The Ontario Committee on Taxation is making a comprehensive study of taxation in the Province of Ontario, and in this connection has received representations concerning mining taxation from a number of interested parties. Some of the more important recommendations on mining taxation are reviewed in this article. Introduction FOLLOWING the appointment of the Federal Royal Commission on Taxation, the Ontario Government, effective in November, 1962, appointed the Ontario Committee on Taxation to review taxes and revenues available to the Province of Ontario and its local governments, to co-operate with the Royal Commission on Taxation and with any other bodies of enquiry appointed by other provincial governments, and to make such recommendations as it sees fit to the Prime Minister of Ontario and the Executive Council. "The past several decades have seen a steady increase in the use of atmospheric monitoring systems (AMS) in underground mines as sensor technology has advanced and costs for this technology have decreased. The AMS is a reliable tool for early mine fire warning by detecting gaseous products of combustion in underground mines. During a mine fire emergency, mine decision makers rely heavily on the prompt and accurate knowledge of the ventilation and fire situation in the mine, such as fire location, fire size, and the spread of smoke to make effective and efficient decisions on firefighting strategies and miner evacuation. Meanwhile, a prediction of the potential for fire development at a later time, such as whether the currently designated mine escapeways will be contaminated by smoke and toxic gases with the progress of the fire, is critical for effective decision-making to save lives that are in danger. The AMS monitoring data, including carbon monoxide (CO) concentration, airflow rate, smoke, etc., can provide information as to whether the smoke has reached the locations where AMS sensors are installed and if a mine-wide smoke spread has occurred. The National Institute for Occupational Safety and Health (NIOSH) has undertaken a task to integrate real-time AMS monitoring data with the mine fire simulation program, MFIRE, to simulate and predict the spread of smoke and toxic gas in a ventilation network based on the real-time AMS data. This paper reports the developed real-time method for characterizing the size and location of an underground mine fire and for predicting the spread of contaminants throughout the mine ventilation network using sensor data from the AMS.INTRODUCTIONNIOSH conducts research to develop workplace solutions to improve detection of and reduce the risk of hazardous conditions in underground mines. The advancement of senor technology and the increasing demand for real-time mine parameters monitoring have led to extended applications of atmospheric monitoring systems (AMS) in underground mines worldwide. In the United States, AMS is primarily used for early mine fire warning by detecting carbon monoxide (CO) in fire hazard areas, such as belt entries. Mine fires can grow rapidly, and time is the critical element. Prompt detection, timely and accurate warnings to those miners potentially affected, and a proficient response by underground miners can have a tremendous impact on the social and economic consequence of a small underground mine fire (Conti et al., 2005). The early detection of a mine fire could gain time for the first responders to put out the fire before it develops into a disaster. An AMS system with CO sensors has especially played an important role in the early detection of mine fires. The continuous monitoring of an underground mine atmosphere with an AMS could generate a large amount of data in a mine fire event. However, the current application of AMS is mainly limited to sending out an alarm when monitored CO concentration exceeds a certain level. An opportunity arises as to whether these data can be further used in fire emergency response. In order to make effective decisions on firefighting strategies, mine workers’ seeking refuges, evacuation and escape, and the timing on when to send rescuers, decision makers need accurate and timely knowledge of the ventilation and fire situation in the mine. Information about the fire intensity, where in the mine the smoke and toxic gases have spread, and whether designated mine escapeways have been compromised by smoke and toxic gases from the fire would greatly increase the effectiveness of these decisions. However, the monitored AMS data only provides atmospheric conditions in the vicinity of sensor locations. What is concluded from the monitored AMS data highly depends on the decision makers’ capability and experience. Predictive insight into fire growth and smoke transport would greatly help decision makers during a fire emergency."

Stability of some potential unstable blocks in the left bank slope of Baihetan hydropower station is evaluated in this paper using the three-dimensional (3D) limit equilibrium method. The Baihetan hydropower station is in the downstream of Jinshajiang River, China. The geological condition in the river valley is complex, and many large discontinuities are detected in the slope of the two banks. As a result, much attention should be paid to the stability of the slope in the feasibility study stage. Because the left bank slope is an oblique consequent one, we mainly focus on the slope stability analysis in the left bank. Comprehensive geological exploration is conducted in the studied area and the detected discontinuities are well researched. By building a 3D geological model of the left bank slope, three potential unstable blocks which are close to the dam site are detected. An irregular wedge analysis method is then used to calculate safety factors of the three blocks under three conditions, which are natural condition, rainfall condition, and seismic condition, respectively. It is found that the safety factors of the block 1# and the block 2# are quite low when compared to the suggested values. Extra care must be exercised when excavating the slope near the block 1# and the block 2#. A preliminary reinforcement is also suggested.

With these words, Preston Cloud begins a recent editorial, in Science(l), in which he presents a brief resume of some of the findings of the Committee on Resources and Man of the National Academy of Science-National Research Council(20.Their report, which is based on a two-year study by an extremely competent group and consists of some 250 pages of text, is even more far-reaching and sobering than the report on Energy Resources(3). It begins by quoting Sir Macfarlane Burnet as follows:""There are three imperatives: to reduce war to a minimum; to stabilize human population, and to pre-vent the progressive destruction of the earth's irreplaceable resources.(4)"

BIOX® has been successfully demonstrated over the past 2 decades for the recovery of gold from refractory sulphide concentrates. To date 12 successful BIOX® plants have been installed in 8 countries spanning 4 continents with the 13th installation currently nearing completion in the Philippines. In 2010 BIOMIN introduced the ASTER™ process for improved water balances in commercial BIOX® applications by supporting tightening environmental legislation on water usage and availability in both arid and tropical regions. Previously, a common challenge for BIOX® plants was the inability to recycle thiocyanate containing water due to the low tolerance of the organisms. ASTER™, a biological thiocyanate and cyanide destruction process, renders a non-toxic solution for re-use in BIOX®. Two commercial ASTER™ plants are in operation with the 3rd ASTER™ plant under construction in the Philippines. A 3rd BIOMIN technology, specifically developed for double refractory ores is available for implementation. The HiTeCC process has shown considerable success on ores where competition from disseminated carbon has rendered ineffective gold recoveries. Through HiTeCC, gold is desorbed from the carbonaceous matter by manipulating the ionic strength and temperature of conventionally treated CIL product. One Australian commercial plant utilises HiTeCC while a 2nd installation is set for commissioning 4th Quarter 2014. BIOMIN’s premier solutions for refractory gold processing are described herein.

At the end of a century of mining education in South Africa, it is appropriate to reflect on the past, take stock of the present and ponder the future of mining education. While it is likely that changes in the mining industry will generate an increased demand for mining graduates, the number of suitably qualified applicants to study mining is worryingly small. While good progress has been made in unifying the educational system that previously provided schooling on a racially separate basis, it appears that a decade or more will be required to raise competency levels in mathematics, science and English, and this paper describes the process as it affects mining engineering programs. It also describes the initiatives currently being undertaken by the University of the Witwatersrand and the mining industry to ensure that the South African industry receives an adequate flow of well-qualified mining graduates, despite more than 70% of the intake coming from severely disadvantaged educational backgrounds.

"The paper discusses the accuracy of magnetic inspections of corroded hoist ropes. It quantifies the error of measured LMA (loss of metallic area) caused by presence in the rope of ferromagnetic products of corrosion. The paper concludes that in mining practice this error is not significant. Hoist Rope Corrosion and its AssessmentCorrosion is one of the most common forms of wire rope wear. For ropes working in wet mine shafts, ropes used by the fishing industry and, in general, ropes working in humid and chemically active environments, corrosion wear is usually the prime reason for rope discard. In most mining applications, rope corrosion is accompanied by fatigue cracking of wires, abrasion of external wires, internal nicking and other forms of wear.Quantification of corrosion damage in ropes using standard inspection procedures and examination methods is very difficult. Qualitative comparisons are sometimes used to describe the degree of rope corrosion to compensate for the lack of quantitative measures (SABS 0293, 1996). If available, the results of magnetic examinations of ropes may be of help in assessing their corrosion weakening.Magnetic rope examination requires that the rope first be magnetized. After that, the rope magnetic flux and the leakage flux along the rope are measured. The first is assumed to be directly proportional to rope metallic area (LMA) and its changes are indicative of the rope’s loss of breaking strength (LBS). Existence of the second indicates existence of local faults (LF) in the inspected rope. As the corrosion of rope results in development of corrosion cracks and in loss of rope metallic area, both the LF and the LMA should be used to quantify the level of rope corrosion. More specifically, the changes to the amplitude of the LF signal are considered to provide qualitative information on rope corrosion (Hansel et al., 1990), while those of the LMA signal are believed to provide quantitative information (Geller and Rousseau, 1990; Golosinski, 1996)."

Extending the campaign life of the Mitsubishi furnaces at Xstrata Copper's Kidd Metallurgical Division Copper Smelter has been a major focus of attention for many years. One aspect of this effort is real time monitoring to detect abnormal conditions and safely shut the furnaces down before significant damage occurs. Traditional real time methods of monitoring the integrity of refractory furnaces containing molten metal include alarms on individual temperatures of the refractory or cooling water. The need to set alarm limits which are not exceeded across the range of normal operating conditions leads to a system that only provides a limited warning, if any, before a failure occurs. Integrity monitoring systems that look at many different signals and alarm only changes in the relationships between the signals have been implemented on the smelting and converting furnaces. The systems are based on principle components analysis (PCA) models and implemented with the monitorMV software package. These provide much more sensitive and selective alarms so that changes in integrity are alarmed well in advance of any event. At a critical alarm level, the converting furnace is set to automatically shut down so that operating and technical personnel can review the situation. The configuration of the systems and operating experience with them will be discussed.

"Since the Mathew's method for open stope design was first proposed by Golder Associates in 1980 it has been applied at a number of mine sites in Canada. The initial hypothesis was based on a relatively small amount of data and the intervening period has allowed the collection of a significant amount of new data to test the validity of the method.This paper examines a brief history of the evolution of rock mass classification systems to provide background and emphasize their empirical and non-rigorous approach. It also presents the new data which appear to indicate that the initial hypothesis was reasonably good. The modification to the original graph proposed by Potvin is discussed as well as the applicability of the method to predicting the onset of caving. The original graph has been updated and has been subdivided into four zones described as ""stable""; ""potentially unstable""; ""potential major failure""; and ""potential caving"". The method is recommended as a useful open stoping design tool provided it is recognized that it is not a rigorous design method.Finally the paper proposes a recommended approach for application of the method by would-be users and addresses some typical pitfalls that may be encountered."

Many plants produce iron(II)/(III) waste liquors which must be treated by neutralisation and precipitation to remove the iron. Iron can be precipitated as crystalline goethite or jarosite by controlled oxidation at low pH and as magnetite by controlled oxidation at high pH, but only at elevated temperatures (>70°C). This study focuses on the characterisation and settling properties of the iron oxides produced at ambient temperatures using various neutralising agents in order to improve the performance of thickeners. It was found that two-stage addition of caustic to FeC12 solutions produced a fast settling material characterised by Mossbauer spectroscopy and XRD as maghemite and magnetite. However, lime and magnesia additions resulted in more ferrihydrite formation and much lower settling rates because of the enhanced oxidation of Fe(II) by air. Settling rates decreased significantly as the proportion of Fe(III) to Fe(II) in the liquor increased. The mechanism of iron oxide precipitation is discussed together with some reasons for the different behaviour of the neutralising agents.

Process improvements which have reduced the lead content of slag from the Brunswick lead blast furnace are described. Microscope examination and electron microprobe analyses, supported by the results of slag settling and viscosity tests, showed that typically about 70% of the lead in the lead blast-furnace slag was present in the form of entrained prills of metallic lead. The total lead content was found to increase with the magnetic susceptibility of the slag. Measurements in the furnace settler indicated the presence of a magnetite-rich layer between bullion and slag, arising from high magnetite levels in the slag. This layer was believed to inhibit the settling of entrained lead from the slag. Tracer tests showed that the average slag residence time in the settler was less than 2 minutes. Improvements in coke quality and sizing, which led to a reduction in the slag magnetite content, and the installation of a larger settler and a continuous Roy tapper, have all contributed to a significant decrease in the slag lead content.

A Step which, it is believed, will prove extremely beneficial to the Quebec asbestos-mining industry was taken during 1931, when the asbestos mine operators of the Province assembled to work out a uniform method of naming the products of their mines. The outcome of several meetings was the drawing-up of a classification which defined, limited, and designated anew the numerous grades of asbestos marketed. It entailed no drastic departure from the existing processes of grading, nor any revolutionary changes in methods of testing, but aimed rather to perfect existing methods. The classification proposed has been accepted by all operators in the Province, who, from January first of this year, began introducing the new nomenclature. Unless one is conversant with the properties and mode of occurrence of chrysotile asbestos, with the unique milling methods devised for its recovery, and with the history of the development of their technique, he may not readily understand the basis of the new classification. For information on these and other data concerning the industry, the reader is referred to a recent publication, Chrysotile Asbestos in (Canada, by James Gordon Ross, issued by the Mines. Branch of the Department of Mines, Ottawa. The object of this paper is to present briefly some of the phases in the evolution of the classification of Canadian chrysotile asbestos, in the hope that the recent effort to standardize the marketable products of one of Canada's most important non-metallic mineral industries will open a field for discussion, fruitful in new ideas and constructive suggestions. The necessity for the grading of asbestos results fundamentally from the fact that the price per ton depends on the length of fibre. At all times in the history of the industry, the very limited available supply of the longer grades, as well as the requirements of the trade, have caused relatively very high prices to be paid for fibre over half an inch in length, while for the shorter grades the price decreases rapidly, and at a rate which bears no proportionate relation to the length of fibre.

No. 1 mine and other nearby mines. "The use of permanent stainless steel cathodes for electrorefining and electrowinning of cathode copper had been introduced to the market long time ago and now is a well-accepted technology worldwide. During the last decades, the Chinese copper refinery industry had been growing rapidly and many large scaled production plants had been built. In the modern refineries, permanent stainless steel cathodes are introduced and used instead of traditional starter sheets. The most common steel grade used is austenitic stainless steel S31603 (316L/1.4404), while both S30403 (304L/1.4404) and N08904 (904L/1.4539) have been used depending on the actual working conditions, especially with regarding corrosion environment. While 316L permanent cathode functions well in many plants, different kind of problems, such corrosion and deformation, have been reported. There is therefore an increased need for more suitable material. New stainless steels, such as duplex stainless steels, with better properties have been tried and introduced into the application of permanent stainless steel cathode with satisfied results. The article introduces first the Chinese copper refinery industry and properties of duplex stainless steel in general, and then describes the development of using permanent duplex stainless steel cathode, including the actual working conditions, production of cathode sheets as well as the experiences of application in details. After more than one year’s usage, the advantages of permanent duplex stainless steel cathodes are clear seen.INTRODUCTIONChina has become a major player in the international copper market, accounting for around 40 percent of global refined copper demand. Despite the slowdown of the Chinese economy, the consumption of copper products will still increase, but with a medium and/or low growth which will be the new situation for the coming years. The average growth rate is expected to be around 5 percent per annual. In the coming Five-Year plan for National Economic and Social Development a number of initiatives will be finalized which will require massive amounts of copper. In 2015, the expected consumption of copper products will be over 9 million metric tons. The main driver of the consumption is the electric power industry which accounts nearly the half of the total consumption; followed by cooling application with 15% and transportation with nearly 10%, see figure 1."

Sulfate balance control is a common problem for zinc plants. Roast-leach-electrowin plants are mostly concerned with the over-generation of sulfates while for the HudBay direct leach plant both extremes are possible including potential necessity to buy sulfuric acid to replenish a sulfate-depleted circuit, which makes the problem doubly important. Quantitative methods were applied at the HudBay plant to analyze sulfate generation/depletion based on a local sulfur balance and sulfate extraction calculation in the leach circuit, using a Pb-tie method. Main factors were established influencing sulfate generation/depletion, including the critical role of Pb and pyrite. Regression analysis proved to be effective and allowed the quantitative prediction of Pb concentrations necessary to reach the equilibrium for the sulfate balance. This in turn provided a firm basis for a sulfate-control strategy realized through concentrate blend correction, which allowed the plant to fine-tune sulfate generation/depletion effectively reducing economic consequences of excessive/deficient sulfate generation.

"In the context of today's continuously changing world, there are many factors which must be considered when attempting to assess the ability of Canada's primary copper producers to remain competitive in the face of increasing competition in world markets. In this paper, we have attempted to document those factors that will have the greatest impact on the future viability of Canada's copper industry, and to suggest possible strategies to fully utilize whatever inherent advantages Canada may have to enhance its competitive position. Technological factors related to the efficiency of precious and by-product metals recovery, energy type and utilization efficiency, production and sale of sulphur by-products, and control of 502 emissions are given high priority in this evaluation of Canada's future needs to remain competitive. Particular emphasis is placed on assessing the relative viability of hydrometallurgical versus pyrometallurgical processes for copper; to address uniquely Canadian conditions and problems. Due consideration is also given to the economic incentives required to allow Canada's copper producers to compete under anticipated world market conditions and to facilitate the continued development of Canada's copper resources. IntroductionWhen we try to assess the viability or competitiveness of any industry the bottom line is still usually, ""Can we produce a pound of product cheaper than the competition?"" Canada's copper industry is certainly no exception. However, as with most resource-based industries dependent upon exports, there are many factors which have a significant effect on the cost components which make up the total cost of producing and selling a pound of copper. It is desirable therefore to have as clear a picture as possible of the cost components, the major factors affecting them, and how they compare with the competition, particularly the third-world copper producers.In this paper we have attempted to provide a brief outlook for world copper markets and a brief overview of Canada's competitive position. We have also attempted to document those factors which will have the greatest impact on future production costs, and have suggested possible initiatives to utilize inherent Canadian advantages to enhance our competitive position. Special emphasis has been placed on technological initiatives designed to make full use of these ""advantages"", to develop superior beneficiation and extraction! refining technologies. Advanced process modelling tools were developed for the Xstrata Nickel Sudbury Smelter flow sheet using a combination of FACTSAGE TM METSIMTM and ARENATM software. These tools were employed to assist with plant optimisation, emission control, process design, troubleshooting and case studies as applied to the smelter. The development of process modelling tools in pyro-metallurgy commonly involves an in-depth study of the therm o-chemical properties (heat capacity, liquidus temperature, etc.) of all high temperature phases, usually matte and slag. The preferred tool for this purpose is FACTSAGETM, a well-known then-no-chemical modelling software package. The results from the therm o-chemical model have been subsequently incorporated into the development of a process model for the entire smelting facility using the METSIMTM platform. Such process model also includes a number of special features adopted to effectively simulate the complex industrial phases; matte and slag systems. To ensure the robustness and reliability of the process model, several process parameters and assumptions were verified with laboratory and plant data. Consequently, the model includes the ability to examine the impact of a number of plant parameters on potential plant performance. Primary variables are the percent sulphur elimination during concentrate roasting, furnace matte grade and degree of matte metallization. Key output parameters include operating temperature, furnace coke requirement, sulphuric acid production, CO2 emissions and overall energy requirements. Selected outputs from the process model (for example blowing time, slag production rate and matte converting rate) can then be utilised in the development of a discrete event model (DEM) for the smelter using ARENATM software. Incorporation of reliable and validated mass balance parameters enhances the robustness and reliability of the DEM model. The integration of then-no-chemical, process and DEM modeling tools has a distinct advantage in planning plant trials and examining process design initiatives at Xstrata Nickel's Sudbury Smelter. The present paper discusses the development of these three models and the synergies existing among them. Typical results from all three models are also presented.

Consequently, the model includes the ability to examine the impact of a number of plant parameters on potential plant performance. Primary variables are the percent sulphur elimination during concentrate roasting, furnace matte grade and degree of matte metallization. Key output parameters include operating temperature, furnace coke requirement, sulphuric acid production, CO2 emissions and overall energy requirements. Selected outputs from the process model (for example blowing time, slag production rate and matte converting rate) can then be utilised in the development of a discrete event model (DEM) for the smelter using ARENATM software. Incorporation of reliable and validated mass balance parameters enhances the robustness and reliability of the DEM model. The integration of then-no-chemical, process and DEM modeling tools has a distinct advantage in planning plant trials and examining process design initiatives at Xstrata Nickel's Sudbury Smelter. The present paper discusses the development of these three models and the synergies existing among them. Typical results from all three models are also presented.

Introduction Following the discovery of high-grade deposits of pitchblende in the Great Bear Lake area of the Northwest Territories by Mr. Gilbert LaBine in May, 1930, samples were submitted to the Mines Branch for examination and investigation as to suitable methods of treatment (1). The purpose of this paper is to present, briefly, the results of the investigative work conducted on the ores and an outline of the methods developed for the extraction of the radium content and recovery of the by-products. The paper is presented in two parts. Part I gives a review of the history of radium production and of the principal processes used in other countries. Part II describes the work and gives the results of the Mines Branch investigation. Part 1-Radium Production In Other Countries Historical Outline Uranium was discovered in 1789, and more than a century later Madame Curie, while studying the physical properties of this element, observed that the ore of uranium exhibited greater activity than the pure uranium com-pounds she had prepared and traced the cause to the presence of a new element which she named radium. Eventually, research proved radium to be a disintegration product of uranium, and always present in uranium ores.
