Objective As mines become safer and disasters fewer, a time may come when no employees in the mining industry have any practical experience in managing a mine emergency. To fill an emerging gap in mine emergency response training, a multidisciplinary team of researchers and computer programmers from the NIOSH Pittsburgh Research Laboratory has developed an intervention for mining personnel who would be in leadership positions in the command center during emergencies. It is called MERITS, a computer-based emergency simulation exercise. MERITS is short for "Mine Emergency Response Interactive Training Simulation." It provides trainees an opportunity to gain command center experience during a simulated underground coal mine emergency. MERITS allows trainees to practice information gathering, situation assessment, decision-making, and coordination skills without risk to personnel or property. Individuals representing mine emergency response personnel, various State safety officials, and private mine management from three States have participated in MERITS training. What Is MERITS? MERITS is an extension of previous work that compiled a knowledge base relevant to mine disaster management via interviews, analysis of literature, reviews of past events, and observations of mock mine disasters. Findings from prior research found a need for an alternative method of command center training. This new computer simulation is being used to train emergency command center personnel to effectively manage an underground mine fire. Modeled after training simulations developed for other industries (e.g., to address nuclear accidents, chemical spills, evacuations, etc.), MERITS simulates underground and surface events related to the disaster. It exposes the user to events that typically occur during a mine emergency, such as lack of information and miscommunication. It also presents trainees with issues that must be addressed, such as making provisions for briefing news media and victims' families, ordering needed supplies, interfacing with Government enforcement agencies, and housing mine rescue teams. The outcome of the scenario is determined by the users' decisions and their emergency response plans. Field Results Field testing of MERITS was conducted with eight full-day training sessions at four different locations in Colorado, Pennsylvania, and West Virginia. These field tests benefited from the knowledge and experience of State of Pennsylvania inspection officials, representatives of the United Mine Workers of America(UMWA), and private mine management who served as trainees for the MERITS training sessions. Trainees self-reported an average of20 years of work experience in the mining industry. All trainees had participated in Mine Emergency Response Development (MERD) training exercises, and many had been involved in real mine emergencies. Trainee evaluation of the MERITS program is summarized below: •Twenty-six of the 27 trainees believed that the MERITS simulation helped them know how to prepare for a real emergency. •Twenty-five of the 27 trainees believed that the storyline for the MERITS simulation was either "very realistic" or "realistic." •All 27 trainees believed that the MERITS simulation helped them learn how to better handle a real emergency. •None of the 27 trainees stated that they were bored during the simulation. After the initial field tests, MERITS was refined and retested during training sessions for individuals from State agencies, the UMWA, and private industry. Mining personnel from underground coal and underground stone mines participated and responded positively to the learning experience. Quartz crystals occur on a farm in the vicinity of Laurel Fork, Carroll County, Va., in abundance over a large area, This has been known for several years, but no work had been clone, up to the Bureau of Mines examination in 1943, to determine the amount of crystalline quartz of usable quality. Field exploration was undertaken throughout the month of June 1943.

In 2007, a total of 4,639 stone mining operations reported employment to the Mine Safety and Health Administration (MSHA).1 Stone mines comprised 31.2% of all mining operations. ? Mines producing the primary commodity of limestone (crushed and broken) comprised the largest number of operations (n=2,051; 44.2%). ? Stone mining operations were located in all states and territories except Delaware and North Dakota. ? Pennsylvania had the most stone mines (n=373; 8.0%), followed by Texas (n=352; 7.6%).

This circular presents part I of a review of the literature on effects of breathing dusts, with special reference to silicosis, largely in the minim; and allied industries. The literature on this subject is so extensive that no attempt has been made to include all published material but only to assemble some of the more outstanding data on several aspects of the subject. Parts II and III will deal with prevention and treatment of dust diseases and some of the economic and legal aspects of dust diseases in industry, with special reference to mining. Dust diseases arc much before the public at present, and there is good reason to believe that the information on the subject available to the layman is extremely meager; even those rated as experts usually have a more or less theoretical conception of the diseases, their causation, remedies, and prevention, rather than actual experience with them. Until recently little attention has been given to prevention, and the usual attitude of the engineer, upon whom the main reliance for prevention ultimately must devolve, has been to let "sleeping dogs lie" or, more definitely, to "let well enough alone." However, the "laissez faire" attitude no longer is tenable, and in the past few years numerous conditions have caused those engaged in industry, including mining, to bring the subject before the public with a view to ascertaining the facts upon which to formulate remedial measures, primarily preventive.

Previous work done by the authors of this report indicates that hydraulically-placed backfill can be strengthened several fold by various placement methods. Sunshine mill tailings were tested by these placement methods and strength increases up to thirty times were achieved over the ordinary placement methods. A computer simulation study of the test stope in the Sunshine Mine showed that a high-modulus fill absorbs up to 27% of normal stresses versus 7% for "normal" fill while reducing maximum convergence 28% versus 8% for "normal" fill. Although high-modulus fill was not placed in the test stope during this contract, various instrumentation was purchased, designed and built to record necessary data in the stope. Stress gauges were placed in the pillars and recorded data corresponded quite closely with theoretical projections.

A list of permissible mine equipment approved by the Bureau of Mines before January 1, 1940, was published in Bureau of Mines Information Circu- lar 71103. Information Circular 71584, published as a supplement thereto, listed equipment approved during the calendar year 1940. The present list contains the information given in those two circulars, as well as approvals issued during the calendar year 1941. It embraces electrically operated air compressors, coal drills, conveyors and loading machines, electrical equipment for mine fans, mining machines and trucks, mine pumps, rock- dust distributors, room hoists, storage-battery gathering and haulage locomotives, storage-battery power trucks and shuttle cars, mine telephones, junction and distribution boxes, electric cap lamps, flame safety lamps, electric hand and trip lamps, electric flood lamps, flashlights, methane detectors, and single- and multiple-shot blasting units. The equipment listed is not approved by the Bureau of Mines until found by inspection and test to comply with minimum standards of safety as outlined in "schedules" prepared upon the basis of many years of ex- perience in dealing with safety problems confronting the coal-mining in- dustry. The use of such equipment in mines that are known to be gassy,. as well as in those that may become so, is earnestly recommended in the interests of safety. This circular is published so that the industry may be kept informed as to the many types of machines, devices, and lamps that are available for reducing explosion and other hazards incidental to coal mining.

In this Bureau of Mines evaluation of the domestic supply position of tungsten, certain tungsten resources in the United States are estimated as to quantity and grade and then are systematically costed in detail (excluding exploration costs). A supply curve is developed which depicts the quantity of tungsten (WO3) up to about 15.5 million short ton units that is producible at calculated price levels ranging from about $13 to $125 per short ton unit. About 10.4 million short ton units are available at a calculated price that is less than the present market price ($40). Total known resources amount to about 40.2 million short ton units. A very large portion of that quantity was not costed due to inadequate information on either resources or processing methods. Further exploration and research would have a significant effect on the availability of tungsten in the United States.

To find solutions for common safety problems encountered in the handling of trailing cables, based on observations at many different surface mining operations. Approach Practices in handling trailing cables were Investigated through personal visits to over 40 mines, supplemented by visits to cable manufacturers and cable repair service companies. The most effective solutions to the safety problems en-countered were noted and are described In the project final report. Examples are given in this Technology News. Accident Experience Most cable-related injuries occur as a result of workers lifting, pulling, tripping, or being struck by the cable. The Table gives the frequency of occurrence for injuries reported during a recent 3 1/2 year period.

As part of an investigation aimed at mitigating the hazards caused by abandoned mine openings, the Bureau of Mines conducted a series of electromagnetic surveys in the Galena, KS, area of the Tri-State mining district. The application of monostatic ground-penetrating radar (OPR) and inductive electromagnetic methods for detecting and delineating hazardous mine openings and attendant features was demonstrated to be feasible for shallow mine workings (i.e., less than 35 ft) occurring below flat-lying areas. Accurate determinations of depth to a mine roof appeared to be limited to roughly 20 ft using the GPR method. Features such as mine voids, fractures, and zones of subsidence were located beneath the Mainstreet (State Highway 26) site using the GPR system. Both the GPR and inductive electromagnetic techniques satisfactorily located mine openings and pillars at the Hell's Half Acre site. Geophysical interpretations were supported by exploratory drilling and mine maps.

The Bureau of Mines conducted an investigation to determine the theoretical stress distribution in the vicinity of explosively expanded rock bolt anchors independent of their bolts. Plane-strain solutions applicable to this problem were obtained by combining the field pressure with the uniform pressure that would be produced by vertically placed anchors having 2-, 3-, and 4-foot spacings. High rock stress which would be produced by an anchor was localized, as would be expected from St. Venant's effect, and increased as the field pressure decreased.

Watershed Jll in Jefferson County, Ohio we instrumented in 1977 as one of three watersheds established for the purpose of investigating surface mining and reclamation effects upon local hydrology, sediment discharge, and sediment and water quality. Each watershed was less than 50-acres in size, and was in a different geologic setting within southeastern Ohio. Surface runoff and ground¬water levels were monitored. Samples were taken for sediment determination and chemical analysis prior to mining. Monitoring and sampling continued through the period of watershed disturbance caused by mining and reclamation activities, which began in May 1980 at Watershed Jll. A psuedo-postreclamation period followed the initial cessation of man-machine activity on the watershed. A second reclamation effort occurred in the fall of 1981 and was to be followed by a third in 1982 after observations ceased. A true final postreclamation period was not monitored at this site, because the erosion control practice (terrace diversions) failed after each reclamation. Watershed Jll was a small pasture and wooded watershed with sandstone and shale above the mined coal seam prior to mining. A clay layer under the coal supported a perched saturated zone, termed the top aquifer for convenience. A lower underclay supported a second saturated zone called the middle aquifer. A lower perched aquifer had been dewatered by previous deep mining. After about three years of premine data and about two and one-half years of mining reclamation and psuedo-postreclamation data, the following general observations may be made: 1. The mining-reclamation phase was very short, and the postmining period was characterized by erosion failures and remedial disturbances that kept the watershed condition and size in a state of change. It was impossible to collect sufficient data to confidently characterize the hydrologic-sediment-chemical aspects of the mining period or of a postreclamation period and, most importantly, of the future watershed after its various properties and characteristics have ceased adjusting to its severe disturbance and reconstitution. 2. A seeding of wheat followed by grasses and legumes was not a particularly successful reclamation practice in terms of stabilizing the new soil. Numerous rills and small gullies developed in spite of installed diversions. 3. Storm runoff rates and yields at the watershed outlet increased from the premine, (phase 1) to the mining-reclamation (Phase 2) periods, and remained at or near the Phase 2 level through the postreclamation (Phase 3a) period. 4. The top aquifer changed in physical and chemical character as a result of mining and was becoming reestablished as the project drew to a close; but it is impossible to predict its final configuration or character. 5. Dewatering of the top aquifer resulted in a complete cessation of baseflow because the middle aquifer water table lay below the elevation of the watershed outlet. 6. The top and middle aquifers were merged in one area of the watershed where the upper coal underclay was disturbed. 7. Failure of the diversion terraces and their outlet obscured the effects of the reclamation practice upon sediment concentration and yields. There was little difference in sediment concentrations between Phases 2 and 3a. 8. Drinking water standards were met by surface waters throughout the period of observation except for two samples that exceeded the nitrate-N allowable level of 10 mg/l. 9. In all Phase 3 surface-water samples, iron concentrations were within the limits established by OSM, and manganese concentrations exceeded the regulation level only once. pH fell below the lower regulation level of 6.0 between 10% and 20% of the time. 10. The chemical quality of sediments was generally about the same after reclamation as before mining, with the exception of organic carbon, which decreased.

The ever-increasing use off natural underground formations for storing natural gas has focused attention on the behavior of such storage formations under varying operating conditions. The need for a means of evaluating in¬dividual wells and groups of wells has become manifest. It is essential that industry and others be able to determine the rates of flow that can be ex¬pected from a given well or group of wells under different conditions and to ascertain whether certain wells are deteriorating. Such questions need more exact answers now than ever before because of the vital role underground gas storage plays in the industrial and domestic consumption of natural gas. The Bureau of Mines--in cooperation with the American Gas Association--has main¬tained an active interest in gas-well testing because of the implications of such test procedures on the consumption and efficient production of natural gas. A basis for testing gas wells was provided by the back-pressure method of Rawlins and Schellhardt (12).4/ They showed that for normal gas wells there is a consistent relationship between rates of delivery of gas and corresponding pressures when the formation pressures are used as the basis of interpretation, The equation for this relationship is as follows: Q = C (Pf2 - Ps2)n where; Q = rate of flow, generally expressed in cubic feet per 24 hours. C = a coefficient.

This Bureau of Mines report describes the washability characteristics of 13 coalbed samples collected in Colorado. Such data are needed to evaluate the quality of the coals of the West, where most of our low-sulfur-content coal reserves are found. Of the 13 samples included in this report, 11 had a total sulfur content of 1 percent or less. All of the samples contained low percentages of ash or could be readily washed to a desirable ash level with minimal loss of yield. The coals ranged in rank from high-volatile A bituminous to subbituminous B; nine of the samples were high-volatile C bituminous. The coalbeds ranged in thickness from 6 to 26 feet; the average was about 8 feet.

"Purpose and Origin of Investigation.For many investigations of mineral products such as metallic and ceramic materials, especially refractories, a knowledge of thermal conductivity and specific heat at high temperature is required. Such data have been needed by the Bureau of Mines for checking heat balances in kilns, and computing heat loss through furnace walls.Design of apparatus for thermal conductivity tests was undertaken by the Bureau early in 1922, an industry at that time indicated that no equipment intended for extreme high-temperature observations was elsewhere available or likely to be in the immediate future.The Bureau's investigation was begun by C. R. Greenslade, assisted by F. A. Hartgen, and temporarily discontinued owing to their resignations in the summer of 1922. The work was later turned over to the writers of this report, and has been carried forward at intervals, along with other problems."

The Bureau of Mines developed a spectrochemical method to determine six constituents in coal ash in the following concentration ranges: silica 9 to 63 percent, alumina 7.5 to 35 percent, ferric oxide 2 to 30 percent, calcium oxide 1 to 29 percent, magnesium oxide 0.5 to 6 percent, and titanium oxide 0.5 to 4 percent. Samples of coal ash are fused with a mixture of lithium tetraborate and vanadium pentoxide. The resulting beads are crushed, mixed with powdered graphite, and briquetted. The pellets are analyzed spectrographically, using controlled high-voltage spark excitation. Vanadium serves as the internal standard. Effects due to matrix variations are minimized by fusion with lithium tetraborate. Intensity ratios of selected analytical lines are determined photometrically, Concentrations are read from analytical curves, prepared from synthetic standards, relating log intensity ratios to log concentration. A combustion procedure is used to determine sulfur tri-oxide. The method is most useful when large numbers of coal ashes must be analyzed but a high degree of accuracy is not essential.

"These proceedings consist of papers presented at a Bureau of Mines Technology Transfer Seminar on postdisaster survival and rescue research. Several seminars are held each year to bring the latest results of Bureau research to the attention of the mining industry as quickly as possible.INTRODUCTIONThe postdisaster research program is directed toward research and development of technology and equipment that increases the chances of a miner surviving or being rescued after an underground mine disaster. A disaster is an accident of major proportions, and it may result in the entrapment of miners whose normal egress from the mine is cut off. This often necessitates a rescue operation and a means of keeping the trapped miners alive while they await rescue. The Bureau is currently pursuing research to develop the technology that will enhance the ability of miners to survive such an occurrence. The research is divided into two basic problem areas, survival and rescue. Both areas are concerned with the inability of miners and rescue teams to cope with the postaisaster environment, such as toxic gases, unstable roof conditions, water flooding, and lack of oxygen. In addition, research is also conducted to find ways of locating and quickly reaching trapped miners. Most of the research conducted by the Bureau has been directed toward the postdisaster problems associated with coal mines. However, most of the research results are also applicable to noncoal mines as well.The papers presented in these proceedings address some of the recent research conducted by the Bureau of Mines that has been directed toward the postdisaster problems outlined above. The topics covered range from an overview of the technology developed for oxygen selfrescuers to training programs for mine rescue. Any questions or comments pertaining to this research are encouraged and appreciated. The Dunkleberg district is in the Flint Creek Range of the northern Rocky Mountains, about 45 miles northwest of Butte, Mont. Silver - lead and zinc mineralization occurs over an area 4 miles long from north to south and 1 to 2 miles wide from west to east. Ore in appreciable quantity has been produced, mostly from the Forest Rose group of mines in the southern part of the district. The Forest Rose mine was the largest producer of lead and the Wasa mine, a mile farther south, the main producer of zinc. The total output of ore from these properties during World War II was 113,000 tons, or 98.2 percent of the total recorded production of the district. The Wasa mine was examined by a Bureau of Mines engineer2/ in 1944. Subsequent investigations during 1946, 1947, and 1948 included trenching and drilling Fn the Wasa area and examination of the Forest Rose and other mines.

This Bureau of Mines report presents a method for the computer solution of the equilibrium compositions of any complex, multiphase, chemical system for which appropriate thermodynamic data are available. The method describes in detail the computation of systems in which solid or liquid species can form by heterogeneous chemical reactions where these species do not occur in any equilibrium equations. Also described are the calculation of phases formed by condensation (pure or solutions) and the inclusion of other system restrictions such as electroneutrality. The method is being used to compute the equilibrium composition of mixtures of an electrically conductive plasma and a liquid slag phase arising from the high-temperature combustion of coal for magnetohydrodynamic power generation. These mixtures can contain up to 65 species including gases, liquids, free electrons, and ions.

Probabilities of encountering coalbed discontinuities during vertical or horizontal drilling in a specific coalbed can be estimated based on analysis of mined-out areas of the coalbed where the size, shape, orientation, and distribution of discontinuities are known. The result- ant probability estimates can be applied to cost-risk evaluations of drilling programs proposed for exploratory, developmental, or methane drainage purposes in undeveloped areas of that coalbed. Data compiled from mine maps of the Beckley Coalbed in southern West Virginia were used to estimate the probabilities that discontinuities would be encountered in two illustrative hypothetical drilling programs--one for drilling vertical boreholes and the other for drilling horizontal boreholes. Analysis based on a mined-out area of the Beckley Coalbed indicated that vertical methane drainage boreholes spaced 1,000 feet apart in a square grid pattern would each have a 29 percent probability of encountering a discontinuity in a geologically unexplored area of the coalbed. It was also determined that exploratory vertical drilling could locate most of the discontinuities if a borehole spacing of 2,500 feet were used. For horizontal drainage boreholes in the Beck- ley Coalbed, the analysis indicated a linear relationship between hole length and the probability of encountering a discontinuity.

Data regarding the composition and physical properties of Florida land-pebble phosphate-waste slime are presented, and the feasibility of dewatering and beneficiating the slime by several different methods is discussed. Chemical analyses, electron micrographs, and X-ray diffraction data showed that principal constituents of the slime included quartz, attapulgite, and flaorapatite. Viscosity of the slime changed with pH; thixotropic, Newtonian, and rheopectic states were observed as the pH increased. Use of various flocculating agents was not effective in improving thickening properties of the slime. Dewatering tests using pressure filtration showed that temperature influenced the filtration rate more than pressure; the filtration rate at 165° C was tenfold that at room temperature. Selective flotation of the slime, using two different processes, gave promising results. About 25 pct of the phosphate was recovered in a concentrate assaying 31 pct P205, Other tests demonstrated that the slime could be successfully fractionated at 20-microns using a hydrocyclone. In hydrometallurgical tests about 80 pct of the phosphorus and alumina were chemically extracted from the slime using sulfuric acid. Limited bacteriological studies made of the slime showed that several types of microorganisms were present and grew in the material despite the presence of fluorine-bearing minerals.
