"INTRODUCTION Scheelite occurring in tactite at the Black Rock tungsten mine, near Benton in Mono County, Calif., was investigated by the Bureau of Mines in cooperation with the Geological Survey as part of their search for additional sources of supply of strategic minerals authorized under the Strategic Materials Act. 3/4/The work accomplished by the Bureau, and the assays of samples taken are described in this manuscript. The ore found aided materially in prolonging the operating life of the mine during the recent national emergency, supplying much-needed tungsten for war use. ACKNOWLEDGMENTSIn its program of investigations of mineral deposits, the Bureau of Mines has as its primary objective the more efficient utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. This paper is the second and concluding report of the results of the Bureau of Mines' twenty-second semiannual survey of motor fuel marketed in the United States. The first paper Was published as Report of Investigations 30634 and reported data relating to gravity, vapor pressure, and distillation range of the samples. The present paper deals particularly with results of the determination of copper strip corrosion (method 530.22),5 color (method 10.11),6 sulphur content by the lamp method, 7 copper dish evaporation residue (method 530.1),8 and "gum" content as given by the steam-oven method as developed by the Bureau of Mines. 9 The price at the time the sample was taken and the tax are also stated for each sample. The sample numbers used throughout this report are identical with those used in Report of Investigations 306310; ?for example, No. 225 of this report is the same sample as No. 225 of Report of Investigations 3063.

Probabilities of encountering coalbed discontinuities during vertical or horizontal drilling in a specific coalbed can be estimated based on analysis of mined-out areas of the coalbed where the size, shape, orientation, and distribution of discontinuities are known. The result-ant probability estimates can be applied to cost-risk evaluations of drilling programs proposed for exploratory, developmental, or methane drainage purposes in undeveloped areas of that coalbed. Data compiled from mine maps of the Beckley Coalbed in southern West Virginia were used to estimate the probabilities that discontinuities would be encountered in two illustrative hypothetical drilling programs--one for drilling vertical boreholes and the other for drilling horizontal boreholes. Analysis based on a mined-out area of the Beckley Coal bed indicated that vertical methane drainage boreholes spaced 1,000 feet apart in a square grid pattern would each have a 29 percent probability of encountering a discontinuity in a geologically unexplored area of the coalbed. It was also determined that exploratory vertical drilling could locate most of the discontinuities if a borehole spacing of 2,500 feet were used. For horizontal drainage boreholes in the Beckley Coalbed, the analysis indicated a linear relationship between hole length and the probability of encountering a discontinuity.

Sediment is one of America's greatest pollutants. More than a billion tons of sediment reach the major streams of the United States annually(l). Damages are reflected in the reduced carrying capacity of streams, clogged reservoirs, destroyed habitat for fish and other aquatic life, filled navigation channels, increased flood crests, degraded facilities for water-based recreation, increased industrial and domestic water treatment costs, premature aging of lakes by enrichment of the water with silt-carried fertilizer that promotes algae growth, destroy crops, and reduce productivity of flood plain soils. Erosion and sedimentation are natural processes that are usually gentle actions releasing controlled amounts of silt from watersheds to receiving streams. Surface mining activities accelerate these natural processes and short duration, high intensity storms can become a violent force moving thousands of tons of soil in a brief period of time. Cover is a very important factor. With the removal of ground cover, water moves across the denuded area on its own terms picking up soil particles as it flows and leaving gullies behind. The susceptibility of strip-mined land to erosion depends on: 1.Physical characteristics of the overburden 2. Degree of slope 3. Length of slope 4. Climate 5. Amount and rate of rainfall 6. Type and percent of vegetative ground cover. By development of erosion and sedimentation control plans before disturbance of the area, many of the detrimental effects of strip mining can be prevented.

RESINS from a bituminous pitch, a bituminous coal, a lignite tar, a subbituminous pitch, and an electrode binder pitch wore investigated by the Bureau of Mines. The compositions of these resins were determined by four independent methods of structural detemination: (1) Molecular formula and ring analysis, including ring (2) infrared and ultraviolet spectra; (3) combined pyrolysis/gas chromatography, and (4) catalytic dehyrogenation followed by spectra and pyrolysis. The resin structure was correlated with coal structure, and it was concluded that pitch resins probably consist of essentially unaltered coal molecules carried over with the tar vapors in low-temperature carbonization.

Preliminary work in the investigation of electrolytic manganese, as reported4/, showed promise for a practical procedure of continuous production. Laboratory work was continued in the direction of process simpliication to determine an economically feasible procedure that would require a minimum of expensive equipment for plant erection and a minimum of reagent consumption for operation. Results furnished enough evidence to indicate that modifications of the process could be made leading to simplified procedure and with no sacrifice in operating efficiency. A supply of at least 200 pounds of the metal was desired for alloy research, and it was believed worth while to utilize available facilities in a search for difficulties that were not encountered in the laboratory and that might arise in larger-scale operation. Consequently, an experimental pilot plant was erected. The plant was designed for a capacity of 15 pounds per day of metal and operated under simulated plant practice.

During the 7-1/2 years (January 1945-June 1952), immediately preceding enactment of the Federal Coal Mine Safety Act, 26 major disasters3/ in the coal mines of the United States caused the deaths of 491 persons. In the next 7-1/2 years under the act (July 1952-December 1959), only 12 major disasters occurred. The total killed was 148. This improvement is commendable. However, the continuing frequency of minor fires and gas and/or dust ignitions in the Nation's coal mines, many of which could have been of major consequence, are cause for serious concern to the coal-mining industry and those affiliated agencies engaged in promoting safety in the industry. The data presented in this report have been prepared to make available to the coal-mining industry and related groups an overall perspective of the disaster potential from mine fires and gas and/or dust ignitions in coal mines after 7-1/2 years under the Federal Coal Mine Safety Act. This act, effective July 16, 1952, which amended the original Federal coal-mine investigative act of May 1941, provides under Title II certain enforcible mine-safety provisions designed to prevent major disasters caused by explosions, fires, inundations, and man-trip and man-hoist accidents in coal mines that employ 15 or more individuals underground.

"INTRODUCTION Bauxite, in Appalachian Alabama, occurs in the Rock Run and Goshen Valley districts in Cherokee County; in Nences Creek Valley near Jacksonville; near Anniston in Calhoun County; north of Fort Payne in DeKalb County; near Ashville in St. Clair County; and near Talladega in Talladega County.In February 1942, Preston E. Cloud, Jr., assistant geologist, Federal Geological Survey, began a study of these bauxite deposits and the geology relating thereto.The Bureau of Mines established field headquarters at Piedmont, Calhoun County, in July 1942. Mineral agreements covering a total of 11,097 acres were executed with 15 landowners in the Rock Run district; 38 in the Goshen Valley district, covering 7,575.5 acres; and 3 in the Nances Creek Valley district, covering 988.5 acres. Drilling was done on.the properties of 9 land¬owners in the Rock Run district, and on the property of 1 landowner each in the Goshen Valley and the Nances Creek districts. Drilling began October 26, 1942, and ceased on May 17, 1943.Power drilling was supplemented by a labor crew that drilled hand-auger holes in shallow deposits and sampled .old shafts, mines, and mine dumps.In all, 222 holes for a total of 13,250 feet were drilled. Of these toles, 88 penetrated bauxite but too low in grade to constitute ore."

Oil-shale kerogen was processed into oil and oil products before the first oil well was completed by Drake in 1859. However, because of economic and other advantages, natural petroleum has been the principal source of liquid fuels and lubricants since 1859 and is a convenient root of many [organic] chemicals in common use today. In recent years the difference has narrowed between the cost of producing liquid fuels from well petroleum and other sources. This narrowing of cost difference has resulted both from the increased cost of finding new sources of petroleum in the United States and the experimental demonstration of lowered costs for synthetic liquid fuels by the Federal Bureau of Mines and by industry. Available petroleum resources of this country are being reduced and eventually may be inadequate to meet the demand. Alternate means of assuring an adequate supply of liquid fuels for this country include the development of processes for utilizing other carbonaceous materials such as oil shale and coal.

Capital and operating costs have been estimated for removing sulfur dioxide from flue gases of a powerplant of 12,000-kw. capacity by liquid-purification processes, using limestone, ammonia, or sodium sulfite as the reactant. The annnonia and sodium sulfite processes yield end products that may be marketable. Coals containing about 1.5 and 5.0 percent sulfure have been considered. The sulfur dioxide content of the gases to be treated is 0.083 and 0.30 percent, respectively. Estimates have been made for 90-percent removal of the sulfur dioxide from both gases. A third instance has been considered in which 70 percent of the sulfur dioxide is removed from the flue gas of 0.30-percent concentration. The scrubbed gas would contain 0.09 percent sulfur dioxide, which might be within the permissible limit for discharge to the atmosphere in most areas. Although it is unlikely that flue gases with sulfur dioxide concentrations of less than 0.10 percent would require purification, a cost estimate for such a gas is included because an estimate is available for a British plant employing the limestone process at these conditions. Capital investment and operating costs, with no credit for products, are lowest for the limestone process for gases of both concentrations. Crediting the ammonium sulfate and sulfur produced in the ammonia process at their market prices at the end of 1956 of $32 and $28 per ton, respectively, the operating costs of the ammonia process become the lowest for purification of the gas containing 0.30 percent sulfur dioxide. The operating costs of the sodium sulfite process for purifying gas of high sulfur dioxide content approach those of the limestone process when the byproduct sulfur dioxide is credited at $14 per ton. Even if credit for products is allowed for the ammonia and sodium sulfite processes, the operating costs are higher than those of the limestone process for the gas of low sulfur dioxide content. Because of the large quantity of materials that would be produced by removing sulfur dioxide from a relatively small number of plants, credit for products should be allowed with extreme caution.

Coal degasification boreholes drilled from the surface have been success-fully hydraulically stimulated to increase the flow of gas from the coal. This Bureau of Mines report describes the hydraulic stimulation procedure for a coalbed, the equipment required, and design criteria for the treatment. Three examples of stimulation treatment show from fivefold to twentyfold increases in gas production. The tests were conducted in the Pocahontas No. 3 coalbed, Buchanan County, Va., the Pittsburgh coalbed, Washington County, Pa., and the Mary Lee coalbed, Jefferson County, Ala. Two sites where the coal was hydraulically stimulated and exposed by subsequent mining show no adverse effect on mining operations through the treated zones. The induced vertical partings were confined to the coalbed and did not in any way affect either roof or floor rock.

Various aspects of judgment and decision-making are key themes in this book. The model presented here serves as a loose structure for the chapters that follow this one. The notion of a model is introduced because growing research interest in the subjective aspects of group and individual behavior has led to a debate over whether judgment is a skill that can be understood scientifically. A related point of contention is whether such an understanding could lead to the development of methods for estimating people's ability to make good decisions during an emergency. There is some literature that supports the potential usefulness of this approach. However, little agreement seems to have been reached on how to define and operationalize even those basic concepts necessary to assess the soundness of decisions from within their environmental and group contexts [Jensen and Benel 1977; Godden and Baddeley 1979; Baumann and Bourbonnais 1982; Brecke 1982; Stone et al. 1985]. A look at the real-world process is clearly needed. The need to attempt a better understanding of judgment and decision-making properties stems from those occasions in the existence of an organization when there is a lot at stake. The process of decision-making (which is part of the exercise of judgment) has been analyzed in situations such as corporate takeovers [Janis and Mann1977], military combat [Begland1979], clinical emergencies [Baumann and Bourbonnais 1982], and aviation events [Billings and Reynard1984]. The fundamental assumption of these analyses is that, while there are untold successes, there are also notable numbers of failures resulting from decisions that can be ascribed to one or more errors in judgment. From a cognitive perspective, any person engaged in decision-making (either alone or in a group) is actively involved in a process characterized by certain elements. These were mentioned in chapter 1, but are reiterated briefly at this point: (1) detection of a problem, (2) definition or diagnosis, (3) consideration of available options, (4) choice of what is perceived as the best option given recognized needs, and (5) execution of the choice based on what has transpired [Flathers et al. 1982; Baumann and Bourbonnais 1982]. At any moment in this process, there are factors at play that have a large impact on one's ability to solve complex problems in a limited time: (1) an internal state [Hedge and Lawson 1979] is the sum of a person's psychomotor skills, knowledge, attitudes, etc.; (2) uncertainty [Brecke 1982] is caused by faulty or incomplete information received from the external environment; (3) stress [Biggs 1968; Jensen and Benel 1977] is generated both by the problem at hand and any background problem that may exist; and (4) complexity, as it is used here, refers to the number of elements involved that must be attended to. These variables are depicted in figure 5.1, and their relationship to each other and to an outcome is indicated. This schema is designed to suggest interaction, because while the judgment and decision-making process may be conceptualized as discrete stages, experience tells us that this is not the way people function in real-world situations.

"INTRODUCTION The producing iron-ore ranges in the Lake Superior district are the Marquette and Menominee in Michigan, the Gogebic in Michigan and Wisconsin, and the Cuyuna, Mesabi, and Vermilion in Minnesota. These ranges produce about 85 percent of the iron ore mined in the United States. The accident experience in connection with this production is better than that of the regions producing the remaining 15 percent. Production and shipments vary slightly from year to year owing to stockpiling underground ore during the winter, or nonshipping, season but closely approximate each other over a period of years. This information circular supplements, combines, and continues the data contained in Information Circulars 7321 3/ and 7410 4/, including statistics for 1946 and 1947.Whereas the title ""Accident Experience"" is used for uniformity and logical indexing throughout this report, ""injury"" will be used as a general term to apply to disabilities of all degrees.During the 8-year period 1940 to 1947, inclusive, 619,054,023 long tons of iron ore was shipped from the Lake Superior district. 5/ Michigan and Wisconsin shipped 117,828,939 tons, or 19.03 percent of the total, and employed approximately 9,260 men. Minnesota shipped 501,225,084 tons, or 80.97 percent of the total, and employed an approximate annual average of 12,260 men. The tons produced and shipped per man employed in Minnesota is much greater than in Michigan and Wisconsin, owing to the large open-cut production in Minnesota."

From an engineering perspective an ideal industrial noise control solution focuses directly on the actual source of the poise. Eliminating the noise-generating mechanism altogether obviates the need for other noise contra l treatments or hearing protection devices. However, in cases where attenuating the source is not feasible engineering controls must be oriented toward blocking the path that the sound waves travel toward employees. Acoustical enclosures are commonly used as sound path treatments to contain the noise from a machine: alternatively a control room/booth or equipment operator's cab may be used to isolate the worker from the noise. Anyone who has successfully used acoustical enclosures knows that the design procurement, and installation process is deceptively simple. Alt too often First-time efforts fait to account for many of the constraints that can render the enclosure essentially useless. Things that cannot be overlooked include: providing convenient worker access (physical and visual): allowing for proper machine operation/product flow; and supplying fresh air or preventing undue heat or contaminate build-up inside the enclosure. All of these factors must be given careful consideration, otherwise the enclosure will not perform adequately.

This report covers the calendar year 1953 and has been prepared and submitted in accordance with the provisions of Sec. 106(a) and Sec. 212(c) of the Federal Coal Mine Safety Act (66 Stat. 692; 30 U.S.C. Secs. 451-483). During this first full calendar year of operations under the Federal Coal Mine Safety Act, the coal-mining industry of the United States attained the best injury records in its history - improving the former best records (made in 1952) by 91 fatal and 10,020 nonfatal injuries. Whereas, the mandatory provisions of the act were intended and designed to prevent major mine disasters, apparently the effects have reached beyond the scope thereof in reducing mine accidents generally.

The concept of limit burning velocities is being used to formulate a quantitative theory of flammability limits. Competing and complicating processes dissipate power from a combustion wave and quench propagation at some characteristically low limit velocity. Two earlier reports dealt with process (a), natural convection (RI 8127); and with process (b), conductive-convective wall losses (RI 8469). This report considers process (c), radiative losses, and process (d), selective diffusional demixing. The limit burning velocity for radiative losses is [(SU)c ~ e cp] It is normally not a significant process for premixed gas flames; however, for laminar flame propagation in a gravity-free environment, it is the only loss process present. Accordingly, limit velocities at zero gravity should be much lower than on earth, and premixed gases should be flammable over wider composition ranges. For highly emissive dusts, soot, or ash-forming flames, radiative losses are significant even under normal gravity conditions. Selective diffusional demixing is a complication that manifests itself in the form of cellular flame structures and wide gaps in composition between upward and downward propagation limits. It induces a burning velocity shift (?Su)d, causing the flame to behave as though it were richer or leaner than its initial composition, depending on whether the fuel or the oxidizer mole¬cule has the higher diffusivity. A simple pertubation analysis shows that the process generates stable cellular flames whenever [dsu] > 0, where ci is the concentration of the reactant with the higher diffusivity. The same analysis indicates that at the opposite stoichiometry, where [dcu] < 0, laminar structures are stabilized. A simple formula for the diameter of cellular flames is derived, which predicts that dcell should vary inversely with the product of the diffusivity difference Di -DJ, and the burning velocity slope [dc ]. Those predictions are in good agreement with the available data. Buoyancy forces for upward propagation induce flame front curvature, and hence buoyancy and selective diffusion are mutually supportive in upward propagation. Thus large gaps in composition between upward and downward limits are present in those composition domains where cellular flames are stable.

Carbonate minerals constitute a major fraction of the oil shale in Colorado&apos;s Green River Formation. Quantification of carbonate minerals is important for the characterization of oil shale, particularly because of their thermal activity in production of oil from shale. The carbonate minerals found in this oil shale are nahcolite (NaHCO3), dawsonite [NaA1(OH)2CO3], dolomite [(Mg1-xFx)Ca(CO3)2], calcite (CaCO3), and ferroan [(Mg1-xFex)CO3]. Although carbonate minerals can be removed by acid extraction from the balance of the oil shale, direct determination of carbonate minerals is complicated by the occurrence of the same cations in more than one mineral. A method for assigning the acid-soluble cations to the individual carbonate minerals was developed from two assumptions based on oil shale geochemistry: (1) Calcite and ferroan do not occur together, and (2) the ratio of iron and magnesium is the same in dolomite and ferroan. These assumptions were tested by the Bureau of Mines by applying the technique for assigning cations to 219 samples from the saline section of the formation. The reported carbonate mineral amounts were compared statistically with X-ray diffraction peak heights, verifying the cation assignment method.

A test program was conducted to determine the adequacy of molded case circuit breakers for dc electrical systems in coal mines. Mine electrical system parameters and the most severe operating conditions to be expected were determined. Tests of the interrupting capabilities of several molded case breakers were made under the worst conditions to be expected. Continuous and pulsed current carrying capability of the breakers was also investigated. Breakers from two different manufacturers passed all tests successfully. Based on the results of these tests, a set of guidelines for applying molded case breakers to dc systems has been prepared.

The Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) and the Mine Safety and Health Administration (MSHA) conducted joint research on dust explosions by studying post-explosion dust samples. The samples were collected after full-scale explosions at the PRI, Lake Lynn Experimental Mine and after laboratory explosions in the PRL 20-L chamber and the Fike 1-m3 chamber. The dusts studied included both high and low volatile bituminous coals. Low temperature ashing for 24 hr at 515°C was used to measure the incombustible content of the dust before and after the explosions. The data showed that the post-explosion incombustible content was always as high as or higher than the initial incombustible content. The MSHA alcohol coking test -was used to determine the amount of coked dust in the post-explosion samples. The results showed that almost all coal dust that was suspended within the explosion flame produced significant amounts of coke. Measurements of floor dust concentrations after LLEM explosions were compared to the initial dust loadings to determine the transport distance of dust during an explosion. All of these data will be useful in future forensic investigations of accidental dust explosions in coal mines or elsewhere.

Exploratory research was conducted to ascertain the feasibility of recovering beryllium from Spor Mountain, Utah, ore by the sodium fluosilicate (Na2SiF6) method used industrially for processing beryl. Na2SiF6 requirements to form water-soluble salts of beryllium were determined for three different samples--two clayey ores containing 0.6 and 1.3 pct BeO, respectively, and a calcareous ore containing 0.6 pct BeO. The ores were sintered with Na2SiF6 at 750° C for 3 hours. About 80 pct of the beryllium was rendered water soluble by sintering the 0.6-pct BeO ores with 30 and 40 lb Na2SiF6 per lb BeO contained in clayey and calcareous ores, respectively. The higher grade 1.3-pct BeO clayey ore required only 20 lb Na2SiF6 per lb BeO to solubilize over 80 pet of the beryllium. As the 0.6-pct BeO clayey ore was possibly the most representative of the deposit as presently delineated, leach liquor prepared from this sample was treated to recover beryllium salts. About 60 pet of the beryllium contained in the ore was recovered as beryllium hydroxide, which then was calcined to yield a 99-pct BeO final product by means of the following operations: (1) Sintering with Na2SiF2, (2) leaching with water, (3) precipitating crude Be(OH)2 by adding NaOH, (4) filtering to separate the hydroxide from the NaF solution, (5) redissolving the crude Be(OH)2 in excess NaOH, (6) filtering to reject caustic-insoluble impurities, and finally (7) boiling the Na2BeO2 filtrate from (8) to precipitate pure Be(OH)2. Reagent consumption was 49 lb Na2SiF6 per lb BeO recovered and 17 lb NaOH per lb BeO.
