50 000 ounces of gold and 590 000 ounces of silver. Despite a rich mineral endowment and long mining history, there have not been any significant new mine developments in the Philippines since the early-1990s. The investment climate has been affected by legal challenges to the 1995 mining code, civil unrest in parts of the country, the impeachment of the previous President and community concerns about the industryÆs environmental performance. As a consequence, the Rapu Rapu Project is viewed as a test case û within both the country and the international mining industry û on whether minerals investment in the Philippines is an acceptable business proposition from a risk perspective. Lafayette has faced formidable challenges in managing the development risks of the Project. The major risk areas of the Project for which the company developed strategies include: regulatory, environmental and approvals issues, technical evaluation, project development, social and community issues, land acquisition, and financial and marketing issues. This paper describes the risk management strategies successfully pursued by the company, and which have the Project on track to commence construction in 2003. Dealing with each of the areas in turn, Lafayette sought to develop strategies which either effectively neutralised, minimised or otherwise addressed the key risks most likely to be experienced.

Currently, mining in Australia underpins the economic vitality of the nation, generating massive revenue from commodity exports and providing substantial infrastructure and employment. In addition, it is predicted that mining related services will in the future develop a global market of their own that could eventually grow to rival, in value, the export trade in mineral commodities. There is however little room for complacency. In the short- to medium-term, escalating, vigorous competition can be expected from many previously underdeveloped countries that are reforming their own mining and mineral export industries. In addition, most mining companies are facing a modem-day renaissance in terms of new expectations, changing social norms, evolving employee relations and statutory obligations. Thus, along with whatever promise the future might hold, the mining industry is currently being subjected to a growing number of largely unprecedented problems and pressures, both economic and social, that are both highly complex and demanding. In particular, it remains a matter of on-going concern that relations between mining companies and their employees still, in spite of recent reforms, continue to constrain productivity, perpetuate inefficiencies, affect quality of work life and retard progress towards mutually beneficial goals and achievements. If mining in Australia is to attain and hold on to a commanding position on the global scene, then further changes will clearly need to be made. Realisation of this appears to be growing, with most mining companies having attempted in recent years to improve workplace culture. Based on a wide ranging study, this paper presents an overview of what has been learned to-date with regard to the `people factor' when it comes to implementing and progressing positive change and reform in mining. From this, a number of practical suggestions, arising from hard won lessons and experiences in the field, are offered. Attention to the nine `key principles' given should help to ensure that many of the common problems encountered to-date with change and reform in the mining industry are in future avoided or at least minimised.

At the outset I want to thank you for inviting a representative of the Chamber of Mines of South Africa to address you on the subject of mining and its future at this, the 13th Congress of the Council of Mining and Metallurgical Institutions. It is indeed a pleasure and an honour to be here. As many of you will recall, four years ago I, as the then President of the South African Institute of Mining and Metallurgy, had the privilege of hosting and welcoming you to the 12th Congress, the third such congress hosted by South Africa. The late Sir Ernest Oppenheimer, President of the 1930 Congress - the first to be held in South Africa - in his opening address foresaw the mining industry as "the most potent factor in spreading the benefits of civilisation over the sub-continent." We have come a long way since those halcyon days but, as I noted four years ago, it still remains true that mines have been, and will continue to be, the missionaries of development in many, if not most, of the Third World countries. I have been asked to address you on the subject of "mining" and to let my imagination roam widely so that delegates can leave the congress with a broader vision than they brought on arrival. It is a tall order and in my attempt to fulfil it I ask you to cast your minds back 120 years to a sultry, rustic day when the first diamond was discovered in South Africa at the now famous town of Kimberley. At that time the South African economy, predominantly pastoral, was still at subsistence level. Almost overnight the ensuing diamond rush turned the then British- owned northern Cape Colony's semi-desert scene into a hive of mining activity, every prospector bent on making his instant fortune. It was very little different, I am sure, to the gold rushes that hit California in 18+8, Australia in 1851, New Zealand in the 1860s. and the Yukon in the 1890s.

This paper reviews some of the factors thought to control the formation of supergene gold in the Pacific and its Rim. Discussion of these should lead to reassessment of the economic potential of many areas. In several parts of the world many gold-bearing veins display rich gold values only in the oxidized zone, whereas beneath the present (or ancient) watertable the unaltered vein commonly holds only sub-economic refractory low grade sulphides or arsenides. In the Eastern Highlands of Australia some of the most spectacular concentrations of - gold have been found at shallow depths. For example, Harper (1918) describes the Canton mine in New South Wales which was stoped over a length of 180 metres from the 45 metre level to the surface. The reef yielded gold at 300 g/t in the upper levels, but became gradually poorer at depth. Present geologists of N.S.W. Geol. Survey, G.R. Mcllveen and B.P.J. Stevens, believe that many similar Australian enrichments were formed between the surface and its ancient water table level during the extended period of weathering in the Eocene or pre-Eocene. They concede, however, that further supergene movement of gold may have occurred since the early Tertiary. Large quantities of Mesozoic supergene gold of extreme fineness (Au 99.7%, Cu +òFe 0.3%; Leibius 1885) was found at Mt. Morgan near the Tropic of Capricorn in Queensland. Lower Jurassic sediments cover part of the gossan in a small depression caused by oxidation and collapse of the Main Pipe, thus showing that the supergene gold is pre-Lower Jurassic (Cornelius, 1968). Because the Lower Jurassic landscape around Mt. Morgan was mature with a surface slope of less than 10 (Playford and Cornelius, 1967), erosion would have been very slow. Moreover, once all sulphides had been removed from the ore body the Lower Jurassic environment would have reverted from highly acid to alkaline as it is at present. Accordingly, gold, goethite and 1. The following is a brief summary of the Bulli Colliery and its method of operation when Australian Iron and Steel Ltd. took control.Bulli Colliery is situated about a mile west of the village of Bulli and is some 10 mUes north of the Australian Iron and Steel Company's Steelworks at Port Kembla.The mine is owned by Australian Iron and Steel Limited, who purchased it in 1936 from the liquidators of Bulli Colliery and Coke Works.It is one of the oldest working coal mines in Australia, having been opened about 1858 and has worked more or less continuously since that date.The seam worked is the No. 1, or Bulli, Seam, which outcrops along the escarpment of the Illawarra Range and is generally operated by tunnels, the portal at Bulli being some 440ft. above sea level.The colliery holding is fairly extensive, but the coal seam over a large portion of the area within two miles of the outcrop has been more or less destroyed by an intrusion of basalt.At present there is no coal being worked within a distance of about 21 miles from the surface, the farthest workings being about four miles from the tunnel mouth.The existing main haulage road, for the first two miles from the portal, is not straight; it is very narrow over fairly long stretches and has many changes of grade varying from 3% in favour of the load to 13% against the load.The dumping station and screens are situated close to the portal of the haulage tunnel, and at this point the coal is loaded into railway hopper waggons, which are then hauled by rope to the top of a self-acting incline. The waggons are lowered down the incline, a distance of approximately! mile, the ruling grade being about 18 %.From the bottom of the incline, waggons are hauled by Company's steam locomotive to exchange sidings from whence they are taken by New South Wales Government Railway engine to the Company's Steelworks at Port Kembla.

Big Bell Mine started experiencing relatively large mining related seismic events, and accompanying rockbursts, from February 1999. Twelve rockbursts damaged access development from February 1999 to June 2000, with severe damage extending for up to 100 m along footwall drives. Five seismic events associated with the rockbursts were recorded by the AGSO, measuring 1.9, 2.2, 1.7, 2.4 and 2.2 on the Richter scale. These events affected 485 and 460 footwall drives in August and November 1999 and 535 footwall drive in June 2000 (drive level nomenclature is equivalent to the depth below surface and RL). After the third event (July 1999) it was apparent that the seismicity was not a once-off phenomenon. This (sudden) onset of seismicity required management to implement a series of precautionary measures:to ensure the safety of the workforce, to maintain continuity of production, and to reduce rockburst damage rehabilitation. The measures included extended re-entry periods and exclusion zones in high-risk areas, improved rockburst resistant support systems in areas prone to damaging seismic activity and improved support systems in areas prone to shakedown damage. A full-scale minewide ISS seismic system was ordered in October 1999 and commissioned in February 2000. A portable eight-channel CSIR-Miningtek system was installed at short notice as an interim measure in August 1999. This CSIR system covered the northern producing stopes, where the majority of the rockbursts had occurred. The objective of the seismic monitoring was to monitor relative activity and to determine trends with regards to time and location. MAP3D numerical modelling was used to investigate the relationship between seismicity and various combinations of stress components to assess the relative seismic risk in both current and proposed working areas. This information is used to determine where and at what stage in the mining cycle the rockburst resistant support is required. Analysis of the seismicity has determined two distinct modes of seismicity û small-scale localised, high frequency events in high stress areas and larger events related to shear along previously intact foliation surfaces. This paper includes a summary of the seismic history, seismic data analysis, support system design, mine design adjustments and management action to minimise the effects of seismic activity at Big Bell Mine.

The Ranger Project Area covers 78.6sq km and is approximately six km east-west by 14km north-south (Fig. 1). The area is known to con- tain two uranium orebodies, Ranger No. 1 and No. 3, two uranium occurrences, Anomalies 4 and 5 and three significant radon anomalies, Ranger 18, 19 and 48. The Ranger No. 1 and No. 3 Orebodies con- tain approximately 120 000 tonnes of U308 in highly chloritised metasediments of the Lower Proterozoic Cahill Formation. The orebodies occur as suboutcrop and exhibit significant radiometric anomalies. These occur within approximately 400m vertically of the projected unconformity with the sandstone of the Middle Proterozoic Kombolgie Formation. Oxidised and reduced uranium minerals occur in quartz-rich schists containing variable muscovite, chlorite and sericite and in the chloritic matrix of chert breccia. Secondary uranium minerals namely saleeite, metatorbernite and gummite associated with earthy iron oxides occur from the surface to 50m depth in No. 1 Orebody and up to 80m depth in No. 3 Orebody. Below the oxidised zone, uranium occurs as pitchblende finely disseminated throughout sequences of quartz muscovite chlorite schist up to 150m thick and as open space fillings in zones of structural deformation. The uranium-bearing schists directly overlie up to 300m of dolomite and magnesite containing minor interbedded schist units and are themselves overlain by approximately 2 000m of more micaceous schists of the upper part of the Cahill Formation. Regional metamorphism has occurred to at least amphibolite facies and has been followed by retrograde metamorphism to a greenschist facies equivalent. The metasediments are intruded by granitic pegmatites and dolerites. Uranium is associated strongly with chlorite of which there are at least five textural varieties. Not all of the various generations of chlorite have associated uranium. Graphitic schist horizons occur which are often less than one metre thick and discontinuous. These are best developed at the base of the quartz chlorite schist sequence where uranium grades up to 1 000ppm U may extend for several hundred metres beyond the main ore zone. This paper summarises the findings of 27 model-scale bench blasts in magnetic mortar, which were conducted from 2011 to 2014 at the blasting site of the Montanuniversitaet Leoben.The aim of the study was the investigation of the influence of blasthole delay times in small-scale bench blasts on the face characteristics and cracking damage created in the surrounding rock, which affects the fragmentation in subsequent rows.The test specimens or blocks, which were produced out of magnetite concrete, were roughly 1:100 in scale to normal bench blasts. The confinement of the testing blocks at the sides and back ensured the similarity to normal bench blasts with regard to the wave transmission into the surrounding rock. The specimen contained three or four rows with five blastholes each and were shot row by row, with virgin (undamaged) material in row 1 and increasingly damaged or preconditioned material in the following rows.The tested delay times varied between 0, 28, 73 and 140 µs, which corresponds to 0, 0.4, 1.0 and 2.0 ms/m of burden.The evaluation of the material properties showed that the use of magnetite concrete eliminated the inhomogeneous behaviour of rock, but some unexpected differences of the individual production cycles were still detected.The characteristics of the bench after each blast was evaluated along three horizontal lines out of a 3D model of the bench face. The tested delay time sequences of the virgin (first row) and single preconditioned blasts (second row) produced more overbreak for longer delays, while the third-row shots resulted in a smoothened surface independent of the chosen delay.The introduced damage after every blast was evaluated by an observation of irregularities on the newly blasted bench face. The visible cracks at the top of the testing blocks were documented and divided into several crack families according to their angle, length and origin. The remaining block was broken out of the blasting site after blasting, cut into several horizontal and vertical slices and dye penetrant spray was used to visualise the cracks created. Some of the detected crack families showed an influence of the delay time. The calculated mean crack density and mean crack intersection density showed that longer delays resulted in a higher degree of damage.The fragmentation results were well reproduced by the basic three-parameter Swebrec function. The observed improvement of fragmentation in the second- and third-row blasts was linked to the preconditioning of the burden for the following row while blasting the actual row. With the exception of the simultaneously initiated blastholes, the blasts showed coarser fragmentation for the shortest delays, while the longest delays generated the finest fragmentation.CITATION:Schimek, P, Ouchterlony, F and Moser, P, 2015. Prediction of rock cuttability by various excavation machines such as tunnel boring machines, road headers, rippers, picks, roller disc cutters, excavators, etc is of major concern to both civil and mining engineers and rock mechanics. In principle, the design of a rock cutting tool is based on achieving maximum excavation with minimum input energy, minimum applied force, minimum equipment weight and volume and, more importantly, minimum tool wear. When a rock material is indented by the force of a cutting tool and then unloaded several material zones form underneath and around the tool. As the tool moves into the rock the volume of its associated rock cavity (ie volume of displaced rock) expands and depending on the indenter's shape various phenomena may occur. Immediately beneath the tool a small zone in which the stress state is more or less hydrostatic, is formed which is underlain by an inelastic, or damaged, material zone. Both size and shape of this damaged zone control the magnitude of the indentation force and the chip formation mechanism during unloading. The rock is unable to store the whole strain energy induced by the tool and consequently the extra energy is expended either in forming new fracture surfaces and/or in plastic deformation in the damaged zone. Therefore, it is not surprising to see that both perfect-elastic and rigid-plastic constitutive models are not generally suitable for modelling indentation of rocks. In contrast elastoplastic constitutive models are more appropriate as they can include both elastic and plastic deformations (Kral et al, 1993). Elastic solutions for several half-space indentation problems can be found in most text books on elasticity and in particular in Timoshenko and Goodier (1951), Sneddon, (1951), Poulos and Davis (1974) and Johnson (1985a). If a failure criterion, eg the Mohr-Coulomb failure criterion, is applied to delimit elastic solutions for indentation problems, a lower bound limit of the applied indentation force (for a given indentation depth) can be estimated. It may be noted that elastic analyses, without any delimiting failure criteria, normally overestimate the indentation force. Plastic solutions for a few indentation problems may be found in Hill (1950), Johnson, (1985a) and Alehossein et al (1992). When analysing the behaviour of indented rocks the choice of an appropriate constitutive model describing effectively the behaviour of the rock at various stages and phases during indentation is a challenging issue. Several questions need to be answered before starting an effective analysis. The first question is of course: Which one of these is more appropriate for modelling zones underneath and around a cutter, elasticity or plasticity theory, continuum damage mechanics or fracture mechanics, and what is the bridging link between these various theories? Which mode is more dominant in fracturing rock, tensile or shear mode? What governs the mechanism of chip formation? What is the function, shape and the behaviour of the pulverised zone that forms just underneath a cutter? Is the hydrostatic stress state assumption reasonable for this zone? How does the rock change during the absorption and dissipation of the input energy and how does the indentation energy vary with rock type and depth of penetration? How can we model the damaged zone under the indenter? Furthermore does a plastic material form beneath the pulverised zone? When and how do radial and ring cracks form around and under an indenter?

Prior to the merger of BHP and Billiton, both companies had a keenfocus on improving their performance in health, safety, environment and community (HSEC) matters. This shared intent, albeit executed insomewhat different ways, provided an excellent foundation for the newCompany. During the integration planning phase, a team was formed toconsider the organisational design for consistently achieving world class HSEC performance. The design included the policy platform, resources, structures, standards and procedures to be implemented in the merged entity. A key aspect of the design was the fully integrated HSECManagement Standards. These Standards create the framework for theconsistent application of BHP BillitonÆs HSEC Policy at all of ourmanaged operations across the world. The Standards have their origin in similar frameworks adopted by BHP during the 1990s, as well as thewell-known quality related standards (eg ISO 14001). However, they areunique in that they combine all aspects of HSEC management into asingle integrated set of auditable standards. By combining these areas and integrating our HSEC Management Standards with other aspects of the æBHP Billiton WayÆ, we are establishing a holistic, line management driven improvement approach. Over time, the BHP Billiton Way will embed a systematic improvement philosophy that we expect will become a key source of competitive advantage. The HSEC Management Standards are consistent with ISO 14001,OHSAS 18001, the Australian Minerals Industry Code for EnvironmentalManagement and generally aligned with SA8000. While compliance withthese external standards ensures that a systematic approach andimprovement plans are in place, BHP BillitonÆs HSEC Standards gofurther to include minimum performance requirements that reflect theintent of our HSEC Policy. Therefore, implementation at site levelensures that robust systems are in place to implement our Policy and that accreditation can be achieved to external standards if required.To assess implementation of the HSEC Management Standards anaudit system has been designed which incorporates both self-assessmentand peer review. Each site is required to undertake an annualself-assessment of compliance with the Standards using a commonassessment protocol. Every three years a peer review is conducted at each site to confirm the results of self-assessment and to provide a means of sharing knowledge throughout the Company. The review teams are composed of line managers and HSEC professionals from around theCompany, representatives of our joint venture partners and independentspecialists as required. The Company has committed to public reportingof the audit results through our annual HSEC report and this is reflected in our published targets. From a wider perspective, as we in the resources industry strive tocollectively raise our HSEC performance and reputation, there may be arole for industry based HSEC Management Standards complemented bya level of independent review.

It must be stressed that the following comments are offered only to assist mineral industry professionals in understanding the issues involved in personal liability. The information and views expressed herein are not intended to be a comprehensive guide or definitive statement of the law and they should not be regarded as a substitute for specific advice for individual situations. Readers should consult their own legal and other professional advisers before applying the content of this paper to their own particular circumstances. It is hardly news that work in the mining industry is governed by a complex regulatory and legal system which is constantly changing, but few realise just how directly they can be affected and become personally liable for any breaches. These may result in civil or criminal proceedings and personal assets are at risk. Owners, company directors, managers and now employees are at risk, together with consultants, contractors and suppliers of equipment or consumables, as well as government inspectors. They are liable for their personal decisions to act (or failure to act) in managing operations or carrying out directions, as well as for the actions of others under their control. This paper identifies the areas where such individuals in the open pit mining industry in Australia face the risk of personal liability and measures which can be used to minimise the risk or which can be used to make out a defence to legal action which could arise. There have always been a myriad of Commonwealth, State and Local Government laws and regulations with which to comply, and now international protocols are being used as a basis to impose greater obligations on all people. Once, the `corporate veil' gave some protection to the individual, but today there is negligible protection from the full force of the law. Not only are there various types of law enforcement officers, but public interest groups, shareholders, customers, suppliers, creditors etc may litigate. This paper is not intended to be an exhaustive discussion of the provisions of all the legislation or case law where individuals can be held) personally liable. These areas would include environmental, pollution and heritage law (including Aboriginal sacred sites); occupational health and safety (including workers' compensation) law; trade practices and fair trading law; contract law; corporations law (including the requirements of the Australian Stock Exchange [ASX] and Australian Securities Commission [ASC]); industrial relations law; anti-discrimination and sexual harassment law; taxation (including superannuation trustee) law; and the Common Law. The focus is on the following areas of regulation, which are outside the usual experience of those in the open pit mining industry (the Mining Acts and Regulations are specifically not dealt with here): ò Environment Law; ò Trade Practices Law; ò Occupational Health and Safety Law; and ò Corporations Law.
