Planning for a project does not start with the announcement of the approval for a project. Planning actually begins when the project is only a prospect and it involves the years of experience of many people because their expertise influences the final decisions. In partial anticipation of the Pinto Valley project, as well as a search for improvement in the Copper Cities operation, two projects were undertaken. The first project was to substitute one 26" cyclone for three 20? cyclones in the single stage grinding circuit. The second project was to replace the Hunt air flotation cells with 300 cubic foot mechanical cells. The 300 cubic foot cells were just being introduced, consequently two types of cells were selected for testing. The results from both projects influenced the decisions on equipment for the Pinto Valley project.

This paper reviews the recovery of potassium from different rocks and mineral sources. Global demand for potassium is rising steadily due to the growth of agricultural production. Fertilizer manufacture consumes the majority of the world’s potassium production, with other uses including those in the pharmaceutical, glass, ceramic, food and detergent industries. The availability of soluble potash (K2O) minerals, such as sylvite, kainite and carnalite, in countries like Canada, the United States, Israel and Russia makes them major potash producers, whereas agriculture-based countries like Liberia, Somalia, Central African Republic, Thailand, Indonesia, Malaysia and India meet their potassium requirements through imports only. In these countries, the huge availability of potassium-bearing rocks/minerals like nepheline syenite, feldspar, mica and glauconitic sandstone, containing around 4 to 17 percent K2O, brings up the prospect of commercial production of potassium. Potassium recovery from minerals/rocks is complicated due to the uniform distribution of potassium throughout the crystal structure. Different physico-chemical separation methods like bioleaching, chemical leaching, flotation and roast-leaching have been discussed for the successful recovery of potash values from these rocks/minerals. Although seawater is vastly available, the recovery of potassium from seawater using chemical precipitation, solvent extraction, membrane separation and ion-exchange methods is not cost-effective due to low concentration of potassium.

Reservoir properties including porosity and permeability distributions in longwall coal mine gobs have direct application to modeling the flow patterns and gas distributions in the gobs. Proper assessment of these distributions is required to assess gob gas hazards such as spontaneous combustion and explosive methane mixtures and to optimize gob gas venthole operation and nitrogen inertization. Determining the reservoir properties is difficult given that the gob is inaccessible and direct measurements cannot be easily taken. Several techniques had been used by previous researchers and will be discussed. This paper will present the methodology used to model the gob compaction by simulating the sequential extraction of coal. Two Western US coal mines were used for case studies. By determining volumetric strain, the porosity and permeability distributions in the gob can be calculated. The geo-mechanical model predicts an axisymmetric volumetric strain distribution with a steeper slope near the start-up room and a shallower slope near the active face.

The current Automatic Data Acquisition system developed by some support manufacturers makes it possible to continuously monitor and record changes in leg pressure and advancing ram stroke in every shield, and shearer position at any moment during the mining operation. In order to effectively use the massive data obtained from this system for improving production and maintenance managements as well as providing better roof control at a longwall face, the research currently conducted jointly by West Virginia University and Cyprus-Amax Coal Co. attempts to develop a Longwall Management System for mine operators. The LMS software package runs on a MS Windows NT environment and consists of four sub-systems: (1) Data Interpretation and Analysis; (2) Production Management; (3) Maintenance Management; and (4) Ground Control. This paper presents the details of each sub-system.

J.R. Hillebrand From the abstract, "A realistic ore deposition model to serve as a conceptual framework." Further, on page 246, "The first area of study was the Josephine peridotite, now identified as an ophiolite terrane, located in northern California and south-western Oregon (Fig. 3). Here, it was felt that we could test the models shown in Figs. 1 and 2 and, if successful, expand the model and test it in other chromite districts in the US and around the world." My comments refer only to chromite deposits in Europe and the Middle East. First, I question that may chromite deposits occur in the idealized ophiolite section shown in Fig. 1. Second, although some podiform deposits (referring to morphology) have been important (Guleman, Turkey, for example), the stratiform deposits are of greater importance in tonnage and frequently grade. Examples include Nada, Yugoslavia; Bulqiza, Albania; Xerolivado, Greece; Saranovsk, Russia; and Abdasht, Iran. Reply by J.C. Wynn Mr. Hillebrand raises two issues that deserve a serious response. One issue is basically subjective and the other is ultimately political. First, the question of where (and how many) podiform chromite deposits are found in the idealized ophiolite section of Dickey (1975). The Dickey model is still perhaps somewhat controversial (Panayoutou, 1980), but our experience in the Josephine ophiolite of northern California (Wynn, 1980; and Albers, 1983) shows that the model works well there. Virtually all the chromite is found in dunite lenses in the tectonite peridotite (harzburgite). Since there are few complete ophiolites exposed in the world, the model will probably never satisfy everyone. The degree of acceptance is a function of any individual's subjective experience. Second, it is well known that stratiform chromite contributes more than 95% of the chromite reserves presently known in the world, and it could be reasonably argued that there is no point in exploring for or exploiting podiform deposits further. The title of the paper, however, was in part 'strategic minerals geophysical research'; chromite is considered a strategic and critical mineral of the US and many other industrialized nations. Stratiform deposits in South Africa and Zimbabwe account for most of the chromite reserves in the world. Unfortunately, experience in modern times with substantial price fluctuations and even resource cartels dictates the wisdom of identifying and maintaining a national chromite reserve, irrespective of the cost. An improved exploration methodology is an essential element in this strategic objective. Design of underground openings is becoming more critical as the mine deposits become lower in grade, initial investments increase, ore depth increases, additional safety regulations come into law, and increased ore recovery is required for conservation of minerals. Stability of these openings is dependent on the strength of the rock mass and the pre-mine stress field. The rock mass is composed of solid blocks of rock (rock sub- stance) and structural features (faults, joints, bedding, etc.). Methods of testing the rock mass strength are improving and be- coming more common, however it is difficult to justify the high cost of large scale testing for an initial mine design. An alternative to testing the rock mass is to measure the rock substance and the structural features separately, and then combine them to estimate the rock mass strength. The rock mass strength will vary depending on the orientation of the opening with respect to the structural features. The other factor affecting the stability of underground open- ings is the pre-mine stress field. Methods are available to measure "directly" the pre-mine stress in competent and relatively massive rock. These methods are costly to employ, therefore, they may not be justified in an initial study. The pre-mine stress field can be estimated based on the structural relationships formed from past tectonic events.

Affected by the disturbance of blasting activities, deformation instability and rock dynamic disasters are prone to occur in deep hard rock roadways. Thus, it is particularly necessary to understand the failure behavior of rocks and roadways under dynamic loads. In this study, a series of impact loading tests were carried out on sandstone samples with and without a circular cavity by a modified split Hopkinson pressure bar (SHPB) test system. The mechanical properties and energy evolution of the samples were systematically investigated, and the effect of cavity size was analyzed. The results showed that the presence of the cavity in the samples weakens the dynamic compressive strength by more than 10%, and the peak strain and brittleness are also reduced to varying degrees. Under dynamic loading, spalling cracks occur first on the roof and floor of the cavity, and then different numbers of shear cracks are formed on the sample diagonals. The eventual shear failure mode is the result of the connection of the shear cracks and the cavity. As the cavity radius increases, the dissipated energy density and fractal dimension both grow accordingly, leading to smaller and smaller rock fragments. The dynamic failure behavior of the circular cavity can be well explained based on the dynamic stress distribution law. Overall, this study can provide a reference for the study of the mechanism of rock burst in deep roadways.

The Manapouri Power Project is located in New Zealand's South Island Fiordland. The project is being constructed for the New Zealand Ministry of Works. Construction began in 1963 and is scheduled' for completion in 1969. The project will divert water from the natural, glacially carved Lake Manapouri, at Elevation 580, through vertical- penstocks into an underground powerhouse 364 feet long, 127 feet high, and 59 feet wide excavated about 700 feet below ground surface and about 560 feet below the present lake level. The possible ultimate power installation will produce 700 megawatts from turbines located in the underground machine hall. The turbine flow will discharge through the 6-mile, 30-foot diameter tailrace tunnel into a fiord arm of the Tasman Sea. The rocks in the project area are primarily Paleozoic Fiordland Complex gneiss, schist, amphibolite, and marble intruded by granitic rocks and pegmatite. Shear zones have been encountered in the tunnels and machine hall. These produce water and occasionally require steel support. The machine hall arch was stabilized entirely by rock bolt reinforcement. Rock mechanics instrumentation has been used throughout the project both for pre-construction design calculations and to monitor tunnel rock loads and movements of the machine hall roof and walls. About 28 miles of the 100-mile transmission line will be constructed across glacially oversteepened slopes and debris or swamp filled valleys between the power plant and the eastern edge of the mountainous area. Steep glacially carved rock slopes and locally unstable glacial till complicated construction of the transmission line access roads.

Western Australia is the largest state in Australia with an area one and three quarter times the size of Texas. Most of the State is desert or semi-desert, and only the southwest corner is heavily populated. The State has a population of one and a half million people, and one million of these live in and around the city of Perth. Perth is located on the narrow Swan Coastal Plain and is flanked by the Indian Ocean and the Darling Plateau. The Darling Plateau is an ancient peneplain rising some 300 metres above sea level, and forms an important resource base for the population.

Automation and robotics are the keys to new intelligent autonomous mining systems which can remove operators from the hazardous and stressful mining environment and provide the tools for greater productivity. This pa-per presents the components necessary for a mining Intelligent Task Control System (ITCS) in dynamic unstructured mining environments. The proposed concept is applied to develop the ITCS for an autonomous excavator. The design and implementation of a fuzzy logic controller for an excavator that uses force/torque sensor feedback to complete excavation tasks is presented. Initial experimental results are also given.

The propensity of coal spontaneous combustion can be evaluated using various laboratory testing methods, such as R70 adiabatic tests, thermal gravimetric analyzer (TGA) tests and critical self-heating temperature (CSHT) methods. Each of the methods has its unique characteristics and index for classifying the propensity of self-ignition of coals. Accountable relationships among the propensity indices of different methods should be established. Using the newly established R70 and TGA testing setups in our ventilation laboratory, samples from U.S. coal mines have been collected and tested. The TGA is a relatively new quantitative method. A test can be conducted in a relatively short time, within about one and a half hours, compared to the adiabatic tests. The temperature and weight of the sample can be measured with high precision and then used to determine the activation energy of the coal, which is a good indicator of the potential for self-heating. Under a specific experimental design, the TGA technique could perform the proximate analysis for determining coal quality parameters (e.g., moisture, volatile matter, fixed carbon and ash content). These parameters can be used in an empirical equation for assessing the potential for coal self-ignition. The trend of activation energies determined using TGA techniques is reasonably consistent with the trend of activation energies determined using adiabatic tests. As a case study, a comparative analysis of these two methods for determining activation energy was made on coal samples collected from Indiana. The kinetics of the spontaneous combustion mechanism has been explained. If the functional groups of a coal such as hydroxyl (-OH), carboxyl (-COOH), methyl (-CH3), etc., activate more easily with a small amount of activation energy at a relatively low temperature, the coal will have a higher potential for self-heating. With the kinetic and coal quality parameters determined by the TGA setup, it has been found that the coal with a low potential for self-ignition has low self-heating rate, a high activation energy and a high minimum self-heating temperature.

Providing a suitable protective water barrier pillar (PWBP) is common to reduce inundation hazards in underground coal mines. The imperative factors influencing its performance include the water head acting on the pillar, cover depth, pillar width, strength properties, and permeability characteristics. The mechanical failure of such pillar is a stress-controlled phenomenon, whereas the hydraulic failure is a strain-based phenomenon. A finite-difference numerical modeling approach was developed to study the hydro-mechanical coupled behavior of protective water barrier pillars. The mechanical stability was evaluated in terms of the percentage of failed (ZoF) and intact zones. The influence of the strain-controlled weakening on the permeability of the flow medium was studied through the coupling of the mechanical and hydraulic effects. The coupled steady-state model was used to estimate the outflow rate and its hydraulic stability. The adequacy of the protective pillar was also investigated by assessing mechanical stability and capability to resist hydraulic pressure against the maximum expected water head. A seepage rate-based classification system has also been proposed to evaluate the seepage potential and assess the hydraulic stability. The model has been validated for two case studies at the cover depth of 136–189.5 m and the existing pillar width of 16–42 m against the water head of 25–141 m.

"This paper presents a numerical study regarding the loads, and the corresponding damage, taken by the primary and secondary lining of a tunnel built in cemented fine-grained stiff soils. This study aims at establishing more rational design criteria that take into account explicity the lining performance. A 3.5 km long tunnel to be built in a densely populated northwest area of Mexico City, was considered as case study. Series of three-dimensional finite difference models, developed with FLAC3D, were used to simulate the tunnel construction, and to compute the ground settlements, internal forces, bending moments, and displacements acting both on the primary and secondary tunnel linings. Interaction diagrams were used to study the lining performance. Several advancement lengths, and tunnel covers were considered to establish their impact on the loads transferred to the tunnel lining. A practice-oriented damage criterion for tunnels was proposed based on the interaction diagram analysis. INTRODUCTION Lining performance during conventional tunnelling, CT, as defined by the International Tunnel Association, ITA (ITA 2009) is strongly affected by the construction procedure. Special attention must be taken in cemented fine-grained materials, such as those found in the northeast portion of Mexico City, due to the potential of fragile failure (i.e. the soil fails suddenly without important deformation) that these soils may exhibit. During CT, it is assumed that the ground strength contributes to the stability of the excavation, as long as the lining is built correctly. It is common practice to consider two structures, which together form the tunnel support: 1) A primary lining, which is a flexible support, which allows excavation walls to deform to mobilize part of its shear strength, and thus contributes to the tunnel self-stability, and 2) A secondary lining. Commonly, the primary lining consists of several layers of shotcrete. In this case the installation method guarantees perfect contact between the lining and the excavation perimeter. The secondary lining, if required, is used to withstand the load conditions in the long term and also has an esthetic function. This paper presents a numerical study aimed at establishing a performance damage criterion for the primary and secondary lining design in cemented fine-grained stiff soils. Due to the lack of data, the strength and deformation parameters were established through empirically-derived relationships. Three-dimensional finite difference models were developed to simulate the tunnel construction, and compute ground settlements, internal forces, bending moments and displacements acting both on the primary and secondary tunnel linings. Interaction diagrams, along with a damage criterion were used to study the lining performance. From the results gathered insight was gained regarding tunnel lining performance during CT."

Excavation of large rock caverns is a stepwise process. Whether one uses a heading and bench method or a multiple drift system, the use of excavation steps enables one to introduce the reinforcement, such as bolts or shotcrete, at the earliest possible stage. Knowing the spatial distribution and properties of rock materials and geological discontinuities, the cavern geometry and its reinforcement must be optimized. The finite element method of analysis is a powerful tool for such optimization. However, the models are only as good as their ability to account realistically for the physical attributes of the prototype and for the excavation sequence. They must include the following: - ability to model an incremental construction process. Thus requires the use of "Restart" procedures where displacements and stresses from a previous equilibrium are saved for the next step. - ability to model non-linear rock material behavior; in particular, the post-peak behavior of the rock which retains a residual strength when con-fined. The stability of many under-ground structures rests with the "broken" rock carrying significant loads. - ability to account for the non-linear behavior of geological discontinuities. These are two-fold. First, up to peak, non smooth rock joints will dilate. In a confined situation, dilation will increase joint strength by a consider-able amount (Obert, et al, Brady, 1971, Heuze,1978a), Then, beyond the peak, the joint also retains residual strength.

The Bureau of Mines, U.S. Department of the Interior, is conducting research and development on a coal-burning gas turbine. This work includes the development of (1) turbine blades resistant to coal ash erosion, (2) equipment to feed coal under pressure to a turbine, (3) an efficient combustion system, and (4) equipment to remove coal ash from the gases that drive the turbine. Initial emphasis is being placed on testing the first turbine ever equipped with blades designed specifically for use with coal as the fuel. Operating tests with this turbine are now in progress. This paper describes the Bureau's coal-burning gas turbine development program and progress on this operating test.

This study was performed to analyze the behavior of the blowing curtain face ventilation system modified with a specially designed regulator, called Wing Regulator. The purpose of the regulator is to extend the airflow penetration depth toward the face and allow effective face ventilation at curtain setback up to 13.7m (45ft) from the face. A small scale model of the Wing Regulator was successfully tested in the Mine Ventilation Laboratory at the University of Kentucky. Then a prototype of the proposed regulator was tested in full-scale in mine environment. Series of three dimensional simulations were performed to support this research using validated CFD code. This paper presents results of the performed studies and discuses the advantages of using the Wing Regulator. Presented information relates to the US Provisional Patent Application No 61/818,112.

Fracture under low velocity free-fall and double impact, and under slow compression have been-investigated. The pattern of breakage and the size distribution of resulting fragments for sand-cement and glass spheres have been determined. Photoelasticity methods were used to simulate the stress distributions in free-fall impact in order to explain the observed patterns of breakage. Oblique fracture planes, occurring only in free-fall impact, develop along lines which coincide with the trajectories of principal compression as determined by mathematical analysis Breakage efficiencies for different modes of fracture were compared for both types of spheres. For the same specimen and loading system, static loading and low velocity dynamic loading induce geometrically similar stress fields resulting in reasonably similar fracture patterns and shapes of fragments.

Back in 1970 Congress passed the National Mining and Minerals policy Act, which had as one of its basic tenets to rely on a strong and stable private minerals industry for the development and production of our mineral resources. Since then, a substantial amount of legislation has been introduced that impacts on the minerals industry. Although most of the bills proposed are not passed into law, each bill affecting minerals and mining is given careful review by the Bureau of Mines. Comment is forwarded with the object of being helpful to legislators by providing our assessment of the probable impact of each bill proposed along with suggestions to improve them. Actually few bills introduced become law. For example, in the 93rd Congress 4,260 bills were introduced in the Senate and 17,690 in the House. In the final accounting there were passed 123 private laws and 649 public, 3 percent of the bills introduced. There would be little merit here in attempting to analyze each mineral-related bill that was proposed. Many are similar and aim at making a certain aspect of our minerals activity fit needs. So, to simplify the task the many bills have been grouped by subjects. Slide 1 shows the principal topics and the number of related bills introduced. Putting it altogether, there are 26 principal subjects and almost 200 bills. And these numbers are probably off somewhat, as this accounting was made early in December.

I spent 41 years as a geologist with the US Geological Survey (USGS) conducting geologic studies and preparing peer reviewed maps and reports describing the results of those studies. Since retiring from the USGS in 2011, I have been a consultant specializing in aggregates and other industrial minerals. Consequently, I have had the opportunity and pleasure to apply the information contained in those kinds of geologic maps and reports to real-life situations. About half of my consulting is performing due diligence for mineral resource evaluations of one type or another where resource information has been provided by the property owner. Many of those jobs necessitate that I conduct desktop studies followed by field work. I then use my information to review and comment on the written reports of others; reports variably referred to as geologic reports, resource studies, reserve analyses, and so forth. While there are many well written reports addressing geologic resource issues, I was surprised to see that there are also a significant number of so-called geologic reports that only pay cursory attention to geology. Unfortunately, that lack of rigorous geologic investigation commonly leads to erroneous conclusions. This paper addresses three such reports covering concrete sand, metallurgical gravel, and proppants (frac sand). Although all three examples are located in the Gulf Coastal Plain Province, I do not reveal the exact location of any of the properties for purposes of confidentiality. Furthermore, I have generalized the site descriptions and illustrations. However, all the descriptions faithfully define the geologic situation.

GENERAL DESCRIPTION At the Star mine, Hecla Mining Co., located in Burke, Shoshone County, ID, the mining method is horizontal slicing (timbered or untimbered) cut-and-fill using hydraulic sand backfill. Back stoping as well as breast stoping is used; see Fig. 1. The annual produc¬tion from all cut-and-fill mining is 259 816 t (286,400 st). The average depth ranges from 366 to 2408 m (1200 to 7900 ft). A majority of the tonnage comes from an average depth of 2240 m (7350 ft). Average travel time to the stope is 1 hr. GENERAL ORE BODY REQUIREMENTS AND LIMITATIONS Size and Ground Conditions The ore body is 610 to 1219 m (2000 to 4000 ft) along the strike and 2408 m (7900 ft) on the dip, with an average vein width of 2.6 m (8.5 ft). The dip is essentially vertical. The ore body is heavily sheared and broken on the main fault structures; it is more competent on the wall veins but everywhere subject to rock bursting at depth. The hanging and footwalls are strongly fractured on the main fault structures, again more competent but still fractured on the wall veins. All host rock is Revett quartzite. Value and Production Requirements The ore value is $56 per ton. Production require¬ments are 1089 t/ d (1200 stpd), five days per week. Why Cut-and-Fill? The slusher extraction method is the most satisfac¬tory and practical for narrow vertical veins with sheared walls. The method must be quite selective to be com¬mercial. The veins are too narrow for rubber-tired ex¬traction and the grade is not high enough to make resuing practical. DETAILED DESCRIPTION Development Access to the main shaft is by the 3.2-km (2-mile) main haulage tunnel. The level intervals in the vertical timbered shafts are 61 m (200 ft). Vein development is by crosscut and laterals located 30.5 m (100 ft) into the vein wall. Vein crosscuts are on ±61 m (200 ft) centers. Access to the vein is by raises carried up with the stope. The raises are equipped with four wood¬cribbed chutes (two orepasses reinforced with angle irons, one manway, and one timber slide, Figs. 2-6). The initial cut is located 6.7 m (22 ft) above the main level (Fig. 1). Stoping Cycle Detail Sampling: Grab samples are taken from the mine cars. Channel sampling of the faces and backs is done when necessary. Drilling: For stope drilling, Ingersoll-Rand 300M percussion drills are used, with Ingersoll-Rand 300M and Gardner-Denver RB83M stopers, used for back stoping. Breasting down is done with Gardner-Denver S83FM jacklegs. The back stoping rounds are 0.9 to 1.8 m (3 to 6 ft) and the breast stoping rounds 1.5 to 3m (5 to 10 ft). Blasting: For stope blasting DuPont Tovex 100 watergel with fuses and igniter cord is used primarily. Approximately 60% of the blasting is done with am¬monium nitrate-fuel oil (ANFO). For development headings and shaft sinking, DuPont Drivex watergel with Ensign Bickford Nonel Primadet primers is is used. Mucking: Broken ore is removed entirely by slusher in the stopes. These are mostly 3.7-7.5-kW (5-10-hp) Ingersoll-Rand air-powered or 7.5-37.3-kW (10-50-hp) Ingersoll-Rand electric-powered. In the horizontal de¬velopment headings Eimco 12B and 21 and Atlas Copco LM-56 overshot mucking machines and a 0.76 (1 cu yd) hydroelectric Wagner HST-1 LHD (load-haul-dump) unit are used. Rockway for Extraction: The cribbed chutes (Fig. 7) are nearly vertical and hexagonal in shape and are made of spaced 152 x 203-mm (6 x 8-in.) timber, reinforced with varying weights and sizes of angle iron, depending on wear requirements. Rectangular cribbed chutes are used where ground pressure is not a problem. Cribbing is added in 2.4 or 3-m (8 or 10-ft) extensions accord¬ing to the floor height (whether timbered or untimbered).
