OBJECTIVES OF RADIATION MONITORING Monitoring is a tool used in the practice of radiation protection. The primary reasons for monitoring are to reduce radiation exposures to levels that are as low as reasonably achievable and to assure that no individual receives a dose exceeding the maximum individual dose limit. The documentation of radiation doses for legal, medical, or epidemiological reasons is a subordinate function of any monitoring program. The investment in radiation monitoring programs should be guided by four criteria: (1) the detection and avoidance of unnecessary exposures, (2) the magnitude of potential health risks, (3) the determination of combined doses and risks with adequate confidence, and (4) the verification of compliance with established limits. FIRST CRITERION: DOSE REDUCTION - DETECT AND CORRECT UNNECESSARY EXPOSURES The system of dose limitation advocated by the International Commission on Radiological Protection (ICRP, 1977), and subscribed to in a broad sense by various regulatory agencies, is comprised of three essential ingredients: (1) [justification] of any practice that produces radiation doses by some commensurate net benefit, (2) [optimization] of radiation control measures by reducing doses to levels that are as low as reasonably achievable, and (3) [limitation] of individual doses to preclude inequities and [moldistribution] of risks. All too often, only the third criterion - the limitation of individual doses to prescribed regulatory limits - is explicitly addressed in everyday radiation protection programs. The emphasis of most exposure control and monitoring efforts appears to be directed toward limiting and documenting individual doses that might approach the legal limit. The first two criteria, i.e. justification and optimization, should contribute to a rationale for allocating monitoring efforts. When applied to individuals, these criteria mean the detection and elimination of unnecessary exposures. This should be a high priority of any monitoring program. Measurements should be directed toward detecting inoperative or ineffective control measures, whether or not there is a risk of exceeding the individual dose limits. The ICRP recommends a procedure that can be used effectively to reduce unnecessary exposures. A n investigation level should be established at an exposure rate substantially lower than the regulatory limit, e.g. 30% of the limit (ICRP 26, 1977, p.33). Measurements obtained during routine monitoring that exceed the investigation level are evaluated with respect to cause and potential reduction. To be effective, the evaluation results should be formally recorded and conveyed both to management and to the workers involved. Although the investigation level recommended by the ICRP is based on a fixed exposure rate or derived air concentration, an equally effective evaluation program may be based on the investigation of a percentage of all measurements. For example, one might investigate the highest 5% or a random selection of all measurements. In any case, the objective is to detect and correct situations that are producing unnecessary exposures. SECOND CRITERION: MONITOR IN PROPORTION TO THE MAGNITUDE OF RISK The ICRP criteria apply generally to all radiation exposures. However, a second priority for monitoring programs should be established on the basis of the nature of the exposures and the magnitude of the health risks involved. Current practices in radiation protection are based on dose limits to specific organs and assessment of individual exposure pathways, with little consideration of the combined doses from various pathways. Although the intent of the ICRP recommendations was to limit the total dose to each critical organ, combined doses from external and internal sources are rarely determined. The recent recommendations of the ICRP (Publ. 26, 1977) are based on the limitation of total health risk from occupational radiation exposures. Implementation of this concept would necessarily require the measurement, calculation and summation of doses and concomitant risks to all organs of the body from all exposure pathways. The U.S. Environmental Protection Agency has taken the first step toward translating the ICRP recommendations into regulations. The proposed recommendations for Federal Radiation Protection Guidance for Occupational Exposures (USEPA, 1981) include provisions for summing the risk-weighted organ doses to determine compliance with an effective whole-body dose equivalent limit. Whether or not the proposed guidance is modified before final adoption, it seems clear that some version of dose summation and combined risk limitation will be included in future regulations. An orebody is a mining company's greatest asset; without it there can be no mine. Yet, by the very nature of the industry, orebodies are wasting assets whose progressive depletion must be balanced by continued discovery of new ore to enable both the industry to survive and the raw material demands of society to be satisfied. Although mineral exploration may be viewed as any activity which leads to the creation of investment opportunities in the mineral industry, ultimately new ore can only be generated through discovery. The process leading to discovery may involve a long chain of independent and interdependent events. It will almost always be repetitious and require the examination of many prospects or trials before the goal, a commercially successful discovery, is satisfied. Long term survival of a mining company through regular discovery of new ore, requires a continued commitment of funds and effort to mineral exploration.

Chain pillar design formula under weak roof condition was developed by statistically analyzing the results from the three dimensional finite element parametric analyses. The parameters such as mechanical properties of the roof and floor strata, overburden depth, panel width and length, and coal strength were incorporated in the formula. A conversion formula which transfers a rectangular chain pillar into a square chain pillar of equal strength is proposed. The influence of high in-situ horizontal stresses, which are often encountered in the coalfield, on chain pillar stability is also discussed.

Considerable attention has been given to the restoration of low-level radioactive (<1000 pCl/g) sites contaminated during the early years of the atomic energy program. Current clean-up activities which involve the relocation of contaminated soils to licensed disposal sites have been shown to be very costly due to the large volumes of soils which must be excavated, transported and stored. Recent characterization studies conducted at Virginia Tech suggest that the volume of soil requiring disposal can be greatly reduced using mineral processing techniques such as classification, density separation and froth flotation. This article discusses the application of these technologies for soil remediation and describes a conceptual flowsheet for treating soil samples from two contaminated sites.

The Bureau of Mines evaluated a new dust control technique for longwall personnel required to work at the tailgate end of the face. This technique utilizes a water-powered scrubber to clean a portion of the face air, which is discharged behind a brattice partition at the working area. Laboratory simulation of this system in a wind tunnel resulted in average efficiencies greater than 70 pct with system efficiency directly related to scrubber quantity. Underground evaluations indicated a similar direct relationship between scrubber quantity and system efficiency. Gravimetric measurements of respirable dust made during these underground evaluations resulted in average protection efficiencies ranging from 30.7 to 42.5 pct with increasing scrubber air quantity.

There are more than 100 antimony minerals, although the sulfide mineral stibnite is the main one.Antimony enters the supply chain either as a result of mining (primary production) or recycling (secondary production). China has by far the largest antimony resources and is, as a result, the world’s center for antimony mine production. In 2016, it accounted for more than three quarters of the global mine supply out of a world production figure of 130 kt (143,000 st), according to the U.S. Geological Survey. The biggest, and most high-grade deposits are found in southern China, with the largest mines located in Hunan, Guangxi and Yunnan provinces. Tajikistan, Russia, Australia and Bolivia are the largest mine producers outside China. A new antimony project in Oman made progress in 2016, producing first metal in April 2016 in test facilities, and then ordered three furnaces for a 26 kt/a (28,600 stpy) antimony metal and oxide smelter that is due on stream in late 2017.Antimony ingot production is not as widespread as is antimony mine production, owing to the high levels of pollution that are associated with antimony smelting. It is for this reason that smelting has been largely confined to China and other Asian countries, where environmental legislation is less stringent.Antimony oxide production is undertaken on four continents with China being the biggest producer. There is also a considerable amount of oxide production in Europe — which relies on imported feedstock, mostly from China. Antimony also enters the supply chain through recycling. Lead containing antimony is produced in a number of countries, mainly in secondary lead smelters. Typically, a blast furnace charge containing used or discarded battery plates, type metal or bearing metal is reduced to lead bullion, which is refined in reverberatory furnaces and melting pots. In the main, the antimony recovered is consumed in metallurgical applications. China was the biggest secondary antimony producer in 2016, and accounted for 25 retardants and lead-acid batteries. Flame retardants accounted for roughly 50 percent of consumption in 2016 with batteries representing about 25 percent. Other end uses include plastics and heat stabilizers, ceramics and glass and a variety of metallurgical applications. Demand has been sluggish since the global financial crisis, mostly because key markets failed to recover strongly from the downturn, particularly in Europe."

Preliminary design is underway for the Massachusetts Water Resources Authority’s (MWRA) next major tunnel program, the Metropolitan Water Tunnel Program (MWTP). The MWTP is the latest part of MWRA’s ongoing efforts to achieve redundancy for its metropolitan water transmission system including its historic deep rock City Tunnel, City Tunnel Extension and Dorchester Tunnels. The MWTP comprises several deep rock tunnels that will be approximately 10-foot to 12-foot finished diameter totaling just over fourteen miles long and ten connections to existing large diameter surface piping and pumping stations. This paper will present an update on current engineering and permitting efforts, packaging schemes, and the schedule to complete the MWTP.

In order to protect coal mine owners, operators, and lending institutions from potential environmental liabilities, responsible parties must maintain a thorough understanding of the environmental disposition of the property they control, and the ramifications of impending laws and regulations. The best way to accomplish this is to periodically conduct a Phase I Environmental Audit. The systematic approach of an audit will reveal areas of DOD compliance with SMCRA and EPA regulations which the coal owner and/or operator will be able to use to correct deficiencies and prevent the occurrence of conditions which could lead to permit block, fines, and ultimately reduced productivity.

Over the last six years, several new commercial families of sulfide mineral collectors have been developed. This paper summarizes some plant data and use experiences gained with each of these product families. The first is a series of products (F-series) based on a chelation mechanism of attachment. The second of these families is a series of products (S-series) based on an electrochemically controlled mechanism of attachment. The major advantage of the F-series collectors is the very high metal recovery capability in complex ores involving Au, Pt, Zn, Ni, and mixed Cu minerals. The major advantages of the S-series collectors are the very high pyrite rejection capability along with reduced lime requirements in Cu/Mo plants.

"U. S. marketable phosphate rock production for the 2018 crop year (July 1, 2017 to June 30, 2018) showed an increase to 27.7 Mt (30.5 million st) from the 2017 crop year production of 27.1 Mt (29.8 million st), as reported to the U. S. Department of the Interior by the mining companies operating in the United States during crop year 2018 (Table 1). Domestic consumption decreased in the 2018 crop year to 23.9 Mt (26.3 million st), as compared to the 27.2 Mt (30 million st) consumed in crop year 2017. U.S. imports of phosphate rock increased to 3 Mt (3.3 million st) for the 2018 crop year from the 1.81 Mt (1.9 million st) for crop year 2017. Imports of phosphate rock were from Peru and Morocco. There was an increase of 2.85 Mt (3.1 million st) in producers’ stocks from 7.45 Mt (8.2 million st) in crop year 2017 to 10.3 Mt (11.3 million st) in crop year 2018 (Table I).For calendar year 2018, Florida and North Carolina phosphate rock production accounted for 75 percent of the total U.S. production, with the balance being produced in Idaho and Utah. The Florida and North Carolina percent of U.S. production is declining. U.S. production of 25.7 Mt (28.3 million st) in calendar year 2018 was produced by five companies at 10 mines in four states and accounted for approximately 9.6 percent of the world production of 267.7 Mt (295 million st) for calendar year 2018 (Table 2).In calendar year 2018, U.S. phosphate production decreased by 2.2 Mt (2.4 million st), while companies increased stocks of phosphate rock by 1.7 Mt (1.9 million st). The domestic production for calendar year 2018 of 25.7 Mt (28.3 million st) represents 78.4 percent of the domestic production capacity of 32.8 Mt (36.1 million st).At present, China reportedly produces more than 50 percent of the world’s phosphate rock. As a result of planned expansions, Morocco production has increased from 27 Mt (30 million st) in 2017 to 33 Mt/a (36 million stpy), which is approximately 12.3 percent of the world’s production, moving ahead of the U.S. production. In calendar year 2018, the U.S. phosphate rock production was 25.7 Mt (28.3 million st), which is less than 10 percent of the world’s production of phosphate rock (Fig. 1)."

Sound Transit’s ST3 program will add 62 miles of light rail to the Puget Sound area, including connections to the neighborhoods of West Seattle currently anticipated by 2031 and Ballard by 2036. These connections include considerations for both elevated and tunnel alternatives, as well as a new downtown tunnel for which different configurations are being considered with potentially very different construction logistics and risk profiles. This paper describes the latest developments in the ongoing evaluation process that will inform the consideration of different tunnel and station construction methods, technical and operational challenges and contracting methodologies, including construction of deep stations in dense urban environments.

The Buick Concentrator represents state-of- the-art technology in automated digital process control operation utilizing a centralized computer. The process control strategies implemented at Buick are no longer new to the industry but the successful application of these developments is still rather unique in North America. Productivity improvements, determined to be a direct result of the process control developments, are the primary topics of this paper. Emphasis is placed on metallurgical benefits including both lead and zinc recoveries, lead concentrate grade and reductions realized in reagent consumptions, operating costs and personnel. The productivity improvement discussion is preceded by a concentrator description and a brief history of the process control development at Buick. Current control strategies and future applications are presented afterward.

REAM (for Rapid Excavation And Mining) is a method of rock fragmentation by high-velocity projectile impact developed by Physics International Company. This paper reports the results of field testing over the last two years. The success of the method is based on the fact that the amount of rock broken per shot scales nonlinearly with projectile impact energy. Thus, high energy impact yields spectacularly low specific energies for rock breakage. The field work reported used 90- and 105-mm military guns to accelerate 8-1/2 and 10-pound concrete and steel projectiles to velocities of 5000 to 5500 fps. All tests were performed in a competent 25,000 psi granodiorite at Hope Valley, California. During the first year of field testing 26 feet of 13-foot-diameter tunnel were produced with the 105-mm gun. The first 20 feet of this tunnel were line-drilled to aid in producing a stable portal. During the second year the tunnel was extended an additional 29 feet using the 90-mm gun. The 55-foot tunnel was produced by 590 shots. Between 1-1/4 and 1-1/2 tons of granite were broken by each shot. A silenced 90-mm gun was placed underground and the tunnel portal closed with a steel barrier. Overpressures of less than 1 psi were measured on the inside of the barrier, corresponding to an impulse noise of about 170 db. The muck produced was similar to drill and blast muck. Overbreak and ground support problems appeared to be less than with drill and blast. The contour of the tunnel was easily controlled using the 90-mm gun; the tests were also conducted using a 57-mm gun for trimming. Projections indicate that advance rates with REAM will be three to seven times faster than drill and blast, at less than two-thirds the cost. This is based on the development of a fully integrated continuous system and an inexpensive propellant giving a total expendables cost of less than $3 per shot. Other applications of the REAM technology are found in secondary breakage for open pit mining, in drilling large diameter holes, and in underground mining for longwall mining, overhand stoping, and raising.

The presence of ultra-fine particles affects the separation performance of wet gravity separation equipment. Several studies have been undertaken to establish the maximum level of these particulates that can be tolerated by spiral separators and it has been found that unless the ultra-fine material is effectively processed, relatively low proportions in the ROM material combined with high feed rates can result in degradation in plant performance and/or excessive water consumption. The maximum level of particulate material in the process water has been determined by examination of separation performance of spiral separators under varying slime loading. This work has been conducted utilizing various feed sources and a robust ‘rule-of-thumb’ has been derived.

This summary of international mineral exploration activities for 2012 draws upon information from industry sources, published literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analyses of exploration activities performed by the mineral industry. Three sources of information are reported and analyzed in this annual review of international exploration for 2012: 1) budgetary statistics expressed in U.S. nominal dollars provided by SNL Metals Economics Group (MEG) of Halifax, Nova Scotia; 2) regional and site-specific exploration activities that took place in 2012 as compiled by the USGS and 3) regional events including economic, social and political conditions that affected exploration activities, which were derived from published sources and unpublished discussions with USGS and industry specialists.

Several factors need to come together in creating an integrate mining equipment dispatching system. At the hub of these factors ace the central dispatching formulas. This paper details the development of these central dispatching formulas and explores the combining of these formulas with other elements to create an integrated dispatching decision. WHY DISPATCHING? Truck dispatching implies and in reality should equate to mine equipment efficiency. Good truck dispatching will yield good mine equipment efficiency while poor truck dispatching will yield the alternative. Truck dispatching can either be automated through a computerized, process or it can be manual. Every mine with haul trucks has a truck dispatching system whether it is recognized or not. Even a system wherein the hauler operators determine where they are going for their next load is a truck dispatching system.

The minerals industry trend toward very flotation machines, exceeding 10 m3, began in the late 1960&apos;s and responds to the continuing desire to achieve better plant economics through improved plant floor-space utilization, power requirements, and operational /maintenance manpower heeds. In general, as process design tonnage increases, the benefits of the larger flotation machine becomes more evident. The development of the larger flotation machine can be distingushed from earlier, smaller, machines in demanding a rational "scale-up" procedure to guide the basic design, thereby producing a machine prototype capable of satisfactory-operational evaluation at minimum cost. Proven flotation machine "hydrodynamic" scale-up consideration, successfully applied in the development of both the WEMCO No. 164 (28.3 m3) and No. 190 (42.5 m3) machine will be reviewed, and the resulting economic benefits of large flotation machines in high tonnage applications will be summarized.

Heavy metal ions exist in waste effluents including mining tailings, manufacturing discharges, and smelting and metal plating process wastes. Various methods are available to treat industrial effluents containing high levels of metal ions, but when confronted with wastewater that has low metal ion concentration below 500 mg/L, most techniques suffer from low removal or separation efficiency as well as high operating cost. ELM-based techniques can be used to solve these problems.

Rogers Group, Inc., is the nation&apos;s largest privately held aggregates producer (primarily producing crushed limestone and secondarily sand & gravel) and a major regional asphalt paving construction contractor. The company also has interests in building supplies and coal. Facilities are concentrated in five states in the central U.S. (Ohio, Indiana, Kentucky, Tennessee, and Alabama), with an additional location in Southwestern Virginia. At the request of its then CEO and with support from the company&apos;s ownership, Rogers embarked on a strategic planning program in late 1986 by retaining an outside management consulting firm. The ultimate goal of this program was to develop a self-sustaining strategic planning process to inject a strategic dimension into every manager&apos;s business thinking and to improve company performance. Since then, Rogers has internalized the outside consultants&apos; strategic planning framework --initially, using it wholesale, and later, greatly streamlining and tailoring both the planning process and product to meet the specific needs of the company. Implementation of strategies developed from strategic planning has resulted in significant improvements throughout the organization. The latest product of the strategic planning effort is a company-wide (or, "corporate") strategic plan that carries the theme of "Market Leadership through Excellence". This paper provides a case study of successful corporate strategic planning by examining the evolution of strategic planning at Rogers and by summarizing the key elements of a sound planning process and product.

The Grasberg copper-gold deposit was discovered in the spring of 1988, one year before the planned closure of Freeport Indonesia&apos;s original Ertsberg openpit copper mine. In spite of Grasberg&apos;s remote location, 600 m (1968 ft) above the Ertsberg, atop a hitherto inaccessible mountain, Freeport-McMoRan brought its latest open-pit mine into production in the last week of 1989, less than two years after discovery. Freeport Indonesia&apos;s (FI) copper-gold mining operations are located in Irian Jaya, the easternmost province of Indonesia on the western side of the island of New Guinea. Fl&apos;s six ore deposits are all located within a 10- x 10-km&apos; (3.9- x 3.9-sq mile) Contract of Work area. They are all between the elevations of 2900 and 4300 m (9515 and 14,100 ft) above sea level, some 96 km (60 miles) from the island&apos;s southern coast. A 118-km (74-mile) access route connects FT&apos;s port site of Amamapare on the Arafura Sea to the project area. The first section is an 18-km (11-mile) barge waterway. The final 100-km (63mile) is a two-lane gravel highway. The highway terminates 9 km (5.5 miles) beyond the FI townsite at the project&apos;s central mill, some 2850 m (9250 ft) above sea level. The mining areas are separated from the mill by a 780-m (2560-ft) sheer cliff face. The world&apos;s longest free span tramway system, with a total length of more than 1.6 km (1 mile), is the only means of access for men and materials between the mill and the surface mines. Weight restrictions for the tramway for equipment considered for the project are 15.4 t (17 st). The minimum clear width dimension of two tunnels along the portsite access road is 5.6 m (18.4 ft).
