Introduction Democratic countries are founded on the principle that all citizens have the right to participate in policy setting and decision-making processes. Citizen participation is especially evident in environmental issues and policies. In the United States, there are currently over 10,000 environmental organizations and new ones are being formed each year. Many of these organizations are formed on a watershed basis and are particularly concerned about the impact mining has on the environment. While the environmental issues vary from area to area, most concerns center around mining impacts related to subsidence, water pollution, and water diversion. Citizens have a number of avenues for participating in lawmaking that affects the mining industry. Some of these avenues include participation in litigation and citizen ballot initiatives. In addition, there are less formal methods of participation that include attending public meetings, commenting on agency rules or lobbying on specific legislation. The intent of this article is outline the various public participations mechanisms, highlight the latest legal developments that have affected mining industry through citizen participation, and briefly discuss emerging issues.

In-situ Fourier transform infrared/internal reflection spectroscopy (FT ?IR/IRS) has been extended to study oleate adsorption at a calcite surface. The birefringent and transmission limitations of calcite were overcome by using an appropriately designed optical setup and a near-infrared (NIR) spectrometer. An adsorption isotherm was determined at pH 9.2 and room temperature. Comparison with the fluorite/oleate adsorption isotherm determined by the same technique indicates that oleate abstraction by calcite can be as much as one order of magnitude larger than that by fluorite. Nevertheless, the hydrophobicity of the fluorite/oleate surface is greater for equivalent adsorption densities as indicated by contact angle measurements and flotation results. The monolayer region has been confirmed to be chemisorbed oleate at both calcite and fluorite surfaces. Furthermore, multichannel laser Raman spectroscopy (MLRS) showed that chemisorbed oleate at the fluorite surface undergoes a double-bond reaction with oxygen to form an epoxide/polyether complex. Such a reaction, however, could not be detected at the calcite surface. These phenomena are discussed in terms of the intrinsic surface properties of the mineral systems as well as the adsorption density and the cross-linking/polymerization reaction of the adsorbed oleate film.

Underground mine designs typically try to avoid extraction beneath streams and rivers of any significant size, especially when the overburden rock thickness between the stream bed and the mine is thin. Potential issues with mining beneath streams include excessive groundwater inflow to the mine; weak ground (roof, floor, and pillar) conditions; horizontal stress effects; as well as stream loss and other potential adverse environmental effects. However, there are times when crossing beneath a stream or river is necessary to move into a new area of mineral reserve without creating additional mine access points from the ground surface. Often, stream crossings are completed without thorough assessment, potentially resulting in increased costs, decreased safety, and, in some cases, failure to advance the mine. Selection of the most favorable location(s) to cross the stream must account for numerous factors and the associated assessment often requires a multidisciplinary approach. Stream crossing investigations often require geological, hydrogeological, geotechnical, and geophysical expertise. Phases of stream crossing investigations include desktop evaluation of maps and aerial photography, stream bed observations, drilling, detailed rock core logging, downhole geophysical surveying, hydraulic conductivity testing (packer testing), geotechnical laboratory testing, assessment, and reporting. The deliverables from a stream crossing assessment typically include geological, geotechnical, and hydrogeological characterization of potential stream crossing locations; classification of favorable and unfavorable crossing locations; recommendations for entry design and pillar sizing; and recommendations for if, and how, to conduct pre-grouting activities. Examples of technical aspects of data collection and assessment are provided based on decades of industry experience conducting stream crossing assessments in various underground mining scenarios.

Over the past several decades, cement-based grouts using ultrafine cement as are placement for portland cement have begun to gain acceptance as an alternative to chemical solution grouts, however the amount of information currently available on these grouts is limited. For this reason, the authors developed a field testing program to evaluate the penetration capabilities of various ultrafine cement grout mixes. The tests were conducted by injecting sand columns using different portland and ultrafine based grouts, the measuring penetration distances after applying equal injection pressure for the same time period. Results of tests performed in 1999 and 2000 are discussed herein.

A unique partnership between the Colorado Mine Safety and Training Program (CMSTP), the Colorado Rock Products Association (CRPA) and the Higher Education and Advanced Technology (HEAT)Center resulted in a video CD-ROM training program for new miners entering the aggregate industry. Cooperation from everyone involved, including the U.S. Mine Safety and Health Administration (MSHA),made this the product against which other training materials in the mining industry will be measured in the 21stcentury. This product’s versatility and wide application make it a tool that is as critical to a mine’s success as any earthmoving machine. The state and federal grant money involved allows this product to be affordable to small operators and independent contractors. The quality of this two CD-ROM set rivals any commercially made CD-ROM training.

This section deals with one of the most fascinating aspects of mining the evaluation of mine investment opportunities. Be-fore proceeding further, it is important to clarify the meaning of some fundamental terms used frequently in the text. 6.0.1.1 Mine Valuation vs. Evaluation The words "valuation" and "evaluation" in a mining context are often used interchangeably. However, for the purposes of this section, a distinction is made between the two terms in accordance with commonly accepted practice. The word valuation in a mining project context has the rather narrow meaning of placing a dollar or other currency value on the worth of the project as a whole. In other words, the value of a mining project refers to a measure of the desirability of ownership of that property. As such, the major item of interest is, "what is the mine worth?," or `what is the value of the mine?" The value of a mining project may actually be determined in the marketplace at any specific point in time, or it may be estimated by one of several methods. Komatsu America International has introduced two new hydraulic excavators. They can work in congested and confined areas. The tight tail swing radius of the PC128US-2 and PC22-8USLC-2 enables the excavators to minimize the work space. The units can operate in confined work settings that are inaccessible or counterproductive to traditional machines. Even the door is designed for tight working conditions. A convex door slides open along the exterior curve of the cab, rather than swinging out on hinges past tracks. And the excavators’ tight tail swing design allows them to load within the track width of the machine.

Coal is still a part of energy generation worldwide and has a significant role in the sustainable development of countries. The amount of shallow coal deposits is getting scarce, making efficient underground mining operations crucial for both local and global economies. In underground mining operations, longwall mining is a commonly utilized method to extract deep coal deposits. One of the leading engineering goals in longwall mining is increasing the efficiency of the system by investigating the effects of operational factors on equipment. This paper investigates the shearer performance for a longwall top coal caving operation by discrete event simulation that includes modeling the double-drum shearer, belt conveyors, stage loader, and armored face conveyors (AFC) to evaluate system performance by considering the amount of daily coal production of the shearer. As a result, the most influential factor on mine production is determined and a data-based framework is developed. This study suggests a framework for data collection, data analysis, and the interpretation of the operational data to evaluate the primary production unit’s performance. The models developed for the face coal extraction operations in a longwall top coal caving (LTCC) mine have a bi-directional cutting system and can be implemented in other operations readily.

Mine fires and/or explosions continue to occur. While these are unusual events, they comprise emergency situations. Whenever one of these events occurs, the Mine Safety and Health Administration (MSHA) responds with specially trained teams, mine fire experts, sophisticated scientific instrumentation, and trained instrument operators. In order to analyze mine air samples on-site, because time is of the essence, MSHA has a Mobile Gas Laboratory. The laboratory, which is stored near Pittsburgh, is totally self-contained. Sending air samples to a laboratory would take too long. Mine fire experts need the results of the latest analyses as soon as they are finished. The mobile laboratory is housed in the box of a diesel truck. Benches line both sides of the laboratory. Gas chromatographs are mounted on the benches. There is sufficient bench space for multiple bench top gas chromatographs. These instruments and their controllers are shock and vibration isolated to protect them during transit. The mobile laboratory can operate using on board diesel generators or line power. An uninterrupted power supply (UPS) supplies power to the instruments while switching from generator to line power or visa versa. Therefore, analysis of samples can proceed without interruption if a power failure would occur. In the rear of the mobile laboratory are racks that hold compressed gas cylinders. These cylinders contain carrier gas and compressed air. An air compressor is housed under the laboratory to operate the gas chromatograph actuators. Within several hours after arriving at a mine the instruments have stabilized and have been calibrated. The mobile laboratory is ready to begin analyzing air samples. The mobile laboratory has proved itself at many mine fires and explosions since its purchase.

Perhaps this is the first time that an analysis of the industrial minerals panorama has been made in Mexico for that type of commodities. Because the non-metallic minerals lack the glamour of the metallic minerals and are usually of less unit value than metallics, a comparative study of these commodities has seldom been attempted. Sulphur, fluorite, barite and few others are an exception. Consequently, the statistics on the lowest per unit value industrial minerals, such as limestone, dolomite, gravels, sands, etc., are usually scarce and not always accurate. The following, then, will be an attempt to show a general status of the industrial minerals in Mexico with due reservations regarding volumes and values. According to Kruger (1971), this group of minerals surprisingly very little known, and called non-metallics because the lack of metallic luster, is the largest group of the mineral kingdom. It constitutes perhaps 75% of all the mineral varieties. For the most part, these minerals are compounds of common acids, sulphides, hydroxides and two elements carbon and sulphur. The list of non-metallic minerals is therefore very long. It includes the borates, carbonates, chlorides, fluorides, nitrates, phosphates, silicates, sulphates and less commonly arsenates, chromates, molybdates, sulphides, tungstates and vanadates. The latter group and many of the oxides are sought usually for their metal content.

Chemical and physical properties of typical low-rank coal (LRC) ash are significantly different than bituminous coal ash. With the exception of extraneous ash, which is incorporated during mining or is due to ash partings within or between coal seams, LRC ash consists primarily of inherent ash that is bonded into the coal's organic matrix or finely disseminated mineral matter. This paper reviews the nature of LRC ash, both inherit and extraneous, and how this impacts the prospects of washing and utilizing LRCs. A literature review, as well as washability data, proximate and ultimate analyses and ash analysis of 25 Alaskan LRC seams are used as a basis for this discussion. The authors' remit research into the nature and distribution of phosphorous in an Alaskan LRC is also discussed

Because of growing pressure from government and consumers to produce more coal, the mining industry must improve existing techniques and devise more efficient mining methods. Mining of the thicker, shallower and geologically superior coal seams in the western United States is being subjected to increasing pressure from environmentalists; and so in order to meet the demand, the coal industry is exhausting the more accessible surface seams and beginning to mine seam of over 1,000 feet in depth and less than. 30 inches in thickness. The longwall mining system is the natural choice for extracting deep and thin coal seams, as it operates almost independently of the overburden rock stress. Due to the added fact that longwall mining is an inherently more productive method than room and pillar mining, many coal producers are looking to it as a means of increasing productivity without a corresponding cost increase. The consistent rise in application of longwall mining in the United States in the last decade illustrates the excellent potential of this technique for the future. American mining conditions are geologically different from those in Europe where longwall mining has been highly developed and extremely successful. Although numerous successes have been recorded in the U.S. with this mining system, a substantial number of failures have also occurred. These failures are due primarily to roof control problems usually over the face, in the tail entry, or both. Another problem area for American operators contemplating the use of this method has been correct selection of equipment, which should be custom fitted to local mining conditions for optimum productivity. It is essential that correct estimates for chock resistances, support densities, supported and unsupported roof spans, as well as rates of advance and length of working faces be provided to optimize mining conditions. Unless extensive pilot projects are planned engineers must choose their equipment correctly at the outset. A typical investment in longwall equipment will amount to several millions of dollars.

Application of microprocessors, programmable logic devices, and other computer-oriented hardware and software on-board large surface mining equipment to optimize availability and productivity, stretch machine life, and protect against catastrophic breakdown has been a goal of heavy-equipment manufacturers for several years. Progress in this direction has not been as rapid as many manufacturers anticipated in the mid-1980s, and, on the other side of the coin, mining industry and machine operator acceptance of such products has not always been enthusiastic. However, the trend toward such development seems undeniable. Large surface mining equipment in the future will doubtless carry more, and not fewer, applications of computers and computer-related products. The intensity of development interest and degree of progress in commercializing such on-board computer and computer-related products on surface mining equipment varies considerably among the manufacturers. Summarized here are the on-board computer-oriented products of three heavy-equipment suppliers-P&H Harnishfeger, Marathon LeTourneau, and Haulpak not a comprehensive survey, but, perhaps indicative of the direction such development is taking.

Beginning on June 11, 2007, as many as 36, kindergarten-to-grade-12 (K-12) teachers will participate in a program designed to educate them all about the mining industry. The 39th Annual A Total Concept of the Mining Industry – All About Mining, will be conducted by the Colorado Mining Association Education Foundation, Inc. (CMAEF) and the Office of Special Programs and Continuing Education (SPACE) at the Colorado School of Mines. This flagship program includes four intensive weeks at the Colorado School of Mines. During that time, more than 75 volunteer lecturers will “educate the educators” about mining and its importance to the United States and the world. During the learning process associated with obtaining a basic understanding of mining and all its aspects, the teachers will be hosted by hundreds of other industry professionals at 10 Colorado mining operations. Also visited will be a government earthquake center, a museum of mining and industry, an earth mechanics laboratory, a metallurgical research center, a metallurgical concentrator, an electric power plant and a steel mill. Questions before, during and after visits will be answered by another select group of volunteers who will travel with the teachers to the various sites.

This is the final article in a three-part series on microcomputers and application software in the mineral industry. The first article covered microcomputer terms and concepts. The second discussed exploration and mining software. This article will examine plant, administrative, and geotechnical software. Every effort has been made to be current in the latest software developments. Rapid change, however, is a fact of life in the computer world and any omission is inadvertent. Introduction Geotechnical disciplines have received considerable attention in software programming. Calculations are repetitive and the formulas needed to solve them are not extremely complicated. These programs are ideally suited to the microcomputer and the microcomputer is ideally suited to the consulting geologist or engineer, due to its low cost and reliability. In fact, the advent of the Apple (a registered trademark of Apple Computer Inc.) and, more recently, the IBM personal computer has caused an explosion of inexpensive software programs available to the microcomputing public. Another area that has benefited from computerization, although not in the same way, has been mineral beneficiation. Here, process control for start-up or phase-down operations has been used in newer plants for some time. Programs to perform various calculations are becoming more common as micros increase in number. Tappi Journal has a section with solutions to handheld-calculator and microcomputer problems. Process Modeling Most process modeling is still done only on mainframes. One such program is called ASPEN PLUS (a registered trademark of Aspen Technology), and a one-week course is recommended so the user can best use the program. This program is available through timesharing from University Computing Co. Programs to find an optimal solution using Linear Programming (LP) have been around for some time. Also, plant process simulation has been possible using simulation programs. Both simulation and LP are expensive to program and run. Although there are LP programs available for some micros, the user must be fairly knowledgeable about how to set up the problem. This is because each problem must be set up as a unique program that typically requires custom programming. There are some programs that can handle blending of mine crudes and examine economic parameters over the life of the mine. Plant Applications Areas relating to mine and plant applications with programs available for micros are maintenance, production reporting, inventory, accounting, and personnel scheduling. Maintenance Maintenance typically requires that certain jobs be performed in a particular sequence and parts be ordered with enough lead time for maintenance to take place on time. There is, therefore, a critical sequence of tasks that must be performed or the scheduled maintenance will not take place. Acid mine drainage (AMD) is difficult to treat due to its physicochemical characteristics, such as high pH and high heavy metal concentrations, so it causes great harm to the environment and human health. If acid mine drainage is discharged arbitrarily without treatment, it will lead to a series of environmental problems and cause long-term environmental pollution. In this paper, the source and hazards of acid mine drainage are introduced in detail. And the principle, the mechanism, the application, and basic information of the current primary technology of the treatment for acid mine drainage are comprehensively introduced and summarized. The summarized treatment technologies for acid mine drainage mainly include neutralization, sulfidization, constructed wetland method, adsorption method, microbiological method, ion exchange method, membrane technology, and microbial fuel cell technology. Also, the primary technology of treatment for acid mine drainage is systematically compared and evaluated. Moreover, some suggestions on the development direction of water treatment technology in the future are put forward. This paper provides a scientific reference for scientific and technical works to treat acid mine drainage.

Randy and Kenny Robison have visited every coal mine that would let them in the door, to survey the best mining practices. The brothers have spent nearly their entire lives working in coal operations. The Robison’s started out on lube and grease trucks and worked their way up to respected industry leaders in Alabama. The Robisons have owned MS&R since 1989. Since then, they have created a niche for themselves in providing coal for Alabama’s metallurgical coal market. A great deal of the knowledge the Robisons have amassed throughout the years has come from observing — taking note of what works and what does not. In early spring 2004, they commissioned a Komatsu America PC3000 Super Shovel. Outfitted with a backhoe attachment and a 16-m3 (21-cu yd) bucket, MS&R’s PC3000 is currently one of the largest mining excavators working in Alabama.

Open-source technology for supporting the Industry 4.0 has become the target of academic research in many sectors. This study reviewed the trends of open-source technology, its forms, and some industrial applications. As a case study using open-source hardware and software for the mining industry, this study proposed a low-cost environmental monitoring system for non-metallic underground mines to support mine safety and occupational health issues. The system was developed using open-source hardware, Arduino and 3D printer, to design the monitoring device. An open-source software, MIT App Inventor, was used for developing an Android application for smartphones to enable remote communication with the system. Field experiments were conducted at an underground tunnel and a non-metallic underground mining site to assess the performance of the system in both mobile and static modes, respectively. Although a few limitations related to the precision of the low-cost dust and gas sensors still exist, the findings of the experiments show that the mining industry can benefit from open-source technology deployment when considering cost factors
