Uranium tailings at Cotter Corporation's Canon City, Colorado Mill were moved to a double-lined impoundment, but uranium and molybdenum salts remaining in the fractured bedrock underlying the old tailings ponds seeped into groundwater. Fluor Daniel GTI recommended an in situ geochemical fixation remedy, flushing Best Sulfur Products' calcium polysulfide reductant into the subsurface with clean water. Residual metals became immobile, trapped in the bedrock. Fluor Daniel GTI designed and implemented the process on ten acres with high metal concentrations. Cotter is operating and monitoring the system, which can be expanded to "hot spots." The original remediation time was estimated at less than five years.

Conventional logging tools such as density, neutron, and acoustic have ranges of investigation of tens of centimeters. The borehole gravimeter, however, has a range up to hundreds of meters. For example, from the center of a cylindrical orebody 0.22 g/cm3 denser than its surroundings, one can detect the boundary of the orebody at a radius as large as five times its height. More complex structures can be investigated with computer programs. We can predict the usefulness of proposed gravity surveys, or decide which suggested structure is most likely to have caused the results of existing surveys.

INTRODUCTION The former Shiprock uranium mill site is located in the community of Shiprock, New Mexico on a bench overlooking the San Juan River (Figure 1). Both Shiprock and the mill site are located on the Navajo Indian Reservation. The millsite was built on a 230 acre tract leased by Kerr-McGee Oil Industries Inc., and was operated from 1954 to 1963. The Vanadium Corporation of America and its successor, the Foote Mineral Company, operated the mill from 1963 to 1968. During its entire operation, 1.5 million tons of uranium ore was milled producing 3711 tons of U308 concentrate. The concentrate was sold to the former U.S. Atomic Energy Commission. During milling, the ore was crushed to less than 35 mesh and acid leached to remove the uranium. The [ ] uranium was removed from the leach solution by solvent extraction and the uranium-barren solution discharged into raffinate ponds for disposal by evaporation and seepage. The spent solids (tailings) were pulped with waste process fluids and water and discharged to form tailings piles. The piles (ponds or dams) were formed with earth starter dikes. The dike walls were then raised using the separated sand fraction of the tailings. The slime fraction of the tailings were discharged into the diked impoundment. Since only a small fraction (0.25 percent) of the ore was U308 by weight, most of the ore bulk ended up as wastes. The wastes contain nearly all of the uranium decay chain radionuclides present in the ore except uranium. The mill was shut down and partially dismantled before the lease expired in 1973, and the remainder of the mill and wastes reverted back to the Navajo Tribe which was the lessor. Portions of the millsite were then occupied by the Navajo Engineering and Construction Authority (NECA), a Tribal enterprise. In order to provide skilled personnel to operate earth moving equipment, a heavy equipment operator's training school was also established on the mill site and was administered and operated by NECA. The U.S. Public Health Service (PHS) and the Environmental Protection Agency (EPA) staff conducted radiation surveys at four inactive uranium millsites on the Navajo Reservation in April 1974. During the survey of the Shiprock millsite, it was noted that the training activities were degrading its radiological condition. Both the PHS and EPA staff recommended that the training activities be directed towards the decontamination of the millsite area and interim stabilization of the tailings piles. Preparation for the decontami-nation work commenced in April 1974. In order to facilitate the decontamination activities, the mill site and its contaminated environs were divided into major areas labeled A through F (Figure 2). Areas A, B, and C are defined as "perimeter" areas and contained surface contamination ranging from 5 to 30 cm deep. Area D defined the mill yard and contained contamination ranging from 0.6 to 5.5 m deep. Area E contained several raffinate ponds which were removed to line up the northwest boundary of the tailings pile and to move the contaminants away from the vicinity of the occupied on-site buildings. The contaminants in Area E ranged from 0.05 to 5.5 m in depth. Area F encompassed the ore storage yard. Contaminants in this area ranged from 0.18 to 1.2 m deep. Washes, however, had contamination exceeding 7.6 m deep.

The Waste Isolation Pilot Plant (WIPP) is a U.S. Department of Energy research and development facility designed to demonstrate the permanent, safe disposal of U.S. defense-generated transuranic waste. The waste storage horizon is 655 m (2150 ft) below surface in bedded salt. To date the WIPP project has not emplaced any waste. There are three intake shafts used to supply air to the underground. All air is exhausted though a single return shaft. The total design airflow during normal operations is 200 m3/s (424,000 cfm). The ventilation system is designed to provide separate air splits to construction, experimental, and storage activities. Separation is achieved by isolating the storage circuit from the construction or experimental circuits with bulkheads. Any air leakage must be towards the storage area of the facility. Field studies have shown that the pressure differential necessary to maintain the correct leakage direction is susceptible to the effects of natural ventilation; therefore, extensive studies and analyses have been conducted to quantity the natural ventilation effects on the WIPP underground airflow system. A component of this work is a monitoring system designed to measure the air properties necessary for calculation of the natural ventilation pressure (NVP). This monitoring system consists of measuring dry bulb temperature, relative humidity, and barometric pressure at strategic locations on surface and underground. The psychrometric parameters of the air are measured every fifteen minutes. From these data, trends can be determined showing the impact of NVP on the ventilation system during diurnal variations in surface climate. Both summer and winter conditions have been studied. To the author's knowledge this is the first reported instance of automatic and continuous production of time and temperature variant NVPs. This paper describes the results of the initial monitoring study. INTRODUCTION The ventilation system at the Waste Isolation Pilot Plant (WIPP) in Carlsbad, New Mexico, is designed to perform two distinct functions. First, it supports normal mine ventilation requirements complying with all state and federal mine regulations. Second, the system is designed to prevent an uncontrolled release of radioactive contaminants from the storage and transportation areas of the facility. Although a nuclear radiation release in the facility is considered unlikely, many special features are implemented in the ventilation system to prevent the possible spread of contamination. The facility is constructed with the waste transportation and storage areas separated from the mining and non-radioactive experimental areas. The ventilation system is designed such that air leakage is from the mining and experimental areas to the storage areas. Furthermore, radiation detectors are located throughout the storage and waste transportation areas underground and an exhaust filtration building is installed on surface to prevent the possible release of radiation to the environment. For over two years the underground ventilation system has been rigorously tested and balanced. It was during this period that the adverse effects of NVP were noticed and subsequently quantified. From extensive field studies and computer models, several mitigating features were designed and constructed and special operational procedures were implemented to control the impacts of NVP. To quantify more accurately the NVP at the WIPP, a continuous monitoring system was installed. This monitoring system consists of measuring dry bulb temperature, relative humidity, and barometric pressure every fifteen minutes at strategic locations on surface and underground. From this psychrometric data, the NVP is calculated. Fan operating pressures and flows and strategic differential pressures are recorded from the site Continuous Monitoring System (CMS). The monitoring system provides a means of evaluating how the ventilation system behaves in regard to climatic conditions and to judge the efficacy of the mitigating features and operational procedures. To the author's knowledge, continuous calculation of NVP as a function of time and surface temperature has not been previously reported. Overview of the Waste Isolation Pilot Plant The U.S. Department of Energy determined that the plastic nature of bedded salt may provide the best solution to isolate transuranic (TRU) waste from the biosphere. Initial evaluations at the WIPP site began in 1974. In 1979, the United States Congress enacted Public Law 96-164 for the construction and development of the WIPP project. The mission of the WIPP is to demonstrate the safe, long-term disposal of TRU waste generated by the national defense programs of the United States. TRU waste is classified as a low to medium level waste. The waste is stored in drums and does not produce significant heat (not greater than 1 W per drum). The WIPP site is located approximately 47 km (29 miles) east of Carlsbad, New Mexico in the Chihuahuan Desert. The repository is located in the 630 m (2000 ft) thick Salado Formation. This Permian Basin salt deposit is about 225 million years old and appears to have been minimally disturbed by earthquake, faulting, and ground water activity since it was deposited. Modern coal cleaning technologies have allowed coal preparation facilities to become quite efficient at removing sulfur compounds, waste rock and low grade coals from run of mine coal. Up to 50% of the raw mined coal stream may end up as refuse, particularly when the coal originates from longwall mining operations, or is high in partings, rock and impurities. The refuse materials vary from coarse materials removed by physical screening to very fine materials removed by floatation and density separation processes. Coal refuse piles are also known by a variety of other names including "waste dumps", "gob piles" and "slate dumps". The potential hazards of improperly reclaimed refuse include contamination of surface and groundwaters by acidic leachates and runoff, erosion and sedimentation into nearby watersheds, spontaneous combustion, disturbance of topsoil borrow areas, and damage from landslides should large slope failures occur. Many of these problems have been particularly acute for abandoned refuse piles, and modern regulations attempt to minimize the environmental impact of coal refuse disposal operations.

"Within underground portions of metro rail networks the traditional approach to a design fire has been to assume a worst credible railcar fire and develop ventilation and egress measures for life safety. This approach is being challenged as a rail network approach to design fires becomes a more practical and realistic approach. The network approach is based on utilizing an in-depth hazard analysis, to understand ignition and fire load sources in tunnels, above and below the floor of the railcar and within stations, and then utilizing a quantitative risk assessment to determine sets of fire scenarios. The process allows small, medium and large fires to be considered, with the consequences also being quantified. The selection of design fires has a significant influence on fire protection measures within a metro network and hence, is a major cost input. The rail network approach provides more robust decisions on fires, based on the hazards present. INTRODUCTION A fire within a rail car or one that occurs as part of a rail system can threaten the lives of users, maintenance staff and emergency services personnel. Fires in metro systems are rare events but can have severe consequences. As a result, any analysis of a potential fire must be thorough and rigorous and address not only regular accidents and small fires, but also very low probability, high consequence scenarios. The fire safety design process for a tunnel and station must start with the design engineers, contractor and operators making a number of key decisions related to fire protection measures, which may have significant cost considerations. One of the key aspects that influences the required fire protection is the design fire and the design fire scenarios, which is a key input for analysis. This paper provides an overview of the author’s experience in designing fire protection measures for rail networks in Europe, Australia and NZ, where a risk based framework is used to develop design fires and scenarios for the whole rail system – trains, stations and tunnels. This system wide approach is innovative, challenges the norms, but provides significantly more informed outcomes. The range of design fires will include small fires that may halt the network, larger fires for smoke hazard system design and significant post-flashover fires to assess the structural response."

Magma Copper Company, San Manuel Division, is a wholly owned subsidiary of the Newmont Mining Corporation and located at San Manuel, Arizona. The ore body is a dessiminated porphry copper deposit in quartz monzonite. The primary copper mineral is chalcopyrite with minor amounts of chalcocite, bornite, and covellite. The molybdenite occurs mainly on fracture faces or else associated with quartz veinlets. Pyrite is the major sulphide mineral in gangue. The feed to the concentrator from the underground mine is approximately 0.720 percent copper and 0.029 percent molybdenite. The concentrator has a design capacity of 62,000 tons of ore daily. After a standard ore treatment circuit consisting of grinding, rougher flotation, regrinding, and cleaning, a bulk concentrate is produced which contains 27 to 29 percent copper and 1.0 to 1.2 percent molybdenite. This concentrate is pumped to the molybdenite plant feed thickener.

The versatility of the computer has made it possible to explore many mining plan variations and to develop plans covering varying time intervals and production rates. This paper will summarize computer use in long-range mine planning, tell how short-range mining plans are prepared by conventional methods and discuss the development and application of short-range mine planning by computer.

The barite industry shares with its associates in the minerals industry the impediments of excessive federal and state regulations. We have learned to exist with the Organic Act of 1976, the Mine Safety and Health Act of 1966, and the Multiple Use Act of 1955. I do not mean to imply by the above that all aspects of mining legislation have been detrimental, however, each of you has been subjected to interpretative restrictions by federal or state bureaucrats. As frustrating and costly as this is to the barite industry, it is not the primary problem facing our segment of the industry at the present time. Our major difficulty today deals not with too much government regulation, but with the lack of a cohesive and consistent government energy program. This administration and those that have preceded it have dealt with intermittent energy crises on an emergency basis. If we remove the political rhetoric which has surrounded each of the more recent major crises, we can liken the action of our federal government to that of a rural volunteer fire department which devotes its entire efforts toward extinguishing existing fires rather than the developing of programs designed to prevent future fires. The lack of a comprehensive energy program has created an environment in which long range planning is extremely difficult, if not impossible.

INTRODUCTION Las Vegas has recently been termed the “Construction Capital of the Country”. It has also been acknowledged as the fastest growing city in the country for several years running. The rapid growth improves the economic picture of the region but it also imparts unusual demands on the area’s infrastructure. In 1994 the Southern Nevada Water Authority (SNWA)was working on a master plan to address the rapid growth. A long range analysis revealed the need for additional water treatment capacity and delivery systems. Short term projections showed that the current system would reach capacity in the summer of 1997 with the possibility of demand exceeding the supply. The River Mountains Tunnel #2 is part of a $150M scheme to quickly upgrade the system to meet the short term demand, improve the overall system operation and allow for a smooth transition into the larger additions being planned for the future. The SNWA selected Carollo/Black & Veatch (CBV) to provide detailed design and construction management for the upgrades. The River Mountains Contracts consisted of five separate contracts broken out separately to stream line a very aggressive (just 34 months) design and construction schedule. Necessary work included four miles of excavated and lined tunnel, connections from existing pipelines to and from the new tunnel including large diameter (to 3.66m(144 in)) valves, a 18 927cu m (5 million gal) regulating reservoir, a surge tank and a 170 343cu m (45 million gal) reservoir to add additional storage to the system. Notice to Proceed was given to Kajima Engineering and Construction (Kajima) on May22, 1995 for the construction of the River Mountains Tunnel #2. The design called for a tunnel to be driven 6070m (19 915ft) in rock and lined to a finished diameter of 3.71m (12.17ft).Excavation began on December 14, 1995 and holed through on April 30, 1996. Lining began on June 25, 1996 and a notice of Substantial Completion was issued on December 13,1996. This paper describes the measures taken to complete the tunnel in 18 months from Notice to Proceed to Substantial Completion. THE RIVER MOUNTAINS SITE The River Mountains are a low range of rugged mountains separating the Las Vegas Valley from its main supply of water, the Colorado River at Lake Mead. They are volcanic in origin and the harsh desert environment has left them as expanses of exposed bedrock rising 305m (1000ft) above the valley with little or no vegetation. An existing 3.05m (10ft)

The Mid-Continent Geophysical Anomaly (M.G.A.) which extends from Michigan into Wisconsin, Minnesota, Iowa, Nebraska, and Kansas, has recently been the object of intense preliminary oil and gas exploration activity involving widespread land leasing, seismic data collection, permitting of deep exploratory holes and other activities (Paul et al., 1985). This report describes the remote-sensing techniques and results of the application of these techniques to study the geology of the M.G.A. and the surroundings in Iowa. In early 1981, Coal Valley Natural Resources contracted Geospectra Corporation to find a large, (100,000 acres or larger) lease block for wildcat oil and gas exploration. The southwest Iowa area was chosen for several reasons. First, southwest Iowa contains the northeast portion of the Forest City basin (Figure 1) which has produced oil and gas from numerous fields in Kansas, Missouri, and Nebraska (Landes, 1970; Petzet, 1982).

The metallurgical response of the Point Leamington deposit has been studied. Two series of bench tests were conducted and various ore samples and flotation products were examined using image analysis techniques. The majority of sphalerite and chalcopyrite grains in this texturally complex ore were found to be smaller than 10 micrometers. Copper recoveries were low with losses mainly as fine inclusions in pyrite. Sphalerite recoveries were somewhat better due to a generally coarser habit. Gold and silver recoveries were also low and only solid solution silver was identified in the ore. The deposit shows poor economic prospects unless additional tonnage of high grade zinc ore can be delineated.

The East Side Access (ESA) Project in New York will be the largest tunneling project ever undertaken by a US railroad. The objective of the ESA project is to connect the Long Island Rail Road (LIRR) Main Line and Port Washington Line in Queens to Grand Central Terminal in Manhattan. The Project is divided into two distinctive segments: Manhattan and Queens. The Queens segment is subdivided into two major components; cut and cover tunnel construction and bored tunnels. The bored tunnels in Queens consist of five tunnels driven from a launch shaft and traverse a railway storage yard, Sunnyside Yard and terminate under the multitrack mainlines of Amtrak and LIRR at portals in the heart of Harold Interlocking where1200 trains pass every day. The soil consists of remnants of glacial till moraines and of outwash and till deposits of inter layered gravel and fines, with the occasional boulders and cobbles and with a high ground water table. It is anticipated that a Pressurized Face Machine, either slurry or Earth Pressure Balance equipped with roller disks to mine the boulders encountered as well as the mixed face, will be used to mine the tunnels. One pass reinforced concrete gasket bolted liner will be used. The cut and cover construction consists of an approximately 21.3 m (70 feet) deep excavation supported by slurry walls and jet grout columns. The slurry walls, in combination with overlapping jet grouted columns, are installed to top of rock forming a closed bathtub to control external groundwater drawdown. Maintaining the groundwater level near its original elevation is of paramount importance in order to prevent undesirable settlements and migration of groundwater that could be contaminated. Mitigation measures to prevent the migration of nearby plums are contemplated for all types of tunneling and excavation work in this site of the ESA project.

The Henderson ore body is east of the Continental Divide in the Front Range of the Colorado Rocky Mountains about 50 miles west of Denver. The ore body is being developed for mining by workings that extend more than 3500 feet below the topographic surface. During construction of the mine workings, ground water in fractures in crystalline rocks has been encountered. From 1969 to 1973, Charles S. Robinson & Associates, Inc., in cooperation with the engineering and geologic staffs of the Climax Molybdenum Company, a division of Amax Inc., studied the ground water geology of the Henderson mine development area. Detailed geologic records of the Henderson mine were available as a result of the exploration, evaluation and development of the mine. Records of the flow, chemical composition and temperature of the ground water at and near the surface, from the entire mine, from portions of the mine, and from exploration holes drilled in the mine, were kept as the mine was developed. Where possible, ground water pressures in drill holes and changes in pressure with time, were recorded. The geologic, hydrologic and chemical data were correlated. The following conclusions were drawn from the correlations: The ground water in the Henderson mine occurs in fractures in Precambrian igneous and metasedimentary rocks and in a series of Tertiary intrusive rocks. Two zones of ground water were recognized; an active zone, in which the fracture systems are recharged and discharged annually into the surface water system, and a passive zone, in which the fractures were filled with water in the geologic past. Discharge from the passive zone is through mine workings that intersect the fracture systems. Discharge from a fracture or fracture system is initially high but decreased with tire!. The rate of decrease in flow (or pressure) is exponential. By measuring the change in flow with time, it is possible to calculate the amount of flow at some given period of time in the future. Based on changes in rate of flow and pressure, and the geology, and assuming rates of mining of the ore, it will be possible to predict the volumes of water that will have to be handled during the life of the mine and the area around the mine that will be drained by the mining operation.

Uncertainty of future energy supplies has forced industrial nations to diversify both their energy mix and their energy sources of supply. As a result, U.S. coal exports have grown substantially during the past several years. Projected long-term worldwide economic growth suggests that a well-established trend has been set for increased foreign demand for U.S. coal. As export volumes increase the need for careful planning to prevent bottlenecks and to provide for the uninterrupted flow of coal increases. It also will place increased emphasis on identifying the most economic transportation alternatives. These planning and evaluation functions are greatly facilitated if a systematic method is available for modeling the complex interactions of a coal export system. One such model, developed by the Anaconda Minerals Company, is the Coal Export model.

Boling Dome. a piercement salt dome in the Texas Gulf Coast basin is (was) the single largest deposit of native sulfur in the Western world. Total sulfur production has been over 81.000,000 long tons and the mine is still in production. Data from over 60 years of operation and 8.000+ wells reveal a salt dome rich in history as well as minerals. Sulfur mineralization and production correlate well with caprock structure and morphology. The occurrence of Mississippi Valley-type deposits in fracture zones is notable in some areas and may warrant additional study. DISCOVERY AND PRODUCTION HISTORY Boling Dome is located in the south- east corner of Wharton County, Texas, 60 miles south-west of Houston. It is a piercement type dome in the Houston diapir province. It was discovered in 1922 when the county surveyor noticed sour gas seeps along the San Bernard River (Haynes. 1942). Several companies including Gulf Production Company. Humble, Texas Company, Sun and others quickly began drilling for oil and gas. Traces of native sulfur were reported in cuttings from many wells penetrating the caprock, but the first commercial quantities of sulfur were not found until Gulf Production's E.M. Chase 3 and 4 wells were drilled in 1927. Texas Gulf Sulphur, then mining sulfur at Gulf Dome in Matagorda County, secured the sulfur rights from Gulf for $3 million in cash and half of the profits after expenses for development and construction of plant and townsite were met (Haynes, 1942). The drilling results from 200 or so Wells revealed a massive deposit destined to become the largest single source of native sulfur in North America. Original reserves were estimated at just over 46 million long tons and were increased in later years. Production by the Frasch method was begun by Union Sulphur in 1928, and continued by Texas Gulf Sulphur Co. in 1929, and Duval Sulphur Co. and the Baker Williams Co. in 1935. Union produced 8,009 long tons, Duval produced 571,123 long tons, and Baker Williams produced 1,453 long tons. Through its deal with Gulf, Texasgulf acquired the largest and best mineralized portion of the dome and has produced 88,544,466 long tons through 1990, and production is planned for several more years. That amount of sulfur is equivalent to a cube measuring 1,152 feet on each side, or a sulfur highway 1 foot thick, 20 feet wide and 14,479 miles long. Peak production averaged 8,376 ltpd in 1948. A price war between North American sulfur producers and Mexican sulfur producers in 1956, followed by the recession of 1957 and 1958 (Haynes, 1959) coupled with a rapid increase in mining depth to below 700 feet began a gradual production decline that was never reversed (Figures 1 and 2).

This paper discusses the mineralogy and metallurgy of the Kuroko-style volcanogenic massive sulfide ores mined at Formosa Exploration Inc. I s Silver Butte Mine located in southwest Oregon. The principle ore type is pyrite + chalcopyrite + sphalerite, while subsidiary pyrite + bornite + sphalerite ore is also mined. The two styles of mineralization have distinctly different metallurgical behaviors and must be treated separately. Selective flotation methods are used to produce copper and zinc concentrates from the first ore type, while bulk concentrates are produced from the bornite ore. Careful mine planning and coordination between the mine and mill are utilized to achieve optimal recoveries.

Water is our most important natural resource, for without it there is no life. It is also the principal natural resource for all manufacturing processes, in particular for the development of power.
