Two methods for electrowinning tungsten from wolframite [(Fe,Mn)W04] were investigated. The first method, direct electrowinning from wolframite concentrate dissolved in molten salt mixtures composed essentially of various combinations of sodium phosphates, sodium borates, and sodium halides, yielded impure products. The second method was electrowinning from a halide-tungstate melt that was obtained from a high-temperature, two-phase extraction of tungstic oxide (W03) from wolframite. Electrolysis in electrolytes prepared from addition of sodium metaphosphate (NaPO3) and boric oxide (B2O3) to the halide-tungstate melt produced tungsten metal of 99.9 percent purity. Tungsten carbide (WC) was electrodeposited from the halide-tungstate melt when the melt was adjusted to contain 82 mole-percent NaCI and 6.0 mole-percent each of W03, sodium metaborate (Na2B204), and caustic soda (NaOH).

The purpose of this study was to examine the lifting capacity of low-seam coal miners in four restricted work postures (roof heights of 36", 40", 44", and 48"), investigate the associated metabolic costs, and to examine electromyographic (EMG) data from eight trunk muscles during the lifting procedure. Subjects were thirteen underground miners accustomed to handling materials in restricted work postures. Each subject performed two twenty-minute periods of asymnetric lifting in each of four postures during the day of testing. The. frequency of lifting was 10 lifts per minute. A specially designed lifting box incorporated microswitches in one handle of the box and another in the bottom of the box, in order to examine the trunk muscle function at specific points during the lfting cycle. The data collected will be used by the Bureau of Mines to make recommendations for lifting materials in low-seam coal mines.

Much detailed information on the production of plastic magnesia from magnesite mined near Chewelah, Wash., was accumulated during a cooperative investigation conducted by the Bureau of Mines and the Northwest Magnesite Co. at the laboratories of the University of California in 1919-1921. This bulletin gives mainly the results of the work done with Chewelah magnesite, supplemented by data on similar work with other magnesites, particularly those of California, in the endeavor to produce a plastic magnesia that would be satisfactory for making the so-called " Sorel" cement composition flooring, stucco, and plasters. As standardized methods £or testing such compositions did not exist, it was necessary to examine carefully the various methods in use and choose those that seemed appropriate. In consequence, this report contains many tests made by the methods selected and can be used £or reference by those who wish to adopt standard methods of testing.

In an underground mine fire, a toxic mixture of combustion product gases and particulate matter is transported by the ventilating system endangering everyone downstream. To determine the magnitude of the problem that these toxic combustion products pose, the U.S. Bureau of Mines is investigating the combustion products of typical materials found in underground mines. The total toxicity of the combustion products depends upon the evolving gas species and particulate matter, the amount of material involved, and the ventilation rate. In a simulated mine environment, the products from smoldering poly- vinyl chloride (PVC) brattice and conveyor belting were analyzed for gas concentrations and smoke characteristics. The primary toxic gases are hydrogen chloride (HC1) and carbon monoxide (CO). Smoldering conveyor belts are more detectable than smoldering PVC brattice cloths. These results, combined with previous analyses, are used to estimate relative toxicities, product levels, and detect-ability of smoldering mine combustibles.

A unique machine for inducing bending fatigue in wire ropes was built at the U.S. Bureau of Mimes' Pittsburgh Research Center. This machine can produce nine levels of degradation through repetitive cycling of long samples of wire ropes of the types used in the mining industry. This report provides an analysis of the results of the first wire rope to be fatigued on this machine. These results have indicated that as a wire rope accumulates bending cycles, its strength first decreases because of wear and then in- creases due to cold working of the wires. As the amount of cold working increases, more and more of the embrittled wires break and the strength of the rope decreases rapidly. In this test, application of several of the regulatory retirement criteria to various sections of the rope suggests that there may be some inconsistency among them.

"One of the products of the activities of the United States Chemical Warfare Service is a simple device and method for nearly instantaneous determination of small quantities of carbon monoxide in air. Since the war, this device has been diverted to commercial uses, and is now being marketed in connection with rapid determination of the comparatively small but dangerous quantities of CO, which may be found in garages, in sewers, about blast furnaces, etc. Also, it probably has a definite field of use in both coal and metal mines in connection with fires and explosions, as well as in confined places after firing of explosives) the latter applica-tion being of especial importance in metal mining.The device as marketed is readily portable, being small and light enough to carry in a coat pocket of medium size. In operation, a sample of the air mixture is drawn into a small rubber bulb, then forced through a small glass tube filled with certain chemicals upon which CO has the effect of changing the original color from gray or white to shades of green, the deepness of the green determining the percentage of CO in the air. A color scale is attached for purpose of comparison and determination of CO percentage. Only a few minutes are consumed in obtaining the result, all work being done on the ground.The exact effect of minute quantities (up to 1/10 of 1 percent) of CO on the human system is somewhat uncertain, and much research has been and is being done to obtain definite data on this point. It is, however, definitely known that in air containing more than 1/10 of 1 percent CO men doing hard work are quickly and seriously affected. As the gas is tasteless, colorless and odorless, methods of determining the presence of both small and large quantities have been of much importance. Technical Paper 11 of the U. S. Bureau of Mines gives much data as to effect of CO on mice and canaries. It was found that mice show very little distress until the CO content is about 0.20 percent, but quickly succumb when that percentage is exceeded; canaries are somewhat more susceptible; they quickly show distress in as little as 0.15 percent 00, and soon collapse when that percentage is exceeded."

In the interest of safety ii: coal mining, the Bureau of Mines recommends: That all active underground coal mines, whether working or idle, have one or more fans in continuous operation. The capacity and installation shall be such that the entire mine workings are adequately ventilated at all times. Main fairs shall be located on the surface in fireproof housing offset from the line of any mine opening. The housing shall be provided with ample pressure-relief doors or other devices easily opened by the force of an explosion. The installation shall permit prompt reversal of air flow. For mines that liberate gas, the fan shall have at least two independent sources of rower immediately applicable. Ventilation of underground workings in coal mines is needed whether or not explosive gas is present. Natural ventilation is unreliable and often uncontrollable. Main fans should be on the surface; if they are in the mine, fire or explosion may make access difficult or dangerous and render the installation inoperative.

The Bureau of Mines, in pursuing investigations looking to greater safety in mining, has analyzed samples of the air in many different coal mines in the United States, and has studied the analyses. This report presents the results of one phase of this study and shows how atmospheric air, after entering a coal mine, loses oxygen and gains carbon dioxide with resulting formation of so-called black damp. Also the report discusses the effects of the constituents of black damp on men, on the burning of oil and acetylene lamps, and on the ex- plosibility of methane. The term "black damp" was and still is widely used to designate accumulations of carbon dioxide, but a more exact definition of black damp, as Haldane, the English physiologist, has pointed out, is an accumulation of carbon dioxide and nitrogen in proportions larger than those found in atmospheric air. The reasons for preferring Hal- dane's definition are given on succeeding pages.

This paper reports US Bureau of Mines (USBM) research on the explosibility of coal dusts. The purpose of this work is to improve safety in mining and other industries that process or use coal. Most of the tests were conducted in the USBM 20 litre laboratory explosibility chamber. The laboratory data show relatively good agreement with those from full-scale experimental mine tests. The parameters measured included minimum explosible concentrations, maximum explosion pressures, maximum rates of pressure rise, minimum oxygen concentrations, and amounts of limestone rock dust required to inert the coals. The effects of coal volatility and particle size were evaluated, and particle size was determined to be at least as important as volatility in determining the explosion hazard. For all coals tested, the finest sizes were the most hazardous. The coal dust explosibility data are compared to those of other hydrocarbons, such as polyethylene dust and methane gas, in an attempt to understand better the basics of coal combustion.

In conjunction with steady increases in production levels, longwall operators have applied greater quantities of ventilating air and spray water in an effort to control respirable dust and/or methane. Air velocities greater than 7.6 mls (1500 fpm) have been measured on longwall faces. Operators have expressed concern over the potential entrainment of respirable dust at these high velocities. The greatest likelihood for entraining dust into the high velocity airstream may occur as shields are advanced allowing relatively dry particles to fall from the shield canopy directly into the airstream. Laboratory tests to simulate dust liberation during shield movement were conducted at the Pittsburgh Research Laboratory of NIOSH at velocities ranging from 2.0 to 8.2 m/s (400 to1600 fpm). Airborne dust samples were obtained with personal impactors to quantify the size distribution and concentration of the dust entrained at the various air velocities. Statistically significant increases in both total and respirable dust concentrations were measured as test air velocities were increased.

The term "explosion-proof," as applied by the Bureau of Mines to an electric motor, refers to a motor inclosed by a casing so constructed that an explosion of a mixture of mine gas (methane) and air within the casing will not ignite a mixture of the same gas surrounding the motor. There are two classes of motors so constructed: First, a totally inclosed class built strong enough to withstand high internal pressures and so designed that the efficiency of all inclosing covers can be satisfactorily maintained; second, a class provided with relief openings or valves designed to relieve the pressure of an explosion within the motor casing and to cool any products of combustion dis- charged through the valves. A satisfactory motor of the first class is much more expensive to build than an equally safe motor of the second class. For this rea- son, attempts to make motors explosion-proof have been confined chiefly to motors of the second class.

The process of drilling and bolting the roof is currently one of the most dangerous jobs in underground mining, resulting in about 1,000 accidents with injuries each year in the United States. Researchers from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health are studying the use of a drill monitoring system to estimate the strength of successive layers of rock and assess the integrity of a mine roof so that roof drill operators can be warned when a weak layer is being drilled. Measurements taken during drilling can be converted to suitably scaled features so that a neural network can classify mine roof strata in terms of relative strength. The feasibility of this concept has been demonstrated in the laboratory. The research project was undertaken in order to increase the safety of underground miners, especially those involved in roof bolting. The system should be applicable to the mobile drills used in underground mining and would likely find wider application as well.

The Bureau of lines as repeatedly called attention to dangerous practices in the transportation and opening of kogs of black blasting powder. In 1914 Diwin Higgins (Prevention of Accidents from Explosives in Metal inos, Miners' Circular 19, Bureau of Mines, p. 15) stated "canisters should always be opened by removing the bung. To use a pick or other sharp tool for cutting a hole in the canister is dangerous. After the necessary amount of powder has boon taken out, the canister should be kept closed. The powdor should always be handled at a safe distance from an open light." In 1919, Geo. S. Rice (onthly Statement of Coal line Fatalities for June, 1919, Bureau of Mines, pp. 16 to 18) calls attention to the dangers that arise in underground transportation and handling of explosives, and calls special attmtion to the danger of hauling explosives in motor trips; the unnecessary risk involved in hauling men on the trip at the same time, and the necessity of keeping open lights away from black blasting powder. In 1919 the writer (Sensitiveness of Explosives to Frictional Impact, Tech. Paper 234, Bureau of Mines, pp. 13, 15) called attention to the fact that black blasting powder is not as sensitive to frictional impact as the nitro-glycerin dynamites and the gelatin dynamites. Black powder may be ignited by direct impact and the writer believes that this may occur without presupposing a preliminary spark. It is well known, however, that black blasting powder is very sensitive to ignition by spark flame, or heated materials, and these may be produced by an electric current, by an open light, by incandescent particles from a pipe, cigar, or cigarette, by the tearing of metal sheets or scraping of metal against metal, and possibly, by other means. -- The above discussion will serve to introduce a newly recognized hazard the ignition of black blasting powder by the forcible opening of kegs with wodden tools. The details of three accidents in which kegs of black blasting powder ex- ploded instantly when a wooden tool was driven forcibly through the top of the kegs are as follows: 1. In 1915, a powder man employed by a coal mining company stated that he was opening a 25-pound log of black blasting powder by driving a hole in the top with a wooden sprag when the powder in the leg ho was opening ignitod. This caused the ignition of fifty-two additional 25-pound logs of the powder, and the fatal burning of this and another powder man. The ono making this statement lived five hours after the explosion.

"In the interest of accident prevention it is felt that a report of the measures taken during the past four years toward the reduction of fatal accidents in Alabama, especially in preventing falls of roof and coal, will be of interest throughout the mining districts.In order to determine the primary factors in the reduction of fatal accidents from falls of roof and coal, the operators, State Inspection Department, and the Alabama council of the Holmes Safety Association were asked: ""What has your organization done to help in the reduction of accidents from fails of roof and coal?"" The responses to this question have made this report possible.To bring out briefly the reduction in fatal accidents from falls of roof and coal as well as from all causes, the following three tables have been prepared.These statistics have been compiled from the records of the State Inspection Department.In the order mentioned, it is felt that credit for the reduction in fatal accidents from falls of roof and coal should be given to the individual operating companies, the State Inspection Department, the Alabama council and chapters of the Holmes Safety Association, and the Alabama Mining Institute. The individual operating companies naturally head the list in that they are directly concerned from a humanitarian as well as a financial point of view. The State Inspection Department through frequent and thorough inspections and by providing necessary statistics is largely responsible for the reduction. The Alabama council and its affiliated chapters of the Joseph A. Holmes Safety Association through its publicity and education reaches a large number of employees throughout the mining district. The Alabama Mining Institute defrays the council expenses and thus makes possible much of this service to the Alabama mining industry.In 1925 there were 49 fatalities, equivalent to 115,169 man days per fatality, from falls of roof and coal, which was by no means a good record; in 1926 the number and frequency of accidents were reduced to 42 fatalities and 149,096 man days per fatality. When in 1927 the fatalities from this cause mounted to 61 and the man days per fatality were reduced to 89,903, it was quickly realized that more concentrated efforts must be exerted to reduce such accidents.As early as August, 1927, at which time the fatalities from falls had reached a total of 31, the following letter from the Chief Mine Inspector was written to each operating company in the State and was the initiation of a very strenuous campaign by all parties concerned towards the reduction of accidents from falls of roof and coal."

"A million tons of coal mined in the Pennsylvania anthracite region without a fatality is a feat of which to be proud and one that deserves the commendation of the entire mining industry. The average production per fatality in this region for 1933 was 206,823 tons, an exceptional record showing the results of an intensive drive made by the Pennsylvania Department of Mines and the anthracite operators and-workers to curtail the high accident rates heretofore prevailing in the region.This paper gives information about a mine with a record five times better than the average which should prove to the industry that mine accidents can be reduced through the proper safety organization and effort. The Pine Hill Coal Co., managed by Weston Dodson & Co., Inc., and located at Minersville, Schuylkill County, Pa., has made such a record at its Oak all colliery by studying its accident experience, realizing the facts, and pursuing a definite safety policy with a view to bettering its accident occurrence.As a direct result of its safety policy this colliery has produced 1,044,000 tons of anthracite without a fatality; within 3 years it has reduced its total accidents from 645 to 105 per year, its compensable accidents from 204 to 45 per year, and its lost-time accidents from 335- to 67 per year. In addition, it has set up a smoothly functioning safety organization that will go fax in aiding in the continuance of this great work of mining anthracite at a lower .cost in human suffering.This circular describes the accident-prevention methods perfected and the results obtained by this colliery in the belief that similar methods will produce essentially similar results at any other colliery where they may be adopted.The writer acknowledges his indebtedness to the officials of the company who furnished him with the details of the safety organization and the data from which this report was prepared. He especially desires to thank Messrs. Stockett, general manager, Wells, general superintendent, Morgan, safety engineer, and Kistler,- statistical department, for their hind assistance.The mine is opened by shafts, slopes, and drifts, a characteristic of minas in the Southern anthracite field. Thirteen different beds of coal are being mined. The thickness of the beds ranges from 3.5 to 16 feet and the pitch from 0 to 900. The roof and floor exhibit the entire range of conditions found in anthracite mines. Table 1 describes the coal seams being worked."

The mining laws of Russia (Collection of Laws, vol. 7, 1912) are still in force in Latvia. The Free State of Latvia (declared independent on November 8, 1918) is composed chiefly of the Baltic Provinces of the former Russian Empire, which are ethnographically Lettish: The Province of Courland, four districts of the Province of Livonia, and three districts of the Province of Vitebsk. Since the establishment of its independence, Latvia has not felt the need of a special mining law, inasmuch as mining so far has not been found profitable in that country. A supplement to this paper, entitled "Mineral Resources," is a brief summary of the minerals found and utilized in latvia. RIGHTS OF FOREIGNERS A foreign individual is permitted to explore for minerals and to own and operate mines in Latvia on equal terms with Latvians. A foreign corporation is required to establish a branch in Latvia, which shall be subject to the corporation laws of the country. A certain number of the partners or incorporators must be citizens of Latvia.

The Mine Safety and Health Administration, Pittsburgh Safety and Health Technology Center, Roof Control Division, is routinely involved in the evaluation of ground conditions in underground coal mines. Assessing the stability of mined areas and the compatibility of mining plans with existing conditions is essential to ensuring a safe working environment for mine workers at a given site. Since 1985, the Roof Control Division has successfully used the boundary-element method of numerical modeling to aid in the resolution of complex ground control problems. This paper presents an overview of the modeling methodology and details of techniques currently used to generate coal seam, rock mass, and gob backfill input data. A summary of coal and rock properties used in numerous successful evaluations throughout the United States is included, and a set of deterioration indices that can aid in the quantification of in-mine ground conditions and verification of model accuracy is introduced. Finally, a case study is detailed that typifies the complexity of mining situations analyzed and illustrates various techniques that can be used to evaluate prospective design alternatives.

How do people behave when they are trying to get out of a fire? Are escape activities different in each incident, or will most actions be predictable across events? Do persons make the same sorts of decisions whether they are responding as individuals or as group members? Because the social costs of fire-related deaths and injuries are likely to continue to rise, societal pressure for greater safety will also undoubtedly increase. There are, therefore, compelling reasons to further our understanding of action in fires. If human behavior in fire is studied scientifically and predicted according to some well-defined principles, the benefits will be significant. Design engineers could incorporate real-world findings into their plans. Equipment manufacturers could gain from insights into how their technology is actually used in fire emergencies. Safety personnel would have a better appreciation of what constitutes adequate evacuation procedures. Trainers could upgrade the content of their courses that teach escape skills. The result would be an overall improvement in the quality of fire preparedness and safety.

To improve a miner's chance of survival during an emergency by providing immediately avail-able breathable air and protection from toxic gases until a longer-duration breathing apparatus, stored nearby, can be reached. Approach: A belt-carried apparatus which can provide a closed-circuit atmosphere for ten minutes breathing has been developed under a Bureau of Mines contract. How It Works: Water vapor and carbon dioxide in the user's exhaled breath are removed, and oxygen is supplied, by chemical reactions. When the user exhales into the mouthpiece, water vapor in his breath reacts with potassium superoxide (KO2) stored In the canister to produce oxygen. The other product of this reaction (KOH) reacts with carbon dioxide and removes it from the air. The oxygen-enriched air then flows from the canister into two breathing bags. When user inhales through the mouth, that air is drawn out of the bags, makes a second pass through the chemical-containing canister, and flows into the mouthpiece tube. A nose clip is worn to seal off the nasal passages.

OWNERSHIP OF ORE-CONSTRUCTION OF CONTRACT. A contract between the Republic Mines Corporation and the Quilp Gold Mining Co. provided that upon forfeiture of its rights under a contract the Republic Mines Corporation was required to give a good and sufficient deed conveying to the Quilp Gold Mining Co. all ore bodies of every description lying east of the west line of the Quilp Mining Co. claim extended downward vertically and lying south of the north end line of the Quilp claim extended downward vertically and which may apex within the lines of the Surprise, an adjoining mining claim. It must be presumed that the contracting parties under such circumstances had in view their statutory rights as provided by the mining statutes of the United States, and that both were familiar with the provisions as to extra- lateral rights granted by the statute to locators of mining claims. This contract means to include all ore bodies of every description lying east (or easterly) of the west (or westerly) line of the Quilp claim extended downward vertically and south (or southerly) of the north end line of the Quilp claim extended downward vertically within the Quilp claim excepting the part that was overlapped by the Surprise claim, owned by the Republic Mines Corporation. Quilp Gold Min. Co. v. Republic Mines Corp. (Washington), 165 Pacific 57, p. 61. PURCHASE OF GAS-REFUSAL TO DELIVER SALE TO OTHERS. A gas company that had entered into a contract to purchase a quantity of natural gas refused to receive and accept the gas that was tendered on the ground that it did not conform to the requirements of the contract; subsequently the company refused to sign a writing by which it was asked to consent to the sale of such gas to other persons. But the refusal of the purchasing company to sign such a writing giving its consent or its refusal to consent to such sale did. not affect the rights of the seller to dispose of the gas elsewhere and to other persons. OWNERSHIP OF MINERALS IN HIGHWAY. All mineral deposits within the limits of a highway belong to the owner of the fee and he is entitled to remove them so long as he does not interfere with the public use of the highway. City of Scranton v. Scranton Coal Co. (Pennsylvania), 100 Atlantic 813, p. 819. SALE AND CONVEYANCE. SALE AND CONVEYANCE EXCEPTION AND RESERVATION. The owner of an undivided interest in oil and gas lands conveyed the same to certain named grantees by deed containing a clause excepting and reserving all the oil and gas produced from the undi- vided interest in the land described. The language is not apt for the creation of either an exception or a reservation, but is rather that of a layman unfamiliar with legal distinctions. Strictly and literally construed, it affords a basis for a contention that that which was excepted and reserved was not realty in any form or anything inci- dent thereto, but personalty produced from the land. Immediately following the description of the tract, the grantor excepted and reserved something from the land described. What he excepted and reserved, he excepted and reserved then, and it was from his interest in the land. The clause expressed according to the evident intention of the grantor would read: "Excepting and reserving from the above all oil or gas which may hereafter be produced therefrom." No other construction can reasonably be placed upon the language used. The carving out of a separate estate in the oil and gas in land is a common occurrence in oil and gas producing fields. Mandle v. Gharing (Pennsylvania), 100 Atlantic 535, p. 536. RESERVATION CONSTRUED AS AN EXCEPTION. Where apt words of reservation are used in a deed they will be construed as an exception where this is the evident intention of the parties to the instrument. Although an exception and a reservation differ in legal effect, yet in their creation there is no magic in words, and if the meaning is clear either expression will operate for the purpose designed. The technical distinction between an exception and a reservation is frequently disregarded in the ordinary use of the word, and whether the language used creates an exception or a reservation must be determined from the intention of the parties ascertained from the entire instrument.
