This surveillance report summarizes data on work-related fatal and nonfatal injuries, illnesses, and hazardous exposures in the mining industry for the 10-year period 1986-1995. The term ?surveillance,? as used in public health, may be new to many readers of this report. With regard to occupational safety and health, the goal of surveillance is to describe the occurrence of work-related injuries, illnesses, and known hazardous exposures; to identify new hazards that may occur due to the introduction of new technology or other factors; and to assess the effects of preventive measures designed to improve worker safety and health. Surveillance provides an overall picture, which can be used to focus resources on areas most in need of prevention programs or further research. Surveillance generally requires the use of multiple sources of data, all of which have their own strengths and limitations. Surveillance in the U.S. mining industry is complicated by the fact that U.S. national data systems that provide information on mining are based on two different definitions of the mining industry. One is established by the Mine Safety and Health Administration (MSHA), the other by the Standard Industrial Classification (SIC) System [Office of Management and Budget 1987] and the 1980 U.S. Bureau of the Census (BOC) Classification System [U.S. Bureau of the Census 1982].

Since my whole life has been spent in the mining business , I naturally tend to address my remarks particularly to the newly- graduated mining and metallurgical engineers among you . To a certain extent , all forms of engineering principles are involved in the training of the mining engineer , and most sorts of engineering are certainly utilized by him , so that every one of this graduating class is concerned with the field I propose to discuss . The fact that , beginning with to - day , you will always be styled engineers , indicates that you have passed successfully through preparatory school , and have survived the hard grind of the technical college . One object of your training here has been to instruct you in accurate , close , and clear thinking . Your minds have been taught to act directly , calmly . and always to the point . By now , you should know how to get facts , look far , and think through . You are supposed to be willing to recognize and adopt sound engineering principles and practices , in so far as they are known to you , and to furnish character , ability , and devotion to your calling . Some of you may have had a general college course before coming here to specialize in engineering . Where that has been possible , I hope it is the case , since a liberal educational course tends to make the alumnus more flexible and adaptable than the purely scientific graduate. The broader education enables one to change , with less serious loss , from one job to another; ready adaptability is a great asset ; the engineer should be capable of much more than a single special task . The necessary preliminary training for a professional occupation is intellectual in character , involving knowledge , and to some extent learning , as distinguished from mere skill . The well -balanced engineer is expected to embody a happy combination of theory and fact , of pure science and material reality ; experience shows that he is apt to give a good account of himself , once he gets the chance . For the long pull , the importance of unquestioned integrity can not be overemphasized . Leaders of big business sometimes have need for a man as agile and unscrupulous as a cat on a back fence ; on occasion , they may have to employ brilliant , smart , spectacular , and crafty people , but when the special purposes for which such men are hired have been accomplished , they are no longer wanted . Given natural health , intelligence , ability , and adequate training , probably the characteristics most admired in the young employee are steadiness , dependability , and loyalty . The last is the best . If you can not be simple , direct , and faithful in your dealings with your administrative superiors , no one will want you for long . I believe these points are of primary importance to the young engineer . Your groundwork must be right before you can get far . These personal characteristics are what eventually determine your relations with men and affairs . They are vital in the human engineering which may be a large part of your work .

The objective was to obtain qualitative information on (1 ) the stress field in a core stub at the bottom, or face , of a cored borehole and (2 ) whether , and at what distance , in terms of core diameters from the face of the borehole , relief of stresses in the core is complete . The photoelastic and brittle lacquer techniques of stress analysis were used to determine the pattern of stresses in two- dimensional models , simulating the bottom of a borehole with a projecting stub of core . The core was stress- free at 1-1 /2 core diameters or more from the face of the simulated borehole . The analyses of the isoclinic and isochromatic patterns in the core near the face of the borehole reveal why core occasionally breaks into thin plates , when core or stress - relief drilling is attempted in highly stressed rock masses , such as heavily loaded mine pillars . stub broke away from the bottom in a hydrostatically loaded artificial rock specimen in a manner indicating that core " wafering" can result from tensile stresses developed in the core when a coring bit penetrates the highly stressed rock mass .

A safety glass eyepiece which had been repeatedly exposed to mine environment over a number of years was studied to determine some of its optical properties. In the regions from 385 to 400 mµ and from 625 to 760 mµ, the transmittance was less than the 89 percent required by the American Standard Safety Code for Head, Eye, and Respiratory Protection. From 200 to 320 mµ the relative transmittance of two parts of the eyepiece was found to vary widely, having a maximum of 38 percent difference at 315 mµ. Irradiation of the glass by ultraviolet light caused enhanced absorption in the range from 200 to 1,200 mµ. There was a time-dependent increase of 1016 color centers per cubic centimeter throughout this range after 36.5 hours of irradiation. The rate-of-growth curve for the optical density, at 243.5 mµ and 23° C, was resolved into linear and saturable components, indicating zero order and first order

The source and petrographic analysis of each sample are given. Included are values for isomorphous series of minerals showing wide ranges of composition and for a few high-purity synthetic minerals.

A basic precept in mineral exploration is that the best places to prospect are where minerals have already been found. The California desert has many old mining districts once thought to be "played out" that are currently producing more mineral wealth than at any time in the past. Because no "crystal ball" exists that will enable us to predict the Nation's future mineral needs, land management plans must be flexible enough to respond to these often unforeseen needs. MANAGEMENT ISSUES The California Desert Conservation Area (CDCA) (figure 1) encompasses 25 minion acres, nearly one-quarter of the total area of California. Passage of the Federal Land Policy and Management Act of 1976 (FLPMA) launched an intensive program by the Bureau of Land Management (BLM) to study this vast area. Painstaking scientific investigations were made of wildlife and plant populations, soil, air, and mineral resources, range use, and wilderness characteristics, among other environmental concerns.

"A study has been made of the surface properties of coals of differing ranks, in their natural state and as modified by the addition of collectors. The evaluation of their surface properties has been done by captive bubble contact angles, water and methylene iodide sessile drop contact angles, zeta potential, point-of-zero charge (PZC) shift, and flotation. .changes in the hydrophobicity of coal is a function of both the rank of the coal and the collecting reagent.INTRODUCTIONThe chemical and physical properties of a raw coal will determine its response to a given beneficiation process. .For such processes as flotation, filtration, flocculation, dispersion, handling, dust supression and agglomeration, however, it is also necessary to consider the surface properties of the coal and mineral matter constitutents of the raw coal. In the case of a specific particle to be floated, it is also necessary to consider the properties of the coal as modified by the addition of some reagent designed to modify (usually increase) the hydrophobicity of the coal surface. General properties of the coal have been well summarized by Van Krevelen (1) and Elliott (2), while the data for the surface properties of coal are much more scattered in the literature (see, e.g.: Parekh and Aplan (3), Gutierrez-Rodrigues et al. (4), Aplan (5), Arnold and Aplan (6), Hogg and Chander (7) and Rosenbaum and Fuerstenau (8)). While a knowledge of the inherent surface properties of a sample are important, of much greater practical significance are the properties of the particle in the presence of a reagent, such as a collector, designed to enhance the hydrophobicity of the particle. This study will focus on the surface properties of coals of various ranks in the presence of a variety of collectors."

The only known large deposits of talc in Alabama occur near Winterboro, Talladega County. Preliminary examinations were made, and work by the Bureau of Mines was recommended. The deposits were investigated to determine the amount and grade of talc present and to search for new talc deposits in the general area. Seventy-five holes, totaling 3370.4 feet, were drilled with Government-owned core drills from August 1, 1948, to February 11, 1949, and 27 samples were taken for assay. This report presents the factual data disclosed by drilling and the results of beneficiation of the talc.

A continuous method has been developed for preparing thiolacetic acid . Acetic anhydride and hydrogen sulfide are passed concurrently over an amine ion- exchange resin , under 20 - psi pressure . The thiolacetic acid , a product of the reaction , is flashed continuously from the crude reaction mixture and is purified by fractional distillation . The yield of thiolacetic acid is in excess of 80 percent based on the acetic anhydride charged . INTRODUCTION In the synthesis of reference compounds needed in the identification of sulfur compounds in petroleum , thiolacetic acid has become an important reagent because of its use in the synthesis of thiols by addition to appropriate olefins : R - CH = CH₂ + CH3 - COSH R- CH2 - CH2 - S - COCH R - CH2 - CH₂ - SH + CH3COONa NaOH (1 ) The commonly used procedures for its preparation , as described by Clark and Hartman (1 )4 and by Ellingboe (2 ) , are based on the batchwise reaction of acetic anhydride with hydrogen sulfide :

This paper discusses human judgment and decision-making under stress. The authors review selected recent literature across various disciplines and suggest a definition of stress within the context of decision-making during the management of emergencies. They also discuss fieldwork by the Pittsburgh Research Laboratory, NIOSH, which explores traumatic incident stress, the relationship between previous training and performance under stressful conditions, and human behavior in underground mine fires. The authors assert that stress is one of the factors that decision-makers must contend with in most life-or-death situations. They suggest that a better understanding of individual's judgment and decision-making activities while under stress would yield a better understanding of how people reach the choices they make in emergencies. This enhanced understanding would be of enormous value to emergency managers, researchers, and policymakers.

Interviews of 48 miners who escaped underground coal mine fires revealed that none of them had ever, before that incident, worn their self-contained self-rescuer (SCSR) either in training or in a real emergency. Consequently, they were ill-prepared to use this emergency breathing apparatus. One persistent problem stemmed from the fact that miners had no notion of breathing resistance, nor of the fact that it would get more difficult to breathe the longer they wore their device. As a result, many of those who were interviewed had simply removed their mouthpieces and breathed ambient air. This is obviously behavior that should be trained out of the workforce. Unfortunately, because of high costs and difficult logistics, miner training is unlikely to ever include donning and wearing an apparatus on a regular basis. In order to give workers a better idea of what to expect from their devices, therefore, the National Institute for Occupational Safety and Health researchers developed a tabletop (paper and pencil) simulation based upon actual predicaments evacuees had reported encountering. The simulation is designed to emphasize important points related to donning and wearing a self-contained self-rescuer in a mine fire escape, and, by doing so, to bring miners' expectations more in line with what their actual experiences would be. The simulation was field tested in six training classes at three different mining operations. In all, 99 individuals were involved in completing the exercise and rating its properties. In their ratings 88% of the respondents indicated they thought the scenario could definitely happen in real life, and over 80% agreed they had learned something new. From the field test data it was concluded that the simulation had authenticity and potential value as a teaching tool. The simulation was therefore used in a pre-test/post-test control group experiment to determine whether it led to improvements in miners' scores on a true-false test of their SCSR's functional capabilities and proper usage. Eighty-three miners were included in this part of the study. As expected, miners who had participated in the training exercise scored significantly higher on their post-test than miners who had not.

This report describes a ferric chloride trap, based on formation of a low-melting sodium chloride-ferric chloride mixture of near-eutectic composition, and its use in chlorination of impure titaniferous materials. The trap is placed in the hot gas stream between the chlorination reactor and the condenser. Virtually all of the iron is removed by the trap. The condensed titanium tetrachloride is free of suspended solids and contains only a trace of iron. Four examples are given of the use of the ferric chloride trap in chlorination of impure titaniferous materials. INTRODUCTION In the Kroll process, ductile titanium metal is produced by reducing titanium tetrachloride with magnesium metal.4/ In commercial practice, titanium tetrachloride is produced by chlorinating titaniferous materials in the presence of carbon.2/ In 1957 most producers were using rutile, and virtually all plants were designed for its use. About four-fifths of the domestic consumption of rutile was imported from Australia. The Bureau of Mines, under provisions of contract DMP-116 with the General Services Administration, studied electrosmelting of domestic ilmenites and titaniferous magnetites to produce high-titanium slags with pig iron as a byproduct. Under the same contract, chlorination studies also were being made of these slags. Smelting was done at the Northwest Electrodevelopment Experiment Station, Albany, Oreg., and chlorination at the Electrometallurgical Experiment Station, Boulder City, Nev.

The story of helium is one of the romances of science . Probably nothing , except perhaps radium , compares with it in human interest . Helium is one of the best examples of a discovery in pure science that has wide commercial application . In 1868 , an eclipse of the sun was visible in India , several scientific men who were in India making observations of the eclipse turned a spectroscope for the first time on the solar chromosphere - that part of the atmosphere of the sun , about 10,000 miles deep , which merges into the corona . A bright yellow line was observed and was thought at first to be due to sodium . Janssen showed , however , that this line was not just the same as either the D or D₂ line of sodium, although it was extremely close to these lines , hence he suggested that the new line have the designation D₂ . Frankland and Lockyer decided that Dz was due to an element in the sun not previously discovered on the earth , and suggested for it the name "Helium" from the Greek work " Helios " the sun . For several years nothing more was done in connection with this element . In 1894 , Sir William Ransay , in conjunction with Lord Rayleigh , made his memorable discovery of argon in the atmosphere , which was announced at the British Association meeting in the same year . After this discovery , Ramsay looked for other sources of the element . Through Sir Henry Miers , he learned that Dr. W. F. Hillebrand , of the United States Geological Survey , had obtained an inert gas from certain uranium minerals , which gas he had decided was nitrogen . Ramsay believed that part of it might be argon ; he obtained from Hillebrand for experimentation , a sample of the mineral , cleveite , one of the uranium minerals , and after extracting gas from the mineral and purifying it , he ran it into a spectrum tube . The lines obtained ' were , however , different from those of argon; among them was the bright yellow line noted by Janssen . Thus was terrestrial heliun discovered .

Solid and liquid impurities must be removed almost completely from synthesis gas for the production of synthetic liquid fuels because of their effect on the synthesis catalyst and turbocompressors. The maximum permissible concentration of dust has been set at 0.05 grain per 100 cubic feet.5/ This is one part per million by weight, or about the same concentration as in average city air. The cost of synthesis gas is estimated to constitute 60 to 70 percent of the total cost of the synthetic liquid fuel. For this reason this station is developing processes using coal instead of the more valuable coke as raw material, which promises reduction in cost of the synthesis gas. This, however, increases the difficulty of attaining the above dust value. As failure of the dust-removing equipment to produce high-purity gas may ruin valuable equipment within a few minutes, it is imperative that a reliable and continuous method be obtained for determining such extremely low concentrations .of dust in the purified gas. A suitable device must also instantly sound an alarm and, if necessary, automatically actuate the proper valves to prevent damage. The Ess Instrument Co. designed and built an instrument which they believed might fulfill these specifications. It' continually compared, by means of photoelectric cells, the intensity of a light beam passing through the gas and a similar beam passing through clean air. For maximum sensitivity, the photocells were connected back to back, i.e., anode to cathode and cathode to anode. The difference in voltage produced by the two cells was amplified and operated an indicator.

In the United States water pollution resulting from mining activities has long been recognized as a major environmental problem Mine drainage pollution results from many types of mining activities and includes both physical (i e , sedimentation) and chemical (i e , acidification, metal contamination, etc ) pollutants Active and abandoned surface and underground mines, mineral processing plants, mine and processing plant waste disposal areas, haulage roads, and tailing ponds are typical sources of mine related water pollution (130) One of the most serious pollution problems arising from mining activities is acid mine drainage resulting from the chemical reaction of sulfide minerals (commonly iron sulfides) and air in the presence of water Acid mine drainage is commonly associated with coal and hard rock mining areas in the United States In general the more serious and extensive acid mine drainage problems exist in the more humid coal regions east of the Mississippi River (11) In 1964 the U S Department of the Interior, Fish and Wildlife Service, reported that acid mine drainage adversely affected fish and wildlife habitat in 9,477 kilometers (5,890 miles) of streams and 6,062 hectares (14,967 acres) of impoundments in 20 states in the United States (64) Of the total affected waters, coal mining operations accounted for 97 percent of the acid mine drainage pollution reported for streams and 93 percent of that reported for impoundments In 1970 more than 19,308 kilometers (12,000 miles) of streams in the United States were reportedly significantly degraded by mining related pollution (130) Of the total affected kilometers, 16,920 kilometers (10,516 miles) or approximately 88 percent were located in the Appalachian coal region (Pennsylvania, West Virginia, Ohio, eastern Kentucky, Tennessee, Maryland, and Alabama) In addition, more than 965 kilometers (600 miles) of streams reportedly were degraded by coal mining in states in the Illinois, Western Interior, and Rocky Mountain coal regions The remaining portion of the stream pollution resulted from the mining of (1) copper (california, Montana, Nevada, New Hampshire, Tennessee, Virginia, and Wyoming), (2) lead and zinc (Colorado, Idaho, Kansas, Missouri, Montana, Oklahoma, and Tennessee), (3) uranium (Rocky Mountain States), (4) iron (Lake Superior iron region), (5) sand and gravel (all states), (6) phosphate (Florida and other states), (7) gold (Alaska), (8) bauxite and barite (Arkansas), and (9) molybdenum, gold, and other metals (Colorado) Abandoned mines and abandoned mine waste disposal areas contribute a large portion of the total pollution resulting from mining activities Numerous abandoned underground mines are located throughout the United States and many are discharging mine drainage pollutants In 1966 the U S Bureau of Mines estimated that more than 88,000 inactive and abandoned underground mines were in existance (126) A listing of these mines by state is presented in Table 1 0-1 More recent estimates indicate that this list is incomplete In Colorado alone there is

"More than 73 million pounds of rock dust were used by the bituminous-coal-mining companies in the United States during 1930 to present or limit loss of life and destruction of property from explosions of gas and coal dust in underground mining operations, according to statistics compiled by the United States Bureau of Mines from reports furnished by mine operators. The mines using rock dust produced 65. 691, 753 tons of coal during the year, more than 30 percent of the total production of bituminous coal from underground mines in the United States that year. Although only 382 out of a total of 5,629 active underground bituminous mines applied rock dust to underground working as a precaution against explosions, they were chiefly the larger producing mines, employing 25.4 percent of all of the underground bitumious mine workers in the United States and accounting for 27.4 percent of the total number of man-hours worked underground at bituminous mines.a summary of the reports for the 382 mines using rock dust showed a total production of 96,691,755 tons of bituminous coal, 89,503 men employed underground, and 129,718,965 man-hours worked by the underground employees. (See tables 1 and 2.) These mines averaged 8.76 pounds of rock dust per ton of coal shown by reports from 385 mines using rock dust in 1932 (See table 3.)"

"This article first describes the impact of respirable dust on the health of miners in underground coal mines in the United States of America. Second, it identifies the major sources of dust generation, namely cutting tools in the road headings. Two surveys associated with cutting tools were made to determine the useful life of these cutting tools, and to determine the effect of cutting tool wear on productivity of the continuous miners. Third, this article presents the results of a series of experiments carried out in the Rock Mechanics Laboratories at West Virginia University in order to study: 3.1 the effect of cutting tool rate of wear on respirable dust generation, 3.1.1 the effects of rock materials on tool wear and respirable dust generation, 3.1.2 the effect of cutting tool geometric parameters on respirable dust generation, and 3.1.3 the effect of tip materials used in the cutting tool on respirable dust generation. Recommendations in regard to cutting tool design are also presented in this paper.Silica and coal dust are the two major elements affecting the health of underground miners. According to Lemen [1] approximately 1,500 men died due to breathing in silica dust in 1936 while tunneling through a mountain of mostly silica, near the town of Gauley Bridge, West Virginia. Coal dust resulting in lung diseases in one of the major health hazards in underground coal mines. The impact of black lung on miners, coal workers' pneumoconioisis (CWP), has ranged from 16,000 to 23,000 each year since 1982 [1].The trend for conventional mining to continuous machine cutting of coal, using more productive machinery, is inexorable. Intolerable level of dust generated at the face is an indication of inefficient coal/rock cutting by these machines. The federal goverment of the United States paid about 11.7 billion dollars in workmen's compensation to more than 470,000 miners with CWP [2]. Bieniawski and Zipf [3] reported that annual benefit payments were about 2 billion dollars. The enactment of the Health and Safety Act in 1969 in the United States triggered the initial investigation into coal cutting mechanisms and cutting tool designs.The surveys concerning the utilization of cutting bits and performance of continuous miners in underground coal mines were made in order to have first hand information about bit consumption and coal produ¬ction.Three types of used bits, commonly utilized cutting tools on continuous miners, were collected from different coal mines. The used bits were grouped into symmetrically and asymmetrically worn bits. Distribution analysis for weight loss and conical height loss was done. Details of the results are presented elsewhere [4], here the results are summarized briefly. The analysis shows that approximately 50% of the collected bits have worn asymmetrically, which shows that many bits do not rotate properly during cutting. Analysis of the distribution of bit wear showed that the degree of bit wear varied from one type to another and with mining conditions. On average, the weight loss of the used bits was 4% to 7% with a maximum of 31%. Correspondingly, the loss of the conical height was observed to vary between 11% and 23% with a maximum of 71%. Figure 1 shows typical data associated with some of the used bits."

Mine One General. The first summer field trip for the purpose of collecting data on open-pit metal mine grounding systems was marred by the fact that the group's ground test instrument was damaged in transit and proved to be inoperative. Fortunately, the mine personnel had a similar instrument which was then used for all tests. System Description. Power is purchased from the utility at either 69 or 100 kV. This is transformed to 4160 V at the pit substations and distributed around the periphery of the pit via a "ring bus." The three phase wires and the safety-ground conductor are carried on a conventional wooden pole and cross-arm support structure. At key loca¬tions, overhead feeders carry power from the ring bus down over the benches and into the pit. Each overhead feeder is terminated at a switchhouse, from which an SHD-GC trailing cable supplies power to the electric loading shovels. Each pit substation has a main or system-ground mat, installed by the utility, and a separate safety-ground mat, which is constructed by mine personnel. Three of the safety-ground mats are quite old, and personnel at the mine could not recall what type of construction was used. However, records are available on the fourth mat and construc¬tion details are shown in Figure 64. In 1943, diamond drilling by the Bureau of Mines, comprising 11 holes which totaled 1,295.6 feet, showed that the pegmatite at Black Mountain consisted of shallow lenses in interbedded biotite-quartz-schist and impure quartzite. The average thickness of the pegmatite was 9.7 feet. Mineralization had a zonal arrangement. Beryl was most abundant near the footwall contact of the pegmatite. The average estimated beryl content of the pegmatite exposed at the surface was 0.81 percent, and the highest content of any pegmatite area was 1.75 percent. Other economic minerals were scrap mica, feldspar, spodumene, and lepidolite. Representative samples of the Black Mountain deposit failed to yield high-grade boryl concentrates by straight flotation owing to the presence of considerable spodumene. By employing heavy medium separation to remove the spodumene, 75.4 percent of the. BeO wan recovered in a flotation concentrate assaying 10.4 percent BeO.
