"The discovery of large deposits of polyhalite (K2S04.MgS04.2CaSO4.2H2O) in Texas has led to an investigation of possible industrial proecsses for the extraction of potash from this material. This mineral was first discovored in small quantities in the European potash deposits in or about the year 1800. Chemists fire thought it to be a form of calcium sulphate, but a more accurate analysis by Strohmiyer indicated the composition as given by the above formula.The decomposition of polytalite by aster is very slow and results in the formation of a layer of gypsum at the surface of the polyhalite which retarts the solution of the potaseium and magnesium sulphates. To obtain a substantial yield of K2S04 in solution it is necessary to use large amounts of water at room temperature, for he concentration of K2S04 is limited by the low solubility of syngonite (K2S04.CaS04.H2O) whereas at 100º C. several days boiling are necessary to obtain more than a 6 per cent K2S04 solution even when finely powdered polyhalite is employed.In 1854 H. Rose discovered that calcination, followed by leaching with water, resulted in a larger extraction of the potassium and magnesium sulphates, as compared with leaching without precalcination. During the course of a series of investigations concerning formation of oceanic salt deposits, Van't Hoff and his pupils obtained sufficient data to construct the equilibrium diagram for the system K+Mg+SO4--Ca++.H2O for 25° C. and for 83° C. These data are very well summarized. in the International Critical Tables' and by Boeke and Eitel. From a consideration of the diagrams for 83º C. one would conclude that an extraction of polyhalite with moderate amounts of water at 33º C. would result in a solution whose maximum concentration of K2So4 would be about 3.6 grams per 100 grams of water and of M2SO; about 4.0 grams per 100 grams of water, corresponding to equilibriumwith the solid phases: Polyhalite potassiam-calcium pentasulphate and anhydrite.The fact that it has been found possible to obtain as high as 11.4 grams of K2S04 per 100 grams of water (see table 6) and an equivalent amount of MgSo4 (8.1 grams per 100 grams of water was obtained corresponding to a ratio K2/Mg of 0.98; indicates that the formation of these complex salts is very slow. To be sure, this results was obtained at 100° C. instead of 83º C. However, the work of Anderson and Nestall 9 on the double salts of calcium and potassium sulphates at 100º C. indicates that the diagram at 100º C. C. would not be greatly different from that at 83º C. This slow rate of approach to equilibrium when combined with precalcination of,of polyhzli-,a is the 17,asis of some of the more p:olisinE methods of extracting potash from polyhalite."

1. COAL PRODUCTION: Under Section 402 of Public Law 95-87 (SMCRA), coal operators are required to pay a fee when coal is sold, used, or transferred. These fees are deposited in the U.S. treasury as the Abandoned Mine Land Fund. Information about the type of coal (bituminous, lignite, or underground) and tonnage are tabulated on Form OSM-1 and submitted with the fee, which is paid quarterly to the Office of Surface Mining. The coal production data presented in this report was compiled from information stored in the Office of Surface Mining Fee Collection System computer data base. Collection of the fee began with the last quarter of 1977; therefore, 1978 data includes the last quarter of 1977 and the first three quarters of 1978. Information for each successive year follows the same tabulation pattern. Surface production includes both bituminous and lignite coal; underground includes tonnage reported as underground mined. In New Mexico and Montana, coal production on Indian land is listed under the Crow, Hopi, and Navajo Tribes. 2. HISTORIC COAL PRODUCTION: Federal Government agencies have published coal production data since 1807, the date of the earliest record. The source of coal production data used to compile this graph was: 1891-1895, U.S. Geological Survey, Division of Mineral Resources; 1896-1977, U.S. Bureau of Mines annual Minerals Yearbook; 1978- 1991, Office of Surface Mining data described in footnote 1 above. 3. NUMBER OF MINES: The number of mines was compiled from Office of Surface Mining Fee Collection System data described in footnote 1 above. Annual totals were calculated by adding together the number of operations with the same Mine Safety and Health Administration numbers reported each quarter and dividing by four to give an annual number in each state. 4. ENFORCEMENT ACTIONS: Enforcement action data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The data presented are all actions taken by both the state regulatory authority and the Office of Surface Mining. Citations issued are the sum of Notice of Violations (NOVs) and Cessation Orders (COs). Because the Hopi and Navajo jurisdictions overlap in Arizona and New Mexico, enforcement actions data for the tribes have been combined in annual reports prepared by the Albuquerque Field Office; therefore, they are combined for this report and listed under Navajo Tribe. 5. ACREAGE PERMITTED: Acreage permitted data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The acreage listed was permitted during the year shown and is not the total acreage under permit during that year. 6. BONDS RELEASED: Acreage of reclamation bonds released was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The sum of final Interim Regulatory Program bonds and Phase 111 (or final release) bonds shows only the land area where reclamation is complete and has been released by the regulatory authority.

THE BITUMINOUS coal and lignite industry declined slightly in 1961, compared with the 1960 figures. All of the major items, production, consumption, average value, exports, and employment, declined. Even the steady upward trend in mechanization failed to materialize; the percentages of total tonnages mechanically loaded and cleaned remained the same as in the preceding year. However, tonnage per man per day increased from 12.83 tons in 1960 to 13.87 tons in 1961, owing partly to the increased tonnage produced by continuous mining machines. Also, the percentage of total production mined by stripping and by augers increased slightly. Production.-The output of bituminous coal and lignite in the United States in 1961-403 million tons-was 3 percent less than the 416 million tons produced in 1960. Production was retarded in 1961, owing largely to the business recession and reduced exports.

Six different types of blasting caps, mainly of the type used in coal mines, were evaluated to determine both their 1lF and DC characteristics. Two of the caps were of foreign manufacture. All the American made caps had "no-fire" (0.1% firing probability with 95% confidence, as determined by the Bruceton test) levels above 0.04 watts. One of the caps of foreign manufacture had a "no-fire" level of 0.023 watts. A worst case analysis of blasting cap pick up of RF power in coal mines was performed and safe distance curves were generated.

"In-mine airborne particulate samples have been successfully collected and the relative amounts of diesel and coal determined using the Laser Raman Quantitative Analysis (LRQA) method. This method allows analysis of filters which have been collected by a method similar to that used to determine the airborne respirable dust concentration in us underground coal mines. Samples were taken near the feeder-breaker, on haulage vehicles, and in the returns. Sampling methodologies were developed for coal-only and diesel-only particulate reference samples with sufficient filter loading for the LRQA method. A statistical analysis of reproducibility has been carried out. Samples have been collected simultaneously at two locations using the LRQA and the size-selective sampling methods. Good agreement between the two methods has been found.INTRODUCTIONThe goal of this research has been to develop the Laser Raman Quantitative Analysis (LRQA) method to measure the composition of respirable particulate, i.e. the fractions of coal and of diesel particulate, in the mine ambient air. In earlier Bureau of Mines sponsored research, we successfully demonstrated that the LRQA method could be used to measure the fraction of Diesel Particulate Matter (DPM) in coal/diesel particulate mixtures which were prepared in the laboratory.(I) 'The immediate objective was to test and refine this LRQA method on samples collected in a diesel underground coal mine.Specific objectives required to meet this goal include:I) Develop in-mine sample collection methods which will insure sufficient particulate loading on filters for LRQA. ,2) Develop methodology for in-mine collection of reference samples (""coal-only"" and ""diesel-only"" filters) which arc required for quantitative LRQA. 3) Analyze precision and accuracy of the LRQA method. 4) Compare composition measurements with another analytical method, i.e. the University of Minnesota/Bureau of Mines size selective sampling Micro-Orifice Uniform Deposit Impactor (MOUDI) method.An advantage of the LRQA method is that it allows analysis of filters which have been collected by a method similar to that used to determine the respirable dust concentration in US underground coal mines. No new sampling instruments and techniques are required. Transfer of sample from collection substrate to analysis substrate is not necessary. Furthermore, other analyses can be made on the same sample since the technique is nondestructive."

Highwall mining continues to grow in importance as a coal production method from U.S. surface mines. It may account for as much as 4% of the total U.S. coal production, according to one recent estimate. Analysis of Mine Safety and Health Administration (MSHA) accident and injury statistics shows that, overall, highwall mining has maintained an admirable safety record. Its fatality and injury rates are comparable to those for other surface mining methods, and are significantly lower than those for underground mining. No mining method is risk free, however. Highwall mining injuries have been associated with handling materials, slips and falls, machinery, powered haulage, and other types of incidents. But perhaps the greatest risk, to both personnel and equipment, is from ground control. The two most significant ground control hazards are rock falls from the highwall and equipment entrapment underground. Highwall Stability Ensuring highwall stability through proper ground control engineering is of paramount importance to safe highwall mining operations. The only fatality to occur during the last five years at a highwall mining operation was due to highwall collapse. There have also been numerous near-misses, several of which have involved extensive damage to equipment. In the central Appalachians, where the majority of highwall mining occurs in the U.S., hillseams are the most prominent geologic structures that affect highwall stability. Hillseams (or mountain cracks) are near vertical fractures in the rock that are formed in response to natural weathering and erosion of hillsides. They extend hundreds of feet down from the surface. They typically run parallel to the hillside, but they can also extend across narrow points or ridge lines. The hazard arises when rock slabs that form along the hillseams detach and fall away from the highwall face (See Figure 1). [ ] Unfortunately, it is impossible to control the location of hillseams or reliably detect their presence within a highwall. There are, however, a number of measures that can be taken to minimize the risk of failure associated with hillseams: Planning-Most operators choose to skip those areas of the highwall where a prominent hillseam daylights (See Figure 2). Existence of such areas is known for several weeks in advance of highwall mining; therefore, planning engineers can adjust the layout of highwall mining panels to locate barrier pillars within areas of questionable highwall stability. [ ] Inspection and monitoring-Daily inspection of the benches above the active highwall mining area is a prudent precautionary measure. A crack in a bench immediately above a highwall miner is shown in Figure 3. Simple displacement monitors may be useful for detecting movement along cracks that may precede a significant life-threatening failure. New tools, such as slope monitoring radar, may also prove useful in detecting motion of the rock slopes above active highwall mining operations. Good blasting practice-Most surface coal miners in the central Appalachians use pre-splitting and the familiar halfbarrels are routinely seen throughout the pits. Shorter delays along the face and longer delays between rows can direct more of the blast force parallel to the face, potentially doing less damage to the wall rock. In addition to pre-splitting, decreasing the burden, spacing and charge weight in drill holes close to the highwall will also decrease damage to the wall rock. Decreasing the highwall slope angle-Decreasing the highwall slope angle from 90° (vertical) to 70°-80°, especially in areas of known hillseam concentration, could eliminate the hillseam hazard (See Figure 4). A new prototype bag nozzle system has been designed under a Bureau of Mines contract to reduce dust generated during the bagging operation on fluidized air baggers. A field analysis of the new system has shown that the bag operator's dust exposure was reduced 83 pet. The amount of blowback was reduced 89 pet, which corresponds to a significant product savings. The new prototype system has been operating for a substantial period of time with no major problems.

"According to the dictionary,3 an accident is an event that takes place without one's foresight or expectation, often an undesigned, sudden, and unforeseen occurrence of an afflictive or unfortunate character. However, actual experience with accidents, the second most important cause of death in the United States,4 and a more extensive and scientific inventigation of their causes indicate that from 75 to 90 per cent of accidents are avoidable.5 This is borne out by the results of a three-year study of the accident records of 64,000 motor vehicle operators in New York6 which show that certain drivers are prone to accidents, that accident experience is traceable to certain causes, and that accidents don't just ""happen,"" It is estimated that 97,000 persons were killed by accidents in the United States in 1929 and 15,000,000 were injured. Of these about 23,000 deaths were due to so-called industrial accidents. In a list of accident rates by industries, compiled by the National Safety Council7 from reports of member establishments, mining heads the list, in both frequency (74.43 per 1,000,000 man-hours worked) and severity (9.9 days lost per 1,000 man-hours worked). These figures are very much higher than for any other industry; theindustries showing figures most comparable to mining are meat packing with a frequency rate of 55.94 and a severity rate of 1.47, construction with a frequency rate of 50.41 and a severity rate of 4.62, and refrigeration with a frequency rate of 43.35 and a severity rate of 3.04.While there is no way to determine the actual cost of all accidents from a monetary standpoint, estimates indicate that the cost will run into hundreds of millions of dollars annually.Cost of accidents in metal mines.- The United States Bureau of Mines obtains accurate figures on the number of lost-time nonfatal accidents as well as fatal accidents in the metal-mining industry.8 In 1926 the metal mines employed 127,823 men; 430 men were killed and 30,350 men received lost-time but nonfatal injuries as a result of accidents. Each of these fatal and nonfatal injuries averaged 114 days lost time, computing a fatality as 6,000 days lost time. This is equivalent to 3,523,944 days time lost due to accident, or at $5 per day per man, to a wage loss of $17,619,720. Deducting one-ninth of this figure for compensation paid, the metal miner loses in wage annually about $15,700,000, or about $122 per individual. This average loss per individual includes the cost of fatal accidents reckoned at 6,000 days or $30,000, but even if the loss in time due to fatal accidents be deducted, the average cost to each individual metal miner each year for nonfatal accidents is about $32. Estimating the loss to the metal-mine employer as about the same as that to the employee, the annual cost of metal-mine accidents to the employer is about $15,700,000 and to the employer and miner is $31,400,000."

Samples of materials containing pyrite from various coal mines and coalbeds were studied to compare their compositions and oxidizing characteristics. Pyrite was the only form of iron sulfide identified, but X-ray diffraction, emission spectrography, and microscopic analyses revealed similar suites of minerals and trace elements. The pyrite occurred usually in spherical clusters of very small crystals. The oxidation of pyrite in solutions of PeSO4 and Fe2(SO4)3 and in the presence of an iron oxidizing bacterium Ferrobacillus ferrooxidans, was studied through a manometric technique. FeS04 or Fe2(SO4)3 solutions had no appreciable influence on pyrite oxidation under the test conditions, The bacterium acted as a catalyst, greatly increasing the oxidation rates; however, in three samples that also contained calcites, bacterial oxidation was greatly reduced. The oxidation rates also increased approximately as the percentage of pyrite in the samples increased. For the series of samples studied, there was no definite correlation of the results with the location of the various mines nor with the acidity of alkalinity of the mine drainage.

This report is Volume III of a three volume final report dealing in general with the microseismic monitoring of a longwall coal mine. The research presented in Volume III was undertaken as part of the overall microseismic project in an effort to relate, if possible, observed micro seismic activity with surface subsidence. A discussion in regard to the correlation of these factors is presented in Volume I of the final report. Field measurements of subsidence carried out at a Central Pennsylvania Coal Mine are described. Comparative analysis of actual field results with data obtained using empirical and finite element techniques Has undertaken. Comparison of field results with published National Coal Board data revealed marked differences. The influence of stronger rock beds overlying the coal seam in the current study was assumed to I be the main cause. Use of the general Gaussian profile resulted in a satisfactory fit to the field data provided the value of the maximum field subsidence was used in the analysis. In general, when low tensile strengths were assumed for the associated rocks, finite element techniques gave results which compared well with the observed field data. The study also indicated that at shallow depths there is a marked difference in subsidence over dip and rise sides of the coal-face, maximum subsidence being shifted more towards the dip side. Finally, time-dependent deformations were shown to be insignificant shortly after mining operations ceased.

In many instances the results are only preliminary and are subject to revision on the basis of continuing investigations. Detailed reports of all programs not security classified will be made later. Part II lists and describes briefly the publications of the Division during fiscal year 1959. If the published material has some bearing on activities still current during the report period, this is indicated by references in Part I.

The Navajo Nation is the largest Indian tribe in the United States and occupies a reservation encompassing about 16 million acres in northeastern Arizona, southeastern Utah, and northwestern New Mexico, with three satellite reservations in western and west-central New Mexico. Coal mining is conducted on a commercial scale at four large surface mines: two are in northeastern Arizona and the other two are in western and northwestern New Mexico. The principal coal-bearing region in Arizona is the Black Mesa coal field, which underlies about 3,200 square miles in the northeastern part of the state. The Black Mesa coal field lies within the boundaries of the Navajo and Hopi Indian Reservations and makes a significant contribution to the economies of both tribes. Coal reserves in this field are estimated to be 352 million tons, less than one-tenth of one percent of U.S. coal reserves. This coal was first mined by prehistoric Indians as fuel for cooking and heating. It has been estimated that the Indians removed more than 100,000 tons between 1300 and 1600 A.D. The coal-bearing region of the Navajo Reservation in New Mexico is located in the San Juan Basin. The Navajo Mine, which supplies coal for the Four Comers Power Plant, is located in this area. The Office of Surface Mining's Albuquerque, New Mexico, Field Office is responsible for regulating mining and reclamation on Navajo land. The Navajo Abandoned Mine Land Program was approved May 16,1988.

Helium shipments for 1965 exceeded the volume shipped during the previous year for the 16th successive time. Shipments from Bureau of Mines helium plants were 698.6 million cubic feet, 2 about 4.7 percent more than in 1964. Production at Bureau of Mines plants totaled 757.4 million cubic feet, and an additional 3,549.6 million cubic feet was produced by private companies participating in the helium conservation program and purchased by the Bureau of Mines and stored underground for future use. The Bureau of Mines continued to sell helium at $35 per thousand cubic feet, the price established in 1961. Production and sales of helium increased from the one private plant operating entirely outside the Government's helium program. A second private plant was virtually complete at yearend, although actual production had not commenced.

"INTRODUCTION For a number of years the bureau of Mines has been engaged in the detection, recording and interpretation of earth- and air-transmitted disturbances, man-made and natural, related to mining operations. For the measure¬ment of such disturbances, special equipment was developed (1, 2, 3, 4, 8) 3/ and results of the measurements have been reported (5, 6; 7,9).In general, the ranges of amplitude end frequency of vibration encountered and recorded in the earth-transmitted disturbances were 0.00005 to 0.1 inch and 5 to 5,000 cycles per second; in the air-transmitted disturbances, pressures ranging from 0.001 to 100 pounds per square inch and 0 to 20,000 cycles per second were recorded.One characteristic of the earlier tests was that either the arrival time of the disturbance to be recorded was predictable or the recording speed was slow enough so that the record covered extended periods of time (for example, 4 hours). As the investigations continued, it became apparent that a recording device was required that would respond to transient vibrations arriving at indeterminate times and at the same time provide a permanent record of displacement or acceleration versus time on a scale that would permit the analysis of waves having frequency components up to 10,000 cycles per second. A film or paper speed of 720 inches per second was found to be adequate, as this provides approximately 3/4 inch of record for each 0.001 second."

The Bureau of Mines is investigating the catalytic activity of rare-earth compounds to develop a catalyst for the cathode reaction of a hydrogen-oxygen fuel cell. This report presents the results of studies of the catalytic activities of lanthanide oxides for the oxidation of hydrogen at 150° to 250° C. Preliminary activity tests were made with approximately stoichiometric mixtures of hydrogen and oxygen diluted with helium. A series of tests was also run under oxygen-rich conditions in which specific rate constants and activation energies were determined. Variations in rate constants up to 2,000 times were observed for the various lanthanide oxides. The three most active catalysts were oxides of Ce, Pr, and Eu, having specific activities of 6.93 X 10-7, 4.88 X 10-7, and 4.06 X 10-7 moles H2.sec-1.m-2, respectively, at 200° C.

This Bureau of Mines survey of methane emissions indicates that total daily emissions have declined from 227 MM ft3 in 1971 to 214.7 MM ft3 in 1973. The highest average daily emissions in million cubic feet per day observed in U.S. bituminous coal mines were, in decreasing order, Monongalia County, W. Va. , 40.7 ; Marion County, W. Va. , 23.1 ; Buchanan County, Va. , 22.1; Washington County, Pa., 12.4; Greene County, Pa., 11.7; McDowell County, W. Va. , 11.4; Cambria County, Pa., 9.8; Jefferson County, Ala. , 9.5; Wyoming County, W. Va., 6.0; Marshall County, W. Va., 4.8; and Indiana County, Pa., 4.8.

The unsteady, one-dimensional, compressible-flow equations have been solved numerically for a deflagration propagating through a gallery of finite length closed at the ignition end and open at the opposite end. These equations were solved for two situations wherein (1) the propagating flame was extinguished after 0.1 sec or before the return of aerodynamic disturbances reflected from the open end, and (2) the flame was allowed to propagate a full 0.8 sec until it was extinguished. It was found that the process of sudden flame extinguishment creates rarefaction waves that, upon entering the burned zone, produce resonance within the burned cavity. For the relatively small value of the product of the expansion ratio (8.5) and the effective burning velocities of 7.4 m sec-1 for the first experiment and 4.9 m sec-1 for the second experiment, it was found that the acoustic approximation provides an adequate estimate of the pressures developed ahead of the flame during the system's early history.

The Bureau of Mines studied lignite pulverization in a laboratory ring-roller mill. Both moisture content and the source of lignite were found to be important factors in pulverizer operation. Reduction of moisture content increased capacity and reduced power consumption, but predrying is more effective than in-the-mill drying in improving pulverizer operation. A combination predrier-crusher system produced significant improvements but other efforts to improve in-the-mill drying in the test mill were unsuccessful. Pulverization of frozen lignite was found to seriously reduce pulverizer capacity and increase power requirements.

This report presents data on individual plants of the fuel-briquet and packaged-fuel industries that were circularized by the Bureau of Mines, United States Department of the Interior, in its annual survey for 1958. Only plants that processed fuels of mineral origin were included; specifically, plants that manufactured briquets from charcoal were excluded. Fuel briquets and packaged fuel are manufactured by mixing fine-sized fuels with binders and compressing into small individual shapes. Both are used mainly for residential heating in the United States, but they differ considerably in appearance and physical characteristics. Briquets usually are produced as small, pillow-shaped forms, 2 to 4 inches in length, weighing from 2 to 4 ounces. Pack-aged fuel consists of 3-to 4-inch cubes, 6 or 8 of which are wrapped in heavy kraft paper to form a package weighing 10 to 15 pounds. Briquets are made with a water-insoluble binder and are designed for rough handling and outdoor storage, whereas packaged fuel generally is made with a water-soluble binder and must be stored indoors to prevent deterioration. Briquet plants are relatively large and usually are at mines or in dock areas where large quantities of fine-sized fuels accumulate. Packaged-fuel plants are smaller and are used chiefly by retail dealers to convert locally available coal and coke fines into a product that can be burned efficiently in residential beating equipment.

Develop an environmentally feasible method of mining shallow oil sands without removing overburden. Approach Oil sands are extracted through a single borehole by cutting into the sands around the borehole with a high pressure water jet, and pumping the resulting slurry to the surface. Although oil can be extracted from shallow fields by open-pit mining methods, this type of mining may create significant environmental impacts, including; (1) disruption of the surface, (2) accumulation of waste rock piles, (3) accumulation of tailings, (4) damage to the ground water quality, and (5) surface water pollution. The borehole mining system developed and successfully field tested by the Bureau of Mines offers a method for extracting oil from oil sand with minimal disturbance to environmental quality. (For examples of other applications of borehole mining, see Technology News Nos. 95, 63 56, and 48.) How It Works Prior to the start of mining operations, baseline conditions for ground subsidence and ground water quality are established at the test site so that the degree of subsidence and changes in ground water quality can later be determined. Oil sands mining is conducted using the Bureau of Mines borehole mining system. The borehole mining tool consists of a 12-inch-diameter pipe string and accessories capped with a three passage swivel terminated with a mining section. The mining section has an auger at the bottom. Four slurry inlet holes and an eductor are located above the auger, and a single cutting nozzle is located near the top of the mining section. The tool generates a high velocity water jet that erodes and slurrifies ores. The slurry is drawn into the inlet of the eductor which lifts the slurry to the surface where it is deposited into a slurry discharge sump. To detect evidence of subsidence, surveys of the land surface are made at regular intervals during, and until 30 days after, the termination of the mining operations. Samples of ground water from the borehole and two adjacent monitor holes are taken on alternate days during the mining operations, and are later analyzed to determine if any ground water contamination has occurred.
