Mining and processing cost analyses were conducted by the U.S. Bureau of Mines on stratiform zinc-lead-silver, coal, and stratiform barite deposit types that are found in the Colville Mining District. Reserves and gross revenues which would allow these deposits to be minable were modeled. A 15% Discounted cash-flow rate-of-return economic threshold was selected as the minimum acceptable return on investment for the three deposit types. The economic modeling indicated combinations of grades and tonnages for stratiform sulfide deposits that could be economically viable for orebodies ranging in size from 25 to 130 million metric tons. The gross revenues for a surface mine range from $200/mt for a 5,000 mtpd operation using the proposed South corridor to $140/mt for a 17,000 mtpd mine using the proposed North corridor. The economic modeling indicated underground coal mining was subeconomic for deposits ranging in size from 42 to 250 million metric tons. The required gross revenues ranged from $300/mt for a 2,200 mtpd mine to $21 D/mt for a 13,000 mtpd mine. The economic modeling indicated supplying projected in-state barite demand was subeconomic for the three seasonal surface mines modeled. The required gross revenues ranged from $600/mt for a 90,000 mtpy mine to $840/mt for a 6,000 mtpy mine.

The data for Test I describes an underground bituminous coal mine operation in a 48 inch seam, with an estimated production rate of 1,056,000 tons per year. The system includes four continuous mining sections, conveyor belt haulage, and a rail network for supply and personnel transportation. This section illustrates the input data sequence and the various report formats which may be selected for the printing of results. As explained earlier, at the present time, the elements of the Cost Data Library must be read in with the regular data input. Thus, in the input data listing, immediately following the required user input, are cards which contain the inputs of the cost library. Examination of the cost reports indicate the absence of cost values for some categories for which the system would normally be expected to incur costs. This situation has arisen due to the format of the cost data provided in the U. S. Bureau of Mines reports. An example of this is the charge of $20/ton for brattice cloth while no charge is indicated for stoppings. The test report data provided a single figure for ventilation cost without a supplemental breakdown. Thus the cost indicated for brattice cloth is actually the total ventilation cost. These explanations hold true for the data input and output for Test II, Appendix III.

This chapter includes tables for 1982 that were not available in time for publication of the 1982 Minerals Yearbook, but does not include corresponding tables for 1983. The value of raw nonfuel minerals produced in the United States during 1988 was estimated at $21.1 billion, an increase of $1.5 billion over the value for 1982. This is a reversal of last year's downturn in value from that of 1981, which was the only decrease noted since 1971; hence, an overall trend of increasing values has been maintained for 12 years, except for 1982. Although the reversal is a basis for cautious economic optimism, it is tempered by continued problems in the domestic mining industry: inadequate funds for capital investment and competition with other countries that have lower production costs. Output of metal commodities in 1983 increased for 8 out of 21 metals, and metal values, in general, increased for 9 of the metals. Output of nonmetal commodities was mixed, with 24 nonmetals showing increases, 20 showing decreases, and 2 unchanged. Nonmetal values were also mixed in 1982: 25 showed increases, 20 declined, and 1 was unchanged. Improvements in the international metals market have not been forthcoming because of the continued depressed prices for major metals. Governments in foreign producing countries have been concerned with maintaining employment and continuing foreign exchange flows through mineral exports. Consequently, the excess of supply in the face of shrinking demand brought downward pressure on metal prices in general, except for the precious metals. On the domestic front, this situation means U.S. mining companies must become even more cost efficient. The major trend in the mining industry in 1983 was to cut costs further, reduce or stabilize total production, reduce outlays for major capital equipment, modify existing systems and equipment, and streamline operations. Most of the accomplishments reported herein reflect this trend.

The value of raw nonfuel mineral output in 1980 was estimated at $24.8 billion, 8.5% above the 1979 value. Of the 21 metal commodities produced, quantitative output increased for 11 and decreased for 10. The values for 10 metals were up, 10 were down, and 1 was unchanged. Among the 47 non-metallic commodities produced, 14 showed quantitative increases, 32 declined, and 1 was unchanged. In terms of value, 32 nonmetallics increased, and 15 declined.

The Bureau of Mines investigated the flotation responses of two copper-nickel ore samples from the Duluth Complex with the objective of recovering bulk sulfide concentrates. One of the ores studied was taken from a test pit; the other was taken from a test shaft. The samples were quite similar except that the pit sample analyzed 0.35 pct Cu and 0.11 pct Ni and the shaft sample analyzed 0.69 pct Cu and 0.14 pct Ni. Flotation responses were studied in both laboratory and pilot plant tests. Pilot plant flotation responses were similar for both samples resulting in grades of 12.2 pct Cu and 2.5 pct Ni for the pit sample and 12.2 pct Cu and 2.1 pct Ni for the shaft sample. Weight recoveries were 2.5 pct for the pit sample and 5.2 pct for the shaft sample. Copper and nickel recoveries for the pit sample were 87 and 62 pct, respectively, and 92 and 73 pct for the shaft sample. Both concentrates contained small but significant values of cobalt and precious metals. Cobalt recoveries were low--less than 40 pct for both concentrates. Precious metals contents of the concentrates were 1.59 oz/ton for the pit sample and 0.99 oz/ton for the shaft sample. Silver was the predominant precious metal by weight, but platinum and palladium represented the highest values.

This chapter presents MSHA data on mine employment and active mining operations during 1986-1995. Figures 3-1 through 3-10 show, for each commodity, the location of mine operations in 1995, and employee hours and active mining operations by year during 1986-1995 for mine operators. For coal and nonmetal operators, the number of active mining operations and the number of employee hours decreased over the 10-year period. For metal operators, the number of active operations decreased, while the number of employee hours increased. For stone and sand and gravel operators, the number of active operations and the number of employee hours remained about the same. Figures 3-11 and 3-12 show that over the 10-year period, there was an increase in the proportion of hours worked by contractors in coal mining, while the overall employment decreased. For metal, nonmetal, stone, and sand and gravel combined, the proportion of contractor hours increased, with overall employment also increasing. Table 3-1 shows the distribution of hours worked during 1986-1995 by commodity and type of operation. For coal, the majority of hours worked were in underground mines. For metal, nonmetal, and stone, the largest number of hours worked were in mills and preparation plants. For sand and gravel, all work hours other than office were in surface mines. [ ]

THIS CHAPTER of the Minerals Yearbook relates to employment data and injury experience in the metal, nonmetal, and quarrying industries. Combined statistical data on the mineral industries as a whole can be found in volume Ill. Each industry in the chapter is shown separately, and no attempt has been made to combine and show an overall picture. The voluntary reporting of data on injuries and employment by operators of metal and nonmetal mines and quarries has contributed substantially to the promotion of safety in these industries. Data on injury and employment in the clay mining and milling industry are included for the first time. Table 6 contains data for clay mines only for 1955 and for clay mines and mills for 1956. The clay-mill figures are included with other nonmetallic mills in table 5. The information for norunetallic mills was compiled and published for the first time in the 1955 issue of this report.

The Maslach Burnout Inventory (MBI) was administered and scored for 154 Mine Safety and Health Administration (MSHA) employees kom the US Department of Labor. These employees serve as accident investigators for serious accidents and fatalities as part of their job duties. During a workshop on stress designed for them, subjects volunteered anonymous written anecdotes, confirming and illustrating the findings. The subjects represented locations across the USA and all mining commodities: coal, metal, non-metal, stone, and sand and gravel. The Maslach Burnout Inventory assesses three aspects of experienced burnout: emotional exhaustion, depersonalisation, and reduced personal accomplishments. The average results of the scores for each of the three subscales for the study group of MSHA accident investigators fell in the moderate range. These scores show that the subject population was at some risk for emotional exhaustion and depersonalisation, tending toward burnout. The group evidenced a lower sense of personal accomplishment in their jobs, indicating a higher risk for burnout. From this outcome accident investigators may be at moderate (note: this does not mean average) risk for burnout. The authors recommend follow-up with this population - specifically in training to work with grieving families; and greater organisational support for the accident investigators in this area would be appropriate. Emerging laser technologies are quickly gaining acceptance in the industrial workplace. Besides the risk of human exposure, one safety concern with the more intense lasers is the potential for ignition of flammable gases, vapors, dusts, fibers, or flyings often found in hazardous (classified) industrial settings. In underground coal mines, lasers are being considered for remote measurement of explosive methane gas. Current federal safety regulations for underground mines contain no specific guidance for evaluating the safety of optoelectronic components such as diode lasers. The National Institute for Occupational Safety and Health is conducting research to help provide a scientific basis for developing appropriate safety guidelines for optical equipment in the presence of flammable methane gas and/or coal dust. One phase of the study is an experimental evaluation of methane-air ignition by laser heated small particles. Minimum observed igniting powers for laser energy delivered by 200-, 400-, and 800-um core diameter fiber optic cables and directed onto selected targets in methane-air atmospheres were 0.6, L l, and 2.2 W, respectively. Comparisons are made with other ignition phenomena, including heated wires.

Injury experience in the mineral mining and processing industries during 1968 was slightly improved in the nonfatal-injury record but worse in the fatality record. The resulting frequency rate of all injuries was slightly better, whereas the injury-severity rate retrogressed appreciably from the figure for 1967. Overall operating activity, as measured by man-hours of worktime, was slightly higher in 1968. However, there were several major segments of the mineral industries in which activity was lower owing to reduced demand for mineral products and to several major work stoppages. These statistics comprise the injury and work experience of all personnel engaged in production, exploration, development, maintenance, repair, and force-account construction work, including supervisory and technical personnel, and working partners and owners at mineral-producing and mineral-processing establishments in the United States. Data concerning officeworkers are excluded except for the oil and gas industry for which such information is not separable. All injury rates and totals are calculated from data before rounding. The data for 1968 are preliminary except for the anthracite, coke, petroleum and natural gas, native asphalt, peat, and slag industries, which are final. The figures represent full coverage for all industries except oil and gas for which coverage is not complete, particularly with respect to small companies.

This report describes sampling and analytical procedures used for measurement of sulfates in diesel tailpipes and in the diluted exhaust within dilution tunnels. A variety of methods exist for sulfate analysis for such systems, including ion exchange. Two chemical methods used by the Bureau of Mines are described in detail. These are based upon spectrophotometric measurement of chloranilic acid using barium chloranilate. The procedures are rapid and relatively inexpensive. In general, ion exchange is preferred by many analysts for sulfate analysis. However, it is more complex and expensive than chloranilic acid procedures, which are adequate for exhaust analysis.

For all coal mining categories, data on coal mine fires during 1990-1999 have been reported as actual numbers and calculated values. 1. For each mining category, actual numbers include the total number of fires, fire injuries, employees' working hours, lost workdays, and coal production (for underground and surface mines only) for a 1 0-year period (1 990- 1999) and for five successive 2-year periods with the 10-year period. These numbers have also been reported by state ( 10-year period). The actual number of fire fatalities has been reported by time period. Furthermore, actual numbers of fires for the five 2-year periods have been reported by ignition source, method of detection and suppression, equipment involved, location, and burning material. Actual numbers of fire injuries per number of fires causing injuries and total fires have been reported by year, ignition source, equipment involved, and location. 2. For each mining category, the calculated values include the fire and injury risk rates during the 10-year period and the five 2-year periods. The fire risk rate (Frr) values were calculated according to the USBM formula [Pornroy and Carigiet 19951. The injury risk rate (Irr) values were calculated according to the MSHA formula [MSHA 1991a, 1992, 1993, 1994a, 1995a, 1996, 1997, 1998b, 1999c, 20001. Also, risk rate values for individual states (10-year period) were calculated according to the above-mentioned formulas. Of note is that only the risk rate values for the 10-year and five 2-year periods and risk rate values for individual states with the highest number of fires and fue injuries were considered for comparison purposes. The fatality risk rate values were not calculated because of the extremely small number of fire fatalities during the 1 0-year period. 3. Calculations of risk rate values are as follows: a. Fire risk rate (Frr) value: Number of fires per million tons of coal produced [Pornroy and Carigiet 19951. b. Injury risk rate (Irr) value: Number of fire injuries multiplied by 200,000 working hours per total employees' working hours [MSHA 1991a, l992,1993,1994a, 1995a, 1996, 1997, 1998b, 1999c, 20001. The Irr value is the average risk rate value for the number of fire injuries per 200,000 working hours for a given time period.

Enthalpies of formation of three sodium titanates were determined by hydrofluoric acid solution calorimetry, The values obtained for formation from the elements at 298.15° K are -370.9±0.5 kcal/mole for Na2TiO3, -832.1±0.9 kcal/mole for Na2Ti307, and -1,510.9±1.7 kcal/mole for Na2Ti6013. Tables of enthalpies of formation and Gibbs energies of formation are given as a function of temperature both from the elements and from the component oxides for Na2Ti03 and Na2Ti307.

[The Bureau of Mines has measured the low-temperature heat capacities and high-temperature enthalpies of crystalline K2Si2O5 as part of a program for advancing mineral resources technology with energy economy. High-temperature enthalpies of glassy and liquid K2Si2O5 and crystalline K2SiO3 were also mea¬sured. An adiabatic calorimeter operating over the range 5 to 308 K was used for the heat capacity measurements for K2Si2O5 from which the standard entropy at 298.15 K, S°298 = 45.55 ±0.05 cal/deg-mole, was calculated. Tabulated values of Cp°, S°, -(G° -HO°)/T, and H°-HO° from 5 to 300 K are given for K2Si2O5. A copper-block drop calorimeter was used in the enthalpy measurements, operating from 298.15 to 1,198 K for K2SiO3 and from 298.15 to 1,453.8 K for K2Si2O5. No transitions were found for K2SiO3. The KI2Si2O5 showed two reversible first order transitions, one at 510 K with a heat of transition of 0.29 kcal/mole and one at 867 K with a heat of transition of 0.38 kcal/mole. The heat of fusion for K2Si2O5 20 5 was calculated to be 8.42 kcal/mole. Relative enthalpies are given in equation form, and high-temperature values are tabulated for Cp°, S°, - (G°-H°298 )/T, and H°-H°298 . Also tabulated are ?H°, ?G°, and log K for formation of K2SiO3 and K2Si2O5 from both the elements and the oxides.]

Coal mine fires pose a constant danger to the safety of miners and to their livelihood. Underground mine fires pose an added hazard because of the confined environment with remote exits. Enactment of safety regulations [30 CFR2 75 and 771 for under- ground coal mines and surface coal operations has greatly improved the safety of miners. However, mine fires and fire injuries remain serious hazards for all coal mining operations. This report analyzes mine fires and fire injuries for all U.S. coal mining categories (underground coal mines, surface of underground coal mines, surface coal mines, and coal preparation plants) during 1990-1999. Fires involving contractors are also included in the analysis. Similar analyses (for underground coal mines only) by the former U.S. Bureau of Mines (USBM) were reported by McDonald and Pornroy [I9801 and Pornroy and Carigiet [I9951 for 1950-1977 and 1978-1992, respectively. For comparison purposes, data for 1978-1 992 are mentioned in the "Underground Coal Mine Fires" section of this report. Detailed analyses of mobile equipment fires for all underground and surface coal and metal/nonmetal mining categories during 1990-1999 have recently been reported by NIOSH [De Rosa 20041. Risk rate values (fire and injury risk rates) for the 10-year period (1990-1999) and for five successive 2-year periods within the 10-year period are derived. Risk rate values for individual states for the 10-year period are also derived. Other variables by state and time period include employees&apos; working hours, lost workdays, and coal production (underground and surface coal mines only). The number of fire fatalities is reported by time period. Variables such as ignition source, method of detection and suppression, equipment involved, location, and burning material are reported by five 2-year periods only. Furthermore, the number of fire injuries per number of fires causing injuries and total fires has been analyzed by year, ignition source, equipment involved, and location. For comparison purposes, the major fire and fire injury findings for all coal mining categories have been reported. The data in this report were derived from "Injury Experience in Coal Mining" [MSHA 1991a, 1992,1993,1994a, 1995a, 1996, 1997, 1998b, 1999c, 20001, "Fire Accident Reports" [MSHA 199 1 b,c; 1994b; 1995b,c; 1998a,c,d,e,f; 1999a,b,d,e], MSHA "Fire Accident Abstracts" internal publications, and verbal communications with mine personnel. Mining companies are required by 30 CFR 50 to report to MSHA all fires that result in injuries and fires that are not extinguished within 30 min of discovery. A small number of fires lasting <30 min without injuries reported in the "Fire Accident Abstracts" have been included in this report. The analysis in this report will provide the National Institute for Occupational Safety and Health (NIOSH), the Mine Safety and Health Administration (MSHA), and the mining industry with a better understanding of the causes and hazards of mine fires and fire injuries. It will also form a basis for developing future fire research programs.

Liquid-liquid extraction techniques were investigated by the Federal Bureau of Mines for the fractionation of rare-earth solutions. Separatory funnel work using tri-n-butyl phosphate (TBP) for extracting ceric nitrate from solutions containing sulfate ion resulted in almost complete extraction. Similar tests using primary amines for splitting trivalent rare-earth pairs and fractions gave promising results. The ceric nitrate extraction procedure was scaled-up by use of pressure-bubbler equipment, a series of spray towers for extraction, washing, and stripping. In this case only 84 percent ceric nitrate extraction efficiency was achieved. This work was done using dilute sulfuric acid for stripping.

Regular monitoring for methane gas is required near working faces in gassy underground mines where the potential for methane ignitions is greatest. However, high concentrations of methane can also accumulate outby the face where methane levels are monitored less frequently. Wearing a personal methane monitor equipped with an alarm could protect persons working in these outby areas from injury or death due to methane ignitions. The National Institute for Occupational Safety and Health (NIOSH) has conducted studies to evaluate methanometers that could be used as person-wearable monitors. For the present study, seven different person-wearable monitors that are not currently approved for underground use were evaluated. This paper describes test procedures used to evaluate performance of methane monitors that could be used underground for continuous personal monitoring of methane. The information in this report provides data that allows the reader to make side-by side comparisons of these instruments.

The attention of this group was focussed on four through-the-earth communication systems that are presently of high interest to the U.S. Bureau of Mines; four systems for providing operational/emergency communications on the working sections of coal mines, indeed up to the very face of the section. The systems are: uplink-data, downlink-voice, sidelink-call alert coded page, sidelink-roof bolt voice page. Each of these systems makes use of the mine overburden as the signal transmission medium, as opposed to the guiding wires, cables, and tunnels treated by the operational communications working group. Each of these systems satisfies one or more of the Bureau&apos;s objectives for mine communications systems; namely • reliable links for monitoring the mine environment under both operational and emergency conditions. • reliable links for communicating with miners during emergencies. • special links for increasing the efficiency of day-to-day operations of the mine. Each of these systems has been successfully demonstrated on a limited experimental basis, and prototypes of all these systems are installed and operating in the USBM experimental mine in Bruceton, Pa. Each of these systems must now be optimized regarding its performance, and engineered for practical routine application to the working sections of actual operating coal mines, particularly those of the room and pillar type. This optimization and engineering must take place subject to the principal constraints listed by Howard E. Parkinson in his Workshop paper entitled, "Objectives and Constraints of Through-the-Earth Electromagnetic Communications Systems&apos;&apos; and enumerated below. • Depth of Mine Overburden • Overburden Conductivity • Electromagnetic Noise In and Above Mines • Limited In-Mine Electrical Energy (Stationary or Man Carried) During an Emergency • Intrinsic Safety for In-Mine Equipment • Practical and Rugged Equipment for Use Under Both operational/Emergency conditions • Severe Weight Limitations for Man Carried Equipment • Reasonably Low Costs Especially for Man Carried Equipment Part II of this paper provides a brief description of each system, while Part III summarizes the present status of developments related to these systems and some recommendations for future work needed to advance these systems to the practical application stage.
