This final report documents the work done by Arthur D. Little, Inc. (ADL) on behalf of the U.S. Bureau of Mines, Pittsburgh Mining and Safety Research Center (PMSRC) , on Contract H0122026 (which began in August of 1971) . Under this contract ADL provided technical assistance to the Bureau on a task basis on virtually all aspects of the Bureau's programs related to present and planned emergency and operational communications and miner location systems for underground coal mines. The work consisted of in- dependent investigations, analyses, experiments, breadboard and prototype hardware development, workshops and technology transfer seminars on mine communications, and on-going evaluations and guidance related to the Bureau's contracted programs on electromagnetic noise, mine communications systems, and trapped miner location. This final report documents the work in two volumes, Volume I, "Emergency and Operational Mine Communications," and Volume II, "seismic Detection and, Location of Isolated Miners." The Tables of Contents of both Volumes are included in each Volume.

The Bureau of Mines has compiled pipeline mileage every 5 years since 1926, with the exception of the war period 1941 to 1949. The present survey has been made to reflect the progress under mobilization of the petroleum pipeline industry where efforts have been made by the government to stimulate construction of those facilities that would best equip the nation for a possible major emergency. This report summarizes the total mileage change 1n petroleum pipelines for 1950 through 1952. In order to increase the value of the information gathered the reporting companies were requested for the first time to report not only the net change in mileage as formerly, but also all new and used pipe laid and the total taken up. This new information permits effective appraisal of the construction effort of the industry and relates it to steel requirements.

The U.S. Bureau of Mines characterized Hg-containing wastes and used a thermal-desorption process to remove and recover the contained Hg. The wastes were generated by an electrical-parts plant engaged in the assembly of Hg-containing switches and contained phenolic resins and paper insulating materials mixed with soil. The average Hg content was 396 ppm. Numerous characterization tests showed the Hg was tightly absorbed and could not be removed or concentrated by leaching or gravity separation techniques. Laboratory retort tests showed the Hg content reduced to < 16 ppm in 2 h at 400 °C; rotary-kiln, thermal-desorption tests required 4 h at 450 °C. Airflow through the retort im¬proved thermal-desorption efficiency, but vacuum operation only slightly reduced the temperature needed for thermal desorption. Offgases from decomposition of organic materials were burned in a high-temperature afterburner and subsequently cooled in a heat exchanger to condense water vapor. Finally, the Hg vapor was condensed and absorbed from the offgas by activated charcoal. Mercury recovery was over 99.99 pct of the desorbed Hg. Thermal-desorption processes have had wide application to many Hg-containing wastes, and historical experience in Hg mining has demonstrated its potential cost effectiveness.

Highwall mining is an important surface coal mining method, and it may account for approximately 4% of total U.S. coal production. Highwall stability is the major ground control related safety concern. Ground control plans for highwall mining should specify hole width, web pillar width, barrier pillar width and number of holes between barriers. This paper offers simple design charts for these parameters aimed at providing “ball park” checks. Web pillars containing pre-existing auger holes are analyzed and a design chart for estimating their minimum width is also presented. Finally, close proximity multiple seam highwall mining, which may have caused several serious highwall failures, is analyzed. Web and barrier pillar recommendations for this special situation are presented.

This paper is based largely on a study of experimental data obtained by the Bureau of Mines in its comprehensive 25-year survey of the carbonizing properties of American coals. Although the Bureau was interested in and conducted carbonization research-from time to time ever since it was organized in 1910 (1),4/ no systematic studies of the coke-, gas-, and byproduct-making properties of American coals were undertaken until 1927, when the American Gas Association appointed an advisory committee (2) to cooperate with the Bureau in developing equipment and techniques to obtain-data for the accurate assessment of the behavior of coals on carbonization. It was found, in general, that small-scale laboratory tests were unsuitable for the complete evaluation of the coking properties of coal; hence, larger pilot-plant-scale equipment was designed and used (3). It was decided that the scale of the test should be large enough to determine both the yield and quality of the products and yet small enough to maintain adequate control of the process variables (4). These considerations led to development of a carbonizing retort and furnace-of 80 to 200 pounds of coal capacity, suitable for operation at various temperatures up to 1,100° C. (2,0120 F.) and equipment for recovery and measurement of gas and byproducts. This apparatus and the standardized procedure for its operation became known as the Bureau of Mines-American Gas Association (EM-AGA) method or retort (5).

Concentration profiles of low-pressure, slightly lean CH4-02-Ar flames have been measured in situ for the following unstable species: oxygen atom, hydrogen atom, hydroxyl radical, methyl radical, and formyl radical. The observed maximum mole fractions were 2.0X10-2 for H, 1.1X10-2 for OH, and 0.8X10-2 for 0; the maxima occurred in the recombination zone. Methyl and formyl radicals have maximum mole fractions in the reaction zone of 2.2x10-3 and 6x10-5, respectively.

In its investigations looking to the improvement of health condi- tions and the increase of efficiency in the mining industry, the Bureau of Mines, in cooperation with the Bureau of Public Health, is studying sanitary conditions in and about mines with the intent of pointing out how those conditions that are a menace to the health of the miner may be most efficiently removed or remedied. An out- line of sanitary betterment work at mining villages in the Birming- ham district of Alabama has already been published by the bureau," and in this bulletin are presented suggestions on the planning of mining towns and the construction of miners' houses. The bulletin does not pretend to be a treatise on the so-called "housing problem," and mentions sociologic issues only incidentally. It is assumed that the influence of proper shelter on health is understood and that not a lack of appreciation so much as a lack of knowledge of the best remedies is responsible for many of the undesirable conditions that exist at mining towns. The purpose of this bulletin is to supply facts on the building of well-lighted, well- ventilated, warm, attractive, and economical houses for miners, these houses being assumed to be units of an industrial village or town the building and management of which are under the control of a corporation, so that special conditions hold which do not apply to houses built and owned by individual miners. From this it is not to be inferred that the company-controlled town is the best system or the only one in vogue. The discussion of this side of the subject in all its phases is too involved to be included in this paper. One element in favor of the company-controlled town is its possible immediate responsiveness. Hence this assumption. Also the assumption is made that a-new isolated town is being built, and hence the selection of the site, the arrangement of the streets, and the situation of the houses are discussed before the house itself is treated, for one of the most important factors in obtaining an economical sanitary house is a well-selected town site. Many of the suggestions, however, may be applied in improving conditions in existing towns, in building new houses in old towns, or in repairing old houses. Emphasis must be laid on the fact that as a rule a mining village has a shorter life than a manufacturing town. Economy is emphasized frequently because the discussion is predi- cated upon the assumption that the miner himself is to pay for all that he gets. House rent will doubtless be expected to bring in a reasonable return on all money invested in streets, sidewalks, water supply, sewer system, and houses; in other words, the town is to be run on a business and not on a paternal or charitable basis. "Fair and reasonable" precludes, of course, the idea of excessive returns. Some companies do not consider it good policy to realize as high a rate of interest as an independent realty company would be war- ranted in realizing. Under some circumstances part of the town improvements might be charged as "expense of the industry," that is, to the consumer. The isolation of a mining town introduces a unique responsibility. As the miners are practically obliged to rent the company houses, the officials of the company ought to scrutinize all expenditures in- volved so that house rent may be reduced to a minimum. In a way the town builders are placed in the position of trustees. They deter- mine, within certain limits, what proportion of a man's wages shall be spent on house rent. This consideration should restrain fanciful and unnecessarily expensive building; the other extreme should like- wise be avoided. True economy should be distinguished from cheap- ness. Ugly, insanitary, uncomfortable shacks should not be built even if, because of their cheapness, there is a demand for them from tenants. The obligation of the industry to society as a whole as well us to the tenant ought to forbid this. A cheerful, strong, healthy, virile race will not rise out of the filth and squalor of cheap hovels. An insanitary environment often does its damage slowly and silently; vitiated air does not, like mine gas, announce its deadly work by an explosion. As Talbot⚫ says: Health depends in part on freedom from infection. The probability of obtain- ing that freedom will be greatly increased by maintaining the body at a high state of vigor, or "vitality," as it is popularly called. This implies the promo- tion of all agencies which have to do with the physical well-being as well as with the control of sources of infection. Many men realize that in building houses for their workmen they are invested with a peculiar responsibility that must be wielded wisely, and in large developments they call into consultation the land- scape architect, the sanitary engineer, and the building architect, as well as the mining engineer.

"INTRODUCTION Ignitions of gas at the coal face when a blast is fired electrically are often a tributed to the explosive; but sometimes the ignition cannot be explained satisfactorily in this way-in fact, ignitions have occurred when the detonator has failed explode.The possibility of such electrically by sparks from the blast between poorly insulated leading wires and detonator leg have been recognized. Several countries have provided safe types of single-shot blasting units; some have permitted the use of larger multiple-shot blasting units provided each unit is equipped with a time-limiting switch that prevents unnecessarily long application of voltage on the leading wires after the shot has occurred, the assumption being that the firing line will this be dead before damage to the wires and subsequent sparking can take place. An extensive research was made by a French commission relative to the characteristics of electric detonators and methods of firing. Along other tailings they investigated the probability of ignitions by sparks across the leading wired at the face, also the time and duration of the various events in blasting, such as ignition of the detonators, movement of the coal face, and application of firing current. They suggested, as a means of eliminating or reducing tilt possibility of gas ignitions from the blasting unit, that the timing switch of the blasting unit be designed to disconnect the blasting"

The purpose of this paper is to encourage petrographers to prepare thin sections, as the demand for microscopic examination of rocks, ores, and metallurgical products is becoming more general in .the mining metallurgical-fields. This paper has been written with the knowledge that the successful thin-section methods and the several new techniques herein described will be helpful to all engaged in this field of work. Detailed instructions for making thin sections by methods developed at the Salt Lake-City laboratory of the Bureau of&apos; Mines are given in this paper. Several new techniques are described for making thin sections of loose grains and fine sands and for making good thin sections of highly altered and friable rocks. The methods described insure superior bonding of the rock to the glass slide, thus virtually eliminating any failures due to parting of the section from the glass slide, and permit fast mounting, grinding, and finishing, thereby materially lessening the time required to prepare thin sections.

"Carbon dioxide has been used for extinguishing electrical fires of many kinds (1, 3, 4) 3/ and more recently has been applied to some extent in fighting coal-mine fires (5). This report is concerned with the possibility of an electric current being conducted from a live power source, such as a trolley wire, across the impinging spray of carbon dioxide gas, to a metallic discharge nozzle, and then being grounded through the body of the person holding or touching the container. Rose and. Skinner (5) have described a case in which a fall of roof coal had brought down the trolley without creating a dead shot. The current was conducted in part through the loose coal to the rail, causing ignition of the coal. The fire was successfully extinguished with carbon dioxide.Dielectric data on pure carbon dioxide gas and liquid have been reported by Quinn and Jones (2). For the gas, the dielectric constants range from 1.00971 (35°C., 10 atmospheres) to 1.3072 (70°C., 151 atmospheres); for the liquid, 1.6016 (0°C., 50 atmospheres). Compared with the dielectric constant of air (1.0006, 1 atmosphere), these data, indicate that carbon dioxide in both gaseous and liquid forms is a very poor conductor of electricity, of the same order as air. 4/"

Improve the strength and other properties of steel alloys. Approach Research by the U.S. Bureau of Mines indicates that steels melted and solidified under high nitrogen pressure acquire yield and tensile strengths that are up to four times the strengths of comparable stainless steel alloys without nitrogen. Fatigue strength, creep strength, and other mechanical properties are also improved. Strengthening occurs by two mechanisms: (1) increasing dissolved nitrogen in the lattice and (2) formation of dispersed metal nitride phases. Nitrogen Alloying Nitrogen alloying of a steel is generally done by introducing metal nitrides during melting of the steel. The concentration of nitrogen is limited to its equilibrium solubility at 1 atmosphere. For face-centered-cubic (fee) iron, that solubility is approximately 0.4 weight percent (wt%). For body-centered-cubic (bee) iron, solubility is 0.05 wt%. This solubility limitation can be overcome by melting the metal in a pressurized vessel. European steelmakers currently have metal-processing systems that can melt and pour tons of steel under nitrogen pressures exceeding 4 megapascals (MPa) (40 atmospheres). They have achieved nitrogen concentrations as high as 1.0 wt% in these (stainless) steels. The tensile strength is approximately twice the tensile strength of similar steels without nitrogen.

HAVIC is a collaboration of investigators from North America, Sweden, and Finland having a scientific mandate from NIOSH, to study the exposure response relationship between vibratory tool exposure and adverse health effects. Five cohorts, the Suomossalmi forest workers cohort, Volvo truck cab workers, Connecticut shipyard workers, and matriculating dental hygiene students and experienced dental hygienists have been under study. In the case of shipyard workers, there was survey and tool exposure data from 1988, although detailed subject testing was only available within the timeframe of the study. The truck cab assembly workforce was an inception cohort that had been followed from 1994 along with age-matched controls. The Finnish forest workers had cumulative health data on a cohort (n=52) that had been studied from 1976. For a subset of these subjects, there was detailed tactometry testing in 1990, 1995, and 2003. Accordingly, there was historical as well as new prospective data for the industrial cohorts. The Suomossalmi cohort was reassembled only for our study, which precluded follow-up evaluation and because of retirement is almost certainly the last time this historic group will be studied. The study features are: • Characterization of the exposure response relationship for hand-arm vibration through a study design, incorporating multiple cohorts, some having existing historical data, • Selection of cohorts to include different types of vibration: oscillatory (forest workers) impact (truck cab workers), high frequency (dental hygienists) and mixed (shipyard workers), • Inclusion of two inception cohorts: dental hygiene students and Swedish truck cab workers, • Methods for multi-site and historical integration A description follows. [ ] Methods The study included surveys, physical evaluation, and a selection of battery of “best tests” (cold challenge plethysmography, multi-frequency tactometry, segmental sensory nerve conduction velocity [SNCV]1,2,3) applied across groups to quantify responses to exposure. Exposure monitoring included exposure characterization through daylong data logging at the individual level. Workers at each site were instrumented with a microcomputer-based Vibration Exposure Monitoring (VEM) system, developed at the Biodynamics Laboratory of UCHC and about the size of a police walkie-talkie, to record user-specific tool-operating times, vibrations, and grip forces throughout all, or a representative part, of their workday. More specifically, data logging methods involved the direct monitoring of work cycles, involving tool operation time and measures of tool vibration, namely the root-mean-square (RMS), root-mean-quad (RMQ), and root-mean-oct (RMO), and grip forces, each calculated per minute. For this study, the questionnaire was homogenized with other vibration studies4,5,6. Cross-translation was directed by the multi-lingual investigators, and then reviewed by the study team. Tubular Handles can negatively affect the contents of the carpal tunnel. Years of injuries from grasping handles for tools and machines can cause carpal tunnel syndrome, tendonitis and wrist joint injuries. The can cause inability to use a hand and resulted in the longer absences from work than injuries from falls, accidents or fires.1 Cylindrical, tubular and rectangular handles are rolled flat structures. They place the hand on a rolled flat surface where the ends of the middle and ring fingers overlap the index and small fingers. They are pulled along a series of lines that contact the end joint of the index finger, the middle bones of the middle and ring fingers and the end bone of the small finger. Cylinders are pulled diagonally in the hand toward the carpal tunnel (CT) area. Gripping in this manner tenses asymmetric muscle groups in the forearm. Handles could work better if they do not place pressure on the CT and conform to the natural function or neutral hand position where the hand rests or dangles at the side of the body, the finger tips form a diagonal, the palm and fingers form a cup, the thumb rests between the index and middle fingers and the wrist is mildly extended. However, handles designed for the neutral position are pulled by diagonally oriented fingers into the valley between the thenar and hypothenar muscles where they can compress the median nerve and tendons exiting the CT. Seven principles for handles that do not place pressure on the carpal tunnel and employ optimal hand position are presented. First, handles should align the ends of the fingers parallel to the horizontal crease and not diagonally. Second, handles should extend from the cupped fingers to meet the muscles at the base of the thumb on the radial side of the hand and extend further on the other or ulnar side to meet a portion of the small muscles. Third, handles should have a recess on the proximal side to prevent contacting or placing pressure on the carpal tunnel. Fourth, handle design should be based on hand measurements in a position of function. Fifth, handles should come in sizes. Sixth, handles should be placed on tools to maintain the wrist and elbow in neutral position. The seventh is handles should support the maximum area of the hand and absorb, but not direct, vibration to the carpal tunnel. These principles led to prototypes and patents for handles for gripping, pinching and squeezing2,3,4 . The poster will illustrate and explain the principles Bonsil handles. Research, with existing tools, is needed to substantiate claims made for the Bonsil handle.

Because of U.S. dependency on imported critical metals, the Bureau of Mines has conducted research to evaluate the possible substitution of nitrided low-alloy steels for higher chromium-containing alloys. The corrosion data for nitrided steels are limited primarily to the Soviet literature. The objective of this study was to determine the corrosion properties of six commercially nitrided low-alloy steels in a 5-wt % NaCl solution at pH 4. Weight-loss tests indicated that, in deaerated test solutions, most of the nitrided steels were less corrosion resist-ant than nontreated steels. However, electrochemical tests indicated that under more oxidizing conditions, nitrided materials are converted to a passive state with a significantly reduced corrosion rate. Elec-trochemical tests performed in an aerated environment confirmed the passivity of the samples in an oxidizing environment.

Almost every process has a predecessor, and studying the predecessor helps to define needs and shortcomings to be addressed in the new design. It also suggests what information is needed by the users in order for them to be able to operate safely and effectively. The end users of a system can provide important feedback to better evaluate the current and proposed designs. When new technology is introduced into a system, mishaps may occur before it is realized that human-system interactions were not considered adequately in the design process. A systematic methodology to evaluate the causes of these injuries and to develop remedial recommendations can enhance safety. This paper illustrates how such an approach was used to assess remote machine operation in underground coal mines. The dynamic work environment of underground mining with its unpredictable geologic anomalies can result in numerous hazards. Many of these hazards, including mine roof collapse, occur near the working face where coal is being extracted. The face area is also where the most intricate interactions of people and equipment occur. For these reasons, a high priority has been placed upon minimizing hazards to the workers at the face. A remote control operation was introduced to provide a safer working distance from these hazards. As the remote control technology began to be widely used for extended cut mining operations, new issues became evident. It was essential to develop mechanisms for mines to evaluate these issues in order to predict and reduce injuries. Mining methods and equipment changes must allow for the ability of workers to adapt to changes in their dynamic mining environment. Consideration should be given to how the worker will use familiar information to make decisions in now unfamiliar situations. There will be both intended and unintended consequences [Merton, 1949]. Designers try to anticipate and eliminate surprises, but it is impossible to eliminate them all. How, then, will the new system affect the tasks to workers which are currently accustomed? As suggested below, this question may be addressed and more of the unintended outcomes predicted with a planned design process which includes strong human factors input to determine interactions and behaviors of participants.

"Everyone admits that there are more accidents in metal mines than there should be but there is much difference of opinion as to the causes of accidents, whether avoidable or unavoidable, and the amount of responsibility attaching to the miner and the mine operator, respectively. However, it seems that one of the main reasons why there are so many accidents, is that there is so little general knowledge regarding their causes and costs. Some information regarding the costs and causes of metal-mine accidents is presented in this paper.The data contained were obtained from a study of the complete accident and medical reports of two large metal-mining companies, which carry their own insurance. Path maintain hospitals with competent medical attendants. One of these companies also maintains a very efficient safety bureau, consisting of a safety engineer, with two assistants who work in connection with the medical department, and with the safety committee made up from among the miners themselves.Daring the year of 1920, ""A"" Company employed approximately 900 men, and these men worked more than 270,000 shifts. There were 373 minor and major injuries, among these 900 men, hence assuming that each injured man was hurt cut once, 41 per cent of the men who worked in this mine received some kind of time-losing injury during the year. On account of these injuries the injured men lost 3731 shifts, and thus the time lost due to injuries amounted to approximately 1.4 per cent of the total number of shifts worked,"

The last previous Bureau of Mines publication relative to details of permissible methane detectors (Bulletin 331, published in 1930) describes detectors of four different types, namely flame, combustion, catalytic, and a combination Weatstone-bridge and catalytic type in which catalytic action at the surface of a platinum filament when in methane causes a change in the temperature and resistance of the filament, thus unbalancing the bridge circuit and giving a reading proportional to the methane concentration. Three detractors of the latter type have been approved since 1930. A brief description of each follows: U. C. C. Detector Approval No. 902, covering the U. C. C. indicating detector, as described in Bulletin 331, was extended. January 27, 1930, to cover important changes in design that permit checking the calibration of the detector at any time whether in gas or fresh air. Essential features of the detector are shown in figure 1.

The purpose of this work was to develop and field test improved knee protection for underground coal miners working in low seam mines. In a previous phase of this contract (Sanders, 1982), experimental knee pads were developed and field tested. The field test revealed several design deficiencies with the knee pads, and suggestions for improving the design were made. The work summarized in this report, therefore, consists of modifying the design and method of fabrication of the knee pads originally describes by Sanders (1982), and of field testing the improved design. The new prototype was shorter and wider than the original design, and used a neoprene pass-through strap design rather than a cloth strap molded into the pad itself. The new prototype was constructed by slush molding a hollow bladder that was then filled with foam. Initial reactions to the pads in the field test were very positive. However, after two months, the opinions about the new prototype became less positive. They were judged, generally, to be no better or worse than the pads usually worn by the field-test participants. Problems were encountered in the field with respect to durability. Water seeped into the inner cavity of many of the pads and caused the foam to deteriorate. It was concluded that it would not be cost-effective or feasible to significantly improve upon current commercially available knee pad designs.

This paper is one of a series on milling methods being published by the United States Bureau of Mines. Atlanta is in Elmore County, Idaho, about 80 miles from the railroad at Mountain Home, Idaho. The concentrator is at an elevation of, 6,000 feet and located in a timbered, well-watered region of relatively heavy snowfall. The snow, however, does not seriously affect local operations. The track road to Mountain Home, which passes over a mountain range, is closed each winter from about November 1 to June 15. During this period concentrates are stored and bullion is shipped by airplane. Power is generated by a Diesel engine and by an auxiliary hydroelectric plant. Gold is the principal metal produced; the or also contains an able quantity of silver.

Ecuador&apos;s economy continued to slow in 1982 due, in part, to declining foreign demand for oil, depressed world oil prices, and high international interest rates. Real growth of the gross domestic product (GDP) was estimated to be in the 2% to 3% range, down from the revised 4.3% recorded in 1981 and the 4.5% anticipated officially. In current prices, the GDP in 1982 was estimated at $12.1 billion.2 Inflation abated slightly from that of 1981 to an estimated 13.9% annual rate. The sucre was devalued in May by 32%, the first time in more than a decade, as a result of the pervasive flow of capital abroad. Ecuador&apos;s production of petroleum increased an estimated 1.9% in 1982 compared with that of 1981. The consortium of Corporación Estatal Petrolera Ecuatoriana (CEPE), the state oil company holding a 62.5% interest, and Texaco Inc. (37.5%) produced an estimated 98%, or approximately 211,000 barrels per day, of the total from the northern part of El Oriente, the eastern jungle region, where a Texaco-Gulf Oil Corp. partnership discovered oil in 1967. Gulf subsequently sold out to CEPE in 1977 for $117 million, Remaining production was from the Santa Elena Peninsula Fields on the Pacific coast where production has been steadily declining for several years.
