This is a world of change and has been from the beginning. There are constant efforts on the part of natural forces to wear down the high spots and fill in the low spots. Wind and water over eons of time tunnel through obstacles and build windways and waterways to make movement of air and water easier and more efficient. It is a natural, never ending, ever changing continuing effort. Man in his struggle to survive, and to progress, has had to adapt the terrain of the earth to fit his needs the best he could. First, he used natural caves to protect him from the elements; then he learned how to build earth and rock-moving tools from antlers, bone, rocks, and sticks and adapted his cave to increase his security and provide better protection from heat and cold and from his predatory enemies. As his numbers increased, so did the necessity of further adapting his environment to accommodate his needs. Water was usually not available when and where needed, especially in the desert areas where civilization developed, and long tunnels were drilled to intercept ground waters and lead them to underground caves carved out of soft limestone. Most of the tunnels of early man were to bring water from where it was to where man needed it. Then, as now, as man increased his chances for physical survival, he turned to the quality of life -- and this reflected in the concern for life after death. This lead to the elaborate shafts and tunnels for the protection and prservation of the more affluent noblemen and pharaohs of the early Egyptian civilization. Man used the underground for the stable temperature and for protection and safety.

With the utilization of most of the "high dam" sites for hydro-electric power and the completion of most railroad routes, many tunnel contractors were extremely doubtful that tunnel driving would continue to be an important element of heavy contracting. Experience has proved otherwise. The ever-increasing need for rapid transit and for pollution control have generated, and will continue for the indefinite future to generate, a very high level of tunneling activity. At the same time, the costs of construction have traveled an upward curve in the tunnel industry, as in all other types of construction. As a result, Owners, Engineers and Contractors have sought ways and means of constructing more economically through the development and use of labor-saving devices and techniques. The development of mining machines and lasers has contributed tremendously to such economy. Before giving you a contractor's viewpoint on Owner-Engineer-Contractor relationships in tunneling, it may be well to provide some background as to matters which give rise to that viewpoint. Construction contractors in general, and tunnel contractors in particular, have always had to contend with the physical environment in which the work has to be accomplished. However, when a building contractor has constructed his foundation, and certainly after he has "closed in", he deals thereafter with known physical conditions, or at least with conditions which he could reasonably have estimated would occur. Except, perhaps, for the hazard as to earthquakes, he has cleared Nature's threats. A tunnel contractor, however, must give thought to what the physical environment may do to his job, each and every day that he is driving a tunnel. INTRODUCTION The literature on project management considerations and techniques for large rail rapid transit projects in mid-1979 was fairly large and getting larger. UMTA was establishing special organizational elements to deal with the subject as it related to those properties requesting capital assistance, and comprehensive project management plans were being requested from those properties as an early step to build confidence in UMTA that the particular project could be planned, designed, and executed efficiently and effectively, thereby using critically short capital assistance funds to best advantage. In the late 60's and early 70's, the choices of models for heavy rail construction would have been quite limited.., and perhaps much simpler than was the case in 1979. One of the writers was with an agency in 1979 in the process of finalizing its organization for project implementation after several years of study and had the opportunity to review the experiences of others at length, presumably to build on the success and to try to avoid the pitfalls and failures. The properties that were surveyed all reported more or less success stories. One could only conclude that there are many ways to organize for a major transit (construction) project and that there is a great variety of viable management structures, but it seemed that chances for success were best where the executing property had prepared a comprehensive project management plan, then resolved to follow it. Perhaps more important, a commitment or prior approval had been sought from UMTA as to the validity of the project management plan, and the property was allowed to proceed without detailed prior UMTA review or approval of all specific intermediate steps. Most important, however, an early overall UMTA funding commitment had been obtained that permitted some reasonable expectation of the rate of funding, perhaps by commitment

This paper will discuss the application of a continuous miner using a fixed drum milling type cutting head for the underground mining of hard rock and salt ores. Continuous mining machines of the ripper chain cutting head, oscillating milling cutting head and boring arm designs have been used in rock and salt applications with various degrees of success. The large boring arm miners have been successful in potash, trona and salt, but they have not been successful in mining rock materials like iron ore. The main method used in underground mining rock materials is the conventional drilling and blasting the ore from the solid. This is particularly true for the harder, more abrasive copper and iron bearing ores. The softer salt based ores of potash, trona and rock salt can use several underground mining methods depending on seam conditions. Several of these methods use underground coal mining equipment that has been extensively redesigned to adapt it for use in mining noncoal materials. Conventional mining methods employ the use of a universal cutting machine to undercut or topcut the ore body before face drilling and blasting takes place to produce a smooth parting of the ore. The boring arm continuous miner is widely used in underground mining of potash and trona ores. It produces a tunnel with a smooth semicircular contour which results in good rib and roof stability. The ripper chain continuous miner is also widely used in mining the salt based ores of potash, trona and rock salt. They are used more frequently in Europe than in the United States and Canada. "The proposed Minne Lusa Stormwater Conveyance Sewer is part of the Phase 3 Major Combined Sewer Overflow projects to be scheduled as part of the City of Omaha’s Long Term Control Plan (LTCP). The system features a 6,100 foot long, 14-foot inside diameter tunnel to provide for conveyance of separated stormwater from previously completed and future LTCP sewer separation projects to the expanded Storz West and Pershing Detention Basins and subsequently, the Missouri River. The tunnel will operate as a pressurized system and convey flows of up to 2,500 ft3/s resulting from a 10-year, 24 hour storm event. This paper provides a synopsis of the project with a focus on the overall design aspects related to siting the tunnel alignment in an urban environment, the hydraulic analyses performed to choose a pressurized system rather than an open channel system, and expected geologic conditions. Tunnel alignment and profile and geological profile are presented, as well as an overview of the construction related impacts considered during design. PROJECT BACKGROUND The proposed Minne Lusa Stormwater (MLSW) Conveyance System will provide for conveyance of separated stormwater from previously completed, and future, LTCP sewer separation projects to the expanded Storz West and Pershing Detention Basins and subsequently, the Missouri River. The project location is representatively shown on Figure 1; the overall conveyance system is represented in Figure 2. The MLSW Conveyance System consists of three separate construction contracts under Contract Numbers: OPW-52004 – The Storz West Detention Basin to 31st & Paxton Tunnel; OPW-52454 – The Storz West/Pershing Detention Basin Grading and Improvements; and, OPW-52752 – The Pershing Detention Basin to ML Outfall Channel. This paper focuses on the project covered under Contract OPW-52004: design and construction of an approximately 6,110 feet 14-foot inside diameter (ID) tunnel, constructed using a Tunnel Boring Machine (TBM). The tunnel will receive flows from the Paxton Boulevard (PB) and the John Creighton Boulevard (JCB) Stormwater Conveyance Sewers and convey the flows to the Storz West Detention Basin, resulting in CSO volume and flow rate reductions to the Minne Lusa Outfall Channel and the North Interceptor."

Western Oklahoma, with an estimated 48 billion tons of minable gypsum, has one of the largest reserves of high-purity stone in the United States (Figure 1). Gypsum beds of the Permian Blaine Forma¬tion are 10 to 30 feet thick in the southwest and northwest regions, and the Permian Cloud Chief Gypsum is 20 to 90 feet thick in the west-central region (Ham, 1962; Ham and Curtis, 1958; Scott and Ham, 1957). Republic Gypsum Company, in the southwest part of the State, is Oklahoma's second-largest gypsum producer. Since opening its plant in 1964, the company has steadily increased production and now accounts for about 15 percent of the State's annual output. The plant and quarry are 15 miles west of Altus at Duke, a small commu¬nity on the Hollis and Eastern Railroad in northwestern Jackson County.

Thickening remains relatively misunderstood since it is typically near the end of the process and not directly involved in metal recovery. When operating well, thickeners are ignored and left to run independently, the ‘out of sight, out of mind’ phenomena. However, when operating poorly, there is a lack of basic understanding and remedial actions to solve issues are reactionary rather than proactively addressing shortcomings. This series of papers breaks down in sequential order the stepped phases required to gain an appreciation and thorough understanding of the science behind thickeners, and key thickener components, and basic troubleshooting skills. This second paper starts with identifying the different approaches to thickener test work including static and dynamic settling tests followed by high-rate versus paste thickening. Complimentary to test work, the mechanisms surrounding coagulation and flocculation are presented and explained. The basic mechanisms for coagulation and flocculation are discussed to support the different test work approaches and provide the reader with the basic background.

Vibration and air blast noise from blasting were evaluated during a research program which was sponsored by the U. S. Bureau of Mines. Blast variables were studied using small scale model (SCM) tests to evaluate specific variables as well as interactive effects, followed by experiments with production blasts at the surface coal mines. Experimental data showed that the primary variables affecting the ground vibration amplitude are the charge weight per delay and the length of the delay interval. Blast variables having a significant effect on the overpressure amplitude include the charge weight per delay, the length of the delay, burden and spacing, stemming amount and type, direction of initiation, charge depth and amount of detonating cord and cover.

Areas of concern confronting the expanded use of coal for per generation include environmental, political and the nation's energy security and economy. When John F. Kennedy made this statement, I am sure he was not thinking about the valuation of limestone reserves. However, it is certainly applicable. The objective of this paper is to demonstrate how the discomfort of thought (i.e., the analytical and methodical process performed by a reputable professional) builds the foundation for an opinion that provides assurance as to the value of a property. In its final form, a valuation is nothing more than an opinion. The credence of that opinion is directly proportional to the knowledge of the appraiser and the efforts and judgment extended in developing said opinion. Presented herein are the methodologies for formulating a defensible opinion. Before detailing the valuation process, an overview of the limestone industry is presented along with some historical parameters relating to the industry. Secondly, the most widely used valuation methodologies and a brief discussion of each are presented. Two case studies are then presented, which review actual valuation studies. The paper concludes with how the valuation process should be published in a report format that is defensible from a legal standpoint, bankable from a financial standpoint, and decipherable from a layman's standpoint.

The first use of graphite is lost in the mists of time. It was used by primitive man to make drawings on the walls of caves and by the Egyptians to decorate pottery. As early as 1400 AD graphite crucibles were being made in the Haffnerzell District of Bavaria. Through the Middle Ages graphite was confused with other minerals, especially galena and molybdenite. Two common names that are still being used for the mineral are plumbago, meaning lead-silver, and black lead. The latter name implied that graphite is either composed of lead or at least contains a large percentage of it. Gessner is credited with having recognized it as a separate mineral in 1565, but its composition was not determined until 1779, when Scheele demonstrated that graphite oxidized to carbon dioxide, thus proving its carbon constitution. In 1789, Werner named it graphite from the Greek word graphein, meaning to write. The United States has long relied on foreign countries for its graphite supplies. This reliance has been due more to the lack of suitable domestic graphites than to any particular preference for buying minerals overseas. Sri Lankan graphites were imported as early as 1820, and Madagascar graphites have been imported since the properties on that island were opened up about a hundred years later. Mexico has long supplied the United States with most of its requirements for amorphous graphite.

Risk can generally be defined as the possibility or chance of a loss corresponding to uncertainty. Analysis is the process for examining the components and relationships of a complex system in order to determine the impacts of its variables. Risk analysis is therefore a course of action taken to analyze multiple variables of a system that is subject to speculative outcome. When risk analysis is applied to mine development, it becomes the means for assessing and measuring those parameters that contribute to economic viability. Mining can be a risky business. It is composed of an assortment of factors that contribute to its financial outcome. Of these factors, the most consequential output is the net present value (NPV). Applying risk analysis in mine development can identify those factors having the most significant impacts and applying limits to those impacts. Mathematical computer modeling using Monte Carlo techniques is available and can be customized to suit specific mine development ventures. Essentially, those parameters that are not fixed values can have input variability. Rationally deduced engineering estimates should be the basis for determining the initial values applied as inputs in the models. Risk analysis therefore provides the user a means to identify, rationalize and assess the risks in mine development in an informed, calculated, and unbiased format for making economic decisions.

The importance of increasing the world's mineral production to help solve our food and energy problems has been widely discussed. Improved surface mining methods will be needed to meet these needs. This paper reviews the modern horizontal drilling and blasting methods which can increase the productivity and lower the costs of I surface mining. A substantial decrease in the number of blast holes required, total footage of blast hole required and amount of explosive used has been realized by many mining companies using this method. Applications of this method are presently in large coal surface mines. However, similar gains are possible and probable in open pit mining of copper and iron.

The unique and irregulator distribution of working places in a mine always poses the two questions: - which and how much production equipment is to be used, - what production can be expected. Since the development of analytical methods would be impractical for such cases, a lot of computer programs has emerged in recent years trying to simulate the productiom process and thus find the best answer. The usege of a simulator has its dark side well felt by the author(s) of such a program: the credibility and the confidence of the customer. Using the simulator means to respect and to incorporate all the restrictions imposed by the narow underground space, methods of production, safety regulations etc., which can turn out to become a major programming effort. If the program is not properly structured, it will be used for a single special' case only, and never again. In this paper the structure and internal mechanism of the simulator is described for which the author believes that can easily be adapted to conditions of various underground and open pit mines. MINSIM tries to reach the following rather ambitious goals: 1) Estimation of the production before opening the mine, or a part of the mine. 2) Training the personnel to make decisions. 3) Making the daily time schedules for the entire fleet of the equipment units.

Increasing mechanization of underground mining operations throughout the years has reduced the dependency on large, concentrated working forces. Fewer workers in scattered locations, coupled with the versatility of diesel equipment to load and haul personnel, supplies, and mineral ore, has made diesel equipment attractive in mine feasibility and design studies. The use of the mobile equipment along with higher production or "bulk" mining methods provides for more efficient mineral extraction systems. These systems are expected to become more widespread until long-term research provides a further evolution to more complete automation of underground mining. The U.S. Department of the Interior, Bureau of Mines, has been conducting research to reduce the health and safety hazards posed by increasing use of diesel equipment and the higher power ratings being proposed. The goal is to provide for safe and efficient use of the equipment. The National Institute for Occupational Safety and Health has recommended that diesel exhaust be regarded as a potential occupational carcinogen adding importance to the Bureau's research program. The paper describes advances in engine design, the use of diesels in mining operations, and significant health and safety research accomplishments of the Bureau of Mines. These accomplishments will help assure that diesel equipment remains an option for determining the most efficient system to mine an ore body.

One of the advantages of the market¬place, economists believe, is that it automatically generates information which would otherwise be hard to come by. For example, supply and demand signals imply something about private and social sacrifices and benefits. This information is seldom perfect, and can neglect some costs and benefits, but it nevertheless is crucial data. Moreover, marketplaces can also eliminate the need for some information. For example; since market participants are voluntary actors, only those transactions are culminated in which a mutual gain occurs. This eliminates the need for some cost-benefit calculations. A corollary to this standard economic doctrine is that whenever a government or other party supplants a marketplace, it must generate some of the information either lost or newly-needed. (Schultze, 1977) In 1981, following a ten-year moratorium the United States government resumed leasing of publicly-owned coal. When the government designed this program, the goal was to guide the marketplace, rather than merely to respond, as a landlord, to the market's wishes. This goal has been modified somewhat, due both to the changing political climate and to the practical difficulties of implementing so ambitious an undertaking. Nevertheless, during this period of program design and implementation, part of the challenge of creating and using the necessary information fell to the professional modelling fraternity.

The low-shear viscosity of kaolin slurries is one of the principal characteristics that determines whether the clay can be utilized for paper and ceramic applications. In this work, causes of poor low-shear viscosity and methods of improving rheology have been investigated. The presence of fine-grained smectite impurities within the kaolin was shown to detrimentally affect the low-shear rheology of slurries produced from these clays. It was also shown that mechanically working (i.e., pugging) a crude kaolin followed by desliming to remove these impurities can reduce the low-shear viscosity.

The mining industry finds itself in the middle, between the need to increase production of our energy resources and the necessity of minimizing the environmental impact. Using the recent past as a guide, the mine planning engineer's function will continue to increase as further coal quality constraints are made upon the production staff. The engineer will need to make use of all available tools in order to provide timely answers to the complex "what if" questions that arise. This need to consider many alternatives is bringing about a rapidly increasing acceptance and utilization of the computer. In the areas of data handling, mineralization modeling, and production simulation, the computer is an effective tool for the mine planning engineer. Described herein is a coal data storage and analysis system developed to provide timely answers to the "what if" questions for an operating strip coal mine in Montana. The characteristics of a computerized coal data base and coal quality planning system are outlined in this chapter. The system has been developed for use at a particular coal mine; however, it has applicability to coal mines in general. Fig. 1 is a flow chart showing the functional relationships of the system. There are three main file types: the drill-hole data base, the boundary file, and the zone file. The purposes for which each file is organized are illustrated on the flow chart.

Techniques are being developed for measuring the mass concentration of respirable diesel exhaust particles found in underground coal mines. Studies have been conducted over the past five years to investigate size selective sampling techniques to measure the respirable mass concentrations of diesel exhaust and mine dust aerosol particles in underground coal mines. Results from these studies have been used to develop design and performance criteria for a personal diesel exhaust aerosol sampler. Three personal diesel exhaust aerosol samplers have subsequently been designed and evaluated in both laboratory and field settings. These samplers use size selective classifiers for the determination of the respirable mass concentrations of mineral dust and diesel exhaust particles. Their designs are based on the premise that diesel exhaust particles are predominantly less than 0.8µm while mineral dust is greater than 0.8 µm. One design, selected for field evaluation, consists of a 10 mm nylon respirable dust cyclone followed by a 0.8 µm cutpoint impactor and afterfilter. The cyclone removes the large nonrespirable particles while the inertial impactor stage, collects the mineral dust on an impaction plate and allows the diesel particles to penetrate to an afterfilter. The two sample fractions of the respirable particles (<0.8 µm and >0.8 µm) are gravimetrically analyzed to determine the concentrations of the diesel and mineral dust portions in the respirable coal mine aerosol.

The one-dimensional mathematical model of unsteady-state heat conduct ion through multilayer (wall and floor of airway consist of several layers of material and rock) and two-surface (dry and wet surfaces) airway wall and airway floor with convective heat and moisture transfer between their surfaces and mine air with time dependent changes of temperature and humidity has been developed on the basis of introduction of acceptable simplifications of description of heat and moisture transfer between rock mass and mine air. The analytical solutions for calculation of the surface temperature of any type of surface of airway wall/floor and for calculation of water vapour pressure near the wet surfaces at given time are obtained by means of the model presented. These solutions are illustrated for the case of general harmonic course of air temperature and humidity. Balance of heat and moisture transfer between surfaces of airway wall and floor and mine air is solved by an iterative method in the partial sections of airway. The temperature and the humidity of mine air on the outlet of each partial section of airway at given time are its resolutions and they are the input data for following partial section. By this way it is possible to solve complicated dynamic changes of mine air temperature and humidity in an air way system by relatively simple mathematical apparat.
