In compliance with the current Russian environmental legis­lation, possible impact of industrial activities on the environment is restricted by acceptable limiting values (maximal allowable concentrations - MAC) of individual chemical substances in the natural environment - water, atmospheric air and soils. These norms have federal status and are valid for the whole territory of Russia. Disposal of the substances, for which no MAC is estab­lished, is forbidden by the law. Many gold mining companies use cyanide in precious metal recovery. This paper overviews the Russian experience in pro­tection of natural water reservoirs from technogenic impact of cyanic technologies. Major toxic compounds, contained in liquid and solid rejects from hydrometallurgical treatment of gold ore using cyanidation, are cyanides (CN), thiocyanates (SCN) and cyanide metal com­plexes. Unlike western classification of various cyanide types, in Russia any inorganic cyanide compounds (simple and in com­plexes with metals), with the exception of iron cyanide com­plexes, are considered toxic and the acceptable limiting value is established for them. MAC is 0.05 mg/I for fish reservoirs and 0.1 mg/I for drinking water. For iron cyanide complexes MAC is 0.15 mg/I for fish reservoirs and 0.25 mg/I for drinking water. Russian norms for thiocyanates are practically as rigid - the acceptable limiting value for them in fish reservoirs is at the level of 0.07mg/l (0.15 mg/I for potassium thiocyanate) and for drinking water - O. lmg/1. Norms for metals are established on the basis of total content regardless of the form in which they are present in water - as cations or complex ions. It should be noted, that in case several toxic compounds of the same limiting value (for cyanides, thiocyanates and base metals the limiting value is toxicological) are present in water. Their allowable concentra­tion is calculated as the sum of actual concentration of each com­pound, divided by the corresponding acceptable limiting value, with the result not to exceed one (compounding effect). Differences in cyanide classification and the necessity to include thiocyanates dictate different analytical methods. This, in a number of cases, results in certain discrepancies in analytical results. Until recently chlorination was used as a basic process of detox­ification of wastewaters. Calcium hypochlorite powder or hypochlorite pulp, prepared of lime milk and chlorine shipped to the plant, were used as a reagent. Chlorination is an efficient method: it allows to completely destroy plain and complex cyanide, in addition to iron complexes, and thiocyanates. A good example of high efficiency chlorination can be found at the Mnogovershinniy mill near the Okhotsk Sea located in the salmon spawning area, for which we designed an automated chlorination plant for tailings dam. Since plant start-up ten years ago, the required concentrations of cyanides and thiocyanates have been kept at the MAC level required by environmental regulatory agen­cies and no harmful affects on ichthyofauna has been reported. One major drawback of chlorination is high cost of the major reagent, as well as secondary contamination of detoxified waters by chlorides. Secondary contamination by chlorides becomes obvious in the course of detoxification of wastewaters of com­plex composition, which require increased reagent consumption. Recent changes in economic conditions in Russia caused the necessity to direct efforts to reduce the costs of precious metals recovery, and in particular, wastewater treatment. We have con­ducted certain work in this direction and obtained positive results. We hope that our experience described below will be of interest to other specialists particularly taking into account the current low gold prices.

Isotope analyses distinguish biogenic sulfur ores from non-biogenic ores, but do not distinguish bioepigenetic from biosyngenetic ores. Sulfur deposits of salt dome caprocks and of bedded Permian evaporites of west Texas, however, are clearly bioepigenetic. Anhydrite, introduced by salt diapirs into geologically younger sediments, is converted biogenically to sulfur and calcite in the presence of petroleum; for example, in Challenger Knoll, a salt dome at a water depth of 3600 m in the Gulf of Mexico. Results from the first part of a two-part investigation of the stability of highwalls in open-pit coal mines in the Paleocene Fort Union Formation of the western Powder River Basin of Wyoming and Montana indicate that these highwalls are subject to time-dependent deformation. Field investigations and laboratory physical properties tests of coal and overburden rocks suggest that several factors influence highwall stability. Some of these factors are rebound of overconsolidated rocks, desiccation, water, orientation and spacing of fractures, and strength and deformation properties. Factors of safety for a typical highwall in the study area (calculated by the finite element method) may be less than 1.0 when open fractures are present and the highwall has degraded. Although it is concluded that most open-pit highwalls in the Fort Union Formation within the study area have adequate short-term stability, these highwalls do deteriorate and become progressively less stable. Because of this, postmining failures are common and stability conditions could become critical if mining were delayed and then resumed after a period of several months. The second part of the investigation will utilize field measurements of rock-mass properties and instrumentation of actively mined highwalls to obtain data for comparison with the results of the initial investigation. Because the height of highwalls will increase as the more shallow coal is exhausted, these data will also be used to predict the behavior of slopes higher than those presently found in the western Powder River Basin.

Death and injury rates in mining have been the highest of any industry; the injury severity rates in mines have also been the highest. Tentative figures reveal that 1971 was the best year yet for the bituminous coal indus¬try with the lowest number of fatal accidents. Nevertheless, 177 men were killed at a frequency rate of 0.76 per million man hours. Coal mine accident statistics have been described at various times as unacceptable and intolerable and recently resulted in the enactment of massive legislation. The 1969 Coal Mine Health and Safety Act was passed by Congress "to improve the working conditions and practices in coal mines and to prevent accidents and occupational diseases originating in the coal mining industry." The prevention of accidents in coal mines is the statutory responsibility of mining engineers and the moral responsibility of all who have any part to play in mining coal. The questions to be answered by these men may well be - What are the reasons for the high accident rate? Are the mines as safe as they can be? Are our mines sufficiently manned to insure proper supervision of production cycles and safety requirements? Are our plans for safety committees, safety campaigns, and safety inspections sufficient? Are they producing the results intended? If not, how can these be reorganized to have a greater impact? What is the real cost of an accident? What are the immediate and long-term plans for further improvements? These questions are in no way exhaustive, and the answers are not easy. There are many aspects of mine safety, and any one of them can be the subject of a lengthy discussion. The aim of this paper, therefore, is to limit the analysis to documented fatal electrical accidents in mines so that meaningful conclusions for improvement in electrical accident-experience statistics can be made. In doing this, it is also the intention to emphasize areas of missing information and propose a few suggestions for better hazard analysis.

The US economy grew at a rate of 4% in 1994 and the gross domestic product rose to $6.74 trillion. With 261 million people - 605,000 in mining, including petroleum -the United States has l 10 million dwelling units and 200 million licensed motor vehicles. New private housing units authorized in 1994 rose 14% to 1.4 million units. New car production rose 11 % to 6.6 million units, while truck and bus production rose 30% to 5.2 million units. The inflation rate was less than 3% and the prime rate of interest averaged 7.15%. The producer price index (1982 = 100) for fuels and related products and power was down 4% to 78, while metals and metal products rose 5% to 125. Chemicals and allied products rose 3% to 132, and non-metallic mineral products rose 3% to 124. The merchandise trade deficit rose 25% to $166 billion. Disorder in the former Soviet Union led to substantial dumping of mineral materials. With vast mineral resources, the former Soviet Union land area totaled 22.4 million km2 (8.6 million sq miles). In comparison, the North Ameri¬can Free Trade Agreement (NAFTA) area (United States, Canada and Mexico) totals 21.4 million km2 (8.3 million sq miles).

"It is now possible to use 3D X-ray tomography analysis for plant-site characterization of coarse particles at a sampling rate of about 3 kg/min for particles which range in size from 150 mm to 1 mm at a voxel resolution of about 150 microns. This is quite a significant advance in X-ray tomography technology and should be useful for plant-site coarse particle characterization (size, shape, composition, density, texture, grain exposure, mineral liberation) with a response time of minutes after receiving the sample. Applications in the mineral industries are discussed including the coal industry, aggregate industry, metal mining and the processing of industrial minerals. INTRODUCTION Plant-site characterization of coarse particles at coal preparation plants, crushed stone/aggregate plants, and mineral processing plants is needed to improve plant capacity, product quality, and/or process efficiency. Not much on-line coarse particle characterization is done at these plants. Some limited information regarding particle size is obtained on-line from reflected light images using systems such as the OPSA, Split, and WipFrag analyzers. Even laboratory analysis of coarse particles has been difficult because of the large amount of sample required to insure statistical significance of the results. During the past decades laboratory 3D characterization of particles from energy and mineral resources by X-ray tomography has been demonstrated and used to good advantage [1, 2]. 3D X-ray tomographic analysis had its origin in the medical services industry; it is used to provide internal images of the human body and now has also been developed for non-medical applications [3]. Figure 1 shows a schematic diagram for the cone-beam geometry micro-CT system. In our case X-rays from a microfocus X-ray generator are partially attenuated by the sample (a packed bed of particles) that is made to rotate in equal steps in a full circle about a single axis of the particle sample. At each rotational position, the surviving X-ray photons are detected by a planar two-dimensional array (image intensifier) large enough to contain the shadow of the specimen. These two dimensional projection images are collected using conventional video technology. The video signal for each projection is then converted to a two-dimensional digital array by an image processing system. Finally, a three-dimensional image is reconstructed from the collected set of projection images. With the availability of automated high speed X-ray tomography [4] it now seems possible to do plant-site particle characterization at a sampling rate of about 3 kg/min for particles which range in size from 150 mm to 1 mm at a voxel resolution of about 150 microns. Carbonaceous gold ores containing gold dispersed in sulfides are refractory to cyanidation because: ( 1) the carbonaceous materials adsorb gold during cyanidation; (2) a portion of the gold is so finely dispersed in the sulfide mineral lattice as to preclude contact with cyanide solution; and (3) a portion of the gold is chemically combined with carbonaceous material. Techniques which have been used to treat these ores are: (1) roasting or chemical oxidation to decompose sulfides and carbonaceous materials; (2) flotation to reject carbon; (3) the use of kerosene or other reagents to passivate the adsorptive carbon compounds; (4) carbon or resin in pulp; (5) flotation of a bulk concentrate which is treated by one of the above methods; and (6) the use of chelating agents which have a stronger affinity for gold than the activated carbon in the ore.

One of the most difficult tasks a project manager will have in pre-mine planning is dealing with the mine site's hydrologic regime. Numerous federal statutes passed by Congress in the last decade have made the coal mining industry more responsive to the environmental impact during all phases of the mining process. Permitting these mines has dictated a cradle to grave approach in dealing with water related issues. This paper will attempt to explore the application of these technology- based laws and their direct application to the unique environment found in Alaska's interior regions.

National income originating compared to physical production for an enterprise or an industry reflects its ability to strengthen the national economy. For a single industrial sector or for an industry this comparison can be useful to reflect changes that may occur in this ability to contribute because of changing supply-demand-income-investment equilibria. A favorable relationship can be postulated by specified economic incentive, and the accompanying technologic input required can be shown. The new index proposes the use of the Federal Reserve Board indexes of production divided by the constant dollar income originating in the petroleum industry which reflects increases or decreases in performance. When compared with other mineral industries and with, total industry, an approximation of relative strength is evident. By constructing three different hypothetical conditions for future petroleum imports, assuming a constant excess capacity requirement for domestic production, and providing an estimate for future domestic demand for petroleum, the impact on the performance index can be shown. Thus, a strong position for the petroleum and natural gas industry can be stated. If this is done, it becomes evident that because of restrictions on cost-price relationships, a drilling program that would provide enough domestic oil to meet demand may not be practicable. By difference, the amount of improvement in methods of production and processing through technologic advancements can be stated explicitly.

In recent years there has been increasing interest in employing the technique of explosive casting in strip mines. Explosive casting, applied to dragline mining, describes the procedure whereby the overburden is horizontally displaced by blasting causing a portion of the material to be thrown into the previously mined cut. Therefore, it is not necessary to subsequently excavate this waste with the stripping equipment. In addition, allowing the overburden unrestricted movement during the blast most often results in improved fragmentation and enhanced machine productivity. The method is receiving attention because the capital and maintenance costs of stripping equipment has risen rapidly in relation to explosives costs. Improved productivity is necessary to maintain unit costs at an acceptable level.

In maybe the world's first in a mine project financing, a US $55 million Rehabilitation Indemnity was given on behalf of the banks in a US $250 million loan to develop the Ranger uranium mine, Northern Territory, Australia. The basis of the financing was an estimate of removal of the tailings and replacement into the pit. The Indemnity was amortized by a sinking fund from the mine's revenues. Such a concept could be valuable for mineral developments in sensitive areas or jurisdictions such as British Columbia or Alaska.

Since Guild 1 and Snelgrove 2 attracted our attention to the relationships between certain endogenic ore deposits and plate boundaries, an abundant flow of papers appeared in the metallogenic literature concerned with this problem and its application to mineral exploration. Some of the papers only speculate with the formation of specific type of ore deposit 3, 4, 5, 6, 7, 8, 9, 10, 11, 12 Other papers are more concerned with genetic and structural relationships between plate tectonics and mineralization 13, 14, 15, 16, 17, 18, 19, 20 They are philosophical, in that they are generalized and refer to no specific area. Yet it is true that a large part of the world mineral potential is concentrated at the convergence of oceanic and continental plates, for example, around the Pacific. Therefore, the interaction of two plates by either subduction, obduction or slippage likely has an important role for the genesis and/or the (structural) control of these "orogenic" ore deposits. If subduction is the driving mechanism for the generation of igneous rocks 21, 22 and endogenic ore deposits 18, volcanic activity and the nature of volcanic products certainly are the major geologic processes and events to be tested. Fonteilles 23 and Alsac 24 have already emphasized the important relationship between mineralization and the talc-alkaline affinity of the volcanics. The Andean orogen is one of the best areas for testing such genetic relationships. Rich and varied endogenic and volcanogenic ore deposits occur there and plate interaction is still active.

Suboleski and King (1990) analyzed the reasons for the dramatic increase in underground coal mine productivity during the last 10 years. This paper examines whether this increase can be extended. The paper forecasts whether the mix of technological, procedural and other factors that produced the increase will change in the future. The forecast is based on the base case and spreadsheet production model described in the previous paper.

The large walking dragline has been the most commonly used overburden-stripping equipment in Texas lignite mines. These draglines, operating on the highwall side of the pit, can excavate to a depth of 45 m. Considerable overburden rehandling is required beyond 30 m and may reach 100 percent by 45m. As pit depth increases, dragline operation also becomes more complex, with two or three passes being necessary to make a cut 30 to 40 m wide. Multiseam operations also require extra passes. At pit depths greater than 45 m, the dragline must be operated also from a spoil bench. This can be difficult in the unstable alluvial deposits in which lignite occurs.

In order to establish meaningful remediation goals and monitoring programs in areas disturbed by mining, it is desirable to determine the natural metals concentrations that existed in the area prior to mining. At Iron Mountain, California, several natural sources exist for acid drainage and loading of metals to Slickrock and Boulder Creeks. This paper describes methods to determine the contribution of copper and zinc to groundwater and surface water from those sources, including natural gossan rock outcrops, mineralized bedrock, and colluvial materials. Methods used include evaluation of: 1) historical information, 2) literature values of unmined, mineralized areas, 3) analyses of water from monitoring wells, 4) leaching studies, 5) statistical analysis, 6) isotopic studies, and 7) identification of background by elimination of mining sources. Results from this natural background determination show that Boulder Creek and Slickrock Creek carried elevated concentrations and loads of copper and zinc prior to mining activities. With repeated rinsing of reclaimed and remediated mine materials by rainfall, there will be a diminishing contribution from residual waste rock and tailings at Iron Mountain, and natural background will become an increasingly larger proportion of the total load.

The existence of resins in some coal deposits in various parts of the world has been known for many years. These resins vary considerably in chemical structure and properties. The resin that is found in Utah coal, however, is rather unique, and has properties particularly attractive for the manufacture of printing ink mastics and adhesives. This resin is a rather dark, very high melting point, low molecular weight hydrocarbon resin. Its typical properties are shown in Table I. Its largest use by far, has been in the printing ink industry. The history of Utah coal resin is interesting, but unfortunately one of disappointment and failure.

The San Luis deposit is one of the few documented gold deposits on a detachment surface. This paper presents mineralogic and geochemical data that was gathered to characterize the mineralization, classify the ore deposit, and provide details of the ore forming process. Included are data on the paragenesis; alteration-mineral assemblages major and trace element geochemistry, and fluid inclusions. The San Luis deposit occurs on the western slope of the Sangre de Cristo Mountains adjacent to the San Luis Basin about 5 miles northeast of the town of San Luis in Costillo County, south-central Colorado. Mineralization was discovered in the district in the early 17th century. Production began in 1890 on lead-silver ores from which the district took the name the old name of "El Plomo". From 1897 through 1934 gold was intermittently produced. Battle Mountain Gold Company took an option on the property in 1987 and proved on ore body comprising an eastern block that has 1,277,300 t ore at a grade of 1.68 g/t and a western block of 9,744,000 t with a grade of 1.34 g/t. Production began in 1990. A companion paper by Benson (1994) describes the San Luis district and the ore body, hence the reader is referred to this or Robert and David (1990) for details of the geology from which the following is summarized.

Blastings always generates induced vibrations through seismic wave, these are lost energy from the blasting and therefore causing the disturbance of slopes and structures near the blast source. Most of the components of an open pit mine have to reach a physical stability, especially during its closure process. Aiming to develop a vibration prediction model using the historical records from an open pit mine located on Peru, this research has two main focuses depending on the distance from the blast source to the structure: to protect the final slopes and to protect the villagers houses. Both are based on the Devine model of the Square Root Scaled Distance (SRSD) to predict the Peak Particle Velocity (PPV). The Mid field model, where is found mainly final slopes from the pit, limited by the failure criteria of McKenzie based on the geo mechanical properties of the rock mass. The Far field model ranges distances where are located the most community households, limited by the German rule DIN 4150 for highly sensitive structures. Both scenarios resulted on a distribution abacus to limit the weight of used explosives to get the best operational advantage and structure safety.

There is an ever-increasing need for quality construction materials to provide the necessary housing and transportation facilities required for the protection and movement of people and goods. By the year 2000, requirements for housing in the United States will have doubled due to population growth. Requirements for transportation facilities in this same period will also have increased substantially. Further, all existing facilities for both housing and transportation will require substantial maintenance of one form or another. Aggregate is the basic material of the construction industry. There is some occurrence of aggregate source material in virtually every state of the United States, and in every country in the world. United States reserves of commercially useable aggregate have never been systematically estimated and are probably so vast as to be incalculable.1 However, in many areas its existence is largely negated by inaccessibility. Often it is lodged deeply or intricately in the earth or it is too distant from markets to offer a desirable "return on investment" under the present economic structure. Other factors that prevent its utility are the occurrence of small scattered deposits that individually are too small to justify the necessary capital investment for exploitation and collectively are too widely disseminated; also, the aggregate nay be deficient in certain desired chemical or physical qualitites.1

In most open pit operations mining porphyry type deposits, production planning rests on an are reserve inventory block file which is derived from diamond drill hole data. With such a practice, the way by which block values are generated is critical and in the recent years many studies deal with the comparison of different estimation methods for block grades (Mueller, E. (1), Knudsen et al (2) (3), Barnes, (4), Williamson and Mueller (5). Typically in such studies, one selects a bench or a group of benches where there is a "sufficient" number of blast holes (BH) with assay values in each of the blocks (generally 30.5 x 30.5 m (100 x 100 ft) or 15.2 x15.2 m (50 x50 ft). Then the arithmetic mean of the BH values in each block is computed and it is assumed to represent the real block grade against which different estimated values are compared. However it is sometimes observed that the variation of these BH values within a block is high and that their arithmetic average may significantly differ from the real average grade of the block (Barnes (4). The problem of the precision of the mean BH grade in a block has been examined by Williamson and Langlois (6) in an experimental way. They strove to find a better estimate of the average block grade than the mean BH grade but their results were not conclusive. The purpose of this study is to investigate the same problem within the frame of geostatistical models (David (7). Besides practical results obtained with these models, two general points are emphasized and illustrated in the text. First, "good results" are obtained if "good geostatistics" is done (David et al (8).
