25.1-THE PURCHASING FUNCTION The word "purchase" means "to obtain by paying money or its equivalent; to buy for a price." This definition is all too simple to properly describe the word "purchase." One should consider the basic objectives of purchasing-to procure the right material, of the right quality, in the right quantity, at the right time, from the right source at the right price. Here it should be noted that in purchasing it is recognized that the best quality or grade of materials may be the only grade to purchase for a specific job. However. there are other jobs where the medium, standard or poor grade of materials is the right quality, as the lesser grade will perform adequately. In some companies the purchasing department makes the decision as to the right quality, while in others this function is shared with other departments. Years ago in business the owners controlled the purchase of required materials and services by performing the task themselves. The owners obtained the type materials and services they needed and paid the price demanded. This function was performed along with all the other duties requisite to the owner of a business, namely, clerical, hiring and firing of personnel, financial management, etc. As companies grew in size, clerical duties were assigned to other personnel and the owner usually retained the purchasing authority. This same division exists today in many small companies. However, in the larger companies, the purchasing function has been assigned to a separate department. Importance of the Purchasing Function-The larger the company the greater the need for a separate department to perform the purchasing function. Today the purchasing agent for most larger progressive companies has policy-making authority. Therefore, it is reasonable for him to report to the president or vice president of his company. Studies of several hundred companies show the purchasing department head reporting to top management 87.5% of the time. This fact in itself is indicative of the importance of recognizing that effective purchasing requires a department staffed with specialists in the field of procurement with knowledge and experience sufficient to perform in today's complicated business atmosphere. In the manufacturing field it is a common axiom that usually half of the company's dollar expenditures are for materials. If a purchasing department functions properly and the right product or service is purchased and a savings accomplished, the contribution to the net profit of the company is much greater, as opposed to sale dollars, where only a small portion is carried forward to net profit. Thus, the importance of the purchasing department and the contribution it can make to the success of the company are obvious. 25.1.1-THE PURCHASING FUNCTION 1. [Introduction] Section 122 of the Clean Air Act Amendments of 1977, Public Law 9595, directed the Administrator of the Environmental Protection Agency, to review all relevant information and determine whether emissions of radioactive pollutants into ambient air will cause or contribute to air pollution which may reasonably be anticipated to endanger public health. In August 1979, EPA published a preliminary report on assessments of public health impact resulting from emissions of radionuclides into air from a broad spectrum of major source categories (1). A section of this document presented a theoretical analysis of the radioactive airborne emissions from several non-uranium mines including iron, copper, zinc, clay, limestone, fluorspar, and phosphate. Since 1978 EPA's Las Vegas Laboratory has been gathering field data on actual radionuclide emissions from these mines to support the earlier theoretical analysis. The purpose of this paper is to present the results of those field measurements in comparison with the assumed values for the theoretical analysis. Data were presented in EPA's preliminary report on both gaseous radon-222 and particulate uranium-238 emissions from non-uranium mines. Most of the emissions data were rough estimates based upon the uranium content of the ore. Preliminary data from a few field studies were also used. Although both the theoretical and field studies by EPA were concerned with radon-222 and radioactive particulate emissions, this paper will concentrate only on the radon effluents. Radon from mines seems to have the greatest potential for possible health effects due to radiation. Data on particulate emissions are presented in other technical reports (2-5). [Theoretical Study] The theoretical emission data are presented in Table I. The estimates for the iron, zinc, and clay mines are based upon preliminary measurements taken by the Las Vegas laboratory. The estimates for the other mines were made assuming that 20% of the total radon-222 in the ore was released during the mining process and the radon release rate from the exposed ore surface was a factor of two greater than that resulting from mining. [ ] Dose assessments for radon from these mines were carried out using model facilities located on generic sites (1). The AIRDOS-II computer code (for estimating dispersion of airborne pollutants) with some minor modifications was used to determine working level exposures to a maximally exposed individual and a regional population. A conversion factor for risk/WL-year(O.021 fatal cancers/person-WL-y) was developed primarily from information on uranium miner exposures (6). This computer code and conversion factor were then applied to the assumed emission rate of radon-222 from each type of mine to develop estimates of working levels, lifetime risks and number of fatal cancers. A summary of this data is presented in table II. [ ] The highest estimated number of cancer deaths per year of operation is 0.05 cancer deaths or 1.0 death due to radon during the 24 year life of a phosphorous mine. For comparison, EPA estimates that underground uranium mines would cause .03 cancer deaths per year of operation in a regional population(1). [Field Study] As a followup to the theoretical study, EPA's Las Vegas laboratory began making measurements in 1978 of actual emissions of radon-222 and radioactive particulates from mine vents at several facilities for each of the industries listed in Table I and II. They were intended to verify general information and radon emissions from EPA's theoretical estimates.

The Bureau of Mines conducted research to determine the effect of fine bubbles on the flotation of fine-sized particles (minus 20-um size). Turbulent flow collision models for fine particles and fine bubbles were reviewed. Velocity distributions within the flotation cell along with measured bubble and particle size distributions were considered in the models to predict the flotation response. The models were corroborated with laboratory fine-bubble flotation tests to verify the expected increase in flotation efficiency.

Raw materials and mineral products are crushed, ground, or pulverized for a variety of reasons. Some of the most important reasons for size reduction are: to liberate marketable mineral species from a matrix of commercial minerals and gangue, to promote rapid chemical reaction through exposure of large surface area, and to produce a material with desirable size characteristics for handling, utilization, and storage. Comminution processes are currently used on vast tonnages of raw material annually. In the mineral industries where mineral products and other solids are processed, the various size-reduction unit operations represent a major portion of the manufacturing costs. The comminution process is an expensive unit operation from the stand- point of both capital and operating costs. Power consumption is large, and the energy conversion to useful work is very small regardless of the size-reduction system. In energy terms, about 1% of the all electricity generated throughout the world is expended in crushing and grinding operations by the cement industry alone. Comminution is a general term for size reduction that may be applied without regard to the actual breakage mechanism involved. General type of size-reduction equipment include crushers, tumbling mills of various type, impact mills, fixed-path mills such as a roller mill, and fluid-energy mills. A short cut is presented where the average grade above a primary grade cutoff and its associated byproduct grade(s) are estimated by screening the primary and byproduct grades. For the primary variable, choose samples whose grades are above a cutoff of interest. Compute variograms for the subset of the primary variable. Then using this variogram, krige the blocks of interest only using the samples whose grades are above the cutoff. The next step is to screen byproduct grades by choosing byproduct samples whose associated primary grades are above the cutoff of interest. Next compute variograms for this subset of byproduct samples. Then using this variogram, krige the blocks of interest using byproduct sample grades whose associated primary sample grades are above the cutoff of interest. The results are the average grade above a primary cutoff for both the primary and the associated byproduct variables. Using two simulated primary and reference data sets a case study resulted in the screening krigings performing better than the indicator kriging approach in the first case study. A second case study had mixed results with the primary indicator approach performing better than the primary screened approach. The byproduct screened approach performed better than the byproduct indicator approach.

From the aspect of economic feasibility of mining, ineffective use of expensive mechanization investments is becoming a problem. In many cases, the machinery is in operation only 50 - 60 % of the total working time. The lost time when the machines are idle means a considerable over-investment in machines. The lost time, with LHD equipment in particular, accumulates from the following constituents: - the needs of the person operating the machine trips to the work site, lunch, coffee and other breaks, want for comfort, etc. - deficiencies in the monitoring and control systems for machine operation waiting periods at loading and unloading stations, unnecessary and erroneous actions, inefficient work, etc. - deficiencies in the machine condition monitoring system , and inefficient service and maintenance work The data transfer and computer technology of today provides means for resolving problems in several areas - including the area of underground loading operations. In the paper those areas of automation and data handling are considered which make possible an improvement in the usage and monitoring of LHD equipment. These fields are: remote control of equipment, use of TV cameras and monitors in remote control, locating equipment and data transfer down the mine, measurement of the load and the data storing system, systems for following the condition of the equipment, unmanned operation of equipment.

The objective of this study is to classify ore and waste in a selected mine. The support vector machine, was used for the classification purpose, is applied to a zinc ore body in a skarn deposit located in the central region of the Peruvian Andes. The input parameters used for the model are spatial coordinates and the lithological information of the ore body. The input data was divided into training and testing data sets and the performance of the model was tested using the testing data set. The results show that more than 76% of the data could be properly classified by this method. The ore waste maps of the deposit was then developed using SVM model. From the result it was observed that a comparatively very few number of cells classified as ore. The ore is concentrated in small lodes at the middle of the volume of study, and not uniformly distributed throughout the study area. The lithological map of the deposit was also constructed as it was used as an input parameter for the SVM model. The indicator kriging was used for generation of lithological map of the ore body. The scale-dependent hydraulic properties in a fractured porphyry copper oxide deposit are investigated for relevance to In Situ Leach Mining (ISLM) design. In most well field designs, mine operators assume that hydraulic properties represent a continuous spatial function, or continuum. The problem, however, is that the representative elemental volume, the volume over which hydraulic properties are described as a continuum, is a domain (if it exists) that occurs between end members representing varying degrees of heterogeneity. At the Cyprus Casa Grande mine, transmissivity fluctuations are spatially correlated. This suggests that, at the scale of ISLM, the hydraulic process is heterogeneous, and a typical continuum representation is inappropriate for design. Alternatively, a conditional stochastic approach using the Simulated Annealing (SA) technique is deemed useful for the imaging of heterogeneous hydraulic properties. Specifically, SA preserves transmissivity extremes and spatial complexity, both necessary for accurate conditioning of a flow simulator. Also, the stochastic continuum approach provides an avenue whereby uncertainty (or risk) may be addressed. Currently, the SA weaknesses are that it is computationally time consuming and that uncertainty may increase when simulating under conditions of statistical isotropy. Recognizing that ISLM exerts a dynamic influence on hydraulic properties with time, the mine design should be re-evaluated at intervals throughout the evolution of the leaching process.

Results of geophysical and geochemical prospecting are presented. Because the deposits do not give positive identification to these indirect techniques, it is necessary to site exploratory drilling through the development of geological concepts.

The purpose of this paper is to present validation studies of the mine-fire simulator using data gathered from an actual mine fire which occurred in November 1991 at the Pattiki Mine. This study evaluates the suitability of the computer software package for modeling underground fires. The paper also discusses the importance of the on-line monitoring system for the validation process.

During development mining, ventilation capacity may decrease and the ventilation requirements may depart from initially planned values depending on the mining rate, increases in the methane emission rate, and changes in ventilation airway leakages. Insufficient ventilation air quantities and the occurrences of high methane liberation rates can overwhelm the existing quantity of ventilation air and result in elevated levels of methane gas during development mining. This condition can both limit the development of that section and increase the risk for an ignition that may lead to an explosion. Thus, the prediction of ventilation air requirements prior to mining can enhance worker safety by reducing the likelihood that explosive methane-air mixtures form. This study presents an approach for prediction of methane inflow rates using coalbed methane reservoir modeling. For this purpose, a two-phase coalbed reservoir model of a three-entry type roadway is developed. In the model, grids are dynamically controlled to simulate development of entries. Examples are given for methane inflow and ventilation air requirements as a function of mining rate, development section length, mining height, and the existence of degasification boreholes. This technology can be used to limit the methane concentrations occurring as a result of the influences of various coalbed and operational parameters.

A comparison of the IMC Anionic Process and the CLDRI Process, based on pilot plant testing of waste pebble by Jacobs Engineering is presented. Estimated costs for constructing and operating a beneficiation plant utilizing dolomite flotation are given. Research to develop practical flotation processes for removing dolomite from low-grade phosphate rock has been a high priority for the Florida Institute of Phosphate Research. The Institute funded the above pilot plant programs in 1998 and 2000. The Florida Phosphate industry currently deals with the increasing dolomite content of ore reserves by practicing selective mining. Heavy media separation plants installed at two mines to remove dolomite from pebble are not being operated. The flotation separation of dolomite from waste pebble requires that the flotation feed be ground. Grinding liberates the mineral species and produces particle sizes small enough to be floated. Only two dolomite flotation processes, the IMC Anionic Process and the CLDRI Process, have been successfully demonstrated on flotation feed that has not been deslimed after grinding. Deslimed flotation feed, relative to undeslimed feed, has improved flotation performance and reduced reagent consumption. However, for the above mention processes, undeslimed ground feed increases the yield of concentrate because the phosphate desliming losses are avoided.

This paper describes a study of the influence of non-normal loading on the indentation behaviour of single bit-teeth. Indentation experiments have been performed on a soft, isotropic limestone using both sharp and blunt 60 degree wedge-shaped indentors constrained to penetrate the rock at 0, 15, and 30 degrees to the rock surface normal. For both sharp and blunt indentors, the normal force required to produce a given normal penetration decreased as the offset of the penetration direction from the rock surface normal increased. The crater volume produced by a given normal penetration with the sharp indentor was largely independent of the penetration direction. In contrast, the crater volume produced by the blunt indentor was increased markedly by non-normal penetration at small penetration depths, because the threshold penetration for chip formation decreased with non-normal loading. The crater volume produced by a given normal force was significantly increased by non-normal penetration, and this increase was particularly pronounced with the blunt indentor. The energy required to form unit crater volume was correspondingly reduced by non-normal indentor penetration. A simple method for predicting the reduction in the rock's resistance to chip formation is outlined, which is supported by the experimental data. The implications of these findings for rotary drilling are considered.

The issue of miner safety in case of an underground mine fire has been extensively examined by both government and industry. These efforts have intensified in recent years following a number of fatal fires at underground coal mines. As a result, there is an increasing interest in the reliability of coal mine escapeways during a mine fire. This paper discusses the use of fault tree analysis for evaluating escapeway reliability. A fault tree is developed using standard logic formulations. It is later evaluated using commercially available software. The computer model uses Boolean reduction to obtain the minimal cut sets and minimal path sets of the tree. A brief analysis is also conducted to determine the occurrence probability of the TOP event. This study shows that fault tree analysis is a viable means of analyzing escapeway reliability. The cut and path sets reveal those event sequences leading to fatalities. Such information is useful in safety training and accident prevention. The probability of the TOP event shows the frequency of occurrence for fatalities in an underground mine fire. The usefulness of this value, however, is limited by the accuracy of the data for the initiating events. For mining events, the data is difficult to estimate precisely.

"A study was conducted on the N125 project in Seattle to investigate the use of apparent density as an assessment tool for the effectiveness of soil conditioning. The formation of an air bubble as well as the plugging of cutterhead and excavation chamber can be a result of improper soil conditioning. Both air bubble formation at the top of the excavation chamber and developing plugging issues can be identified by analyzing the apparent densities in the excavation chamber. In this study, apparent densities less than unity were observed in the upper portion of both northbound and southbound TBMs, suggesting the presence of an air bubble. Apparent densities greater than the in-situ soil density were observed in the lower portion of the excavation chamber. Particularly high values of apparent density were coincident with clogging observed at multiple locations along the alignment. The combination of less than unity upper chamber apparent density and very high apparent density in the lower portion of the chamber are related, and indicate the inability of the TBM to effectively condition and mix the soil in the chamber.INTRODUCTIONProper soil conditioning in EPB tunneling offers many advantages to the quality and productivity of the project. There are few operational parameters that can be used to assess the soil conditioning performance such as advance rate, torque, thrust, chamber pressure signature, etc. One of the other parameters that potentially can be used is the apparent density. The apparent density of the material in the chamber was introduced by Guglielmetti et al. (2003) as the vertical chamber pressure gradient calculated from the physical relation between the horizontally measured chamber pressures and the vertical distance between the pressure sensors. Guglielmetti et al. (2003) introduced apparent density as a measure to ensure the excavation chamber is filled with material. To guarantee face stability the authors suggest to keep the apparent density over a certain limit so the material is able to transfer effective stress to the virgin soil, and thus provide support of the excavation face. They implemented this method at the Metro project in Porto, Portugal.Comparing the vertical gradient of the horizontal chamber pressures to the densities of excavation chamber samples, Bezuijen et al. (2005) discovered that the gradient is not necessarily representative of the muck density. They assumed that the yield stress of the muck as well as the adhesion between the muck and the cutterhead and bulkhead material have an influence on the vertical gradient during mining (Bezuijen et al. 2005, Bezuijen & Talmon 2014)."

This article could be entitled "The Rediscovery of the Windfall Mine," since it was originally discovered early in this century. The "Rediscovery" was made by personnel of Idaho Mining Corp. during the course of an investigation of the Windfall mine beginning in 1967. There had been historic production from the Windfall mine sporadically from 1908 until 1951 and there was present during much of this time a mill that vat leached crushed ore. Mining was underground to a depth of 91 m (300 ft). Prior to Idaho's activities, the mine had been inactive since the early 1950s. Idaho Mining Corp. was an "exploration company," privately owned and based in Reno, NV. The writer was at that time manager of exploration for Idaho Mining. The company held interests in the Cortez Gold mine, then being readied for production, and had conducted exploration for various mineral commodities in Nevada for several years. Idaho's attention was first directed to the Windfall mine in the Eureka District, Eureka County, Nevada (see Fig. 1, Nevada map) by a search of published geologic literature of the state of Nevada. An attempt was made to acquire a library consisting of all of the published geo-data for the state of Nevada as well as to obtain as much of the unpublished material as could be acquired. A study of these data, and in particular Tom Nolan's Professional Paper 406 (1962), indicated that the Windfall mine was anomalous for the Eureka District in that it contained deposits of disseminated gold. This source and other sources indicated that the Windfall had produced from underground operations approximately 59 kt (65,000 tons) grading 12.6 g/t (0.368 oz per ton) gold ore that was processed in a vat leaching operation and that the gold was "invisible" to the naked eye and could not be panned. It was ascertained that there were no active operations near the mine and a geologic reconnaissance was made and a few samples were taken to attempt to determine if the mineralization was indeed disseminated. The initial group of samples around the mine area averaged 1.25 ppm [11.5 g/t gold (0.036 oz per ton)] and the mineralization did appear to disseminate into the wallrock. The next step involved researching the ownership of property in the immediate area of the mine, and [ ] a property map was constructed that showed six or seven different ownerships of patented and unpatented claims, as well as some open ground, in the target area. A highly undesirable side effect of the mining of coal is the release of acid forming chemicals into the ground water system. The disturbance of the ground during mining allows water to flow through the coal bearing strata and mine refuge where it absorbs iron and sulfide ions and thus becomes highly acidic. The highly acid mine water can then contaminate water supplies and can destroy many of the recreational uses of Pennsylvania's waterways. A great deal of effort has been expended to develop methods of controlling groundwater pollution from mine drainage. At the Pennsylvania State University there has been an ongoing effort to under- stand the chemistry of acid mine water formation and the hydrologic environment in which the acidic water migrates from the mine source into the ground water system. As a support to the hydrologic studies, geophysical studies have been used to help determine the geologic structure of the areas under study which are contaminated by acid water. In addition, the geophysical work has been used to define the type of information geophysical methods can give to determine which geophysical methods are most useful and to develop geophysical field procedures.

The discussion of water and pit mining together is most appropriate. In fact, water can be considered a mineral and a well a narrow pit. Thus, of all the mineral resources mined, water is probably the cheapest, most valuable and least valued. The delivered price, including mining, transportation, storage and marketing rarely exceeds ten cents per ton, and our economy would cease without it. The time has come when the public must recognize that the extraction of a mineral resource from the land is a necessary and inevitable result of the industries? attempt to meet the demands of a growing economy. In so much of Florida, the lands mined can, with forethought and planning, be left as improved real estate, water conservation and management lands. On the other hand, the mining industries must face up to the need for the reclamation of land and compact with themselves, appropriate governmental agencies and with the mining states to restore mined lands to usefulness. Of limestone, sand, and clay 90 to 100 percent of the mined material is used, but with planning and specing, these pits, if they penetrate the water table, become valuable as real property. Phosphate, which returns about 70 percent of the mined materials to the pit, can reclaim the land for many purposes.

The stability of pillars in old mined-out districts is greatly dependent on the weathering action caused by moisture penetration into the pillar structure. Field observations in old mining districts indicated that this weathering action becomes critical in terms of the stability of the pillar if the coal seam contains parting or binder (layers of claystone or mudstone). The weathering action caused by moisture penetration over a long period of time degrades both parting and coal. However, it has been observed that the structural deterioration is more severe in parting. Moisture-penetration rates in parting and coal are different. The extent of the weathered zone in various layers of the pillar is primarily time dependent. This paper investigates, both in the laboratory and in the field, the effects of weathering action on coal and parting. In the laboratory, slake durability indices and uniaxial compressive strength tests for dry and saturated specimens are compared for coal. In the field, the in situ strength profiles for coal and parting layers are obtained, and the effect of time (in terms of the pillar age) on the strength profiles is studied An attempt was also made to establish formulae for time-dependent strengths of coal and parting.
