Effective October 1, 1958, President Eisenhower imposed, by Presidential Order, fixed import quotas on lead metal and lead concentrates and also on zinc metal and zinc concentrates. He did this in response to an escape clause case under the Trade Agreements Act filed by many of the large and small lead and zinc mining companies in September 1957. It is the purpose of this paper to give the experience of the lead-zinc industry under this order during its first two years and some observations on what might have come about under different conditions of U.S.A. consumption. Before considering these various experiences and observations, it seems wise to first outline briefly the basic problem which prompted such an order. Under the Tariff Act of 1930, the duty on pig lead was fixed at 2-l/8¢ per pound and slab zinc at 1-3/4e; per pound. The ores, concentrates and closely related products of these metals carried closely related duty rates. The Trade Agreements Act of 1934 and succeeding similar acts had given the, President the power to lower these and other duties. As a result-of various negotiations with foreign nations, by 1951 these duties had been lowered to their present day rates of 1-1/16 per pound on' pig lead and 7/10o, per pound on slab zinc. Related ores, concentrates and semi-fabricated forms of the metals received commensurate treatment. Under these acts, the Tariff Commission has the right to recommend to the President duty increases, specific quotas or both if find that imports have injured the affected industry. Technology to enhance safety during mine hoisting has been developed by researchers at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health. Assessment of current hoisting technology suggests that monitoring conveyance position and load directly from the skip or cage top offers several significant safety advantages. Wireless data transmission schemes and a package consisting of sensors, batteries, and a charger mounted on the wire rope and skip have been developed. A state-of-the-art automated hoisting test facility was constructed to test the concept in a controlled laboratory setting. Field tests in a full-size shaft are underway.

At some surface and underground mines, control of ground-water inflow involves significant costs. These costs include the capital costs for installing a dewatering system, power and other costs to operate and maintain the system, and costs to treat and dispose of the water that is collected. To minimize these costs, design of a dewatering system utilizing wells has been formulated in terms of a nonlinear operations research problem using quadratic programming. Using this formulation, the locations, depths, pumping rates, and pumping schedules of wells are selected so as to minimize the total costs of the dewatering system.

Silver is an economically important component of many complex, massive sulfide ores. Current beneficiation for these ores is almost entirely by flotation. Silver recovery often is low, but little is known about the flotation behavior of the silver-bearing minerals. Floatability studies were conducted using silver-bearing tetrahedrite and lead-zinc ore. The effects of xanthate collector concentration, conditioning time, potentiostatic control of the mineral potential, and pH on mineral floatability were evaluated. The floatability of the silver-bearing minerals was shown to depend on collector concentration and mineral potential. The effect of controlling mineral potential during the flotation process is discussed.

Oxide particles are commonly used as fillers in plastics, paper, rubber etc. (particulate composites). The successful fabrication of such composites is dependent upon the adhesive strength of the filler particles to the matrix. The compatibility of the matrix and the filler particles is generally enhanced by adsorption of surface modifiers such as surfactants and polymers at the particle-matrix interface. In order to develop a scientific basis for selection of appropriate modifiers it is necessary to understand their adsorption mechanism(s). Specifically, adsorption of polymeric additives is attributed to a combination of chemical and electrostatic interactions, hydrogen bonding and van der Waals forces. Hydrogen bonding has been suggested to be the primary adsorption mechanism for non-ionic polymers. However, a literature survey of Poly(ethylene oxide)(PEO)-oxide system suggested PEO, a non-ionic polymer, to be substrate specific. A systematic study was undertaken to investigate the adsorption mechanism(s) of a PEO on oxide particles. It was determined that strong Bronsted acid sites on the surface interact with the ether oxygen, a Lewis base, of PEO to induce adsorption. In this work characterization of PEO binding sites on oxides is reported and the mechanism(s) of PEO adsorption discussed.

INTRODUCTION Historical mining activities in the Robinson Mining District, in the Egan Range of east-central Nevada (White Pine County), resulted in five open pits (Veteran, Tripp, Liberty, Ruth, and Kimbley Pits), several large mine-waste dumps, and numerous underground workings developed for copper, zinc, gold, lead-silver, and manganese (Figure 1). Groundwater percolating downward through the copper sulfide ores produced a blanket-like supergene zone enriched in copper, which has been one of the primary objectives of mining since the early part of this century. To obtain permits for future operation, an EIS was conducted that evaluated future pit- lake chemistry, groundwater quantity and quality issues, transport of water and solutes subjacent to a proposed tailings impoundment, and the potential for waste dump acidification. AREA HYDROGEOLOGY The mine area is on a ridgeline draining to the Steptoe Valley to the east and to the White River Valley to the West. Precipitation in the Robinson Mining District ranges from a low of 15 cm (6 in.) per year in the valley to more than 50 cm (20 in.) per year in the surrounding mountains. Evapotranspiration exceeds precipitation, leading to a net loss of water from the basin as either surface flow or underflow to the north at Currie, Nevada (Eakin et al. 1967). The White River Valley, which lies to the south and west of the mine area, includes approximately 4,200 km2 (1,620 mi2) of the upper part of the Colorado River Basin. This valley is 112 km (70 mi) long, 32-48 km (20-30 mi) wide, and like Steptoe Valley, evaporation and transpiration exceed precipitation (Maxey and Eakin 1949). The local groundwater flow system in the Robinson Mining District and the proposed mine area is dominated by two main components: (1) a groundwater mound or high between the Ruth Pit and Murry Springs, and (2) a shallow groundwater flow divide that follows the ridge crest south of Ruth, which contains the Veteran and Tripp pits. Besides the alluvium, the main hydrostratigraphic units controlling groundwater flow are limestones, shales, and sandstones, along with the intrusive quartz monzonite stocks. "This paper characterizes quarterly LME copper price fundamentals from 1995 to 2011 by analyzing the transformation of the market mechanism based on structural change perspective. Using chow test for structural change based on the least square multiple regression, we divide the price fluctuation into: Stable price period (1995Q3-1999Q2), Low stable price period (1999Q3 – 2003Q3) and Price fluctuation period (2003Q4 – 2011Q2). The results show the existence of structural breaks disproves the investigation of the full sample period as a whole. In different structural breakpoints the main drivers of copper prices changes and their impact are significantly different. Moreover, the paper examines the role of speculation in copper price fluctuations.Introduction The rise in commodities price volatility and financial and economic crisis have led to questions over the organisation of futures and physical commodities markets. Spikes in commodity prices and volatility have coincided with a surge in financial speculators in the commodity markets inspiring a polarised and hotly debate among academics and practitioners about the role of investors in the development of physical markets. In his seminal work Kaldor (1939) focused primarily on whether speculative activity in the futures markets reduces the variance of commodity spot prices. Yet, part of the literature finds that the introduction of futures contracts destabilizes the spot market. IMF (2006) studied commodities boom and its causes concluding that there is little support for the hypothesis that speculative activity affects either price levels over the long run or price swings in the short-run. The impact of speculative activity on commodity prices remains a highly contentious topic. Other market analysts take the view that the supply and demand for physical commodities remain the major determinants of market trends (Krugman 2008). It is the aim of this study to contribute to the literature by examining the drivers of copper price changes from a structural change perspective. In this context we are attempting to answer to: What are the main drivers leading to copper price fluctuations? Are these factors having the same effect in different periods or not? It is meaningful to understand drivers of copper prices and thereby, their fluctuations because it will help developing countries depending on copper export to anticipate market situation and avoid bad economic development challenges that can result from price fluctuations. In vertical airways, falling material - solids-or water - may cause undesirable disturbances in the ventilation in the airway itself and also in neig¬bouring airways unless precautions are taken to stabilize the air flow. Such cases can occur, for example, - in shaft sinking by drilling from a pilot hole, - during the filling up of shafts, and - during the introduction of water into shafts in the case of mine fires. In an airway with upward ventilation the falling material will reduce the air flow and may even re¬verse its direction. In an airway with downward ventilation the air flow can only increase, but a reversal of the direction of ventilation may result in a parallel airway. These disturbances in the normal ventilation are undesirable as it must be the aim to have ventilation that is stable in quantity and direction throughout a mine. In order to be able to prepare suitable stabilization measures one must know the pressure generated by the falling material; this pressure will henceforth be called "aeromotive" pressure. The main factors determining the influence of falling material on the ventilation are - the amount of falling material and its height of fall, - the cross sectional area of the airway, - the pressure. difference prevailing in it, - the-position of the. airway in the ventilation. network, - the air velocity, and - other parameters, e. g. the density and grain size of the falling material. To determine the aeromotive pressure-measurements have been made underground during the sinking and filling of shafts and systematic studies have been carried out during the supply of water into a staple shaft. The present paper deals first with some fundamental theoretical considerations and then describes the measuring arrangements and the results of the series of experiments that have been carried out.

INTRODUCTION This paper describes the use of a shield and compressed air for construction of a short section of a pair of twin single-track tunnels for the Metropolitan Atlanta Rapid Transit Authority (MARTA) transit system. Although only two blocks long, this section posed the greatest difficulties to both engineers and contractors, and is the most expensive section of line construction on the MARTA system. All this derives directly from its setting--these tunnels had to be constructed through mixed-face conditions. SETTING The Broad Street tunnels form a link between the Peachtree Center and Five Points Stations, in the heart of Atlanta's central business district (Figure 1). Peachtree Center sits atop a solid rock ridge, which inspired the design of a deep rock-mined station, as described in the 1979 RETC. Five Points Station is MARTA's hub--the intersection of the system's two main branches. It is located in the old railroad gulch, a filled-in erosional valley at the base of Peachtree Ridge, and was constructed by open-cut methods. The alignment and profile of the Broad Street tunnels were closely constrained by these two adjacent anchors, and in the six-block stretch between them there was very little room for maneuvering. Since the rock ridge petered out about in the middle of the section, it was evident at the outset that there would be about two blocks of rock tunneling at the north end, two blocks of soft ground construction at the south, and two blocks of mixed-face in between. It is this central two-block section that is the focus of this paper.

In the defunct Gorka quarry, there are situated both a waste disposal site of an area of 6.7 ha and containing approximately 1 million ton of high aluminium wastes and a pond of an area of roughly 3 ha, up to 15 m deep, with about 400000 m3 of polluted water. The reservoir is fed with the filtrates arriving from the disposal site mentioned, at a rate ~130 m3/day. An alarming phenomenon is the subsidence of the pond bottom and the infiltration of solutions into the Triassic and Jurassic water resources, assessed at ~40 m3/ day. The basic problem related to the effluents in the Gorka pond is their high alkalinity (pH 12-13.4) and variable pollutants whose level increases appreciably with the pond?s depth. The solution offered provides pumping out and treatment of about 500000m3 of effluents retained in the Gorka reservoir in an about yearly time. Effluents would be treated in a reverse osmosis plant, according to a process so far verified on a quarter-commercial scale. The treatment process by-product would be discharged into the Ropa stream. The brine solution (containing about 25% NaCl), whose amount may reach up to100000m3, might be supplied to the Debiensko Mine which produces technological salt from salt-bearing mine waters. Similarly, there would be provided an intake of underflows of infiltrates (by means of deep wells, and possibly girdling ditches) arriving from the high aluminum site, and such effluents would be subject to ongoing dilution in water courses. It would be possible to test the system of underflows reaching the Gorka reservoir by means of geochemical identification, previously performed. The next stage following the pumping, would be the utilization of approx. 50 000m3 of bottom slurry. Highly alkaline slurries would be utilized in the production of self-solidifying mixtures. Slurries would be pumped out and temporarily dumped on drying beds, located nearby the Gorka reservoir, and later on used successively for making self-solidifying mixtures in a plant similar to a concrete making seat. Those mixtures would be applied for sealing the bottom of the Gorka reservoir and the necessary part of the edges of the defunct quarry. An alternative solution is the utilization of slurries in the facilities of the Trzebionka Mining Works and the application of self-solidifying mixtures, made in the Trzebionka Works, for sealing the reservoir bottom.

A nano-scale investigation has been carried out by applying an AFM (atomic force microscope) to study in situ the adsorption of various collectors, i.e., oleic acid, octanohydroxamic acid (HA), and salicylhydroxamic acid (SHA), on bastnaesite in aqueous solutions. The obtained AFM images show that the surface morphology of bastnaesite changes greatly after it contacts the solutions of the collectors, suggesting that all these collectors can effectively adsorb on bastnaesite. Increasing temperature can help increase the adsorption of oleic acid on bastnaesite. FTIR (Fourier transform infrared) results also show that all these collectors adsorb strongly on bastnaesite with a strong absorbance spectra being detected, which confirms with the results obtained with AFM imaging analysis. In general, hydroxamic acid collector (HA and SHA) adsorbs on bastnaesite mainly in the form of insoluble metal hydroxamate. This specific adsorption mechanism explains that a high selectivity with a moderate collectivity will be achieved with a hydroxamic acid collector for the flotation of bastnaesite. INTRODUCTION Rare earth metals, which are very important to modern industry, are generally extracted from numerous rare earth minerals. In practice, however, the actual extraction of rare earth is mainly from bastnaesite, monazite and xenotime. The Mountain Pass mine is one of the largest rare earth mine in the world, at which the main rare earth mineral is bastnaesite. In the past years, froth flotation has been applied to the beneficiation of Mountain Pass ore. In practice, the rare earth ore is usually crushed, milled and further separated from calcite, barite and other gangue minerals by froth flotation, in which the rare earth oxide-bearing minerals stick to aerated bubbles in the pulp and float to the surface, leaving the gangue at the bottom of the flotation cell and disposed of as tailings.(Bulatovic, 2010) In spite of the fact that froth flotation has been applied to treat the bastnaesite ore at the Mountain Pass mine, the rare earth oxide (REO) recovery is still low,(Anderson, 2015) especially compared to the one obtained with sulfide flotation. For example, the typical recovery obtained at the Mountain Pass mine was only about 70%. This may be due to the low selectivity of the collector (oleic acid). In addition, to enhance the flotation selectivity, the pulp in the mine circuit has to be heated up to 70 to 90°C and it involves a lot of energy consumption. Last but not the least, a lot of depressants have to be added to improve the selectivity of flotation process. Therefore, it is critical to re-examine the existing flotation process at the Mountain Pass mine and seek any chance of improvement. (Anderson, 2015)

Gravity separation techniques were used in the early years to extract native metal nuggets and flakes from placer gold deposits. This was relatively easy for visible metal grains. As the size of the grain becomes smaller traditional gravity separation techniques become inadequate to recover native gold. Cyanidation was invented as a solution to the problem. According to it, gold and other precious metals are dissolved in water by sodium cyanide. The result was a drastic increase of world gold production but at the same time environmental issues were raised. In Greece gold mining has become equivalent with the absolute destruction of the environment and is under extinction. In the last years a new type of gravity equipment have been produced which create a gravitational field up to 200 G and can separate gold from gangue minerals at sizes below 50 µm. The strong gravitational field is created by centrifugal forces and the separation occurs in a fluidized bed, formed by water flow. Accumulations of finely disseminated native gold are found in the sedimentary sequence of the Flysch of the Ionian Zone. The main gold minerals are gold and electrum present as free metal flakes and micro nuggets in the size range between 5-250 µm. Test work, using the Falcon SB40 centrifugal concentrator, at the Department of Mineral Resources Engineering at the Technical University of Crete, has shown that this particular type of gold ore can be processed by gravitational methods that require no reagents and are environmentally safe.

"The ways of the world be many and most of the ways be tried, you follow in the footsteps of others till you come to the great divide". These words, written by Robert Service a long time ago, come to mind when I think of our original attitude upon entering into a contract with the International Nickel Company to sink the deepest shaft in the world outside of the Union of South Africa. This shaft was to be sunk to a depth of 7,137 feet from surface, and while it was recognized by all concerned to be a somewhat unusual undertaking in our part of the world, the fact that quite a few shafts had already been sunk to this depth in South Africa probably gave us the feeling that we were following in the footsteps of others. In retrospect, because this shaft was being sunk under entirely different conditions than those existing in South Africa, we were in fact venturing into an entirely new area of endeavour without properly recognizing this fact. It has occurred to me that others considering a similar type of job could benefit from our experience, especially in an assessment of the risks involved and how they compare to those encountered in an ordinary shaft. For comparison purposes, I would define an ordinary shaft as being sunk to a depth of 5,000 ft or less, and a deep shaft as one being sunk to a depth of between 5,000 ft and 8,000 ft. Ninety percent of manganese is used as an alloying element in steel. Smaller amounts are used in dry-cell batteries, in aluminum and bronze alloys, and many other uses. The element has several oxidation states, and oxidation-reduction reactions control its chemical behavior. Manganese, in primary minerals such as rhodochrosite, rhodonite, and braunite, is in a divalent oxidation state, and manganese in secondary minerals, such as pyrolusite and cryptomelane, is in a quadrivalent state. Virtually all manganese ore production comes from three types of sedimentary manganese deposits. First, lenticular beds of manganese carbonate or carbonate-silicate rock in Early Precambrian volcano-sedimentary complexes in South America and Africa have been major sources of manganese ore. Second, laterally extensive beds of mangano-silicate and manganiferous carbonate minerals in certain banded iron formations are major sources of commercial ore and constitute the largest resource of manganese. Finally, manganese accumulations deposited in marginal to epicontinental basins are the largest source of current manganese ore production. Residual deposits resulting from the destructive weathering of rocks with a low manganese content have been, but are no longer, important sources of manganese ore. Most deposits have been altered to some extent by super- gene oxidative processes, and are economic because of that alteration. Outcrops of manganese ores are invariably oxidized and can be very deceiving as to the character of the underlying material. Nearshore facies of epicontinental basins, and nearshore age-equivalents of metalliferous black shales are among the targets for new manganese exploration. Very high-grade manganese occurs in sedimentary deposits altered by metamorphic and metasomatic processes.

The following is a summary of the Robert E. Murray Innovation Lecture on “Sustainable Copper Mining Flowsheets and the MissionZero Mine” presented as part of the keynote session on Feb. 23, 2026 during the MINEXCHANGE 2026 SME Annual Conference & Expo in Salt Lake City, UT. As the world accelerates its transition to renewable energy, the appetite for critical minerals such as copper, lithium, nickel, rare earths and graphite has never been greater. Forecasts suggest that global mineral demand will double by 2050, driven by the proliferation of electric vehicles, renewable power infrastructure and digital technologies. This surge presents not only an immense opportunity but also an unprecedented challenge. In a world where every ton of ore processed and every liter of water used is scrutinized, how can mining deliver more with less, while meeting tightening environmental and social expectations? Traditional mining methods, developed for an era of abundant, high-grade ore and looser regulations, are struggling to meet today’s demands. Declining ore grades, volatile markets and the imperative to shrink environmental footprints have rendered traditional mineral processing practices unsustainable. The sector thus finds itself at a decisive juncture, caught between the need to fuel the green economy, defense and artificial intelligence (AI) infrastructure, without compromising the planet’s future. Balancing these competing demands requires a paradigm shift in technologies and processes. FLS has responded to this challenge with MissionZero: an ambitious, holistic initiative to develop flowsheets for the future of mineral processing. This systemic approach aligns operational excellence with environmental responsibility. The day after I reached New York, on January 30th, John Ryan of Anaconda told me where they wanted me to go. Late in 1916 the Russian Czar, desperate for money and supplies with which to carry on his unhappy share In the first World War, sent emissaries to the United States to see if our great mining companies might be interested in trying to find mines and to bring them to production in the millions of acres of the Imperial Estates in Russia and Siberia. It looked like a long chance as no one knew whether or where there might be important ore bodies. Even if they found them it might be a hopeless task to equip them under wartime conditions But the American copper companies had plenty of money and they were used to taking risks. They made a supersecret agreement with the Czar's deputies to send an exploring expedition to Russia at once I never learned the names of the other companies but Anaconda was to man- age the venture. Horace Winchell, then the leading mine geologist In the United States, was to be in charge of operations. Charles Janin, an eminent placer and dredge expert, was to study chances for producing gold and platinum. Though at 33 years of age I was much younger than the others, I was chosen to hunt for copper and other valuable metals. Charles Boynton, a business man who had lived in Russia and had married an attractive Russian woman, was to join the party and carry on any necessary financial or diplomatic affairs. He had gone on ahead to arrange for our reception Finally a graduate student from Ann Arbor named Steinberg was to go along as Interpreter. "The excavation of a tunnel in highly weathered and strongly fractured rock masses due to tectonic actions is still a challenge. In order to maintain reasonable productivity, excavation through a wide zone of highly tectonized rock mass requires a detailed, integrated study of the construction solutions and a monitoring system to minimize the process time and to optimize the adopted consolidation measures in accordance with a predefined matrix of possible support systems. This paper summarizes some interesting data acquired during the excavation of the Brenner Railway Base Tunnel system between Italy and Austria. The Brenner Base Tunnel (BBT) runs through the fault line between the European and the African tectonic plate. This big fault zone is called “Periadriatic Line.” In particular, data acquired in the exploratory-service tunnel have been analyzed. Furthermore, the base concepts for defining the consolidation and support solutions adopted for the excavation of the exploratory tunnel are described. INTRODUCTION The Brenner Railway Base Tunnel (BBT) is a system of underground structures and tunnels that is designed to connect Italy and Austria using new railway standards. It is based on high speed (HS) concepts and applies the European Standards for Interoperability (TSI). The railway includes twin tunnels for a total length of about 55.0 Km without considering the connection tunnels to the existing underground railway in Innsbruck. Including the latter, the total length of the tunnel system reaches 64 Km, and is among the longest tunnels in the world. The Italian section passes through the so-called ""Periadriatic Line,"" which is an important tectonic structure generated by the collision between the European and the African tectonic plates. Despite the extensive investigations carried out (boreholes down to 700 meter depth), significant geological and mechanical uncertainties inside the Periadriatic formations remained unsolved. In order to elevate the level of confidence and observe the behavior of the rock mass at a representative scale, the BBT Authority decided to excavate in advance the service tunnel, which has taken the function of an exploratory tunnel. The data and observations collected during its excavation would provide important insights for the design of the main tunnels."

Open pit mining, always a demanding task, faces two relatively new problems today: 1. Availability of equipment. Moderate to large draglines can take as long as 6 years from date of contract to date of operation. 2. Environmental restrictions. Strip mining in the minds of environmentalists compares unfavorably on the scale of social desirability to the activities of Jack the Ripper and Attila the Hun. Specifically, lowering of the water table to allow strip mining in the dry is being looked upon with increasing disfavor. The modern dredge offers relief in both problem areas. Delivery on a major dredge might run 18-24 months rather than 60; and lowering of the water table is precluded, thus minimizing environmental objections. In addition, a lower first cost and potentially increased efficiency may offer real advantages to the miner who is forced away from his traditional mining methods. This talk is dedicated to acquainting the miner with dredge types, advantages, and limitations.
