"Water inrush is a serious geological accident in underground coal mines. This paper focuses on the method of the bow tie analysis based on fuzzy reliability to assess the risk of water inrush in coal mines. First, post failure probability and repair probability of initiating events are divided into 5 levels. Then triangular fuzzy numbers are adopted to quantify experts’ language and to acquire the reliability rate which close to the actual values by defuzzification and calculation. According to dynamic bow-tie analysis model, using the method of moments to fit the reliability time of events by Weibull distribution and offering the random sampling rule of failure and repair time for illustrating the feasibility of fuzzy reliability evaluation. To demonstrate the effectiveness of the proposed assessment approach, bow tie analysis model of water inrush in coal mines is taken as an example.Introduction Dynamic bow tie (DBT) analysis is composed of dynamic fault tree and dynamic event tree analysis, and considers the impact of the time factor upon risk assessment of a system. There are many algorithms applied to calculation of the probabilities of node accident and accident consequence of dynamic bow tie analysis: Hidden Markov Model, Bayesian Network (Khakzad et al 2013), Integral Algorithm (Amari et al 2003) and Monte Carlo Simulation (Kim et al 2016). In terms of simulated time and practicability, the Monte Carlo Simulation has an advantage over other methods. DBT requires mass data in quantitative analysis, including the failure rates and the repair rates of the basic events of the Fault Tree (FT) and the subsequent events of the Event Tree (ET) at different time points, i.e., the distribution of failure time and repair time. In practical analysis, it is hard to obtain a large amount of exact historical statistical data, which is a major problem of risk assessment. Due to the difficulty of obtaining the exact data and historical failure data of the basic events and the subsequent events, the FT and ET analysis is stuck with the study of minimal cut sets, minimal diameter sets, structural importance and qualitative analysis (Liu and Zhang 2010, Yan et al 2012, Wang et al 2009, Li and Wang 2011). This paper will use fuzzy numbers and the defuzzification method to transform the experts’ language into the failure rates and repair rates of basic events and subsequent events, solving the problem that it is difficult to obtain a large amount of historical statistical data, and will use the method of moment to conduct Weibull fitting of the reliability time to provide the random sampling criteria of event failure and repair time in Monte Carlo simulation."

Those of us who have directed our efforts toward the construction of tunnels have long maintained that tunnel construction is more closely an art than it is a science. We have spent time underground with hard-bitten, tobacco chewing shift bosses and superintendents who have made seat-of-the-pants decisions at the face which have been based upon their long experience underground coupled with uncanny intuition. The courage and skill of these men in the performance of their art is legendary. Without question, they have constituted the backbone of the tunnel construction industry. But just as John Henry, the steel driving man, despite his stout heart and dedication to his task, was supplanted by the steam drill, I fear that our tunnel stiff, at least as we have known him, will become an endangered if not extinct species. The reason for this is clearly that tunnel construction is slowly but inexorably making the transition from being an art into being a science, and more and more its performance is requiring the services of scientists as opposed to artists. The tunneling art has been undergoing change for many years, and yet until recently the changes have not been basic. We have improved the way we do the same old things. For example, John Henry would be flabbergasted if he saw the rock drills we use today. He would not have engaged in the legendary drilling contest with one of our modern drills, He would have simply conceded defeat.

The purpose of this paper is to relate progress in the engineering field called Minerals Beneficiation to undergraduate and graduate education in our colleges and universities. So mach has been written recently about the education of scientists and engineers that I've had to struggle against the temptation to repeat what has been often said before, particularly because man like Robert Mehl of Carnegie Tech, Antoine Gaudin of MIT, H. M. Davis of Penn State, and John Vanderwilt of Colorado School of Mines have recently written many quotable paragraphs on the subject. In the matter of progress, the rapidity of proliferation in the area of physical and chemical beneficiation is convincing proof that this is indeed a lively art, and having been a millman for 35 uninterrupted years I prefer to lean on personal observations to some extent, rather than on statistics and charts v culled from the journals. I propose in this paper to talk first about the progress we've made in our branch of the mining industry in the last 3 decades--particularly in the last few years--and try to show that future progress will depend upon the quality of education and capacity for research possessed by our colleges. The second part will deal with some of the problems the colleges encounter in trying to fulfill these responsibilities.

Open pit mining is the strong sector of the American mining industry. In the middle of the 60's. 17-18% of the ore in metal mines was mined with underground methods. From the middle of the 60's to 1980 the production in open pit metallic mines increased from about 400 to close to 600 million short tons while at the same time the underground mine production decreased a little, from about 90 to about 80 million tons. Less than 15% of the ore prodction now come from underground mines. Large amounts of waste rock were also handled in the open pits. In the middle of the 60's about 600 milion tons were handled, in 1980 1,200 million tons were moved. This means that the average stripping ratio increased from about 1.5 to over 2.0 tons of waste rock per ton of ore, figure 1.

When discussing what Coal Mine Safety in the future will be, it is important to examine three areas which at present provide significant parameters to the industry. These three areas are: 1) Safety improvements in mining equipment; 2) Labor-management relations; and, 3) The politics of coal mine safety. EQUIPMENT Over the past several decades significant safety improvements have been made in the types of equipment now in use in most operations. Many of these improvements have evolved through mandates from either the U. S. Bureau of Nines, MESA, MSHA; and in some instances, the states. Cabs and canopies are examples of federal mandates while the use of ATRS initially was a state mandate.

As the first wave of precious metal heap leach closures and reclamation projects occur, a number of companies are being hit with costly surprises. While this paper refers specifically to U.S precious metal projects, it could be conceptually directed at copper leach operations and acid rock drainage (ARD) problems on an international basis. ARD is Mother Nature's version of heap leaching, only with different products and timing. Although many precious metal deposits tend to be small in comparison with some base metals systems (porphyry copper deposits), adjacent or nearby discoveries have extended the operating lives of numerous precious metal mines. Now, depleted reserves, several years of relatively depressed precious metals prices and some properties with technical difficulties have resulted in numerous mine closures. As a result, our industry is getting a diverse and comprehensive initial look at mine closure and final reclamation. The situation has been further complicated by the evolutionary trend in regulations and their enforcement and increasing public and political awareness of all environmental issues. Concurrent (proactive) vs. deferred (reactive) reclamation and a realistic early appraisal of ultimate reclamation and closure requirements, not just regulatory compliance, need to be a part of project design. The U.S. and Canada are the current fertile testing grounds and have set the design, regulation and closure standards for the next wave of operations in Latin America, the CIS (?), etc.

Gold chlorination which will be presented in this paper is limited entirely to the use of gaseous chlorine in a fluidized bed reactor at elevated temperatures in the absence of aqueous water. The only water used in this process is that which is used in scrubbing the effluents. Low temperatures are defined as those below 500°C. All experimentation for this paper was carried out on a laboratory scale, with all calculations extrapolated frpm this. Some of the data is drawn from work with other projects which have been operated at pilot and larger scale.

At this time in the history of engineering and construction, cost indexes give weekly evidence of the sharply rising costs of labor and materials. Paralleling the rise in construction costs are the costs of plant maintenance. Automation of the modern industrial plant has permitted a substantial reduction in the total number of employees required for plant operation. Of this reduced total, however, up to one-half of the employees may be engaged in plant maintenance. Management's decision to risk investment capital for a pro- posed plant or improvement is increasingly dependent upon the engineer's ingenuity in designing plant systems and structures which will require a minimum of materials and labor for manufacture, installation, and operation and which will be maintenance-free to a maximum degree. This paper concerns itself with the structural elements of bulk material handling systems in which the foregoing factors influenced the design to a considerable extent.

Although there was a significant improvement in the world economy, recovery in the iron and steel industry followed its traditional pattern and lagged the general economic recovery in 1983. World crude steel production increased from 645 Mt (711 million st) in 1982 to 664 Mt (732 million st) in 1983, an increase of less than 3%. Domestic iron and steel production showed a modest increase over 1982. Weekly raw steel pro¬duction levels ranged between 1.5 and 1.75 Mt (1.6 and 1.9 million st) for the last 10 months of 1983, compared with less than 1.25 Mt (1.4 million st) for the last half of 1982. The peak was 2.5 Mt (2.7 million per st) per week in 1978-79. This how level of steel operations kept most pelletizing and sintering operations at curtailed production levels. Extended shut-downs of pellet plants were also common. Pressure by management to reduce operating costs has continued with an increasing emphasis on maintaining quality and efficient unit productivity. With the extended decline, there have been significant personnel reductions in both operating and headquarters staffs. Many companies are anticipating a long-term how growth period in the iron and steel sector. Pelletizing Domestic pellet production showed a slight increase last year to about 34 Mt (38 million st), less than 50% of total capacity. What is indicative of the inevitable is the announced intention to chose down facilities, such as US Steel Corp.'s Atlantic City ore operations pellet plant at Lander, WY, and the recent aborted move by US Steel to purchase National Steel with the apparent intent to chose the National pellet plant in Keewatin, MN. There is excess domestic pellet capacity that will not be needed. The question is what form attrition will take. South American pellets can be brought into the Chicago area at a cost competitive with Great Lakes plants. This raises the possibility that imported pellets can, in fact, displace domestic pellets at almost any US steel plant. The need to re duce total production costs at domestic pelletizing plants is crucial. Efforts to reduce fuel costs for pelletizing have focused on re placing natural gas or fuel oil with coal. More recently, petroleum coke has become available at an attractive cost, but systems must cope with its higher sulfur con tent, which limits its potential The direct firing of grate-kiln systems with pulverized coal hay been fully proven. The use of solic fuel in the straight-grate process however, is still being developer and no straight-grate system i running on solid fuel alone. The further development o coal-water slurry systems may provide a suitable fuel for both systems. It would appear, how ever, that the same ash quality restriction would hold for coal water systems as for direct-firin systems. So, the choice is based of the relative cost and convenience of a wet-grinding system with additives, compared with a dry-grind direct-fired unit. The high-temperature (two stage) heat recuperation system installed at US Steel's Minnta plant (Step III) has provided the fuel savings anticipated, any modification of additional in durating lines is planned. Other operators are hooking at similar heat recuperation improvement. Another area of potential cost savings has been in the reduction of bentonite requirements. A CCI's Tihden plant, major improvements have been made in this area. Progressive bentonit reductions were achieved over several years from the 8- to 9-kg (16- to 18-lb per st) range to the 5-k (12-1b) level by progressive moisture reductions and chose attention to operating practice. Regional radiometric, magnetic and geologic data point to Copper Mountain as an area of general uranium favorability. Sub-regional radiometric and magnetic data direct interest to a specific section of an overthrust Precambrian granite. Detailed magnetic and resistivity surveys in this area show local targets of interest, one of which corresponds to Rocky Mountain Energy's North Canning deposit. On the basis of these data a second and previously untested target was drilled resulting in the intersection of uranium horizons similar to those at North Canning. This integrated geophysical approach can be used for uranium exploration in geologically similar areas.

In the operation of today's large scale ore-processing mills, it is extremely important to have some way of making an objective evalu¬ation of the performance of the available flotation reagents. Attempts to do this may often result in inconclusive findings since the magnitude of the difference in the mill results for any two reagents is apt to be quite small compared to the variability introduced by the process and 'the analytical procedures used to measure them. In cases where two reagents give vastly; different mill results, evaluation becomes a simple matter and as such deserves no further attention here. A question of primary concern, however, is how a mill can go about evaluating the performance of two reagents which may, for example, give a difference of only 0.001% copper in the-tailings or of 0.2% in copper recovery. The casual observer may feel that such small differences may be of little importance, but in a mill-whose daily tonnage is between 30 and 40 thousand, these differences could mean a substantial savings. Before the presentation of an actual example of a reagent testing scheme designed for just this-purpose, perhaps a few minutes should be devoted to a review of some statistical methodology to be used later in the discussion.

Generally speaking, it is safe to address this conference as a conclave of Engineers, Owners' Agents, Governmental Representatives, and Contractors. As a group, we have assembled here to learn of our compatriots engaged in similiar underground operations throughout the United States and the World. We are here to learn of improved methods, higher technology, and better management. Through the acquisition of this knowledge, we each hope we can improve our own particular services, products and projects. This session is dedicated to a discussion of "Costs". The most apparent reason for a discussion of costs at this level is to expose subjects affecting costs and propose methods to reduce them. From that premise a contractor can identify three areas of discussion: design considerations, contract considerations, and governmental considerations. A fourth area of consideration is an introspective view of the contractor's role in the design construct process. Unnecessary costs and risks attributable to these areas are contributing excessively to ever increasing project and system costs. DESIGN CONSIDERATIONS On April 20, 1977 the Metropolitan Sanitary District of Greater Chicago accepted proposals for the Tunnel and Reservoir Plan on Contract A and Contract B. This letting called for construction of over 33 km (21 miles) of the Mainstream Tunnel bored at 9.75 m (32 ft) to 10.67 m (35 ft.) in diameter. The development of large quantities of ground water for any major use in an area is always of environmental concern to representatives of regulatory groups, citizens, agricultural and industrial users. From these concerns, state and federal congressional representatives receive a variety of impulses from their constituents and in turn begin a series of questions upon which to-base appropriate legislative actions. The kaolin industry in Georgia is substantial to the economy and the welfare of an important segment of east-central Georgia. It uses large quantities of water for processing. This constitutes an important source of income and tax revenue. Pumping test procedures to provide an accurate and efficient dewatering scheme have been developed and carried out at a number of mines in the kaolin district of Georgia. This paper highlights one such test and is directed at an assessment of the impact of this industry on ground water supplies of an area.

The 150 MWe circulating fluidized bed (CFB) power plant described in this paper is the product of recent Bechtel experience in the industrial power and steam market, where the economic feasibility of fluidized bed projects has been proven. The inherent ability of CFB boilers to burn low grade fuels makes it possible to also burn low ranking coals or coal wastes, including anthracite culm, coal mine rejects, and coal wash plant waste slurry. The impact of fuel characteristics on plant design is addressed. This includes solids handling, steam generation, sulfur capture, and auxiliary load requirements.

The Carson Hill mine in Calaveras County, California, was explored and developed by Grandview Resources Inc., as an open-pit heap-leached operation, with production commencing in the fall of 1986. Grandview entered the district in 1983 after a 40-year period of quiescense, the initial contact being by Barden Stevenot, V.F. Hollister, and J.J. Crowhurst. The last dividend declared by the Carson Hill Gold Mining Corp. was 3 1/2$ per share paid in January 1943. The mine was originally discovered in August 1848 by Jim Carson. Preceding the entry by Grandview in 1983, Cyprus Mines explored Carson Hill in 1975, and drill exposed a mineral inventory of 7.3 Mt (7,982,000 tons) averaging 1.4 g/t (0.040 oz per ton) gold. From that time until the Grandview entry, R.W. Thomssen and B.E. Stevenot continued investigations into the potential of the deposit. Grandview successfully investigated many of the metallurgical problems involved with heap leaching the ore. Metallurgical investigations were con- cluded under the direction of R.S. Shoemaker. By November 1984, J.A.C. Ross had prepared a prefeasibility report that included the earliest Grandview investigations. This report concluded that the deposit contained at least 6.8 Mt (7,440,000 tons) of ore that average 1.5 g/t (0.045 oz per ton) gold and that this ore could be mined with a 2: 1 stripping ratio. A final feasibility report was prepared by D.W. Pringle in September 1985. It showed a final ore reserve of 14.7 Mt (16,160,000 tons) of 1.7 g/t (0.049 oz per ton) gold. Attached is a description of the geology of the deposit from an internal report covering Cyprus activity in 1975 and a brief portion of USBM IC 6940 (1937). Background The mine is located in Ebensburg, Cambria County, PA. Cambria County is located within the Allegheny Mountain section of the Appalachian Plateau Province. The geologic structures in the mine area included folds, faults, joints and cleats in the coal. These geologic structures seem to have genetic relationships with the Allegheny Front (lannacchione and Puglio, 1979). The mine's geologic structures have been influenced mainly by Ebensburg Anticline and Wilmore Syncline (Watson, 1979). Current longwall panels lay along the western limb of the Wilmore Syncline oriented south 30° west. Surface topographic relief in the area is less than 152 m (500 ft) and overburden thickness varies from 183 to 244 m (600 ft to 800 ft). The coal seam in the mine is part of the Lower Kittanning Formation. The thickness of the B-seam is the subject of discussion. It varies from 1.2 to 1.5 m (48 to 60 in.) and consists of two parts. The lower part is 1.1 to 1.2 m (44 to 48 in.) of soft coal and the remainder is bony coal. The coal seam dips slightly from 0° to 6° to the east-south direction. Panel entries are driven 61 m (200 ft) wide, consisting of three 5.5 m (18 ft) wide entries and two pillars 24.4 x 30.5 m (80 x 100 ft) centers. The mine has a history of cutter roof problems in the entries (Fig. 1) that has delayed the advance rate of entry development considerably and the cost of maintaining those entries is very high due to the requirement of very heavy artificial supports (Fig. 2). Due to excessive convergence in the headgate, installation of additional support and often resetting of steel beam, to provide enough clearance, in these entries imposed additional delay during the retreat of the longwall face, as the shearer cuts coal adjacent to the headgate and shield support at the headgate needs to advance under the steel beams (Fig. 3). The recent recession has severely impacted the performance and results of virtually all of our natural resource companies. The depressing climate continues to linger and recovery maybe sometime away. Problems remain for resource companies in the steel and petroleum industries as well as the mining business. In February, at the AIME Annual Meeting in New York, an All-Institute session presented a variety of views on the situation. A. T. Yu, chairman of ORBA Corp., Mountain Lakes, NJ, organized presentations by top management personnel of four natural resource companies. This well attended session heard management strategems for the present and views for the future. A compilation and synthesis of these presentations, gathered by Dr. Yu, are presented here for ME readers. Leading off will be William A. Griffith, president and chief executive officer of Hecla Mining Co., Wallace, ID. Other speakers presented here include Wilfred P. Schmoe, executive vice president of Du Pont Co., Wilmington, DE; Frank W. Luerssen, chairman and chief executive officer of Inland Steel Co., Chicago, IL; and Adam H. Zimmerman, president and chief operating officer of Noranda Mines Ltd., Toronto, Ontario. First, then Griffith's remarks. Introduction The key to successfully managing a natural resource company in austere times is good management in good times. In other words, position the company during prosperous times to survive the times when the well dries up. Although we know how to manage properly, for various reasons we sometimes do not do it. We forget the lessons of history. We allow ourselves to be carried away by our egos. We fail to position our companies properly in good times. As a result, in bad times we find ourselves in deep trouble. We need constant reeducation in the things we already know. In the natural resource industries, proper positioning in good times involves becoming a low-cost producer, retaining the flexibility to pull in our horns, developing a lean and effective organization, and maintaining a healthy balance sheet. Nothing improves the chance of survival during austere times as much as being able to produce at a lower cost than your competitors. In our business, that means having low-cost mines - low cost because the ore bodies are high grade or favorably located, and because they are efficiently operated. It also means recognizing the competition. The key numbers are the cost to produce an ounce of silver or gold. Nothing else really counts. And our competition is every other precious metal mine in the world. Flexibility is important when one gets stuck with a high-cost operation, often because things do not work out as we expect. It is important to be able to shut down an operation quickly and easily, without high holding costs, and without disrupting the corporate organization. A lean and mean, effective organization of competent people is vital during bad times. A company will not have that if it is not developed and maintained during good times. A total transportation system providing for delivery of finished products to customers and raw materials to the plant is one of the key elements contributing to Dravo Lime Co.'s success. Dravo Lime operates one of the largest noncaptive lime and limestone plants in the US at Maysville, KY, where products produced can cost as much to deliver as they do to manufacture, depending on the product itself, its destination, and mode of transportation. With delivery costs comprising a significant portion of total costs for its products, Dravo Lime has made total transportation services an integral part of its business strategy. Prices for most products produced at Maysville are quoted f.o.b. destination. In short, Dravo Lime's Distribution Department relies on the approach that says to customers: "Leave the delivery to us." The 0.9-Mt/a (1-million stpy) Maysville facility, located about 121 km (75 miles) east of Cincinnati, OH, on the Ohio River, primarily produces sulfur-absorbing Thiosorbic lime used by coal-fired electric utilities as a scrubber reagent to remove SO2 from stack gases. The product is currently supplied to eight power plants in the Ohio River valley region which extends through portions of Kentucky, Indiana, Ohio, West Virginia, and Pennsylvania. The plant ships approximately 907 kt (1 million st) of lime and a comparable amount of limestone fines each year. In addition, it arranges for delivery of about 181 kt (200,000 st) of coal to the plant. Lime is transported by covered hopper barges, covered rail cars, covered dump trucks, and pneumatic trucks. It is transferred from barges to storage silos and trucks at a terminal on the Ohio River near Marietta, OH. At another terminal near Aliquippa, PA, lime is transferred from barges to silos, trucks, and rail cars. Future plans call for rail-truck transfer terminals. To produce lime from limestone at the Maysville plant, about 181 kt (200,000 st) of coal is burned annually in three coal-fired kilns. In transporting this coal from the mine to Maysville, Dravo takes maximum advantage of opportunities for reloading carriers with limestone for outbound backhaul movement. Coal, shipped from southeastern Kentucky mines in rail cars, is transferred to barges at a river terminal in West Virginia. After it is unloaded at Maysville, the barges are cleaned with a front-end loader and then reloaded with limestone. Limestone also is backhauled in connection with truck deliveries of coal. The economics of using backhaul shipments has permitted Dravo to enter into markets in which Maysville limestone otherwise would not be competitive. The company plans to backhaul limestone in empty open hopper cars in the future. As part of its ongoing assessment of the distribution system that supports the Maysville operation, Dravo Lime recognizes that a new environment has developed between shippers and carriers because of regulatory changes in the railroad and trucking industries. Although dry bulk shipments by barge to and from Maysville have always been unregulated, other forms of transportation have not. With railroads and motor carriers now approaching varying degrees of deregulation, contracts and agreements are replacing tariffs, and rate negotiations are becoming a daily activity. Dravo Lime plans to take advantage of these transportation changes, all of which may be beneficial to both its plant and its customers.

Semiautogenous milling was the subject of 18 papers presented at the SME Fall Meeting in Albuquerque, NM. The process design and scale-up of SAG mills was discussed in several papers. These included a review of testing methods for the sizing of SAG mills by Barrett and Allan. Austin et al. presented an improved simulation model for SAG mill grinding, with model validity demonstrated against pilot plant SAG mill test results. Rogovin et al. presented some pilot plant results relating to the charge motion, hold-up, and particle size segregation in SAG mills. A number of papers described improvements achieved in operating SAG mill circuits. These included presentations by Dailey concerning mills at the National Steel Pellet Co., by Brown and Pipke concerning the Island Copper grinding circuit, by Lovering of Afton Mines Ltd., and by Bartrum et al. of Kidston Gold Mines Ltd. Bush and Hegerle of Amax also discussed SAG mill operations at the company's Henderson mill. They addressed the topics of SAG mill grinding economics. Other papers addressed the topics of SAG mill control (Vanderbeek et al. and Pennington), grinding media (Meulendyke et al.), liners (Kjos), and fabrication (Carr and Utley). The 1985 AIME Annual Meeting in New York featured four technical sessions concerning size reduction technology and practice. Papers involving fundamentals included one by Hinde describing simulation model usage for quantifying the classification and concentration of heavy minerals in grinding circuits. Another, by Rogers et al., discussed simulation models that were used as a design aid in evaluating screens versus hydrocyclones for fine grinding circuits. Arbiter discussed dimensional considerations in grinding mill design, and Schwechten and Schonert proposed the use of a high pressure roll mill as a means for reducing energy requirements in fine grinding. Internal classification in tumbling mills was the subject of a paper by Hogg and Rogovin. The mechanism of internal classification were identified and their effects illustrated. Simulation for the process design of ball mills was exemplified in a paper by Rogers, Austin, and Brame concerning phosphate grinding in laboratory to large diameter mills. The incorporation of liberation into size reduction models was the subject of papers by Austin et al., Herbst et al., and Choi et al. Gupta used simulations models to further investigate zero order fines production in ball and rod mills. Of the published literature, many articles on size reduction were published in various publications in 1985. Articles concerning ball mill grinding included an analysis of interstitial gas effects in dry grinding by Cottaar et al., an analysis of mill grinding noise by Watson, studies of factors affecting breakage rates in dry milling by Gupta et al., and in wet milling by Tangsathitkuchai and Austin. Austin and Klimpel presented two papers concerning ball wear and ball size distribution effects. Koka et al., and Gotsis et al., described recent developments concerning the Szego mill. A model for hammer milling circuits was described in papers by Gotsis et al. and Gotsis and Austin. Heim et al. reported on wet grinding in Perl mills, and Kuga et al. presented findings concerning pulverizing in a screen mill. Studies of grinding effects on particle surfaces were published by Meloy and Hofmann et al., and Scieszka proposed a technique to investigate pulverizing properties of coals. Austin and Rogers discussed factors of powder technology of significance in industrial size reduction in mills and crushers. (Space limitations preclude listing of references. INTRODUCTION During the past decade, disposal of mine and mill waste material has become an increasingly important issue. Problems of structural stability and seepage effects on stability have been well addressed, and significant technological advances have been achieved [(1-4)]. The primary problem currently facing industry in the waste disposal area is environmental protection. The greatest environmental concern is over the amount of seepage or leachate entering the ground or surface water systems. Methods to determine the quantity of water seeping from a tailings pond have also been covered in the literature [(5-23)]. However, much further work is necessary to fully implement these techniques to evaluate tailings pond performance and accurately predict the various influences of disposal management on seepage from mill tailings. This study is an effort to develop those necessary techniques. The partially saturated method of analysis which is discussed here is applicable to most situations involving seepage from waste piles. In a conventional type of tailings pond, a slime layer is ordinarily built up under the ponded area. This material will consolidate slowly from capillary pressures and the weight of material deposited above it. In situations where this consolidation results in a slime layer of lower permeability than the native foundation soil, a partially saturated flow condition will usually exist in the native soil. This will result in a smaller quantity of water entering the ground-water system than would be predicted by saturated flow analysis. The finite-element program used in this study was originally developed by Neuman [(17)] and is called UNSAT2. The program will analyze problems of saturated or unsaturated, steady or nonsteady flow and can be used with a variety of boundary conditions such as constant flux, constant pressure, maximum flux, minimum pressure, and with infiltration, evaporation, and seepage surfaces. The maximum conditions are controlled by exterior factors such as atmospheric conditions; but the actual flow in the porous media is determined by properties of the porous media.
