"The activated carbon used in the carbon-in-leach (CIL) process to absorb gold is subject to breakage. This carbon breakage can be minimized, but it will always be necessary to deal with fine carbon particles, known as carbon fines. These fines contain a significant amount of gold and mining operations generally struggle with the treatment of this product. Since IAMGOLD’s Essakane mine is located in Burkina Faso, shipping carbon fines out of the country was not considered a viable solution due to the logistical burden and legal procedures in place. A benchmarking study demonstrated the complexity of treating carbon fines on site. IAMGOLD partnered with the host government to find an innovative approach to economically recover the gold locked in these fines. This paper describes the new circuits commissioned in July 2016 built to improve carbon fines collection, incinerate the carbon fines and leach the gold in the ashes produced by incineration. These new circuits successfully demonstrate that it is possible to extract more than 94% of the gold content in the carbon fines. This is profitable for the company as it improves the overall mill recovery rate by 1.0% to 1.5% and significantly decreases gold inventory build-up on site.INTRODUCTION The activated carbon used in the carbon-in-leach (CIL) to absorb gold is subject to breakage. Fine carbon particles are invariably created and, because of their small size, present a large specific surface which favors gold absorption (Hilsher et al., 2014). At the very beginning of operations at Essakane, the carbon fines were recovered by means of a thickener and a filter press, but the circuit was undersized and inefficient. Subsequently, a decantation basin was used to settle the fines before the thickener. The settled fines were shovelled from the basin into bags. All these bags were stored in the backyard of the plant. The average tonnage of carbon fines recovered monthly was 23.5 tons with a gold grade at 1938 g/t."

These rocks are known to host occurrences of labradorite, a semiprecious gemstone known for its beautiful play of colours (chatoyance). Test blocks that contain 5% to 18% chatoyant labradorite were extracted from three prospects south of Nain. These have been slabbed and polished for further evaluation.Second-grade labradorite stockpiled around the Grenfell quarry on Tabor Island is also being evaluated as a potential source of aggregate for use in terrazzo tiles, precast concrete and epoxy-backed wall panels.IntroductionThe Nain anorthosite complex consists of approximately 10000 km2 of anorthosite and related basic rocks , which are well exposed along the coast of Northern Labrador (Fig. 1) (Emslie et al., 1972). After six years of work, which included market studies, Brinex decided that, at that time, the demand did not warrant further production.In recent years, there has been a dramatic increase in the markets for dimension-stone. In the period from 1980 to 1985, the demand in the United States for granite, much of which is imported, has increased 1735070 (Marble Institute of America, 1986). The dimension-stone industry's remarkable growth rate has, in part, resulted from new technology that makes it easier and faster to quarry and cut stone. This has allowed natural storie to compete with other building materials. Now, it is not only used for exterior cladding and walkways, but also on interior walls and floors, and in home and office furnishings, such as countertops for kitchens and bathrooms, table and desk tops, stairways, window sills, and fireplaces."

At both the international and country level, the issue of how the mining sector and indigenous populations should engage on issues of mutual interest or concern has emerged as one of central importance and controversy; involving the mining industry, Aboriginal communities, governments, the courts, and other stakeholders. At its heart, stakeholder engagement is an ethical issue, although it manifests itself in international instruments, domestic laws, industry guidance and agreements. At the international level, the concept of ?free, prior and informed consent? (FPIC), while not subject to widespread agreement on the finer details of evolving definitions, seems to be emerging as an increasingly recognized engagement norm. Within Canada, through a series of decisions, the Supreme Court of Canada (SCC) has articulated a fiduciary obligation of the Crown to consult with and accommodate impacted Aboriginal groups on resource management issues. Provincial governments have been variously attempting to adjust their resource management regimes to stay in alignment with SCC and lower court decisions. Mining sector organizations, working with First Nations partners, have developed agreements to work together for mutual benefit. At the individual mine and community level, there have been instances of constructive engagement, as well situations of physical resistance and legal challenges. The purpose of this paper is to examine the potential impact of new rules under the Ontario Mining Act introduced in 2012 and taking full effect in 2013, which amongst other procedural specifications, addresses the issue of mining industry-Aboriginal consultation in exploration and development activities. Leading up to the passage of the regulations, representatives from some junior mineral exploration companies have been highly critical of the new rules. Similarly, there have been a range of responses to the new rules from some in the First Nations community. The paper will review the regulation in terms of its apparent alignment with SCC decisions and the international norm, compare the regulations with existing mining sector organization guidance documents, and it will draw on the stated perspectives and commentaries of First Nations communities, mining firms, governments, nongovernmental organizations, and others. Building on the foregoing, the paper will provide a preliminary analysis of the perspectives and potential impacts of the new regulation on various stakeholders, and on that basis, possible avenues for further consideration will be suggested.

Rock and soil mechanics investigations were carried out in block VIII at Thar Coalfield, Pakistan. Most of the strata were mainly composed of sand, with an average content of 67.68 %. Laboratory studies of rock and soil samples from drill hole GT-01 revealed that the strata in block VIII are very weak with an average uniaxial compressive strength of 3.59 MPa, an average tensile strength of 0.68 MPa, an average Young?s Modulus value of 0.234 GPa, an average cohesion of 129.19 KPa, and an average friction angle of 55.47°. Slope stability analysis, based on a probabilistic approach, was carried out using Slide-V software. Monte Carlo simulations have been applied to investigate the probability of failure in the slopes of an open pit lignite mine in block-VIII. From the slope stability investigation, it was found that the probability of failure is 0 % at a slope angle of 16°.

"Printed circuit board (PCB) is the main part of any electric or electronic device, providing mechanical support and electric connection for the board eclectic components such as capacitors, resistors, diodes etc. PCB consists of non-conductive substrate overlaid with one or more layers of copper sheets. They also contain appreciable amounts of base metals (copper, nickel, tine, and aluminum) and precious metals (gold, silver, and rare earth elements (REE)) which end up in the landfill at the PCB end-of-life.PCB recycling E-waste in general is a profitable business; many valuable raw materials, precious and base metals, can be extracted with high purity. Approximately, one metric tonne of PCBs may contain 80-1500 g of gold and 160–210 kg of copper. The precious metals recovered from PCBs occur at concentrations higher than commercially mined minerals. Also PCB recycling is very important to our environment since many heavy metals (e.g. lead) may be leached from the landfills to the underground reservoirs. In Jordan, however, the work conducted on E-waste and PCB recycling in particular is limited; currently most of the E-waste is either exported or dumped in the landfill.In this work, a combination of physical (magnetic separation), physicochemical (flotation), and chemical methods (leaching) were used to compare metals concentrations in leach liquors produced from a concentrates resulted from a combination of these methods. It was found the leach liquor of the magnetic fraction of the PCB coarse size gave the highest concentration of Fe, Al, and Ni while concentration of Cu was higher in leach liquor of nonmagnetic sink fraction. On the other hand, metals concentration almost similar for both sink and float of the fine size fractions, indicating even distribution of metals concentrations in the fine size fractions."

"The Moa JV was formed in December 1994 as a 50/50 joint venture between Sherritt Inc. and General Nickel Company S.A. of Cuba. The joint venture consists of the mine and Pedro Sotto Alba processing plant in Moa, Cuba and the Corefco refinery in Fort Saskatchewan, Alberta, Canada. Throughout its now nearly 23-year history, the Moa Joint Venture has faced a number of global, operational and process challenges. Global challenges have included high input costs such as for fuel oil and sulphur, as well as low nickel prices. Operational and process challenges have included increasing ore haulage distances, decreasing ore Ni + Co grades, and increasing ore impurity contents. For example, increases in impurities such as Mg and SiO2 in the ore result in increasing acid demand in leaching and decreasing solids content of preheated leach feed slurry, respectively. In spite of these challenges, the mixed sulphide production capacity from the Moa Joint Venture has increased from 12,500 to 37,000 t/y Ni + Co since 1994 by judiciously targeting expansion projects and by continuously performing process and operational improvements.INTRODUCTION The Pedro Sotto Alba high pressure acid leach (HPAL) plant at Moa Bay, Cuba has a long history (Maslenitzkiy, 1969; Chalkley, 1996; Carlson, 1960; Roy, 1961; Carlson 1961). The plant was constructed by Moa Bay Mining Company and started up in late 1959 after several years of process development by Freeport Nickel Company, including operation of a 10 t/d plant in Hoskins Mound, Texas and a 50 t/d plant in Port Nickel, Louisiana (Southwick, 2004), as well as development work by Chemical Construction Company (Chemico) to precipitate metal sulphides (Roy, 1955a; Roy, 1955b). The Moa plant had an original reserve of 50,000,000 t of ore, graded at 1.35 wt% Ni, 0.146 wt% Co, 3.70 wt% Si, 1.00 wt% Mg and 4.5 wt% Al. At original design rates of 2,000 kt/y of ore, the design capacity of the plant was around 25,000 t/y Ni + Co as a mixed sulphide product, which would be shipped to the Port Nickel Refinery in Louisiana for processing. In 1960, the plant changed ownership and was restarted in 1961 under Cuban management. Between 1961 and 1989, the plant was also supported by involvement from the former USSR, supplying spare parts and consumables. In 1994, Sherritt Inc. partnered with the General Nickel Co. S.A. of Cuba and formed the Moa Joint Venture. This joint venture includes the mine and Pedro Sotto Alba HPAL processing plant in Cuba and the Corefco refinery in Fort Saskatchewan, Alberta, Canada. Under this partnership, ore is processed in Cuba to produce a nominally 55 wt% Ni and 5 wt% Co mixed sulphide product that is shipped to Canada and processed by Corefco to produce class 1 nickel, high grade cobalt and byproduct ammonium sulphate fertilizer."

A research program has been carried out at the Mining Department of the University of British Columbia to study the effect of wettability of coal on its handleability and bulk density. The effect of moisture content on the bulk density of coal was found to be more pronounced for hydrophilic coals than for hydrophopbic ones. Altering wettability of coal surface leads to different effects of moisture on bulk density. The samples were studied at different fine fractions content, and it was shown that there was no effect of increased content of fines on the bulk density for hydrophobic coals, while for hydrophilic coals this effect was very significant. It was shown that the moisture content at which the lowest bulk density was reached coincides with the critical moisture content for studied samples, as determined from handleability tests using Durham Cone method. This critical moisture is the moisture content at which a sudden deterioration of coal handleability occurs. Based on the bulk density and handleability tests, the flow theory of moist coal is proposed.

"This study aims to demonstrate the capacity of the Discrete Element Method (DEM) to model and simulate fracture in brittle rock, capture the crack propagation process and determine crack propagation rates for various levels of external loading. In the numerical experiments reported here, a macroscopically homogeneous body of brittle rock, containing a single pre-existing crack, was subjected to tensile stress loading. Simulations concerned with model I crack growth process in 3D were carried out. The process of fracture has been observed under various steady state and dynamic conditions. The numerical results obtained reproduce qualitatively and quantitatively a variety of observed fracture phenomena. Specifically, this study examined the onset of cracks, single dominant cracks that grow across the specimen, crack bifurcations and branching. The density of fractures that can be nucleated and grow to a significant size with and without arresting each other, crack growth speed and stress distribution, all have been consistently and systematically analyzed. Suggestions on potential future developments are made and discussed.INTRODUCTIONFracture and failure mechanics are very important in mining, manufacturing, materials processing, mineral processing, civil and mechanical engineering, and many other disciplines of science and engineering. Yet, due to the complexity of fracture phenomena, no theoretical models of broad applicability are currently available (Bieniawski 1967). The simulation of crack propagation is therefore considered an open question in numerical rock mechanics. Although, a significant body of experimental research on fracture of materials was carried out since the early days of fracture mechanics (circa 1940s) (Poncelet 1946, Mott 1948), often in parallel with the development of fracture mechanics theories as well as with the development of experimental and observational techniques themselves, the experimental results were often done on particular classes of material such as glasses and other very brittle materials. Indeed, a number of specific experimental observations on the behavior of growing cracks in brittle materials were made in the 1940s for which generally accepted explanations based on physical principles are still lacking. Likewise, quantitative numerical modeling, based on both continuum and discrete methods, as a basis for understanding dynamic crack growth is still in a preliminary stage."

"Sumitomo Metal Mining Co., Ltd.(SMM)'s Niihama Nickel Refinery(NNR) produces high quality Nickel cathode, Cobaltcathode and other by-products using hydrometallurgical refining process called “MCLE”(Matte Chlorine Leach and Electro-Winning). In 2005,NNR started to use nickel and cobalt mixed sulfide (MS) produced by one of the SMM’s subsidiaries Coral Bay Nickel Corporation(CBNC)’s HPAL plant in Philippines, although its main and the only raw material until then was nickel matte. With start-up of the second HPAL plant at Taganito in 2013, NNR expanded its production capacity of nickel cathode from 41,000 to 65,000 tpa and finally achieved its target in 2015 by producing 65,980 tpa. SMM developed the technologies to improve poor reactivity of MS and installed new facilities to cope with increased Cobalt and Sulfur production at that time. This paper describes the technical approach to increase MS treatment with high efficiency.INTRODUCTIONThe Sumitomo Metal Mining Co., Ltd.(SMM)Niihama Nickel Refinery(NNR) produces Nickel cathode, Cobalt cathode and other by-products using Matte Chlorine Leach and Electro-Winning (MCLE) process technology. SMM uses nickel matte and nickel & cobalt mixed sulfide (MS) as raw materials for the MCLE process. Table 1 shows typical composition of these raw materials. Nickel matte had been only raw material until 2005, and with start-up of Coral Bay Nickel Corporation (CBNC) operation in the Republic of the Philippines, MS became major part of it. In 2009, when CBNC doubled its production capacity, NNR also expanded its plant capacity of electrolytic nickel from 36ktpa to 41ktpa, keeping an eye on the possibility of 65ktpa with oncoming SMM’s second HPAL in Philippines. Poor reactivity of MS was the prime concern at that time because our intention was to increase production with MS. Nickel extraction rate deteriorated with increasing usage ratio of MS in raw materials. To keep high nickel extraction rate under high ratio of MS, NNR developed a new leaching technology. Another concern arising from treatment of MS was Cobalt and Sulfur contents that are much more than those of nickel matte as shown in Table 1.NNR introduced new technology of solvent extraction process as to Co/Ni separation process in order to keep cost competitiveness instead of the conventional cobalt oxidation–neutralizing method. As to sulfur products, new sulfur productive facility was installed to improve the exposure to sulfur dust and the hot working conditions for workers. As a result of process development and installation of new facilities against the problem with MSusage,65 ktpa production was achieved in 2015."

The effect of carbonaceous matter on gold extraction was investigated in cyanide systems with pure gold as well as pre-robbing sulfide gold ores. Auger studies demonstrated that the carbonaceous matter preferentially smeared on iron sulfide rather than aluminosilicate surfaces during wet or dry grinding. During mechanically mixed leaching, coating of sulfides and silicates and stripping of carbonaceous matter occurred simultaneously. TEM and XPS studies indicated preferential coating in the form of elemental (graphitic) carbon at the edges and the defect sites of particles. Interestingly, carbonaceous matter extracted from the gold ore was predominantly graphite and not preg-robbing in a solution with a high KCN concentration. However, the carbonaceous coating had a significantly detrimental effect on gold dissolution when gold was pre-ground with the gold ore. Artificial coating on gold surfaces with the natural carbonaceous matter from the ore was also found to substantially retard gold dissolution. With the addition of the natural carbonaceous matter from the gold ore, gold extraction from two non preg-robbing sulfide gold ores was inhibited owing to carbonaceous coating. The presence of carbonaceous matter significantly reduced the current density for gold oxidation and increased the current density for pyrite oxidation. This could explain the fact that carbonaceous coating hindered gold dissolution while enhanced sulfide preg-robbing.

Aluminum boron carbide particulate reinforced composites have found new applications in nuclear industry due to their special capability to capture neutrons, Recently, Alcan successfully developed a liquid metal mixing process to fabricate Al¬B4C metal matrix composite instead of powder metallurgical technology. In the process, titanium is added into the composites to control interactions between boron carbide particulates and aluminum matrix, To understand the effects of titanium on the composites, the solidification microstructure of Al-16%B4C without or with titanium was examined by optical and electron microscopes. The results show that titanium can improve the uniformity of the particulate distribution within aluminum matrix if the titanium content in the composites is more than 0,5%, Furthermore, it is found that the layer with rich titanium on the surface of the particulates can limit the formation of AlB2 type compounds, which may greatly deteriorate the fluidity of the composites, In addition, it is also found that the amount of the reaction products in the composites increases with the increase of holding time. However, the rate of the increase is mitigated by the increase of the content of titanium in the composites. Besides, a procedure was proposed and implemented for the evaluation of uniformity of particulate distribution within aluminum matrix.

"Approximately two thirds of annual nickel production is used as a raw material in the making of stainless steel, and about 60% of these nickel products are in the form of metallic nickel such as nickel cathode or briquettes. In the stainless-steel production process nickel is blended with iron and chrome-based raw materials, and metallic nickel is typically only required for final steel fine-tuning. Outotec offers a new FeCrNi technology to enhance the nickel value chain for stainless steel producers. This involves the use of an HPAL-based intermediate nickel product (e.g., mixed hydroxides or NiO) as raw material in the Outotec FeCrNi process, for the production of a FeCrNi Master Alloy. The new process, designated as the FeCrNi process, offers multiple benefits compared to existing technologies such as: higher tolerance for impurities in the HPAL intermediate product, avoiding the need for further nickel refining, and the improved recovery of all metals in the FeCr process. The complete new FeCrNi value chain is based on proven technologies such as HPAL and the Outotec FeCr-process. This new innovative and promising value chain offers improved efficiencies for the HPAL based nickel production process combined with excellent sustainability aspects.INTRODUCTION In today’s global economy there is a constant need to improve the efficiency and sustainability of the metals production. The requirements for modern metal refining are tightening and cost efficient, safe and sustainable operation is the precondition for all investment. Outotec is offering now a novel way to combine FeCr and Nickel production to create a completely new value chain to source nickel to stainless steel. BACKGROUND Nickel The current nickel mine production is in the level of 2,000 tons annually and it is split 44% from sulphide based deposits and 56% from laterite deposits (Figure 1). Most (40%) of the nickel is refined to pure nickel metal whereas other products are FeNi (19%) and Nickel Pig Iron NPI (20%) (Roskill). The remaining part, roughly 21%, is nickel chemicals and intermediates. Most of the new investments in nickel are in the direct shipping of laterite to produce nickel pig iron. HPAL process is considered in few projects but no major HPAL projects have been started since the Ambatovy plant in Madagascar. Ambatovy reached the commercial production in 2014. The main primary nickel used is stainless steel manufacturing. In the year 2016 about 68% (~1,360 kt) of primary nickel production was used in stainless steel."

The mineralogy of residues formed during the pressure acid leaching of arid region nickel laterite ore varies according to the salinity of the process water, alkali cation additives and the overall acid loading. In fresh water, hematite is the main iron-bearing leach residue component, together with amorphous silica and hydronium or sodium alunite/jarosite [(H3O,Na)(Fe,Al)3(SO4)2(OH)6]. As the process water salinity increases, or as NH4+ or K salts are added, alunite/jarosite is the kinetically favoured iron-bearing phase accompanied by an increase in acid consumption. The alunite/jarosite appears as two XRD distinct phases with different Fe:Al molar ratios. In weakly saline water, iron-rich alunite/jarosite slowly transforms to hematite and an aluminium-rich alunite/jarosite together with the release of acid. The addition of potassium salts forms a more stable alunite/jarosite whilst the addition of ammonium salts leads to greater transformation of alunite/jarosite at 250°C. Weakly saline process water gives enhanced nickel recoveries, whilst strongly saline process water gives lower nickel recoveries but higher soluble iron because of chloro-complexation. SEM and microprobe analysis shows very little nickel is associated with the alunite/jarosite and hematite phases. Nickel losses to the residues are attributed to adsorption on amorphous silica and to a lesser extent on alunite/jarosite.

"Nitrogen compounds produced by cyanide destruction and/or blasting are often a cause of concern for environmental compliance and at times, for water re-use in metallurgical circuits. Natural attenuation in tailings ponds and wetlands is not always sufficient to ensure compliance and/or achievement of overall water management objectives. This paper provides a general overview of active treatment methods for nitrogen management followed by an investigation of selective adsorption combined with electro-oxidation as the potential treatment method for thiocyanate. Results from bench scale treatability study are presented. The concept of holistic assessment of nitrogen management at mine sites using Risk Adjusted Life Cycle Cost is introduced and discussed in the context of gold mining operations using sodium cyanide.INTRODUCTION Unlike metals, nitrogen compounds present in mine waters originate entirely from anthropogenic sources rather than mineral deposits. Table 1 summarizes the main sources of nitrogen compounds reporting to mine wastewater.The best management practice related to the use of ANFO involves minimizing contact between ANFO and water, control and monitoring of blasting to reduce the occurrence of misfires, and reducing the consumption of blasting reagents for a given ore body. The most common practice for the management of NaCN is the incorporation of cyanide destruction in the metallurgical flowsheet and the use of tailings impoundments and holding ponds for natural attenuation of cyanide destruction residues such as NH4-N and CNO. At most mine sites there is no active management of NO3-N and SCN in wastewater. While current practices have produced satisfactory results, new enhanced methods to manage nitrogen compounds at mines are needed due to: 1) Increased scrutiny over the adverse effects of nitrogen compounds released into the environment; 2) New effluent standards; and 3) The shift away from wet tailings towards dry stack systems resulting in diminished natural attenuation and dilution of nitrogen residues prior to effluent discharge or water re-use in mineral processing."

"This paper describes the simultaneous sinking and equipping of a 4.9 m diameter concrete-lined shaft to a projected depth of 1660 m. The shaft blast design utilizes the full face method using a parallel hole burn cut. Hydraulic drilling and a totally redesigned Cryderman-type mucking unit were integrated into the four deck sinking stage to provide for drilling, mucking, concreting and shaft steel equipping operations. A safety program was tailored and implemented specifically for this shaft sinking project.IntroductionIn July 1988, Falconbridge Limited commenced development of its Thayer Lindsley exploration site located some four km north of Sudbury on Regional Road 80.The first phase of this project was awarded to J .S. Redpath Mining Consultants Limited and the scope of work included the engineering and project management to construct a surface plant capable of supporting a shaft sinking and exploration program for potential future mine development. This initial phase of the project was completed on schedule and under budget on December 23, 1988, and is the subject of an independent paper.In November 1988, J.S. Redpath Limited was awarded the shaft sinking and exploration phase of this project. The scope of work consisted of sinking and equipping a 4.9 m diameter shaft to a depth of 1660 m and carrying out the development and diamond drilling on two levels. This work was scheduled to be completed by November 1991.The T .L. Exploration Project is located toward the eastern end of the south range of the Sudbury basin, north of Sudbury. Figure 1 details the projected mining area and the shaft location on the geological complex. Figure 2 is a section showing the exploration shaft that is located in the Norite. Two levels will be developed from this shaft, on the 1310m and 1588 m levels, to provide access for further geological examination of the ore bodies."

"For the Kazchrome DC Ferrochrome plant, SMS-group specifically designed an electrode column that would minimize downtime. Special features include the possibility for on load electrode jointing, on load slipping, and back-slipping. Electrode consumption is strongly related to furnace load and impedance, and is very low at high loads, which makes the graphite electrode an alternative to consider even in AC applications. The electrode could also be applied in other DC applications, as for example TiO2 slag, the novel Conroast process, or (twin) DC FeNi furnaces, and could possibly be installed during bigger shut downs. This paper will describe some of the design considerations and operational performance data on this novel column in the FeCr industry that could also be of interest for the FeNi or PGM industry if these would continue to develop towards DC technology.INTRODUCTION Every DC furnace has a cathode and an anode. The anode applied is commonly known as the Concast design, though the original design was by ABB who handed it over to Concast, subsidiary of the SMS-group. Some well-known DC furnaces outside the steel industry where the Concast bottom has been installed are listed in Table 1 as well as a few other key design features.Sidewall cooling and some other data have been left out for reasons of space, and being a lesser relevant design feature to this paper. HES stands for Hollow Electrode System, in which feed is charged through an electrode. Table 1 is built up chronologically according to first start-up date. Below comments are given to briefly explain some of the columns in Table 1: •,“Arm” in the “Cathode” column means that the design of the cathode holding and regulating mechanism consists of an electrode arm as depicted in Figure 1. •,Charging is relevant as some operations started with HES charging, whereas recently most new operations have started without HES but only charging chutes, of which at least some are close to the electrode and possibly others installed closer to the sidewall. •,“Dome” in the “Roof” column means that the design of the roof involves a center piece that can be exchanged if worn. •,The optimal roof design still seems to be a topic of debate, where no design is without problems."

It is estimated that China accounts for 94% of the world supply of rare earths (Roskill, 2011). This fact, together with the impact of China?s export policy, poses a substantial risk to the security of the rare earth supply as well as a rare earth price risk. This situation has motivated an increase in the number of rare earth projects under development, i.e., there are currently more than 440 worldwide (Technology Metals Research, 2012). However, economically and environmentally acceptable processing technology to produce tradable products from rare earths (e.g., separated rare earth oxides) is not freely available on the market at the moment. In this respect, a lot of research and development has been initiated on this topic, in academia as well as in industry. Using a proprietary model and scenario-based analysis, we studied the impact that the development of rare earth processing technologies would have on the rare earth market and the economic feasibility of rare earth projects mentioned before. The analysis showed that this impact varies depending on the technology type (e.g., technology can affect project production volume, cost structure or both) and the legal context of the invention (e.g., free or limited by patenting availability of a new technology). The effect of a technology which influences project production volume is not the same as of a technology which changes project cost structure. The impact of a patented processing technology differs from the impact of a processing technology which is freely available on the market. In the case of a new technology which is limited by patenting, its impact depends on the market position (?producing?, ?next-coming?, or ?not producing? project) of the patent holder. The paper contributes to existing research by studying the dependence of the expected micro- and macroeconomic impact of rare earth processing technology developments on the properties of a new technology (e.g., costs, legal framework etc.). By this means, the paper adds to existing knowledge and attempts to make the rare earths market more transparent and predictable from a perspective outside China.

"Inco has shifted part of its traditional extractive research effort at its J..Roy Gordon Research Laboratory in Mississauga toward new, value-added products. Most of the effort is being expended on new Ni powders for batteries and new Ni-coated products which will be produced in Inco's carbonyl nickel refineries. New products under development are Ni-coated powders, Ni-coated fibres and ultra-fine Ni powders. Other new products for advanced material applications include controlled expansion composites, NiGOLD strip, Thermal barrier coatings on Inco alloys, and plasma coatings.Research and Corporate Strategic ThrustsThe newest strategic thru st of the company is to increase the value of the primary metal products. These new products are to be in addition to any new alloys or downstream alloy fabrication.Historically Inco has had the highest research expenditures in the extractive metallurgy field in North America. This has resulted in many new processes including flash smelting , matte separation, fluid bed roasting, pressure carbonyl refining and cobalt electrowinning which have contributed to establishing Inco as the lowest cost nickel producer. The recession of the 1980s caused a restructuring of Inco research and corporate goals .As shown in Figure I, from 1975-1982, i.e. pre-recession, Inco spent around 33 million dollars per year on research. Some 48070 of that sum was spent in Corporate Laboratories in Sterling Forest in the United States and in the United Kingdom , mostly on alloy associated research. A further 10% was spent on alloy research at the alloy production facilities in Hunting- ton, West Virginia, and Birmingham and Hereford in the United Kingdom. On extractive research, 13% was spent by process technology groups at the plant s, 20% at the pilot plants in Port Colborne and 9% at the J. Roy Gordon Research laboratory.The relative research expenditures (Fig. 2) have decreased so that today they are at the same level as 1975-80. The research as a per cent of sales has been cut from 2.2% to 1.2% of normalized sales. A normalized sale price of $4.00/lb Ni was used in the 1988 figures. This was partly achieved by closing Corporate Laboratories. Most of the essential alloy research was moved to producing plants and total alloy research is now 27%.A new thrust initiated in the 80s was mining research which now accounts for 20% of research expenditures. Over a period of the past five years this research has doubled the mining productivity in Inco. The pilot plant expenditures have been cut in half. One entire research station at Port Colborne was converted into a platinum group metals intermediate refinery. The decrease in pilot plant expenditures has been compensated by full scale plant trials devoted to the S02 abatement program at Sudbury."
