To clean coal mine air by developing a low-cost scrubber suitable for belt transfer and similar applications. Approach Design a scrubber operated by water only, with no moving parts. Use conventional water spray nozzles located within a duct to both move and clean the air. Use a droplet eliminator to get the water droplets and mist back out of the airstream. How It Works Conventional scrubbers require a mechanical fan driven by either an electric or a hydraulic motor. They also require water sprays and some type of scrubbing mechanism. The water powered scrubber, however, offers higher reliability over conventional scrubbers since it utilizes the water sprays to both move the air and scrub the particulate from the air. Conventional water spray nozzles are placed near one end of a rectangular duct open at both ends. The sprays are directed towards the far end of the duct where a stationary wave blade water droplet eliminator is located. Movement of the water spray droplets coming from the nozzles generates (by momentum transfer) an air movement In the same direction as the sprays. The question of earth models has repeatedly arisen in our work. An accurate representation of the seismic properties is required for three reasons: 1.To be able to determine from a set of received arrival times, the location of a seismic source in the earth, and secondly the degree of accuracy required in the model used for calculating source location from the set of arrival time differences. 2. To be able to determine the expected arrival times at an array of geophones produced in response to a hypothetical source in the earth. 3. To be able to estimate received signal strengths more accurately. The work reported here on earth models is based on information from sever- al consultants and from others who expressed an interest in the problem and supplied information to us. II. COAL MINE GEOLOGY On one of our earlier assignments for the Bureau of Mines, Earth Science Research Inc. of Cambridge, Massachusetts prepared for us a short description of the lithology to be expected at coal mine sites. This description follows, together with the ranges of compressional seismic velocities (Figure I*) associated with typical materials comprising the layered structure of a coal mine area. Coal is primarily associated with fresh water sediments including sandstones, shales, and clays, and occasionally may be metamorphased to varying degrees. In the Appalachian Basin the coal beds occur within cyclical sequences of non-marine shales, sands tones, conglomerates, limes tones, and clays. The beds range in thickness from a few inches to 60 feet, averaging between 2 feet and 10 feet. They have generally broad areal extent, occasionally up to 5,000 square miles, and have an overall tabular or lens-like shape. Within a particular lens, local changes in thickness are normal.

Regardless of how a mineral deposit in first discovered or by whom, any mining enterprise based upon it must pass through a preliminary stage of exploration. The common understanding of ?exploration? among mining engineers is well-expressed by Jackson and Knaebel:3/ Exploration work ranges from that performed by the individual prospector employing only the simplest tool, and equipment to elaborate campaigns involving the expenditure of largo stuns of money end the use of churn- car diamond-drilling equipment, large test-pitting crews, or sometimes a regular mining organization. In any event, the object is to determine as accurately as possible, with the funds available, the size, shape, and other characteristics of the ore bodies and their average value or grade.

The first steps in the process of mine evacuation are the recognition of a problem and an attempt to communicate the problem to miners who may be affected. This chapter will focus on the way that a problem, fire, came to the attention of mine personnel and the messages that were sent to miners in the affected areas. The concept of information uncertainty, which was introduced in chapter 4, will be discussed as it influences problem perception and diagnosis. Sociotechnical and interpersonal communications will be explored and suggestions for improving these systems will be offered. It might seem that the first indication of a dangerous fire would motivate individuals to take self-protective action, to evacuate the affected area or structure, and to provide clear warning to others who are in danger. Research has actually shown that in most situations this does not occur. Instead, time is taken to gather more information, confirm information that is provided, and consider possible alternative explanations that could account for the given circumstances [Canter 1990; Scanlon 1979; Bickman et al. 1977]. This process of confirmation can lead to the loss of critical time. Canter [1990] summarizes the problem in his book, which reports studies of a number of fire events: "As discussed throughout this book, ambiguity and confusion, incoherent instructions and time-wasting actions, lack of appropriate instructions and misunderstanding of the nature of the event that is unfolding, are all hallmarks of fires and emergencies that kill people." In this chapter, the detection of each mine fire and the communication of warning to endangered miners will be reviewed with an emphasis on how those processes were affected by the availability and use of information. Information can become available through a variety of mechanisms during an emergency situation. First, cues may be taken directly from the environment. Smoke is an obvious example. Secondly, mechanical devices, such as smoke detectors, may provide warning messages. A third source of information is interpersonal communications. These can occur face-to-face or through some mechanical device such as a telephone. With all three methods there is a possibility of miscommunication, misunderstanding, and misinterpretation. All of these means of communication were used with varying degrees of success in the three mine fires analyzed here. A fire, like any nonroutine situation, engenders uncertainty about a diagnosis and understanding of the problem [Mead 1938]. This uncertainty leads to delays in realization of the seriousness of the situation and therefore in the proper response to it. Delay in action is an important concern in any fire setting, but is even more at issue in underground coal mine fires. Mine fires are qualitatively different from structural blazes: workers' escapeways may be miles long; the seam height at many operations is so low that it is impossible to walk upright; access to underground workings is always limited to a few (sometimes only two)

A brief description is given of various Bureau of Mines research activities that have begun since July 1974 and are not being reported on by others at the Third West Virginia University (WVU) Conference on Coal Mine Electrotechnology. An essential feature of the various projects is that they are pragmatic. The projects are applied research and are carried out both by the Bureau in-house research group and by other research groups through contract research. Projects have been directed toward wired-type communications with a special effort to modify the wired systems so as to be more effectively used. The projects are in three groups: Pager phone systems, trolley line phone systems, and guided-wire wireless communications. Also, a brief sketch is given of research that is essential for further developments in mine communications. From the early results of these various projects, the Bureau has good reason to project that there will be improved performance of existing communication systems and that communications will be extended to other individuals working in areas that are excluded from present mine communication systems.

This chapter details the perspective from which collected data have been examined. The first part, intended primarily for lay readers, discusses several topics related to mining as an enterprise. Initially, the organizational functioning of atypical large mine will be described. It is the formal structure above a miner that decides the conditions of his or her work. A second point of concern is the technology itself An underground coal mine is a sociotechnical system, with workers and machines organized in particular ways during production. Third, general conditions and dangers underground will be described in detail. The physical environment of an operation is a powerful factor in the work life of miners. Fourth, a discussion of the process of formal training is given. During this training, a new worker is taught what the organization expects of him or her in the role of safe, productive, coal miner. Next, there are outside organizations that act as significant forces in the workplace. Examples include the Mine Safety and Health Administration (MSHA), State agencies, and the United Mine Workers of America (UMWA). The roles of these entities will also be examined. The second part of this chapter will depict each study site as a concrete setting, so that findings can be interpreted in their proper context. The Organizational and Technical Nature of Mining A coal mine is a complex system. It is defined as all parts of a mining plant's property (both underground and surface) that contribute, under one management, to the extraction or handling of coal [American Geological Institute 1997]. As suggested, many functions that must be carried out at an operation are only indirectly related to coal mining and processing. Even the jobs that are di¬rectly related tend to be numerous and varied [Wallwork 1981]. According to Palowitch [1982], the chief reason for this sophistication is that "after more than two centuries of exploiting our coal resources, today's coal industry finds itself saddled with a horrendous legacy of human impairments and environmental damages which society demands be corrected." Now, the effects of government regulation are evident in every aspect of the mining industry. Any operation, if it is to survive, must be administered with an eye for social efficiency and accountability. Long-range planning is needed to ensure that the mine produces coal in a cost-effective manner. One of the first things that must be considered is location and method of access. To extract coal from an underground mine, a coalbed (or "seam") must be reached from the surface. The term "portal" is generally given to any entrance that provides access to a coal mine. In hilly terrain, such as is found in Appalachia, the coal may "outcrop" on a hillside. This allows direct

The presence of sulphur compounds in petroleum and its products is, generally speaking, undesirable, and the problems involved in removing such compounds are of great importance to the petroleum refiner and to the manufacturer of gasoline. There are several types of these compounds which are dissimilar in physical and chemical characteristics, as evidenced by different objectionable features which they exhibit, and special treatments have been developed to meet conditions existing in various products. This paper deals with the treatment of natural-gas gasoline for the removal of certain sulphur compounds which, if not removed, impart on objectionable odor and in addition badly discolor the product. The presence of this particular type of sulphur compounds is detected by the "doctor" test.* In some instances natural-gas gasoline is purchased on "doctor" test specifications, and the ordinary purchaser, while not buying on "doctor" specifications, is insistent in his demand for a water white product. Gasoline which fails to meet the "doctor" test, if not received by the buyer within a few weeks after time Of manufacture, may be "off color" enough to warrant a deduction from the market price.

"One of the most serious long term health problems associated with underground,mining is Coal Workers Pneumoconiosis (CWI'), more commonly known as Black Lung Disease. It occurs in some coal workers, normally after 15 or more years of exposure to coal mine dust, and leads to a variety of respiratory problems. Two types of pneumoconiosis are recognized simple CWP, which has been estimated to affect 6.9 percent of miners and is a condition that does not impair the miner's ability to work nor reduce life expectancy; and a more severe form of black lung (called progressive massive fibrosis) that occurs in about one percent of the cases and results in severe lung damage.Although the relationship between coal dust and CWP has long been recognized, detailed knowledge of the relationship is insufficient for setting up authoritative guidelines to reduce the health risks for those employed in dusty,underground environments. CWP is not only a health problem for workers that causes considerable distress, it is also a very expensive problem the total annual costs associated with CWP approach two billion dollars.As part of its efforts to combat CWP, the U.S. Bureau of Mines in 1983 established a Generic Mineral Technology Center to carry out basic research into all aspects of respirable coal dust:— control of dust generation — the behavior of dust in the mine — characterization of dust particles interaction of dust and lung— the relationships among dust generation and mobility and the mine environment, geology, and seam characteristics,Penn State, West Virginia University, the University of Minnesota, and the Massachusetts Institute of Technology are involved in this research, which is administered from the Department of Mineral Engineering at Penn State.Our work is one of the seven projects to be conducted at Penn Slate. We are concerned particularly with the characterization of dust and its relationships with the mine environment, and our main goal is to establish standard procedures for describing and measuring these variables.Coal DustCoal dust is a very complex material that varies greatly in chemical and mineralogical properties. Moreover, it is not the only constituent of respirable dust in the mine. When a coal seam is mined, it is inevitable that rock particles other than coal are included in the material. This rock comes from the mine roof, the floor, and the partings and inclusions within the coal scams. Since the roof and floor strata, the partings and inclusions are often stronger than the coal, mining them frequently causes more dust than mining the coal itself. One of the objectives of our research is to find the relationships between a specific coal's characteristics before it is mined and the respirable dust characteristics after it is mined. We are particularly interested in the size distribution of particles, the chemical properties, and the mineralogical properties."

"INTRODUCTIONOrganics extractable from respirable diesel exhaust soot particles by organic solvents have been known for some time to be direct acting frameshift mutagens in the Ames Salmonella typhimurium histidine reversion assay (Huisingh, et al). Upon deposition in a pulmonary alveolus or respiratory bronchiole, respirable diesel soot particles will contact first the hypophase which is coated by and laden with surfactants. To model interactions of soot and pulmonary surfactant, we dispersed soots in vitro in the primary phospholipid pulmonary surfactant dipalmitoyl glycerophosphorylcholine (lecithin) (DPL) in physiological saline. We have shown that diesel soots dispersed in lecithin surfactant can express mutagenic activity, in the Ames assay system using S. typhimurium TA98, comparable to that expressed by equal amounts of soot extracted by dichloromethane/ dimethylsulfoxide (DCM/DMSO)(Wallace, et al, 1987). Here we report additional data on the same system using additional exhaust soots and also using two other phospholipids, dipalmitoyl glycerophosphoryl ethanolamine (DPPE), and dipalmitoyl phosphatidic acid (DPPA), with different ionic character hydrophilic moieties. A preliminary study of the surfactant dispersed soot in an eucaryotic cell test system also is reported.MATERIALS AND METHODSSoots D4 and D6 were collected at two different times as scrapings from the exhaust pipe of a diesel tractor-trailer immediately after the engine was stopped. Surfactant dispersions were made by ultrasonic probe sonicating 25 mg of commercially obtained DPL, DPPE, or DPPA into 1O ml of O.85% physiological sterile saline (PSS) for 10 min at 40 watts power. For surfactant dispersions, 2.5 mg soot was mixed into 2.5 ml of the appropriate phospholipid dispersion. Mixtures were sonicated by 40 watts sonicator probe for one min, then incubated in the sonicator water bath for 30 min at room temperature; the mixture was then incubated for one hour at 37C while being rotated continuously. Dilution series were made with saline. For solvent extraction, 2.5 mg soot was mixed into 2.5 ml of DCM and incubated in a sonicator water bath for 30 min at room temperature. The sample was then mixed with 2.7 ml DMSO, placed in a dry bath at 45C, and the DCM evaporated under a stream of nitrogen gas until 2.5 ml of liquid remained. Ames salmonella/microsome assay utilizing TA98 for frameshift mutation was used for mutagenicity testing, with and without S9 activation, as described by Ames et al (1975). Unfiltered sample extractions or dispersions were preincubated with tester cells for 90 min at 37C : 0.1 ml of sample was mixed with 0.5 ml of PSS, or of S9 mixture, and 0.1 ml of an overnight TA98 culture incubated samples were then added to 2 ml of top agar supplemented with biotin and a trace amount of histidine, and overlayed onto Vogel-Bonner minimal media plates. After 48 hours incubation at 37C, revertant colonies were counted. Solvent controls were DMSO, DPL, DPPE, DPPA, and saline. Positive controls were trinitrofluorenone (1 ug/plate), for samples not treated with S9, and 2-aminoanthracene for S9 treated samples (2.5 ug/plate). All samples were assayed in duplicate. Sister chromatid exchange (SCE) assay was performed, following Lett, et al (1981), using V79 cells, of Chinese hamster pulmonary fibroblast origin. Stock diesel sample suspensions were made as 10 mg soot/ml DPL suspension, or 20 mg soot/ml in DMSO. Aliquots of these soot preparations were added to 15 ml of culture medium per sample flask to result in concentrations of 25, 50, and 75 ug soot/ml medium. After 12 hours incubation, 200 ul of 25 uM 5-bromodeoxyuridine (BrdU) was added to each flask. After another 35 hours incubation, 200 ul of 10 ug/ml colcemid were added; and the cells were harvested three hours later. Cells were swollen by hypotonic saline, and fixed twice with methanol/acetic acid, and burst on microscope slides. Cells on the slide were stained with Hoechst 33258, exp"

Each year at least one and in some years several explosions are reported as having resulted from firing of mudcapped shots in coal mines; undoubtedly a number of small or local explosions occur that are not reported; in addition there are numerous accidents, some of them fatal, attributable to this reprehensible blasting practice. It is surprising that so few explosions and other accidents from this cause occur since the practice of firing mudcapped, Even in gassy "adobe," "dobe," "sand blast," or "bulldozed" shots is widespread. mines where general blasting is safeguarded by being done with permissible explo- sives, rocks or bowlders frequently are blasted with mudcapped shots of dynamite; even if permissible explosives are used, this type of shooting is dangerous. The usual method of preparing a mudcapped shot is to place the explosive, either in loose or cartridge form, with the detonator or "cap" on top of a piece of rock or coal and cover it with several handfuls of moist clay, loam, sand, or When the shot is road dust; in many cases there is no covering of any kind. fired a dense cloud of dust, together with an intensively hot fleme, are thrown into suspension, and if the dust is explosive or ignitable an explosion or igni- tion is likely to result practically simultaneously. The presence of gas greatly increases the explosibility of the dust, as well as the probability of an ignition. Every shot, of any known explosive, fired in a coal mine without having the charge properly confined in a drill hole and tamped with incombustible stemming to the collar of the hole, is capable of initiating an explosion that may cause the death of every man in the mine. Approach The present design of the dust helmet prevents use of the miner's cap lamp when the front shield is raised, When the shield is raised I the cap lamp is directed at the mine roof or back, making the lamp useless in the event the miner needs to wear his self-rescuer. A flip bracket was designed by the Bureau of Mines to correct this situation. How It Works The safety hat is modified by the addition of lamp clips, a bracket and a hinge on the cap lamp and face shield. Two clips hold the lamp cord firmly to the helmet. Accidents occur when least expected, from sources that we rarely anticipate and with outcomes that can vary greatly. Anyone who has ever been involved in an automobile accident knows, the transition from driving comfortably and safely down a highway to being involved in a potentially life-threatening situation can occur in a heartbeat. Accidents on the job are no different. The mining industry has a relatively small number of electrical injuries, compared to industries such as construction or agriculture, due to the small total employment in mining. Mining does, however, have one of the highest occupational electrocution rates of any U.S. industry, at 2.8 for every 100,000 workers per year. This is approximately four times the average for all industries. Data from the Mine Safety and Health Administration (MSHA) shows that 75 electrical fatalities occurred in the mining industry between 1990 and 1999. Of these, at least 17% involved high-reaching mobile equipment that contacted overhead power lines.

The mining law of the Belgian Congo does not cover the Province of Katanga nor the District of Kivu (in Eastern Province). Regulations of the Comité Spécial du K tanga are in force in Katanga and those of the Comité National du Kivu in Kivu. The three laws differ only in detail, and grants made by the Comité Spécial du Katanga or by the Comité National du Kivu must be approved by the Ministry of Colonies. The following résumé is designed to coordinate the three sets of regulations.

[The meaning of the term "bauxite' has always been somewhat vague and indefinite, and the term has been used in various applications to denote sometimes a rock, sometimes a mineral, but more frequently an ore. It seems logical to think of bauxite as an ore, however, because a very large part (probably at least 85 per cent) of the entire world's production of bauxite is at present being used as a source of aluminum and aluminum chemicals. In the United States there are two districts that, produce bauxite - the Arkansas district and the Alabama-Georgia-Tennessee-Mississippi district. The deposits in Mississippi have been discovered recently and are riot as yet productive but it seems reasonable to consider them as apart of the-district hat includes the deposits of Alabama, Georgia, and Tennessee. The, two districts are often referred to as the Arkansas field and the Appalachian field. Of these two the Arkansas field has been by far the largest producer, and at present over 90 per cent of the bauxite production of they United States comes from the Arkansas field. The bauxite industry in the Appalachian field had its beginning in 1889, and since that time the total production of the states of Alabama, Georgia, and Tennessee has been, nearly a million tons. The production of bauxite in this field has languished in the last five, or six, years, and In 1927 its production was only about 14,000 tons, according to Harder4. The recent decrease in production is due mainly to the fact that many .of the known deposits of commercial-grade ore have become exhausted. There are, however, considerable quantities of low-grade bauxite in the Appalachian field, but these have not been available because there has been no satisfactory way of concentrating low-grade bauxite. The quantity, of low-grade material in the Appalachian field is probably, fully as large as the tonnage of commercial ore which the field has already produced.]

Provide ear protection which allows normal, unaltered hearing at low noise levels, yet protects the wearer from excessive noise. The Approach: A commercial earmuff with integral speakers has been adapted with a special amplifier so that low sound levels are not affected, but higher noise levels automatically reduced. How It Works: The discriminating earmuff developed by the Bureau of Mines has two modes of operation. In the first mode, where input sound levels are less than or equal to 83 decibels, the wearer will perceive noise at its actual level. For inputs in excess of 83 decibels, the second mode of operation begins and the sound perceived by the wearer is progressively attenuated, or reduced, as the input level is increased. A recognizable difference still exists between two adjacent sound levels enabling the wearer to differentiate between them.

Proper design characteristics for a seismic system to locate miners during a mine disaster are considered in terms of a total system concept. Field hardware, processing equipment, operating personnel, deployment, training, and supportive R and D are necessary elements of the total system. Each of these elements is discussed and an indication given as to the requirements necessitated by each one. Hardware must be portable, rugged, and fieldworthy. Processing equipment must be simple to operate, expandable for future processing improvements, and ruggedized for field use. A small well-trained team must be available for quick response in times of emergency. Alternative deployment procedures are necessary to allow for a variety of situations including both ground and air delivery. Supportive R and D is used to support training and upgrading of the system.

"Information gathered during recent months by field men of the U. S. Bureau of Mines shows that in one State alone there have been 71 fatalities from electrical causes during the last 51/2 years, of which 55 were from contact with mine trolley wires operated at 250 volts or less, direct current. The 1928 law relating to the guarding of trolley wires in the-mines of this particular State reads: ""All trolley wires carrying a voltage of class 2 must be properly shielded except where the same are at least 61/2 feet above top of rail."" Class 2 voltage is defined as being ""between 300 volts and 600 volts direct current, or 240 volts and 480 volts alternating current."" From this it may be inferred that no guards are required, for 250-volt trolley wires, and the natural conclusion to be drawn is that the lack of guards or shields must be held responsible for these fatalities. To prevent fatalities from this source, it has been advocated that every foot of trolley wire in mines should be guarded. While some such drastic step may appear to be amply justified, a closer examination of the records shows that lack of guards is not entirely responsible but rather that carelessness and neglect in the observance of certain well-established simple rules concerning installation and location of trolley wires must also bear a share in the responsibility. In -other words, if trolley wire is installed carelessly and its maintenance neglected, failure may be expected of any guards that have been put up.There are a-number of factors affecting safety as related to trolley wires in mines, among which the following may be enumerated.1. Installation relative to track and passageways.2. Guarding.3. Maintenance.4. Discipline.Acknowledgment is made to D. Harrington and K. L. Marshall of the safety division of the bureau for assistance given in securing data on cost of installing guards for trolley wires.The statement that fatalities should not be charged in every case to lack of guards is supported by the following example: A man operating a locomotive was electrocuted when the trolley wheel jumped the 250-volt trolley wire and allowed it to sag against his shoulder. He was sitting in the regular place provided in the locomotive, but the wire was 11 inches inside of the rail and only 39 inches above it where the wire touched him, or 11 inches from the roof at a distance of 12 feet from the nearest hanger. The accident occurred between two hangers 44 feet apart, and the trolley wire was inside the rail over the entire distance, being 2 inches inside at one hanger and 10 inches inside at the other hanger. A bolt in the roof indicated that there had been a hanger at one time between the two on the 44-foot span.This example is a violation of good practice in the installation and maintenance of trolley wire. In the first place the wire should have been outside instead of inside the rail. In the second place there should have been at least one intermediate hanger so that the span would not be so great and the sag would be reduced. Furthermore, it is possible that the wire was not taut enough even when the intermediate hanger was in place.To provide a degree of safety for men in the mines certain coal-mining States, recognizing the need, have enacted laws to regulate the installation of trolley wires. These limit the distance that the wire must be kept outside and above the rail. Thus, the 1927 mining laws of Ohio specify that:"

"The prevalence of accidents in the coal-mining industry has prompted a study of the workmen's compensation laws of the various States and the statistics of accident costs, for the purpose of explaining to operators how the compensation laws are regulated and to show the cost of accidents.The subject of compensation laws and accident costs is by no means new, but the prevalence of coal-mine accidents would indicate that the mine operator in general is not thoroughly conversant with their importance. Unquestionably, compensation laws are a large factor in promoting accident prevention, and it is believed that a greater measure of success would be accomplished in preventing accidents if all mine operators were fully aware of their important bearing on the cost of production.Many operators seem to be indifferent to accident occurrence; possibly they do not real¬ize the seriousness of the accident hazards that exist in their mines, even after the hazards are brought to their attention. There is no question that material financial advantages are to be gained by the prevention of accidents and it would appear that when these advantages are thoroughly understood, operators would be anxious to eliminate, insofar as is feasible, conditions likely to cause accidents.The unsettled state of the mineral industry and the irregular operation of mines during the past several years has probably been an important factor in influencing the apparently indifferent attitude of the operator. The chaotic conditions in the mining industry and especially in coal mining are unquestionably a factor that tends to increase accidents, just as mine idleness increases roof hazards and results in deterioration in mechanical, electrical, and haulage equipment, and promotes disorganization of the personnel. During such times greater efforts should be exerted toward the prevention of accidents because of these increased hazards and of the financial advantages brought about by the various savings to be effected when mine accidents are held to a minimum.This report on accidents in the coal mines of Pennsylvania was made possible largely through the cooperation of William J. "Generally, the hazard of cool-dust explosions in tipples and cleaning plants is not given the consideration that is given it underground. This lack of consideration is probably due to failure to appreciate the potential hazard. An explosion in a tipple or cleaning plant is basically little or no different from an explosion underground. If bituminous-coal dust is raised into a cloud in the air and comes in contact with arcs from motor brushes, switches, or open flame, the dust is very likely to ignite, and flame will very probably propagate or extend through it if the quantity of dust per unit of air space is sufficient. The open space in a tipple or cleaning plant may reduce the violence of the explosion, but it is not likely to prevent ignition or propagation of flame.The movement of coal through a tipple or cleaning plant naturally puts into suspension a large amount of dust, which finally settles on exposed surfaces. Any disturbance that will put this dust into suspension in a sense enough cloud can result in the dust being ignited by an arc or open flame if one should be present. An explosion of bituminous-coal dust in a tipple or cleaning plant generally can be prevented either by keeping it thoroughly clean or by removing all sources of ignition, or both.The tests at the U.S. Bureau of Mines Experimental mine have shown that the explosibility of coal dust is proportional (other things being equal) to the ratio of the volatile matter to the volatile matter plus the fixed carbon, indicated thus:The volatile ratio for the Pittsburgh coal bed is calculated as follows:Therefore, as the volatile matter decreases the liklihood of ignition decreases; however, coal-dust explosibility depends on other factors also, such as fineness, dryness, and cloud density; and under some conditions other factors also intervene.Proof of the explosibility of coal dust in the absence of explosive gas has been shown in numerous cases in mines and mine plants and also by a series of tests. In these tests a dense cloud of dust is blown onto an open flame or an electric arc, almost invariably with resultant exploding of the dust. The Safety Division of the United States Bureau of Mines has made a number of demonstrations of the explosibility of Pittsburgh coal-bed dust, using a small gallery or box in which a cloud of coal dust is blown onto a lighted match; larger-scale tests have been made with an electric arc as the igniting agent. Bituminous-coal dust is readily ignited with a medium arc, but with low-volatile coals a larger arc is required. For test purposes, a 100-ampere arc has been used. Ignition has occurred readily under these conditions with Pocahontas No. 5 coal dust with ratios of volatile to total combustible of 0.232 to 0.253, and with Pocahontas No. 3 coal dust with a combustible ratio of 0.242. Lower Kittanning coal dust, with a ratio of 0.187, did not give definite ignitions, and Pocahontas No. 4 dust did not explode, although part of the coal-dust cloud ignited. It is probable that even the low-volatile coal dust will be found to be explosive with a higher-amperage electric arc as the initiating agent."
