This safety talk presents a procedure, using mental cues that can be used by senders and receivers of emergency warnings.

"Three men lost their lives in the Black Diamond Coal Mine near Seattle, Wash., recently while wearing oxygen breathing apparatus. The press dispatches stated that these men lost their lives while practicing with the apparatus. Later reports stated that the men died while attempting to make a trip 1200 feet down a 25 degree slope which was filled with black damp, in order to measure the amount of water that had accumulated at the bottom of the mine, and the trip was attempted with oxygen in the tanks of the apparatus with dials indicating only 45 minutes supply. The oxygen in the tank was used up and the men therefore lost their lives from a deficiency of air to breathe.In spite of all the education and training done by the Government to prevent accidents, men are prone occasionally to take unnecessary chances. Every piece of apparatus, no matter how perfect, has its limitations. The Government, through the agency of the Bureau of Mines, has trained many thousands of miners in the use of mine rescue apparatus. The training has been given to all miners who requested it, and the Bureau has gone to the extreme of urging miners to join the rescue and first-aid classes. In spite of all the efforts of the Government, men occasionally attempt the impossible."

"INTRODUCTION The most productive area of the eastern Virginia pyrite belt lies to the north of the village of Mineral., in Louisa County. The largest producers of pyrite ore in the area were the Armenius, Boyd Smith, and the Sulphur mines.The Boyd Smith mine started production about 1890 and operated more or less continuously until 1922, when competition from the Gulf States and Spain closed the pyrite mines in Virginia. There are no reliable records of production or value of minerals produced.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the most effective utilization of our mineral resources to the end that they take the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. The two major lung diseases of miners are "blacklung" and silicosis. Blacklung, or pneumoconiosis, was first recognized as a disease of British coal miners in the 1600s. However, investigations into the cause of blacklung disease did not begin until the 1900s. The causative agent of pneumoconiosis in coal miners was thought to be silica until studies in the United Kingdom provided evidence that expo- sure to coal dust containing minimal silica could also cause pneumoconiosis. In the Federal Coal Mine Health and Safety Act of 1969, coal workers pneumoconiosis (CWP) was defined as "a chronic dust disease of the lung arising out of employment in an underground coal mine." Diagnosis of CWP is generally based on chest x-ray findings and a patient's history of working in coal mines, usually for 10 or more years. In its early stages, CWP is called "simple CWP." Miners with simple CWP are at increased risk of developing an advanced stage of the disease, called "progressive massive fibrosis" pMF) or "complicated CWP." PMF (complicated CWP) is associated with significant decreases in lung function and oxygen- diffusing capacity. PMF is also associated with breathlessness, chronic bronchitis, recurrent chest illness, and episodes of heart failure. Coal miners with silicotic lesions or PMF have an increased risk of tuberculosis and other mycobacterial infections. PMF may progress even in the absence of further dust exposure. This disease is also associated with increased mortality (National Institute of Occupational Safety and Health [NIOSH] 1995). The most recent study to determine the prevalence of CWP in coal workers was in the mid- 1990s. The average prevalence of CWP was 2.8%, but for those with 30 or more years in the industry it was 14%. For the 10-year period from 1987 to 1996, 18,245 deaths were attributed to CWP. The most frequently recorded occupation on the death certificate (70%) was mining machine operator (NIOSH 1999). Silicosis may develop when inhaled respirable crystalline silica (quartz) is deposited in the lungs. The clinical diagnosis of silicosis is based on (1) recognition by the physician that the level of silica exposure is adequate to cause the disease, (2) the presence of chest radiographic abnormalities consistent with silicosis, and (3) the absence of other illnesses (e.g., tuberculosis or pulmonary fungal infection) that may mimic silicosis. The radiographic patterns are often the same for CWP and silicosis; thus, these diseases are sometimes distinguishable only by work history or pathological examination. Chronic silicosis commonly involves 15 or more years of exposure to silica. The characteristic microscopic feature is the silicotic nodule. Chronic silicosis is often asymptomatic and may manifest itself as a radiographic abnormality with small, rounded opacities of less than 10 mm in diameter, predominantly in the upper lobes. Lung function may be normal or show mild restriction. Chronic silicosis is also associated with a predisposition to tuberculosis and other mycobacterial infections and with progression to complicated silicosis.

Acid pollution from abandoned mines causes serious contamination of major streams in coal mining areas. In Pennsylvania alone it is estimated that 3000 miles of streams are devoid of fish and plant life because of coal mine effluent.1 The pollution arises because water and oxygen react with iron sulfide in the mine cavity to produce sulfuric acid and iron sulfate, which later find their way back into surface streams. Two general approaches to the problem are possible: (1) prevent the acid-forming reaction from taking place, (2) treat the acid mine water after it is formed so that it will not be harmful to the ecology when discharged into streams and other surface waters. The work described in this report belongs in the first category - it was based on the assumption that acid formation in the mine cavity can be prevented by keeping water (one of the reactants) out of the mine. This was to be accomplished by-forming a waterproof seal over the mine cavity which would prevent the seepage of surface water into the mine. It was planned to form such a seal at or near the surface of the ground by applying latex to the soil. Ideally a dilute latex would be applied to the soil and would penetrate to a depth of two to three feet below the surface where it would be coagulated by reacting with a constituent of the soil or by other means., A seal below the surface of the soil would have several advantages over a surface seal - it would not be subject to destruction by traffic, frost or vegetation and, more important, it would allow the use of the top soil for many agricultural purposes. A preliminary feasibility experiment was performed prior to application for the present grant. It showed that it was indeed possible to form a sub-surface seal by means of latex. A core of soil was obtained locally (Wayne, N. J.) by driving a 6.5 cm inside diameter steel pipe about 100 cm long into subsoil for a distance of 71 cm. The soil was retained within the pipe for this experiment. A part of the free space above the soil in the pipe was charged with water, and the seepage rate of the soil after it had become saturated was 15 ml/min under a total head (wet soil plus supernatant column of water) of 92 cm. After the supernatant water had drained completely, 100 ml of 5% rubber latex was added and allowed to seep into the soil. This was followed by additional water and the seepage rate was found to be 2 ml/min under the same head. This seepage rate remained unchanged when remeasured on the following day. Since there was no visible evidence of the latex in the collected drain water it is presumed to have been retained by the soil.

Exploration of the photochemical reactivity of diesel-exhaust hydro-carbons is described. A smog chamber was built, and reactivities of diesel exhaust, gasoline exhaust, and propylene were measured at two chamber temperatures. Experimental data indicated the problems caused by instability of diesel-exhaust hydrocarbons. With reservations due to these problems, the results are interpreted to reflect comparable reactivities for diesel and gasoline exhaust.

The rapid depletion of shallower coal reserves dictate that mining in the future will be deeper and more complex with more difficult natural conditions. Consequently, an increase in methane emission is expected. It is becoming evident that more accurate predictions and better planning are necessary to design efficient methane drainage systems. This objective can be achieved by the utilization of the knowledge of the physics of gas flow through coal seams and rock strata and by the application of digital computers in the solution of methane flow problems. Although the methane emission models described here have not been adequately applied to existing field operations, good agreement between actual field measurements reported in literature and the simulation results indicates the potential of these models for initial flow quantity approximations and ventilation planning. This report has, therefore, introduced to the mine operator yet another application of computers as a planning tool. AREAS FOR FURTHER RESEARCH The study reported here is by no means complete. Extensive research efforts should be directed to the following areas: (a) Better understanding of the physics of gas flow through porous media which exhibit fracture permeability. (b) Determination of field parameters which control gas migration. (c) Investigation of the effects of the rate of penetration on the emission rate and fracture propagation.

This volume contains the descriptions of the samples whose analy- ses are published in the preceding volume, Part I of this bulletin. The descriptions have been compiled from the notebooks of the per- sons who collected the samples, have been condensed from accounts given in published reports of the United States Geological Survey, or have been furnished by the collectors themselves. Inasmuch as the descriptions represent the work of many persons during a period of six years, and inasmuch as they were recorded under widely differing conditions, they necessarily vary in fullness of detail. The descriptions are published for two purposes: (1) To prosent such information regarding the character of the coal, the impurities in the beds sampled, and the nature of the roof and the floor of the beds as has a definite bearing on the significance of the analyses of the samples, and (2) to give any supplementary details such as the capacity or the output of a mine, the method of mining and prepar- ing the coal, and the chief uses to which it is put, that may be of assistance to Government engineers or purchasing agents, and to other persons, in preparing specifications and awarding contracts for fuel.

Since it was first introduced, the Coal Mine Roof Rating (CMRR) has been widely accepted as a tool for geologic characterization and mine planning. This paper discusses the application of the CMRR to another practical ground control problem. Extended cuts (cuts greater than 6 m (20 ft) in length) are commonly used with remote control continuous miners. Extended cuts can greatly increase productivity, but they have been associated with a number of fatal roof fall accidents. When extended cuts are attempted in weak roof, the roof may collapse before it can be bolted, causing hazardous conditions. Until now, it has not been possible to predict where conditions may not be suitable for extended cuts. In this study, data on the CMRR and extended cut experience were collected at 36 mines in 7 states. It was found that when the CMRR was greater than 55, deep cuts were routine in nearly every case. When the CMRR was less than 37, extended cuts were almost never taken. Between 38 and 55, extended cuts were feasible sometimes but not others. The data also shows that extended cuts are less likely to be stable if either the entry span or the depth of cover increases.

C. 7 Emergency Rescue Hoists There is a need, especially in mine development areas, for portable, on-call, man-rated equipment capable of lifting men through several hundred feet. Wire rope climbing equipment as shown in Figure 37 appears particularly suited to this need. It is portable, weighing approximately 100 lbs. , is currently man-rated for numerous above ground applications and can be electric or air powered. Commercial units currently have a lifting capacity of 1000 lbs. , and can be fitted with bosun' s chairs. Lifting speeds are in the 20-30 FPM range and the equipment is not depth limited. In a situation where miners are unable to climb to the top of a shaft this equipment could rapidly be anchored to the top of the shaft and lowered to them by hand. Since the self contained unit is controlled by the person travelling in the shaft he would be able to negotiate shaft obstruction himself. This would not be possible with other forms of easily deployed free-hanging equipment. The Bureau of Mines has developed a simple titration technique for determining the points of zero charge (PZC) on minerals. The technique consists of titrating a mineral slurry with the potassium salt of polyvinyl sulfuric acid (PVSK) in the presence of an indicatory dye and a positively charged polymer. Values obtained by this simple method are in good agreement with values found in the literature.

A computer analysis of bench stability has been developed to account for multiple occurrences of potential slope-failure modes in discontinuous rock masses. Bench-scale plane shears and tetrahedral wedges are simulated and stochastically analyzed to estimate the probability of retaining specified catch-bench widths. This geotechnical information is useful in designing bench configurations to improve pit-slope stability and help alleviate rockfall hazards.

Among the problems investigated by the Bureau of Mines the coal- dust problem has received much attention. Several of the bureau's publications deal specifically with the subject. Bulletin 20° contains an account of preliminary experiments of the bureau to determine the explosibility of coal dusts as well as a review of pertinent literature. Bulletin 50 is a report of a laboratory study of the inflammability of coal dust. The first series of coal-dust explosion tests in the bureau's experimental mine at Bruceton, Pa., is described in Bulletin 56, and Technical Paper 56 presents notes on the prevention of dust and gas explosions in coal mines, and Technical Paper 84 discusses the causes of such explosions and describes methods and apparatus devised by engineers of the bureau for preventing and checking them. The present paper is a report of a detailed study of the bituminous dusts of Illinois mines, and is a part of the investigations conducted by the bureau in cooperation with the Illinois State Geological Survey and the department of mining engineering of the University of Illinois./ It is well known that bituminous coals like those found in Illinois yield dusts that may give rise to explosions of great violence. In order that proper methods might be devised for preventing dust explosions in Illinois mines it was considered desirable to obtain accu- rate information on the quantity and character of these dusts. Ex- periments and tests of dust explosions in an experimental mine as well as in a large steel gallery comparable in area of cross section to mine entries have been made by the Bureau of Mines. Similar experi- ments have been made in Austria, England, France, and Germany. Experiments under conditions similar to those of actual mining prac- tice are obviously more conclusive than tests made in a laboratory. On account, however, of the expense, time, and quantity of dust re- quired, it is not practicable to conduct large-scale tests in studying a large number of dusts and recourse must be had to laboratory apparatus and methods. Laboratory,devices for the study of coal-dust explosions have been devised by a number of investigators. Most of these were intended for qualitative tests only. Quantitative methods have been devised by investigators of the English and French mining-experiment stations." In the experiments described in this report, laboratory tests of inflam- mability were made with an apparatus devised by Dr. J. C. W. Frazer, formerly a chemist of the Bureau of Mines. Laboratory tests of inflammability have been made on more than 500 samples of dust from 100 representative Illinois mines. As a result of these tests it may be stated that: 1. The coals of Illinois when ground fine enough yield highly inflam- mable dusts which when suspended in air may give rise to violent explosions. 2. In the majority of the mines of the State the dusts adhering to the ribs are inflammable. In about one-fourth of the mines the quantity of rib dusts present in the entries is sufficient to form an explosive mixture with air. 3. Most of the road dusts are inflammable when ground to a suffi- cient degree of fineness.

A kinetic model was developed to describe the production of superoxide (02) by single pulmonary alveolar macrophages (PAM). Model predictions were compared to experimental results obtained from single rat PAM. The O2 - was quantified by measuring the reduction of nitroblue tetrazolium (NBT) to a diformazan precipitate (NBTH2) from video-recorded images of individual cells. The kinetic model considered three reactions: (1) the production of extracellular 0 - from the reduction of oxygen by NADPH oxidase using intracellular NADPH as the substrate, (2) the subsequent dismutation of o2- to from O2 , and (3) the reaction of o2- and NBT. NBT specificity for o2- was analyzed by comparing results in the presence and absence of superoxide dismutase (SOD) which catalyzes the dismutation of o2- to H2o2. Measured PAM heterogeneity was accounted for by varying the concentration of intracellular NADPH, its rate of depletion, and the concentration of intracellular NADPH oxidase in the kinetic model. Model predictions compared favorably with experimental results except when SOD was present. This discrepancy may be due to diffusional limitations since NBT is a relatively small molecule (818 MW) compared to SOD (34000 MW). In addition, the cell surface is both ruffled and negatively charged, which may introduce steric hindrances and/or electrostatic effects since SOD is also negatively charged.

During the year under review the work was oriented entirely to the war program by applying apparatus and technique previously developed in research directly to war problems, as well as by intensified search for and exploration of deposits of minerals necessary in the war.

The U.S., Australian, and United Kingdom coal and the Canadian hard rock mining industries have long recognized the significance of high horizontal stresses as a factor affecting the stability of roof and rib conditions in underground mines. Recently, a growing segment of the U.S. underground stone mining industry has also begun to recognize that horizontal stresses occur in some of its more than 90 mines. Considering the typically high strength and massive nature of limestone, this fact is a revelation in itself. High horizontal stresses produce extensive and sudden rock failures and, in some cases, resulted in injuries to mine workers. Through the years diverse control strategies have been proposed and experimented with. Reorientation of mine entries to reduce stress concentrations have proven successful and are widely accepted in practice. Other solutions, like rock reinforcement, are poorly understood and less accepted in practice. It is the purpose of this National Institute for Occupational Safety and Health (NIOSH) study to develop a better fundamental understanding of these ground control strategies under high horizontal stress conditions through a series of field and laboratory studies. To this end a design technique is presented which provides stone miners with a method for making stability assessments. The consequences of widening rooms, changing geology and horizontal stresses, and different rock bolts on roof beam failures are discussed.

In connection with investigations relating to fuels belonging to or for the use of the United States Government, the causes of accidents in coal mines, the geologic relations of coal beds, and the character of the coal and the value of the fuel in the public lands, many mine samples of coal are analyzed each year in the laboratories of the Bureau of Mines. The systematic collection and analysis of coal samples in connection with investigations of fuels was begun in 1904 at the Government fuel-testing plant at the Louisiana Purchase Exposition, and was under the direction of the United States Geo- logical Survey for six years. Descriptions of the coal samples col- lected in connection with these investigations between the beginning of this work, July 1, 1904, and the transfer of the fuel-testing and mine-accident investigations to the Bureau of Mines, July 1, 1910, were compiled and published in Bureau of Mines Bulletin 22. The present bulletin presents analyses and descriptions of samples collected during the fiscal years 1911 to 1913. In order that the material in this bulletin may be used to supplement that presented in Bulletin 22, the same plan of geographical classification has been fol- lowed, the analyses and descriptions of the samples being grouped in alphabetical order according to the State, county, and town near which the mines or prospects sampled are situated.

'The electrical behavior of ground beds is often quite different from what would be expected based on experience with electric circuits. An explanation for this unique behavior is given, through means of an analogy, which should promote intuitive understanding of ground beds. The nonmathematical development of the text is complemented by an extensive appendix which describes the details of ground bed calculations.
