Abstract. The Hoskold mineral valuation method was critically examined. The original derivation was presented and found to contain a number cf erroneous assumptions as follows: the sinking fund must be available for reinvestment in another property; the series of reinvestment of the sinking fund results in a perpetual annuity to the investor, and; evaluation of the present value of the net cash flows at the speculative rate of interest. The proper procedure of deriving the Hoskhold mineral valuation formula was discussed and illustrated with a cumulative cash position diagram, a useful tool in economic evaluation and investment decision methods.

Structures along the rift were subjected to episodic reactivation. Major north-northeast-trending high-angle normal or reverse faults and northwest-trending trans-current fault systems, may exercise control over ore-forming processes. Gabbro and basalt are the dominant igneous rock types. Carbonatite and kimberlite occur in Nebraska and Kansas. Concentrations of Cu, Ni, Co, Ti, Au, Ag and PG-minerals are known to occur in this setting Arkosic sandstone, siltstone, shale and minor carbonate units occur on top of the rift basalts and in flanking basins where they may reach thicknesses of 10 km. The potential for stratiform or unconformity-related metal liferous deposits must be considered.

The importance of underground stress instrumentation cannot be minimized. It was Lord Kelvin who said that unless you can assign a number to a quantity,, you know very little about it. Most engineers will agree although this kind of statement is resented by our friends in non-technical fields. Mining is undergoing a revolution from art to science. But how can mining methods be optimized if there is no way of measuring the effectiveness of a given mining method? Do we know how effective a' support is unless we can determine its reaction to the mine structure? How do we assess the need for modifications to existing systems and supports, and how do we measure the effectiveness of such changes? Cut and try techniques are too wasteful of time and energy, and rarely provide solutions to a given problem. The purpose of underground stress instrumentation is to provide answers to some of the above questions -- answers that cannot be obtained otherwise This does not mean that laboratory studies are not valuable -on the contrary. Laboratory and underground studies supplement one another. Rock mechanics had its conception with the study of stresses in homogeneous, isotropic, and elastic models subjected to various force systems. These analyses were valuable inasmuch as they pinpointed possible sources of trouble due to stress concentrations. If the results observed underground did not always agree with the experimental analysis, it was not an indictment of the latter. More probably, the discrepancy could be attributed to the lack of similitude between model and prototype. The more nearly one can simulate underground conditions in a model, the more apt one is to produce results which correlate well-with underground observations. It is impossible to completely simulate underground conditions because all of the significant design parameters have not been recognized and evaluated. What better way can one evaluate these parameters than by underground stress instrumentation?

23.1-SOURCE, POWER-SYSTEM ELEMENTS A. J. T HUM Basic considerations in providing power for mine production and collateral operations are: 1. Mining operations of any size normally use electric motors for driving all equipment except mobile service units. 2. The electricity for power may be purchased or self-generated, depending on the location, size and specific operating circumstances of the individual property. 3. The major elements of the power system will be the source, either an incoming transmission line from a utility in the case of purchased power or the power plant if self-generated. Energy for the power plant may be water, hydrocarbon fuels, waste heat or nuclear, which will govern the type of prime mover selected. 4. The electricity normally is generated in the form of alternating current and must be distributed to the points of usage. This usually requires a primary substation for transformation to suitable voltages and secondary substations at points of usage throughout the operations, The power is delivered from the primary to the secondary substations over transmission lines or cables, depending on distances, voltages and local conditions. 5. At the points of use, there will be starting and protective devices for each motor. In some instances, direct current will be needed and rectifiers of various types can be used to provide it. 6. The entire electrical system requires suitable switching and protective devices to prevent damage to the equipment in case of power failues or faults; also, in most cases, sufficient metering to establish the demand and amount of electrical energy consumed. 23.2-PURCHASED POWER A. J. THULI 1. Where public-utility or government-generated power is available, it usually is advantageous for the mine owner to purchase rather than generate. Purchased power generally will be cheaper and more reliable than operating a small generating plant except in some cases where waste heat is available as the source of energy and can be used to supply all or a portion of the power requirements. 2. If it is decided to purchase power, the owner usually must participate in the cost of constructing the connecting line from the closest existing utility line to his point of usage. If the connected load is less than 1,000 lip, it probably is best to let the utility provide the primary substation. For larger connected loads the owner can obtain a more favorable "primary voltage" rate if he provides the primary substation to receive the incoming power and transform it to the distributing and usage voltages. 3. The cost of purchased power usually is made up of a demand charge, deter¬mined by the maximum amount of power the customer takes during any 15-min period throughout a month, and a graduated energy charge for the kilowatt-hours consumed-that is, so much for the first block of energy based on the demand,

Pumice and volcanic cinder are volcanic rocks characterized by a cellular structure. They are formed as gases (primarily water) dissolved in molten rock, or magma, exsolve to generate a froth that cools and solidifies into rigid foam. The cells or bubbles are referred to as vesicles and they range in size from a few thousandth of a millimeter to several centimeters. Due to their vesicular character, both pumice and cinder have lower density and higher porosity than most other rock types, and, as the vesicle walls are broken, sharp cutting edges are continually generated. These properties are the basis for their commercial value as lightweight aggregates, insulators, absorbents, and abrasives. There is a certain imprecision in the terminology applied to volcanic products, reflecting to varying degrees the diversity of volcanic rocks, the relative youth of volcanology as a distinct field of study, and customs and practices of commercial trade. In general terms, pumice is light colored (white, gray, pink, pale yellow, or brown) and highly vesicular, usually with vesicle walls that are visibly glassy. Many pumice fragments are light enough to float on water. Pumice is readily cut by steel tools and some can be crushed by hand. Individual pumice fragments may range from 1 or 2 m in one dimension to c1 mm. Commercially, finer fragments are called pumicite or volcanic ash. In volcanology the term ash refers to any fragment c2 mm in size regardless of its composition. Cinder, or scoria, is dark colored (black, red, brown) with thick vesicle walls that appear dull or stony and that may exhibit iridescence. Cinder typically is heavier than pumice and has a higher crushing strength. In volcanology the term scoria refers to dark vesicular material throughout a wide size range while it is common commercial practice to use scoria for larger fragments (usually greater than 2.5 cm) and cinder for smaller fragments. GEOLOGY Composition and Physical Characteristics Most pumice is silicic ranging from 60 to 70% SiO2, that is, dacitic to rhyolitic in composition. Pumice of less silicic composition, including basaltic, occurs but it is less common and does not have extensive commercial use. Scoria and cinder are typically basaltic to andesitic with approximately 50 to 60% SiO2. Pumice and cinder may contain phenocrysts of feldspars and various ferromagnesian minerals that crystallized in the magma prior to eruption. Fragments of rock through which the magma has passed may be entrained in the melt and wall rock may be fragmented and admixed during an explosive eruption. Some scoria particles have lithic fragment cores. Phenocrysts and lithic fragments are relatively unimportant in cinder end uses but their presence may be detrimental in certain pumice products. Pumice typically has vesicles <1 mm in size separated by thin walls. Vesicle shapes include irregular, spherical, elliptical, and elongate to the point of being tubular with a silky appearance (Fig. 1). In some pumices, the vesicles are interconnected making the fragments permeable and highly absorbent; in others the vesicles are isolated forming a highly porous but very impermeable pumice. Floating masses of pumice fragments from the eruption of Krakatoa in 1883 were reported in the Indian Ocean for up to two years after the eruption. Vesicles in cinder are larger and range from spherical to highly irregular in shape with much thicker walls and abundant interconnections. Scoria and cinder are typically heavier, porous, and do not float. Density and hardness of pumice must be expressed precisely to avoid confusion. Density may refer to the glass itself, the apparent density of the vesicular pumice particle, or the bulk density of pumice in a deposit or in a product. Pumice glass has a specific gravity of 2.5 or more depending on its composition. Pumice fragments typically have a specific gravity of 4.0 and so will float on water, at least until enough vesicles are saturated to cause them to sink. Expressed as density, pumice fragments typically weigh less than 1 g/cm3. Depending on moisture content, particle density, and particle size distribution, the bulk density of pumice typically ranges from 500 to 700 kg/m3. Typical bulk densities of cinder range from 700 to 900 kg/m3 for material used as lightweight aggregate while the bulk density of cinder used for highways and railroad ballast may be considerably higher. Hardness in pumice may refer to the glass vesicle walls, possibly including crystals or lithic fragments, or to the apparent hardness of the particle as a whole, which is more a measure of the strength of the vesicle structure. Pumice glass typically has a Mohs hardness of 5 to 5.5. A pumice particle may have a much lower apparent hardness and be easily cut with a knife or steel saw because the vesicle walls break readily. Pumice and cinder are primarily pyroclastic deposits formed as fragmental products of volcanic eruptions. Several classification - systems differing in various details have been proposed for pyroclasts and pyroclastic deposits based on particle size (Fisher, 1961, Schmid, 1981, Cas and Wright, 1988). Generally, particles >64 mm are referred to as blocks or bombs depending on their shape. Particles between 64 mm and 2 mm (4 mm in some schemes) are called lapilli and smaller particles are called ash. These names may be modified by compositional terms, for example pumice lapilli or scoria lapilli. Most commercial deposits are composed of fragments in the lapilli size range. In the United States, pumice fragments having one dimension of 5 cm or more are legally defined as block pumice. The procedures for acquiring pumice from federal land are determined in part by this definition and are described in a later section.

INTRODUCTION In recent years, there has been a trend in the direction of larger drilling equipment and larger diameter blastholes. Although this change has improved the efficiencies and reduced the costs in many operations, it has increased the potential for damage to underground openings. In addition, in many instances one now finds more sophisticated delicate instruments, automated control facilities, and a large variety of structures in proximity to blasting activity. The combined effect of larger-scale blasting activity and its proximity to various features of interest is such that there is an increased need for a more refined analysis of blasting effects and their control. BLASTING EFFECTS ON ROCK SURFACES The Breakage Mechanism In order to develop techniques for controlled blasting, one must first understand the features of the mechanisms by which blasting causes rock breakage to occur. These features have not been easy to demonstrate, mostly due to the difficulty in making tests and observations at the high stress levels and short time durations involved. When an explosive charge is detonated, the material surrounding the charge is subjected to a nearly instantaneous, very high pressure [on the order of 1.4 to 13.8 GPa (0.2 to 2.0 X 106 psi), depending on the explosive]. If the charge is coupled to "average" rock, this pressure will pulverize the surrounding rock for a distance on the order of 1 to 3 charge radii in hard rock, and to a greater distance in softer rock (this is also dependent on the type of explosive). As the pressure wave passes into the rock, high tangential stresses cause radial cracks to appear, and the nearly discontinuous radial stress zones gen¬erated by the shock front may cause tangential cracks to appear. The extent of these cracks depends on the energy available in the explosive, how quickly the energy is transmitted to the rock, and the strength properties of the rock. The discontinuous shock front is quickly dis¬sipated, but the expanding gases generate a longer-acting pressure. A compressive pulse travels to the nearest face or internal rock boundary where it is reflected in tension. The tensile strengths of most rocks are roughly 40 to %o of their compressive strengths, so the rock may now fail in tension whereas it may have been able to support the diminished compressive phase without failure. The ten¬sile deflection typically produces a failure described as tensile slabbing or scabbing. Laboratory experiments and field experience have pretty well established that several mechanisms are involved. These include (1) the classical case of tensile parallel slabbing when the pressure pulse is reflected at a free surface; (2) failure under quasi-static compressive loading (the shape is normally irregular due to discontinuities in the rock); (3) radial cracking under the action of tangential stresses at the periphery of the expanding pressure pulse; (4) peripheral cracking at the discontinuous shock front which is quickly dissipated; and (5) additional mass shifting due to the venting of the explosive gases. The first three items have received much attention in the laboratory and the literature. The complex effects of gas venting are difficult to test in the laboratory because of the difficulty in reproducing the many weak planes and discontinuities typical of most field conditions, which play such a prominent role in determining the behavior of the rock mass subjected to blasting. Unfortunately, gas venting effects can be pro¬jected to significant distances under certain field conditions, and are sometimes difficult to control. It is not unusual for gas venting to be the overriding factor in determining the final geometric shape and physical condition of the finished excavation. Sources of Damage For the purposes of this discussion, damage includes not only the breaking and rupturing of rock beyond the desired limits of excavation but also an unwanted loosening, dislocation, and disturbance of the rock mass the integrity of which one wishes to preserve (such as mine pillars, underground openings, etc.). The sources of damage include, of course, all those physical features of the rock breakage mechanism. Each of these effects must be limited to the desired zone of breakage and excavation if the integrity of the remaining rock mass is to remain undiminished. The primary zone of rock breakage usually can be controlled in the normal process of field experimentation to determine proper charge sizes and location for primary excavation. However, it frequently happens that there is damage from sources which are more difficult to account for in the design process, which are often overlooked. These are (1) the overbreak due to poor drilling control, (2) dislocation of rock (mass shifting) due to venting of explosive gases, and (3) loosening or dislocation due to the influence of seismic waves (ground vibrations). CONTROL OF ROCK BREAKAGE Importance of Geometry In studying the rock mass and blasting design con¬siderations, it is important to keep in mind the geometric relationships among charge size, shape, and position, and the physical features of the rock mass to be preserved. The features of principal interest are the external shape and position of the rock mass relative to blasting, and the position and attitude of any weak planes in the rock mass. The Sequence of Blasting and Excavation Events Unfortunately, there are too many times when the task of preserving delicate rock is considered hopeless, and because of this attitude, no further effort is ex¬pended towards caution or control. In such cases there is often a failure to recognize the importance of the se¬quence of the procedures. Attention to this can greatly reduce unwanted effects at minimum cost. In order to comply with time limitations imposed by this symposium, a very narrow but nonetheless interesting segment of the market has been chosen for discussion of the preparation of a tailor-made product to meet a specific need, and in view of the fact that the barite market is one of the oldest and one of the broadest non-metallic mineral markets in the world, it is necessary that we place this in perspective. Of a recent world annual production; (i.e., 1966 figures released last year in MINERALS YEARBOOK), of some four million tons, the United States consumed over 1/2 million tons, of which approximately 950,000 tons were produced domestically and approximately 700,000 tons were imported. Of this total, something approaching 90% was used for drilling-mud weighting, and of the balance, all but about 60,000 tone is consumed in the production of glass, barium chemicals, aggregates, and other minor uses; thus we are really taking a look at a very minute, however important, and very selective, portion of the total barite-market. The real meat of this paper, after eliminating all irrelevant uses of barite, and delineating the area of discussion, resolves itself into the approach to a favorable marketing area and a specific attack on that area. Cost, to the user, has been, patently, a function of distance, as the basic price of barite has varied very little over the years until recently, and freight rates have been the governing factor. Conversely, the seller of barytes must make concession in the plant price to compensate for distance, if he is to successfully compete.

In 1950 Kaiser Steel Corporation acquired control of the Utah Fuel Company, a pioneer Utah coal concern owning large reserves of high volatile coking coal near Sunnyside, Utah. The mines at Sunnyside have been producing high quality coking coal since the late 1890&apos;s. Kaiser Steel acquired the coal deposits at Sunnyside in order to supply the necessary coke for its steel plant at Fontana, California. The Sunnyside coal deposits are made up of two mineable beds, the upper and lower Sunnyside seams. Both seams outcrop along the southward facing escarpment of the Book Cliffs. The coal seams dip under the massive sandstones of the Book Cliffs to the northeast at 5 to 22 pct., with the steepest-part being near the outcrop. Mining at Sunnyside up to 1961 had been carried on with room and pillar methods. The deep cover and rotten roof conditions, along with the need of increased tonnage, required a change of mining technique. Numerous ideas were presented, discussed, and economically analyzed. Several people involved in these discussions, with the aid of W.W. II, had been introduced to the European methods of coal mining, namely the longwall technique. The European mines had long been plagued with near similar conditions as those at Sunnyside, particularly the deep cover problem. The longwall method seemed to be working very well under these conditions, and with the extensive studies given longwalling by the Kaiser Steel mining officials, it was decided to give longwalling a try.

Pocahontas Land Corporation, a wholly-owned subsidiary of Norfolk and western Railway Company, owns a 100,000-acre block of coal lands in Martin, Johnson, Pike, Floyd and Lawrence Counties, Kentucky. These holdings were largely acquired in three major purchases between the years 1942 and 1959. The area is undeveloped and constitutes a part of the coal reserve for future mining. This block, which is principally in Martin County, lies in a triangle formed by the Levisa and Tug Forks of Big Sandy River on the sides with Dewey Dam at its base and the Town of Louisa at the apex. The topography&apos;is typical of eastern Kentucky and consists of steep hills rising from 500 to 800 feet above creek level. There is little level ground in the area. As a matter of fact, some roads are on the creek bottoms with what little bottom land is available in the hollows being utilized for small-scale farming. The steep hills are marked by three separate massive sandstone formations which form cliffs ranging from 40 to 100 feet in height.

Society&apos;s growing concern over the number of deaths and serious injuries occurring in coal mines, coupled with a growing sentiment to develop and promulgate improved mandatory health or safety standards, was no doubt the basis for passage by Congress of the Federal Coal Mine Health and Safety Act of 1969, being Public Law 91-173 approved December 30, 1969. Even prior to passage of the Act, strong reaction was quick to arise concerning the effect of such legislation upon the coal mining industry. Initial response varied from mild forms of criticism to&apos; the expressed fear of complete suspension of operations and mine closings. Primarily responsible for these early forms of skepticism were speculative or fanciful cost estimates which led operators to contemplate a less than prosperous existence. However, in spite of this unfavorable outlook, the majority of the operators have faced up to the situation and have been striving to comply with the Act and the regulations issued thereunder. While encouraging strides have been made toward implementation of the Act, it must be recognized that noticeable results have been attained only through many months of determined effort and, as anticipated, at quite heavy expense to the operator.

The control of pH in solvent extraction circuits is an old technique (1,2) but one which has a large potential for future use. The equilibrium position of any reaction which has hydrogen or hydroxide ions, either as products or as reactants, can be controlled by pH adjustment. Several examples of reaction types which are important in solvent extraction systems and which also show a pH dependence are shown in Figure 1. The examples were chosen to show the wide variety of reactions which fit the above criteria, but it is not meant to be a complete listing of all the possible reaction types, Some of the reactions are presented in a simplified form. It is the intent of this paper to discuss pH controlled solvent extraction reactions for some relatively simple systems through more complex ones.

A full survey of the laboratory and blast-furnace tests on 2 types of acid pellets is given. From the laboratory tests, carried out in an atmosphere containing hydrogen, it appears that type B, produced out of 100% magnetitic ores, has a far better low temperature disintegration index and a lower reducibility index than type A, produced from a hematite/magnetite mixture. The swelling index, chemical composition and mechanical properties of both types of pellets do not differ significantly. From the blast-furnace test, carried out with a burden consisting of 45% of pellets and 45% of sinter with basicsty ratio about 2.2, and at constant driving rate, it follows that there is no significant relationship between the disintegration value of the pellets and the blast-furnace permeability. If also is concluded that the lower reducibility of the type B pellets leads to a significantly higher coke consumption.

It is said that Thales of Miletus, 600 B.C.,1 was aware of the attraction of lodestone toward iron and highly magnetic minerals. However, the birth of magnetic concentration followed shortly after the invention of the first electromagnet by Sturgeon in 1825. Sturgeon&apos;s magnet was described in the annals of electricity.2 The first attempts to concentrate minerals by the use of magnets date back to about 18473 but the first commercial drum-concentrator was apparently invented by R. Cook in 1849. Credit must also be given to the invention of P. Righter&apos;s machine in 1867,5 and to the highly successful Wenström separator devised in Sweden in 1883.8 Since the advent of these early separators there have been virtually hundreds of patents granted covering minor modifications of drum-type magnetic separators. The more important advances from a technological viewpoint have been the design of stable power supplies for d.c. magnets, the advent of ceramic permanent magnets which are now replacing electromagnets for the concentration of ferromagnetic minerals, and advances in general magnet and machine configurations.7 One of the problems facing both the designer and the user of magnetic separators is the evaluation of the body forces acting on particles in the magnetic field of the separator. Perhaps the most elegant method of evaluating the body force associated with a drum-type magnetic separator is that recently suggested by W. F. Brown.8 Brown measures the radial component of the field intensity one-half inch from the drum surface and fits a Fourier series in the angle about the drum axis (Figure 1). Diatomite or diatomaceous earth is a siliceous sedimentary rock principally made up of the skeletal remains of the diatom, a microscopic, single-cell aquatic plant related to algae. The unique structure, chemical stability and physical properties are the major attributes of diatomite not met by other forms of silica. The production of diatomite was down in 1982 vs. 1981, reflecting the worldwide recession. The principal markets for diatomite products continue to be basically filtration and fillers. The outlook is for small but steady growth into the 1990s.

My talk today is an effort to project our thinking forward a few years to that point in the future when we will be producing gas and liquid fuels from coal. To those of you that are concerned with meeting today&apos;s production quota--my remarks may sound like a Buck Rogers projection. Not so. Although I&apos;m talking about the future, please understand that my thoughts are focused on the near term future. The coal plant of the future will be an energy plant producing energy products to meet the needs of our modern society. This plant is an outgrowth of Government- industry cooperation. Much of the research work that makes such a plant possible was jointly funded, other work was a continuation into development of private research expenditures, other work was performed by private research organizations with Government funding, other work was performed in Government laboratories, both State and Federal. As indicated above, and in the title of my talk, I expect to describe the coal plant of the future. I will describe a plant producing Carbon, Oil, Pipeline gas, and Electricity--Project COPE. This plant copes with the Atomic-Nuclear Group. As stated above, this plant is an energy plant. Energy plants today are large-scale operations. Power plants of 5,000 megawatts are projected, refineries of 500,000 daily barrels are near term probabilities, 48" transcontinental gas pipelines are with us today and 25,000 daily ton mines are here as well. The COPE plant will be of the same general size and require 50,000 - 100,000 tons of coal per day.

The past few years have seen a much greater concern about air pollution in this country. This concern has led to increased legislation restricting the discharge of many substances such as sulfur dioxide and particulate matter to the atmosphere. In the future, it is anticipated the present permissible emission levels will be lowered. Current and impending restrictions on the emission of sulfur dioxide have brought out the fact that there is a shortage of available low-sulfur fuel for power plants and industrial use which promises to have an economic impact on the nation&apos;s energy picture (1) The Pittsburg & Midway Coal Mining Co., under the sponsorship of the Office of Coal Research, has developed a process to produce a fuel capable of meeting the energy requirements of this nation (2) The process is called "The Pittsburg & Midway Solvent Refined Coal Process". The principle product from the process is Solvent Refined Coal which is an ashless, low-sulfur fuel with 16,000 BTU per pound regardless of the rank coal from which it is produced. The product can be burned as either a solid or a liquid fuel. The process appears to be economically more attractive than other methods of alleviating the pollution problems of this nation. In addition to reducing the air pollution caused by stack gases, the product produced is potentially useful as a source of electrode coke and electrode binder pitch, as a gas turbine fuel, in the production of metallurigical coke and pavement asphalt, and as the first step in the overall process to produce distillate fuels and pipeline gas (3).

To the safety engineer, mine planning engineer, and mine inspector associated with an underground operation, stability of the underground structure is of the utmost importance. In the United States in 1961 rock falls killed 167 miners, crippled many more, and cost the industry a fortune in lost equipment and production. Within the past few years the interest in rock mechanics as a science has been at its highest point, Private industry, government agencies, universities and foundations have launched studies to gain a better basic understanding of the stability of underground openings.

NTRODUCTION In the mining industry, a "drill jumbo" is a drilling unit equipped with one or more rock drills and mounted on a mechanical conveyance. Jumbos range from single¬drill ring drills mounted on simple steel skids to sophisti¬cated multiple-drill units mounted on diesel engine powered carriers and equipped with automatic controls and sound-abatement cabs. Individual types of jumbos usually are designed for specific tasks such as fan drilling in sublevel caving operations. Some units, such as development jumbos, can be utilized for several functions in addition to their normal applications, e.g., for production drilling in room-and-pillar operations, stoping in cut-and-fill mining, etc. Mine operators can purchase individual components from manufacturers, assembling these components into a jumbo suitable for specific conditions. However, this requires that mine personnel have good engineering and mechanical abilities. Although manufacturers of jumbos maintain facilities for designing machines to meet con¬ditions created by new mining methods and unusual ap¬plications, the cost of the engineering and experimental work for new types of jumbos should be evaluated in terms of both costs and benefits; it may be advantageous to plan the mining operation so that existing and proven units can be utilized. GENERAL SELECTION CRITERIA Since the operating conditions vary in underground mines, the design of a jumbo must be selected to cope with the individual characteristics of the mine. The necessary considerations include access space into the working areas, grades expected to be encountered, radii of the curves, ambient temperatures, the characteristics of the rock, the acidity or alkalinity (pH rating) of the mine water, etc. Access to Mine Workings The mine workings must be accessible to the selected jumbo. Frequently, a jumbo must be disassembled at least partially to pass through the mine shafts. There¬fore, a bolted construction allowing disassembly into pieces of suitable size and weight is desirable in most applications. Type of Undercarriage Generally, a crawler-type undercarriage should not be used in trackless mines having acidic mine water. The acidic water causes an electrolytic action between the individual crawler parts and causes rapid corrosion and early failures. Propulsion A two-wheel drive on a pneumatic-tired jumbo is marginal for grades exceeding 12%. A four-wheel drive unit with good weight distribution is capable of operat¬ing on grades of up to 35%. At least 30% of the gross vehicle weight (GVW) should be carried on the steering axle; otherwise, the steering tires may not have sufficient traction on loose road surfaces and may "plow" instead of steer. To assure stable operation in mines with steep grades, the height of the center of gravity of the jumbo should be considered. It should not make the unit prone to rolling over on the steep grades that may be encoun¬tered. Turning Ability In confined working areas, a skid-steering or crawler unit has the best maneuverability. An articulated carrier is preferable when base-rotated parallel booms are being utilized. A rigid-frame jumbo with automotive steering is compact and economical, having lower maintenance requirements than the other two types. However, the turning radius of a rigid-frame unit is wider than either the skid-steering or articulated units, and this wider turning radius may be detrimental in mines with narrow drifts. JUMBO COMPONENTS Rail Undercarriages A mine with a rail-transportation system generally utilizes drill jumbos that are mounted on rail-type under¬carriages. With a light load and good weight distribu¬tion, this carrier may consist of a simple two-axle four-wheel platform onto which the boom-mounting brackets are attached. As the depth of the round and the penetration rates increase, the weight of the equip¬ment installed on the chassis also increases. The greatest problem with a heavy overhung load is balancing the carrier; a three-boom unit may require a substantial amount of counterweighting to maintain an acceptable 70% to 30% axle-load balance. Although lengthening the wheelbase helps balance the unit, a long wheelbase increases the turning radius, often creating problems on curves and sometimes requiring a swivel truck-type chassis. A good rule of thumb for a simple four-wheel undercarriage is to maintain a wheelbase length to track gage-width ratio that does not exceed 2.5 to 1.0. For a larger ratio, a swivel truck should be utilized. Swing-out outriggers or roof jacks help keep a jumbo in place during the drilling cycle. Usually, a rail-mounted jumbo is not self-propelled. Instead, it is maneuvered into place by a locomotive. Occasionally, several headings are being advanced in close proximity, and a self-propelled jumbo is con¬venient. In electrified mines, such a jumbo utilizes conventional battery-powered traction gear; in dieselized mines, hydrostatic drive components offer good flexi¬bility. The tractive power requirements of a typical rail jumbo may be calculated from the formula: HP = [(RR + GR) X Sl/[33,000 X Em X Eh]

As Assistant Director for Program Support for the Office of Surface Mining Reclamation and Enforcement (OSM), a bureau of the U.S. Department of the Interior, I am responsible for the regulatory and abandoned mine land programs under the Surface Mining Control and Reclamation Act of 1977, which governs the environmental impacts of coal mining. My perspective is influenced by my current position and my previous positions in government and private industry. Sustainability is a cooperative effort of many parties and can only be achieved if each assumes their responsibilities for making it happen. I will highlight some of my thoughts on the role of government in achieving sustainability in the mining arena.
