To help local governments plan for long-term supplies of sand and gravel for buildings and infrastructure, the Utah Geological Survey is assessing natural aggregate resources (mainly sand and gravel) in the St. George, Utah area. Whereas much of the aggregate in the study area is adequate for road-base construction, high-quality aggregate for Port- land cement concrete is limited due to geology, and also due to land administration and environmental issues. Virgin River alluvial gravels southwest of St. George are generally poor sources of aggregate because they contain clasts of soft sediments and soluble minerals derived from Mesozoic rocks. Elsewhere, widespread secondary calcium carbonate (caliche), as rinds and matrix in gravel, lower the quality of material. Young river-terrace deposits in Fort Pearce Wash, and along the Virgin River above St. George are the primary sources of sand and gravel for the area. Alluvial fans on the east side of the Beaver Dam Mountains, and on the west side of the Hurricane Cliffs are also sources of aggregate. Stream-channel deposits associated with "inverted valleys" north of the towns of St. George and Hurricane, Utah, and older pediment gravels on the west flank of the Beaver Dam Mountains may be future sources of high-quality aggregate. Accelerated urban development during the 1980s and early 1990s has caused St. George and other communities in Washington County to encroach upon sand and gravel pits originally located in rural, undeveloped areas. Urban residents often view nearby sand and gravel operations as undesirable neighbors and pressure elected officials to close the pits. Pit closures effectively eliminate the remaining reserve from the sand and gravel resource base of the area. More- over, resources may also be lost as new homes are built upon undeveloped sand and gravel deposits. The St. George area is particularly susceptible to loss of aggregate resources because high-quality natural aggregate for construction is already in short supply. Moreover, most of the land in the study area is administered by the U.S. Bureau of Land Management and subject to various land-use restrictions. Much of this public land cannot be developed for mineral materials, such as sand and gravel, because of federal regulations protecting rare plants and animals, archaeological sites, and important watershed areas. Of particular concern to resource development are areas designated as Areas of Critical Environmental Concern, Wilderness Areas, and Wilderness Study Areas. Protection for Endangered Species is a critical element in all planning efforts. Those species present in the St. George area or in areas near- by include: the desert tortoise, southwestern willow flycatcher, Virgin River chub, and dwarf bearclaw poppy. As the St. George area is depleted and/or deprived of sand and gravel resources through extraction and urbanization respectively, construction costs will rise unless conservation measures are instituted. To avoid the loss of aggregate resources, the UGS is pursuing a program of data gathering and field surveying of surficial deposits to determine tonnage and quality of the remaining sand and gravel resources. The resource information from this program will help land planners, developers, and government officials make informed decisions concerning urban development throughout the region.

Several shale-hosted Pb-Zn-Ag deposits have been discovered in the northwestern Brooks Range, Alaska. Best known among these are the Red Dog, Drenchwater Creek, Lik, Ferric Creek, Hot Dog Creek, and Competition Creek deposits. They occur in a tectonically disturbed sequence of of Mississippian to Triassic shales, argillites, and cherts, and most are spatially associated with volcanic rocks. The sulfides are hosted in shales as disseminations, banded layers, massive lenses, and crosscutting veins. Detailed geologic descriptions of sulfide prospects in the Brooks Range were given by Tailleur (1970), Nokleberg and Winkler (1978), and Plahuta and Robinson (1979). Lange et al. (1980) discussed the formation of the deposits, the nature of the mineralizing solutions, and the temperature of formation on the basis of sulfur isotope studies. More recently, Harrover et al. (1982) detected a correlation between sulfide mineralization and high-temperature formation of charts associated with the sulfides by oxygen Isotope and chert crystallite size determinations.

The prime criteria in the design of underground openings with complicated geological structures is ground control. Stability of underground openings for deep mines is critical because incorrect orientation or geometry of shaft, stope, and accessways often results in the failure of openings due to high stress conditions. Current design procedures for complicated orientation and geometry of mines are rapidly becoming inadequate as mines are being developed. In this study, finite element method has been used with optimization criteria to design more stable and safe underground openings.

"For his pioneering contributions to the understanding of the geology of porphyry copper systems" Recipient Of The 1997 D. C. Jackling Award SPENCER R. TITLEY Introduction The subject of this lecture, a late century perspective on porphyry copper geology, is one of current interest and importance as the search for these ores remains intense. It is presented in the belief that an appreciation of our present understanding of the subject requires it to be viewed historically, thus providing a basis for evaluating appropriate directions for continued study. At the outset, it is important to note that the technology of mining and extractive metallurgy has developed ore from these low grade orebodies, starting with D. C. Jackling, and has continued to create them as copper grade and price have diminished. But the continued search for them is a geological problem that responds to growing expectations of people and societies; exploration based upon ever increasing knowledge of the habits of the ores has been very successful. This is the story of evolution of geological thought and practice in porphyry ore search across an interval of time beginning with the bulk mining of "low grade" copper ores at Bingham and ending with late Century concepts. "How did we get here?" The lecture concerns the ideas of many different people. The ideas and events discussed reflect a bias on North American thought, where the great low grade orebodies were first recognized as such and where many of the basic geological ideas were developed. A very great number of geologists have contributed to this understanding. In no sense is it meant to minimize the contributions to the story that have evolved in the study and mining of ores of the Andes, whose development and expansion has been nearly synchronous with that in North America - nor to minimized comparable contributions made in the late century from studies of the newer discoveries of deposits in other regions, especially the southwestern Pacific regions. In expansion of this topic, I have found that many important concepts are marked by appropriate publication but some are not, or I have not been able to discover documentation. Many notions appear to have become conventional knowledge without publication, mostly being geological viewpoints developed synchronously from similar observation. Thus, apologies are extended in advance to those whose work I have might have missed and to those unknown to me whose unpublished ideas may have seeped into the pool of common knowledge without appropriate recognition. The analysis here addresses events of two time segments, an older one extending from the developments at Bingham in the early 1900s through the Second World War, ending about 1950: the second period extends from that time to the present. This separation is seen in Figure 1, which traces numbers of publications through the period as extracted from some 700 publications, again with a North American bias, from an annotated bibliography of porphyry copper geology in preparation. During the early period, exploration was "immature" in North America, that is, geologists looked for new districts and sites of the deposits. Outcrops were sought that carried the signatures of former mineralization and regional controls related to structural geology were closely studied. In the later period, North American exploration had "matured" into a study of districts, rather than a search for them. As the studies of these ores intensified during the younger period concommitant with increasing demands for the metal, they did so with a broadened understanding of some habits of occurrence, of hydrothermal alteration, mineral zoning, petrology, and geochemical and geophysical signatures. Sulfur is a nonmetallic element widely distributed in nature and of great physical and economic importance. It is the 14th most abundant element in the Earth's crust (0.06%) and an important constituent of animal and plant life. Sulfur has been known and used since ancient times for a number of medicinal and industrial uses. At present, most sulfur is used to generate sulfuric acid that is used in a wide variety of industrial processes, particularly the production of fertilizer. Because of this, sulfuric acid (and hence sulfur) consumption is often regarded as a good index of a nation's industrial development. In the past, sulfur was mined from surface occurrences in several geologic environments, and was used in relatively small amounts. With time, the uses of sulfur and sulfuric acid expanded, as has the need for larger quantities of these commodities. Sulfur is now mined from both surface and underground deposits, and is recovered as a byproduct from a number of industrial processes. Despite valiant efforts and years of work by sulfur explorationists and others, many aspects of sulfur mineralization remain controversial. Almost as controversial is the spelling of the word sulfur. The English spelling sulphur commonly is used outside America and in the American sulfur mining industry, but sulfur is the correct American spelling as approved by the American Chemical Society, the American Geological Institute, and many others. Those new to the American sulfur industry often find it puzzling to be reprimanded for using the correct American spelling. Sulfur resources are abundant and widespread, but the extent to which they can be classified as reserves is constrained by pre- vailing prices and extraction technologies. At present, sulfur can be economically mined from very few deposits. The sulfur industry is roughly divisible into two sectors: voluntary (or discretionary) and involuntary (or nondiscretionary). In voluntary production, the mining of sulfur or pyrites is the sole objective, and the recovery of the resource is as complete as economic conditions will allow. During involuntary production, sulfur or sulfuric acid (termed recovered sulfur) are produced as byproducts, and the quantity of the output is dictated by the demand for the primary product. Voluntary sulfur now accounts for only about 35% of the elemental sulfur produced worldwide, and most inves- tigators believe that voluntary sulfur will be less important in the future. Sulfur sources and products are described as follows (after Barker, 1983): Sulfur Sources: Combined sulfur-sulfur that occurs in nature combined with other elements, commonly referring to sulfides and sulfates. Cupriferous pyrites-pyrite containing minor amounts of cop- per sulfides. Hydrogen sulfide-a toxic gas that occurs in petroleum and natural gas. Involuntary sulfur-sulfur produced as a byproduct in response to legislative or process mandates. Native sulfur-naturally occurring elemental sulfur. Nonferrous metal sulfides-opper, lead, zinc, nickel, and molybdenum sulfides that are processed for their metal content. Organic sulfur complex organic sulfur compounds that occur in petroleum, coal, oil shale, and tar sands. Pyrites-iron sulfide minerals that include pyrite, marcasite, and pyrrhotite. Sulfate sulfur-sulfur contained in anhydrite and gypsum. Voluntary sulfur-sulfur produced in response to market demand. Basic Sulfur Products: Acid sludge-contaminated sulfuric acid usually returned to acid plants for reconstitution. Brimstone-synonymous with crude sulfur. Bright sulfur-crude sulfur free of discoloring impurities and bright yellow in color. Broken sulfur-solid crude sulfur crushed to -8 in. Byproduct sulfuric acid-sulfuric acid produced as a byproduct of a metallurgical or industrial process, generally relating to combined sulfur sources. Crude sulfur-commercial nomenclature for elemental sulfur. Dark sulfur-crude sulfur discolored by minor quantities of hydrocarbons, ranging up to 0.3% carbon content. Elemental sulfur-processed sulfur in the elemental form produced from native sulfur or combined sulfur sources, generally with a minimum sulfur content of 99.5%. Formed sulfur-elemental sulfur cast or pressed into particular shapes to enhance handling and to suppress dust generation and moisture retention. Frasch sulfur-elemental sulfur produced from native sulfur sources by the Frasch mining process. Liquid sulfur-synonymous with molten sulfur. Liquid sulfur dioxide-purified sulfur dioxide compressed to the liquid phase. Molten sulfur-crude sulfur in the molten state. Prilled sulfur-solid crude sulfur in the form of pellets produced by cooling molten sulfur in air or water. Recovered sulfur-elemental sulfur produced from combined sulfur sources (including byproduct hydrogen sulfide, but sometimes referring only to sulfur from fossil fuels) by any method. Slated sulfur-solid crude sulfur in the form of slate-like lumps, produced by allowing molten sulfur to solidify on a moving belt. Specialty sulfur-prepared or refined grades of elemental sulfur that include amorphous, colloidal, flowers, precipitated, wettable, flour, and paste sulfur. Sulfur ore-unprocessed ore containing native sulfur.

Introduction Grinding ball wear in wet grinding is due to a complex combination of abrasion, corrosion, impact and their interactions. The ball charge is continually falling from a height greater than half of the ball mill's diameter, and contact is made with ore particles or other balls. Abrasive wear occurs through penetration and plowing of media materials from the ball surface by hard ore particles (Gangopadhyay and Moore, 1985). Electrochemical interactions between the abraded and unabraded areas of the ball surfaces, as well as between the grinding media and the minerals, occur in grinding mill pulps (Adam et al., 1986). The wear depends on the media composition, the hardness and the corrosive/abrasive characteristics of the slurry. The marked-ball-wear test method was used to evaluate the performance of grinding media under nitrogen and oxygen atmospheres. Also, the wear mode was studied by observing the grinding media surface under a scanning electron microscope. In general, grinding media of high hardness and high chromium contents were found to have better corrosive wear resistance than those of low hardness and low chromium contents (Jang, Iwasaki and Moore, 1988). The purpose of this investigation was to determine the size distribution and the shape of wear debris in a study of the wear rates and wear behaviors of grinding balls. Experimental Materials The grinding ball alloys used in this investigation were: •martensitic stainless steel (MSS; 0.96% C and 16.2% Cr), •high-carbon, low-alloy steel (HCLA; 0.89% C and 0.53% Cr), and •mild steel (MS; 0.22% C and 0.09% Cr). The mineral used in this study was synthetic corundum, because it was on hand and contained no magnetic impurities. Debris A 203- mm (8-in.) diam porcelain mill was used for grinding the corundum. The mill charge consisted of: •1200 g of 12-grit synthetic corundum, •770 mL of 0.05 mole/L Na2SO4 (61% solids), and •125 steel balls of nominally 25-mm (1-in.) diam. To minimize the debris corrosion, nitrogen was introduced into the mill. Grinding with MSS, HCLA-steel or MS balls was conducted for 2 hr at 51 rpm. The grinding time using the MS ball was varied from 0.5 hr to 2 hr in an attempt to study the debris amount and shape as a function of time. The debris was collected with a hand magnet from the ground slurry and separated from the corundum particles using a Davis magnetic tube. After the separation, the debris particles were immediately washed with acetone and then filtered and dried. Debris size analysis Buckbee-Mears 3-in.-diam, micro-mesh sieves and an electromagnetic shaker were used for determining the debris size distribution. In sieving, isopropyl alcohol was used. The debris fraction collected from each sieve was washed with acetone, dried and then weighed on an analytical balance. [ ]

The sand and gravel industry in Southern California has made a sizeable contribution to the construction development of the 15 County area in this part of the State. Facing this mineral extraction industry, in the next decade, is a problem of meeting the market demand. The question is, "how can sand, gravel and rock operations be made compatible with goals for sound and attractive community development?" Three basic principal characteristics of the land needed for this-mining industry are: 1. The land must have workable sand, gravel or stone deposits. 2. The land must be properly located for transportation purposes close to the market in order to sell the aggregate at a minimum cost. 3. The land must be zoned so that it will be permissible to mine.

Pardon my audacity, but I feel that this is the solution, not just a solution. Further, I will be so bold as to maintain that this is the last-ditch, eleventh-hour chance for the mineral industry to solve its critical technical manpower shortage. I am not being facetious. I am convinced that there is only one solution--just as there is but one real cause of the problem. My conclusion 'is reinforced by countless talks of endless hours with people both in and out of the industry, with employers and employees, and with educators and students. While I claim no originality for the idea and have no pride of authorship, I am concerned that the industry hear and heed in time. It is quite unlikely that the mineral industry and the mineral engineering profession will willingly subscribe to my thesis or gladly buy my proposal. I am convinced, however, that it is the only course of action open to us, and the only course of action which will succeed.

INTRODUCTION The decontamination of a uranium mill site is principally an earth moving task. The task can be completed effectively and efficiently by selecting the proper earth moving equipment and using that equipment within its particular constraints for decontamination work. A considerable backlog of experience concerning earth moving equipment selection and use was acquired during the decontamination work conducted at the former Shiprock, New Mexico, uranium mill site. This experience was acquired by trial and error while decontaminating over a wide range of depths and different types of terrain. Many different types of excavation equipment were available to the Shiprock decontamination project because the Navajo Engineering and Construction Authority (NECA) heavy equipment operator's school was doing the decontamination work and a variety of equipment was needed for training. The equipment is described and its general use for decontamination is discussed. Its on-the-job use for decontaminating the Shiprock millsite is presented. [EARTH MOVING/ANCILLARY EQUIPMENT DESCRIPTION AND DECONTAMINATION CONSTRAINTS] Tractor-Scrapers The most commonly used scraper is the bottom-dump type because it is highly mobile and can dig, carry, and spread loads. In this type a tractor is connected with a yoke to a scraper bowl (Figure 1). The bowl is essentially a rigid box that pivots around the rear axle, opening to the front. A hardened steel knife, or bit, is attached to the leading edge of the bowl. When scraping, the bit penetrates and forces the earth overlying the bit edge into the scraper bowl as the scraper moves forward. When the bowl is full, it is closed by lowering a closure or apron against the cutting bit. The load is dumped while moving, by raising the apron and forcing the load from the bowl with a crowd, or ejector. The height of the dumped load is controlled by adjusting the bit height when dumping. Scrapers of this type generally do not have enough power to scrape up loads unassisted. Loading assistance is generally provided by a crawler tractor that pushes from the rear against the scraper's push block. Some scrapers are made self-loading by adding an additional engine for the extra power needed for the load pick up. Another commonly used self-loading scraper uses a loading elevator (Figure 2). The elevator consists of two roller chains carrying crossbars. The elevator is rotated when scraping and the crossbars cut the earth above or in front of the bowl bit, forcing the load into the scraper bowl. No apron is used on elevating scrapers. The load is dumped by partially retracting the bowl floor and pushing with an ejector. Scrapers have some undesirable characteristics when used for decontamination work. One characteristic is that a clearance space exists around the apron when it is in its closed position. Part of the load (especially sandy soils) dribbles through the

INTRODUCTION For any identified mineral resource to qualify as a minable reserve, it must contain legally and economically extractable mineral at the time of determination. As competition for land has increased, the legal complexities have more than kept pace, frequently becoming the most important determinant in mineral exploration and development projects. Rarely will developers of a project avoid having to obtain numerous federal, state, and/or local permits while acquiring the necessary legal permission to begin mining. Each site must be selected carefully, not only for economic feasibility, but also for legal feasibility. Although it is impossible to present site-specific solutions for all potential underground developments, certain generalizations may be applied to specific land categories, particularly federally owned land. Such federally owned land includes more than 33% of the land area of the United States and many of the areas potentially attractive for future development. State and local restrictions affect a large portion of the nonfederal land, and those restrictions are equally important even though their diversity and current status require more regional study than can be provided herein (the list of references include sources of additional information). Each potential mining site requires a title search of the land status to determine the land ownership and the conditions affecting development. In addition, appropriate data concerning the mineralogic and economic potentials of an area must be collected. As listed in Table 1, many sources of public information are avail- able to aid potential developers. Fig. 1 illustrates a typical federal master title plat. HISTORICAL PERSPECTIVE The settlement of the United States reflects a fascinating history of public-land laws and subsequent mineral-disposal laws. Most of the statutes of the eighteenth and nineteenth centuries sought to dispose of land for the purpose of generating revenue to the federal government. The underlying need for general revenue contributed directly to numerous and often conflicting land policies. More recently, diverse federal programs such as environmental legislation have transcended the need for revenue in forming the framework that determines who has power over mineral developments and where those developments can take place. In 1812, the General Land Office was established under the Treasury Dept. At that time, English common law prevailed, entitling the owner of the surface to whatever was contained within the surface boundaries from the surface to the center of the earth. Unless a distinct title separated the mineral estate, it was included in the surface-land ownership. However, gold and silver were the property of the crown and were controlled by sovereign prerogative. Early state legislation on the subject of mines and minerals may be classified as legislation providing for the sale of state lands with a reservation of the minerals and legislation recognizing or asserting the sovereign prerogative for precious metals. In 1781, a Pennsylvania statute reserved 20% of all gold and silver ore for the use of the commonwealth. Thomas Jefferson suggested that a portion of all gold and silver be retained by the federal government. These early rules affecting land in the eastern states, now privately held, have been re- pealed, declared obsolete, or largely ignored. Federal legislation prior to 1848 and affecting mining may be classified as legislation reserving the minerals to the United States and legislation authorizing the disposition of reserved minerals by sale, lease, or grant. With many modifications, these basic policies remain in effect at the present time. A 1796 act provided for the sale of the Northwest Territory and for the establishment of the present system of rectangular survey for public lands. The Lake Superior copper region was the scene of "wild and baseless excitement in 1837" when the attorney general concluded that the president had the power to lease lands in Wisconsin; this opinion soon was overturned by another attorney general. By 1846, Congress had passed legislation authorizing the president to sell reserved lead mines "as soon as practicable" since the system of granting Leases had proved to be unprofitable to both the government and the lessees, many of whom refused to pay the rent. The general practice of early federal Legislation was to make a distinction between mineral lands and other lands, deal with them separately, and generally withhold mineral lands from disposal except through special legislation dealing with particular land. In 1848, following the treaty of Guadalupe Hidalgo, a vast land area was ceded to the United States by Mexico. This area included the present states of California, Nevada, and Utah, as well as portions of Arizona. Colorado, New Mexico, and Wyoming. This abolished the Mexican laws and customs relating to mining and preceded the adoption of the miners' own rules and customs. The adoption of those rules and customs followed a hard-fought battle between western congressmen and the eastern establishment. The western congressmen advocated adopting local customs through a location patent system, while the eastern establishment, particularly in Ohio and Indiana, favored an all- leasing system to pay off Civil War debts. The first mining law was passed in 1869 as an amendment to an act granting right-of-way to ditch land owners, and it was followed by the 1872 Mining Law. Precedent was established for the first categories of protected lands in the opening words of this act, which included the phrase "all unreserved" lands. Reserved lands subsequently defined included military and Indian reservations and were excluded from location since they were determined to be reserved lands. INTRODUCTION Froth flotation is the most widely used and economic means of concentrating metal sulfide ores such as those containing copper, lead, zinc, nickel, molybdenum, and pyrite. Also recoverable are other metal species that are often associated with sulfide ores such as cobalt, platinum, gold, silver, etc. Froth flotation is a physico-chemical process for separating finely ground minerals from their associated gangue material. The process involves chemical treatment of a finely divided (ground) ore in a water pulp to create conditions favorable for the attachment of certain of the mineral particles to air bubbles. The air bubbles then carry the selected minerals, called valuable, to the surface of the pulp to form a stabilized froth which is removed and recovered. The unattached gangue material remains submerged in the pulp and is either discarded or reprocessed. To obtain the adherence of the desired mineral particles to the air bubbles, at least two specific steps must occur: a hydrophobic (water hating) surface film must be formed on the particles to be floated along with a hydrophillic (water wetting) film on all other particles; and a controlled bubble surface tension interface must be maintained, allowing for high particlelbubble collision frequency and efficient attachment or sticking of the particle to the bubble once collision has taken place. In most flotation applications, the above two steps are controlled by chemical flotation reagents. The collector is a chemical reagent which produces the hydrophobic film on the valuable mineral particle and is the primary driving force that initiates the flotation process. The frother is a chemical reagent which influences the collision frequency and attachment efficiency of hydrophobic particles and air bubbles. Thousands of research papers and books have been published on the chemical theory behind sulfide mineral collectors, e.g., Fuerstenau (1962), Fuerstenau (1976), Fuerstenau, et. al. (1985), King (1982), Leja (1982) and Moudgil and Somasundaran (1987), This article will only address and summarize some of the more practical aspects of collector usage. The industrial scale practice of froth flotation in sulfide mineral concentration has changed little since the 1950's. For example, of the approximately 80,000 metric tons of sulfide mineral collectors used commercially (1980) in the free world, almost 98% were known and manufactured in some form 25 years ago. A very interesting and informative history of collector development has been given by Crozier (1984). In addition, the industrial scale practice of froth flotation applied to sulfide ores has proceeded since the 1920's with often little direct (predictive) scientific explanation due to the extreme complexity of the flotation process. Empirical testing has been a mainstay of industrial flotation reagent development and use. Even today there is often strong disagreement between researchers as to the mechanisms of chemical flotation practices that have been performed successfully at an industrial scale for many years. As a result of the above environment which makes reagent cost/performance analysis difficult for new reagents, there is a strong tendency for the flotation operation to use, and reagent companies to supply, as cheap as possible raw materials and manufactured products that are quite general in application. In the last 20 years or so, there has been increasing technical effort to tailor make reagents for specific applications, but to date such work has had little commercial impact. It is clearly the hope of this author and others that this situation will change in future years as technology improves and pressure for improved flotation performance intensifies. Introduction Gravity-based coal/mineral preparation plants must be operated to yield products of a quality satisfactory to existing markets. However, because of historic control problems, recovery is frequently sacrificed to achieve quality, resulting in losses of valuable product. Plant control has ranged from intuitive in-plant spot quality judgments made by various operators to gross methods involving such devices as density gauges, floats, grabsample on-the-spot sink/float tests, etc. Millions of tons of quality coal/minerals are lost to refuse each year, because of the historic lack of a continuous and dependable control system. The result is serious economic, as well as environmental, losses. While the economic losses are obvious, the less obvious environmental ones, in the case of coal, result from the misplacement of more ignitable quality fuel to refuse banks. Until recently, a control system capable of supplying a market-grade coal/mineral product, while continuously minimizing product losses to refuse, has been technologically unavailable. Coal/Mineral Washing Tracer System Performance Monitor (CMWTSPM) The first Coal/Mineral Washing Tracer System Performance Monitor (CMWTSPM) originated in the late 1970s as an innovative idea and ultimately resulted in Leonard Patent No. 4,345,994 issued on August 24, 1982. In a classic example of successful university basic research, the patent was followed by two US Department of Energy (DOE) merit awards for fundamental optimization research at the University of Kentucky, a number of publications, a successful applied research program (underwritten by SENTREX at Irvine, CA) and field tests at the Rochester and Pittsburgh Coal Company Keystone Mine near Indiana, PA. The system is now operational and is marketed by SENTREX as the SENTREX Performance Monitor. A diagram of the system is shown in Fig. 1. This system relies on metal detection as the basic tracing medium. Since it is capable of tracing particles as fine as 0.19-in., the system is ideal for coarse coal/ mineral cleaning processes. Basically, the CMWTSPM records the distribution of synthetic coal/mineral particles, of known size and specific gravity, between product and refuse output streams of coal/mineral washing, gravity-concentrating processes. For any given particle size, surface area and shape are constant. The particles are [ ] designed to find their way into the center of their respective inprocess specific gravity/size streamlines. The system will yield a complete partition curve to show the percentage of misplacement for any selected size/specific-gravity particle fraction, thereby providing a point-to-point insight into process failure. When used to evaluate operational processes, this full partition curve is far more diagnostic than the simplifying, derivative, single index number known as the Ep value. The Ep value is commonly used for convenience to represent symmetrical partition curves, but, if the actual partition curve is non-symmetrical, use of the Ep value can result in serious diagnostic error. While the Ep is useful in design and for rapid performance evaluation and process adjustment, the full partition curve is by far the more diagnostic. It will provide insight into the behavior of particulate flow, through non-symmetry, as a means to highlight potential systemic failures. Performance of the process is measured and improved by determining the extent of particle misplacement and by making timely adjustments to the unit to reduce the misplacement. Used in this manner, the CMWTSPM is not only a long needed processing control monitor, but it is also a very powerful diagnostic tool which, in the hands of skilled operators, has

INTRODUCTION Uranium production in Saskatchewan commenced in 1953 at the Eldorado Nuclear Mine in the Beaverlodge area of North Saskatchewan, followed over the next few years by nineteen other smaller mining operations. Production rose from 453 600 to 2 721 600 kg per annum by 1958. Over supply and the closure of the U.S. market to Canadian uranium led to an equally rapid decline to an annual production which varied from 453 600 to 907 200 kg during the years 1964 to 1976. As the market strengthened there was a resurgence of the Saskatchewan industry and production from one underground and two open pit mines reached 2 809 000 kg in 1980 for a return of 232 000 000 dollars (Table 1). [ ] Future output will be increased by a potential 4 536 000 kg from the Key Lake mine now under construction and scheduled to commence production in 1983. Three other projects are in an advanced stage of planning and are currently in the regulatory review process. Several other prospects are being evaluated. Figure 1 shows the location of uranium mines in Saskatchewan and table 2 illustrates the present status of uranium mines and deposits in Saskatchewan. At present, 1400 workers are employed directly by the uranium mining industry. Saskatchewan has diverse mining conditions ranging from the underground mine of Eldorado Nuclear Limited 1870 m deep with a low grade ore deposit averaging from 0.17-0.20% with extraction by carbonate leaching through an open pit operated by Gulf Minerals with a moderate depth of 110 m and 0.37-0.5% grade to the shallow open pit of Cluff Mining 30 m deep with a very high average ore grade of 7.0%. Extraction at both open pits utilizes acid leach extraction processes, the latter after gravimetric separation. Key Lake mining has commenced development of the next mine to come into production which will have two open pits to a depth of 80 and 175 m with an average 3% grade to be followed by the deep open pit of Canada Wide Mines Ltd. to a depth of 205 m with average grade of 1.5%. One existing mine will transfer its operation from the present open pit to another of slightly higher average grade. From the Saskatchewan point of view, these different operating conditions present varied problems associated with occupational health and safety and concomitant solutions to reducing worker exposure to radiation. REGULATION OF URANIUM MINES In 1946, the Government of Canada enacted the Atomic Energy Control Act which established the Atomic Energy Control Board (AECB) and vested in that board powers to regulate all aspects of uranium mining. In the early years, the AECB relied heavily on provincial occupational health and safety agencies for the surveillance of uranium mining and milling operations, particularly with regard to "conventional" occupational health and safety, the AECB having at the time no specific regulations covering the mining industry. There has been considerable dialogue between federal and provincial governments since, traditionally, occupational health and safety is a provincial jurisdiction. Saskatchewan is strongly opposed to the intrusion of the federal government into the provincial domain, particularly as there is little justification for a federal presence in occupational health and safety in uranium mining and milling. The province does, however, accept the need for federal involvement in certain aspects of the regulation of nuclear industry, for example, international sales, research and security of reserves for domestic use.

Laboratory experiment as a basis of commercial plant design has been the subject of much analysis and thought and on which a large number of articles and papers have been published. We would be forced to choose between an unduly brief exposition if we wanted to cover it completely, or no exposition at all. We must therefore concentrate upon the essentials without ignoring at the same time too many of the qualifying factors which, by the choice of what we want to examine, may become side issues. In doing so, we do not imply that these side issues are therefore any the less important. In every case, what is said here applies with almost equal force to the pilot plant which may be necessary as it does to the commercial plant. In discussing a recent paper by Derek C. Shelton on the Santa. Barbara Mill in Chihuahua at a meeting of the Inst. of Mining & Metallurgy (London), D. J. Ottley said on the matter of relating laboratory results and small scale tests to full scale plant results that he would like' to draw the attention of members to the great difficulty of scaling up mineral dressing plants and processes. He felt that this was an important yet neglected subject which merited considerable fundamental scientific attention from mineral dressers and plant design engineers in particular. How much of this fundamental scientific attention has, as a matter of fact, been accorded to the subject, mainly by our sister profession, Chemical Engineering. The close similarity to chemical engineering problems that we meet, particularly in hydrometallurgical operations, suggests that Chemical Engineering publications offer a rich source of information and discussions of methods useful to us. We have only to think of pressure leaching, ion exchange, liquid-liquid extraction, precipitation and so on, all problems in chemical engineering unit processes or of the new Freeport Sulphur Nickel plant in Cuba or the Sherritt Gordon plant and many others.

A popular perception by the public and many mining claimants, is that the 1872 Mining Law provides a statutory right to mine and extract minerals from the public lands. This perception in reality, is both true and false, depending on the mining claimants' ability to meet federal and state environmental, cultural and endangered species laws. Land use decisions and proposed legislation affect exploration and development opportunities in California. It is imperative that the mining industry involve itself in the planning process to ensure that BLM decision makers are fully informed of industry's knowledge and concerns. STATUTORY RIGHTS AND ENVIRONMENTAL CONSTRAINTS "No other problem has such a sense of urgency and poses as profound consequences to the quality of life and the creation and distribution of societal wealth as how we protect the environment. Certainly, the environment is the single biggest issue facing mining and mineral activities in the new decade. David S. Brown The 1872 Mining Law was passed, ironically, the same year the nation's first National Park was established. It is a perception that the establishment of Yellowstone National Park was the beginning of the United States' earliest environmental movement; brought on, perhaps, by the rapid clearing of land for homesteading purposes and, the concern that many acres of the public domain were being disposed of through a multitude of public land laws. While there was an effort being made to designate some special and unique public lands as parks for preservation purposes, environmental concern and awareness did not lead to mandatory identification of environmental impacts and appropriate mitigation until the passage of the National Environmental Policy Act in 1970. Consequently, it is not surprising that the original United States Mining Laws of 1866, 1870 and 1872 had no mention of environmental protection. There have been numerous attempts to repeal the 1872 Mining Law over the last 50 years for a variety of reasons. Currently, there is a perception by the general public, media and even some in congress, the mining industry and BLM that a change is needed. The environmental organizations want the industry to be more accountable for reclamation and post mining uses. In Tn nEnvironmental Agenda for the Future," leaders of America's foremost environmental organizations state that the mining law "includes no protection for the environment," and therefore, should be reformed. We can all acknowledge, as stated above, that the mining law, per se, requires no "protection. However, the Bureau of Land Management (BLM) clearly has the authority and the responsibility to fully "protect" non-mineral resources while providing for the extraction and processing of mineral resources by private industry. There are about 13 major federal laws that have indirectly or directly amended the mining laws to require Environmental, Historic and Cultural Protection." There have been many mining law case decisions about the statutory and constitutional rights of miners to explore open federal lands, "stake a claimg" and extract minerals. What needs to be fully understood is how federal laws, as enumerated on Table 1, may affect these rights. What follows is a description of

The "Hormite Group" was proposed for palygorskite (attapulgite) and sepiolite for their complex magnesium silicate composition and elongate crystals (Martin-Vivaldi and Robertson, 1971). These minerals occur in close association with each other and more complex structural variations may exist (Bailey, 1972). In 1862 Savchenkov used the name palygorskite to describe a mineral from the Palygorsk locality (Hay, 1975), near the Ural Mountains. Ovecharenko and Kukovsky (1984) mention that when mountain leather deposits were prospected in the Palygorsk Division mine it was assumed this unusual mineral was a variety of asbestos. Early mineralogists used the terms "mountain cork" or "mountain leather" when referring to palygorskite. Robertson (1986) mentions that it appears palygorskite was known since Theophrastus&apos; time, ca. 314 BC. J. de Lapparent used "attapulgite" for clays from Attapulgus, GA, and Mormoiron, France, because he thought them different from palygorskite, but the two types were proved to be the same (Bailey et al., 1971). The name attapulgite is still used for the Florida and Georgia deposits when the crystal length to diameter ratio does not exceed 10:1(Merkl, 1989). Georgia palygorskite clays are of much shorter length compared to classic palygorskite. In 1847 Glocker first used the name sepiolite which was called "Meerschaum" by Werner (1788) and Hauy (1801) namedit "Ecume de Mer." Brochant (1802) described low density and white magnesium silicates adding the name Talcum Plasticum and Ecume de Mer. In the Meigs-Attapulgus-Quincy district palygorskite (attapulgite) commonly occurs in two distinct forms referred to as short length palygorskite (Meigs Member) and long length palygorskite (Dogtown Member) (Merkl, 1989). Long length palygorskite crystals (> 10 pm) are rarely observed in the Meigs and Dogtown Members, but when present are in association with dolomite crystals. The short length form is usually less than 2 pm in length and has a low magnesium content whereas the long length form has a high magnesium content and a length greater than 2 pm. The distinctions in morphology are not only important because of the relationship to the origin of the deposits, but also in relation to activity in causing membranolytic activity related to data on palygorskite samples from 9 locations ranging from relatively inert to active in work reported by Nolan et al. (1989). The > 10 pm lengths amounted to only 51 of 17,401 fibers sized. The shortest lengths (< 0.5 pm) were relatively inert. This study pointed out that surface activity, morphology, and chemical differences may be distinctly different within the definition of palygorskite, or for that matter for any individual mineral so that health and other properties must be measured because the name alone does not necessarily indicate uniformity. Palygorskite (attapulgite) fuller&apos;s earth was first sold for drilling mud in 1941. The market for this use expanded slowly and has maintained a level of 7 to 10% of the total US production during the last few years. Most of the fuller&apos;s earth sold for drilling mud comes from the southern part of the Meigs-Attapulgus-Quincy district of Georgia and Florida. Palygorskite clays produced in this area are superior to most other fuller&apos;s earth for mud used in drilling salt formations, but because of high water loss, they are inferior to bentonite where the rocks drilled contain no saltwater. According to Oulton (1965), more than 90 different grades of fuller&apos;s earth are produced. Some of these grades are used for pharmaceuticals designed to absorb toxins, bacteria, and alkaloids; for treatment of dysentery; for purifying water and dry cleaning fluids, dry cleaning powders and granules; for the manufacture of NCR (no carbon required) multiple copy paper; for the manufacture of wallpaper; and as extenders or fillers for plastic, paint, and putty. Fuller&apos;s earth mined near Ellenton, FL, was used for making lightweight aggregates for the construction of concrete barges during World War I1 (Calver, 1957). Still other uses of fuller&apos;s earth and its suitability for uses in new products are outlined by Haden, Jr., and Schwint (1967), Haden, Jr., (1972), and Haas (1970). One special use of fuller&apos;s earth is as a carrier of platinum catalysts that are made in the United Kingdom from sepiolite clays mined in Spain. Other uses of sepiolite fuller&apos;s earth (Chambers, 1959) are similar to those of the palygorskite (attapulgite) type mined in the United States.

Dr. Emrick, honored guests, distinguished speakers, ladies and gentlemen, I am Langan Swent, Vice President for Environmental Affairs and Occupational Safety and Health, of Homestake Mining Company. Today, I appear on behalf of the American Mining Congress, as chairman of its uranium mine health subcommittee. The American Mining Congress is a trade association of several hundred members, which include the producers of a large proportion of the nation&apos;s uranium. I&apos;ve been asked to make a statement of principles for the uranium industry. There are two types of principles that apply to industry in general, and specifically to the uranium industry. Some have external origins and apply regardless of what industry does or thinks. Others are generated by industry itself and serve as goals for the industry. I&apos;ll discuss some of each type. I&apos;ll limit my statement to those principles related to the subject of this conference--radiation hazards in mining. I won&apos;t take your time trying to explain some of the unrelated principles that we must all contend with, such as Parkinson&apos;s Laws, Murphy&apos;s Law, and the Peter Principle. First and foremost, industry has a sincere interest in the well-being and health of its employees. There are two basic reasons for this. One is a basic respect for human lives, especially those of people we see and work with every day. No one in management wants to carry the lifelong burden of blame for a life lost due to poor working conditions. Most uranium and other mining is done in small communities. Production workers, maintenance workers, service workers, shift bosses, foremen, superintendents and managers all live in the same community. They attend the same churches. They serve together in civic activities. Their children go to the same schools. If one employee in such a community loses his life due to poor working conditions, those remaining know in a daily and intimate way the resulting personal tragedy, usually of a bereaved widow and fatherless children. This sad experience makes the community, including industry management, intensely sensitive to the need for maintaining good working conditions in the mines. But what about the segment of industry that does not live in the mining communities? Corporate and owner&apos;s offices are frequently hundreds of miles from the communities where the mining takes place. Many of these people are not personally acquainted with the workers, and there are few close personal ties between the two communities. The distant staff are, however, still human beings and motivated by the same basic human respect for life. Mr. Manuel Gomez of MSHA and a member of the planning committee for this conference summed this point up expressively when he told me: "No one group has a corner on compassion." In addition to compassion, there is another factor. In both communities the basic assignment to everyone is to produce profits. In carrying out this assignment, supervisory and management people are acutely aware of the high cost of illnesses and accidents. Their objective of maximizing profits is advanced significantly by minimizing illnesses and accidents at the mines. A business that has illnesses and accidents generally suffers from poor employee morale and high employee turnover, both of which detract from profits. Next, I would like to talk about what industry has done in the field that is the subject of this conference. We have worked at all sorts of methods to reduce exposure of employees since the exposure standards were first introduced and then lowered. Other speakers will go into details of technology, and I&apos;ll simply comment on exposure results. These are best shown in Table 1. The table shows the average WL to which miners in U.S. underground uranium mines have been exposed since 1937 through 1980. The trend of decreasing radon daughter concentrations throughout the period is obvious. Figure 1 presents this data graphically and shows the trend at a glance. This record begins in 1937 when uranium, as such, really wasn&apos;t being mined or sought. The concentrations given by the U.S. Public Health Service were for a few small vanadium mines which carried uranium as a by-product. A few years later, when the Manhattan project to develop the atomic bomb was begun, these mines became the first U.S. uranium mines and the vanadium became the by-product! The radiation hazard then also received attention and the average concentrations began to decline. As knowledge of the reality of the hazard spread, conditions improved. The search for uranium in the U.S. turned up new and larger ore bodies that had to be mined by large underground mines. These mines involved ventilation planning from the beginning, and when they came into production in the late 1950&apos;s they lowered the average concentrations greatly. Then in 1960 the American Standards Association adopted a standard setting 1 working level as a satisfactory condition, and several action levels up to 10WL, at which point removal of people from exposure was called for. As a result of the uranium producing states governors&apos; conference in December 1960, state mine inspection agencies, in the early 1960&apos;s, began to adopt and enforce the ASA standards. As a result, average concentrations again declined. In 1967, the Federal Radiation Council recommended an annual limitation of 12 WLM per individual. A considerable body of literature directed towards optimising the efficiency of gold and silver extraction from cyanide leach liquors has appeared in recent years. A few examples from dissolution to solvent extraction to adsorption in carbon-in-pulp (CIP) and resin-in-pulp (RIP) operations follow. Selective leaching of gold from copper-gold ores using ammonia-cyanide mixtures extends the % copper which may be tolerated in ores (Ruane, 1991, LaBrooy et al., 1991, Costello, 1991). The removal of copper and recycling of cyanide from high copper ores is another important development (Sceresini and Staunton, 1991). Solvent extraction of alkaline cyanide liquors (Riveros, 1990, Mooiman & Miller, 1991) and solvent aided elution in CIP (Muir, et al., 1985) look promising. Recent definitive papers on the mechanism of adsorption of aurocyanide by activated carbon should lead to more efficient use of CIP (Adams and Fleming, 1989, Klauber, 1991). Strong and mixed weak-strong base resins have been applied in RIP for aurocyanide extraction in Russian Plants since the 1970's (see for example Borovskii et al., 1985, and references cited in Fleming, 1988a). Fundamental studies on applications of commercial weak and strong base resins-in-pulp (Fleming & Cromberge, 1984a, b, Fleming 1988a, Hosking 1984, Riveros and Cooper 1987) have generated much interest in RIP. Detailed comparisons of CIP vs RIP efficiencies at Mintek in South Africa (Fleming et al., 1988b), and the inefficiency of CIP in contact with clay led to the commissioning of the strong base RIP Golden Jubilee plant in 1988. Its operation and improvements have been reported (Seymore and Fleming, 1989, Fleming & Seymore, 1990). The use of anion exchange membranes for aurocyanide extraction shows some promise (Mauthoor et al., 1991). However, the development of new gold specific resins at Mintek (Green et al., 1984, 1986, 1990, Johns and Green, 1991) and elsewhere (Asker et al., 1987, Wilson et al., 1987, Harris et al., 1992) should improve the viability of RIP processes. The polydiallylamine gold specific resins (Hodgkin & Eibl, 1988, Fawell et al., 1992a, b) have high capacities for auro cyanide recovery from high concentration liquors. The use of guanidine based liquid and solid ion exchange extractants for gold was recently reported by the Henkel Corporation (Kordosky., et. al., 1993). Such specific resins tailor made for gold and/or silver cyanide extraction should lower overall cost by improving metallurgical efficiency. In the case of strong base resins this selectivity largely eliminates the problems of poor base metal elution and/or poisoning. The work reported here outlines the approach taken at the University of Central Queensland to synthesize sterically hindered strong base anion exchange resins which are designed to have high selectivity for auro- and argentocyanide complexes. It summarises selectivity tests on low grade cyanide leach liquors from several mines. It also examines an RIP vs CIP comparison, and investigates the elution properties and cycling of one such promising resin.

In the May, 1969 issue of Mining Engineering the Editorial Director, John V. Beall, described the Japanese Onahama Copper Smelter and Refinery as follows: "On the shore of the Pacific, 120 miles north of Tokyo, is the world&apos;s most modern copper smelter and refinery.? One of the improvements that has been made at the Onahama Refinery is the quality of the electrolyte in the copper refinery electrolytic cells. This has been accomplished by reducing the concentration of slimes in the cells between the electrodes. In a December 19, 1966 review in Chemical Engineering magazine reference was made to some tests in Sweden as follows: ?However, at 1,000 amps/sq.M., satisfactory cathodes could be prepared, provided electrolyte flow past the anode and cathode was at least 3 to 4 meters per minute, and the slime content was not allowed to exceed 20 to 30 mg. per liter. By dropping the current to 500 amps with the same electrolyte velocity, the slime content could grow to 50 mg. per liter (50 ppm) without causing occlusion at the cathode." From this data it appears that the production capacity of copper refining electrolytic cells can be significantly increased. In order to do this the concentration of suspended contaminating slimes in the electrolyte solution is reduced by filtration. The electrolyte in-between the active electrodes must be purged with higher velocities to maintain a high concentration of the desirable copper ion in the liquid film adjacent to the cathode and the sulfate ion in the liquid film at the anode. This higher velocity also carries away from the cathode the undesirable impurities released from the anode as they are released into the electrolyte as filterable solids.
