This paper traces the rise of South Africa's mining industry in the context of the different state forms that oversaw its development. It commences with the mining-led industrial revolution through four periods of conflict, each of which contributed to a deepening of the industrial base, with constant battles between domestic and foreign capital and labour, and the rise of both Afrikaner and African nationalism. The role of state-owned enterprises has been crucial in shaping this dynamic so that at its peak the public sector and leading mining houses constituted two massive centres of power. This was followed by a thirty-year period of neo-liberal experimentation. The current debate on the 'developmental state' is an attempt to reconstruct the state as a counterweight to capital. It is argued that while the country has moved toward inclusive political and economic institutions, these are both limited by deep 'extractive' characteristics. This transformation failure provides a fertile ground for populism that presents one of the biggest threats to inclusive growth. Cited examples point to the many ways that states have sought to deal with the bonanza that conversion of mineral non-resources into resources brings. Such greenfield resources on state land, or in areas where the state holds monopoly rights, do not present ownership issues. It is suggested that this is the route that South Africa should follow, as the alternative will be conflictual.

The diffusion of carbon in Co-5% Fe alloy was studied in a belt-type pressure system at temperatures of up to 1330°C and press loads or nominal pressures of 7 020 tons or 42±3 kbar. Under these conditions, this alloy is in the solid state. Discs of graphite and prealloyed Co-5%Fe were used to make up the diffusion couple. The diffusion coefficient increased with increasing press load due to the tendency of the low density graphite to dissolve in the metallic phase reducing the overall volume and increasing the density of the system. Furthermore, inhomogeneous plastic deformation may have promoted diffusion by creating defects in the alloy. Diffusion couples treated at atmospheric pressure exhibited graphite particles in the metal, while those treated at high pressures exhibited carbide in the form of Widmanstatten laths. Carbon analyses indicated increased carbon solubility with increasing pressure. This was confirmed from calculated high-pressure phase diagrams.

Controlling noise has proven difficult in mining, and noise-induced hearing loss (NIHL) remains common. In 2008, a South African Mine Health and Safety Council study focused on small- to medium-sized mines in relation to the milestones set by the industry to prevent NIHL. An evaluation of the compliance of ten diamond, sand, aggregate and Ready mix concrete mines and production sites with standards, legislation and best practice guidelines relating to NIHL prevention was conducted, using a noise compliance audit tool. The findings indicated that all mines surveyed had poor compliance with the international standards, compliance with International Standards Organization standards being the poorest. There was a clear distinction between the small and the medium-sized mines in their compliance with local standards and legislation (ranging from 14 per cent to 66 per cent). The areas of best compliance were audiology and medical examinations. The lower-than-expected compliance was largely attributable to shortcomings in hearing conservation programmes for occupational noise. Initiation of remedial practices in the small- to medium-scale mining sector to facilitate improvements in NIHL prevention and compliance with standards and legislation is recommended. Navachab Mine experiences difficulties with pit wall stability in certain areas of the mine. The main reason for the instability is the fact that the geology comprises many joints and faults. Blasting, without impacting negatively on the stability of the pit walls, poses a major challenge. The mine has installed a technologically advanced seismic monitoring system with monitoring sensors positioned at various locations and depths throughout the pit. The electronic data recording system records all relevant information on a continuous basis with early warning signals in cases of potential danger. From the information recorded by this micro-seismic system it was established that the energy release into the high-wall is predominantly influenced by the mining rate, water content and mining tempo and to a lesser extent by the blasting operations. To limit the negative effects of blast vibrations, the use of Electronic Delay Detonators (EDDs) was introduced. The optimal delays were determined through signature trace analysis. The vibrations obtained during blasts initiated by means of electronic delay detonators were monitored and compared to those traditionally obtained when standard pyrotechnic delay detonators had been used. The measured vibration data indicated an improvement of 25% to 100% drop in vibration amplitude compared. The accuracy and programmability of EDDs presented huge potential for blast optimization in terms of limiting the vibrations without compromising fragmentation. The whole project was conducted over a twelve week period with some 4000 EDDs. The average size of a blast was in the order of 350 holes using about 40kg explosives per hole, which equates to 14,000 kg explosives over 12 different blasts. The paper deals in detail with the blast optimization process with regard to: - determining the rock response time; - establishing the signature traces; - analyzing the wave interference patterns; - predicting the direction of constructive and destructive wave interferences; - optimizing of the inter-hole and inter-row delay periods; - measuring the ground vibrations. The results obtained during electronic blasting are compared to those obtained during pyrotechnic blasting. Comparisons are being made with regard to the following: - ground vibration measurements; - pit wall stability measurements; - blast safety.

Better utilisation of electric power and coke is vital in reducing production costs and CO2-emissions in production of ferromanganese. All FeMn smelting operations consume 10 to 30 % more carbon than the carbon needed to reduce MnO and FeO to metal and the carbon contained in the alloy. Potassium which re-circulates and builds up in the furnace has been shown to be the main culprit causing both excessive carbon consumption, by catalysing the Boudouard reaction, and increased electric power consumption. The reaction between CO2 and ordinary metallurgical coke or coke impregnated with potassium has been studied at temperatures from 800 to 1100°C in a thermobalance apparatus. Ordinary coke did not react to any great extent at temperatures up to 1000°C, whereas the addition of potassium (2-10 %) resulted in a huge increase in reaction rates. The ultimate goal is to fit the results into a reaction rate model containing the equilibrium constant for the solid-gas heterogeneous reaction between CO2 and a free active site on the carbon reactant producing CO and adsorbed oxygen (an occupied site). The model includes the partial pressures of CO and CO2, a reaction rate constant that is a function of both the total number of reaction sites of carbon, and the potassium content. The potassium dependency is taken care of by introducing activity coefficients for the carbon sites. As the first step towards such a model, a regression line for the Boudouard reaction rate has been established.

A shortage of technical skills in all areas of the mining industry is being experienced worldwide. This has significant consequences for design, operations, productivity and safety and, therefore, needs to be seriously addressed, both in the short and longer term. It is therefore both a strategic and a tactical issue. Importantly, however, since mining is a long-term business, the shortage of skills must be dealt with from a strategic point of view to ensure the supply of the necessary skills for future mining. This paper will deal specifically with the provision of high level technical skills, that is, university graduates in mining engineering, and the outlook for the institutions that are currently producing such graduates.

Zimbabwe Alloys has been producing Low Carbon Ferrochrome since 1953. A number of operational and technical advances have been made since then. Some of these advances improved production significantly. Process control, however, remained a challenge not only in the production process itself but also in the handling of finished product. In addition the handling of the slag created an environmental problem. Process control issues were addressed by Zimbabwe Alloys Limited and Japan Metal & Chemicals (JMC) entering into a Technical Transfer Agreement. The aim of the technical transfer was to improve production, alloy quality and, thereby, the financial performance of Zimbabwe Alloys. In addition, the Low Carbon Ferrochrome production process was made environmentally friendlier by modifying the final slag handling methodology. The aspects that are covered and discussed in this paper are, ladle refractory lining changes, improved control of the process, changes in the alloy casting methodology and granulation of the final slag. The improved control of the process was enhanced by the conversion from ladle duplexing to argon purging, introduction of on-line sampling and introduction of second stage process. The combined effect of the above was a significant improvement on on-grade material production, production efficiencies, unit cost of production and a cleaner working environment.

In any manufacturing organization internal logistics plays a vital role in improving and maintaining the productivity. In Ferro Alloys manufacturing organization where there is huge input of raw material in terms of ore, reductants and variety of fluxes amounting to about four times of the mass of alloy produced need to be handled from yard to furnaces , internal logistics requires utmost attention. Any deviation or mismatch between stock and requirement will affect furnace operation. Though the activities are being outsourced by most of the organization, these require close monitoring. This communication presents an optimization model which can work as a ready reference for the manager to decide upon the material quantity and the furnace to be fed with an objective of minimizing the cost of handling and zero production loss.

The objectives of this study were firstly to characterize and quantify the inorganic material in the Secunda gasification feedstock. Secondly, the effect of washing on coal properties and sulphur content was investigated. Coal from a single source and a coal blend from 6 different mines were tested. Composite samples were visually sorted by a geologist in the groups containing roof, floor, C-shale, pyrite, carbonates and siltstone material. Inorganic mineral types from the single source and coal blends were characterized separately. Characterization results indicate that the average mineral matter distribution (mass %) of the coal tested was as follows: carbonates (6%), carbon-shale (19%), pyrite (12%), roof (18%), floor (46%) and siltstone (22%). The roof, floor, pyrite, carbon-shale, carbonates and siltstone in the single source and coal blend have similar chemical properties and characteristics, except for the ash melting temperatures of pyrite and kaolinite in the siltstone. By implementing selective mining and increasing mining management practices, the percentage discard in the run of mine coal can be significantly reduced, by up to 45%, if the mining of roof and floor material can be avoided. No significant impact of mining practices on sulphur content is expected in this case due to the low concentrations of sulphur in the roof and floor material. In summary, selective mining practices will probably result in almost45% decrease in the discard content in the run of mine to gasification, an increase in the carbon content from 55.0% to 58% (air dry basis) and a decrease in sulphur content from 1.1% to 0.9% (air dry basis). It is clear from this study that the main source of sulphur is not in the high ash-content mineral types (e.g. floor and roof), but in situ in the coal structure. In this study, reduction behaviours of Turkish chromite concentrate (48 % Cr2O3, 13.30 % FeO, 18.33 % MgO, 12.37 % Al2O3, 5.76 % SiO2) and nickel oxide by Fe-C alloy in graphite crucible were investigated. In the first stage of experiments, steel scraps were melted in graphite crucibles and were saturated with carbon at 1600 °C and 30 min. In the second stage, mixtures of different amount of chromite concentrate, nickel oxide and flux additives (CaO,SiO2 and CaF2) were charged into the graphite crucible containing the Fe-C alloy and heated to 1600 °C for different reduction times (0-180 min) under argon gas. The highest Cr and Ni con-tents in alloys were found as 11.41 and 14.37 % and the highest Cr and Ni recoveries were found as 88 and94 %, respectively at 180 min.

Outline This paper will consider the implications of the mine closure provisions set out in the new Mineral and Petroleum Resources Development Act and draft regulations. A comparison will be made with the existing provisions in the Minerals Act and the mine closure policy of the Department of Minerals and Energy (DME). The paper will consider whether the new provisions have the potential for improving performance as regards mine closure. It will investigate the financial provisions requirements and the implications of these provisions for mines. It will consider the requirements for a social and labour plan and consider the implications of this for mine closure and its funding. It will analyse the provisions relating to the transfer of environmental liabilities to third parties and consider the implications of this in the case of closing mines and non-closing mines. Finally it will consider the issue of residual legal liability of a mining company once a closure certificate has been issued.

The development of feedforward semi-empirical control models for furnaces and the evaluation of mass balances are based on plant data. The models can only be as good as the data and it is therefore required to know the inherent uncertainty associated with the plant data. This uncertainty stems mainly from the fact that the slag, alloy or dust, have a distributed nature that depends on the degree of mixedness. It is commonly accepted that melts from open bath furnaces are well-mixed, and submerged arc furnaces less so. The impact of this assumption is significant, as a reasonably homogeneous melt could be represented by one sample only. As so much of metallurgical control depends on the assay information of the alloy and slag melts from furnaces, it was decided to characterise the possible variation in melt chemistry and temperature. Sampling campaigns and continuous temperature measurement of the melts were performed for different alloy and slag taps at a major ferrochrome producer. Both a submerged arc furnace and open arc furnace are evaluated in this way, by way of comparison. The slags of both open arc and submerged arc furnaces were found to be of similar degrees of homogeneity, with much spatial variance in the reducible iron and chromium oxides. However, it was found that the alloy melts deriving from open arc furnaces were significantly less homogeneous than the alloy derived from submerged arc furnace alloy production. The compositional variance could be related to the furnace operating conditions and it affects both metallurgical accounting and process control. In all cases it was found that the variance in melt solute components are larger than can be ascribed to analysis instrument error. It will be shown how this predetermined variance in melt composition could be included in process modelling and control.

In this study, coke oven tar additions over a range of 0?8 wt.% were evaluated as a possible substitute for imported coal fractions. The coke oven tar used was collected from tar decanters in the byproducts section of the coking plant. The moisture content in the tar varied depending on the residence time and water carryover from the coke oven tar separators to the storage tanks. Moisture contents of 1 wt.%, 3 wt.%, and 6 wt.% were investigated in order to evaluate the effect on coal blend, carbonization, and coke properties. At 6 wt.% moisture content with 6 wt.% coke oven tar, although the coke quality improved the yield showed a 4% decrease. On the other hand, 1 wt.% moisture content with coke oven tar of 6 wt.%, increased the yield by 1% and the coke quality improved. However, the latter process was characterized by an excessive increase in wall pressure and pushing energy, both of which are detrimental to the oven walls. The optimum moisture content in coke oven tar was found to be 3 wt.% with a coke oven tar addition of 6 wt.% in the coal blend. With these conditions, the coke properties improved and wall pressure and pushing energy were acceptable. However, a decrease in coke yield of up to 2% was observed. Despite this, coke oven tar addition is considered to be a viable option based upon economic factors of a reduction in the quantity and cost of imported coking coals that is required to achieve the same optimum final coke product. Paper written on project work carried out in partial fulfilment of MSc (Eng) degree Solid state sintered silicon carbide ceramics are used in aggressive environments as sealings. There exist data concerning corrosion, but there are only few data concerning their electrocorrosion behaviour. Therefore the electrochemical corrosion of solid state sintered silicon carbide (SSiC) ceramics has been studied at room temperature in acidic and alkaline environments by using potentiodynamic polarization measurements. The investigation showed a pronounced electrochemical corrosion in bases and acids. In HCl andHNO3pseudo-passivity features due to the formation of a thin layer of SiO2on the surface were observed, whereas in NaOH soluble silicate ions were observed, resulting in more pronounced corrosion. The microstructural observations of initial and corroded samples reveal that the residual carbon found in the microstructure do not dissolve preferentially. Paper written on project work carried out in partial fulfilment of M.Sc. (Chemical Engineering) degree Thermophilic bioleaching, conducted at temperatures in excess of 65°C, provides considerable benefit over mesophilic bioleaching, particularly through extending the extent of leaching of base metal minerals such as chalcopyrite. Thermophilic bioleaching is facilitated through a group of micro-organisms known as the Archae, well adapted to extreme environment. In order to maximize the space time utilization of the stirred tank reactor in the thermophilic bioleaching process, it is desirable to maximize the loading of the finely divided mineral phase present while not adversely affecting the microbial performance. In this paper, the effect of the loading of the solid particulate phase on the bioleaching performance of Sulfolobus metallicus was studied in a stirred tank reactor. Emphasis was placed on the effect of the concentration of the finely divided solid phase (35 ? 75 µm). A model system comprised of 3% (w/v) pyrite in the presence of varying quantities of quartzite in the range 0 to 24% (w/v) was used to obtain the different solids concentrations. The bioleaching experiments revealed similar bioleaching performance in the presence of 3 to 18% (w/v) total solids. Above 18% (w/v) total solids (15% quartzite loading), bioleaching was impaired progressively with increasing solids concentration. At the highest solids loading studied of 27% (w/v), bioleaching was still observed. In terms of mass transfer, oxygen transfer potential was not significantly influenced in the bioleaching process over the range of solids investigated.

Due to increasing concerns of global rare earth element shortfalls in the near future, possible alternative sources of rare earth elements have recently become of economic interest. One such alternative is decanting acid mine water originating primarily from abandoned old mines in the Witwatersrand region of the Republic of South Africa. In this study, a novel way of rare earth element removal from the acid mine drainage was employed, making use of bentonite clay, which has very good adsorbent properties, as a rare earth element carrier material. The process can be economically viable only, if the elements can be selectively removed from the bentonite clay carrier material so as to yield reusable clay. Acid leaching was proposed to liberate the adsorbed rare earth elements from the bentonite clay. Accordingly, acid leaching experiments were performed to study the desorption of three commonly-found rare earth elements, namely neodymium, samarium, and dysprosium, from bentonite clay in the presence of sulphuric and hydrochloric acid. It was established that the three rare earth element species could be selectively removed as a group from iron, magnesium, and manganese metals through the careful manipulation of the pH. An investigation into the kinetic aspects of the rare earth element desorption process from the bentonite clay was also undertaken. The applicability of various kinetic models such as zero-order, pseudo first-order, pseudo second-order, elovich, parabolic diffusion, and power function were tested to describe the time-dependent desorption of rare earth elements from bentonite clay. It was determined that the pseudo second-order kinetic model represented the dissolution processes for neodymium, samarium, and dysprosium from bentonite clay the most accurately.

Longwall shearers usually suffer from excessive pick and pickholder consumptions and severe wear of the back plate of the clearance ring section of shearer drums. In practice, most of the drums were seen to be withdrawn from the face due to the abovementioned problems, while vane picks and their holders were intact due to the improper lacing design of the clearance ring picks. However, few underground investigations and their results on the effect of lacing arrangement of clearance picks on the service life of shearer drums have been published. Nevertheless, the pick consumption characteristics of shearer drums were not investigated in detail, since these are fewer pick consumptions with shearers when compared to roadheaders. This paper is concerned with the comprehensive in situ trials on the effect of lacing of clearance ring picks on the lifespan of shearer drums, and the pick consumption characteristics of longwall shearers at Cayirhan Coal Mine in Turkey. The lifespan of shearer drums employed with shearers in this mine increased 70 per cent, while the consumption rate of clearance ring picks decreased threefold through using an alternative lacing for clearance picks, indicating the significance of utilizing proper design techniques for clearance ring picks for the service life of shearer drums. Statistical analyses carried out, using the raw pick consumption data, implied that the clearance ring picks experienced much higher loads than vane picks, revealing that special attention must be paid to designing clearance ring picks. An average maximum consumption value of 41 was determined for clearance ring picks, with corner-cutting picks having the most replacements, while it was 35 for vane picks, on three-day based pick replacements.

This is a sampling of the papers presented at the conference, the proceedings can be bought from the SAIMM The technique reported here involves measuring the air pressures generated within sealed boreholes located behind blasts. Results from twelve free face blasts in competent rock environments a represented. There were no instances of high pressure gas penetration, even at distances corresponding to less than one blast burden. Rapidly generated underpressures were measured in most holes, with the magnitudes of the peak pressures decreasing with distance behind the blasts. It has been proposed that the under pressures are the result of new volume created due to crack formation and overall rock mass dilation. The experimental evidence is consistent with this, including a correspondence of the onset times of the peak underpressures with the nominal firing times of the nearest blastholes. New post-blast cracks were observed when using borehole video cameras in the monitoring holes. A calculation of new volume produced within the monitoring holes is proposed as an indicator of damage. While the data exhibit considerable scatter, there is a power function dependence on scaled distance, which resembles that of typical vibration data. The data also lie within the normally quoted vibration regimes for rock damage and are consistent with measured extents of damage. It is concluded that this technique may provide an inexpensive and practical comparative measure of near-field rock damage due to blasting. It is further concluded that gas penetration is not a common phenomenon. Damage appears to be mainly attributable to the nearest blastholes and the control of charge mass in perimeter blastholes is emphasized for damage minimization.

The concept of selectively extracting copper from a low-grade dump leach solution followed by stripping the copper into an acid solution from which electrowon copper cathodes could be produced occurred to the Minerals Group of General Mills in the early 1960s.This simple, elegant idea has resulted in a technology by which about 2.2 million tonnes of high quality copper cathode was produced in year 2000. The growth of this technology is traced overtime with a discussion of the key plants, the key people and the important advances in leaching, plant design, reagents and electrowinning that have contributed to the growth of this technology. Some thoughts on potential further advances in the technology are also given.
