Mine closing methods should be carefully considered. If not properly sealed, an abandoned mine may continue to produce acid water. Since 60 to 90 percent of the total acid discharged from all coal mines is from abandoned mines,(58) some states require that provisions for sealing be contained in the mining permit application. Closing an operation to prevent harmful mine drainage into nearby runs and streams is a subject of much concern to states as a result of continuing problems from long abandoned mines which were improperly closed.

NIOSH researchers have been examining underground coal mining activities in order to evaluate work crew hazards. In 1994 a continuous mining machine operator was killed by falling roof during extended cut mining. Many aspects of the incident were used by NIOSH researchers to develop a scenario interview. The goal was to provide a realistic framework for acquiring frank and detailed insights. The interview consists of two sections. The first describes the underground mining conditions. The second recounts the fatal incident. Each section is supplemented by a diagram and a set of questions addressing relevant safety issues. The interview was administered at three mines that actively take extended cuts. Researchers found the scenario approach to be an effective interview tool as well as an effective hazard awareness and safe work practices training platform.

Following a year of great uncertainty, the political situation in Bangladesh improved during 1976. The major problem for Bangladesh remained the high birth rate and crowded conditions. Bangladesh had the highest population density of any agrarian country--over 80 million people in a land area of 144,000 square kilometers, 65% of which is considered arable. The Government, with considerable foreign assistance, was actively encouraging voluntary family planning, and set a growth rate target of 2% per year or less. However, even if the growth rate was reduced to the target level immediately, the population of Bangladesh would nevertheless nearly double within 20 years.

The high price of pollucite ore, its limited availability, and the need to provide stack removal of S02 present formidable obstacles to the use of pure cesium as a seeding material in MHD power generation. Cost estimates indicate that mixed potassium-cesium seeding is preferable to the use of either pure cesium or pure potassium. Cheaper electricity and higher open-cycle MHD operating efficiencies result from the use of mixed seed. Savings of $3,000,000 per year in power costs for a 1,000-MWE open-cycle MHD power-plant are envisioned if the mixed seeding technique is adopted.

An environment monitoring and communication system has been installed in the Bruceton Mine, and research is under way to improve mine safety. Standard day-to-day mine communications are available, along with additional systems installed to permit experimentation with wireless radio, through-the-earth phones, along-the-roof paging, and mine face machinery communications. Research is continuing and the essential concepts for a dependable whole mine communication system, providing simple environment monitoring, improved day-to-day communications and post-disaster communications, will be demonstrated in a larger mine with about 900 feet of overburden.

The Bureau of Mines electromagnetic trapped miner location and communications system requires a thorough understanding of through-the-earth electromagnetic wave propagation. An earth model incorporating a magnetic dipole buried in a three-layered earth has been developed. The dipole source is located in the second subsurface layer. By application of proper limiting values, the three-layered model is reduced to two different two-layered models and eventually to the homogeneous half-space model. The solutions are in the form of infinite integrals. A numerical analysis was carried out and a computer program written to evaluate the surface magnetic fields. Numerical values for the magnet- ic field at the point above the source are presented in a variety of models.

One mineral deposit in the Golden Trout Wilderness has potential. The currently producing Pine Tree Mine on the Little Kern River has an estimated 120,000 tons (109,000 t) each of indicated and inferred reserves averaging 0.77 percent tungsten trioxide. No apparent potential exists for base or precious metal or other mineral deposits. INTRODUCTION The Golden Trout Wilderness, established by Congress in 1978 under Public Law 95-237, encompasses 240,000 acres (97,000 ha) of conifer-forested, rolling, upland plateau at the headwaters of the Kern River in Inyo and Sequoia National Forests (fig. 1). Abundant streams locally contain Golden Trout, namesake of the area. Major roads serve the area to the west and east of the Wilderness; access is poor to the north and south.

The Bureau of Mines conducted an investigation to improve the flotation response of coals that are difficult to wash by froth flotation. A literature survey and experimentation showed that, for the most part, refractory coals can be floated with oily collectors and frothers. Collector reagent consumption can be minimized and the selectivity of the flotation enhanced by assuring adequate, but not prolonged, reagent conditioning. Where flotation selectivity is especially poor, two-stage rougher-cleaner flotation is recommended. It was concluded that a major problem with refractory coals is predicting when they will appear in a flotation circuit so that supplementary flotation collectors can be added. Coal losses due to variation in the floatability of the feed might be reduced if a nonpolar collector such as kerosine or fuel oil is used along with a frother as general coal flotation practice.

Background. There is currently little information regarding factors associated with specific modes of motion segment failure using a fatigue failure model. Methods. Thirty-six human lumbar motion segments were fatigue tested using spinal compressive and shear loads that simulated lifting a 9 kg weight in three torso flexion angles (0, 22.5, and 45). Twenty-five segments failed via fatigue prior to the 10,000 cycle maximum. These specimens were visually inspected and dissected so that the mode(s) of failure could be determined.Failure modes included endplate fractures (classified into nine varieties), vertebral body fractures, and/or zygapophysial joint disruption. Logistic regression analyses were performed to determine whether certain morphometric variables, amount of motion segment flexion, disk degeneration scores, and/or loading characteristics were associated with the occurrence of specific failure modes. Findings. Results indicated that stellate endplate fractures were associated with increased posterior shear forces (P < 0.05) and less degenerated discs (P < 0.01). Fractures running laterally across the endplate were associated with motion segments having larger volumes (P < 0.01). Endplate depression was more common in smaller specimens (P < 0.01), as well as those experiencing increased posterior shear force (P < 0.05). Zygapophysial joint damage was more likely to occur in a neutral posture (P < 0.01).Interpretation. These results suggest that prediction of failure modes (e.g., specific endplate fracture patterns) may be possible (atleast for older specimens)

General An important part of any mine power distribution system is its con¬nection to earth or ground. The grounding network serves to protect men and machinery from the hazards associated with electrical equipment which is operating improperly. Since the mine site is determined by the location of the rock or mineral to be extracted, the conditions required for the installation of an adequate grounding system are not always easily met. If annual rainfall is low or soil resistivity is high, an extensive array of buried metallic conductors may be necessary to assure a low-resistance connec¬tion to earth. Measurement of soil parameters can be made before the construction of a grounding grid is begun, and the configuration of a metallic network, which will yield the desired values of earth resistance and potential gradient, thereby ascertained. Proper design at the time the ground bed is installed will save much time and expense in later years. Ground conductors extend from the buried grid to each piece of mo¬bile and portable equipment via overhead lines or multi-conductor cables. In this fashion all machine frames are referenced to the same potential as the grounding medium. Protective circuitry must be installed to monitor\current flow in the ground conductors or the potential drop across the neutral grounding resistor, which is placed between the grounding grid and the neutral point on the distribution transformer secondary. The optimum situation in sealing the soil with latex would be to locate the sealant at the depth where natural permeability is lowest, and to narrow distribution of the latex to a film. To ascertain how closely we were achieving these objectives it was necessary to devise a method to measure the concentration of latex in soil. A number of methods were explored and two were used in actual field tests. SBR latex tagged with c14 was prepared and used to determine the distribution of polymer in the soil. The latex was made by copolymerizing a mixture of radioactive and normal styrene with butadiene in bottles by conventional methods. Average particle size was 600 Å. Diluted aliquots had 1.40 microcuries radioactivity per gram of latex. Tagged latex was mixed with soil in a range of proportions from 0.01 to 0.25% by weight to develop a calibration curve. Analyses of soil in the laboratory and from the field were determined by comparison with this master curve. Styrene-containing polymers have a characteristic peak at 700 cm-1 but crosslinked SBR is not soluble in solvents normally used in infra-red spectroscopy, e.g., carbon disulfide. We developed a method for solubilizing the crosslinked polymer by stirring overnight at room temperature a soil sample in chloroform with t-butyl hydroperoxide and osmium tetroxide. The filtered chloroform residue was dried to constant weight, thoroughly mixed and pressed into a KBr pellet, and concentration was determined by measuring the absorption at 700 cm-1. Mine ventilation can be broadly defined as the branch of mining engineering primarily concerned with the controlled flow of air through mine airways to maintain an acceptable atmospheric environment wherever men work or travel underground. Martinson (1976) has defined three elements of mine ventilation, 1) an engineering element concerned with establishing quality control (removal of dust and gases), quantity control (regula¬tion of air direction and magnitude) and climatic conditioning (temperature-humidity control), 2) a biological element in which an understanding of biological response is used in assessing the mine environment, and 3) a philosophical element requiring judgements as to the degree of risk or worker discomfort that is socially acceptable. Most texts on ventilation, such as Hartman (1961), limit themselves to a discussion of the engineering element. Although also limiting his text to engineering control, Weeks (1928) thoughtfully addresses the other elements in the preface of his book where he states: "Life is brief and happiness elusive under the best of conditions; so beside the commercial aspect must be placed the humanitarian. Is it not reasonable that the operator should give his men a chance to spend their working hours in a comfortable environment, with the danger of sudden death or disability reduced as much as possible?" The statutory requirements of ventilation are, in most countries, established on the basis of biological response as determined by basic research or are dictated by social awareness, often touched off by major disasters, resulting in demands on regulatory bodies for more stringent requirements. "Cooperation was arranged between the mine operators, the Michigan College of Mines and Technology, and the Bureau of Mines for a study of present milling practice in the copper district of Michigan. Work was actively commenced in January, 1928.In Michigan copper occurs almost wholly as native copper. An insignificant amount of copper sulphide is present. The native copper occurs in two general classes of formations--namely, amygdalaid and conglomerate.In respect to ore dressing, the outstanding peculiarities of the two types of copper are: (1) In the amygdaloid, the relative coarseness of the metallic copper, which is almost completely liberated at approximately 48-mesh comminution; (2) the sprangly and flakey physical character of much of the liberated copper after crushing; (3) in the conglomerate, the extremely fine dissemination of the metallic copper, which is not completely liberated by crushing to -200 mesh.Because the study to date has been confined almost wholly to amygdaloid ores, the conglomerate class is not considered herein. The conglomerate ore is being efficiently treated, and the loss of copper is small.The amygdaloid ore contains a silicious gangue of which 80 per cent has a specific gravity of less than 2.84, 92 per cent of less than 2.94, and 98 per cent of less than 3.17. Epidote of 3.25 specific gravity is noticeably present, and accumulates on the table concentrators, from which it is hard to make clean con¬centrate and middling recovery.The general nature of the amygdaloid ores varies a little from mine to mine, but the general characteristics are the same, as is shown later by flotation tests."

The act (36 Stat., 369) that established the Bureau of Mines in the Department of the Interior defined as part of the bureau's province and duty the making of "diligent investigation of the methods of mining, especially in relation to safety of miners and the appliances best adapted to prevent accidents," and it authorized the bureau from time to time to make such public reports of its work and investiga- tions as the Secretary of the Department of the Interior may direct, with the recommendations of the bureau. The national mine-rescue and first-aid conference was projected in the hope that it would be a factor in increasing safety in the mining industry through the recommendation of better and safer methods of conducting mine-rescue operations, more efficient methods of extend- ing and giving training in the use of artificial-breathing apparatus, and approved and more effective methods of administering first aid to injured miners and of training miners in first-aid work. The bureau feels warranted in publishing the resolutions adopted by the conference as a guide to mine workers and others concerned in obtaining greater safety in mining, and in presenting such extracts from the discussion as indicate the reason for the adoption of any particular method. In issuing this bulletin, however, the bureau does not indorse these resolutions in whole or in part as a final ex- pression of its views regarding the best method or procedure in any case. It does believe, however, that the resolutions furnish an excel- lent starting point from which to develop a standard code of pro- cedure in mine-rescue and first-aid work. It will be noted that in some important cases further information is necessary before any standard procedure can be recommended, par- ticularly as regards types of bandages, methods of resuscitation, the use of stimulants, the cumulative effect of poisonous gases, the diet of men engaged in rescue work, the physiologic effect of the pressure

"A complete list of permissible mine equipment, tested and approved by the Bureau of Mines previous to January 1, 1947, was published as Information Circular 7432. 3/The present list is a supplement thereto that includes all of the equipment approved during the calendar year 1947.The items are numbered to indicate the consecutive order in which each type of machine or device was approved in its particular classification. Thus, Information Circular 7432 showed six air compressors on the active list; two additional compressors, Nos. 7 and 8 in this category, were approved during 1947.Items 2 and 7, unmounted loader and power unit, respectively, under Loading and Conveying Equipment, item 2, rubber-mounted mining machine and item 8, distribution box, appear in Information Circular 7432. They are repeated to show that approvals of these four equipments were extended to cover an additional voltage rating which requires material change in design.Equipment listed in these circulars is approved by the Bureau of Mines only when found upon inspection and test to comply with minimum standards of safety as outlined in schedules prepared on the basis of many years of experience in dealing with safety problems of the coal-mining industry. The use of such equipment in mines known to be gassy, as well as in those that may become so, is earnestly recommended in the interests of safety. This circular is published so that the industry may be kept informed as to the many types of machines, devices, and lamps that are available for reducing explosion and other hazards incidental to coal mining. The present paper, with Information Circular 7432, gives the complete list of permissible mine equipment that is available under the various classifications."

A computer simulation has been developed by the US. Bureau of Mines to estimate the chances of a miner making a successful escape while wearing a self-contained self-rescuer (SCSR). The model takes into account (1) training in the use of SCSR&apos;s, (2) apparatus integrity, and (3) oxygen cost of a mine escape. This report examines survival odds for a prototypical escape, and illustrates how these odds change when SCSR training is improved.

"Part IV.- The Resistance Caused by Right-Angle Bends. IntroductionThis paper deals with the fourth phase of an extensive research on coal-mine ventilation factors. A comprehensive report of the entire work is in course of preparation, but abstracts of the various chapters are being prepared in order to make the major results public as rapidly as possible. Parts I, II and III were issued as Serials Nos. 2621 (July 1924), 2647 (October 1904) and 2671 (March 1925) and dealt with the resistance of unobstructed entries, the resistance due to mine cars and, the resistance of timbered entries respectively.Description of the Tests With the last cutthrough between the two butt entries of the test section in the Experimental Mine open, the air flow was deflected, around two right-angle bends in the same direction, the butt entries being 50 feet center to center and approximately 6 by 9 feet in cross section. Each bend had a dead end opening off of it; that at the first bend was in the direction of flow and that at the second bond was at right angles to the flow. For a primary test condition the inner corner of each bend was trimmed square and the dead ends were closed off with board brattices set flush with the line of the cut-through.The two corners of the first band were, then modified both independently and in conjunction. Various modifications of both bends in conjunction were also tested with rather surprising results as to the effect of conditions at the first bend, upon the pressure losses at the second. To confirm the theory developed to fit these results a series of tests were made to give a direct comparison of the -pressure losses as between two bends with the air flow deflected in the some direction at each and with the air flow deflected in opposite directions. The former is designated ""double"" and the latter a ""reversed"" right-angle bend. This series of tests was conducted, however, on the bends at one of the intermediate cutthroughs at which the flow could be deflected us either direction at the second, bend. Here also the average cross-section was 6 by 9 feet and the bends were 50 feet apart."
