A novel approach is suggested for the solution of planning and development problems in the coal, mining industry. The formation of coal measures depends to a significant extent on sequential geological processes and events which are probably best defined in a "system of processes and responses." The great number of variables in such a system is a characteristic feature of geological environments. Research work over the past two decades, in particular, has successfully established analytical procedures for the identification and definition of relevant and irrelevant variables for mining developments in specific geological situations. Such situations are typifiable within the regional geological setting of coal deposits. Scale gaps can be bridged by reliance on common symmetrical attributes and pervasive geometric features. Depositional processes and their resulting attributes are responsible for the development of mechanically significant rockmass "defects" and anisotropies; such features have to be identified and assessed for the selection of colliery design criteria. It is suggested that the procedural frame- work of systems engineering analysis is a most appropriate tool for the assessment of those geological features that can influence the mechanical behaviour of the "floor-seam-roof" system in "high technology" mining operations of the future. Based on twenty years of experiences of applying computers in mine water engineering in Hungary, a program package was developed for home utilization and for other users abroad as well. This program package has been adapted to the CAD System of Coal Mining of COMECON countries. The main features of the "mine water subsystem" in the CAD System of Coal Mining and short descriptions of the key programs of the package are presented in this paper. Foreword The serious water problems of Hungarian mining pressed and/or stimulated its professionals to apply computers for supporting their problem-solutions. The first trials of these computer applications in mine water engineering were dated from the sixties. Owing to its twenty years of experiences in computer appli- cations in mine water engineering the Central Institute for the Development of Mining in Hungary was requested to work out the "Subsystem of Mine Water" for the Computer Aided Design System ('CAD) of Coal Mines in COMECON countries. This paper gives a brief presentation on the main features of this "subsystem"with reference to significant components.

The geotechnical and environmental aspects of heap leaching are very closely tied during design, operations and closure. Potential environmental impacts from heap leaching are mostly due to land disturbance and water quality issues, including both groundwater and surface water. Water quality issues are mostly related to containment design, which is primarily a function of proper sizing of the facilities and site specific liner design. Geotechnical analyses is the dominant discipline in providing cost efficient, operationally effective and environmentally sound heap leach facility designs. Much has been published on geotechnical aspects of heap leach design, for example Van Zyl, Hutchison and Kiel (1988) and Van Zyl (1987). This paper will emphasize a few specific aspects related to the geotechnical and environmental consideration for heap leach projects. These aspects are: ò site investigation; ò containment design; ò slope stability; ò heap flow dynamics; and ò closure design. Design of a heap leach project must consider not only the operating life but also closure and post-closure considerations. As a matter of standard practice, designing for closure is an extremely important concept. Not only is it important for environmental aspects, but experience also shows that projects designed for closure will be overall more economical for the total life cycle of the project. Closure considerations are also important during project feasibility evaluations to ensure that total life cycle costs are evaluated.

Techniques for flotation optimisation were investigated at Cobar [lines Pty:Ltd., in anticipation of the proposed installation of a computer and on-stream analysis. Successful laboratory and pilot plant tests for flotation performance optimisation using the Simplex Evolutionary Operation Technique (Simplex) lead to a full scale plant test using this method. The index developed for" Simplex response evaluation of flotation performance was based on metallurgical and economic criteria. This index was further modified to minimise the effect of head grade fluctuations. The test program was carried out on one of two parallel copper flotation circuits to allow comparison with normal "manual" operating control, and was conducted for thirty eight shifts. Results from the test section operating under Simplex direction were superior to those obtained using normal "manual" operating techniques and demonstrated the use of the Simplex Evolutionary Operation Technique as a method of reducing reagent consumption in flotation but, at the same time, maintaining satisfactory metallurgical performance. Experience in the use of the technique indicated the need for modifications to the rules of Simplex operations. Modifications were proposed, tested and appeared satisfactory.

This paper critically reviews the role of institutional research contractors (eg universities and the CSIRO) in the delivery of effective research, development and demonstration outcomes in mineral and coal processing to the Australian mineral industry. The criteria by which such R&D is justified, and the problems of quantifying the benefits of such research, are considered. Third-party funding mechanisms such as NERDDP and AMIRA are reviewed in the context of the difficulty of setting national research priorities. Some case studies are presented which illustrate both the problems and the advantages of institutional research for industry. The transfer of research outcomes to industry is identified as a significant problem which limits the effectiveness of all institutional research. Other topics reviewed include research management, the relationship between industrial companies and their research contractors, and the real costs of research. The paper offers suggestions for the ingredients needed for a successful industry-institution relationship, based on the Australian experience. It is concluded that the Australian model for this relationship is a very effective one, although there is still room for improvement.

The State Electricity Commission of Victoria (SECV) has been con- tinuously involved in the extraction of brown coal from open cut mines in Victoria's Latrobe Valley for over 60 years, but have not completed a major mine. Detailed consideration for rehabilitation at this stage has only been able to be given to overburden disposal areas. Increasing interest in rehabilitation in the 1980's led the SECV to review its existing policies and practices and to embark in 1985 on a public consultation process to establish an agreed and accepted policy. This was extended in 1986 to the consultation process for the rehabilitation planning for the Mor- well Open Cut External Overburden Dump. This paper covers the con- sultative process developed and the lessons learned by the participants.

THE Sulphide Corporation's works for the smelting of ores containing lead, gold, and silver are situated close to the Cockle Creek railway station, on the main Northern railway line, and are about 95 miles from Sydney and 10 miles from Newcastle. A branch line runs to the works, and siding accommodation and bins are provided for expeditiously handling all ores sent for treatment. The Corporation also possesses wharfage facilities at the port of Newcastle, where consignments of ores arriving by sea can be handled direct into railway trucks for conveyance to the works.The greater portion of the ore treated at Cockle Creek comes from the Corporation's mine at Broken Hill, but a large quantity of other grades is also purchased and treated.

Pit optimisation algorithms are designed to produce a pit with maximum value, but for certain minerals like iron ore, limestone, coal, etc, it is also necessary that the designed pit contains ore which meets the customer's chemical specifications. This paper describes a technique of using linear programming for blending optimisation and the Lerchs-Grossmann algorithm (as in Whittle's 3D software) for pit optimisation in tandem, to achieve pit designs of targeted grade specifications.

An integrated approach to risk management to complement insurance is the sustainable way forward for the modem organisation. For risk management to work, its various aspects need to operate interactively, not in isolation from insurance. This is the approach recommended in this paper. Metal grades and contents of ore deposits should be measured in an unbiased manner, and with a degree of precision that reduces to an acceptable level the risk to put into production inviable prospects. The additive property of variances for metal grades and contents is used to assess the accuracy and precision characteristics of this measurement process. Each stage in the process of extracting different types of samples from ore deposits, preparing test samples from drill core sections, drill chips or crushed ore, and collecting and assaying test portions, contributes a variance component to the intrinsic variability of a metal's distribution in its matrix. Deducting such extrinsic variances results in more precise estimates for metal grades and contents of elementary units. The cumulative metal content for a set of elementary units of in-situ ore, and the sum of the variances for metal contents of all units in the set, can be used to calculate confidence intervals and confidence ranges at different probability levels as measures for risk.

A large proportion of the risk comes from a lack of definition of the orebody (which also provides some of the potential) and the unpredictable nature of the market. This makes the planning process difficult but encourages the development of a robust yet flexible mining system. The system should be capable of absorbing some deviation from the anticipated concept without a significant impact on profitability. The mine planning process tends to consist of a series of related but discrete stages. For instance, the pit shells are designed, a schedule for the pit shells is created, a plant fleet is chosen to achieve the schedule and a financial analysis is carried out on that scenario. It is likely a few iterations are carried out using various mill throughputs to produce a favoured financial result. The problem is that handing results from stage æBÆ for use in æCÆ doesnÆt encourage a flexible system. æCÆ is likely to be built for exactly æBÆ. Unfortunately, in mining, æAÆ (the orebody) has the highest potential for variability and impacts everything else downstream. æDÆ the market also has high potential for unplanned variability. These variations can spread and æreverberateÆ through the whole mine process. For example an unexpected increase in ore oversize impacts all downstream mine processes to the primary crusher which may in turn create problems back æupstreamÆ by restricting throughput rate. Also an unexpected drop in demand or price could require modifications to the planned production rates. This paper looks at how mining process simulation can be used to support the development of strategies to counteract unforseen circumstances or alter production to match fluctuations in demand and price.

Kaltim Prima Coal, an open cut coal mine located in Sangatta, East Kalimantan, Indonesia, operates two deep pits and two shallow pits with a truck and shovel operation. KPC produced 17 Mt of coal in 2002 by removing 120 Mbcm overburden. Geochemical investigations have indicated 20 per cent of total waste rock is potentially acid forming; ie it has the potential to create acid mine drainage (AMD). In the early years of the KPC operation, the presence of AMD had been observed in the mined out areas and in the waste rock dumps as a result of sulfidic waste rock exposure. A strategy for management of AMD from waste rock was implemented involving: sampling, analysis, modelling, selective handling and validation of final dump covers. Samples of the waste rock lithologies are collected from exploration drill holes for geochemical analysis to determine their acid generating potential. The geochemical database is used to develop the waste rock model for the life of mine pit areas. The acid forming and non-acid forming waste rock is delineated for each mining bench area for selective handling and placement within the waste rock dump during the operational stage. Each mining bench is sampled and assessed to validate the model predictions. The final dump cover is sampled to meet strict Quality Assurance requirements to ensure non-acid forming waste material is used in the outer cover of the dump. The geochemical investigation of the waste rock is integrated with mine planning to design and construct the waste rock dump to minimise the risk of generating acid. This process links the exploration stage, operation stage, and rehabilitation stage for each Pit area. The paper briefly reports the waste rock characterisation, waste modelling and strategies used for management of acid drainage by KPC.

Launching the Queensland Water Plan 2005 - 2010 in August 2005, Premier Peter Beattie compared the stateÆs water resources with liquid gold. QueenslandÆs peak industry body for the minerals and energy sector, the Queensland Resources Council (QRC), believes the analogy is appropriate. During early development of an industry water strategy, it has become apparent that water is like liquid gold, in that it is revered, hoarded, recycled, priced on purity, a magnet for speculators, both difficult and expensive to transport effectively, heavily regulated and fundamentally linked to issues of security. To date it has generally been economic and relatively straightforward for the resources sector to secure water. Although production has not been compromised, this must not be grounds for complacency as there is every indication that water will continue to become increasingly expensive, more tightly regulated and, relative to a growing demand for a finite water supply, increasingly scarce. During 2006, QRC has developed and is implementing a voluntary industry water strategy to address a range of challenges confronting the resource sectorÆs security of access to water. As a consequence of, at times, protracted community consultations over QueenslandÆs catchment-based water planning processes it has become clear that many community stakeholders have outdated perceptions of the stateÆs resources sector. Once established, QRCÆs water strategy will incorporate a community engagement campaign to present the industryÆs credentials as a leader in water resource management. The development of QRCÆs water strategy, and the challenges the strategy is designed to address, provides insight into the fundamental reforms that are occurring in how water is managed and regulated in Queensland. These reforms have implications for how government policies are designed and administered and also for how industry engages with communities during this transition process.

The rheological fracture properties of coal containing gas were studied to obtain its rheological fracture principle both in microscopic scale and in macroscopic scale. The application of this principle is successful in explaining coal and methane outburst mechanism and for putting forward a rheological hypothesis of coal and methane outburst.

This paper reviews the various processes successfully in operation to treat refractory gold ores and describes in detail the alkaline pressure oxidation circuit operating at the Barrick Mercur Mine, Utah, U.S.A., on car- bonaceous/sulphide refractory ore and the acidic pressure oxidation circuit operating at the Barrick Goldstrike Mine, near Carlin, Nevada, U.S.A., on sulphide refractory ore. The autoclave process is important to Barrick for the extraction of gold. The Company has operated successfully a 750 ton per day unit at its Mercur property for the past two years and more recently has commissioned a 1500 ton per day unit at Goldstrike. The paper presents data relative to operating costs, materials of construc- tion for autoclaves and peripheral equipment, reagent requirements, and changes required during commissioning for both autoclave systems.

According to the Australian Bureau of Statistics, fatalities from road transport accidents represented an average of over 97 per cent of all transport related accidents between 1997 and 2002. With increasing traffic density, tunnels are becoming a more viable means of providing alternative travel routes to ease areas of congestion in the road transport network. However, unlike open road conditions, a fire incident in the confined space of a tunnel environment may impact upon many users that are remote from the incident location. In this context, designing for an appropriate level of safety in tunnels is therefore an important consideration for achieving consistency in the life safety measures for users of the road transport network. Unfortunately, like fire safety engineering design for buildings, there are presently no clear measures in the design processes to assess the adequacy of the design in terms of attaining the level of safety implicated in the design objectives. This is partly due to the indeterminate nature in which the design objective or the level of performance measure is stated û the intent of the objective is relatively clear but the measure of it is not. Another reason is the lack of a standardised procedure for determining the critical design variables affecting life safety. This is important to ascertain consistency in the use or adoption of the important parameters for design. This paper looks at the processes involved in the fire engineering design of road tunnels that are currently practised. A review of the design processes for fire safety in road tunnels is provided, which includes the range of fire scenarios in a tunnel environment, the traffic flow and composition, the relevant fire protection systems, the ventilation and smoke control system, the egress provisions and the benefits of incorporating fire brigade intervention. A simplified risk assessment approach is developed for a typical road tunnel to assess and evaluate the impact of a range of design parameters on life safety. Using a sensitivity technique, the important variables are then identified and means of reducing design variations associated with them are recommended. The technique may be further refined for use in the development of codes or guidelines in order to develop a suitable means of deriving more consistent design values, and hence achieve better consistency in the overall level of safety in the design.

Colliery spoil is the major constituent of colliery spoil ærockpasteÆ which has been used to infill abandoned limestone mines in the West Midlands of England since the early-1980s. The other constituents of rockpaste are pulverised fuel ash, lime and water. A key property of the rockpaste is its ability to flow within the mine workings over considerable distances before setting. This paper describes the work carried out to identify suitable sites as sources of colliery spoil for making rockpaste and goes onto consider the flow properties of the material and the monitoring methods used on-site. A full-scale trial comprising infilling a 6600 m3 section of an abandoned mine was conducted prior to the infilling of the Littleton Street Mine which had a volume of about 500 000 m3. As well as describing the methods used for monitoring the movement of rockpaste material, a description is also given of a dip-meter developed specifically for the purpose of measuring the level of paste in the mine. This paper shows how a colliery spoil based paste has been successfully used for infilling abandoned mine workings. The monitoring systems developed for use in the two case studies presented in this paper are now being used extensively for infilling other abandoned mine workings. To-date over 11 mines with a total volume exceeding two million cubic metres have been backfilled.
