"THE SYDNEY COAL FIELD has long been afflicted by high costs and low productivities. However, a distinct possibility now exists that improvements can be made in costs, productivities and revenues. If these hopes materialize, the Sydney coal field will once again be regarded as a valuable asset in our national inventory of energy and metallurgical coals. The economic possibilities for the Sydney collieries depend on performance at the pits and in the market place. Because this audience is already well informed about colliery planning, I would like to start with an assessment of the modern coal market insofar as it may relate to the Sydney field. Since 1950 we have seen a vast growth in the population and industrial empires of the western world which has resulted in an enormous and escalating demand for energy. If the energy supply pattern of the first 50 years of this century had been followed, this would have led to an immense demand for coal."

This paper offers an overview of local content policies and practice in the mining sector. Specifically, the paper aims to answer the question of how national and regional governments, industry and civil society can work together to seek an optimal outcome while pursuing their diverse objectives. The paper begins by defining local content and its scope at the subnational level. Specific recommendations for the design of local content policies to mitigate social, economic and governance risks are developed. The document then offers some recommendations regarding the role of partners in design, implementation, monitoring, and enforcement of local content policies.

Mineral wastes from the mining, metallurgical and chemical processing industries in Canada amount to about 800 million tonnes annually. Such wastes often are largely non-metallic in composition and are of interest for traditional non-metallic mineral uses and applications. Mineral waste disposal and maintenance are costly; furthermore, these wastes may pollute groundwater, rivers and lakes. These factors and an increased appreciation of the potential utility of some mineral wastes have stimulated research in this area.

Introductory At the Annual Meeting of the Institute, held two years ago, I had the privilege of presenting a paper on Recent Mineral Discoveries in Western Quebec. In it were pointed out the areas favourable for prospecting in that section of Quebec adjoining the mining camps of northern Ontario; the discoveries that ?had been made were recorded; and some of the developments up to that date were reviewed. Since then, two full years have elapsed, during which a considerable amount of serious work has been performed with such results that western Quebec has today six properties about ready to mine commercial ores of gold, copper, and zinc. These results have been brought about after large sums of money had been invested to bring the district to a producing stage. A smelter has been built, and is already producing copper; two railways have extended their lines into Rouyn; and the Provincial Government has shown faith in the future of the district and has spent large sums of money in the building of highways and for other public works. The purpose of the present paper is to review the developments of the last two years, and the work that has been performed in various spheres of activity in that section on western Quebec covering the county of Abitibi and the northern part of the county of Temiscamingue.

The question of jurisdiction and ownership is dealt with, and the setting out of resource administration lines to divide areas of federal and provincial administration is explained and illustrated. Offshore activity is reviewed and prospective areas for future work are mentioned.

Introduction Ground failure, violent or otherwise, is a problem to be contended with wherever underground operations are carried out. The character and extent of the failure, whether superficial or of more serious proportions, is determined by a number of factors, among which might be mentioned: the depth and dimensions of the underground workings; the types and distribution of wall rocks; structural features of the ore and enclosing rocks; the degree of metamorphism; the dip of the orebody; concentration of mining operations; the rate of mining; the history of the excavations made on the orebody in question. This last factor implies the consideration of such points as the arrangement and distribution of stoping both past and present, the current sequence of scoping, the type and effectiveness of the support used in old and current workings, and the amount and distribution of unmined parts of the lode. With such a variety of conditions, it is only natural that the situation at one place in a mine will not be the same as that obtaining in another part of the same mine and, more than likely, will be quite different in another property.

"The concept of using chemical methods in prospecting dates back at least to the middle of the 16th century. Modern methods of geochemical prospecting, however, based on secondary haloes and utilizing trace-element techniques, were first practised in the U.S.S.R. and the Scandinavian countries in the 1930's. After 1945, methods based on soils, stream sediments and vegetation were rapidly developed in the U.S.A., the United Kingdom, Canada, France and other countries.The modern methods of geochemical prospecting owe their rapid development in the 20th century to the following:1.-Recognition of the primary and secondary dispersion haloes and trains that are associated with all mineral deposits. 2.-Development of accurate and rapid analytical methods utilizing the spectrograph and the various specific sensitive colorimetrie reagents, especially dithizone. 3.-Development of polyethylene laboratory ware of all types and the development of resins. This permitted greater freedom of field analyses and reduced the incidence of contamination.4.-Development of gas chromatography. This permitted the rapid and accurate determination of hydrocarbons in petroleum prospecting.Future research in geochemical prospecting should be focused on the following tasks: 1.-Definition of geochemical provinces and their relation to mineral deposits. 2.-Development of methods for discovering large low-grade deposits. 3.-Development of methods for discovering deeply buried deposits. 4.-Further development of methods to outline primary haloes. 5.-Eiucidation and formulation of techniques to relate the size and intensity of anomalies to the grade of the deposits. 6.-Development and refinement of biogeochemical methods, especially those based on indicator plants, chlorotic or toxic effects, and microbiological techniques. 7.-Definition of the types of primary and secondary haloes associated with accumulations of oil and gas."

Introduction From the earliest times it has been an inherent trait of man to build or create something for his own use or convenience. The need of some form of shelter other than that of the caves led him to bind together stones and other materials to form walls for his abode. Moistened clay which hardened upon drying was no doubt first employed. The Assyrians and Babylonians appear to have employed it or the bitumen found in their country. The early Egyptians and Greeks used some form of lime in their construction work. In addition to these shelters, other structures received attention, and, long before the Roman Empire was established, the Carthaginians made use of a natural cement as binding material. Portions of an aqueduct, seventy miles long, in Northern Africa, built in those early days, are still in use. The Etruscans were the first people in Italy to employ a mortar in their buildings. The Romans, learning the art from the Etruscans, improved the mortar by using a mixture of lime and volcanic ash, called 'puzzolan', and built not only roads but those famous structures, the ruins of many of which exist to this day. The Pantheon at Rome, built by Hadrian about 120 A.D., is perhaps the finest example of the early use of cement in building construction. With the decline of the Roman Empire, the art of making cement seems to have been lost, and for centuries the builders of Europe used only lime mortar. Pure limestones were selected for making the lime and great care was taken in the preparation of the mortar, the supply for one year being made the previous season and left to thoroughly slake or 'ripen' in pits covered with earth. The mortar thus produced gave excellent service above ground or where it was exposed to the hardening action of the air, but would not harden under water.

"CANADA'S ECONOMY TODAY is about two-fifths larger than it was six years ago, as measured by the total volume of production of goods and services. Such an achievement has been a rare phenomenon in Canada's first one hundred years. Excluding the forced-draft expansions which took place under war-time conditions, perhaps only the first decade of this century recorded a performance of greater dimensions, when, with massive immigration, the opening up of the West and a powerful array of well-de-signed development policies, the country was looking forward confidently to a great future of nation-building in the twentieth century.What makes Canada's over-all economic advance since 1961 all the more remarkable is that six years ago there was virtually no one in this country who anticipated an expansion of such dimensions. Back in the buoyant conditions of 1956-57, perhaps such an achievement would not have seemed beyond our grasp. After 1957, however, Canada stumbled through an extended period of slow economic growth, high unemployment and substantial and widespread under-utilization of its productive capacity. By the early 1960's, conditioned by the emergence of substantial, persistent and pervasive slack in the economy, t h e r e were few Canadians bold enough to anticipate that their economy was about to embark on a Great Expansion. However, this •is, in fact, what occurred. Beginning early in 1961, Canada moved forward into a sweeping advance which grew into the longest and largest peacetime business expansion in Canada's first century as a nation -a truly great expansion by any standard of measurement. This strong thrust has moved Canada into the front ranks of over-all economic expansion among the industrially advanced nations in the 1960's."

"The rising cost of extracting metals from existing traditional deposits, increasingly stringent environmental regulations and a greater awareness of corporate social responsibility issues are all factors in stimulating the examination of mine tailings and small-scale alluvial deposits as a potential source of new raw materials. Furthermore, despite tougher economic times the demand for commodities remains strong, in no small part as a result of the growth of the world’s emerging economies.This combination of social and economic factors looks set to continue in the long term which will encourage greater recovery of materials from previously ignored sources such as mine tailings and ores from alluvial deposits.An expansion in the recovery of useful materials from mining-related activities is likely to require the use of robust and innovative techniques that have a built-in degree of future-proofing; DC plasma technology is one such technology.As a result of its ability to separate the valuable metal and minerals from the waste material while destroying hazardous compounds, Tetronics’ DC arc technology offers an alternative approach to resource recovery from a wide range of mine ores. Harmful cyanide compounds and the vast quantities of water used in conventional hydrometallurgical processing are avoided when plasma processing is adopted. DC arc technology also brings additional benefits, including: the extremely effective destruction of organic materials, the conversion of the inorganic material into a re-useable aggregate and the high tolerance of the process to fine and dusty materials. "IntroductionThe Kitsault molybdenum mine is located 600 m above sea level on Lime Creek at the head of the inlet of Alice Arm, 140 km northeast of Prince Rupert, British Columbia (Fig. 1). The area of the mine is characterized by rugged topography and deeply incised creeks which drain into the Portland Canal - Observatory Inlet fjord system. Access is by air service or boat from Prince Rupert, or by secondary road from Terrace.HistoryThe deposit was first staked in 1911, at which time the main feature of interest was a polymetallic vein with values in silver located southeast of the molybdenum deposit (Woodcock and Carter, 1976). Turnbull (1916) was the first to describe the extensive zone of crisscross quartz stringers with Mo~ on the banks of Lime Creek which, although it clearly had the potential to contain a major deposit, was not then believed to be of commercial value.Following sporadic work through the 1920s and early 1930s, the ground lay idle unti11959 when Kennco Explorations (Western) Ltd. commenced a program of systematic diamond drilling on the stockwork-type mineralization adjacent to Lime Creek. In late 1964, Kennco announced the presence of an orebody of 36 million tonnes averaging 0.230Jo Mo~ which was to be put into production at a rate of 5450 tonnes per day under a new subsidiary, British Columbia Molybdenum Ltd., at a forecasted capital cost of $20 million (revised to $30 million).Between January 1968 and April 1972, 10.4 million kg of molybdenum were produced from 9.3 million tonnes of ore, at an average mill recovery of 90%, and with an average mill head grade of 0.206% Mo~. The ore was mined in an open pit with a waste to ore stip ratio of 1.5 to 1. The. operation was terminated in 1972 due to weak molybdenum prices and escalating costs.In May 1973, the deposit was purchased by Climax Molybdenum Corporation of British Columbia, Limited and in 1979 transferred to affiliate Amax of Canada Limited. In early 1979, following completion of detailed feasibility studies, Arnax commenced construction of the 10 900 tonne per day Kitsault mine and mill complex based on a mineable open pit reserve of 95 million tonnes at an average grade of 0.192% Mo~, sufficient for a mine life of 25 years. The original capital cost estimate was $143 million; it subsequently escalated to approximately $200 million."

"The purification of rare earth elements (REE) at mining operations is traditionally accomplished by multiple chemical phase-transfer processes including precipitation, solvent extraction, and ion exchange. We describe REE purification results with Solid Phase Extraction (SPE) columns that were developed to improve the speed and economy of REE purification. The SPE columns have the properties of enhanced equilibration kinetics, so that residence time of a few seconds will accomplish selective chemical transfers from solution phase to solid phase. We describe the separation of REE’s as a class from leach solutions and the further purification of REE salts. INTRODUCTIONHistorically the rare earths were first chemically separated from each other and purified by fractional crystallization. This slow, cumbersome, and laborious process was not suited to commercial production. Solvent Exchange (SX) technology was applied to the problem of separating and purifying the rare earth elements when it was determined in the late 1960s that there might be commercial uses for them individually. At the same time the very slow and expensive technique of ion exchange was applied either for ultra-purification of the desired “light” rare earths, or for the recovery and purification of the tiny amounts of higher atomic numbered, “heavy,” rare earths. Solvent Exchange (SX) has today become the standard for separating the rare earths across their atomic number spectrum. Whereas the separation of the light rare earths commercially may take 30 “cascades’ in a modern Chinese plant, the total separation of all of them from each other may take up to 80 such “cascades,” and is only even “practical’ with preconcentrated feed stocks, such as those produced in China by heap-leaching techniques performed in situ on very low grade radio-nuclide free ionic absorption clays.. Ultra-pure materials of all types are produced today by ion-exchange processing of ionic species already separated by solvent exchange.Hard rock deposits and refractory residues of tin mining and residues from uranium mining have been identified outside of China with very high ratios of dysprosium and other heavy rare earths to the majority lighter ones. ABSTRACT: Surface mining operations must manage variability from within their operations as well as variability imposed upon them by external forces. A framework to manage both internal and external variability through the continuous review and adjustment of a mine plan during active mining lifetime operation is introduced, to minimize lost production and maintain operational safety. The observational approach of “observe, evaluate, interpret, predict, and adapt” is employed as the backbone of this approach. Although written with a surface mining operation in mind, the framework outlined in this paper would be equally applicable to any mining or processing operation.

The diamondiferous Drybones Bay kimberlite pipe is the largest pipe (900 m by 400 m) discovered to date in the Northwest Territories. The pipe intrudes granodiorite of the Archean age Defeat Pluton and contains crater, reworked crater (epiclastic) and diatreme facies kimberlite. In-situ measurements of seismic p-wave velocity were recorded with in-line refraction arrays over representative areas. Refractions from fresh kimberlite were recorded over epiclastic facies kimberlite in the eastern portion of the pipe and returned an average velocity of 4300 m/s. Refractions from weathered kimberlite were recorded on all lines and returned velocities ranging from 1900 m/s to 2200 m/s. Granite surrounding the pipe returned an average velocity of 5400 m/s. The results indicate that there is a definite contrast in seismic velocities between kimberlite and country rocks at Drybones Bay and suggest that seismic refraction surveys may be an effective means of screening kimberlite targets in glaciated areas underlain by igneous or metamorphic rocks.

"Mathematically, the proposed formula is: ""Human Effectiveness + Technological Improvement = Success in the Nineties"". A brief review is made of geology, level of technology, management and labour situations, and range of production costs in coal producing countries. This comparison shows keen competition for Canadian coals, especially from the People's Republic of China, South Africa and Australia. Domestic competition comes from nuclear energy, hydro-electric generation, natural gas (if permitted) and eastern United States coal.The huge increase in the size and power of surface mining equipment in the last forty years led to modern large-scale open pit mining. While conventional truck and shovel operations will continue to be widely used, more continuous mining and conveying systems will be installed as pits become deeper and haul distances longer. Computer systems will become more sophisticated and their applications more widespread, leading to higher productivity and closer control of all operations and equipment performances and to partial or complete automation of certain operations.The underground revival will be driven by a new generation of mining people, cooperating to produce over 3 million t/y from 300 m longwall faces retreating over 3 km resulting in mine productivities of over 40 tonnes per man shift, as is already achieved in several mines throughout the world. Continuous operation using on-line control system will assist in consistent production with availabilities over 75%."

"Modelling and optimization techniques used in the operation of the Detour Lake Mine leach circuit are contrasted to a 1973 review of contemporary techniques used by a major gold producer. The leach circuit at the Detour Lake Mine was modelled using a full factorial Design of Experiment of stirred tank reactor leach tests using circuit feed. Contour plots of extraction were applied in the plant to optimize addition rates of cyanide and the newly-commissioned lead nitrate system. Contour plot sections were used to understand the impact of sulphur in circuit feed at different operating dissolved oxygen concentrations. The 1973 review paper offers insight into industrially-applied modelling and optimization techniques. In particular, a mathematical model of plant data was developed using multilinear stepwise regression analysis. The model was presented using graphical representations available at the time and applied to optimize the rates of cyanide addition. Off-the-shelf software solutions of today allow mineral processors to quickly and easily visualize data, allowing them to re-allocate time and resources spent processing data to generating raw data and extracting actionable information.IntroductionModelling and optimization in mineral processing is the art of reducing reality through judicious use of assumptions to understand a process and leverage this knowledge to engineer practical solutions to metallurgical problems. Data analysis is at the core of this enterprise.While this paper showcases the modelling work done at the Detour Lake Mine (DLM), the primary objective is to pause and reflect on how far the field has progressed since the 1970’s. A snapshot of state-of-the-art gold cyanidation modelling at that time is a review paper of the Anglo American Group’s capabilities (Brittan & van Vuuren, 1973). The objective of this paper is not a play-by-play of the evolution of modelling and optimization since that time. Rather, it is a comparison of the field at two points in time.In 2016, DLM undertook an extensive bench-scale leach circuit modelling program to better understand the impact of cyanide, dissolved oxygen, lead nitrate, grind size, density, and pH on gold cyanidation (Fournier, 2016). Two major capital expenditure projects were anticipated for 2017: improvements to oxygen control and a lead nitrate distribution system. While the lead nitrate system was planned for construction, the design parameters had not yet been selected. Following the development of the model, plant trials were executed to validate aspects of the model and the methodology was expanded to address other plant issues, in particular the effect of talc chlorite and pyrrhotite in leach feed.The variables of the bench-scale study are summarized in Table 1. Dependent variables were varied using a full factorial design of experiment with two repetitions for each test condition, yielding a total of 300 tests. Test order was randomized to eliminate bias from independent variables."

"A model based control strategy was implemented at Loulo Gold Mine in Mali, to stabilise the thickener underflow stream density. This stream acts as the feed to the leaching circuit. pH control of the leaching circuit was integrated with the model-based controller due to slow process dynamics that are not suited to PID control. The controller performance was quantified over a period of 6 months, and was compared to the performance before implementation. The model based controller reduced process variability for both thickener underflow density and pH considerably, and resulted in a reduction in flocculant and lime consumption of 9.32 and 6.55%, respectively. INTRODUCTION Reagent consumption in gold processing plants significantly contributes to the total operational costs. In a typical Carbon-in-pulp (CIP) circuit, the reagent consumption associated with leaching, adsorption, elution and regeneration contribute to approximately 15% of the total operational costs (Stange, 1999). At Loulo Gold Mine, the reagent consumption associated with leaching, adsorption, elution and regeneration contributes to 6% of the total operational costs. As such, a reduction in reagent consumption will present a significant opportunity for savings on operating expenditure. Variability in feed ore characteristics results in continuous changes in steady state operating regions, which presents process control challenges as a result of the long residence times in some of the process units associated with gold processing plants. Overdosing often occurs in the presence of process variability to ensure safe operation and to maintain recovery targets. As a means of reducing reagent consumption and accounting for significant changes in the feed to gold plants, some of the plants have resorted to improving their process control strategies around their circuits. This paper focuses on the implementation of a model predictive based controller at Loulo Gold Mine on their thickener and Carbon-in-leach (CIL) tank to: •,stabilise the thickener underflow density, and •,the CIL tank pH."

Introduction In this paper we have endeavoured to present a general description of the electrical applications underground at Copper Mountain, including types of equipment used, problems encountered, and methods by which they were overcome. No attempt has been made to outline in detail the wiring of various circuits. Until recent years, the main use of electrical energy underground at Copper Mountain consisted of direct current for locomotives, trolley systems, .and signal and communication circuits. The prohibitive cost of equipment and distribution systems prevented any extensive use of a.c. beyond that commonly used for essential lighting purposes. However, in 1943 the shortage of manpower and the increased cost of labour and supplies necessitated a general mechanization programme.

"IntroductionALTHOUGH the presence of rock salt in the Carboniferous basin of northern Nova Scotia has been known for at least one hundred and twenty years, and salt has been mined at Malagash continuously since 1919, certain characteristics of the deposits make exploration by drilling or surface examination difficult. The surface rocks of the basin are, in general, of Pennsylvanian age, while the salt occurs in the Mississippian Windsor group. The latter rocks are brought to the surface only along anticlinal folds, or as irregular fault blocks. Because of the limited areal extent of these Windsor exposures, and their complicated internal structure, geophysical surveys, especially gravimetric, can be of considerable aid in outlining the more favourable areas.The present paper describes the results of recent investigations by the Dominion Observatory, in cooperation with the Nova Scotia Department of Mines. It includes a regional study of that section of the Cumberland basin lying between Springhill and Malagash ( Figure 1), and a much more detailed survey of the immediate vicinity of the Malagash deposit itself. This deposit had been studied by Miller (6, 7) with the torsion balance nearly twenty years before, and a direct comparison between the results given by the two types of instruments is therefore possible."
