George B. Brennan, Secretary-Treasurer, Imperial. Coal Company, Denver, Colorado, opened the third session of. the Sixtieth Regular Meeting of the Rocky Mountain Coal Mining Institute at 8:30 a.m., and introduced the first speaker of the morning with the following remarks: It is a pleasure to welcome you here this morning. We are indeed fortunate to have such excellent speakers this morning, some of the outstanding people in the mining industry. I know I express the feelings of the entire RMCMI when I say thanks to these excellent speakers for all of the time and trouble they have taken to prepare such talks and come here to give these presentations of some of the more modern developments with which we in the coal mining industry are concerned. The first speaker this morning is going to give a paper on a subject which has only recently caused one or two of unfortunate accidents. It hadn't, prior to this, been considered such a serious problem. However, the. Bureau of Mines is hot on the trail to insure there will be answers to this previously somewhat unrecognized difficulty.

Mr. Geo. B. Pryde, Chairman; Committee on Safety, Rocky Mountain Coal Mining Institute, Rock Springs, Wyoming. Dear Mr. Pryde: In accordance with suggestion in your letter to me of June 21, 1923, Mr. Roberts, Mr. Dalrymple and I had a meeting and attached find our contribution to the proposed August report of the Committee on Safety. You will note that we have confined ourselves to matters in connection with explosions and prevention of explosions, in coal mines. If the committee is to report on general safety in coal mines, including accidents from haulage, timbering, rock falls, electricity, etc., we would like to suggest that you ask other members of the committee to specialize on one or more of these subjects. Especially we believe it would be advisable to specialize as to precautions against electrical accidents with giving of data as to maximum voltage, precautions to be taken as to gas ignitions by mining machines at faces, best methods of placing power wires underground, etc.; also give information as to up-to-date safety installations, such as whistle devices notifying of disarrangement of ventilation or devices for quick cutting off of electrical power from mines under certain conditions; also give data as to efficient safety man cars on various pitches, etc. Yours truly, D. PRESIDENT LITTLEJOHN: Before we open the discussion on the Utah mining laws, I want to bring out what I consider a slight misunderstanding on some of the things that I said this forenoon relative to our comparison of accidents. I did not mean to infer that we, as mine officials, are satisfied we have done the best we can to eliminate the accidents, when I was talking about a four-to- one comparison. I do not want any- one to get the idea in their heads that I do not think we are doing all we can. There is not any of us who can state that, even if we better these figures. It is the general understanding that these figures are based upon ratios per thousand man shifts and not upon the tonnage basis that we use. If it were based upon a tonnage basis, I think the figures would be pretty nearly reversed, for we are producing from two to four tons more per man than they do in Great Britain. The discussion will now be continued as I said this morning. There is a gentleman in the audience here that is as guilty of making these laws as I was, and I am quite sure when speaking he will confine himself to the subject of Utah Mining Laws and the prospective results. Before Mr. Monay starts with his paper, I want it understood that this discussion must be finished by 2:30 for the reason that we have still quite a lot of business before us this afternoon.

MR. DICKINSON: There is an increase of dust in machine loading, especially with the McKinlay loading and cutting machine which was extremely dusty. MR. FORRESTER: Declared more dust must be expected because when loading by machinery, the coal is shot harder in order to make it easier for the machine to pick it up. He believes however, that there was less hazard because of the closer supervision possible by reason of the concentration of operation. MR. McAULIFFE: Machine loading more dusty than hand loading. D. HARRINGTON: The hazard is greatly increased by modern methods of loading. Not only do the methods increase the quantity of dust, but they also increase the rapidity of mining and the increased quantity of coal broken down causes large quantities of gas to be released. The number of motors on loading machines and conveyors add to the hazard. No more dangerous places can be found for such motors than at the working face where there is excessive quantities of pure coal dust and where there is more gas than along any other point. Regarding Mr. Herres remarks that the machine loading was safer on account of the concentration and possibility of close supervision, Mr. Harrington said he believed concentration likely to prove a source of danger rather than its preventive. At Dolomite, Alabama, a number of men had assembled, and as a result what was a relatively small explosion killed a large number of men. Concentration is not without its dangers to mine operations. MR. McAULIFFE: These arguments do not appeal to me. Few places are better sprinkled than the working places in a machine loading mine. There is. more effective supervision, and there can be more ventilation. I believe machine loading will increase safety by that very concentration that Mr. Harrington deplores.

MR. C. M. GODDARD: Mr. Poli invented this little safety switch box. This junction box he has does improve the appearance mentioned in the underground junction boxes used in the foreign countries, where this thing is compulsory. There was some arrangement whereby the attachment could not be made with the switch in. The switch has got to be out of place before they can put the terminals into this box, which avoids all possibilities of short-circuits, except where protected on the inside of this box. In mines that are not gaseous, this is not so essential, but he has invented a very small junction box which probably. could be built for six or eight or ten dollars; if those things are necessary, for the handling of mining machines and their apparatus, takes current off the transmission line, and he has something that would meet that requirement, and I think when it is looked into it will meet the approval of the Bureau of Mines. He had this little box yesterday, and some of the members had looked it over and think, if they will look more favorably into it, they will find something to their advantage. PRESIDENT PRYDE: I think it is a good idea to bring in safety appliances and devices at this meeting. There were two more devices brought in here this morning; one a safety powder flask, and the other a carbide can. We have talked a great deal about permissible powder. It is going to take a little time to change over, and we would have to use the black powder cans. I will leave them in the window, if you care to investigate them.

President Schloss called the third session of the fifty-eighth annual meeting of the Rocky Mountain Coal Mining Institute to order at 9:30 a.m. and introduced James Westfield, Assistant Director, Health and Safety, U. S. Bureau of Mines, Washington, D. C., who presided over the session. First speaker of the session was S. L. Jewell, Vice President, Peabody Coal Company, St. Louis, Missouri, who spoke on "Our Three Main Routes From Here." (Biographical sketch of Mr. Jewell, see index.) (For the printed text of Mr. Jewell's paper see index.) Mr. Westfield introduced Marling J. Ankeny, Director, U. S. Bureau of Mines, Washington, D. C., who served as moderator on the panel, "How Do We Go From Here in Safety?"

The twenty-fifth regular meeting of the Rocky Mountain Coal Mining Institute was called to order at 11 a. m. Monday, August 29, 1927, in the County Court House at Trinidad, Colorado, the Vice-President, F. L. Peart, presiding. After a few words from John F. Carmody, Editor of Goal Age, J. Q. McNatt, Division Engineer of the Colorado Fuel & Iron Company, read a paper on "Coal Geology." In the afternoon, Prof. C. B. Carpenter, of the Colorado School of Mines talked on the work in Fuel Engineering being developed at the Colorado School of Mines. W. C. Holman, of the Phelps Dodge Corporation, then read his paper on "Developing a Pit Car Design." L. M. Kuhns, Safety Engineer of the Gallup American Coal Company, read his paper on "Safety Methods at Gallup American No. 5 Mine." After discussion the meeting adjourned for the day.

The morning session opened at 9:00 a.m. and was presided over by Carlyle F. Gronning, Chairman, Industrial Commission, State of Utah, Salt Lake City, Utah. The first speaker was John A. Fagnant, Vice President-Sales, Kemmerer Coal Company, Frontier, Wyoming. Subject - "Open Pit Coal Mining, Western States." Mr. Fagnant is a graduate of Colorado School of Mines, 1937 Degree, Metalurgical Engineer His career in the mineral industry began at the Arthur Mill of Kennecott Copper Company. For nine years he was with Allis Chalmer Company in Milwaukee, Wisconsin as a Sales Engineer in the Mining Machinery Division. Following five years in private business, he joined The Kemmerer Coal Company as a special projects engineer specializing in coal carbonization. He was assigned the job of Sales Manager in 1968 and promoted to Vice President of Sales in 1970. Member of A.I.M.M.E.

Secretary's Apology: Although every effort was made to secure efficient stenographers, the railroad conditions at the time made it impossible to get stenographers from Salt Lake City. Practically all of the discussion was therefore lost, and the Secretary's apologies are offered to those whose names and remarks we are unable to record. 'We are indebted to R. Dawson Hall of Coal Age for what we have been able to print. The question was asked why belt conveyors are not more generally used. BENEDICT SHUBART: Belt conveyors lack the ruggedness of metal conveyors and require more accurate alignment. They are much used in England though comparatively scarce here. The H. C. Frick Company's belt installation at Colonial mine is an unusual installation for unusual purposes. It is hardly main haulage, but is more comparable to railroad transportation. The belts are in long sections,, nine hundred to twenty-three hundred feet, there are no particular grades, only two turns, and the immense tonnage handled justifies a quality of installation that at this day would not prove economical in most mines. EUGENE McAULIFFE, Union Pacific Coal Co., Omaha: Was much impressed on learning at the American Mining Congress that the Hudson Coal Company had mined last year 1,500.000 tons of coal from a 36-inch bed and had transported this coal to the mine cars by scrapers and conveyors. He did not believe that because one or two percent of the men around the mines were opposed to loading machines, that it should be said that the mine workers were inimical to such labor saving means. He believes that when duly explained to them they could see the advantages of the equipment offered and would be friendly to its introduction. The Sheridan-Wyoming Coal Company at Sheridan have eight Goodman Hydraulic loaders in operation in rooms .with Joy loaders driving the headings. It is not possible for the mines which had to pay high wages to compete with those whose wage scales were lower unless by the introduction of loading machines. He received a letter from Dr. L. E. Young of St. Louis, general manager of the Union Collieries Company, that his two Goodman Hydraulic machines were loading an average of three hundred tons each daily. THE SECRETARY: H. N. Taylor, president, Sheridan-Wyoming Coal Company, said Mr. Green of the American Federation of Labor told him he would have no trouble with Union Labor, and, if any local disturbances were created, they would be stopped. The Union nationally is with the introduction of labor saving equipment. J. B. FORRESTER, General Superintendent. United States Fuel Company, Hiawatha. In his opinion metal conveyors are preferred because they can be lengthened and shortened at pleasure, and so can be operated with greater flexibility than belt conveyors. W. C. HOLMAN, Chief Engineer. Phelps Dodge Corp: The Phelps Dodge Corporation have two Jeffrey belt conveyors in tandem which obviates brushing where the coal is low. MR. E. O. WIEDERANDERS, Jeffrey Mfg. Co.: Says he has seen belt conveyors in use in England and is much taken with the idea. MR. WM. MOORHEAD, Phelps Dodge Corp.: Our conveyors are in twenty-foot sections, each with a motor. Three of them tandem make a sixty-foot face. GENERAL: There was discussion regarding the size of the coal produced by conveyors. It was said that when the Gunn-Quealy Company started their operations, the coal was very large, but now there is not so much care taken to produce large coal as the market is now demanding smaller coal. The Secretary said that the use of conveyors at the Kemmerer Coal Company's mine had almost doubled the percentage of lump coal. Mr. McAuliffe questioned

Preceding the regular meeting, "Harvest from the Sky" was shown, an action-packed movie demonstrating how man and machines provide Denver with water. This vividly colored picture illustrated the magnitude of the job, highlighting the construction scenes at the 23-mile Harold D. Roberts tunnel, many scenes of which were taken underground at the face. Presiding was Mr. John Peperakis, Alanager, Sunnyside Operations, Kaiser Steel Corporation, Sunnyside, Utah, who called the regular meeting to order at 9:30. Mr. Peperakis introduced Mr. Otto A. Wiesley, Chairman, Industrial Commission and Utah Labor Relations Board, Salt Lake City, Utah, who spoke on "Functions and Policies of the Industrial Commission of the State of Utah." It was with obvious pride that he discussed the Medical Panel in use and the successful operation of the Indus- trial Commission in Utah, stressing the fact that the most important word in their vocabulary was "cooperation." MR. PRESIDENT AND CO-WORKERS IN THE COAL INDUSTRY: I was requested by our president to prepare a paper on Longwall Coal Mining, to be read before this honorable organization. There are three general systems of Longwall, Longwall advancing and Longwall retreating, and the Nottingham system which is worked in England and South Wales. In Fremont county, where I am employed, the Colorado Fuel and Iron Company are working their mines on the advancing system. The face is started generally from the bottom of the shaft or other mine opening, or, at the outside of the pillar left to support the shaft or slope-bottom and advances toward the boundary of coal area. As the roads in this system are maintained by pack walls, it is sometimes called gob-roads system, and by these means the mine is opened up rapidly and consequently early returns are secured from the capital invested. By this method, there is no expense for narrow work, and a minimum amount of timbering of the roads is required. Now what I call ideal Longwall work is where there is about eight inches of dirt mining-and four and one-half feet of coal, .and when the entries and rooms will gob themselves, so that there will be no rock or dirt to haul out to the surface. But this is not the case in the mine I am in charge of. The entries and rooms will not gob themselves, therefor we have to haul the rock and dirt to the surface, which runs up the cost of production. Now the ideal roof in Longwall is composed of tough elastic and pliable strata that yield gradually by bending when the coal is removed, and throwing a sufficient weight or roof pressure on the coal face to break the coal when the same has been mined or undercut. Timbering should be done systematically, the coal well spragged before the miner starts to undermine the coal. Cogs or cribs are alright in their place, but I am not a believer in crib in Longwall working because they are too strong for the roof and do not leave the roof to squeeze .down gradually and break the roof around the crib. Longwall work requires particular skill on the part of the miner, and a familiarity with the conditions affecting room and pillar work, and a good room and pillar mail may not be successful in. Longwall work. A good Longwall miner realizes more than any one else the importance of being regularly at his place every working day. A day lost causes his place to fall behind the others which makes his work harder, and his daily output is further reduced by the amount of small coal that is liable to result from the excessive pressure where the face falls behind. The bad results are also felt by the miner working on each side of such place, as the roof pressure is often insufficient and the coal does not break as well as when the face is kept in a uniform line.

The morning session opened at 9:00 a.m. and was presided over by Mr. George A. Nugent, Manager Mining Division, Peter Kiewit Sons' Company, Sheridan, Wyoming. The first speaker was Mr. Jack Huebler, Vice President Research, Institute of Gas Technology, Chicago, Illinois. Mr. Huebler joined IGT in 1961 as Director of IGT's contract research program, a major part of which is IGT's extensive coal gasification work. He is also an adjunct associate professor at Illinois Institute of Technology, teaching gas utilization. Before joining IGT, Mr. Huebler spent 20 years with Surface Combustion Corporation where he was chief research engineer. He developed, designed, and constructed a wide variety of heat processing equipment and the associated chemical processes and was involved in applied research in heat treating, gas chemistry, and gas-solids reactions. He has carried out extensive research on the heat treating of ferrous metals, oil gasification and gas combustion, and has made major contributions to the development, construction, and operation of large-scale industrial furnace equipment. He received B.S. degrees in 10th chemical engineering and mathematics from the University of Michigan in 1941. He has 60 publications including 15 patents. He is also a world traveler in the field of engineering. Mr. Huebler's subject "Gasification of Western Coals." (See Index for printed text of Mr. Huebler's paper.)

MR. GIBSON (continuing): In connection with the coal from this mine, I will say that it is not a very dirty coal. The vein where most of the coal comes from is about eight feet thick, and two feet from the bottom there is a small boney band about two inches thick. The breaking shot has to be placed over the, band, therefore breaking the boney into fine particles which goes off with the slack. This coal is a very good domestic coal and the slack is in great demand for various power, plants, such as sugar plants, smelters and other industries, but where this, boney is broken up and goes into the slack, it is very injurious in effect and retards the sale of the slack. Therefore the Spring Canyon Coal Company went to the expense of' building this plant, costing over $250,000, just in order to get that, two inches of boney coal out of the rest of the vein. The market in, Utah is very critical, and in order to sell coal, the product must be thoroughly clean in every way and, as Mr. Murphy says, I believe they have succeeded in making a very good commercial product. In any event the Spring Canyon Coal Company put out more coal than any other one mine during the last year, 1924, they had the largest production. I thank, you. (Applause). PRESIDENT MARKS: With the assistance of Mr. Robinson and Mr. Miller, I am sorry you could not get the pictures a little better synchronized with the story. MR. F. C.
